Description
Berkeley County Board of Education Meeting
A
Good
evening,
ladies
and
gentlemen,
and
welcome
to
this
Berkeley
County
Board
of
Education
meeting
this
Monday
May
1st
I
declare
there's
a
quorum
of
members
present
and
that
the
media
has
been
given
proper
notice
pursuant
of
the
Freedom
of
Information
Act.
Do
we
have
a
motion
to
approve
tonight's
agenda.

Think
what
brings
me
back
to
guidance
is
just
that
this
place
is
just
really
comfortable.
The
the
staff
is
family,
we
like
each
other
and
we
trust
each
other
and
everybody
respects
each
other
and
that
that's
a
huge
part
of
it.
The
great
thing
is,
even
though
we
each
have
our
grade
level
we're
each
you
know
helping
each
other
out.
F
The
most
rewarding
part
is
really
when
a
student
comes
in
and
they
think
the
world
is
off
its
rocker
and
it'll
never
be
right
again
for
them.
You
just
talk
with
them
and
you
figure
out
a
way
to
get
them
to
settle
down
and
they
leave
and
they're
ready
for
class.
And
then
you
see
them
the
next
day
and
they
tell
you.
Things
are
better
good.

about

that
very
well.

I
do
the
non-fiction
when
I
have
free
time
when
I
finished
all
my
math
I'm
in
a
higher
level,
math
class,
so
I'll
take
it
online.
So
once
I
finish,
those
I
can
just
come
help
out,
there's
only
two
Librarians
so
like
they
need
all
the
help
they
can
get,
and
this
is
point
nine
four
right
here.
I
know
that
I'm
really
good
at
it.
I
know
that
I
can
do
it
correctly.
So,
like
I'm,
just
helping
out
wherever
I
can
she's.
AK
On
paper,
when
you
see
everything
that
she's
accomplished
at
such
a
young
age,
it
is
truly
like
holy
cow.
Who
is
this
kid
and
then
you
meet
her
and
she
is
like
the
most
down
to
earth.
The
chillest,
like
laid-back,
kiddo,
she's,
funny
she's
patient,
and
you
just
kind
of
want
her
to
be
around
in
your
room.
We.
AH
AH
AH
I
remember
as
a
kid
I'd
be
like
those
kids
are,
so
big
I
was
looking
up
to
them
in
that
position.
I
was
saying
these
kids
are
so
cool
I
want
to
be
like
them,
and
now
thinking
like
these
kids
are
gonna
be
like
looking
up
to
me
saying:
I
want
to
be
like
her
I
want
to
do
art
stuff
I
want
to
do
all
this.
I
was
like
this
is
so
cool
there.

my

my
first
year
in
the
district
I
love
that
we
have
such
a
big
team.
So
we
can
all
kind
of
collaborate
and
bounce
ideas
off
of
each
other,
so
you're
never
really
alone.
But
there's
always
somebody
to
answer
the
question.

As
far
as
I
understand
before
I
got
here,
it
almost
it
basically
almost
died.
Miss
Edna
Grace
came
in
to
be
the
choir
teacher
here
and
did
such
a
great
job
of
keeping
it
going,
and
so
it
was
probably
when
I
got
here.
There
were
probably
25
kids
in
the
choir
proper
That
Grew
into
what
is
now
150,
kids,
really
all
based
on
the
the
kids
doing
the
work
so.
BB
Nix
and
Miss
Wallace
are
like
big,
siblings
they're
like
they're,
like
our
parents,
kind
of
so
it's
really
cool
that,
like
yes,
they
are
teachers
and
they're
like
pushing
us
to
be
like
better
musicians
and
yes,
they're
like
teaching
us
all.
This
thing
all
these
things
about
music,
but
like
it's
also
like
they
care
about
you,
you.

Way
that
we're
we're
working
on
getting
there
is
as
much
to
do
with
musical
Excellence
as
it
is
having
the
students
when
they
leave
be
complete
people.
You
can
have
production
and
you
can
have
the
best
team
and
you
can
have
like
all
of
the
bells
and
whistles,
but
if
there
was
no
love
in
the
room,
if,
when
the
kids
sang,
they
didn't
really
care
for
each
other.

Can
do
this
all
day
who
gets
the
chance
to
cook
120
pounds
of
ground
beef
at
one
time,
I
mean
come
on,
you
don't
realize
you
think
you're
just
cooking
until
you're
out
there,
let's
say
you're
cashiering
and
then
you
know,
as
somebody
comes
through
the
teacher
says,
yeah
I
know
that
child
this
could
be
the
only
meal
they
get.
You
know,
and
you
know
it's
kind
of
shocking
I
mean
I
got
chill
bums,
because
it's
I've
heard
that
so
many
times
I.
BK
We
don't
know
what
goes
on
at
home,
but
we
try
our
best
to
take
care
of
them
here
for
both
meals,
a
class
every
five
minutes
on
both
sides.
So
you
have
five
minutes
to
get
each
class
through.
So
it's
it's,
it's
moving.
I
figured
it
up
two
years
ago
it
was
a
student
every
six
seconds.
You
know
we
had
to
get
them
through.
You
know
if
you
didn't,
those
lines
are
going
to
back
up.
I
believe
this
is
a
lemon.
It
was
a
little
easier
this
year
than
last
in
the
kitchen.
BK
What
are
precautions
are
are
for
foodborne
illnesses
anyway,
so
the
gloves
the
hand
washing
the
temperatures.
You
know
all
the
things
that
we
do
help
you
be
safe.
We
do
have
guards
around
the
registers,
the
kids
love
the
rosy
applesauce.
They
love
the
the
peaches
too
great
flavor
good
recipes.
The
Child
Nutrition
really
does
a
great
job
of
giving
us
tasty,
nutritious
food.
BK
If
we
perform
our
jobs
from
what
they
give
us,
that
child's
got
the
opportunity
for
a
you
know,
really
well-balanced
breakfast
and
lunch
and
understanding
what
our
mission
is.
As
a
group
of
you
know,
seven
back
there,
we
know
every
day,
possibly
you
could
have
900
kids.
This
is
our
profession.
You
know
this
is
what
we
do
for
a
living
and
I
know
that
we
try
every
day
to
give
those
students
the
very
best.
You
know,
you're
doing
the
right
thing.
You
know
you're
taking
care
of
a
ton
of
children.
You
know.

item
is
Citizens
comments
in
order
to
conduct
the
meeting
in
an
orderly

efficient
manner.
We
ask
that
you
honor
the
following
guidelines.
Stakeholder
comments
are
welcome
and
encouraged.
However,
the
board
will
not
take
immediate
action
on
public
comments
at
this
meeting.
Any
person
wishing
to
address
the
board
must
register
prior
to
the
meeting.
Comments
must
be
regarding
programs,
policies
or
procedures.
Comments
regarding
complaints
against
employees
other
than
District
level
Executives
or
references
to
students
other
than
the
child
of
the
speaker
will
not
be
heard
in
public
session
groups.

Addressing
the
same
topic
should
select.
One
speaker
comments
will
be
limited
to
three
minutes
per
speaker.
The
board
share
reserves
the
right
to
a
lot
additional
time
or
halt
public
comments
that
do
not
adhere
to
the
guidelines.
Our
first
Speaker
this
evening
is
Heather
Hickman
on
the
topic
of
obscenity
in
school
literature.
BN
Good
evening
I'm
Kat
Lowe
I'm,
the
president
of
the
Berkeley
County
Education,
Association
and
I'm.
The
physics
teacher
at
Hanahan
High
School
first
I'd
like
to
thank
the
board
for
its
move
to
give
bonuses
to
all
of
our
BCD
bcsd
Workforce.
It's
actions
like
this
that
engages
our
crisis
with
the
tools
available
for
us
to
solve
it,
and
we
need
to
keep
up
this
momentum.
I'm
sure
you
heard
that
Charleston
County
put
a
marker
out
saying
that
they
plan
on
hiring
300
new
teachers
in
their
District.
BN
Some
of
those
teachers
could
be
teachers
from
Berkeley
County.
This
is
a
market
and
we
need
to
treat
it
as
such
when
demand
outstrips
Supply
prices
go
up,
so
we
need
to
compete,
and
so
we
need
to
be
ready
to
compete,
and
so
we
hope
in
that
competition
you
would
recognize
the
things
that
you
can
do
to
help
encourage
to
retain
the
workforce
that
we
need.
You
need
to
support
our
teachers
in
the
classroom
and
uphold
policies
and
procedures
that
are
already
in
place
to
protect
them.
BN
We
need
raises
for
all
of
our
Workforce
Educators
and
support
staff
alike.
Some
of
our
support
staff
are
not
being
paid.
What
would
be
considered
a
living
wage?
It
is
important
to
recognize
that,
even
though
there
might
be
two
people
in
a
household
working
that
old
story
of
like
somebody's
bringing
home
the
loaf
and
the
other
ones
the
butter
I'm
going
to
let
you
know
most
people
are
just
trying
to
put
one
loaf
together
right
now,
and
we
need
to
respect
that.
We're
we're
looking
to
hope
that
you
will
also
extend
the
steps
above
30.
BN
I've,
never
seen
so
many
of
our
veteran
teachers
do
the
very
real
calculation
that's
going
to
come
when
pension
happens
right
when
they
they
figure
out
what
they'll
be
paid
for
pension,
it's
the
three
highest
years,
average
together,
I'm,
pretty
sure
it's
a
calculation
like
that
I've
seen
real
teachers
that
have
put
enormous
Sweat
Equity
into
our
classrooms,
ready
to
leave
to
ensure
that
that
they
have
a
stable
situation
when
they
retire.
It's
important
to
remember
these
types
of
factors,
and
then
the
last
thing
I
would
tell
you
it's
that
was
so
cute.
BN
BN
But
bottom
line
when
you
look
at
this
contract-
and
you
read
this
contract
if
it
looks
like
a
bad
contract
guys,
this
is
just
not
a
great
contract,
and
this
is
something
that
we
need
to
work
on
together.
Teachers
are
looking
for
signing
day
to
occur
on
May
10th,
we're
going
to
sign
together
because
we're
going
to
be
signing
up
for
you
and
I
hope
that
you
respect
these
things
that
we
ask
for.
Thank
you.
D
She
backed
up
and
tried
to
turn
up
West
recess,
Road
and
wrote
it
up
my
yard
and
the
third
day
she
popped
off
ahead
of
my
speakers
on
the
ground
sprinkler
system.
It
cost
me
475
dollars
to
have
it
fixed,
I'm,
just
trying
to
get
the
right
answer
and
because
I
just
don't
accept
the
wrong
answer
and
I've
asked
the
district.
The
superintendent,
of
course,
as
a
good
executive,
supported
his
staff
and
followed
what
the
insurance
people
said
and
turned
me
down.
D
A
great
executive
looks
at
the
extenuating
circumstances
and
makes
the
right
decision
and
that's
all
I'm
looking
for
you
know.
This
is
my
second
time
up
here
now
during
rush
hour
traffic,
all
the
way
from
Hanahan.
This
is
a
a
full
two-hour
round
trip
doing
this.
It's
not
a
whole
bunch
of
money,
hell
it's
petty
cash
to
use
of
a
fixed
income.
D
It's
a
lot
of
money
to
me,
but
I'm,
requesting
that
you
direct
the
district
to
email
me
a
check
and
reimburse
me
they
have
a
certified
letter
from
me
and
a
copy
of
a
paid
invoice
from
the
guy
who
fixed
it.
I,
don't
know
what
else
to
do,
but
I
sure
would
like
to
hear
whatever
the
answer
is
so
I
can
respond
in
to
that.
But
I
have
heard
no
answer
and
I
was
here
two
weeks
ago
and
asked
the
same
question.
Thank
you.

Schools.
At
this
point,
we
have
all
heard
about
the
book
sold.
One
of
our
children
was
assigned
this
book
to
read
in
her
English
to
honors
class,
all
four
of
our
children
same
school
exact,
same
class
as
a
freshman,
yet
our
youngest
was
the
first
and
only
to
be
assigned
this
book.
This
book
graphically
describes
the
drugging
a
repeated
rape
of
a
minor
child
sold
into
sex
slavery.
BO
To
this
day,
the
question
remains
why
this
book
we
were
invited
to
attend
a
meeting
at
the
school
to
discuss,
sold,
which
we
gladly
accepted
with
the
time
I
have
I'd
like
to
share
my
feedback.
One
I'd
like
to
commend
and
thank
Joe
Baker
for
Gathering
stakeholders
together
to
engage
in
an
honest
and
respectful
conversation.
BO
Many
of
the
students
describe
the
book
as
eye-opening
I
would
agree,
perhaps
in
different
connotations.
However,
if
there
are
books
of
the
same
caliber
that
equally
describe
the
innocent
stolen
from
this
girl,
why
choose
to
expose
them
to
this
obscene
and
sexually
explicit
material?
Why
is
it
acceptable
to
make
choices
for
my
child
choices?
I'm,
not
included
in
choices?
I,
do
not
agree
with
when
the
only
other
parent
in
attendance
asked.
If
the
book
contained
pornographic
content
and
I
replied.
Yes,
not
a
single
person
corrected
me.
BO
BO
Third
parents
need
to
be
included
and
have
a
choice.
I
recently
went
to
Goose
Creek
Library
to
get
a
card
for
our
child
and
they
asked
me:
do
you
give
your
child
permission
to
access
adult
content?
Why
aren't
the
schools
asking
this
very
simple
question?
Where
is
my
choice
if
the
district
chooses
or
continues
choosing
to
allow
obscenity
in
our
school
libraries
and
choosing
to
assign
obscene
books
like
sold
I
as
the
parent
also
have
a
choice
to
say?
BO
No,
it
deeply
saddens
me
to
see
this
in
Berkeley
County
and
that
this
content
by
some
is
not
only
being
assigned
it
is
being
promoted,
defended
and
hidden
from
parents.
If
I
gave
this
same
book
to
a
child
and
their
parents,
disagreed,
I
could
be
arrested
for
exposing
a
minor
to
obscenity
a
felony,
but
here
we
call
it
education.
BO
It
is
unlawful
for
any
person
knowingly
to
disseminate
obscenity
to
minors.
This
content
is
not
only
unlawful.
It
is
patently
offensive
to
find
as
obviously
and
clearly
disagreeable
objectionable,
repugnant,
displeasing,
distasteful
or
obnoxious
to
standards
of
decency
within
the
community.
According
to
the
South
Carolina
Constitution
title
16
chapter
15,
article
3
obscenity,
material,
harmful
to
minors
and
child
exploitation.
This
is
unconstitutional
and
ungodly.

BO
BP
Good
evening,
chair,
Matt,
McQuillen
and
superintendent
Dixon
and
the
rest
of
the
school
board
members,
as
you
know,
I've,
retired
and
I'm
speaking
up
for
teachers
and
any
other
staff
members
in
the
district
of
their
concerns
to
let
you
know
about
their
concerns.
This
one
came
from
a
librarian
from
Berkeley
County
School
District
I
am
a
librarian
at
an
elementary
school.
My
schedule
is
called
a
fixed
schedule,
which
means
I'm
a
special
area
that
students
come
to
once
a
week
for
45
minutes.
BP
I
do
have
a
lot
of
gaps
in
my
schedule
that
allow
me
to
perform
a
variety
of
Library
duties,
processing,
books,
dealing
with
technology
issues
and
also
further
serving
the
students.
The
library
is
never
closed,
even
for
me
to
eat
lunch.
Students
can
come
in
at
any
time
to
check
out
and
read
these
gaps.
Also,
allow
me
to
schedule
extra
lessons
and
classes
and
assist
teachers
even
further,
as
the
board
moves
to
approve
a
policy
tonight
about
elementary
teachers,
30
minutes
of
unencumbered
time.
My
school
principal
has
already
begun.
BP
Preparing
I
was
approached
several
months
ago
and
was
informed
that
these
gaps
in
my
schedule,
May
turn
into
me
being
pulled
from
the
library
to
watch
the
classes
for
this
30-minute
required
unencumbered
time,
while
I
understand
that
each
school
is
unique.
I'm
asking
the
board
and
District
to
please
ensure
that
certified
staff
are
not
taken
from
their
positions
to
provide
babysitting
coverage
for
teachers.
BP
BQ
Good
evening
Dr,
Dixon,
chair
and
board
members
I
appreciate
your
service
and
those
in
your
cabinet
as
well:
I'm
Victoria,
Cowart,
I'm,
chair
of
the
Berkeley
County
Republican
party
and
I'm,
a
constituent
and
a
stakeholder
in
what
this
board
and
School
District
do.
I'm,
also
a
certified
instructor
for
mental
health.
First
aid
training
and
the
recent
report
from
the
Centers
for
Disease
Control
and
prevention
found
that
an
unprecedented
wave
of
grief
and
sadness
among
teenage
girls
uncovering
a
stunning
statistic.
In
2021,
nearly
20
percent
said
they
had
been
victims
of
violent
sexual
behavior.
BQ
20
percent
of
teen
girls
I
happen
to
notice.
The
scea
has
a
trauma-sensitive
retreat
coming
up.
Yet
our
schools
are
not
trauma
sensitive.
We
give
them
books
about
rape
when
20
percent
of
them
have
suffered
one
or
some
sexual
abuse.
So
scea
offers
trauma
sensitivity,
but
they
are
not
in
favor
of
our
schools.
BQ
She
pulls
a
newly
purchased

from
her
pocket
sets
a

on
the
skin
of
her
belly
reaches
for
her

His

he's

momentarily
speechless,
Lauren
dances
in
the
center
of
a

Her
shirt
is
off
and
she
Twirls,
as
she
stumbles
around
laughing
wearing
just
a
black,
bra
and
Jean.
Someone
joins
her.
He
strips
his
shirt
off
and
grabs
her
everyone
claps
in
cheers.
He
pulls
her
to
him.
They
kiss
Etc
on
the
way
to
Mr
Durbin.
The
teacher
in
this
book.
BQ
BQ
Does
that
not
sound
like
pornography
once
again
pornography
if
it
walks
like
a
duck
quacks
like
a
duck
at
55,
as
the
song
says,
I
think
I
know
it
by
now
stumbling
Janie
bumps
against
the
door
trying
to
push
it
and
finally
tries
pulling
it.
It
opens
and
Mr
Durbin
is
on
the
bed.
Mr
Durbin
the
teacher
in
this
book.
Once
again,
there
are
three
girls
from
class
with
him
and
he's
taking
their
clothes
off
as
they
lie
there.
This
is
pornography.
BQ
It's
in
our
schools,
it's
ridiculous
that
the
Education
Association
can
offer
a
trauma-sensitive
retreat
to
its
adult
members,
but
we
do
not
offer
a
trauma
sensitive
educational
system
for
our
children.
Please
do
something
about
this
and,
as
Angelina
Davenport
said,
I
know
you
all
cannot
respond.
It's
a
rhetorical
question,
but
I'd
love
to
see
the
raised
hands
who
are
in
support
of
retaining
pornographic
materials
in
our
schools.
Thank
you
for
this
time
and
your
service.
BR
Good
evening
school
board
members
chair,
McQuillen
and
superintendent,
Dr
Dixon,
I'm,
Taryn,
Davis
I'm,
a
social
studies
teacher
at
Goose,
Creek,
High,
School
and
I'm.
Also,
an
lcac
member
with
teacher
forum
back
in
February
teacher
Forum
gave
a
presentation
at
one
of
the
meetings
about
what
we've
had
been
working
on
the
past
year
and
we
invited
the
board
members
and
cabinet
members
to
join
us
at
our
April
meeting
to
have
a
seat
at
the
table.
BR
We
would
like
to
thank
those
who
attended
and
took
time
out
of
their
very
busy
schedules
to
participate
in
our
activities
and
conversations.
So
thank
you
to
Tim
McDowell
Dr
Whitley,
Sharon,
Snyder,
Kim,
Wren,
Dr,
Levine,
Joe,
Baker,
Tyra,
Ramsey
and
Dr
Dixon
for
spending
part
of
your
day
with
us.
I
know
Dr
Dixon.
When
you
asked
me
how
my
spring
break
was
you
weren't
expecting
a
play-by-play
of
the
Taylor
Swift
concert,
but
you're
welcome
I.
Also
thank
my
students
are
going
to
be
impressed.
I
work,
Taylor
Swift,
into
a
board
meeting.
BR
Personally,
though,
I
would
like
to
thank
Joe
Baker
for
attending.
He
sat
at
my
table,
along
with
some
other
high
school
and
middle
school
teachers
and
honestly
I
think
we
all
were
kind
of
looking
at
each
other
like
what
do
we
say
to
each
other
or
what
are
we
supposed
to
do
now?
At
one
point,
he
asked
us
our
thoughts
on
the
teacher
shortage
and
what
we
thought
our
thoughts
on
other
issues
and
we
did
not
hold
back.
BR
So
it
was
very
brave
of
you,
Mr
Baker,
to
ask
us
that,
anyway,
what
we
ended
up.
Having,
though,
was
some
very
honest
and
open
conversations
that
were
very
much
appreciated.
I
think
this
might
have
been
the
only
time
a
board
member
directly
asked
us
teachers
what
we
thought
the
problem
was,
and
what
can
we
do
to
come
to
a
solution
on
issues
that
directly
impact
us
on
a
daily
basis?
Our
conversations
that
day
didn't
magically
fix
anything.
BR
It
didn't
heal
any
Rifts
that
might
exist
between
teachers
and
board
members,
but
being
able
to
see
things
from
a
different
perspective
and
have
an
open
and
honest
conversation
with
a
board.
Member
really
meant
a
lot.
Maybe
that's
what
we
need
more
of
more
open
and
honest
dialogue
about
the
issues
in
our
district
with
those
of
us
that
are
in
the
trenches
and
those
of
us
that
are
dealing
with
these
issues
on
a
daily
basis.

the

and
to
authorize
superintendent

to
execute
all
documents
necessary
to
effectuate
such
closing.
Second,
we.
BL
I'd
like
to
make
a
couple
of
comments
sure,
first
of
all,
this
was
a
couple
years
in
in
the
making
the
prior
board
and
the
prior
superintendent
and
cabinet
negotiated
this
property
free
of
charge.
BL
There
were
37
Acres
now,
there's
23
Acres,
donated
by
the
nexten
group
for
a
school
know
whether
or
not
it's
going
to
be
a
K-8
or
a
6.
8
has
to
be
determined,
but
I
wanted
to
give
credit
where
credit
was
due
for
the
next
in
group
donating
this
land,
which
is
considerable
in
terms
of
monetary
value.
At
this
point
for
the
Berkeley
County
School
District,
and
for
the
school
that
we
are
definitely
going
to
build
so
and.
E
A
Thank
you,
Mr
bear
I'd,
also
like
to
give
a
shout
out
to
Dr
Ingram,
who
was
involved
in
those
negotiations
as
well
as
well,
absolutely
as
well
as
Brett
Galloway.
Our
lawyer
and
both
both
Dr
Ingram
and
Mr
Galloway
were
instrumental
along
with
others
in
getting
the
developer
to
agree
to
a
voluntary
impact
fee
which
will
go
a
long
way
in
helping
us
when
houses
get
built.
So
this
was
a
very
good
good
deal
for
the
district
and
we're
proud
of
Dr,
Ingram's
leadership
and
and
starting
this
process
with
for
us.
BL
Well,
they
did,
they
did,
they
did
have
a
they
voluntarily
agreed
to
an
impact
fee,
but
the
buyer
doesn't
have
that
option.
They
have
to
pay
the
impact
fee.
A
Correct
yeah
any
further
discussion
hearing,
none
I'll
call
the
question
all
in

please
respond
by
saying:
aye
aye
aye
any

The
next
agenda
item
is
temporary

If
a

for
any

is
not
present,
I
will

Thank
you
all
for
the

the
2324
local

approved
what
we
call
LBA
courses
proposed
for

2023.,
the

local
board
approval
process
allows
schools
to
be
Innovative
in
offering
locally
designed
courses
that
best
meet
the
needs
of
their
students.
These
courses
are
in
addition
to
courses
that
can
be
found
in
our
state
activity
coding
system.
BS
Lba
courses
go
through
a
process
that
is
an
application
from
the
school
and
a
committee
review
within
the
division
of
academics
and
Innovation.
Before
coming
to
you
for
approval
this
evening,
we're
bringing
nine
proposed
LBA
courses
for
2324,
one
for
elementary
six
for
middle
and
two
for
high
schools.
BS
They've
been
sent
a
packet
earlier
of
the
LBA
course
applications
and
descriptions,
but
for
the
elementary
school
the
course
we
bring
to
you
tonight
is
called
launch.
It
is
a
K-5
student
course,
and
it's
a
preliminary
course
for
Middle
School,
Project
Lead,
the
Way
courses,
so
in
actuality.
This
is
like
a
fifth
grade
course
preparing
them
for
the
CTE
Project
Lead,
the
Way
courses
that
they
experience
in
Middle
School
to
help
them
become
interested
in
engineering
and
science
and
math
and
in
stem
for
the
middle
school.
BS
We
have
six
separate
courses
but
really
two
subject
areas.
We
have
courses
that
will
be
approved
for
sixth,
seventh
and
eighth
grade,
so
three
different
course
numbers
for
a
program
for
Avid
which
stands
for
the
advancement
via
individual
determination
and
that
Avid
group,
and
course
is
proposed
as
a
related
arts
course
that
supports
students
in
soft
skills.
BS
They
are
completing
rigorous
curriculum
within
the
program
that
helps
them
reach
their
individual
potential.
It
teaches
methodologies
focused
on
writing,
inquiry
collaboration
organization
and
reading,
as
well
as
a
forensic
science
request
for
Middle
School
for
sixth
grade
seventh
grade
and
eighth
grade.
The
forensic
science
related
arts
courses
allow
students
to
learn
and
use
practical
applications
of
SC
College
and
Career
ready
standards
in
science,
math,
English,
language,
arts,
social
studies
and
health.
They
take
on
the
role
of
a
forensic
investigator
as
they
attempt
to
determine
scientific
outcomes.
BS
They
will
be
relevant
to
and
applicable
in
all
core
content
classes,
and
these
include,
but
are
not
limited
to
high
organizational
skills,
interpersonal
communication,
note-taking
research
methods,
time
management
methods
and
personal
learning
awareness
and
then
Outdoor
Pursuits.
This
has
been
previously
approved
by
the
board.
It's
being
asked
to
be
updated,
it's
a
1.0
credit
elective
and
the
update
to
it
will
be
to
adjusting
the
certification
of
the
teacher
before
it
was
limited
and
specifically
for
social
studies
certification.
B
Any
discussion
we

tonight,
the
third
quarter
update
for
financial
services
to
just
show
the
standing
of
all
of
our
funds.
BD
BD
This
chart
provides
a
snapshot
of
the
third
quarter
from
prior
year
compared
to
the
current
fiscal
year.
As
you
can
see,
our
revenues
are
higher
than
last
year
for
the
same
time.
Period
and
our
total
expenditures
are
are
also
higher,
primarily
due
to
the
step
increase
and
the
cost
of
living
increase
provided
last
year.
BD
This
slide
shows
the
total
special
revenues
received
from
local
state
and
federal
sources,
totaling
141.3
million
dollars.
The
district
has
received
a
total
of
42.7
million
in
revenue
from
claims
submitted
through
December
31st
2023
claims
for
expenditures
from
January
1st
to
March
31st
are
due
by
March
15th.
Once
payment
for
these
claims
are
received,
the
revenues
will
more
closely
match
the
expenditures
of
53.9
million
for
these
funds.
BD
Here
we
have
provided
an
overview
of
the
cares,
sr2
and
sr3
funds.
The
top
table
shows
you
our
cares
funds
and
those
expired
in
September
on
September
30th
2022.
The
district
received
a
total
of
eight
hundred
and
two
thousand
dollars
in
revenues,
and
you
can
see
we
expended
all
of
those
funds.
BD
BD
Currently,
the
district
has
spent
11
million
in
sr2
funds,
and
we
have
1.5
million
encumbered.
Claims
will
be
submitted
for
the
third
quarter,
expenditures
which
will
offset
the
current
difference
between
revenues
and
expenditures.
The
balance
remaining
is
8.5
million,
which
the
district
intends
to
have
spent
by
the
deadline.
BD
Sr3
has
64.4
million
in
expected,
Revenue.
The
district
has
received
9.5
million
in
reimbursement
for
expenses
through
December
31st
2022
again,
claims
will
be
submitted
for
the
third
quarter,
expenses
to
balance
the
revenue
to
the
16.7
million
and
spend.
Currently
there
is
14.5
million
encumbered
with
an
additional
33
million
remaining.
This
fund
will
not
expire
until
September
30th
2024.
BD
BD
For
the
capital
budget,
we
had
a
carryover
of
30.8
million
for
fund
500.
with
the
additional
interest
and
refund
from
prior
year.
The
fund
has
31.3
million
available.
All
of
these
funds
have
been
received.
To
date
we
have
spent
13.4
million
with
an
additional
9
million
encumbered.
There
is
8.5
million
remaining
that
will
be
used
before
these
funds
expire
in
2024..
We
are
in
year
one
for
fund
550,
with
an
estimated
revenue
of
50.1
million.
To
date,
we
have
spent
15.4
million
with
another
14.2
million
encumbered.

BL
BD
We
did
not
receive
these
Senate
projections
until
after
the
board,
our
board
agenda
items
had
to
be
uploaded,
so
we
are-
and
we
are
also
working
through
some
final
calculations
and
we
put
on
that
schedule
that
it
was
contingent
upon
when
we
received
those
projections.
BL
Just
I'm
a
little
bit
concerned
because
the
only
budget
discussion
we've
had
has
been
very
preliminary.
We
haven't
really
had
a
whole
lot
of
substantive
discussion
and
we've
got
to
have
this
approved
and
the
budget
with
the
public
hearing
before
the
end
of
next
month,
because
that's
this
is
crunch
time
and
I
know
that
you're
doing
your
best
and-
and
you
were
hampered
by
that-
but
I
just
I-
just
know
that
we
are.
BL
We
need
to
be
doing
our
due
diligence
to
think
about
the
discussion
at
the
next
budget
Workshop,
particularly
in
light
of
the
fact
that
we
we
are
up
against
it
in
Charleston.
County
is,
is
going
to
give
more
raises.
We
need
to
consider
and
I
know
you're
working
on
the
the
projected
from
what
I
discussed
and
what
some
of
the
other
board
members
have
talked
about.
BD
We
have
had
those
discussions
and
we're
actually
on
par
with
where
we
were
last
year,
based
on
the
when
the
timing
of
the
Senate
projections
and
we
are
having
discussions
to
have
because
I
agree,
I
think
we
need
a
longer
time
frame
for
the
next
budget
meeting.
So
we
were
going
to
review
some
alternate
date
with
dates
with
chairman
mcquinlan
and
get
that
scheduled
for
this
month.

BT
Good
evening
committee,
chair
Ramsey
members
of
the
board
I've
run
to
who's
joined
us
tonight
and
Dr
Dixon.
Pursuant
to
the
new
statute
SC
code,
section,
59,
563
local
school
boards
must
adopt
an
unencumbered
time
policy
at
a
regularly
scheduled
board
meeting
following
the
adoption
of
a
policy
by
the
State
Board
of
Education,
the
State
Board
of
Education
adopted
a
model
policy
for
unencumbered
time
in
January.
The
provisions
of
the
statute
must
be
completely
implemented
by
districts
before
July
1st
2023.
BL
So
this
is
basically
the
middle
schools
and
the
high
school
teachers
basically
have
this
unencumbered
time,
as
generally
for
the
elementary
teachers
who,
for
decades,
have
had
to
take
kids
to
the
to
the
cafeteria
and
to
the
restroom,
and
so
they
don't
have
any
unencumbered
time.
AD
Any
more
discussion,
all
those
in
favor,
respond
by
saying,
aye,
aye
aye,
all
opposed.
The
motion
is
approved
by
a
vote
of
three
to
zero.
Thank
you,
Miss
Tanner.
Thank
you
at
this
time,
I
entertain
a
motion
to
adjourn,
welcome.
We
have
a
motion
and
we
have
a
second
any
discussion.
All
in
favor
of
this
motion
respond
by
saying,
aye
aye.
All
those
opposed.
The
motion
is
approved
by
a
vote
of
three
to
zero.
We
are
adjourned.
A
BJ
Thank
you
board,
chair
McQuillen,
good
evening
board
members
board,
chairman
McQuillen
cabinet
District
staff
and
the
great
citizens
of
Berkeley
County
School
District
I
always
would
like
to
recognize
our
teacher
Forum
Representatives
that
are
here
with
us
that
give
a
tirelessly
their
time
on
Monday
evenings
after
long
days
of
teaching
and
learning
in
the
classroom.
So
I
would
like
to
thank
Stephanie
Williams
for
Kane
Bay
Elementary
and
I'm
Taryn
Davis
at
Goose,
Creek,
High,
School
and
Miss
Davis
I,
look
forward
to
seeing
your
Taylor
Swift
inspired
classroom
soon.
BJ
Yes,
so
congratulations
first
goes
to
Casey
giddens
she's,
the
teacher
of
West
View
Middle
for
being
named
The
District
Teacher
of
the
Year.
This
past
Friday.
We
are
thrilled
to
have
her
represent
Berkeley,
County,
School,
District
and
those
we
know
that
she
will
do
a
wonderful
job.
As
the
district
teacher
of
the
year.
We
will
officially
honor
Casey,
so
she's,
not
here
today
in
her
family
at
our
next
Board
of
Education
meetings,
but
I
would
love
to
give
her
a
route.
BJ
So
this
week's
weeks,
this
week's
superintendents
update,
is
with
one
major
focus
in
mind
and
that
this
week
begins
one
of
our
favorite
times
of
the
year
in
education,
and
that's
our
teacher
appreciation
week
teacher
appreciation
month
just
celebrating
and
appreciating
our
teachers
with
May,
2nd
being
national
teacher
appreciation
day
and
next
week
being
national
teacher
appreciation
week.
Many
of
our
schools
will
be
celebrating
the
dedication
of
our
teachers
and
students
support
professionals
as
we
celebrate
our
teachers.
BJ
I
want
to
take
a
moment
to
express
my
gratitude
for
the
incredible
work
that
you
do
every
day
to
educate
and
Inspire
our
students.
Your
dedication,
your
passion
and
commitment
to
teaching
are
truly
remarkable
and
your
efforts
make
a
lasting
impact
on
the
lives
of
our
students
and
or
the
lives
of
the
students
in
our
community.
You
have
the
power
to
shape
the
future
by
instilling
knowledge,
critical
thinking
and
creativity
in
our
children.
BJ
Each
year
presents
new
challenges,
but,
most
importantly,
new
possibilities
for
all
of
us
and
I
want
to
acknowledge
the
extra
effort
and
resilience
that
you
have
demonstrated
in
adapting
to
change,
showing
up
each
and
every
day
and
keeping
teaching
and
learning
a
priority.
You
have
to
go
on
above
and
beyond,
to
ensure
that
our
students
continue
to
receive
the
education
they
deserve.
BJ
Despite
any
obstacles,
we
have
faced
from
Facebook
posts,
emails,
pictures
and
hearing
from
your
principals
I
am
reminded
each
day
of
how
passionate
you
are
about
teaching
and
how
fortunate
we
are
to
have
you
in
Berkeley
County,
School
District.
Your
work
is
not
only
important,
but
it
is
appreciated.
Please
know
that
your
contributions
to
our
district
do
not
go
unnoticed.
You
are
valued
and
you
are
respected,
so,
on
behalf
of
our
school
board,
the
entire
District
of
myself,
I
want
to
be
one
of
the
first
to
say.
Thank
you.
BJ
Thank
you
for
your
unwavering
commitment
to
our
students
for
your
dedication
to
Excellence
and
for
your
tireless
efforts
to
make
a
positive
difference
in
the
lives
of
all
our
students
of
others.
You
are
integral
in
creating
a
school
system
where
everyone
runs
to
so
happy
Teacher
Appreciation
day
and
happy
Teacher,
Appreciation
Week.
Thank
you
for
your
hard
work,
Mr
McQuillen.
That
ends
my
update.
Thank.
A
You,
sir
couple
other
reminders.
Obviously
we've
got
teacher
appreciation
day
tomorrow
and
then
teacher
appreciation
and
staff
week.
May
8th
through
the
12th
May
is
also
National
mental
health
month
and
then
National
Nurses
Appreciation
Day
is
on
May
6th.
That
concludes
my
report.
I
will
now
entertain
a
motion
to
adjourn.
