the

budgeting
process
and
we're
up
to
the
point
that
we
propose
the
document
which
councilors
have
had
circulated
and
will
go
up
on
the
hive.
If
subject
to
the
adoption
of
the
recommendation
tonight
that
puts
out
the
proposed
2324
budget,
it
is
a
rolling
budget
of
four
years,
but
it
sets
the
revenue
and
expenditure
for
the
next
year.
It
also
includes
a
forecast
for
the
current
year
and
I
will
say:
I
have
to
thank
the
councilors
and
the
staff
for
their
commitment
to
get
this
document
together.

The
current
year's
forecast
has
been
truly
challenging
with
a
flood
and
a
storm
event
in
January,
impacting
what
may
have
been
a
normal
delivery
of
a
budget
program
for
the
22-23
year
and
with
the
three
or
four
months
of
interesting
access
to
sites
and
and
damage
to
our
asset
Network.
It
has
created
some
challenges
for
both
our
staff
and
for
our
contractors
to
deliver
the
program
for
the
current
year.

So
I'm
happy
to
present
that
we
will
have
a
revenue
proposed
47.8
million
next
year
and
an
expenditure
program
of
38.3
for
the
operating
statement,
which
gives
us
a
surplus
of
9.4
million
dollars.
I
do
note
that
the
capital
grants
and
the
operating
grants
are
what
I
consider
very
large
for
next
year
because
of
the
impact
of
the
floods
and
the
support
that
we
have
been
given
from
the
other
levels
of
government
to
do
asset
recovery
and
restoration
for
from
the
floods
and
the
storm
event.

the
document
itself
is
quite
large
and
it
is
worthwhile
having
a
a
read-off,
because
it
outlines
the
council
plan
and
the
objectives
that
we
set
for
major
initiatives
for
the
next
year
and
for
future
ongoing
two
three

four
years.
Obviously,
in
tab
4.5,
it
outlines
the
capital
program
which,
as
I
said,
is
a
very
big
program
of
21
million
dollars.
Expenditure
and
I
would
suggest
that
it's
it's
a
good
read
on
4.5
to
go
through
all

projects
that
we're
aiming
to
try
and
deliver
in
the
next
year.

are

borrowings
outlined
for
the
next
year

rate
rise
proposed
in
this
document
is,

Victorian
government
increase
in
line
with
the
fair
go
rate
system
rate
cap
of
3.5
Council
has
not

has

chosen

to
the
impact.

that
was

happen,
the
waste
charge

at
embedding
environmental

performance
at
Council
within
the
community.

resourcing

Campaign,
which
seems

long
time
ago
in
July
it
took
a
fair
while,
but
we've
had

mayor

myself
met
with
senior
staff
at
Services
Australia.
We
contacted
Minister
shorten's
office
on
group
times
and
we're
finally
successful
and
met
with
those
staff
members.
Only
last
week
it
was
a
fairly
positive
meeting
in
that
I
think
they
fully
acknowledged
that
this
community
obviously
relies
quite
heavily
on
Centrelink
Services
I.

Think
our
takeaway
message
from
this
particular
meeting
was
that
as
a
community,
we
need
to
Advocate
even
stronger.
It's
really
clear
that
they
base
a
lot
of
the
decision
making
on
statistics
of
numbers.
We
need
to
ensure
that
our
statistics
and
numbers
match
what
our
community's
expectations
should
be.
We
have
some
follow-up
items
which
I'm
just
preparing
a
briefing
for
the
councilors
shortly,
but
it
was
a
positive
meeting.

it

for
about

we
have
followed
it
up
directly

Minister's
office

it

16th
Mr
gasparoni
and
myself
attended
a
meeting
with
recycling
Victoria,
which
is
a
new
Waste.
Authority
that's
been
set
up,
the
the
head
of
that
Authority
is
Tony
cyrilli,
who
is
has
been
head,
I
believe
quite
some
time.
Someone
else
set
it
up,
but
he's
now
running
it.
I
I
So
this
is
the
first
meeting
that
we've
had
with
recycling
Victoria
and
we
I
think
everyone
made
it
very,
very
clear
that
it
was
good
to
find
out.
They
really
do
exist
because,
as
I
say,
they've
been
in
existence
since
July
the
1st
of
2022-
and
this
is
the
first
time
we've
had
any
real
contact
with
them.
So
there
was
a
an
interesting
conversation,
I
think
they're
Flying
Blind.
I
In
a
way
we
asked
about
to
connect
container
deposit
scheme,
he
indicated
that
he
had
no
idea,
and
hopefully
it
would
be
sometime
this
year,
maybe
December
the
23rd
and
then
two
days
ago
the
government
announced
that
there
will
be
one
set
up
in
November,
so
hopefully
they're
all
catching
up
on
on
news
within
that.
I
also
asked
a
question
about
the
wise
Levy
fund,
which
is
the
sustainability
fund,
which
is
fairly
very,
very,
very
difficult
to
find
out
what
is
in
the
fund.
I
The
only
balance
I
can
find
was
in
the
30th
of
June
2018.
It
had
511
million
getting
in
there.
I
believe
that
the
treasury
keep
that
as
a
way
of
balancing
their
books.
It's
it
gets.
I
It
runs
the
EPA
and
sustainability
Victoria.
But
apart
from
that,
any
excess
goes
back
into
the
fund
and
we,
as
a
council,
pay
62
I,
think
it
will
do
this
this
year,
it'll
be
62
for
municipal
waste
that
we
put
in
our
own
landfill
as
a
levy
and
Industrial
Waste
of
110
dollars.
I
So
it's
a
substantial
fund,
that's
sitting
there,
which
we've
been
arguing
for
quite
some
time.
It
should
come
back
to
the
people
that
put
put
it
in
there,
but
that's
not
how
the
thinking
is.
The
government
is
at
the
moment
and
I
asked
Tony
if
he
had
the
key
to
the
fund.
He
assured
me
that
he
knew
where
the
key
was,
but
he
did
sure
didn't
have
the
key.
I
After
that
meeting,
we
then
had
a
meeting
of
the
old
or
the
members
of
the
old
waste
and
resource
recovery
Group
which
for
the
council,
local
Council,
wadonga,
Indigo,
Alpine
Mansfield,
the
resorts
murandindi,
vanilla
wangaratta.
So
it's
a
fair,
a
lot
of
councils
and
the
idea
was
to
see
whether
there
was
an
appetite
to
set
up
some
sort
of
a
local
proof
again
like
the
waste
resource
recovery
Group,
which
was
very
very
successful
and
recycling
Victoria
admitted
that.
I
But
the
meeting
was
a
fairly
long
meeting
and
there
was
a
lot
discussed.
We
went
through
all
our
strengths
and
weaknesses
and
it
was
decided
in
the
end
that
we
felt
there
was
a
need
for
the
group
to
be
reformed
so
that
at
the
moment
we're
working
through
some
terms
of
reference,
that'll
be
sent
out
to
everyone
and
hopefully,
within
a
month
or
the
next
meeting,
with
recycling
Victoria.
I
If
that
happens
before
say
two
months,
we'll
we'll
reconvene
and
and
set
up
a
a
group
again
so
I
think
that's
something
to
look
forward
to
so.

shaping

great
event
that
a
lot
of
lessons
from
last
year,

the
torrential

been
taken
on
board

we'll

doing

at

amazing
event

massive
congratulations

community
involved
in
attending

Air
Show

went
there
with
my
family
and
my
kids,
and
they
had

wonderful
time
and
for
an
event
that
I
think
is
the
first
for
benella
it
was.
It
was
fantastic
and
just
to
see
so
many
people
out
and
enjoying
it
and
participating
in
the
sideshows
and
eating
all
the
amazing
food
that
was
there
yeah.

We
just
bought
them
yesterday
and
during
that
meeting,
I
think
everyone
that
spoke
with
everyone
had
an
opportunity
to
say
what
went
right.
What

and
at
the
end
of
the
day,
it
was
really
a
fantastic
production
of
an
air
show
put
on.

the
weather
gods
dumped
on
the
gliding
Club
of
Victoria
on
twice
once
in
November
with
rain
and
once
in
March,
with
the
hottest
day
in
March
the
only
hot
day
in
March
on
the
day
that
they
had
their
Air
Show,
which
unfortunately
impacted
on
the
numbers
that
were
there.
Having
said
that,
there
were
plenty
there,
unfortunately,
I
believe
that
the
the
air
show
the
gliding
Club,
who
underwrote
it
has
taken
a
hit
financially,
but
it
was
always
their
intention
to
give
a
gift
to
benello.

saying
thank

for
70
years
of
being
in
benalla.
They
just
didn't
think
it
was
going
to
be
that
expensive,
but
all
the
all
kudos
to
that
club
for
showing
their
belief
in
Manila
and
thanks
to

community

benella

that
everybody

concerned,

that

worked
together
extremely

was
there

all

was
the
most
well
attended,
volunteer
project
I've
ever
seen

like

commend
everyone
associated
with
that

I
do
know
a
lot
of
them,

and
they

all
there,

the

people
of
Molly
Eula,
put
that

show
on
every
year
and
I
think
for
150
years,
but
so
a
fantastic
job
done
by
them,
and
it's
so
good
to
turn
up
something
like
that
and
see
the
volunteers
work
rewarded,
because
so
many
times
you
know
these
volunteers
do
all
this
work
and
it
just
doesn't
come
off
for
whatever
reason,
whether
it's
weatherable
or
other
circumstances.

that
day
on
Monday
everything
came
together
and
especially
thanked
them
for
being
able
to
keep
costs
to
a
family
level
that
can
be
accomplished
by
a
family.

know
that

get

everything's
free

is
a
wonderful
concept
except
for
food
and
drink,
but
you
know
marvelous
time
had
by
all

I
learned
how

day

fantastic,
the
volunteers
and
I'm
so
glad
it
worked

well
for
them.

raising

fathers

mothers

the
ground.

it

a
great
job
and
we
did
we
just
take
it

granted,

volunteer
organizations
and
a
number
of
supporters
and
the
number
of
people
in
these
communities
that
they're
involved
in
everything
they
just
sit
there
and
then
you
know
they're,
making
sandwiches
they're
on
the
barbecue
they're
on

drink,
stand
they're,
helping
it
be
going,
but
it's
just
so
good
to
see
bullets
in
the
New
Direction
with
with
our
community.

only
disappointment
that
that
I
saw
was
that
Council
Claridge
was
deployment
had
to
go
to
jump
and
jump
over
the
security
bench.
A
lot
of
course
we're
going
to
have
a
race
around
the
track,
but
it's
apparently
it
was
amazed.
Some
track
record
that
the
the
work
had
been
great,
that
the
council
don't
have
the
insurance
in
capital.
Events
like
that,
so
unless
it's
alterating
it
mandal
on
the
end,
the
mailmania
and
I've
noticed
a
couple
of
years
ago
even
said:

His
ministers.

On
the
serious
side,
too,
we
went
to
the
saw
the
mayor
out
there
and
it's
not
a
councilors,
but
the
the
Swamp
People
know
the
festival,
that's
just
grown
on
strength
screen
and
only
once
again,
just
a
few
volunteers,
their
community,
and
they
did
such
a
great
job
of
putting
putting
events
on
liquid.
So
you
know
there's
something
going
on,
but
now
every
weekend
through
the
year
and
I
think
these
events
made
for
now
on
what
it
is.

air
show,
which
was
great
I,
also

my
family.
My
grandson
especially
enjoyed
it
and
some

those
tricks

they
did

show
before

it
was
great,

good
for
vanilla

think
that,
like
cows,

saying

be

was
great
young
people
they're
helping
with

sorting,
seating
and
things.
But

speakers
were
graduates
from
school
here
in
benalla
and
they've
gone
on,
to
do
terrific
things
and
great
role,
models
for
young
women
in
benalla
and
I
think
next
year.

it's
very

inspiring

hear
these
young
women
that
have
gone

their
careers
and

all
started
with

mentors
and
the
