Confirmation
of
minutes
of
the
previous
meeting,
the
minutes
from
march
23rd
and
wednesday
april
20th
to
the
confirmed,
councillor,
davis
and
councillor
king
all
those
in
favor.
Thank
you
public
question
time.
F
Thank
you,
madam
chair.
In
response
to
question
one,
the
committee
has
supported
an
application
to
the
living
heritage
grant
for
195
000,
predominantly
to
restore
bar
cut
65
at
the
toilet
block
in
response
to
question
2.
In
accordance
with
the
adopted
financial
plan,
2021
22
to
20
31
32,
which
was
adopted
in
october
21,
the
sum
of
100
thousand
dollars
was
allocated
to
the
review
and
update
of
the
manila
airport
master
plan
and
also
in
the
2223
budget.
The
proposed
2223
budget
is
currently
on
public
exhibition.
A
A
Seven
one
petition
declaring
church
hill
reserve
a
timeshare
off
leash
area,
a
petition
containing
613
signatures
has
been
received
council
immediately
within
the
newly
introduced
rule
and
declare
churchill
reserve
a
timeshare
for
athletes,
leash
areas
and
the
petition
is
attached.
Can
I
please
have
someone
move
that
council
o'brien
second
and
councillor
king?
Would
you
like
to
speak
to
that
councilor
o'brien.
C
Yes,
I
would
know,
I'm
actually
very
pleased,
be
able
to
receive
this
petition
tonight
and
look
forward
to
discussing
it
in
more
detail
in
the
coming
weeks.
I'm
certain
that
we
can
find
a
solution
for
all
the
stakeholders
to
be
satisfied
with.
C
I'm
also
pleased
to
say
that
we've
identified
the
need
for
additional
dog
exercise
and
walking
areas
in
town
and
because
of
that
we've
allocated
one
hundred
thousand
dollars
in
the
22-23
budget.
That
is
out.
That
is
presently
out
to
look
for
community
consultation
until
mid
to
late
may.
C
Counselors
have
advocated
very
strongly
for
our
community
has
asked
for
this,
and
we've
set
aside
funding
to
make
this
happen.
I
look
forward
to
the
community
consultation
that
will
guide
the
final
location
and
design
of
the
parks.
First
and
foremost
the
budget
needs
to
be
adopted.
I
look
forward
to
having
further
discussions
around
this
very
important
topic.
Thank
you.
G
Thank
you,
madam
chair.
Only
to
support
council
o'brien's
points
raised
as
outlined.
It
is
in
our
budget
draft
budget
at
this
time
of
an
allocation
of
a
hundred
thousand,
and
I
know
that
from
around
this
table,
council
is
very
committed
and
looking
at
exploring
all
options
in
for
a
dog
park
that
the
community
can
be
proud
of.
So
I
acknowledge
the
600
plus
signatures.
G
That's
come
our
way
and
and
we'll
continue
to
work
around
this
table
to
explore
every
option,
and
if
the
budget
gets
up,
we
will
look
at
what
we
can
do
with
a
hundred
thousand
dollars.
Thank
you.
E
You
and
thank
you
counselor
for
a
very
good
introduction
to
the
subject.
Look.
I
think
we
might
have
been
a
bit
harsh
in
moving
very
quickly
with
this,
although
it
went
out
to
public
consultation.
Originally,
we
had
108
110
people
acknowledged
that
acknowledged
last
time,
and
I
think
it's
good
to
have
a
petition,
and
it's
good
now
that
the
people
have
said
what
they
want
and
now,
as
councillors
will
act
accordingly
and
hopefully
be
able
to
remedy
the
situation.
Thank
you.
Madame.
A
A
A
H
A
A
H
Thank
you
very
much.
Madam
chair
tonight's
report
provides
council
laws
in
the
community
with
our
half
yearly
results
under
the
local
government
performance
reporting
framework,
the
appendices
which
is
quite
extensive
as
attached.
Obviously,
over
the
past
the
six
months
to
31
december
we've
been
pretty
significantly
impacted
by
covert
restrictions.
This
has
resulted
in,
as
can
be
seen
from
the
report,
a
fairly
large
decrease
in
the
use
of
our
aquatic
library
and
bitter
information
services.
H
But
some
good
news
in
the
as
as
covered
in
the
statistics
is
that
there's
been
a
significant
improvement
in
the
number
of
animals
reclaimed
due
to
our
education
programming.
There's.
B
H
Historical
15
dollars,
20
18,
35
11.7,
which
seems
like
a
good
question,
good
indication
through
you,
madam
chair,
with
that
one
we'll
wait
till
the
end
of
the
year
resolve
before
we
actually
know
there
has
been
a
significant
saving
there.
Sometimes
these
figures
can
be
a
little
bit
misleading
at
the
half
year.
So
we'll
just
see
what
happens
at
the
end
on
facebook
you're
a
good
result,
but
we
will
just
wait
until
the
end.
A
To
make
sure
that's
the
case,
thank
you.
Thank
you.
Are
there
any
more
questions?
Can
I
please
have
someone
move
the
recommendation
that
the
report
be
noted?
Thank
you,
councillor,
davis
seconded
councillor
king.
Would
you
like
to
speak
counselling?
Would
you
like.
A
H
You,
madam
chair,
once
again,
this
is
our
statutory
obligation
to
report
on
the
progress
in
our
council
plan.
H
However,
we
didn't
adopt
the
council
plan
until
late
october,
so
it's
really
only
a
couple
of
months
worth
of
actions
that
have
taken
place,
but
the
report
is
there,
as
highlighted
our
councils
will
remember
that
we
also
adopted
a
council
plan
action
plan
that
will
also
be
reported
back
to
the
council
and
the
community,
but
that
probably
goes
into
a
bit
more
details
in
regard
to
specific
projects
and
programs
that
are
used,
but
have
you
taken
any
queries
on
any
of
these?
I
will.
Thank
you
very
much.
Are.
B
D
They
see
the
action
plan,
items
kicked
off
or
the
progress
on
that
japan
items
along
with
the
council's
plan.
Maybe
the
next
next
half
here
is
that
a
possibility.
Thank
you.
H
D
H
Chair
yeah,
it
certainly
is
given
that
this
was
only
a
two
month.
Wasn't
it
wasn't
too
much
action
on
the
actual
plan
itself,
which
was
adopted
late,
but
the
process
will
be
that
the
action
plan
and
this
legislation
required
what
we've
reported
at
31
december.
G
H
For
that
question
we
shall
address
those
issues,
madam
chair,
thank
you
and
and
add
those,
and
just
on
that,
so
we
might
actually
also
get
into
the
habit
of
bringing
this
report
to
council
laws
a
bit
earlier,
so
you
can
actually
go
through
what
initiatives
that
you're
aware
of
too,
as
well
as
council
officers.
Thank
you.
Thank
you
very.
A
Can
I
have
some
yesterday
counselor
gonna
write
me
thank.
B
You
jay
there's
no
page
number
talking
about.
What's
on
the
second
page.
B
They
celebrate
promote
celebrate
after
history
and
cultural
diversity.
There
was
a
lot
of
talk
about
the
history,
but
not
much
about
the
cultural
diversity
part
of
it
in
that
strategy.
So
I
think
it's
something
for
us
to
more
focus
or
heavy
wisdom.
D
Explanation
of
the
actions
that
have
been
done
covers
the
history
part
of
it,
but
not
the
cultural
diversity,
part
of
it,
but
that
court,
but
that's
half
here,
have
we
done
anything
or
haven't
been
done
anything
at
all
to
cover
the
culture
of
the
city.
H
Through
madam
chairs,
which
said
at
the
start
of
the
presentation
for
a
two-month
period,
so
we
haven't
picked
up
a
lot
of
the
things
that
could
go
through
here.
E
But
events
such
as
the
one
mentioned
in
march
will
be
captured
in
june
30.
A
A
A
G
Thank
you
very
much.
On
friday,
the
8th
of
april
I
set
in
on
the
doom
meeting
with
the
shadow
minister
of
climate
change,
the
honourable
chris
fallon,
the
honourable
chris
bowen
apparently
spent
some
time
in
local
government,
so
he
has
a
fairly
good
understanding
of
the
local
government.
G
He
was
very
cautious
of
measures
in
what
he
and
his
commitments
if
they
were
elected,
so
a
couple
of
commitments
that
they
that
he
did
make
if
elected,
he
would
have
a
roundtable
meeting
with
mayors
in
june
to
to
accelerate
climate
action,
and
he
would
also
invite
representatives
from
the
local
government
association
to
sit
on
the
group
to
discuss
the
national
framework.
G
So
there
were
two
movements
he
did
make.
Another
thing
that
he
did
mention
was
that,
if
elected,
the
labour
government
would
look
at
installing
community
batteries
in
local
communities
from
what
I
could
gather,
they
would
be
of
no
no
charge
to
council,
but
councils
would
have
to
supply
a
public
space
of
some
sorts
to
to
sit
the
battery,
and
I
would
imagine
they'd
have
to
be
up
to
a
solar
system
of
some
sort.
But
that
was
something
that
that
we
could
hold
into
if
they
are
elected,
so.
C
Thank
you,
madam
chair.
Well,
today,
on
this
afternoon,
I
actually
attended
the
live,
live
community
meeting.
C
C
To
what
this
program
does
this
program
is
addressing
youth
mental
health
support
and
education
and
has
been
running
in
our
vanilla,
high
schools
for
the
past
five
years.
C
It
involves
students
in
the
training
program
in
year,
8
and
11,
and
then
the
students
in
years
9
and
10
join
up
with
with
a
group
called
the
crew
and
they
kind
of
run
all
the
programs.
So
it's
really
really
interactive
with
all
kids.
The
launch
for
this
year
live
for
life.
Crew
program
is
to
be
held
on
wednesday
may,
the
11th
of
the
indoor
rec
center
and
a
training
session
in
youth
team
mental
health
community
members
will
be
held
later
this
year.
There
was
one
called
last
year
as
well.
C
I
think
it
runs
before
evenings
over
a
month
and
then
people
are
certified
to
in
mental
health,
youth
mental
health.
First,
aid
this
year
sees
the
largest
number
of
crew
applicants
from
both
fcj
and
k-12,
and
this
is
it
everyone
in
the
past
five
years.
So
this
is
why
we're
all
very
pleased
this
afternoon
at
meeting.
It
was
very,
very
positive
to
see
this
program
continuing
to
grow
and
keep
keep
its
momentum
in
addressing
the
problem
that
we
unfortunately
see
in
our
vanilla
community
with
youth
mental
health.
C
G
G
You
yes
councillor
kim!
Thank
you,
madam
chair.
It's
not
so
much
a
report
but
more
of
a
acknowledgement.
Firstly,
on
the
16th
of
april
the
freezer
cinema
night
down
by
the
lake,
which
was
extremely
well
attended
by
many
many
people.
I
think
some
200
plus
people
there
on
the
saturday
night,
more
300
plus.
I
didn't
really
do
a
head
count
when
I
was
there.
G
I
wasn't
there
for
long,
but
it
was
great
to
see
and
it
was
just
a
great
night-
the
weather
really
turned
it
on,
but
just
to
see
the
community
there
and
embracing
these
sorts
of
events
that
council
is
putting
on
was
fantastic
and
the
feedback
I've
heard
from
it
is
when
the
weather
warms
up.
G
We
want
to
see
a
lot
more
of
that
so
very
encouraging
there
and
secondly,
too,
just
to
acknowledge
the
community
who
came
out
on
the
30th
of
march
for
the
ceramic
mural
design
concept
public
meeting
and
held
down
the
at
the
mural.
All
councillors
are
in
attendance
and
field
with
a
lot
of
questions
and
from
that,
as
we
know,
the
committee
is
going
to
be
formed
and
I
really
look
forward
to
hearing
and
seeing
what's
going
to
come
from
that,
so
another
great
community
engagement
done.
Thank
you.
E
King
stole
my
thunder
again
just
following
on
with
casa
king
said,
I
believe,
on
the
first
night,
was
about
100
in
the
second
night,
three
could
have
been
350
people.
I
think
the
the
children
enjoyed
the
ice
free
ice
cream
that
was
available
for
a
little
while
and
I'd
just
like
to
for
the
ceo
to
thank
steph
for
to
acknowledge
her,
because,
as
a
young
staff
member,
she
did
a
magnificent
job
on
those
10
knots.
We
just
caught
the
weather.
E
You
certainly
wouldn't
want
it
this
weekend,
but
the
feedback
to
me
was
that
we,
we
probably
need
to
do
a
bit
more
than
in
the
warmer
months,
but
no
steph
did
an
excellent
job.
Thank
you.
Thank.
B
You
ted
we
had
a
meeting
yesterday
here
at
the
council
office.
I
met
with
a
couple
of
residents,
margaret
macron
and
freda
andrews,
and
they
gifted
me
this
scarf
it's
a
beautiful
hand
and
I'm
grateful
for
migrants,
hours
of
work
and
skill
in
crafting
this
craft.
For
me
to
wear
this
cup
is
called
climate
change,
stuff
and
each
temperature
has
been
has
been
color
coded
and
they
needed
to
match
the
average
global
temperature
each
year
since
1919
and
the
cool
blue,
you
see,
on
my
right
hand,
side.
B
Lustre
is
cool
at
global
temperatures
on
early
20th
century,
and
it
gives
away
hot
pinks
and
red
of
our
much
warmer
globe
today
to
my
left-hand
side.
B
So
we
have
the
benella
rural
city,
climate
change,
adoption
action
plan,
2013-25,
which
we
can
fully
implement
and
improve
so
that
we
can.
We
prepare
ourselves
for
the
future.
Our
councils
is
well
aware
and
actioning
at
the
moment
and
telling
the
community
to
come
forward
and
support
us
in
our
review
in
the
coming
coming
months.
So
I
call
on
everyone
to
read
our
climate
change
action.
A
D
G
We
continue
this
and
any
meeting
that
you
attend.
You
need
to
come
back
and
tell
us
what's
happening
in
the
community,
so.
A
Else
speak
all
those
in
favor.
Thank
you.
That's
fast,
11
notice
of
motion,
12
notice
of
recession,
emotion,
13,
urgent
business,
14,
confidential
business,
we'll
be
moving
into
confidential
business.
Can
I
please
have
someone
move
the
recommendation
that
the
meeting?
Yes
right,
council,
councilor
davis
and
councillor
firth,
all
those
in
favor?
