C
A
A
E
This
report
relates
to
the
manila
art
gallery
committee
under
the
previous
global
government
act.
It
allowed
for
a
section
86
committee,
which
the
council
appointed
to
oversee
the
operation
of
the
art
gallery
under
the
long
government
act
2020.
E
This
doesn't
provide
for
special
committees
and
so
it's
time
timely
to
review
the
structure
of
the
committee,
which
will
be
in
accordance
with
the
new
2020
local
government
act
being
either.
E
Committee
or
a
community
asset
committee
on
page
20,
I
have
there's
a
list
of
the
current
members
of
the
committee
and
he
shows
the
structure
of
it.
We've
also
included
the
report,
a
draft
terms
of
reference
that
we
are
proposing
to
sit
alongside
this
committee
and
mr
chair.
There
is
a
recommendation
on
page
22.
F
Jillian
yeah
julian
just
could
you
just
give
another
example
or
explanation
of
the
delegated
committee
as
opposed
to
the
community
asset
committee?
Obviously,
the
order
of
this
committee
is
not
going
to
be
on
the
table,
but
I'd
just
like
to
hear
your
explanation
of
the
differences
between
the
two.
E
So
committees,
chair
a
community
asset
committee,
is
a
committee
where
which
largely
reports
to
the
ceo.
C
E
The
ceo
delegates
authorities
to
that
committee-
and
it's
has
a
chair
generally
from
the
community
and
from
that
that
committee
and
the
community
asset
committees
have
been
that
structure
has
been
used
to
oversee
community
assets
and
that's
opposed
to
a
delegated
committee,
which
is
formed
again
by
the
council
and
has
a
council
law
as
the
chair,
and
it
has
quite
different
young
authorities
given
to
it.
So
more
than
that.
I
know
robert's
very
good
on
his
face
as
well,
and
he
will
also
be
able
to
answer
I'll.
E
Give
more
detail
on
the
differences
between
between
the
two.
So
I
hope
that
goes
somewhere.
F
Just
a
follow-up
to
the
same
question
really
with
regards
to
the
differences,
I'm
just
a
little
concerned,
mr
chair,
that
we've
we
haven't
had
this
come
to
an
assembly
of
counsellors,
as
happens
these
days,
apparently.
C
F
Because
we're
not
having
them,
but
it
does
seem
to
be
quite
an
important
decision,
given
that
the
article
is
such
an
important
asset
of
the
night,
and
this
is
how
it's
going
to
function
from
now
on.
So
I'd
just
like
to.
If
mr
barber
can
explain
a
little
bit
further
the
importance
between
the
two
or
the
difference
between
the
two.
Thank
you.
D
Probably
the
example
is
delegate,
committees
are
the
finance
operations
committee
and
the
planning
development
committee,
so
they
obviously
have
delegated
powers
of
the
council.
So
that's.
The
chief
difference
is
that
community
asset
committees
are
there
to
manage
an
asset
such
as
the
art
gallery,
within
the
limitations
of
the
deed
of
the
terms
of
reference.
But
the
delegated
committees
are
really
a
subcommittee
of
the
council
with
powers
such
as
the
finance
operations
and
planning
development
which
can
make
decisions
contracts,
and
so
it's
probably
more.
F
Have
to
make
the
decision
on
this,
given
that
we
haven't
actually
had
time
to
discover
exactly
what's
the
the
differences
and
and
speak
about
which
we,
amongst.
E
F
Councillors
so
like
what
I'm
saying
is,
do
we
have
to
make
a
decision
tonight?
Can
we
land
on
the
table
for
another
month
or
whatever,
given?
I
know
that
our
the
time
is
running
out
for
us
to
make
decisions,
but
I'm
just
wondering
whether
or
not
why
it's
here
now,
as
opposed
to
coming
to
the
next
council,
perhaps.
C
I
can
assist
with
that
the
another.
E
Mr
chairman,
there
was
a
meeting
scheduled
for
the
next
art
gallery
meeting
of
next
tuesday,
but
given
that
the
section
86
can
be
expired
on
the
first
of
september,
so
there's
now,
no,
the
younger
ones
are
going
back
for
the
gallery
that
me
has
been
pushed
back
for
a
month.
We
can
push
it
back
further.
If
need
be.
G
I
think
probably
the
easiest
explanation
is
this:
the
current
section
86
committee.
Obviously
most
councils
are
aware
how
it
operates
and
has
done,
for
you
know
a
number
of
years
under
its
current
format,
where
the
committee
largely
have
had
the
power
to
purchase
the
access,
dxs
and
obviously
to
help
with
the
strategic
plan,
development
and
essentially,
what
we're
proposing
tonight
is
exactly
the
same
structure
going
forward
all
be
under
a
different
part
of
the
in
line
with
the
new
act.
G
G
Generally,
the
these
types
of
committees
do
have
management
responsibility
of
certain
council
facilities,
but
how
we
can
control
what
the
particular
committee
does
is
through
the
terms
of
reference,
and
so
in
terms
of
reference.
It
is
attached
to
the
report
mirrors
what
is
in
existence
today,
and
I
think
that's
the
that's
the
exact
structure
that
we're
asked
to
or
recommended
by
the
current
committee
to
put
before
the
council,
because
it's
what
they
have
prior
to
the
1st
of
september
and
what
will
exist.
G
H
G
And
once
again,
the
terms
of
reference
upstairs
today
was
there
yesterday
and
hence
the
reason
why
we're
trying
to
put
that
in
front
today.
As
long
as
they're
abiding
by
the
terms
of
reference,
it
will
be
exactly
the
same.
Type
of
reporting
that
was
happening
prior
would
continue
to
happen
going
forward.
G
If
there
are
major
issues
that
will
report
to
my
attention
once
again,
I'll
definitely
bring
that
to
the
council
if
it
was
of
his
protective
nature
or
of
an
operational
nature
as
well,
because
the
committee
does
not
have
the
power
to
oversee
the
operations
of
the
art
gallery
only
to
access
dxs
and
to
help
with
the
development
of
the
strategic
plan.
The
implementation
of
this
strategic
plan
is.
F
G
Thank
you
just
through
the
chair.
If
you're
referring
to
the
development
or
the
potential
redevelopment
of
the
art
gallery,
it
is
not
in
the
long
term
council
plan,
so
the
community
plan.
There
has
been
discussion
over
many
years
about
the
development
of
a
plan
and
the
feasibility
study
is
almost
complete
and
I
think
it
would
be
inappropriate
to
try
and
implement
that
into
any
type
of
council
planning
until
we
know
what
the
position
of
the
council
is
and
the
community,
and
as
it
stands
today
that
feasibility
star
study
has
not
been
complete.
H
Thank
you
don,
it's
not
to
say
that
I'm
against
any
future
development,
the
art
gallery,
but
I
just
want
the
checks
and
balances
to
go
into
place,
to
know
where
the
question
is.
If
things
get
a
bit
rough,
that
you'll
come
back
to
council.
Thank.
F
You,
yes,
thank
you.
Thank
you
for
explanation
to
all
the
staff
with
regards
to
the
council
plan
as
it
stands,
and
it's
about
to
run
out.
F
We
need
to
build
another
one,
the
new
council,
so
given
your
explanation
about
when
you
would
bring
it
back
to
council,
if
a
strategic
plan
that
the
art
gallery
committee
was
actually
talking
about,
engaged
and
talked
about
what
was
happening
after
they
had
redeveloped
it,
then
I
would
suggest
that
would
be
outside
their
boundaries,
given
that
it's
not
in
the
council
plan
and
therefore
the
ceo
would
be
bringing
it
back
to
council.
G
Through
the
chair
yeah,
that
is
a
good
example,
obviously
through
the
development
of
the
feasibility
study.
Whilst
the
committee
can
adopt
that
in
principle,
it's
the
council
that
has
to
ultimately
adopt
it
and
agree
to
it
and
then
obviously
you
look
to
embed
that
in
the
council
plan.
G
So
the
committee
doesn't
have
the
power
to
do
that
on
behalf
of
the
council,
whenever
the
council
does,
and
obviously
the
minutes
of
the
meetings
will
come
through
to
the
council-
and
I
formally
have
to
report
back
to
the
council
at
least
annually,
but
as
I've
said,
given
the
nature
of
the
committees
in
the
way
we
currently
run
them.
The
reporting
mechanisms
will
be
far
more
frequently
the
feasibility
study
and
the
potential
development
of
the
art
gallery.
It
is
a
significant
project
that
they
have
been
working
on,
but
I
think
everyone
needs
to
understand.
G
E
E
It
always
has
in
the
past
in
the
future
now
and
it
has
in
the
past
and
I'm
sure
it
will
in
the
future,
and
so
I'm
sure,
we'll
have
oversight
of
anything
that
happens
at
the
art
gallery,
and
I
think
the
community
asset
committee
is
the
right
thing
for
the
art
gallery,
considering
it's
the
community
asset.
Thank
you.
F
H
A
E
E
A
A
E
This
report
brings
forward
a
social
media
policy
for
the
consideration
of
the
council.
Previously
we
had
a
social
media
protocol
and
moving
this
to
a
policy
just
reflects
the
bigger
and
more
and
more
important
role
that
social
media
plays
not
only
in
the
communication
of
the
council,
but
are
really
in
everybody's
lives.
E
This
policy
is
around
ensuring
that
the
council
uses
social
media
in
a
way
that
is
appropriate
and
that
it
does
enhance
communication
with
the
community
and
it's
a
very
good
communication
community
engagement
tool.
The
policy
applies
to
council
officers
to
contractors,
volunteers
across
all
of
the
social
media
accounts
that
are
assets
of
the
council.
E
E
Miss
chair,
how
it
works
operationally
is
that
the
ceo
delegates,
different
council
officers
to
oversee
different
streams
of
social
media.
We
have
nine
social
media
assets
within
the
council
and
that
we
see-
and
I
see
everything
that
gets
published
on
social
media
and
it's
the
ceo
ultimately
that
oversees
it
and
he
said
that
he's
outside
the
previous
protocol.
Then
that's
a
matter
that
gets
us
raised
through
certain
appropriations.
A
Section
any
other
questions
for
jillian.
I
have
one
jalen.
Have
we
had
any
problems
with
social
media
with
responses
that
maybe
weren't
appropriate.
E
Mr
chair,
the
nature
of
social
media
is
that
it
does
provide
people
the
opportunity
of
it
and
comment
free
and
what
we
do
on
our
corporate
social
media
account
is.
We
do
monitor
comments
and
anything
that
attacks
people
individually.
E
If
we
can
choose
whether
or
not
we
release
that
comment,
we're
very
light-handed
on
what
we
don't
release,
because
it's
not
a
tool
for
us.
It's
not
various
things,
but
no
we've
we've
had
very,
very
little
trouble
with
it,
which
has
been
fantastic.
It's
been.
C
E
G
A
D
Refers
to
the
july
council
meeting,
which
subsequently
went
to
the
I'm
sorry
june,
maybe
went
to
the
july
meeting.
So
now
it's
going
to
september,
okay,.
B
I
just
wanted
to
speak
to
item
five.
The
satisfactory
survey
part
three.
I
believe
it
says
here
to
be
used
to
improve
council
performance
regarding
sealing
roads
over
the
next
12
months.
I
thought
we
actually
asked
that
the
satisfactory
survey
be
used
to
improve
all
factors.
B
D
You
missed
it.
I
think
that
maybe
has
been
covered
in
point
number,
two,
where
it
says
it
will
be
used
to
inform
the
council
plan,
and
I
think
that
covers
all
aspects
of
our
operations
so
we'll
use
it
then-
and
those
minutes
have
been
signed
off
on
previously
terms
of
that,
but
we
shall
make
sure
we
take
care
of
his
thoughts
on
board
when
we
are
looking
at
the
results.
A
B
A
H
You,
mr
chair
august,
10th,
no,
it
wasn't
august
10th,
it
was
august
12th
working
with
helen
haynes.
I
guess
was
it
no
attendance.
Thank
you.
E
I
would
just
like
to
acknowledge
the
passing
of
richard
hawkins,
who
he
was
the
lieutenant
commander.
I
think
the
navy,
and
until
he
came
along
and
became
chair
of
the
committee,
it
was
going
nowhere.
It
had
been
going
for
about
three
or
four
years
and
the
rsl
got
to
know
that
he
was
mr
hawkins
was
in
town
and
asked
him.
E
Would
he
become
the
chair
and
he
had
an
unlimited
amount
of
contacts
in
the
navy
and
he
did
a
fantastic
job
and
the
memorials
in
the
garden,
and
when
we
had
the
official
opening,
I
mean
hundreds
of
people
came
and
a
lot
of
people
come
to
see
it
today,
and
I
would
like
the
council
just
to
acknowledge
the
contribution
that
he
made
to
the
real
city
in
that
context,
and
perhaps
a
lot
more.
Thank
you.
Thank
you
very
much.
H
Thank
you,
mr
chairman.
Look,
I
think
I'd
like
to
endorse
those
words
of
counselor
alexander.
I
was
too
on
the
committee
at
the
time
and
it
certainly
went
nowhere
for
a
number
of
years
and,
and
it
was
certainly
when
he
came
to
town,
he
certainly
put
it
on
the
table
and
got
action
got
action
very
quickly
and-
and
we
have
it
here
today.
Thank
you.
A
A
That
group
consists
of
representatives
from
alpine
vanilla
falls:
creek
indigo,
mansfield
mountain
mount
bottom,
how
long
wenger
out
and
wodonga
so
it
covers
the
whole.
A
A
A
Municipal
waste
is
down
one
of
the
largest
contributors
to
wasted,
which
we
don't
obviously
have
that
problem.
But
a
lot
of
other
councils
must
we've
been
calling
for
leadership
from
the
federal
government
for
quite
some
time
about
recycling,
and
they
have
now
banned
the
export
of
waste
plastic
paper
plants
and
tires.
A
A
A
All
the
other
plastics
are
going
to
be
banned
from
export
and
that's
about
20
of
the
volume
now
paper
is
about
30
and
that
will
be
banned
in
july.
20
2024.
A
A
A
From
now
on
now,
councils
are
a
required
repair
transition
plan
outlining
how
they
will
implement
the
the
forbidden
model
for
it
or
access
to
an
equivalent
model.
The
glass
which
is
purple
lid,
yellow,
fogo,
green
and
garbage
red.
So
we
have
the
yellow,
green
and
red
well
and
fully
covered
we'll
look
at
in
the
future.
No
doubt
what
we
do
with
glass,
but.
A
The
other
person
that
spoke
at
the
meeting
were
the
gentleman
called
ian
campbell
fraser.
Well,
who
informed
us
that
the
government
is
setting
up
a
new
ways,
act.
