Ladies

gentlemen,
please
stand
for
the
pledge
of
allegiance
and
remain
standing
for
a
moment
of

A
Next
item
is
citizens
comments
in
order
to
conduct
the
meeting
in
an
orderly
and
efficient
manner.
We
ask
that
you
honor
the
following
guidelines.
Stakeholder
comments
are
welcomed
and
encouraged.
However,
the

A
G
Appreciate
the
opportunity
to
talk
tonight,
superintendent,
jackson,
oversees
academics
and
innovation,
he
has
been
responsive
to
us
as
far
as
power
to
act.
He
has
little
authority
at
limiting
sel
and
local
school
educational
material
choices.
This
is
also
true
of
the
school
board
proper
when
and
if
they
approve
sel
educational
materials.
This
is
highly
disturbing.
G
G
Conley
advise
us
of
those
undesirable
elements.
You
know
are
controversial
the
parents
and
citizens
and
more
so
the
students
deserve
this
transparency.
Please
report
the
controversial
elements
at
the
next
school
board
meeting
when
you
present
to
the
public.
The
glowing
reviews
lim,
which
is
lim
leadership
in
me,
will
garner
you
do
not
do
the
same
with
rp
presentation,
restorative
practices.
G
We
asked
a
and
I
to
help,
set
up
interviews
with
10
principals
k-12
schools,
and
they
would
not
touch
it.
We
need
a
feel
for
local
school
leadership
to
find
out
what
the
principal's
position
is
on
elements
of
sel
that
they
know
are
controversial
last
week
and
I
suddenly
shut
down
communication
with
us.
When
we
asked
a
simple
question
about
lim-
and
I
referred
us
to
miss
katie
tanner,
who
probably
will
tell
us
a
foia
will
be
filed.
G
H
Thank
you.
Okay.
Someone
has
said
that
there
are
four
ways
to
spend
money.
First,
I
can
spend
my
money
on
me,
I'm
concerned
about
about
both
cost
and
quality.
Second,
I
can
spend
my
my
money
on
someone
else,
a
gift,
if
you
will
I'm
still
concerned
about
cost,
but
I'm
a
little
less
concerned
about
quality.
Third,
I
can
spend
somebody
else's
money
on
me.
My
boss
sends
me
on
a
con
to
a
conference.
H
Now,
I'm
not
concerned
particularly
about
money,
because
it's
the
boss's
money,
but
I
am
concerned
about
quality,
because
I
want
to
travel
in
comfort.
Finally,
like
governmental
bodies,
I
am
spending
someone
else's
money
on
someone
else
and
I
may
not
be
terribly
concerned
about
either
cost
or
quality
on
june
28th
two
budget
items
were
discussed
that
I
felt
were
related.
H
Second
was
the
request
for
a
three
percent
salary
increase
for
teachers
and
other
employees.
The
increase
to
four
percent
came
later
and
you
can
add
the
one-third
for
yourself
with
a
starting
teacher
salary
of
about
forty
thousand
dollars.
That
would
be
an
increase
of
twelve
hundred
dollars
a
year,
a
hundred
dollars
a
month,
twenty
five
dollars
a
week
before
taxes
after
social
security,
federal
and
state
taxes.
The
increase
would
be
closer
to
nine
hundred
dollars
per
year.
H
Seventy
five
dollars
a
month
and
about
nineteen
dollars
a
week
for
a
teacher
while
spending
would
be
over
a
hundred
eighty
thousand
dollars
per
administrative
and
over
one
hundred
five
thousand
dollars
for
a
and
I
positions,
you've
heard
about
the
dramatic
decline
in
math
and
english
scores
over
the
past
two
years.
I
cannot
recall
a
single
time.
H
I
would
have
requested
another
administrator
over
more
hands
in
the
classroom
for
students
needing
extra
help,
and
our
students
need
help
the
million
dollars
for
those
seven
positions
would
funds
26
additional
teachers
or
over
70
000
hours
of
admin
of
instructional
assistance
at
15
an
hour.
I
can
only
wonder
how
many
in
the
audience
would
prefer
26
teachers
or
70
000
hours
of
instructional
assistance
over
seven
new
support
positions.
H
One
member
said
anyone
on
this
board
who
votes
against
tonight's
budget
doesn't
have
a
care
in
the
world
for
our
students.
Perhaps
some
members
of
the
board
were
just
looking
at
the
picture
differently.
Thank
you,
oh,
and
by
the
way,
the
80
billion
dollars
that
congress
has
passed
to
get
87
000
additional
irs
agents
would
fund
two
resource
officers
at
forty
thousand
dollars
a
year
in
every
one
of
america's
97
568
public
schools
for
10
years.
H
A
A
I
Good
evening
I
wanted
to
address
the
the
conduct
rule
change
again,
it's
up
for
its
second
reading
tonight.
First
of
all,
I
appreciate
the
respect
shown
to
parental
rights
in
these
changes.
That's
my
number
one
focus.
Every
parent
has
a
fundamental
right
to
direct
the
upbringing
of
their
child.
I
The
one
problem
I
have
is
that
on
page
three
and
page
five,
we
still
have
the
reference
to
restorative
practices
there
it
there
is
a
change
in
that
that
parents
would
be
informed,
but
when
you
inform
the
parents,
are
you
just
gonna,
sell
them
hey?
This
is
what
we
recommend,
or
are
they
going
to
get
the
true
story
of
restorative
practices?
I
I
I
I
also
wanted
to
bring
up
an
incident
that
happened
that
some
parents
contacted
me
about
at
marrington
middle.
There
was
a
video
shown.
I
Kinky
boots
the
parents
have
spoken
with
the
administrators
in
the
school
and
that
is
being
resolved,
but
I
want
to
know
why
kinky
boots
is
on
the
approved
list
of
videos
for
berkeley
county
schools.
It's
it's.
A
video
about
a
drag
queen
is
this.
Educational
is.
Is
this
something
that
our
kids
are
going
to
benefit
from,
or
is
this
pushing
an
agenda?
The
agendas
that
we
see
constantly
in
the
news
and
next
at
hanahan
middle?
I
I
started
digging
into
some
lists
of
books
that
have
inappropriate
material
and
I
chose
two
books.
I
chose
looking
for
alaska
and
I
chose
dear
martin.
Both
of
these
books
are
in
the
library
at
hanahan
middle.
They
both
have
inappropriate
in
it.
The
superintendent
is
familiar
with
the
book.
Dear
martin,
we
had
a
situation
recently
at
philip
simmons
high
school,
where
a
teacher
was
using
this
material.
I
It
was
deemed
inappropriate
in
a
high
school
setting,
and
that
was
rectified
and
that
teacher
was
moved
so
now,
we've
got
this
in
the
library
at
hanahan
middle
hannah
hand
middle.
I
spoke
with
a
teacher
who
has
14
students
in
her
class
who
cannot
speak
english.
They
have
two
esl
teachers,
but
they
don't
communicate
with
her
going
back
to
what
dr
foster
said.
All
this
money
we're
spending
on
a
top-heavy
administration.
I
We
could
get
teacher's
aides
into
this
middle
school,
maybe
bilingual
teachers
age
to
help
these
teachers
out
with
these
14
kids
that
they
can't
educate
because
they
can't
communicate
with
them.
So
these
are
just
some
issues.
I
hope
that
you
will
all
consider
and
we'll
talk
about
and
try
to
find
a
solution.
Thank
you.
J
J
If
these
trained
and
experienced
professionals
are
challenged,
then
why
would
you
expect
a
teacher
or
an
sro
to
be
able
to
change
behaviors
of
a
direct
disruptive
child
who
potentially
may
be
suffering
from
mental
health
problems
or
a
deeply
emotional
issue
that
could
be
rooted
from
their
home
environment
in
draft
one?
You
still
incorporate
and
give
administrators
carp
launch
on
restorative
practices
and
then
in
the
second
draft
you
take
it
you
take
it
out,
but
replace
it
with
the
words
behavioral
interventions.
J
This
is
nothing
more
than
a
word
game,
because
restorative
practices
is
a
behavioral
intervention,
just
as
much
as
any
other
therapeutic
model
such
as
hypnotherapy
cbt,
dbt,
emdr
play
therapy,
and
the
list
goes
on.
Many
mental
health
professionals
will
choose
to
specialize
in
one
application
and
develop
their
expertise
in
that
field.
J
The
problem
can
run
much
deeper
than
what
a
pseudo
mental
health
professional
can
handle,
and
that
is
what
you
are
asking:
teachers,
administrators
and
sros
to
undertake
with
restorative
practices
in
its
establishment.
Restorative
practices
is
intended
to
repair
harm,
rebuild
relationships
and
re-establish
trust
when
conflicts
and
issues
arise
within
a
community
or
in
the
school.
It
involves
attempting
to
understand
what
makes
a
child
behave
in
the
ways
that
he
or
she
does
by
exploring
their
psyche
through
the
sharing
of
feelings,
often
oftentimes
in
a
peer
group
or
community
setting
asking
them
to
share
interpersonal
information.
J
Even
in
a
clinical
setting.
Many
children
do
not
easily
open
up.
Some
behaviors
could
even
worsen
in
that
type
of
setting
in
restorative
practices.
Some
children
who
are
victims
of
bullying
can
easily
experience
a
feeling
of
being
re-victimized
depending
upon
their
emotional
problems.
Some
children
could
become
more
destructive,
engage
in
cutting
self-harm,
behaviors
self-mutilation
and
even
possibly
commit
homicide
or
suicide.
J
If
these
issues
are
not
handled
appropriately,
especially
if
there
are
problems
at
the
home,
they
still
have
to
continue
to
live
in
the
very
environment
where
the
emotional
issues
arose.
There
should
not
be
an
option
for
restorative
practices
in
the
code.
There
should
not
be
an
option
for
behavioral
intervention
unless
it
is
a
requirement
for
the
parent
to
seek
outside.
A
A
Second,
mr
right,
there's
a
motion
for
miss
tanner,
a
second,
mr
wright,
to
deny
all
student
number
one.
Two
pseudo
number
two
and
student
number:
three
attendance
appeals.
Is
there
any
discussion?
Mr.
K
A
I
think
that's
justifiable,
so
we
will.
We
will
actually
take
these
individually.
So
we
actually,
we
have
a
motion
on
the
floor
and
seconded
mr
mcquillen.
Are
you
asking
for
an
amendment
to
that.
A
Have
a
motion,
mr
mcquillen
and
secretary
ms
walker,
to
amend
the
motion
for
all
three
students
to
be
denied
that
motion
to
be
heard
all
in
favor,
say:
aye,
aye,
aye,
aye
all
opposed,
nay,
okay,
we
will,
by
by
vote
of
I
didn't
hear
any
dissenting.
So
it
was
unanimous
that
the
amendment
is
passed,
so
we
will
revert
back
to
individual
students
who
would
like
to
hear
a
motion
for
the
student
number
one.
L
A
K
Mr
chair
and
the
matter
of
students
in
the
matter
of
student
number
two
and
three
who
are
related,
I
move
that
we
grant
the
appeal
second.
A
C
A
A
A
A
We
appeal
a
motion
from
this
tanner
secretary,
mr
mcquillen,
to
deny
the
expulsion
appeal
of
student
number
two.
Is
there
any
discussion?
All
in
favor
of
this
motion
respond
by
saying
aye.
B
A
Second,
we
have
a
motion
for
ms
tanner
and
secretary
mr
mcquillen
to
accept
the
personnel
recommendations
of
the
administration
as
discussed
in
executive
session
for
the
current
school
year.
Is
there
any
discussion?
All
in
favor
of
this
motion?
Please
respond
by
saying
aye,
aye
aye,
all
opposed,
nay
motion
carries
unanimously
9-0.
M
Evening,
mr
chair
board
members
members
of
the
audience
at
this
point
in
time
we
will
discuss
attendance
lines
for
the
carolyn
lewis
school.
As
you
know,
we
anticipate
opening
the
carolyn
lewis
school
in
23
24
school
year.
That's
this
upcoming
school
year,
and
these
attendance
lines
will
have
an
impact
to
schools
in
the
next
in
area
cane
bay
area,
devon
forest,
as
well
as
the
santori
area
and
potentially
college
park,
sangery
middle
schools.
M
N
This
will
concern
the
brand
new
k-8
school
carolyn
m
lewis,
opening
next
fall
before
we
get
into
the
scenarios.
There
are
three
of
them
and,
as
you
can
see,
on
the
on
the
maps
over
there
they're
they're
printed
out
before
we
get
into
each
one
of
those
I'd
like
to
have
some
discussion
on
the
overall
assumptions
for
all
of
the
scenarios,
all
three
scenarios
will
serve
the
carn's
crossroads
development.
N
N
The
first
scenario
that
we'll
talk
about,
I
call
it
scenario
a
again
we're
opening
next
fall,
2023-24
serving
grades
k
through
eight,
the
working
capacity
of
the
school
is
and
twenty
one
seats
and,
as
I
mentioned,
it
will
serve
the
current
crossroads
development
for
scenario.
A
the
impacted
schools
are
cane
bay,
elementary
and
middle
devon
forest
elementary
college
park,
middle
sangery,
elementary
sangery
intermediate
and
sangri
middle
school.
N
N
And
I
would
like
to
provide
a
little
bit
more
context
to
these
numbers.
N
Cane
bay.
Middle
school
is
expected
to
grow
by
about
six
or
eight
utilization
points
per
year,
so
every
year
that
goes
on,
it'll
be
more
and
more
crowded
by
about
six
or
eight
utilization
points
next
and
is
forecasted
to
grow
by
about
five
to
seven
utilization
points
per
year
about
50
kids
per
year
over
the
next
several
years.
N
N
D
N
Are
you
looking
at
the
the
impact.
B
D
N
That's
right:
the
list
you're
looking
at
is
is
a
kind
of
what
I
call
an
in
and
out
table,
which
shows
how
many
kids,
roughly,
how
many
kids
are
moving
from
school
to
school.
D
D
O
I
do
have
one
question
before
you
go
forward
just
because
I'm
writing
things
down
so
we're
talking.
So
we
have
cane
bay
elementary
is
to
grow
around
about
120
students
per
year,
and
then
you,
you
gave
the
the
increments,
and
then
I
didn't
get
king
bae
middles.
But
then
I
got
next.
Ins
was
50
per
year.
Can
you
give
me
kane
bay
middles
about.
N
Six
to
eight
utilization
points
per
year
equating
to
about
70
or
so
kids
per
year.
That's
that's!
A
pretty
average
kind
of
thing.
N
So
back
to
scenario
a
in
the
data
table
as
you
move
from
left
to
right,
what
we
need
to
be
comparison,
comparing
is
the
2021
utilization.
For
example.
Cane
bay
is
at
131
as
of
day
135
last
year,
when
the
new
school
opens,
it
will
provide
relief
for
cane
bay
elementary
and
bring
it
down
just
a
little
bit
to
129..
N
N
N
Yes,
as
you
look
out
a
little
farther,
you
can
say
that
you
can
see
that
we
are
getting
relief
due
to
carolyn
lewis
school
opening,
but
the
areas
are
still
growing.
N
For
cane
bay
middle
we're,
looking
at
approximately
a
hundred
percent
as
of
day
135
and
2021.
as
we
open
the
school
there
there's
a
little
more
of
an
impact.
Cane
bay
middle
is
not
growing
quite
as
fast
as
cane
bay,
l.
So
we're
looking
at
an
opening
capacity
of
middle
school
of
84
for
cane
bay,
carolyn
lewis,
where
these
students
are
moving
to
is
projected
to
open
under
scenario
a
with
a
54
utilization
in
2023,
growing
272
by
25
and
then
to
112
percent
over
the
next
10
years.
N
N
Is
a
I
give
the
acronym
acronym
right
poverty
pupils
in
poverty?
Thank
you.
It
was
a
statistic
that
was
given
to
me
to
track
to
provide
some
kind
of
measure,
relative
measure
of
pupils
and
property
poverty
per
school
estimated.
N
N
N
That
air
blue
arrow
should
be
pointing
a
little
more
to
the
southwest.
Sorry
about
that,
pdfs
don't
handle
it.
I
guess
so
that's
the
only
change
between
scenario,
b
and
scenario,
a
and
not
a
lot
of
students
impacted,
but
it
does
have
a
kind
of
a
natural
connection
there.
It
is
close
to
cane
bay
campus,
though.
N
N
N
That's
where
the
area
arrow
is
pointing
that
has
a
significant
change,
a
significant
relief
for
nextin
and
about
the
same
amount
of
relief
that
we
saw
in
scenario
a
for
cane
bay.
N
N
It
decreases
by
about
15
points
next
in
in
2023,
so
a
significant
relief
for
nextin
for
scenario
c,
and
you
can
see
the
extra
added
to
carolyn
lewis
in
2023,
boosting
its
utilization
for
that
first
year
to
76
percent.
N
It
will
change
from
sangeree
elementary
middle
enter
elementary
in
intermediate
and
middle
to
cane
bay
or
next
in
sangery
to
cane
bay,
aligning
them
to
carolyn
lewis
to
cane
bay
a
lot
of
moving
around
there.
Let
me
say
that
one
more
time
currently
we're
looking
at
that
southern
portion
going
to
sangeri
schools
and
then
in
cape,
a
high
school
or
going
from
next
into
sangri
middle
school
to
cane
bay.
High
school
scenario
c
aligns
that
southern
portion,
so
it'll
go
to
carolyn
lewis
school
to
cane
bay
high
school.
O
Oh,
I
have
questions
so
the
biggest
question
that
I
it's
actually
like
a
statement,
and
maybe
you
can
clarify
it
for
me.
So
when
we
take
these
students
that
are
going
to
cane
bay
and
we
move
them
to
the
carolyn
lewis
school,
they
say
we're
giving
cane
bay
relief.
But
we
have
a
lot
of
students
that
are
on
a
wait
list
to
get
into
cane
bay.
So
then
they
will
be
going
back
into
the
cane
bay
schools.
M
O
Okay:
okay,
because
I'm
sure
the
cane
bay
community
would
want
their
kids
out,
I'm
guessing
most
of
them
would
want
them
to
go
back
into
the
cane
bay
school
where
they
moved
into
the
development
to
to
be,
but
I
do
want
to
put
it
out
there
that
you
know
we're
over
capacity
when
we're
looking
at
these
numbers.
We
have
to
remember
that
when
our
classes
get
bigger,
it's
not
just
the
classes
that
get
impacted.
We
have
our
cafeterias,
our
gymnasiums.
We
have
everything
else
that
is
impacted
as
well.
O
So
then
would
you
say
the
this
the
south
side
as
far
as
so
the
so
in
scenario
b,
when
you
have
like
the
marshall
and
the
mclaren
and
all
them
right
now,
those
students
are
scheduled
to
go
to
king
bay.
Correct,
yes,
so
in
that,
in
that
situation,
those
students
would
be
leaving
canyon
bay
and
going
to
the
new
school
correct,
they
would
be
rezoned
in
scenario
c.
O
O
N
N
O
A
Mr
miller,
scenarios,
a
and
b
basically
do
not
have
a
seamless
feeder
pattern
for
high
school
for
high
school.
N
Not
quite
no
the
area
to
the
south
of
17a
or
to
the
east,
I
should
say
of
17a,
oh
that
one
section.
Yes,
currently
it
goes
to
devon
forest
and
college
park.
Just
a
few
students.
It's
it's
on
your
impact
list.
You
should
be
able
to
see
the
number
of
students
there.
It
is
a
part
of
current
crossroads.
A
Right
now,
south
of
the
south
of
17a
176,
section
right
there
we're
talking.
A
It's
also
a
reduction
in
the
next
in
elementary,
which
is
sorely
needed
as
well,
but
in
a
couple
of
years,
if
you
pull
put
that
slide
back
up
scenario
c,.
A
Yeah,
you
see
nextin
at
85
and
it
was
at
98
now
this
year.
A
M
N
K
To
take
the
the
b
slide
that
gets
right
under
the
middle
school
yes
or
k
yeah,
I
came,
came
ba
middle
school
in
high
school,
so
you
could,
you
could
technically
combine
both,
which
would
even
yes
provide
more
utility
utilization
and
more
relief
for
overcrowding.
D
N
A
So
I
think
the
10-day
attendance
is
somewhere
around
for
stratfor.
Around
2600
and
cane
bay
is
about
21.,
so
cane
bay
is
about
500
less
than
stratford.
At
this
point
in
time,
and
but
we
know,
cane
bay
is
growing
and
of
course
we
thought
stratford
was
fairly
stagnated,
but
it's
not
I
mean,
there's
there's
new
families
coming
in
and.
A
That
was
kind
of
something
that
surprised
us,
yes,
sir,
so
but
nevertheless
his
scenario
c
you'd
have
an
increase
of
somewhat
of
an
increase,
because
the
next
and
kids
would
be
going
to
cane
bay
rather
than
stratford.
A
E
N
Hate
to
say
something
that
would
be
wrong
for
the
southern
portion:
I'll
go
over
that
feeder
pattern.
Again,
I
have
it
in
the
words
here.
N
N
N
You
got
some
more
information
for
more
yeah,
nothing
to
do
or
little
to
do
with
carolyn
lewis,
but
other
things
that
that
I
would
like
to
bring
in
front
of
the
board.
N
So
what
follows
are
our
three
proposed
adjustments?
I
call
these
technical
corrections.
Two
of
these
do
not
impact
any
students.
N
N
For
your
viewing,
the
first
one
is
a
elementary
and
middle
school
suggested
change
the
arrows
point
to
two
areas
which
are
currently
going
to
nextin
they're,
the
dark
purple
and
the
proposal
is
to
go
to
cane
bay.
The
one
on
the
south
is
just
a
correction,
so
it
follows
a
creek.
It
just
makes
everything
line
up.
No
students
involved
the
one
in
the
north.
There
are
students
in
this
this
area,
the
development
that
you're
looking
at
started
from
the
south
and
is
growing
north.
N
P
O
O
E
N
So
the
next
one,
we're
looking
at
does
not
involve
any
students,
the
two
areas
that
you
see
the
arrows
pointing
to
are
currently
zoned
for
next
in
elementary
but
they're
zoned
for
cane
bay,
middle
there's,
no
students
in
them.
I
don't
know
exactly
the
reason
these
were
carved
out
a
couple
years
ago,
but
they
were
and
what
I'm
suggesting
is
is
to
put
those
back
in
there.
There's
no
students
involved
and
that'll
make
the
next
and
sangri
line
aligned
in
that
area.
N
And
finally,
this
is
another
one
of
the
areas
where,
when
we
drew
a
lines
a
long
time
ago,
we
draw
them
along
partial
boundaries.
That's
that's
the
a
good
way
to
do
it
and
things
change.
N
Yeah,
I
I
I'm
sure
that
there
are,
I'm
not
sure
I
believe
there
may
be
some
multi-families
expected
in
this
area,
but
by
and
large
this
area
is
not
currently
commercial
and
I
think
there
may
be
some
mixed
use
coming
in
all
the
students
currently
are
below
that
sangery.
What.
L
D
Mr
jackson,
have
we
had
community
meetings
yeah,
I'm
not
exactly
sure
what
kind
of
action
we're
going
to
take
or
if
there
is
action
to
take
tonight,
but
are
there
community
meetings
or
community
meetings
planned
I'm
a
little
uncomfortable
voting
online
without
getting
some
feedback,
especially
a
lot
of
these
students
are
not
necessarily
areas,
I'm
you
know
intimately
involved
with,
like
I
am
district
six.
So
can
you
tell
me
a
little
bit
about
the
process.
M
Yes
ma'am,
so
we
are
having
this
presentation
tonight.
The
request
was
going
to
be,
for
the
request
is
for
first
reading,
we
are
going
with
the
two
reading
process
on
the
attendance
lines.
Following
the
first
reading,
we
will
conduct
our
community
meetings.
M
The
locations
would
certainly
depend
upon
which
sections
or
which,
which
option
the
board
selects,
and
so
we
have
the
dates
for
those
meetings.
We
have
some
tentative
locations
and
dependent
upon
tonight.
We
will
select
those
locations
and
publicize
those
meetings
and
those
opportunities
for
community
members
to
express
their
come
out
of
view
and
express
their
concerns
and
provide
feedback.
N
I'll
wrap
it
up
with
the
last
slide,
which
I,
the
next
steps,
is
yes,
community
engagement,
I'm
not
aware
of
any
dates.
As
of
when
I
wrote
this
presentation,
based
on
the
feedback
from
the
board
and
from
the
community
engagement,
we'll
look
at
a
final
draft
with
one
or
more
scenarios
in
that
final
draft,
and
my
understanding
anyways
is
that
the
11th
is
tentatively,
where
we're
looking
at
doing
a
vote
of
approval.
O
Actually,
mr
miller,
I
have
a
question
for
you.
If
you
go
back
to
the,
if
you
go
back
to
the
scenario
where
it
was
that
one,
how
many
students.
E
O
Be
going
to
came
back
how
many
students
were
impacted?
Do
we
even
know
because
I
just
want
to
be
clear
if
I
do
not
think
it's
a
significant
amount,
I'm
just
not.
I
think
this
board
knows
I'm
really
against
drawing
against
through
neighborhoods
and
through
streets,
and
I
just
want
everyone
to
know
this
is
drawing
through
an
apartment,
complex,
a
townhouse,
complex.
N
O
I
A
Is
that
all
miss
miller?
That's
all
I
got
so
I
I
think
mr
jackson's
correct
we
first
reading
tonight
approved.
Something
obviously
would
be
would
be
something
that
could
be
amended
and
changed
based
upon
the
the
meetings
that
ms
wofford
alluded
to,
but
but
I
I
feel
like
the
second
reading
would
be
appropriate
after
the
community
input.
So
we
can
certainly,
mr
miller,
I'm
sure
that
you
can.
A
You
can
absorb
whatever
information
we
come
back
to
you
and
and
revise
whatever
plans
based
upon
the
board's
decision
with
respect
and
regard
to
the
citizens
in
from
the
community
meetings.
So
is
there
any
other
discussion?
I
think
we
need
to
entertain
a
motion
if.
C
If
I
might,
we
just
spent
a
good
amount
of
money
building
on
an
extension
to
sanctuary
middle,
and
the
scenario
in
b
is
taking
an
a
and
b
taking
the
least
number
of
kids
out
of
the
middle
school,
because
in
one
of
the
snares,
like
fifty
percent
capacity
right
on
sangria
middle
and
it
has
b,
has
the
greatest
impact
in
the
cane
bay
schools
in
terms
of
taking
kids
out
of
there
and
providing
some
relief
and
putting
them
in
carolyn
m
lewis
school.
C
So
actually,
I
will
make
a
motion
that
we
choose
scenario
b
for
our
plan
draft
one
of
our
plan
for
the
changing
of
the
lines.
The
attendance
lines.
D
A
B
A
B
M
B
K
A
A
B
A
Okay?
Is
there
any
discussion
we'll
will
so?
Is
the
amendment
we'll
vote
on
the
amendment
to
to
have
b
and
c
combined?
Is
there
any
discussion
on
that.
K
The
only
discussion
I'll
say
is
this
is
first
reading,
and
so
I
think
these
are
options
that
b
and
c
seem
to
have
support
from
various
board
members.
So
my
thought
is,
we
approve
both
of
them
and
then
based
on
community
feedback
and
what
we
find
out.
We
can
potentially
amend
our
decision
except
adopt
one
not
adopt
the
other
or
adopt
both.
A
Any
other
discussion
on
amendment
to
have,
b
and
c
combined
hearing
none
will
call
the
question
all
in
favor
of
the
amendment
respond
by
saying,
aye
aye
all
opposing
a
motion
carries
9-0.
K
E
A
K
A
Sorry
this
is
also
a
first
reading
of
this
too
right,
mr
miller.
Yes,
okay,
so
the
the
motion
was
to
adopt
one
and
two,
but
not
three,
and
it
was
seconded
by
mr
ramsey.
Is
that
correct?
Yes,
sir?
Is
there
any
discussion.
K
I
just
I
think
mr
ramsey
pointed
out
that
cane
bay
is
already
crowded,
there's
going
to
be
additional
development
likely
in
that
area.
I
think
multi-family
a
lot
of
apartments
and
other
stuff,
and
so
to
me
option
three
just
seems
like
it
doesn't.
While
it
makes
the
lines
cleaner,
it
doesn't
help
with
the
overcrowding
problem.
A
Again,
the
first
reading
we
can
modify
this
in
the
second
reading
or
this
any
other
discussion.
I.
D
Guess
my
only
other
concern
is,
I
know,
there's
not
students
on
the
property
now,
but
I'd
be
interested
in
what
that
property
is
zoned
currently,
and
I
I
think
we
can
have
that
follow-up
discussion
to
know.
Is
it
is
it
flex
and
or
commercial
or
is
it
a
possibility
that
you
know
homes
are
going
to
be
built
there.
M
A
A
C
A
To
the
excuse
me,
we
we're
going
to
item
number
eight
on
the
regular
meeting.
C
Eight
okay,
mr
chair,
I
move
to
table
administrative
rule,
j-I-c-d-a-r
student
behavior
code
and
request
that
the
administration
provide
one
single
document
back
to
the
committee
on
academics
and
innovation.
D
A
C
C
Right
now,
right
now,
I'm
bringing
right
now
the
I'm
being
requested
to
bring
before
the
full
board
three
separate
items
and
asking
them
to
basically
rewrite
them
in
as
a
board
and
I'm
requesting
I'm
making
a
motion
to
table
it.
A
Effectively
to
accommodate
that
those
language
changes,
so
I
don't
know
why
we
want
to
go
back.
Maybe
I
need
some
parliamentary
judgment
here.
Dr
richardson.
C
K
Q
Q
K
Yeah,
like
some
of
the
sentences,
some
of
the
exact
same
phrases
were
changed
to
say
different
things,
so
I
don't
know
that
we
necessarily
can
combine
them.
I
think
we
just
got
to
consider
the
original
and
the
two
revisions
and
figure
out
which
one
yes,
the
committee
likes
best
yeah,
bring
that
to
the
board
and.
Q
C
Well,
the
docu,
the
documentation
both
are
different.
However,
draft
two
leaves
parents
completely
out
draft
the
original
leaf's
parents
completely
out,
but
some
of
the
language
in
the
second
draft
should
be
in
the
first
draft
as
well,
but.
R
A
And
I
want
to
remind
the
board
that
this
was
not
a
recommendation
from
the
administration.
This,
the
at
least
the
revisions
were
from
input
from
board
members,
so
we
need
to.
I
think
we
need
to
refer
this
back
to
committee,
for
the
committee
to
review
the
options
and
present
one
to
the
board
for
approval.
A

evening,

we

going

to

they're
in
the

with

In
elementary.
A
M
Thank
you
for
joining
us
tonight.
It
is
hard
to
believe
that
we
have
completed
four
weeks
of
school
already
and
I've
enjoyed
all
of
my
visits
that
I've
been
out
to,
as
we've
seen
the
students
and
the
teachers.
I've
observed
they're
doing
well
and
they
seem
to
be
much
more
settled
than
they
have
been
in
previous
years,
and
we
did
one
really
really
exciting
thing.
M
They
had
all
of
the
they
had
all
of
the
general
managers
from
12
general
managers
from
the
area
show
up
at
the
high
school
to
meet.
Mr
v,
the
auto
tech
teacher
and
present
him
with
a
25
000
check
as
part
of
the
hendrick
automotive
groups.
Hendrick
gets
set.
Go
program
mr
v
said
the
money
is
going
towards
updating
a
lot
of
the
equipment
in
his
shop
and
including
lighting
diagnostic
equipment,
welding
materials
and
more.
M
The
students
were
also
invited
to
join
the
hendrick
team
at
the
southern
500
race
at
the
darlington
raceway
on
that
that
following
sunday,
and
so
we
really
truly
appreciate
the
partnership,
the
wonderful
opportunity
that
our
students
were
provided
with
and
if
you
notice
a
lot
of
kyle
larson
fans
in
the
hanahan
area.
Now
you
know
why
I
am
now
all
of
a
sudden,
a
real
big
nascar
fan
and
keeping
up
with
all
the
races
and
all
the
stats,
and
all
of
that
also
congratulations
are
in
order
for
four
of
our
schools
in
the
district.
M
They
recently
earned
the
distinguished
arts
program,
grant
or
dapp
grant,
and
that's
sponsored
through
the
south
carolina
department
of
education
for
the
22-23
school
year.
These
arts,
curricular
innovation,
grants
or
acig
grants,
assist
schools
and
districts
in
developing
and
implementing
arts
initiatives
to
support
quality
arts.
Education
programs
that
significantly
improve
student
achievement
in
the
arts.
Adapt
grants
provide
funds
for
one
year
projects.
Successful
adapt
applications
must
include
that
applicant.
Excuse
me,
the
applicant
will
include
all
arts
forms:
dance,
music,
theater,
visual
arts
for
a
three-year
period
as
part
of
their
strategic
plan.
M
S
T
T
M
It
is
awesome
if
you
get
a
moment
to
stop
by
they're
very
proud
of
what
they
do.
So
please
visit
and
I
was
out
at
marington
as
a
matter
of
fact
today.
M
Let's
talk
a
little
bit
about
our
instruction
and
assessments,
and
so
last
tuesday
september
6,
the
state
department
released
results
from
this
past
springs.
Sc,
ready,
sc,
pass
administration,
the
results,
while
concerning,
they
were
not
really
surprising.
Unfortunately,
schools
across
the
state
have
faced
challenges
related
to
learning
during
the
pandemic
and
in
dress
and
addressing
unfinished
learning
following
the
pandemic.
M
M
It
is
essential
that
we
establish
and
maintain
a
structure
consist
structure
and
consistency
in
our
instructional
program.
We
will
do
this
by
providing
targeted
and
meaningful
professional
development.
Ensuring
student
support
is
embedded
within
our
daily
operations
and
providing
support
for
more
academic
enrichment
opportunities
for
all
students.
Additionally,
we're
implementing
our
instructional
framework
and
providing
training
on
our
teaching
and
learning
model.
M
M
Innovation,
excuse
me
innovative
instructional
strategies
and
we
will
also
celebrate
the
achievements,
academic
achievements
and
progress
of
our
students
again
classroom
instruction
is
very
and
student
achievement
is
very
much
a
priority
for
this
district,
and
so
we
will
provide
time
for
instructional
and
academic
updates
on
at
least
a
quarterly
basis
during
the
course
of
this
school
year,
so
that
everyone
is
informed
of
the
process.
Excuse
me
of
the
progress
and
everyone
is
informed
of
the
progress
as
well.
Mr
chair.
A
That
concludes
my
report
for
this
evening.
Thank
you,
mr
jackson.
Just
a
couple
of
things
from
my
perspective.
We
talked
about
attendance
lines.
We
definitely
will
be
having
some
community
meetings
with
respect
to
that.
Getting
some
community
input,
as
well
as
community
meetings
for
the
penny
sales
tax,
which
the
board
unanimously
approved,
be
put
on
the
on
the
november
8th
election,
where
we
will
be
providing
facts
and
information
to
the
public
for
them
to
make
a
an
informed
decision
on
the
penny
sales
tax.
A
Does
everybody
remember
the
year
1998
that's
24
years
ago
I
did
that's
the
year
that
mr
wright
first
assumed
duties
and
responsibilities
as
a
berkeley
county
board
of
trustee
and
as
most
of
you
know,
hopefully
all
of
you
know.
Mr
mr
wright
is
not
running
for
reelection
this
year,
so
I
think
it
only
fitting
mr
wright
for
your
last
board
meeting
to
take
place
at
cane
hoy
elementary
school,
so
without
exception,
or
excuse
me
without
objection.
A
A
R
A
C
C
I
make
a
motion.
Second,
I
have
a
motion
by
dr
wig
paul
in
the
second
by
mr
ramsey.
Any
discussion
all
in
paper
respond
by
saying,
aye
aye
all
opposed
the
motions
approved
three
to
zero.
The
only
agenda
item
is
the
head
start
budget
expenditure
report
for
july
2022
prospective
new
hires
and
head
start
human
resources
service
plan.
T
C
Actually
I
have
a
question.
Part
of
the
human
resource
service
plan
was
for
an
incentive
for
the
teachers.
Can
anybody
speak
to
that
in
terms
of
what
that's
going
to
look
like.
A
C
M
M
It's
on
the
next
agenda.
It's
on
the
next
committee.
U
U
No,
the
changes
that
were
in
the
headstart
human
resources
plan
is,
you
all
voted
our
earlier
to
change
the
qualifications
for
the
head
start
teacher,
so
that
needed
to
be
changed
in
the
resource
human
resources
plan.
C
K
K
K
V
Thank
you.
The
head
start
program
is
currently
experiencing
issues
with
staff
retention
and
there
are
a
number
of
head
start
vacancies
that
need
to
be
filled.
The
office
of
head
start
issued
an
information
memorandum
recommending
financial
incentives
to
recruit
new
staff
and
retain
existing
staff
per
the
information
memorandum.
The
office
of
head
start
strongly
encourages
financial
incentives
to
all
head
start.
Employees
monies
will
be
used
from
the
american
rescue
plan
fund
and
the
covid
19
relief
funds.
V
K
V
V
E
M
K
V
Yes,
you
want
diane
to.
K
V
And
help
answer
that
question,
but
this
is
just
part
of
the
funding,
so
there
will
be
other
funding
sources
that
purchase
laptops
for
our
teachers
as
well.
S
I
can't
tell
you
exactly
which
school
is
going
to
be,
but
we've
got
a
rotation
plan
just
based
on
whenever
the
warranty
runs
out
and
we
keep
track
of
them
and
move
them
out.
We
try
to
make
sure
we
get
the
same
type
of
dock
and
laptop
in
the
in
school.
So
when
people
move
from
you
know
classroom
classroom,
they
can
do
that.
So.
K
S
Just
got
a
schedule
we
got
by.
I
can't
tell
you
exactly
where
we
are
now.
As
far
as
what
school
these.
K
V
Thank
you
again.
Administration
is
requesting
approval
to
create
a
new
salary.
Skill
for
school
psychologists.
Psychologists
that
hold
a
doctorate
will
also
receive
a
four
thousand
dollar
supplement.
We're
also
requesting
for
speech
and
language
pathologists
to
receive
a
four
thousand
dollar
supplement
and
remain
on
the
current
pay
scale
for
speech.
We
currently
have
36
school
psychologist
allocations,
9.4
vacancies
and
only
6.3
are
secured
through
contract
services.
With
speech,
we
have
49
speech
allocations
with
25.4
vacancies
and
only
22.2
secured
through
contract
services.
K
V
If
I
can
find
it,
I
will
tell
you
okay,
so
on
school
psychologists,
the
allocations
we
are
currently
at
one
to
one
thousand
and
fifty
seven
and
the
recommendation
is
500
to
1.
with
speech
we're
currently
50
to
1,
and
the
state
department
provides
those
60-1
and
national
maximum
caseload
recommendation
is
45
from
american
speech,
language
and
hearing
association.
So
we're
way
above
that,
yes.
V
And
this,
the
new
salary
scale
will
put
us
more
comparable
to
surrounding
districts
as
well.
L
M
K
A
move
to
approve:
is
there
a
second?
Second,
we
have
a
motion.
A
second.
Is
there
any
discussion?
Hearing,
none
I'll
call
the
question
all
in
favor,
please
respond
by
saying
aye
aye
eyes
have
it
by
a
vote
of
three
to
zero.
The
next
agenda
item
is
the
most
motion
to
adjourn.
Mr
right,
you
are
recognized
so.
