A
Good
evening,
ladies
and
gentlemen,
welcome
to
the
meeting
I'd
like
a
motion
to
return
to
regular
session.
A
We
have
a
motion
of
his
tanner,
a
secretary
mr
mcquillen,
to
return
to
regular
session.
Is
there
any
discussion
all
in
favor,
of
returning
to
regular
session?
Please
respond
by
saying
aye
aye,
any
opposed,
nay,
for
the
record
dr
wig
fall
is
on
the
on
the
line
and
we
have
eight
members.
Excuse
me
three.
Four.
E
A
Eight
eight
members
present,
so
we
are
in
regular
session
by
a
vote
of
eight
zero
and
for
the
record
no
action
was
taken
in
executive

A
At
this
time
we're
we
will
go
to
section

the
national

The
artwork
in
the
back
is
an
art
show
that
we
had
prior
to
this
evening's
meeting.
The
artwork
is
representative
of
all
of
our
schools
here
in
berkeley
county,
the
art
teachers
at
every
school
selected,
one
student's
piece
of
artwork
that
to
be
displayed
for
a
year
within
our
district,
you
will
find
watercolors
pen
and
ink
charcoal
graphite
and
pastel
pastels
parents,
teachers
principals.
We
thank
you.
We
especially
thank
our
students
for
daring
to
use
their
imagination
and
creative
ways.
A
Thank
you
very
much,
a
really
special
part
of
our
program.
All
parts
of
our
school
board
meeting
are
special,
but
this
is
particularly
special
tonight.
We
have
a
legacy
builders
special
recognition.
We
have
miss
katie
tanner,
a
chief
communications
officer
for
berkeley
county
school
district.
Take
it
away
katie
all.
H
Right
good
evening,
chair
barrow
superintendent,
jackson,
members
of
the
board
cabinet,
all
of
you
who
joined
us
tonight.
We
have
a
special
part
tonight
with
our
legacy
builders.
So
I
would
like
to
invite
our
current
teacher
of
the
year,
ms
brittany
gary
to
join
me
to
make
a
very
special
announcement
concerning
our
district
teacher
of
the
year.
C
It's
been
an
absolute
blessing
to
serve
as
vice
chair
this
past
year
of
teacher
forum
and
as
I
look
forward
to
the
future,
it's
hard
not
to
look
back
and
see
the
bridge
between
the
crazy
past
and
the
sweet
past,
and
this
awesome
future
that
we
get
to
look
forward
to
tonight.
I'd
first
like
to
recognize
this
past
year's
teacher
forum,
chair
and
2020
district
teacher
of
the
year,
judy
rainey
judy
will
be
retiring.
C
C
Cynthia
is
a
fourth
grade,
gifted
and
talented
teacher
at
phillip
simmons
elementary
she's
been
teaching
for
14
years.
Her
classroom
motto
this
year
was
best
year
yet,
and
she
truly
has
demonstrated
exactly
what
this
means,
as
she's
challenged
her
students
to
understand
that
we're
all
learners
and
we're
all
teachers,
her
passion
is
steam
instruction
and
during
her
top
eight
performance
task,
she
shared
that
she
encourages
her
students
to
question
the
answer.
More
than
trying
to
find
the
answer,
she
stated
that
this
is
possible
through
project-based
and
personalized
learning,
making
it
relevant
to
the
real
world.
C
In
her
interview,
she
stated
that
she
wants
to
inspire
others
to
be
resilient
by
having
a
growth
mindset,
while
also
being
an
innovative
problem.
Solver,
it
was
shared
that
she
felt
grateful
that
she
was
in
bcsd
when
the
pandemic
began.
This
stood
out
to
me
more
than
anything.
I
say
it
all
the
time.
Gratitude
is
a
form
of
currency.
It's
how
we
pay
people
back
for
what
they
do
for
us,
and
she
said
that
more
than
anything,
she
was
grateful
for
all
her
experiences
in
bcsd,
but
especially
for
the
educators
that
she's
been
surrounded
by.
C
I
C
C
A
A
This
afternoon
I
believe
so-
we've
started
this
three
years
ago
and
in
to
make
sure
that
we're
continuing
this
tradition.
We
want
to
honor
you
by
giving
your
your
own
banner
so
that
you
can
either
take
it
home
or
take
it
to
your
school
or
whatever
you
like
and
place
it
in
your
place
of
prominence.
So,
let's
board
members,
let's
give
her
that
and
let's
have
a
photo
op
and
judy.
I
want
you
to
be
a
part
of
this
too.

A
F
Thank
you:
okay,
chairman
barrow,
superintendent,
jackson,
members
of
the
board.
Thank
you
for
allowing
me
to
speak
again
I'll,
be
quick
tonight.
I
didn't
write
out
a
long,
three-minute
essay
I'd
first
like
to
thank
superintendent
jackson
for
his
response
to
my
comments.
Last
time
I
received
a
letter
today
and
I
would
like
to
acknowledge
that
I
think,
like
many
others,
that
communication
is
key,
and
I
appreciate
this
effort
that
is
being
made
for
us
to
have
a
mutual
dialogue.
I
do
have,
of
course,
a
couple
of
responses.
F
I
am
familiar
with
the
state
standards
and
a
number
of
us
have
some
significant
concerns
about
them.
I'm
just
going
to
mention
two
one
is,
as
you
confirm
in
your
letter,
there
is
an
acknowledgement
that
the
state
really
does
control
our
education
here
through
the
state
standards
and
if
nothing
else,
they
promote
and
almost
cement
the
fact
that
we
will
follow
what
the
state
has
declared,
and
that
is
an
antithesis
to
the
idea
of
home,
rule
local
control
and
certainly
the
ability
for
citizens
and
parents
to
have
input
into
this
system.
F
It's
pretty
hard
to
for
us
to
feel
that
we
are
given
much
power.
Secondly,
that
I've
looked
at
them
carefully.
They
do
provide
the
under
underpinnings
for
much
of
what
has
been
brought
up
at
this
podium,
and
I
think
we
need
to
realize
that
and
to
think
about
what
we're
doing
with
the
what's
going
in
our
schools.
They
are
contributing
literally
to
the
destruction
of
education
in
this
school
in
our
education
system
and
the
value
of
our
public
schools.
F
They
are
misleading
to
the
naive
and
dangerous
to
our
children,
and
I
hope
that
our
school
board
will
take
a
critical
look
at
these
as
time
goes
by,
because
we're
not
done
with
this
discussion
so
with
some
others.
I
also
look
forward,
as
it
was
mentioned
in
the
letter
to
continuing
to
meet
with
dr
baird
and
other
members
of
the
school
administration
and
hopefully
at
some
of
the
school
levels.
Thank
you
very
much
for
being
willing
to
work
with
us.

Absolutely
the
first
agenda
agenda
item
is
the
refunding
of
2015
a
I
p,
rb
and
2014
a
go
bonds,
miss
ashley
smith.
Our
chief
financial
officer
is,
you
are
recognized
at
this
time.
M
Good
evening,
chairman
mcquillen
board
members
and
superintendent
jackson
at
our
last
meeting,
you
heard
from
david
cheatwood,
he
is
our
financial
advisor
from
first
tryon.
He
talked
about
a
potential
savings
that
we
could
have
on
refunding
two
of
our
bonds
and
he
is
going
to
update
you
with
some
new
rate
information
and
some
and
what
the
potential
savings
are.
And,
after
that
we're
going
to
ask
for
approval
for
two
resolutions.
M
E
E
J
All
right,
good
evening,
superintendent
jackson
board
members
thanks,
as
always
for
having
me
here,
as
ms
smith
said,
I
was
here
just
a
couple
weeks
ago
talking
about
two
refinancing
opportunities
for
some
of
your
outstanding
debt.
At
that
meeting
we
had
we've
done
a
request
for
proposals
process
had
a
number
of
bank
proposals,
the
lowest
indicative
rates
at
that
time
were
from
jp
morgan.
J
What
we
mentioned
back,
then,
was
we
would
come
back
to
you
at
this
meeting
with
firm,
fixed
rates
in
hand
and
have
firm
savings
for
you
to
review
as
well,
and
if
those
were
acceptable
to
you
that
you
would
consider
two
resolutions,
as
miss
smith,
said
one
for
each
of
these
two
series
of
bonds
that
we're
looking
at
as
a
quick
reminder
here
in
terms
of
the
school
district's
outstanding
debt.
It
consists
of
general
obligation,
bonds,
one
special
obligation
bond
and
several
installment
purchase
revenue
bonds.
J
J
As
I
mentioned,
we
went
out
with
a
request
for
proposals.
Jp
morgan
provided
the
school
district
with
the
lowest
interest
rates
on
both
of
those
refinancing
opportunities
via
a
forward
refunding
structure.
That
is
when
you
lock
in
the
rates
today
and
you
close
on
those
refundings
on
the
call
dates
which
are
in
the
future
for
the
2014
a
go
bonds,
that
is
on
march
1st
of
2024
and
on
the
installment
purchase
revenue
bonds.
That's
on
december,
1st
of
2023
for
the
geo
refunding
bonds.
The
final
fixed
proposed
fixed
rate
is
2.69.
J
We
got
a
little
lucky
over
the
last
couple
weeks
rates
actually
trended
down,
which
is
great.
The
indicative
rate
back
on
the
10th
was
2.95,
so
we
saw
those
rates
go
down
about
25
basis,
points
or
technically
0.26
percent
here
that,
in
turn
increases
the
savings
that
you
would
realize
from
this
refunding
on
a
present
value
basis.
It's
about
4.7
million
or
5.7
percent
of
the
refunded
par
amount
and
then
on
an
annual
cash
flow
savings
basis.
J
It's
about
614
000
per
year,
beginning
in
fiscal
year
2025
and
going
out
through
fiscal
year,
2033
total
cash
flow
savings
of
about
5.5
million,
and
that
is
up,
as
I
mentioned,
that
the
interest
rate
went
down.
Our
savings
went
up
about
a
million
and
a
half
over
the
last
couple
weeks.
So
really
good
timing
in
that
regard
same
or
similar
story
on
the
installment
purchase
revenue
bond
refunding
the
final
or
proposed
final
interest
rate
fix
would
be
2.64.
J
That
is
down
from
two
point:
eight
five
percent.
So
that's
down
point
two,
one
percent
from
two
weeks
ago.
Again
with
that
your
savings
jumped
up
your
final
present
value.
Savings
would
be
just
over
three
million
dollars
and
then
on
a
cash
flow
basis.
That's
630,
000
in
fiscal
year
2024
and
then
560
000
per
year,
thereafter
out
through
fiscal
year
2029.
J
J
With
that
again,
as
as
miss
smith
said,
you'll
have
two
resolutions
before
you
tonight.
We
would
wholeheartedly
recommend
that
you
move
forward
with
these
two
refundings
lock
in
interest
rates
where
they
are
today
again,
you
don't
know
where
interest
rates
are
going,
but
based
on
these
savings
levels,
very
good
high
level
savings
on
each
of
these.
So
we
would
recommend
you
move
forward
and
approve
those
two
resolutions
before
you
tonight.
At
that
point
in
time
those
rates
will
be
fixed
and
locked
in
there
will
be.
J
A
This
is
one
motion,
two
separate
two
submissions:
okay,
the
reason
we're
having
this
meeting
this
committee
meeting
is
because
we
can
approve
this
in
committee
and
then
later
on.
The
full
board
would
would
hear
this
and,
if
accepted
it
would
be
in
place
as
of
this
evening.
The
end
of
this
evening
is
that
correct,
okay,.
A
A
All
in
favor
of
this
motion,
please
respond
by
saying
aye,
aye
aye
aye,
any
opposed,
nay,
the
the
eyes
have
it
by
a
vote
of
2-0.
This
is
the
committee
dr
whitfall
will
vote
as
a
general
board
later
in
the
in
the
meeting.
Thank
you.
E
A
L
A
We
have
a
motion
from
mr
barrow,
a
second
from
mr
right.
Is
there
any
discussion
hearing
them
will
call
the
question
all
in
favor
of
this
motion.
Please
respond
by
saying
aye
aye
aye
any
opposed
navy
eyes.
Have
it.
The
emotion
is
approved.
This
is
what
cooling
will
turn
the
committee
back
over
to
you.
Thank
you,
sir.
Thank
you.
D
M
D
M
Thank
you,
along
with
the
sr-3
amendment
that
is
also
on
the
agenda.
This
evening,
the
sr-2
proposed
amendment
is
presented
in
an
effort
to
recruit
and
retain
classroom
teachers
and
provide
a
one-time
stipend
to
incentivize
teachers
to
stay
at
the
district
and
ensure
continuity
of
services
and
instruction,
while
recruiting
teachers
to
the
district.
The
request
is
to
reduce
the
originally
approved
allocation
for
classified
interventionists.
M
All
positions
were
not
hired
in
the
2122
school
year.
This
is
a
reduction
of
373
thousand
four
hundred
and
fifteen
dollars,
including
salary
and
benefits.
The
original
allocation
will
remain
for
the
22-23
school
year.
The
sr2
amendment
also
includes
reallocating
funds
originally
allocated
and
purchased
services
for
sel
to
provide
10
additional
days
to
middle
school
guidance,
counselors
or
counseling
directors.
This
portion
of
the
amendment
is
fifty
one
thousand
four
hundred
and
three
dollars.
I
do
want
to
apologize
on
the
event
on
the
esser
amendment
attached
to
board
docs.
It
says
media
specialist.
D
M
This
item
is
for
information
only
and
does
not
require
a
full
board
approval.
We
are
required
to
have
public
input
on
significant
amendments
to
sr3
for
the
sr-3
amendment.
A
survey
was
submitted
to
the
public
with
the
following
questions
in
an
effort
to
recruit
and
retain
classroom
teachers
and
provide
a
one-time
stipend
to
incentivize
teachers
to
stay
at
the
district
and
ensure
continuity
of
services
and
instruction,
while
recruiting
teachers
to
the
district.
Bcsd
would
like
to
amend
the
arp
esser
plan
as
follows:
reduce
the
allocation
for
additional
days
for
media
specialists.
M
The
district
will
continue
to
fund
the
stipend
for
second
semester
to
teachers
that
provided
virtual
instruction
and
classroom
instruction
for
students
that
were
out
due
to
covid
part
c
was
reduce.
The
allocation
for
special
education
for
unhired
special
education
teachers
for
one
year
of
funding
allocation
will
remain
for
the
next
two
years
to
hire
15
teachers
per
year.
M
The
second
part
of
the
amendment
with
carolina
cap
does
not
have
a
monetary
change.
It
is
simply
a
reallocation
within
the
program.
As
of
today,
the
results
were
200.
Excuse
me,
2
390,
total
responses
with
an
87.7
percent
in
favor
of
the
changes
and
12.3
percent,
not
in
favor
of
the
change
changes.
We
reviewed
all
public
comment
and
I
would
like
to
clarify
for
the
public
that
the
reduction
in
special
education
teachers
is
only
for
the
unfilled
positions
for
the
21-22
school
year.
M
Ms
stapleton
has
worked
with
several
staffing
agencies
during
the
year
and
we
were
only
able
to
fill
eight
of
the
15
positions
for
22
and
23
and
23
and
24.
The
allocation
will
remain
at
the
15.
Excuse
me
resource
teachers,
and
we
are
only
reducing
the
allocation
for
the
unused
portion
for
21-22.
I
I
I
am
very
big
on
trades
and
I
believe
that
everyone
doesn't
have
to
go
to
college
and
for,
I
think,
that's
a
great
program,
but
I
think
we
also
need
to
look
into
other
programs
to
see.
If
there's,
maybe
we
can
do
some
college
tuition
reimbursement
because
I
think
the
carolina
cap
is
great
for
if
you
want
to
become
a
teacher.
But
what
about
our
people
that
want
to
become
hvacs?
That
fix?
You
know
to
fix
our
air
conditioning,
or
things
like
that.
I
So
I
would
like
to
just
say
that
I
don't
know
when
we
were
allowed
to
say
that.
But
I
want
to
say
it
now
because
we're
mentioning
carolina
caps.
So
I'm
just
just
saying
that.
That's
something
that
I
would
like,
because.
M
N
That
does
provide
tuition
assistance.
Isn't
that
correct,
say.
Q
To
my
knowledge,
no,
but
that
is
that
is
an
initiative
that
we
we
have
discussed
previously
and
we
are
contemplating
trying
to
figure
out
how
to
add
that
into
the
scope
of
what
we
do,
trying
to
add
it
into
our
budget
in
in
future
years.
But.
G
Q
Miss
smith
said
dealing
with
this
s
or
three
money.
There
are
it's
so
stringent
as
far
as
what
you
can
use
the
money
for
this
program.
Carolina
cap
directly
supports
the
classroom,
supports
providing
qualified,
highly
qualified
teachers
to
the
classroom,
and
so
that's
why
we
were
able
to
use
those
funds
in
this
way,
but
as
far
as
your
strategy
of
tuition
reimbursement,
that's
something
that
we
have
discussed
and
we're
we're
trying
to
explore
to
figure
out
how
we
can
incorporate
that
into
our
future
budgets.
I
Okay,
thank
you,
and
I
want
to
just
keep
going
because
I
am
very
big
on
being
proactive
and
not
reactive,
so
this
carolina
cap
is
for
our
esser,
which,
in
my
for
my
knowledge,
is
going
to
expire,
what
20
20
20
24
20
24..
So
that
means
in
two
years
then
we're
going
to
have
to
figure
out
what
else
we're
going
to
have
to
do
correct
right.
I
I
just
want
to
put
that
out
there
that
there's
a
lot
of
things
coming
out
for
the
general
fund,
so
that's
something
that
maybe
we
can
look
into
now
so
that,
if
we're
going
to
look
into
how
we're
going
to
replace
this
program,
if
it's
so
successful
that
I
would
like
to
see
how
we
can
maybe
incorporate
something
with
our
trades,
our
trades
too,
because
not
everyone
has
to
go
to
college.
Our
job
is
to
raise
productive
citizens,
not
college
graduates.
Okay,
that's
it.
K
And
thank
you,
I'm,
on
the
same
page
with
miss
marone
we're
finding
a
lot
of
the
industries,
even
top
companies
like
google
and
volvo
and
boeing,
and
you
can
just
name
names
after
names.
This
really
is
about
training,
and
even
today
I
was
at
a
south
carolina
cyber
security
conference
and
a
big
part
of
that
was
you
think
of
cyber
security.
You
think
of
someone
sitting
at
a
computer,
just
protecting
spam
ware
coming
in
what
have
you,
but
actually
it's
much
bigger
and
broader.
K
So
I
just
wanted
to
put
my
two
cents
that
I'm
I'm
on
the
same
page
with
you
and
what
we're
seeing
with
all
the
companies
as
they're
all
realizing
is
they
have
to
spend
the
money
and
invest
in
their
employees
and
train
them
themselves
or
like
these
positions
that
we're
getting
rid
of
that.
We
couldn't
feel
because
no
one
would
would
come
and
take
the
job.
That's
where
you
got
to
kind
of
grow
your
own.
So
I
think
we're
on
the
same
page
with
that.
K
R
Good
evening
committee,
chairman
quinlan,
chairman
barrow
and
members
of
the
board
and
superintendent
jackson
tonight
we
are
presenting
for
your
consideration
and
amendment
to
the
district's
procurement
exemptions.
We
would
like
to
revise
item
number
18
for
property
services
to
add
an
exemption
for
direct
negotiations
for
feasibility
and
due
diligence
services
for
property
acquisitions.
R
This
will
help
the
ser
the
district
conform
to
the
stringent
timelines
associated
with
acquiring
property.
This
exemption
is
an
attempt
to
remedy
a
timing
issue
without
overlooking
the
state's
procurement
laws,
and
this
exemption
is
only
associated
with
the
acquisition
of
say,
acquisition
or
sale
of
real
property.
It
is
not
to
be
used
to
undermine
the
purpose
of
procurement
law,
which
is
in
to
ensure
an
open,
fair
and
competitive
procurement
process
to
obtain
quality
goods
and
services
for
the
district
at
a
reasonable
cost.
Reasonable
and
fair
cost.
R
R
Absolutely
because
it
gives
us
the
opportunity
to
actually
assess
land
feasibility.
If
we
have
three
properties
available
to
us,
and
we
can
excuse
me,
we
can
run
in
and
if
one
property
just
isn't
going
to
work,
we
can
scratch
that
and
concentrate
our
funds
and
our
efforts
on
the
properties
that
are
feasible
and
then
move
on
to
the
due
diligence
process.
R
Is
correct
up
until
this
point?
We
have
always
done
this
as
an
rfq
process,
which
is
a
request
for
qualifications
and
in
the
last
process
that
we
just
did.
We
had
really
tight
scoring
and
that
is
actually
going
to
be
brought
to
you
next
month
for
consideration.
But
so
my
recommendation
is
that
we
have
these
qualified
vendors
that
we
basically
approach
and
give
them
a
fair
opportunity
to
do
business
with
us
as
long
as
they
meet
our
stringent
qualifications
and
have
the
historical
knowledge
and
experience
that
we
need
to
expedite
this
process.
A
D
R
Yes,
sir,
we
are
presenting
the
rfp
639
for
lawn
care
services
for
zones,
3,
5
and
6.
again
at
this
committee
meeting.
We
brought
it
last
time
and
some
additional
information
was
needed.
R
We
provided
additional
information
on
board
docs
for
that
clarification
with
the
list
of
each
location
by
zone
and
then
also
maintenance
provided
a
cost
savings
of
the
positions
that
we
are
going
to
not
fill
and
the
funding
that
we're
going
to
be
able
to
move
around
from
no
longer
doing
this
work
in-house
and
the
reason
it's
so
necessary
is,
as
everybody
knows,
with
kovid
we've
had
issues
with
custodial
staffing,
we're
having
the
same
issues
with
the
lawn
care.
R
Our
our
team
just
can't
keep
up,
and
but
we've
developed
a
stringent
plan
to
ensure
that
somebody
is
checking
behind
these
third-party
vendors
to
make
sure
they're
meeting
our
standards
and
they're
conducting
the
work
in
a
professional
manner
and
we've
had
we
planned
kickoff
meetings
and
we
have
checklists
that
will
be
adhered
to
on
each
property
to
ensure
that
the
work
is
being
done
correctly.
R
It's
actually
like
almost
a
25
000
savings,
very
close
by
the
time,
because
we're
outsourcing
the
pine
straw
and
everything
which
we
used
to
have
that
expense
in-house
and
then
we're
also
going
to
add
value
in
other
areas,
because
we're
going
to
be
able
to
pressure
wash
buildings,
paint
parking
lots
yeah
do
the
striping
do
a
better
job
because
we're
still
going
to
manicure
our
trees
in
our
shrubbery.
So
our
guys
can
spend
more
quality
time
on
those
details
and
there
and
we're
doing
all
of
our
athletic
fields.
B
R
Most
of
the
vehicles
are
being
repurposed
into
other
areas
and
the
equipment
is
also
going
to
be
utilized
in-house
for
the
athletic
fields
and
things
like
that
and
some
of
the
equipment
that's
aged
out.
That's
the
other
cost
that
we've
had
associated
with
this
our
equipment
ages
out
really
fast.
K
Great
my
concern
was,
as
we
mentioned
in
the
last
meeting,
it's
just
two
vendors
and
it's
kind
of
I'm
concerned
that
we're
going
to
have
the
same
problem
that
the
district
had
as
far
as
not
being
able
to
meet
the
demand
of
getting
the
grass
cut
efficiently.
My
hope
was
I
like
that.
We're
broke
down
into
different
zones.
I
think
that's
a
wonderful
plan
that
really
makes
a
lot
of
sense,
but
personally
I
was
hoping
to
have
more
vendors.
K
That's
always
kind
of
been
my
thought,
because
this
lawn
care
issue
has
been
something
since
I've
been
on
a
board.
It's
kind
of
like
school
buses
is
a
reoccurring
issue.
Lawn
care
is
a
reoccurring
issue
and
we've
never
been
able
to
solve
it,
and
I
feel
like
if
we
had.
I
don't
know
what
the
magic
number
would
be,
the
number
of
vendors
that
we
would
need.
K
But
if
we
had
more
vendors
that
were
centrally
located
in
certain
areas
that
didn't
quite
have
so
much
because
I'm
concerned
again
that
these
two
vendors
will
just
fall
into
the
same
trap
that
the
district
falls
into
as
far
as
not
being
able
to
really
service
us.
Whereas
if
a
certain
area
had
their
own
vendors
that
were
handling
that
service
that
they
could
could
meet
the
demand.
But
I
just
wanted
to.
Q
Q
We
actually
put
this
out
twice.
I
believe
yes,
and
so
the
first
time
it
came
back
well
above
our
projected
budget,
the
savings
that
that
you
see
it
came
back
well
above
that,
and
so
we
had
to
put
it
back
out
to
in
a
way
that
it
made
sense
and
that's
how
we
got
to
the
point
to
to
where
we
are
now
was
certainly
the
intent
for
I'm
right
there
with
you.
I
think
we
may
have
had
that
conversation
for
smaller
vendors,
centralized
location.
K
House,
the
way
it
was
presented
to
the
board
was
look,
we're
going
to
save
six
hundred
thousand
dollars,
that's
how
it
was
presented
and
now
we're
back
here
again
looking
at
it.
So
I
mean
we'll,
you
know,
we'll
give
it
a
shot
and
we
have
the
votes,
we'll
go
with
it,
but
I
just
wanted
to
go
on
record
that
you
know.
I
still
have
concerns,
but
I
understand
you
know:
that's
part
of
what
marcy's
talking
about
with
procurement
is
the
district.
Usually
we
get
bids
and
we
always
take
the
cheapest
one.
K
Well,
it's
kind
of
like
when
I
go
to
the
store
and
I'm
looking
to
buy
a
product.
I
never
buy
the
cheapest
product,
usually
usually,
if
there's
like
three
or
four
or
five
products,
I
look
at
the
cheapest
one
and
I
go
well.
Maybe
the
next
one,
because
usually
you
you
get
what
you
pay
for
and
that's
just
the
concern
I
have
so
just
if
it
works
wonderful,
but
if
it
doesn't
work,
then
you
know
we
just
have
to
revisit
again.
I
So
two
things
with
the
cost
of
food:
I
buy
the
cheapest
juice
michael
lately
and
then
so
we
have
the
it's
for
a
year.
So,
let's
just
say
in
six
months
from
now
it's
horrible
because
I
like
to
think
worst
case
scenario
can
is
it
the
contract
like
we
can
terminate
it
at
any
at
our
will
or
how
does
that
work.
R
If
we
have
performance
issues,
then
we
just
need
to
document
those
issues
and
provide
a
cure
notice,
and
if
the
vendor
fails
to
cure
those
deficiencies,
then
we
can
terminate
the
contract
for
cause.
We
also
have
a
termination
for
convenience
clause
and
we
also
have
that
it's
a
it's
a
one-year
initial
contract
term
with
the
option
to
renew
for
four
additional
terms.
R
So
if
we
plan
not
to
renew,
if
we
terminate
for
convenience,
I
like
to
give
them
that
initial
year
and
give
them
90
days
notice
that
we're
not
renewing
for
the
full
contract
term
and
to
speak
to
your
point,
mr
ramsey.
We
did
this
as
a
request
for
proposal,
so
we
didn't
solely
base.
Our
decision
on
pricing.
Pricing
was
a
major
factor,
but
it
wasn't
our
sole
factor.
R
So
we
were
able
to
consider
other
qualifications
in
this
process,
and
I
will
tell
you
our
vendors
were
very
diligent
about
the
zones
that
they
bid
on.
They
did
not
want
to
bite
off
more
than
they
could
chew,
and
they
we
had
some
vendors
that
participated
in
a
lot
of
different
zones
and
some
that
only
took
one
or
two.
We.
R
I
G
R
Charleston
and
they're
going
to
do
the
somerville,
hanahan
kane
hoy
daniel
island
area,
and
then
they
all
and
then
they
are
also
going
to
pick
up
goose,
creek
and
then
low
country.
Sod
is
out
of
summerville
right
in
the
cane
bay
area
and
they're
going
to
have
monk's
corner
and
then
cross.
Macedonia
and
saint
stephen
will
have
yellowstone
landscaping.
A
So
I
make
a
motion
to
approve
the
award
of
rfp
639
2122
for
lawn
care
services
for
zones,
three
five
and
six
to
antigua's
landscaping
and
maintenance
for
an
initial
one-year
contract,
valued
at
394
830
dollars,
with
the
option
to
renew
for
an
additional
four
one-year
terms
for
a
total
estimated
contract
value
of
one
million
nine
hundred.
Seventy
four
thousand
one
hundred
fifty
dollars.
D
Hearing,
none
I'll
call
the
question
all
in
favor,
please
respond
by
saying:
aye
aye
motion
carries
three
to
zero
and
just
for
the
record,
this
will
be
ultimately
voted
on
by
the
full
board.
The
next
agenda
item
is
for
rfp
654,
2122
lawn
care
services
zones,
one
two
and
four
and
you've
already
covered
that
do
we
have.
A
Mr
chairman,
I
make
a
motion
to
approve
the
award
of
rfp
654-2122
for
lawn
care
services
to
yellowstone
landscape,
southeast
llc
for
zone
one
at
an
annual
cost
of
two
hundred
twenty
eight
thousand
forty
five
dollars
zone.
Two
is
awarded
to
low
country
sod
pro
for
an
annual
contract
of
two
hundred
forty
thousand
dollars
in
zone
four
awarded
to
antigua's
landscape
and
maintenance
for
an
annual
cost
of
two
hundred
forty
nine
thousand
four
hundred
nineteen
dollars.
D
Second,
we
have
a
motion
to
second
any
discussion
on
this
one
hearing,
none
I'll
call
the
question
all
in
favor,
please
respond
by
saying
aye
hi
eyes:
have
it
by
a
vote
of
three
to
zero
frank.
Can
you
hit
me
with
the
motion
to
adjourn?
Please
so
move
mr
chair.
Second,
we
got
a
motion
to
adjourn
all
in
favor.
Please
respond
by
saying
aye.

A
Q
A
A
M
This
is
the
first
reading
of
the
2223
general
fund
budget.
As
stated
in
the
last
budget
workshop,
the
budget
is
based
on
the
house
version.
However,
this
version
shows
the
house
projections
based
on
the
45th
day
count,
and
we
just
received
projections
on
our
135th
day,
and
I
will
talk
about
the
amended
house
projections
later
in
this
presentation.
M
M
M
The
revenue
projections
for
next
year
include
additional
local
tax
revenue
of
7.6
million.
We
are
projecting
a
slight
growth
in
filo
of
519
000
efa
funding,
state
aid
to
classrooms
and
teacher
salary
supplements
are
now
included
in
the
new
formula,
which
is
why
they
are
zeroed
out
here.
Projections
from
the
state
show
an
increase
in
retiree
insurance
to
increase
by
2.1
million
a
projected
increase
in
bus
driver
salary
of
116
000
no
increase
in
the
next
two,
as
those
are
capped,
the
reimbursement
to
property.
M
M
The
expenditure
assumptions,
mandates
and
considerations
for
2223
are
the
aid
to
district
and
at-risk
state
funds
will
be
rolled
into
the
general
fund
allocation.
A
mandated
step
increase
for
teachers
that
qualify
bcsd
scale
is
up
to
27
years,
a
mandated
one
percent
increase
in
retirement
for
employers,
a
pebba
increase
in
health
insurance
of
18.1
percent,
an
8
percent
increase
in
bus
driver
pay
from
the
state
minimum
bus
driver
salary
scale
and
a
yearly
increase
in
our
insurance
coverage.
M
M
Other
considerations
are
the
31
classified
positions
based
on
growth,
500
000
for
our
workers,
comps
self-insured
program
and
an
increase
to
our
schools
for
supplies,
travel
and
athletics
in
the
amount
of
115
000,
which
aligns
with
the
formula
allocations
that
the
board
approved
earlier
and
I'm
sorry,
that's
150.
115.
M
Drivers,
starting
pay
to
1680
from
16
with
the
already
mandated
portion
of
the
increase,
is
another
75
000..
The
state
minimum
is
currently
8.44
per
hour,
but
with
an
eight
percent
increase
that
would
increase
the
minimum
scale
to
nine
dollars
and
eleven
cents
per
hour.
Our
recommendation
for
pay
is
above
excuse
me.
Our
recommendation
for
pay
is
a
five
percent
increase
above
the
bcsd
scale
and
84
percent
higher
than
the
state
minimum
scale.
M
M
An
increase
in
bus
assistant
pay
from
10.90
per
hour
to
fourteen
dollars
per
hour
is
a
hundred
and
ninety
three
thousand
dollars
an
increase
in
instructional
assistant
pay
from
twelve
dollars,
and
seventy
three
three
cents
per
hour
based
on
a
point
two
five
day
is
fifteen
dollars
an
hour.
Excuse
me,
two:
fifteen
dollars
an
hour
is
one
point:
three
million.
M
M
This
budget
also
includes
budget
neutral
positions.
There
are
five
positions
that
were
requested
by
the
superintendent
listed
here
on
this
slide
that
will
be
funded
by
a
reduction
to
current
budget
allocations,
including
superintendent's
legal
account,
consultant
fees
and
other
departmental
cuts
already
identified.
M
As
I
said
earlier
in
the
presentation
the
budget
was
developed
on
the
house
projection
based
on
the
45-day
count
we
recently
received
after
this
version
was
uploaded.
Our
projection
is
based
on
the
135th
day,
although
neither
version
is
approved
at
this
time.
The
newer
projections
are
2.1
million
dollars
higher
than
when,
based
on
the
135th
day,
administration
is
requesting
approval
for
the
2223
general
fund
budget,
as
presented
with
the
expectation
of
amending
once
the
state
passes,
a
2223
budget.
N
N
A
Ms
smith,
I
think
we're
all
cognizant
of
the
fact
that
that
this
has
been
a
incredible.
A
The
board
is
committed
to
doing
everything
we
can
to
attract
and
and
and
maintain,
and
make
sure
that
our
teachers
are
comfortable
with
berkeley
county
school
district
and
we're
trying
to
bring
back
that
familiar
family
attitude
and
atmosphere,
and
but
it
takes
money
to
do
that
as
well.
A
I'm
aware
of
some
charleston
county
initiatives
that
currently
disturbed
me,
I'm
concerned
about
their
initiatives
to
increase
the
teacher
salary
with
with
a
variety
of
ways.
Could
you
could
you
enlighten
the
board
in
the
public
as
who
is
what
we're
up
against
in
terms
of
our
neighboring
districts.
M
From
my
understanding,
their
proposal
to
the
board
is
to
increase,
give
everyone
a
step
increase
that
qualifies,
everyone
would
receive
a
two
percent
increase
and
the
teacher's
salary
scale
would
increase
by
two
thousand
dollars.
So
it
would
not
be
a
one-time
supplement,
but
the
actual
salary
scale
would
increase
by
two
thousand
dollars.
A
M
A
M
That
was
just
including
the
two
thousand
dollar
increase
to
their
scale.
It
would
bring
it
to
that
amount.
I
didn't
factor
in
a
two
percent
on
that
one,
but
we're
still
behind.
E
H
M
N
M
41
806
would
be
if
we
raise
the
teacher
salary
scale
by
two
percent.
It
brings
them
to
41
806.
and
what
was
the
one
percent?
The
one
percent
is
40..
Oh,
I
did
some
bad
math.
Okay,.
M
K
Thing
chairman
barrow,
we
need
to
look
at
also
is
a
principal
I've
had
a
number
of
principals
that
I've
spoken
with
compared
to
what
charleston
county
pays.
It's
it's
quite
considerable,
so
I'm
worried
about
some
of
them
potentially
leaving
the
district
as
well
mystery.
K
I'm
sorry
when
chairman
barrow
was
the
principal
pay.
I've
had
a
number
of
principals
that's
reached
out
to
me
and,
and
I'm
that's,
why
we're
looking
at
salaries,
not
only
for
employees,
we
need
to
look
at
that
as
well.
Just
because
it's
I.
A
Hear
you,
but
as
you're
well
aware,
any
increase
in
all
employees
also
includes
that
of
the
principals
in
administration,
with
the
exception
of
the
superintendent.
I.
B
A
M
A
A
I
I
It
appears
that
they're
raising
their
milk.
I
can't
tell
you
about
how
much
I
don't
know
I
try
to
do
my
research.
I
don't
know
how
much
so
I
I
don't
know,
but
I
think
that's
what
they're
doing
right.
So
we
we
know
that
we
we
need
our.
We
know
that
we
need
our
in-house
and
our
brick
and
mortar.
They
need
more
money.
I
We
know
that
right,
but
then
we
also
see
that
we
have
a
district,
that's
growing
and
that
we
are
an
organization
and
we
need
people
in
the
district
office
to
be
able
to
fulfill
the
positions,
and
you
can
expect
the
coach
to
play
the
game
to
be
able
to
also
direct
okay.
So,
let's
be
honest,
you
can't
you
can't
have
it
both
okay.
So
what
comes
first,
the
chicken
or
the
egg
right?
That's
where
we
are
right
now.
So
when
you
look
at
this
budget,
you
say:
oh
our
teachers,
our
staff
are
everybody.
I
We
need
an
increase.
We
need
to
help
our
students
who
are
kovitz
set
us
back.
We
need
to
help
them.
We
need
mental.
We
need
mental
health.
We
we
need
to
help
our
children
that
are
behind
in
reading.
We
need
to
help
our
children
that
are
behind
in
math,
but
then
we
also
need
the
people
to
be
able
to
create
an
environment
where
people
want
to
work
at
berkeley,
county
school
district
right.
I
We
need
to
create
a
culture
where
it's
not
toxic
and
people
want
to
work
here
and
we
need
to
have
them
work
here
for
the
right
reasons
and
that's
for
the
students
and
for
the
children.
So
we
look
at
this
and
let's
see
it,
we
see
that
we
need
all
these
positions.
That
are
a
lot
of
money,
but
then
we
want
to
pay
our
teachers,
so
we
have
to
find
a
balance.
I
So
I
would
like
to
request
a
little
bit
more
information
on
these
positions.
Of
what
their
actual,
I
would
like
to
see
exactly
what
their,
what
their
day-to-day
is
going
to
entail.
M
I
do
have
a
copy
of
the
job
descriptions
for
each
of
those
positions.
If
you
would
like
for
me
to
share
that
with
the
board,
I
can
get
those
to
you
now.
I
would
like
that.
Please.
Q
And
we
have
the
job
description.
I
feel
I
need
to
I've
made
those
requests.
I
feel
I
need
to
explain
a
little
bit
more
requested
two
executive
director
positions
to
support
the
chief
administrative
officers
for
our
district.
We
currently
have
two
chief
administrative
officers,
one
for
elementary
one
for
secondary
schools.
We
have
47
schools,
so
that's
two
individuals
that
are
responsible
for
responding
to
and
supporting
all
47
schools
within
our
district.
Q
Thank
you.
We
have
37
000
students
in
the
corresponding
number
of
parents
and
these
individuals
average
anywhere
between
10
and
20
calls
per
day.
The
responses
to
those
calls
aren't
basic
responses.
They
require
in
many
cases,
several
hours
of
investigations,
and
so
it
compounds
every
day,
and
so
the
executive
directors
would
be
supporting
those
individuals
requested
a
chief
operations
officer.
Currently,
our
transportation
department
falls
under
the
chief
administrative
officer
for
elementary
schools
and
our
facilities
and
maintenance
department
falls
under
technology.
Q
Q
There's
a
deputy
superintendent
and
also
a
chief
of
staff,
the
chief
of
staff,
would
directly
support
the
superintendent,
in
addition,
essentially
be
an
extension
of
the
superintendent
to
help
what
follow-up
and
follow
through
and
to
help
spearhead
initiatives
that
cross
over
in
between
various
departments,
to
make
sure
that
everything
stays
on
task
on
schedule.
The
deputy
superintendent
is
just
that
serves
as
an
additional
point
of
contact
for
cabinet
members,
there's
often
times
where
I
may
be
out
of
town.
Q
I
am
the
primary
point
of
contact
for
all
of
the
cabinet
members
that
you
see
here
before
you.
If
I'm
in
colombia
for
a
meeting,
for
example,
there's
often
times,
I
need
to
step
out
of
that
meeting,
because
there
is
no
other
point
of
contact,
and
so
that's
just
in
a
quick
nutshell:
that's
what
those
positions
would
be
used
for
and
you
have
the
job
descriptions
there.
Draft
of
the
job
descriptions
there
before
you.
I
So
if
you're
out
of
town,
the
deputies
I'm
just
trying
to
get
a
little
bit
more
clarification,
so
I
will
be
transparent
that
the
decision
I
make
today
may
be
a
different
decision
that
I
make
may
make
in
the
second
reading.
I
So
if
you're
out
of
town,
if
there
was
something
that
was
to
go
to
you,
who
would
be
the
next
person
that
they
would
go
to
you
like?
Are
these
a
la
carte?
Like
I
could
say,
we
approve
this
one,
but
I
don't
approve
this
one,
or
is
this
all
or
none
miss
smith.
I
Q
S
M
A
Miss
smith,
you,
I
heard
you
say
something
about
the
house
still
considering.
M
Some
increase
well,
we
received
our
mended
projections
because
the
first
round
was
based
on
our
45th
day
count
and
we
received
an
amended
version
on
our
135th
day
count.
Of
course
we
have
additional
students
at
that
time,
so
it
increased
our
projection
by
a
little
over
2.1
million.
So
if
they
pass
that
version,
it
will
definitely
increase
our
budget.
Our
revenue
for
the
budget
by
two.
A
I'm
gonna
bring
it
up
last
year
year
before
we,
we
did
some
some
incentives.
Yes,.
M
A
B
A
A
Is
a
balanced
budget,
but
I'm
also
aware
there
is
a
possibility
that
we'll
have
2.1
million
dollars
more
than
what
we
plan
on.
That's
a
possibility.
It's
not
a
guarantee,
but
I
also
am
aware,
as
a
as
an
ex
executive
director
of
secondary
schools,
not
all
positions
that
are
allocated
are
filled
you're,
talking
about
probably
in
excess
of
two
million
dollars
a
year
where
people
are
or
allocated
funds,
but
you
never
fill
those
positions
you
may
have.
You
may
have
50
or
15
special
education
teachers
allocated
as
we
were
presented
and
seven
were
hired.
A
So
what
happened
to
those
eight
positions,
the
money
that
was
allocated
for
those
it
goes
back
to
the
general
fund.
It
goes
back
to
the
same
fund
that
would
fund
the
initiative
that
I
just
talked
about.
I
want
to
I
made
the
motion-
and
I
know
I'm
I'm
talking
to
myself
and
to
the
to
the
public
here,
but
I
am
absolutely
certain
that
this
is
the
right
thing
for
us
to
do
in
order
to
value
our
employees
at
every
level
and
to
maintain
the
position
of
trying
to
keep
our
people
from
going
to
a
district.
A
A
A
104
billion
dollars
in
the
fund
balance,
even
if
we
had
to
take
every
penny
out
of
that
fund
balance
to
fund
this,
I'm
a
yeah,
because
I
value
the
people
in
these
classrooms
and
on
those
on
the
on
the
janitor
closets
and
in
the
cafeterias
and
then
the
teacher
assistants.
Let
me
say
this:
if
this
happens,
I
have
no
idea
because
we've
already
given
the
custodians,
a
sizable
increase
of
almost
three
dollars
an
hour.
Yes,
sir
right,
yes,.
M
M
A
I
have
no
idea
what
percentage
that
is,
so
we
could.
We
didn't
necessarily
have
to
include
the
people
that
we've
already
included
in
this.
I'm
talking
about
every
other
person
in
this
school
district
deserves
this
board's
approval
and
deserves
this
board's
recognition,
and
this
board
should
be
committed
to
maintaining
the
top
quality
people
in
berkeley
county
that
we
have
and
attracting
others,
and
that's
my
diatribe
or
whatever
you
want
to
call
it,
but
I'm
very
very
committed
to
making
sure
that
the
board
knows
my
position
as
well
as.
L
L
M
L
L
So,
normally
in
a
situation
like
that,
where
the
fund
balance
is
almost
26
to
28,
whatever
you
just
mentioned,
I
mean
we
know
that
we're
very
comfortable
there
in
the
fund
balance
so
taking
this
five
million
dollars.
If
we
work
to
do
that,
you
know
what
is
your
feelings
in
reference
to
from
a
financial
perspective
and
being
conservative
or
ultra
conservative,
how?
How
do
you
feel
in
terms
of
being
the
financial
director
for
the
district?
You
know
making
that
decision?
M
Honestly,
when
you
talk
about
recurring
expenditures
you
have
to
you
have
to
maintain
that
year
after
year
we
do
have
a
very
healthy
fund
balance,
but
we
have
to
consider
future
years
as
well,
so
these
would
be
recurring
expenditures.
M
Now,
however,
I
will
say
that
in
the
past
and
we've
seen
that,
as
mr
barrow
did
mention
about
the
vacancies
and
unfilled
positions,
we
do
have
a
lot
of
that.
We
leave
on
the
table,
so
it
would
offset
some
of
that
and
we
see
that
every
year,
so
every
dollar
that
is
allocated
to
the
budget
on
the
expense
side
is
not
always
expended
to
the
fullest.
D
Q
Q
A
District
level
executives
in
the
state
and
if
we
refer
back
to
the
to
the
audit
that
was
presented
to
us
several
two
or
three
months
ago,
I
don't
recall
these
were
recommendations
in
addition
to
other
recommendations.
But
these
were
what
I
consider
to
be
critical
mass
recommendations
and
if
we
recall,
I
said
this
the
other
day,
if
we
recall
their
their
findings
was
basically
very
simple.
I
think
ms
maron
alluded
to
this.
E
A
A
Now
it
could
be
different,
but
even
if
every
penny
came
out
of
the
fund
balance,
I'm
okay
with
it.
If
it
cost
me
an
election,
I
don't
care.
Elections
have
consequences.
Okay,
if
people
don't
like,
but
we're
not
talking
about
raising
taxes.
Ladies
and
gentlemen,
we're
not
talking
about
that.
It's
been
seven
years
since
we
raised
taxes
in
berkeley,
county
or
seven
years.
A
J
A
D
Just
one
correction:
it's
not
revenue
neutral.
This
would
be
an
unbalanced
budget
where
we'd
be
dipping
into
the
general
fund.
As
ms
smith
mentioned
too
they're
recurring
funds
too.
I
don't
know
it
may
be
more,
and
is
it
an
option
for
us
to
wait,
see
what
additional
revenues
come
in?
What
vacancies
are
out
there
and
see
what
funds
we
have
left
and
then
make
that
decision.
D
N
M
A
A
M
L
To
put
it
all
out
and
then
see,
how
can
we
adjust
anything
going
forward
and
make
amendment
to
the
actual
first
reading
so
of
the
budget?
M
I
To
the
business
side
of
me,
I'm
not
going
to
lie
the
business
side
of
me
is
that
I
understand
that
we
need
positions
and
I'm
not
going
to
negate
that
we
don't
need
positions
and
that
I
do
believe
that
our
cabinet
members
are
putting
out
fires
and
it
to
me
it's
like
training
somebody
every
day
and
you
can't
get
ahead,
but
I
also
have
to
think
about.
We
have
we're
having
a
new
school
opening
up
next
year
and
we
have
costs
coming
out
of
that
too.
You
know
we're.
I
I
I
I'm
not
gonna
lie
I'm
gonna.
The
business
side
of
me
is
gonna,
really
dig
dig
into
these.
I'm
gonna
be
transparent
to
these
job
descriptions
you're
right.
There
is
an
election
year.
Maybe
I'll
apply
for
one
of
these
jobs.
No,
I'm
kidding,
I
know
the
salaries,
but
I
with
that
being
said.
We
this
is
the
first
reading,
like
I
said
my
first,
my
my
first
vote
might
change
from
the
second.
I
will
be
transparent
with
that.
It
is
very
conservative.
Can
we
let's
get
let's
go?
A
A
A
I
A
So
the
first
reading
is
tonight
gotcha,
whatever
issues
that
the
board
has
as
an
individual
board
member,
if
you'd
like
to
address
them
to
the
board
chair
or
to
the
superintendent
for
clarity
that
would
be
fine
or
to
miss
smith
for
actual
due
diligence
in
terms
of
the
numbers.
R
A
I
A
A
Issues
that
need
to
be
talked
about
and
issues
that
need
to
be
resolved.
So
item
number
13
is
the
superintendent's
report.
Mr
jackson,.
Q
Sir,
mr
chair
board
members
members
of
the
audience
cabinet
at
this
time.
I'm
gonna
do
something
a
little
bit
different
I'll,
be
yielding
the
bulk
of
my
time.
This
evening
up
first,
we
have
miss
judy
rainey,
with
a
special
brittany
you're
going
to
and
miss
brittany
gary
for
a
special
presentation.
S
Good
evening
mr
jackson,
chair
barrow
and
members
of
the
board,
thank
you
for
giving
us
this
opportunity
to
highlight
teacher
forum
and
some
of
our
amazing
bcsd
high
school
seniors
tonight.
Teacher
forum
had
an
awesome
year.
Our
shared
core
values
that
we
created
at
the
beginning
of
the
year
ignited
passion
projects
in
many
of
our
schools.
S
The
second
scholarship
will
be
awarded
to
a
graduating
senior,
who
has
become
a
leader
in
her
school,
as
well
as
her
community,
while
passionately
working
with
other
students
in
the
teacher
cadet
program
and
has
decided
to
become
a
teacher
applications
that
included
an
essay
along
with
rubrics
were
sent
to
high
school
counselors
teacher,
cadet
program,
sponsors
and
cte
teachers.
During
the
spring,
our
teacher
forum,
leadership
team
read
each
completed,
application,
scored
them
on
the
rubric
and
also
discussed
each
application.
S
So
tonight
I'm
honored
to
present
to
you
the
recipients
of
our
first
ever
2022
teacher
form
student
scholarships,
as
one
of
the
students
wrote
in
his
application,
as
he
reflected
on
his
experience
in
the
cte
program.
I
understood
that
work
could
be
fun
and
I
could
put
passion
behind
it.
This
passion
led
me
to
sinking
my
teeth
into
everything
that
involved,
editing
or
producing.
S
S
E
S
Our
second
scholarship
recipient
recipient
has
pursued
leadership
roles
in
high
school,
as
well
as
in
her
community.
During
her
junior
year,
she
interned
with
the
carolina
youth
action
project
to
make
social
progress
in
south
carolina.
She
worked
with
other
teenagers
to
understand,
transformative
justice.
She
wrote
in
her
essay
both
the
teacher
ganette
class
and
the
field.
Experience
were
amazing
opportunities
that
helped
confirm
that
teaching
is
the
profession
for
me
once
the
student
leader
graduates
from
college.
We
want
her
back
in
bcsd
as
a
teacher
in
one
of
our
high
schools.
E
S
Q
Thank
you
miss
rainey.
Thank
you.
Brittany,
that's
a
kind
of
a
great
way
to
kind
of
put
a
cap
on
this
meeting.
It's
not
the
last
thing
that
we
have.
We
have
a
couple
more
but
great
to
to
have
that
presentation
for
those
students
great
to
see
the
great
things
that
the
students
are
doing
outstanding.
Q
I
will
defer
the
rest
of
my
time.
We
will
have
first
we'll
have
ms
sharon
snyder
she'll
provide
an
update
on
our
cognia
accreditation
process.
We
have
the
final
results
and
she'll
give
you
an
overview.
Show
sharon.
If
you
want
to
start
making
your
way
and
kim
if
you're
coming
too,
and
then
we
will
have
dr
dixon,
he
will
present
on
maximizing
student
learning
experiences
through
community-based
partnerships,
and
so
we
will
have
them
in
that
order.
T
Cognia
is
an
organization
that
is
responsible
for
the
accreditation
of
schools
in
the
united
states
and
around
the
world.
I
will
share
a
little
more
about
cognia.
In
a
moment.
Every
five
years,
berkeley
county
school
district,
goes
through
an
extensive
accreditation
process,
in
addition
to
the
accreditation
through
the
south
carolina
state
department
of
education.
T
T
Accreditation
is
an
endorsement,
a
certification,
a
recognition
and
an
approval
that
signifies
that
our
district
and
schools
have
earned
the
distinction
of
being
a
quality
school
system.
We
are
proud
to
say
that
our
district
and
schools
have
been
re-accredited
once
again
as
a
quality
educational
system.
T
T
Prior
to
2006,
cognitive
was
known
as
sax
the
southern
association
of
colleges
and
schools.
Then,
in
2006
a
transition
occurred
again.
Sax
became
advanced
dead
like
myself.
Many
of
our
veteran
educators
remember
both
saks
and
advanced
ed
in
2017,
the
accreditation
institute
transitioned
again
to
the
name.
Cognia
accreditation
is
more
than
just
a
rubber
stamp
of
approval.
T
The
rigorous
performance
standards
focus
on
productive
and
innovative
learning
environments,
equitable
resources,
allocation
for
all
learners
and
effective
leadership.
The
feedback
that
is
provided
from
the
cognia
officials
recognizes
powerful
practices,
programs
and
procedures
along
with
areas
needing
improvement
to
guide
a
systems
improvement
journey.
T
Prior
to
the
december
winter
break
selected
evidence
was
finalized
along
with
school
and
district
executive
summaries.
We
utilized
our
comprehensive
district
and
school
strategic
planning
process
to
leverage
us
as
a
system
and
ensure
that
we
were
not
duplicating
the
work
phase.
Two
involved:
the
selection
of
the
nine
schools
for
a
more
in-depth
review
by
the
external
team,
along
with
the
four
day
visit
by
the
end
of
february.
We
were
very
excited
for
the
review
to
take
place
and
we
welcomed
the
visit
from
our
ex
cogna
external
team.
T
The
evaluation
team
consisted
of
six
members.
The
lead
evaluator
joined
us
from
joined
us
virtually
from
minnesota.
Another
member
was
from
egypt.
One
member
was
from
north
carolina
and
the
remaining
three
members
were
from
south
carolina
due
to
the
size
of
the
cognia
team.
In
our
district,
only
20
percent
of
our
schools
were
selected
for
the
more
in-depth
layer
of
interviews
our
cogni
elite
evaluator
stated
that
our
district
broke
the
record
for
the
number
of
interviews
that
actually
took
place
in
three
days
of
the
361
interviews.
T
Five
were
school
board
members,
11
cabinet
members
led
by
superintendent
jackson,
110
administrators,
104,
professional
educators,
29
support
staff,
43
parents
and
10
community
partners.
The
cogniti
engagement
evaluation
members
complemented
mr
jackson's
collaborative
leadership
that
purposefully
and
strategically
engaged
bcsd's
staff.
Through
this
process
now
kim's
going
to
share
our
final
results.
O
So
the
cognia
team
members
use
the
performance
standards
diagnostic
to
evaluate
our
institution's
effectiveness
based
on
the
performance
standards.
The
diagnostic
is
made
up
of
three
components
built
of
the
three
domains,
so
the
leadership
capacity,
the
learning
capacity
and
the
resource
capacity.
The
results
were
reported
based
on
the
i3
rubric,
and
you
can
see
the
four
colors
there
that
show
the
different
levels,
so
red,
yellow,
green
and
blue,
with
blue
being
the
highest
level
impacting
which
shows
that
we
are
really
demonstrating
processes
and
practices
that
produce
clear
results.
O
Cognia
used
the
results
of
the
accreditation
engagement
review
to
make
a
final
decision
regarding
our
system's
accreditation
status
as
well
as
providing
us
with
the
index
of
education
quality
score.
The
index
of
education
quality
score
is
reported
on
a
scale
of
100
to
400.
bcsd's
index
of
education.
Quality
score
was
320.16.
O
Our
fourth
area
of
success
notes
that
bcsd
is
committed
to
providing
exceptional,
ongoing
education
to
its
constituents
through
the
hiring
development
and
retention
of
highly
qualified
personnel
at
all
levels
of
instructional
and
operational
staffing.
The
team
recognized
that
the
system
is
intent
on
building
a
strong
team
of
individuals
focused
on
working
with
students,
families
and
the
community
and
providing
every
student
with
exceptional
learning
opportunities.
O
The
review
also
provides
two
areas
of
focus
for
the
next
improvement
cycle
that
will
help
our
system
continue
to
improve
the
first
area
of
focus
identified.
That
bcsd
demonstrates
a
need
to
collect
and
analyze
specific
data
to
measure
equitable
opportunities
for
creativity,
innovation,
collaboration
and
problem.
O
The
second
area
of
focus
identified
for
bcsd
is
the
opportunity
to
triangulate
curriculum
assessments
and
instruction
across
the
system
so
that
all
students
achieve
academic
growth
in
all
content
areas.
The
review
team
recognized
that
our
system
provides
numerous
assessments,
curriculum
resources
and
instructional
strategies
and
supports,
but
it
recommends
the
development
of
a
clear
implementation
plan
for
aligning
the
curriculum
assessments
in
the
instruction.
O
The
truth.
The
true
value
of
this
review
is
really
that
the
stakeholders
across
the
district
participated
in
a
year-long,
deep
dive
around
the
improvement
standards
and
work
and
carefully
reviewed.
All
of
our
evidence,
through
this
process,
our
teams
were
able
to
self-identify
these
areas
that,
and
we
were
able
to
begin
the
work
on
these
goals
before
the
cognitive
review
process
was
even
completed.
O
O
We
want
to
begin
by
celebrating
and
recognizing
bcsd's
honorable
honorable
re-accreditation
and
also
honoring,
and
celebrating
the
work
that
the
district
and
school
teams
engaged
in
this
year.
Next,
we
want
to
analyze
and
use
the
information
to
triangulate.
These
results
with
the
system
assessment
surveys,
instructional
assessments
and
other
data
points
that
were
conducted
this
year,
and
we
want
to
use
that
information
to
determine
the
needs
of
our
district
and
refine
our
goals
and
strategies.
Q
Well,
while
they're
standing
at
the
podium,
there
was
a
lot
of
recognition
of
of
me
and
my
leadership.
I
want
to
thank
kim
and
and
thank
sharon
for
for
their
role
in
taking
charge
and
taking
ownership
in
the
process.
Sure
you
know
I
gave
them
the
authority
to
do
so.
They
were
the
ones
that
were
meeting
with
the
various
groups
week
in
and
week
out
throughout
that
process
and
so
kudos
to
you
all.
Q
I
just
want
to
provide
that
recognition
to
you,
while
you're
still
standing
there
and
for
all
of
your
hard
work
and
dedication
throughout
the
process
and
also
want
to
thank
all
the
cabinet,
yeah
yeah.
Q
All
of
the
cabinet
members
school
leadership
teams,
community
parents
board
members
that
were
able
to
participate.
Thank
you
all
for
participating
in
the
process
as
well
as
they
said,
the
goal
is
to
get
to
the
point
where
we're
impacting,
and
so
we
we
do
have
a
little
bit
of
work
to
do
and
so
we'll
use
these
results
to
make
adjustments
to
our
strategic
plan
and
we'll
continue
to
move
the
district
forward.
So
thank
you
sharon.
Thank
you
kim.
Q
U
Okay
good
evening
board,
chair
barrow
and
superintendent
jackson
and,
ladies
and
gentlemen
of
our
board,
glad
to
be
in
front
of
you
again
to
discuss
maximizing
the
learning
experience
through
community-based
partnerships.
So
at
this
time
I
would
like
to
welcome
some
co-presenters
with
me,
one
principal
alicia,
presley
from
cross
high
school
middle
high
school.
Dr
denise
fleming,
with
the
nineveh
group
miss
sydney
fleming
with
academic
excellence
academy.
So.
U
At
the
beginning
of
the
superintendency,
mr
jackson
shared
with
us
the
importance
and
his
vision
of
maximizing
the
learning
experience
of
all
of
our
students,
and
we
do
know
that
in
order
to
do
that,
there
is
a
lot
of
work
that
goes
throughout
the
system
from
the
district
level
centrally
to
each
school
in
the
classrooms,
but
also
there's
importance
in
our
community-based
education
and
community-based
partnering,
with
different
entities
and
groups
to
really
focus
on
the
whole
child.
U
And
so
when
we
talk
about
the,
why
that
we're
presenting
today
we're
discussing
that
we
are
committed
to
strengthening
the
education
of
everyone
together.
So
in
order
to
maximize
our
education,
our
learning
experiences,
we
must
strengthen
this
education
and
together
and
together,
meaning
through
committed
vetted
school-focused
partnerships.
U
And
so
today
we're
going
to
highlight
one
of
those,
many
partnerships
that
have
been
vetted
and
committed
to
our
communities
and
that
are
school-centered
and
focused.
U
The
novea
group
is
who
I'm
going
to
introduce
today:
they're
a
minority
female
the
locally
owned
and
operated
consulting
company
and
they're
specifically
used
to
identify,
or
they
their
expertise
and
their
areas.
Identifying
trends
and
challenges
that
may
impact
education
and
developing
collaborative
plans
with
the
entities
or
their
partners
to
eliminate
obstacles
to
establish
goals.
We've
talked
a
lot
about
access
and
equity.
U
This
is
one
of
those
opportunities
that
we
consider
with
our
partnerships
and
so
they're
also
aligning
pedagogy
with
philosophical
practices
so
ensuring
that
they
are
working
directly
with
the
leaders
of
the
school
and
not
just
coming
in
with
a
like
a
resolution
or
an
a
solution
to
fixing
or
to
helping
schools.
U
So
their
purpose,
also,
you
know,
just
as
we
said
of
this
partnership
with
our
cross
elementary
middle
and
high
schools
was
to
develop
a
part,
a
partnership
with
those
principals
and
the
students
in
that
community
to
meet
the
needs
of
the
students
to
achieving
their
learning
gaps,
closing
those
gaps
and
to
reinforcing
the
education
that
they
receive
in
a
face-to-face
environment,
principal
king
who's,
unable
to
be
with
us
today.
They
have
an
event
at
their
school.
She
wanted
to
share
that
the
partnership
this
year
with
cross
elementary
school
focused
on
5th
and
6th
grade.
U
As
well
available
four
hours
each
day
and
available
during
the
after
school
care,
and
they
also
put
co-curricular
opportunities
that
they
engaged
into
integrative
innovative
opportunities
with,
like
arts
sciences,
math
technology
et
cetera,
they
also
is
which
is
very
near
and
dear
for
me,
because
we
do
know
that
a
mentor
is
very
important
to
the
work
that
we
do
with
our
students.
So
they
provided
some
mentoring
opportunities
for
the
students
there.
U
We
had,
we
held
virtual
sessions
with
parents
and
community
members
and
the
parents
logged
on,
and
they
were
sitting
there
with
their
children.
It
was
good
to
see
that
interaction
and
it
was
great
to
hear
the
parents,
enthusiasm
and
desire
to
seek
assistance,
for
you
know
to
help
with
their
children.
U
This
student
interview,
technical
difficulty,
was
inserted
by
principal
king
but
she's
at
our
event,
so
we
have
to
get
the
permission
to
show
this
one,
but
we
do
have
another
video
that
we
will
be
able
to
highlight
in
a
second
I'm
going
to
pass
it
on
to
principal
presley
to
discuss
the
impacts
at
her
school
and
then
we'll
also
show
the
video
here.
V
Good
evening
to
superintendent
jackson,
chairman
and
the
board,
we
thoroughly
enjoyed
the
novella
group
being
a
part
of
our
daily.
We
had
daily
tutoring
offered
to
the
students
within
the
school
30
minute
increments
that
they
had
for
after
school
tutoring,
as
well
as
the
biggest
impact
to
me,
was
the
fact
that
we
did
not
have
a
math
teacher
at
the
beginning
of
the
school
year.
V
So
my
high
school
students
had
to
take
pre-calculus
online
and
when
the
tutors
came
in
for
nevaeh
group,
they
actually
assisted
our
students
three
days
a
week
to
assist
all
of
them
to
pass
the
class.
They
said
it
was
one
of
the
hardest
classes
that
they
had
to
take
because
it
was
virtual.
They
had
you
know
they
just
had
the
work
given
to
them
so
to
have
those
teachers.
Those
students
come
in
and
assist
them.
It
really
assisted
them.
As
far
as
passing
the
class.
W
W
W
W
V
So
my
philosophy
was,
it
was
whatever
it
took.
We
also
had
the
navel
group
assist
us
in
tutoring,
with
our
algebra
1,
8th,
9th
and
repeaters
class,
and
with
that
being
said,
because
the
kids,
because
the
students
were
juniors,
seniors
master
levels
in
college,
they
were
closer
like
santori,
said
to
our
students
ages.
V
So
for
some
of
my
repeaters,
the
guys
because
the
tutor
was
a
nice
cute,
looking
woman,
it
was
whatever
it
took,
they
took
turns
and
they
wanted
to
be
a
part
of
that
group
that
had
to
be
pulled
out
to
work
with
that
tutor.
But
I
would
like
to
say
that
we
had
88
passes
rate,
and
this
is
these
algebra
one
class
with
26
students
which
included
those
eighth,
ninth
and
repeaters.
V
All
the
repeaters
did
pass
with
high
80s.
We
had
100
passes
rate
with
the
pre-calculus
online
and
then
with
our
middle
school.
They
started
in
march.
We
started
doing
a
boot
camp
with
our
middle
schools
and
we
took
them
out
of
their
electa
classes
one
day
out
of
the
week,
and
because
we
could
not
do
it
in
person,
we
did
it
virtually
and
my
middle
school
teachers
gave
up
their
planning
and
group.
The
kids
together
and
the
nevada
group
came
in
virtually
and
worked
through
problems,
whether
it
was
english
or
math
with
the
students.
V
The
students
were
very
excited.
They
did
100
participation,
it
did
not
bother
them
that
they
were
actually
missing,
missing,
gym
or
missing
another
class
or
whatever,
because
they
enjoy
being
there
together
and
working
through
the
problems
with
the
cute
tutors.
So
it's
whatever
worked.
V
We
also
had
a
resource
student
that
was
home
based
this
year
and
he,
even
though
he
had
a
teacher
with
him,
he
had
a
tutor
from
the
nevada
group
that
worked
with
him
one
day
a
week
with
his
algebra
ii,
and
he
said
that
he
didn't
think
that
he
would
have
passed
that
class
without
that
one-to-one
person
there
and
we've
had
one-to-one
tutoring
before,
but
it
turned
out
to
be
more
so
of
a
chat
line.
V
V
My
own
personal
testimony,
like
I
said,
is
the
fact
that
I
appreciate
chairman
barrows
talking
about
the
raises
for
teachers
and
stuff,
like
that.
We
are
a
title
one
school
and
we
do
offer
after
school
tutoring,
but
guess
what?
At
the
end
of
the
day,
our
teachers
are
tired,
so
they
don't
even
take
advantage
of
making
that
extra
money,
because
money
sometimes
is
not
the
answer
so
to
have
young
people
come
in
with
all
of
the
energy
all
of
the
new
experiences
that
they
came
into
our
classes.
V
It
just
brought
a
different
energy
to
the
classes
that
they
were
in.
I
would
love
to
have
them
back
next
year,
because
I
want
us
to
hit
the
ground
running
with
them.
If
we
could,
because,
like
I
said
because
there
are
closer
to
our
kids
ages,
the
kids
seem
to
listen
to
them,
because
now
I'm
finding
myself,
I'm
the
old
person.
So
that
part
is
bad,
but
it
works
whatever
works,
that's
what
we
want.
Thank
you.
Thank
you.
U
All
right
and
again
that
partnership
is,
you,
know
key,
because
it
does
take
that
entire
village
to
do
the
work.
I'm
going
to
now
hand
it
off
to
one
of
the
students,
student
leaders,
cindy
fleming,
who
is
also
an
alumnus
alumna
of
berkeley,
county
schools,
cane
bay,
high
school
2019,
and
she
also
created
the
academic
excellence
academy
in
the
summer
of
2021
that
has
backpacked
and
partnered
with
the
unveiled
group.
P
Good
evening,
everyone,
my
name,
is
sydney
fleming,
I'm
an
upcoming
senior
biology,
major
with
a
triple
minor
in
chemistry,
psychology
and
education
at
classical
university.
I
recently
added
my
education
minor
after
working
across
elementary
and
high
schools,
I'm
the
owner
of
academic
excellence
academy,
which
I
started
last
summer
to
help
students,
especially
ones
that
look
like
me
with
their
academic
achievement,
particularly
providing
tutors
in
various
subjects
to
assist
them
one-on-one
and
in
small
groups.
P
I
noticed
that
after
the
pandemic,
many
students
suffered
from
learning
loss
and
there
was
limited
time
for
teachers
to
work
one-on-one
to
catch
them
up.
My
company
partnered
with
the
nevaeh
group
to
provide
enrichment,
lessons
activities
and
events
and,
as
a
graduate
of
cane
bay
high,
I'm
proud
that
I've
been
able
to
be
a
part
of
something
that
has
impacted
so
many
students.
In
my
home
district
now,
I'd
like
to
introduce
dr
fleming,
the
senior
partner
of
the
neba
group.
X
Good
afternoon,
thank
you
and
protocol
already
being
established.
I
want
to
first
begin
by
saying
who
is
our
neighbor?
Who
is
the
community?
So
when
we
think
about
that,
while
the
original
intent
was
to
virtually
assist
students,
everything
was
going
to
be
online,
with
learning
loss
due
to
covid
addressing
their
individual
differences
in
educational
needs.
We
soon
recognized
the
impact
could
be
increased
by
adjusting
and
modifying
the
scope
to
address
the
individual
differences
with
cultural
humility
of
each
school,
knowing
that
they
are
the
experts,
we
are
guests,
they're,
the
experts.
X
So
when
we
thought
about
recruiting
it
was
a
pleasure
creating
the
opportunity
for
other
community
members
which
included
college
students
from
two
hbcus,
as
well
as
other
retired
teachers,
as
well
as
people
from
around
this
district,
to
be
able
to
look
at
the
amazing
things
and
the
tremendous
efforts
that
occur
by
so
many
every
single
day
in
berkeley
county.
So
four
takeaways.
The
first
is:
we
have
some
of
the
most
brilliant
resilient
brave
students
that
benefit
greatly
from
having
community
engagement
and
support
to
reinforce
that
which
our
educators
are
providing
daily.
X
X
It
is
a
privilege
to
have
a
teacher
for
every
class
in
the
midst
of
a
pandemic
and
civil
unrest.
It
is
a
privilege
that
every
school
does
not
benefit
from.
It
is
a
privilege
to
come
into
a
community
or
school
that
already
have
their
own
culture
thinking.
You
know
what
is
best
for
them,
forgetting
that
a
partnership
requires
relationship,
building,
constant
communication
and
the
ability
to
adjust
and
modify
to
do
what
is
best
for
all
students.
X
We
were
guests
and
what
we
had
to
share
had
to
go
through
the
gatekeepers,
big
and
small
and
some
of
the
smallest
ones.
Let
us
know
that.
First,
we
recognize
that
many
feel
overwhelmed,
and
this
year,
like
the
last
two
years,
was
anything
but
normal
and
normal
as
we
knew
it
may
never
be
the
same,
but
it
does
not
change
the
fact
that
there
is
hope
and
the
ability
to
engage
the
community
to
help
our
village
of
children.
X
You
are
not
in
this
alone,
we
got
you,
and
one
of
the
last
is
because
we
were
able
to
engage
additional
small
minority
business
owners.
They
are
now
aware
of
some
of
the
things
that
you
do
in
this
district,
that
many
just
didn't
know
about
the
best
kept
secrets
sometimes
need
to
be
shared
and
some
business
owners
that
now
want
to
continue
partnerships
within
the
school
district,
as
well
as
with
at
cross
two
local
authors
that
provided
lessons
on
empathy,
self-esteem,
mitigating
tests,
anxiety,
positive
affirmations
and
self-control.
X
X
If
you
haven't
been
there
to
be
able
to
taste
their
amazing
amazing
italian
ice,
it
is
something
and
to
see
them
come
to
their
home
community
schools,
college
fund
frozen,
treats
a
taste
of
the
south
catering,
adl
photography
and
events
and
the
pace
scholarship
academy
llc
just
a
few
that
we
were
able
to
engage
that
now
know
more
about
the
school
district
besides
riding
by
and
what
they
see
on
the
news-
and
we
know
that's
just
not
always
true,
and
I
agree
with
miss
marone
when
we
said
the
students
when
we
went
to
the
high
schools,
not
everybody
is
going
to
college
college
is
not
for
everyone,
so
being
able
to
have
those
conversations
with
students
who
say:
that's
not
what
I
want
to
do.
X
So.
What
will
I
do
and
given
options
that
sometimes
they
don't
hear-
and
they
don't
get
to
see-
was
absolutely
amazing
and
last
but
not
least,
college
students
that
never
thought
of
education
as
a
career
that
are
now
interested
in
ways
they
can
continue
to
partner
in
their
home
communities
and
in
berkeley
county
school
district.
The
full
summary
report
will
be
here
soon,
so
you'll
get
to
know
a
little
bit
more
about
that
one
moment:
one
school
one,
student:
at
a
time.
X
X
So
if
you
indulge
in
a
few
for
a
few
moments,
we
had
the
veteran
owner
of
the
business
who
came
she
created
for
us.
We
commissioned
her
to
create
something
that
says
we
believe
in
you
now
light
up.
The
world
is
from
the
nevaeh
group
in
academic
excellence
academy
and
every
student
that
was
a
active
participants,
not
the
one
that
just
came
to
see
the
cute
girls
or
the
nice
looking
guys,
they
had
to
show
some
gains
and
they
had
to
do
some
things.
So
rather
it
was
a
keychain
with
it.
X
You
know
for
those
who
needed
something.
Rather
it
was
this
phone
holder
that
I
didn't
even
know
chargers
and
phone
on
me.
I
just
didn't,
or
rather
it
was
the
fact
that
they
were
able
to
get
things
that
we
encouraged
them,
whether
it's
a
nightlight
that
was
before
their
state
test,
something
to
encourage
them.
Whatever
color,
it's
in
your
parents
should
know
that
that
means
I'm
okay,
I'm
not
okay,
I
need
assistance
whatever
it
may
be,
because
we
needed
to
meet
them
where
they
were
so.
X
U
All
right,
you're
just
going
to
again,
you
know,
thank
you
and
you
know
sydney.
We
appreciate
you
and
we
hope
that
one
of
those
miners
that
triple
minor
will
bring
you
back
to
berkeley
county.
I
mean
I
was
really
amazed
during
the
pandemic,
with
sydney
created
this
academic
excellence
for
students
on
her
campus,
who
may
have
needed
the
tutoring
service,
and
then
she
gathered
other
students
that
were
able
to
tutor.
U
I
was
a
recipient
that
would
use
it
for
my
son
and
when
I
was
trying
to
teach
him
writing
cindy
got
right
with
him
in
about
two
hours.
He
had
his
work
done
and
he
excels.
So
sometimes
it
does
take
that
just
different
approach
and
partnerships
to
make
things
happen.
U
We
we
talked
about
the
impact
with
dr
fleming,
but
at
the
end
of
the
day,
we
also
have
partnered
through
a
connection
we
have
made
with
dr
sam
mcquillen
of
a
few
years
ago,
not
to
be
confused
with
matt
mcquillen,
but
with
all
for
sc
at
the
university
of
south
carolina
and
victor
young
is
now
the
ceo
of
this
amazing
organization,
and
it
stated
that
the
time
for
reform
is
over
now
it's
time
for
a
transformation,
and
what
we're
saying
is
that
we
we're
spending
a
lot
of
time
on.
U
You
know,
trying
to
reform
and
fix,
but
we're
at
a
point
now
that
we're
ready
to
move
forward
and
transform,
bring
people
together,
bring
programs
transform
communities,
create
these
opportunities
and
pathways
that
are
equitable
to
all
these
resources
and
ensuring
that
they're,
the
data
is
there
the
evidence
there
and
we
all
share
an
account,
the
accountability
of
improving
our
students
and
maximizing
their
educational
experiences,
and
so,
like.
I
said
this
is
just
one
of
the
amazing
partnerships
that
we
have
and
it's
focused
on
cross
elementary
middle
school.
U
We
have
several
others
around
our
district
that
we
will.
You
know
highlight,
as
we
continue
to
work
with
them,
wings
for
kids
reading
partners,
engaging
creative
minds,
low
country,
youth
services,
trident
united
way,
which
we're
going
to
be
excited
to
share
some
work
that
we're
going
to
be
doing
out
at
jk,
gordon
communities
and
schools.
That's
in
our
mount
holly
area
and
the
tri-county
industry.
U
U
Also
recognize
future
graduating
senior.
When
you
talk
about
mentorship,
I
had
the
privilege
to
serve
as
a
mentor
one
of
his
many
mentors
but
dante
reed.
Who
also
is
here
and
he's
going
to
be
graduating
in
just
a
few
days
from.
Q
Thank
you,
dr
dixon.
Dr
fleming,
miss
fleming
sydney.
It's
it's
good
to
see
you
for
those
of
y'all
that
don't
know
sydney
started
coming
to
board
meetings.
I
think
when
she
was
in
seventh
grade,
and
so
she
felt
quite
it
looked
like
she
was
very
comfortable
up
there
at
the
podium
and
miss
presley
and
mr
reed.
Thank
you
for
coming
to
share
this
information
with
us.
Q
I
had
a
choice
to
make.
We
could
have
postponed
this
presentation
into
june.
However,
we
have
there's
higher
viewership
in
may,
especially
when
we're
reviewing
the
budget.
So
I
wanted
this
was
very
important
information.
I
wanted
everyone
to
have
an
opportunity
to
to
hear
it.
Not
everyone
goes
back
to
view
the
video,
so
we
have
a
quite
a
crowd
here
tonight
and
so
I'm
sure
everyone
recognizes
that
schools
can't
do
it
alone
and
through
partnerships
like
those
that
were
identified
today.
Q
That's
how
we
make
a
difference,
that's
how
we
make
an
impact,
that's
how
we
transform
what
we
do
in
berkeley
county
school
district.
So
I
look
forward
to
continuing
to
build
upon
this
relationship
that
we've
established
and
also
establishing
more
relationships
with
community-based
organizations
in
our
tri-county
area.
So
thank
you,
so
I
won't
hold
you
too
much
longer.
I'd
have
a
few
announcements
I
want
to
make.
We
had
our
student
athletes
made
quite
an
impact
over
the
past
weekend
track
and
field
state
championships.
Q
Q
The
boys
also
finished
second
in
their
division,
so
the
great
showing
there
by
the
philip
simmons
iron
horses.
Please
check
the
website
for
a
full
listing
of
our
first
second
and
third
place
finishers.
I
do
want
to
take
time
to
recognize
cane,
be
high's,
jalen
bordeaux,
who
has
maintained
one
of
the
top
times
in
the
country
for
the
400
hurdles.
He
ran
a
51-3
in
the
400
hurdles
for
those
that
don't
know
that
is
smoking.
Q
Q
Excuse
me:
congratulations
on
order
for
hanahan
middle
school.
Yes,
sir
hannah
middle
sangria
middle.
Yes,
you
can
still
cheer
you're.
Still
there
west
view
middle
and
hanahan
high
hannah
and
again
these
programs
earned
outstanding
performance
award
for
2122
school
year.
The
outstanding
performance
award,
it's
the
highest
award
given
by
the
south
carolina
band,
associate
band
directors
association.
Q
Q
Q
A
Thank
you
on
a
more
somber
note,
I'm
sure
most
of
you
are
aware
of
the
horrific
incident
that
occurred
in
texas
today,
uvalde
texas,
where
18
elementary
children
were
killed
and
three
adults
were
also
casualties
in
that
horrific
shooting.
Could
we
stand
together
and
give
a
moment
of
silence
with
respect
to
those
families.
I
A
E
A
Of
people
are
still
here
based
on
the
the
next
agenda
item
before
we
get
to
that.
I
want
to
remind
each
and
every
one
of
us
about
the
tremendous
week
of
activities
beginning
tomorrow
at
cross
high
school
at
six
o'clock
in
the
gymnasium
with
graduation,
and
then
on
thursday.
We
have
phillip,
simmons
high
school
berkeley,
high
school
timberland,
high
school
stratford
high
school,
all
at
the
north,
charleston
coliseum,
a
wonderful
venue
we
started
out
years
ago.
A
The
next
agenda
item
is
the
naming
of
the
new
corn's
k-8
school
and
I'd
like
to
once
again
thank
the
chairman
of
the
committee
kelly
maron
and
the
members
michael
ramsey,
dr
crystal
wickfall,
and
ms
kirsten
tanner
for
being
on
the
committee,
and
what
we
have
here
are
the
top
five
names
through
an
exhaustive
search
of
you
know
the
community
suggestions
and
also
input
from
the
committee.
A
These
are
the
five
names
before
we
actually
have
a
kind
of
like
do
it
a
little
bit
differently
before
we
actually
have
a
motion
and
a
second
and
a
disc.
Why
don't
we
do
if
there's
any
board
members
that
like
to
particularly
say
anything
about
any
particular
one
of
these
of
these
topics,
so
these
names
of
these
schools.
K
I
began
with
the
c
lewis
school
of
excellence
as
we
were
going
through
the
process.
I
named,
I
nominated
two
names.
One
was
the
wasmassa
k-8
school,
but
then
I
knew
miss
lewis
and
I
had
followed
her
for
many
years
and
the
rest
of
the
school
board
working
over
at
berkeley
county
tax
assessor's
office.
So
whenever
the
school
district
would
raise
the
millage,
all
the
taxpayers
would
call
me
and
complain
and.
K
K
I
could
keep
naming
names
and
names
of
people
a
fellow
board
member
frank
wright
has
called
me
a
tap
to
task
many
a
times
when
I
might
have
got
ahead
of
myself
a
little
bit
and
didn't
recognize
the
historical
significance
of
the
people
that
came
before
my
time
on
the
school
board,
and
so
he's
often
spoke
very
well
of
miss
lewis.
K
So
so
for
me,
it's
it's
kind
of
like
32
years
of
hard
work
on
the
school
board
and
and
a
really
fine
person
and
and
that's
kind
of
was,
was
my
thought
why
she
would
represent
us.
Well.
As
far
as
the
naming
of
the
the
school
over
there.
D
L
I
can
tell
you
I
I
started
on
the
board
in
1998
and
carol.
Mrs
lewis
had
been
on
the
board
for
many
years
before
I
came
on
and
what
I
liked
about.
It
is
the
first
night
that
I
was
elected
to
the
board.
She
called
me
and
she
said
that
I
want
to
meet
with
you,
because
I
really
want
to
know.
Why
do
you
want
to
serve?
L
But
my
first
experience
was
with
mrs
lewis
when
we
passed
the
first
bond
referendum
in
98
in
an
amount
of
198
million
dollars,
and
she
worked
tirelessly
to
make
that
happen
because
she
wanted
to
improve
schools
in
berkeley
county.
She
wanted
to
see
new
schools
renovate
schools
throughout
the
whole
berkeley
county.
She
was
very
proactive
and
understanding
the
growth
and
development
of
berkeley
county
and
she
knew
that
if
we
did
not
build
schools,
berkeley
county
probably
wouldn't
be
where
we
are
now.
L
So
we
talked
about
the
37
000
students
in
47
schools
and
et
cetera,
et
cetera.
Well,
I
was
a
part
of
many
of
those
new
schools
and
sit
with
mrs
lewis
late
late
nights,
trying
to
figure
out
how
we're
going
to
accomplish
those.
So
I
have
a
personal
relationship
versus
that
that
could
possibly
be
a
conflict.
For
me,
however,
I
don't
mind
that
conflict,
because
I'm
telling
the
truth
about
a
person
that
I
know
very
well
and
there's.
L
There
are
other
people
there
that
I
also
know,
but
I
have
somewhat
of
an
infinity
for
mrs
lewis
and
that's
just
where
I'm
at
with
her
I've
served
with
willis
sanders
for
many
years
as
well.
Great
great
gentleman,
someone
who's
been
involved
in
with
berkeley
county
schools
forever
who's
very
passionate
about
all
students
and
that's
what
education
is
all
about,
because,
if
you're
involved
in
education
and
if
you're
not
passionate,
then
you're
in
the
wrong
business.
So
I
think
both
of
those
people
gave
a
lot
to
berkeley
county
and
those
are
the
people.
I
Okay,
so
as
chair
of
this
committee,
it
was
a
little
I
would
say
objective
for
me,
because
I
have
no.
I
Unfortunately,
to
berkeley
county,
so
I
reached
out
to
the
community
and
we
got
the
we
got
the
the
names
and
then
I
will
tell
you
from
a
principal
standpoint,
mr
sanders.
You
are
an
amazing
gentleman.
I
However,
to
name
a
building
after
somebody
who
is
currently
alive
is
something
that,
for
me,
with
my
principles
is
something
that
I
do
not
recommend,
and
that
just
goes
to
something
that
goes
back
to
my
history,
of
where
I
was
from
in
new
jersey
that
there
was
something
named
and
that
person
we
wind
up
having
to
change
the
name
and
that
cost
the
district
a
lot
of
money.
So
I'm
very
big
on
principles.
I
So
from
day
one
I
said,
I
even
think
I
said
to
the
to
the
to
the
whole
committee.
I
was
a
very
vocal
chair
by
the
way
that
principle,
I
would
not
name
the
school
after
a
person
and
then
I
started
to
do
some
research,
and
I
realized
that
this
is
berkeley
county
school
district.
That's
what
this
is
berkeley
county
school
district
and
if
somebody
does,
if
a
person,
male
female,
does
something
amazing
for
berklee
county
school
district.
I
I
50S
60s
not
hopefully
not
50,
because
I'm
young,
but
you
know
60
70
years
from
now.
If
I'm,
if
I'm
on
a
list
to
be
honored,
I
hope
that
I'm
able
to
be
honored.
I
I
do
agree
that
c
lewis
could
be
a
possible
suggestion.
However,
I'm
going
to
be
transparent,
because
that's
who
I
am
the
c
lewis
school
of
excellence
has
me
concerned,
and
the
reason
why
it
has
me
concerned
is
because
of
the
fact
of
where
the
school
is,
if
it's
school
of
excellence
that
and
mr
jackson,
please
correct
me
if
I'm
wrong,
that
the
school
of
excellence
would
require.
I
A
certain
type
of
so,
if
it's
a
school
of
excellence
at
first
I
loved
it
I'll,
be
transparent.
I
loved
it.
I
was
like
school
of
excellence.
It's
a
k
through
eight.
That's
what
we're
going
to
call
it,
because
what
else
are
we
going
to
call
a
k-8,
an
elementary
middle
ellen,
milo
like
what
are
we
gonna
call
this
besides
just
a
school,
however,
then
that
would
make
it
a
place
where
it
could
be
a
person
like
a
how
hall
or
something
like
that.
Is
that
correct.
I
I
I
A
Comments,
I'm
obviously
the
senior
person
on
this
board
and
I
started
teaching
high
school
in
1969
a
long
time
ago,
but
I
knew
I
knew
carolyn
lewis
for
as
long
as
she
was
ever
on
the
board
and
even
before
then
what
an
outstanding
southern
lady
she
was
spectacular
in
her
demeanor
in
the
way
she
carried
herself
and
the
way
she
spoke
and.
A
A
32
years
on
this
board,
I've
been
here
five
and
that's
a
long
time,
but
32
can
you
imagine
that
willa
sanders,
my
friend,
my
very
close
friend,
what
a
great
gentleman,
what
an
ambassador
for
public
education
in
berkeley
county
you
couldn't
go
wrong
with
either
one
of
these
two
names.
Ladies
and
gentlemen,
so
I
am
I'm
not
torn.
I've
made
a
judgment.
I
know
what
I'm
going
to
do,
but
I'll
say
this.
N
A
A
A
I
think
dr
wickfall
is
probably
not
with
us.
I
think
she
had
to
leave
dr
wickfall.
Are
you
still
here
so
we
we
know
we
have
eight
members,
seven
present
and
one
on
the
on
the
line.
We'll
call
the
question
all
in
favor
of
the
motion
to
name
the
karns
school,
the
carolyn
lewis
school,
please
say
aye,
any
opposed,
nay.
The
motion
carries
unanimously.
Congratulations.
