concentrating

the
result
to
early
June
2023
rather
than
31
December
a
lot
of
the
stuff.
That's
covered,
probably
half
a
year,
reviews
actually
covered
in
the
full
year
forecast.
So
we'll
just
work
our
way
through
the
report.

the
end
result
for
the
year
is
a.
We
clearly
predict
a
surplus
of
1.5
to
9
million
dollars
in
the
budget.
However,
due
to
a
variety
of
factories
which
I'll
go
through
that
primarily
storm
related,
we

flood

storm
related
that
has
gone
down
by
just
over
a
million
dollars
to
predicted
surplus
of
449
000
for
the
end
of
the
year.
Just
going
through,
some
of
the
changes
in
income
has
been
a
result
of
changes
in
expenditure
and
income
rights
and
charges.

Our
landfill
commercial
charges
will
increase
by
forecasting
increased
by
396
000
by
the
end
of
the
year
is
the
primary
one,
and
we
have
had
previous
years
have
been
covered
affected
in
our
broadcasts
have
been
based
on
that,

returning

business
as
usual.
Now
we
will
see
quite
a
substantial
increase
in
charges
over
the
way
bridge
at
the
landfill,
also
having
regard
to
operating
grants.
We
have
some
more

000
more
in
that
and
they're
made
up
of
some
youth
grants.

Support
Community
operations
school
crossing,
and
we
also
got
a
little
additional
financial
assistance
grants
in
regards
to
operating
grants.

the
key
one
there
is
that
we
received
a
million
dollars
from
the
state
government
in
before
the
floods,
so
that
money
has
definitely
come
in
handy
and
help
offset
some
of
the
costs
we've
incurred.
For
that
Capital
grants.

We've
had
a
couple
of
capital
grants
there
that
have
weren't
budgeted
for
lighting
a
lake
for
children,
42,
000
and
outdoor
activation,
61
000,
so
they
won't
included
individual
and
finally
other
income.

have
had
a
good
return
and
go
to
our
investments
of
124
000,
given
the
good
interest
rates
that
have
incurred
some
higher
interest
rates
for
our
loans,
but
we
there
has
been
more
than
offset
buyer
that

on
our
investments,
but
we
also
had
a
reimbursement
work
cover
of
some
fifty
thousand
dollars,
which
has
resulted
in
150
000.

budgeted
it's
all
up
seeds
that
will
have
nearly
three
million
dollars
worth
of
extra
income
by

June
2023,

in
regard
to
expenses,
which
is
from
0.9
onwards,
employee
costs
are
relatively
on
budget
favorable

by
the
end
of
the
year.
So
they've
come
in

much
as
budgeted
a
big
increase
in
materials
and
services.

primarily
due
to
two
reasons.
One
is
that
we
had
nearly
over
a
million
dollars
worth
of
Grants.
We
received
last
year
that
we
had
to
spend
money
this
year
that
were
but
in
the
budget.

So
that's
a
big
one,
as
is
we've
had
hello
from
me
just
over
a
million
dollars
worth
of
operations
in
regard
to
emergency
events,
primarily
flood
related,
so
they've
increased
that
for
information,
the
councilors,
the
materials
and
services
budget
is
attached
to
the
appendix
one
0.11
Finance
costs,
as
discussed
the
we
have
had
a
33
000
increases
interest
due
to
higher
interest
rates
and
finally,
another.

big
item
is
depreciation,
with
with
capital
projects
being
completed
to
the
30
June,
plus
some
reevaluation
at
the
end
of
last
Financial
year,
but
we'll
have
an
extra
922
000
in
depreciation,
which
is
a
quite
a
significant
amount.

I
said,
all
that
adds
up
to
nearly
four
million
dollars
in
expenditure
increase
that
has
resulted
in
now
forecast
operating
Services
decreasing
by
and
making
dollars.

some
reason
for
that,
as
discussed
there

quite
quickly
for
the
information
of
counselors
in
regards
to
procurement.

delegation
at
all
over
the
past
quarter
in
regard
to
awarding
any
contracts
that
were
advertised

tenders
or
under
his
emergency
technicians,
apart
from
ones
that
have
been
approved
by
Council
for
a
report
at
the
Harvey.

also
the
CEO,
always
has
to
make
a
statement
in
regards
to
whether
or
not
a
revised
budget
is
required
by
Council,
and
the
CEO
has
declared
there
that.

which
would
be
very
rare
anyway,
we'll

also

capital
Works
program,
which
is
on

again,
that's
the
key
item
there
is
that
we've
spent
two
and
a
half
million
dollars
in
regard
to
31
regard
to
emergency
fund
repairs,
which
has
impacted
our
bottom
line
there,
where
we
can
see
we're
nearly
a
million
dollars
more
than
forecast
expenditure,
another
half
year
which
flows
on
to
the
end
of
the
year
too,
so
that
is
still
being
worked
out.
The
damage
from
I
must
reinteract,
who
this
other
relates
to
31
December.

this
only
incorporates
flood
repairs,
not
storm
damage
which
will
come
in
the
next
quarter,
so
the
manager,
assets
and
infrastructure
team
is
still
out
there
assessing
what
the
damage
is.
So
we
will
have
a
much
clearer
idea
at
the
three-quarter
time
review,
but
it
has
had
a
significant
impact,
but
we
are
also
working
with
our
funding
bodies
in
regard
to
natural
disaster
relief
funding
as
well
so
we're
working
there.

crossed

large
proportion
of
that
will
be
recouped
down
the
track,
but
that
hasn't
been
confirmed
as
yet,
but
we're
making
sure
we're
following
their
instructions
very
closely.

meeting

bit
of
a
discussion
on
roads
that
have
been
repaired
and
not
prepared
and
how
that's
worked
out
in
regard
to
what
particularly
we
do
have
some
fairly
strict
criteria
on
what
the
natural
disaster
relief
fund
will
cover
with
some
some
stuff.
We
have
to
obey
there.

The
new,
vanilla,
Art
Gallery
strategic
plan
for
2023
to
2030.,
as
discussed
in
the
report,
provided
the
previous
strategic
planning
window
closed
at
the
end
of
2022..

Within
this
context,
it
was
introduced
in
February
2022
through
the
vanilla,
Art
Gallery
committee,
a
process
of
strategic
plan
review
and
revision.
So
we
can
ensure
that
this
strategy
continued
to
best
suit
and
guide
the
gallery.
This
was
an
important
process
to
deliver
a
cohesive,
singular
guiding
Vision
that
best
positions,
the
organization
to
attract
external
support,
a
consolidation
of
existing
planning
documents
and
new
objectives
and
actions
which
strongly
aligned
to
actions
within
the
vanilla,
rural
city
council
plan,
the
state
and
National
strategic
priorities
in
the
arts
and
culture
space.

The
process
of
strategic
plan
review
undertaken
through
the
committee
is
in
line
with
the
terms
of
reference
for
the
vanilla,
Art
Gallery
committee,
as
a
Community
Asset
committee,
which
is
charged
with
developing
and
monitoring
a
strategic
plan
for
the
gallery.
The
committee
endorsed
the
new
strategic
plan
via
a
circular
resolution
on
the
9th
of
December
2022
and
recommended
it
to
council
within
the
report,
provided
you
will
note
the
Drafting
and
review
process
that
was
undertaken
throughout
2022..

Our
mission
is
to
present
a
progressive,
inclusive
and
responsive
art
program
for
its
community
and
visitors
in
order
to
deliver
transformational,
social,
cultural
and
economic
benefit.
The
gallery,
our
staff
and
our
program
will
carry
with
us
the
values
of
inclusion,
boldness
care
for
our
community
and
the
environment
and
integrity
and
respect.

Importantly,
what
this
strategic
plan
does
is
outline
how
we
will
achieve
our
vision
and
Mission
through
our
four
key
pillars
of
activity
being
exhibitions,
education,
engagement
and
collection
within
the
Strategic
plan
itself
is
a
detailed
objectives
and
actions.
Matrix
noting
how
we
will
use
each
of
our
pillars
of
activity
to
turn
vanilla
art
gallery
into
a
true
meeting
point
for
all
and
in
doing
so
deliver
for
the
community
that
transformational,
social,
cultural
and
economic
benefit.

it's
encouraging
to
see
the
parallel
between
the
new
cultural
policy
released
just
last
week
and
our
own
new
strategy
in
introducing
the
national
cultural
policy.
The
Honorable
Anthony,
Albanese,
Prime
Minister

Australia
wrote
one
of
my
abiding
motivations
is
to
bridge
our
divides
to
strive
for
shared
purpose
and
understanding.
The
Arts
are
critical
to
this
mission.
We
share
that
motivation
and
equally
recognize
the
role
of
the
Arts
to
bring
people
together.
Hence
our
vision
to
become
the
meeting
point.

The
national
cultural
policy
develops
through
extensive
consultation
over
the
last
year
is
titled
revive
a
place
for
every
story,
a
story
for
every
place
and
again
we
have
arrived
at
that
same
destination,
clearly
stating
in
our
own
Vision
that
the
vanilla,
Art
Gallery
will
be
a
place
that
reflects
the
diversity
of
our
stories
and
the
contributions
of
all
Australians
as
creators
of
culture,
the
development
and
Adoption
of
a
new
strategic
plan
will
trigger
three
critical
processes.
It
will
form
a
fundamental
part
of
our
four-year
funding
expression
of
interest
to
the
Australia
Council
for
the
Arts.

through

will
float

regions

each
of
the
sectors

the
Arts
and
Cultural
sector.

to
us
as

that
the
community

mind

thinking

citizen

next
year

start
jotting
down
some
notes,
because
you've
got
to
remember

only

the
committee
get
to
see

what
you
write

the
piece
of
paper,
not
what
they
know
themselves

that's
how
that's
judged
so
get
to

too,

like
to
report
on
the
Australia
Day
event
and
festivities
and
I
had
the
honor
of
going
out
to
Warren
Bain,
Lauren,
Bain
Hall,
and
to
the
Lima
swample
Community.
The
Lima
preschool
I
think
it
is
all
the
old
school
in
lineup
to
to
do
the
flag,
raising
ceremonies
and
present
one
of
the
awards,
and
it
was
a
fantastic
morning.
I
think
one
thing
that
I
struggled
with
was
having
to
leave
because
you
got
there.

You
did
ceremony
and
everyone
wanted
to
come
and
have
a
chat
with
you,
but
being
on
a
bit
of
a
time,
a
limitation.
F
It
was
hard
to
try
and
stay
and
wanting
to
chat,
but
but
nevertheless
one
thing
that
certainly
did
come
out
of
it
was
that
our
rural
communities
would
love
to
see
us
a
little
bit
more
and
I
know
that
the
councilors
have
been
talking
about
how
we
can
do
that
and
I
look
forward
to
the
mayor
announcing
soon
that
we'll
hopefully
be
going
out
and
visiting
a
little
bit
more.

that's
certainly
one
thing
that
come
out
of
it,
but
certainly
a
credit
to
the
Australian
Aid
committee
and
all
those
involved
in
in
setting
that
day
up
into
sharing
gear
and
to
yourself
madamir
for
speaking
I.
Think
for
most
of
the
beat
back
ceremony.

But
but
it
was
really
well
done
and
it
was
a
credit
to
our
community
and
everyone
involved.
And
if
I
can
just
make
another
report,
it's
probably
more
of
a
an
acknowledgment
to
our
Council
staff
and
our
community
following
the
January
storm
events,
as
we
all
know
that
that
came
in
pretty
quick
and
without
notice
and
and
even
today
we
still
see
the
crews
out
there.

Cleaning
up
and
coming
up
trees
and
tidying
things
up
and
I
know
that
yeah
many
of
our
staff
were
out
on
the
scene
pretty
early
in
the
night
and
through
many
days
and
and
helping
through
that
recovery
and
that
cleanup
and
to
the
community
for
being
really
patient
with
things
that
affected
their
properties
and
their
homes
being
patient
in
getting
that
support
from
Council
just
goes
to
show
that
we
do
lean
on
each
other
during
times
of
Crisis
or
times
of
need,
and
that
was
certainly
on
show
during
that
time.

storm
event
so
I
just
want
to
yeah
acknowledge
how
fabulous
Team,
our
amazing
community
and
and
the
work
that's
been
done.

time

they
all

together

appreciate

did

liked

way

year

it

take
it
for
granted,
but

take
it

counselor

I
look
at
a
wonderful
community
of
what
they
do
out
there
and
our
staff,

staff
led
the
way

fundamental

storm
events
are
on.
Let's
start

out

drop
of
the
head
over
the
weekends
after
hours
in
the
dark
you
know
protecting
us,
it
is
a
great
place
or
citizens,
and
then
our
citizens
got
out
and
they're
actually
doing
work
on
their

Council
line
property.

were
helping
as
well
and
I,
don't
know
who
organized
it
in
such
a
short
period
of
time,
but
having
a
landfill
where
people
could
take
their
own
cuttings
and
prunings
and
tree
rubbish
to
the
tip
to
a
landfill
I
got
a
lot.
There
was
a
lot
of
acknowledgment
there
that
people
haven't
come
out
and
said
so,
but
they
appreciate
that
where
we
opened
the
tip
for
them
to
take
the
damaged
materials
down
there,
so
everybody
can
swim
well
done
and
I'll
and
just
come
just.

The
other
thing,
too,
is
having
the
tenders
done
behind
the
scenes
so
that
when
our
when
our
tree,
loppers
and
and
have
and
and
now
and
they
are
staffed
in
aom,
subcontractors,
it
was
good
to
see
us.
Subcontractors
were
out
virtually
straight
away
and
in
the
past
we've
had
to
organize
the
start,
the
subcontractors,
but
once
they
had
their
where
they
had
to
go
and
do
a
job
they
were,
they
were
out
there
with
their
teams,
doing
the
job.
So
there's
a
lot.

Yes,
thank

following
on

the
other
Council
as
I
use,
Australia
Day,
a
devonish
which
was
fantastic
they're,
a
great
group
out
there,
as
councilor
Davis,
said,
there's
only
a
few
times
in

year
where
they
all
get
together
and
they
will
sure
all
out
enforced
on
Australia
Day.
So
it
was
a
great
day.

also
attended
a
meeting
of
the
benella
Historic
Society
and
the
Kelly
Museum
from
across
the
road.
Even
though
they're
in
recess,
wild
and
rebuilding
is
going
on.
They're
working
behind
the
scenes
with
the
renovation
they've
got
their
Consultants
working
hard
and
they're
ready
or
make
sure
they
are
ready
to
the
moment
that
the
building's
finished
and
they
can
gain
access
that
they'll
be
in
there
and
have
the
museum
up
and
running
as
soon
as
possible.
So
they're
still
chipping
away
behind
the
scenes
and
yeah
and
they're
very
happy
I.

5th
of
December
I
attended
the
Churchill
Reserve
committee
committee
of
management
meeting
at
that
meeting,
the
discussion
was
to
review
the
Strategic
plan
for
Georgia
reserve,
and
we
are
still
in
that
strategic
plan
review
mode
stage
on
26th
of
January
on
Australia.
They
attended
the
gurrambat
ceremony,
that
was
that
was
fantastic
too
and
I
think
there
were
about
70
or
80
people
all
together
and
a
very
good
turnout,
very
good
breakfast
everyone
enjoyed,
and
it
was
a
good
Community
Spirit.

that

on
both
of
February
I
asked
the
Saturday
last
Saturday
I
accepted
the
Sri
Lankan
consulates
invitation
and
attended
the
official
Sri
Lankan
Independence
Day
event
in
Melbourne
a
day
that
celebrates
Sri
Lankan
official
independence
from
the
British
Empire
in
1948..

Many
would
argue
compellingly
that
the
end
of
colonized
colonialism
is
yet
to
arrive
for
Sri
Lanka
and
that
terrible
imprint,
Colony
colonialism
has
made
Sri
Lanka
is
yet
to
be
fully
addressed,
even
though
they
are
going
through
a
very
tough
time
with
the
economic
reforms
and
what
has
been
in
the
past
few
six
months.

it
was
informative
to
hear
about
Sri,
Lanka's
policy
and
advocacy
for
reducing
carbon
emissions
at
the
Independence
Day
event.
The
lane
Sri
Lanka
are
going
for
to
the
benefit
of
everyone
today

Generations

us
to
move
to
talk
and
take
re-election
at
this
level
of
government
for
the
benefit
of

today
and
in
the
