ramsey,
a
second
famous
tanner
to
return
to
regular
session.
Is
there
any
discussion?
All
in
favor
of
the
motion?
Please
respond
by
saying:
aye,
aye
aye,
any
opposed,
nay
motion
carries
unanimously
a
zero.
We
are
in
regular
session
and
for
the
record,
no
action
was
taken
in
executive
session.
The
next
item
is
item
number.
Three:
the
pledge
of
allegiance
moment
of
silence.
Please
stand.
A
A
Comments
must
be
regarding
programs,
policies
or
procedures.
Comments
regarding
complaints
against
employees
other
than
district
level
executives
or
references
to
students
other
than
the
child
of
the
speaker
will
not
be
heard
in
public
session
groups.
Addressing
the
same
topic
should
select.
One
speaker
comments
will
be
limited
to
three
minutes
per
speaker.
A
F
Good
evening,
members
of
the
board,
mr
jackson-
I
was
here
before
during
the
end
of
the
last
school
year,
talking
about
berkeley
elementary
school
and
the
stacking
problem
of
cars
behind
the
school
on
cooper
store
road
and
I
drove
through
there
the
other
day,
and
I
encountered
the
situation
where
you
could
not
even
turn
left
off
of
highway,
6
or
main
street
onto
cooper
store.
F
Road
traffic
was
backed
up
that
far
now,
that's
from
from
the
cooper
store
road
to
the
back
into
the
elementary
school
is
1999
feet
at
20
foot,
a
car,
that's
a
hundred
cars
on
cooper
store
road.
F
Somebody
is
going
to
get
hurt
because
people
don't
want
to
wait
because
they're
sitting
in
line
and
they
cannot
go
by
so
they
get
in
the
left-hand
lane
and
they
pass
cars.
And
I
know
that's
not
an
illegal
act,
but
it's
being
caused
by
the
school
district,
not
properly
managing
the
entrance
into
the
back
of
that
school.
F
The
other
concern
I
have
is
that's
not
the
original
design
of
the
school
and
has
the
office
of
school
facilities.
Actually,
okay,
changing
the
drop-off
from
the
bus
drop
off,
because
the
pavement
from
my
understanding
for
a
bus
parking
lot
is
a
lot
thicker
than
it
is
for
a
car
parking
lot,
because
the
buses
are
a
lot
heavier.
So
I
don't
know
whether
you're
tearing
up
the
front
parking
lot
now
with
buses
going
up
there.
F
So
it's
the
situation,
and
I
think
this
board
needs
to
push
a
little
bit
to
get
that
taken
care
of.
A
G
G
I
have
two
granddaughters
one
age,
three,
one
aged
six
and
they
get
out
of
school
somewhere
around
1
30
in
the
afternoon,
well
from
1
30.
Until
five
in
the
evening,
when
their
parents
get
off
of
work,
we
are
having
an
issue
with
taking
care
of
those
children.
What
is
what
is
happening
is
that
apparently
there
has
been
some
type
of
re-zoning
or
redistricting,
I'm
not
quite
sure,
but
it's
my
understanding
that
buses
will
not
bust
those
little
ones
from
berkeley
berkeley
elementary
into
an
after-school
day
care
center
in
monk's
corner.
G
So
we
are
left
with
trying
to
decide
and
and
I'm
not
the
only
grandparent
who
this
affects.
We
are
left
with
having
to
shuttle
work
schedules
and
to
get
pick
these
children
up.
They
can't
be
left
there.
There
is
an
after-school
center
at
berkeley
elementary,
but
it
was
full,
probably
by
mid
summer
and
there's
a
long
waiting
list.
G
G
Perhaps
one
of
the
one
of
the
solutions
could
be
to
increase
the
numbers
of
spaces
at
berkeley
elementary
school
so
that
those
children
can
remain
there
until
parents
until
parents
get
off
from
work.
Thank
you
so
much.
I
hope
that
you
take
this
my
concern
seriously,
and
I
know
you
will
thank
you.
H
Good
evening
board
members
good
evening
board
members
chairman,
barrow
superintendent,
jackson,
I'm
coming
again
to
talk
to
you
about
this
rule
change
the
student
conduct
code,
rule
change
the
verbiage
in
this
is
still
the
same
as
the
last
time.
I
came
to
speak
to
you.
It's
still
vague
when
you're
talking
about
including
off
ground
and
during
non-school
hours,
where
you're
you're
taking
conduct
from
students-
and
it
looks
like
it's
an
overreach.
H
H
It
also
says
when
we're
talking
about
notifying
parents,
so
parental
rights
is,
is
my
big
deal,
I'm
the
chapter
chair
of
moms
for
liberty
here
in
berkeley
county,
and
we
believe
that
every
parent,
regardless
your
ideology,
has
the
the
fundamental
right
to
direct
the
upbringing
of
your
child,
and
here
where
it
says
the
administrator
will
notify
the
parent
or
legal
guardian
of
the
student's
misconduct
and
related
proceedings
and
down
further
in
the
sentence.
It
says,
if
necessary,
it's
always
necessary,
always
necessary
to
talk
to
the
parent
first
contact,
no
matter
what
that
situation
is.
H
H
So
if
you,
if
you
want
to
really
restore
a
child,
this
is
not
the
way
to
do
it.
There
are
ways,
but
this
is
a
mental
health
counseling,
that
the
people
in
our
schools,
our
sros
and
our
administrators
are
not
equipped
and
trained
to
do,
and
then
here
also
it
says
administrator
will
notify
the
parent
or
legal
guardian
as
soon
as
possible.
You.
I
H
Or
legal
guardian
immediately,
you
know
in
reference
to
the
restorative
practices
two
weeks
ago,
at
our
meeting
the
superintendent
stepped
down
here,
to
give
us
a
ten
slide
presentation
of
why
restorative
practices
is
not
a
district
policy.
If
this
passes
it
will
be
so,
have
you
looked
at
the
cons
of
restorative
practices?
H
H
A
J
Practices
I
appreciate
y'all.
Let
me
talk
it's
a
privilege.
All
of
you,
I'm
gonna
come
from
this
restorative
practices
from
a
little
bit
different
angle,
some
things
that
were
interesting
to
me
when
the
presentation
was
made
at
this
meeting
a
couple
of
several
weeks.
You
know
how
it
is
ago,
everything
was
real
positive.
The
people
were
obviously
enthusiastic.
J
They
believed
in
what
they
were
doing
and
I
think
that's
very
admirable.
There's
no
doubt
about
their
sincerity.
Can
anybody
hear
me
okay,
better
now?
Thank
you
thank
you,
and
that
was
good.
J
I'm
concerned
tonight
about
item
8b
second
reading,
which
is
what
the
previous
speaker
was
just
talking
about,
I'm
concerned,
because
I
want
to
know
if
it's
going
to
be
voted
on
and
approved
tonight
by
the
entire
board.
I
mean
it
says
second
reading,
but
all
I
care
about
is
it
going
to
be
done
tonight
and
that's
a
rhetorical
question.
J
J
I
don't
feel
that
it
was
communicated
well
enough.
The
only
communication
I
know
we
had
was
the
presentation.
We've
got
that
little
camera
back
there.
That's
got
a
handful
of
people
that
are
looking
at
it
and
it's
important
to
where
I
feel
like
the
parents
and
the
citizenry
should
know
more
about
it
and
be
able
to
weigh
in
on
it
now.
I
know
we
vote
you
all
in
the
office
and
we
give
you
authority
to
do
certain
things.
I
certainly
understand
that.
J
School
board,
the
other
question
I
had
that
interest
me
was:
does
the
school
board
on
this
particular
issue?
Have
the
authority
to
raise
their
hand
up
or
whoever
this
is
coming
down
from
this
this
restorative
practice?
You
say:
hey
we're
not
going
to
do
this;
in
other
words,
what
I'm
concerned
about
is
that
there's
so
much
power
behind
that.
I
want
to
make
sure
you
all
have
the
authority
to
vote
it
one
way
or
the
other
for
you
just
going
through
the
motions.
J
So
really
that
that's
I
wish
I
would
have
been
able
to
do
a
better
job
to
list
this,
but
I
kind
of
found
out
a
little
bit
about
it.
You
know
just
snooping
around
but
very
concerned,
and
I
hope
you
don't
vote
for
it
tonight.
If
that's
the
case,
because
I
think
it
is
a
big
big
mistake
until
the
public
and
the
citizenry
gets
a
chance
to
weigh
in
on
it
more.
Thank
you.
A

A
All
opposed,
nay,
okay,
those
in
the
affirmative
response
of
raising
your
hand,
three
four
and
those
that
voted
in
the
negative,
raise
your
hand.
A
A
A
L
A
A
We
have
a
motion
for
mr
maquilla
in
a
second
for
mr
ramsey
to
approve
the
appeal
of
student
number
four:
is
there
any
discussion
all
in
favor
of
this
motion
to
respond
by
saying
aye
aye,
all
opposed,
nay,.
B

A

K

C
A
D
A
A
A
Have
a
motion
for
mr
mcquilla
in
a
second
for
mr
ramsey
to
approve
the
appeal
of
students,
11
and
12..
Is
there
any
discussion
all
in
favor
of
this
motion
respond
by
saying,
aye
aye
all
opposed,
nay,
those
who
voted
in
the
affirmative
raise
your
hand
five
and
then
the
negative,
raise
your
hand.
Motion
carries
by
a
vote
of
five
three.
B
A
We
have
a
motion
for
miss
tanner
secretary,
mr
mcquillen,
to
accept
the
personnel
recommendations
of
the
administration
as
discussed
in
executive
session
for
the
current
school
year.
Is
there
any
discussion?
All
in
favor
of
this
motion?
Please
respond
by
saying
aye
aye,
all
opposed,
nay
motion
carries
unanimously
by
a
vote
of
8-0.
A
The
next
item
on
the
agenda
is
item
number
six.
Any
committee
temporary
committee
assignments,
if
a
quorum
for
any
committee,
is
not
present.
That
is
not
necessary
because
we
do
have
a
quorum
for
all
committees
and
item
number
seven.
I
will
call
a
recess
from
regular
session
so
that
the
committees
may
meet
miss
kathy
littleton.
You
are
recognized
with
your
committee.
D
D
We
have
a
motion
by
mr
ramsey
in
the
second
by
dr
whitfall,
any
discussion
all
in
favor
say:
aye
aye,
aye
opposed,
nay,
emotions
approved
three
to
zero.
The
only
item
on
the
agenda
is
policy.
D
Two
testing
programs
test
security.
Second
reading.
I
L
Good
evening,
chairman
littleton
members
of
the
board
of
mr
jackson,
tonight
I'm
going
to
ask
our
director
of
testing
and
accountability
dana
cousins
to
come
up
and
give
you
an
overview
of
the
testing
policy
and
answer
any
questions.
N
Is
that
better?
The
policy
was
last
revised
in
2014
we're
asking
its
revision
now
to
ensure
that
the
language
is
consistent
with
state
law
and
regulations.
The
revisions
include
updated
procedures,
idea
compliance
and
violation
consequences.
We're
asking
that
this
policy
be
approved
for
the
second
reading
and
in
the
adoption
process.
E
D
E
D
Second,
we
have
a
motion
by
mr
ramsey
in
the
second
by
miss
dr
wigfall,
all
in
favor
say
aye
aye
aye
approved
three
to
zero.
C
I'm
calling
the
committee
on
finance
and
capital
playing
to
order.
I
declare
that
there
are
two
of
three
members
of
the
committee
present,
which
constitutes
a
quorum.
Has
the
media
been
given
proper
notice
for
notice
pursuant
to
the
freedom
of
information
act?
It
has
do
we
have
a
motion
to
approve
tonight's
agenda?
Second,
we
have
a
motion.
A
second.
Is
there
any
discussion
hearing,
none
I'll
call
the
question
all
in
favor,
please
respond
by
saying
aye
aye.
C
C
So
move:
do
we
have
a
second?
Second?
Is
there
any
discussion
or
questions
for
ms
smith
hearing,
none
I'll
call
the
question
all
in
favor,
please
respond
by
saying:
aye
aye
aye
motion
passes
by
a
vote
of
two
to
zero.
This
time
I'll
entertain
a
motion
to
adjourn
so
move.
Second,
we
have
a
motion.
A
second.
Is
there
any
discussion?
Hearing,
none
I'll
call
the
question
all
in
favor,
please
respond
by
saying
aye
aye.
We
are
adjourned.
Now
the
human
resources
committee
will
begin.
B
B
O
Reading
of
policy
gbgb
workplace
safety,
this
policy
was
last
revised
in
2018..
The
updated
version
seeks
to
properly
designate
the
contact
persons
responsible
for
safety
concerns.
The
revisions
also
clarified
the
procedures
once
a
safety
concern
has
occurred.
Other
minor
changes
were
made
to
update
the
language.
B
B
D
A
D
L
C
A
K
M
K
A
Okay,
so
we
want
to
you
want
to
bring
it
before
the
full
board
from
the
committee
to
table.
A
I
D
C
A
Have
a
recommendation
from
the
committee
and
no
second
is
required?
Is
there
any
discussion
all
in
favor
of
this
motion?
Please
respond
by
saying
aye
aye
aye,
any
opposed,
nay
motion
carries
unanimously,
but
on
the
next
two
items
mr
mcquillen
has
recused
himself.
So
I
will
I
will
act.
As
the
committee
chair
on
the
recommendation
of
the
committee,
I
I
moved
to
approve
the
2022-2023.
A
A
E
Q
Q
So
the
next
item
on
the
agenda,
I
believe,
is
the
adjustment
to
the
capital
budget,
in
which
this
1.1
million
will
be
reallocated
for
something
else,
and
when
we
receive
the
funds
for
this
current
year,
this
plan
for
the
prototype
model
for
high
school
will
be
re-implemented
using
new
money.
So
this,
as
I
understand
it
correctly,
ms
smith
correct
me
from
wrong.
A
I
Q
E
O
It
was
discussed
at
the
committee
meeting
last
time,
but
I
can,
for
the
public,
go
over
it
again
currently
with
what
the
1.1
million
dollars
will
actually
cover
this
time.
A
A
We'll
come
back
to
it,
but
evidently
the
question
will
be
answered
with
the
next
item.
So
again,
mr
mcquillen
has
recused
himself
so
I'll
act.
As
the
acting
chair
of
the
committee
on
recommendation
of
the
committee,
I
moved
to
approve
the
capital
budget
amendment
as
presented.
Then,
as
the
board
chair,
we
have
a
recommendation
from
the
committee.
No
second
is
required.
Is
there
any
discussion
and
mr
ramsey's
discussion
was
about
that
1.1
million
dollars?
Could
you
address
that?
Yes,.
O
Sir,
so
we
are
looking
to
reallocate
the
1.1
million
dollars
that
was
previously
budgeted
to
do:
district-wide
asphalt,
maintenance
and
sealcoat
for
1
million
and
district-wide
glass
and
window
replacement
for
the
additional
100
thousand
dollars.
So
because
that
sunsets
you
have
three
years
to
spend
it
and
we
did
not
spend
do
the
prototype
model
in
that
period
of
time.
So
we're
going
to
put
it
in
the
new
budget
for
2223
to
give
the
additional
time
and
then
reallocate
these
funds
for
window
replacements
and
asphalt
maintenance.
So.
E
Okay,
so
we'll
still
do
the
asphalt
maintenance.
Yes,
that's
something!
That's
really
good!
A
lot
of
folks,
don't
always
realize
that
we
have
a
lot
of
asphalt,
a
lot
of
parking,
lots
and
bias
doing
the
top
coat
and
being
proactive
as
far
as
taking
care
of
it.
We
save
a
ton
of
money
on
the
back
end,
so
thank
you.
M
O
I
think
for
these
items
we
have
to
bid
those
out.
Okay,
yes,.
A
D
A
Motion
carries
by
a
vote
of
7-1.
Now,
back
to
the
other
item,
I
will
restate
the
motion.
As
acting
chair
of
the
committee,
also
on
recommendation
of
the
committee,
I
moved
to
approve
the
2022
2023
capital
plan
as
presented
as
board
chair.
We
have
a
recommendation
from
the
committee.
No
second
is
required.
Is
there
any
discussion?
A
A
C
C
Also,
on
recommendation
of
the
committee,
I
moved
to
approve
the
award
of
ifb
661
2223
for
sedgefield
metal,
roof
replacement
to
exterior
solutions
of
georgia,
doing
business
as
bone
dry
roofing
for
the
base
bid
and
alternate
2
for
a
total
contract
award
of
2
million
nine
hundred
forty
thousand
six
hundred
dollars.
In
accordance
with
the
approved
sr-3
spending
plan.
We
have.
A
E
Sometimes,
questions
come
up:
why
are
we
doing
all
these
roofs
and
and
windows
and
all
kinds
of
maintenance,
and
I
have
to
tell
you-
I
was
out
at
sedgefield
the
other
day
and
they
had
trash
cans
out
in
the
hallway
and
had
over
eight
different,
active
leaks.
So
from
a
standpoint
of
needing
a
new
roof
cetchfield,
the
middle
definitely
needs
a
new
roof,
and
I
just
wanted
to
put
that
out
there
to
understand
that
some
of
these
needs
really
are
pressing,
but
thank
you.
D
A
C
A
E
Have
quick
discussion
on
this
as
well
part
of
this?
I'm
real
happy
to
see
this
policy,
and
I
don't
necessarily
need
this
answer
right
now,
but
I
would
like
to-
and
I
think
it'd
be
good
for
the
whole
board
to
get
this
answer.
I
would
like
to
see
how
what
percentage
do
we
meet
our
goal
of
10
percent
as
far
as
hiring
small
business
minority
and
our.
E
No,
sir,
because
I
actually
would
like
the
percentage
to
go
up
personally,
but
if
we're
not
meeting
10
percent,
yet
we
need
to.
We
need
to
have
a
realistic
goal
in
my
view
that
we
can
meet.
But
I
personally
I
would
love
to
see
it
to
go
to
15,
but
if
we're
not
meeting
10,
but
I
know
it
says
in
this
policy
we
can
have
an
internal
goal.
E
So
from
my
own
personal
perspective,
when
I
look
at
our
communities
and
and
what
our
demographics
are,
it's
just
like,
where
we
talk
about
black
americans,
hispanic,
americans,
native
americans
and
some
other
folks,
I
would
like
to
see
latinos
added
as
well,
because
that's
for
portuguese
speaking
brazilian
folks
is
is
usually
how
we
we
recognize
that
groups.
I
have
a
lot
of
portuguese
speaking
over
in
my
district,
but
do
you
know
how
close
we
are
to
the
ten
percent?
Are
we
pretty
far
away.
Q
Honestly,
we're
pretty
far
away
the
original
goal
was.
The
original
target
was
significantly
less
than
10
percent.
Really,
yes,
had
this
conversation
with
procurement
with
miss
abrahamson
in
my
original
target,
I
wanted
it
higher
than
10
as
well.
However,
you
shouldn't
set
goals
that
you
hadn't
been
close
to,
and
so
we
would
like
to
set
it
at
10
and
hopefully
we'll
reach
10,
and
once
we
reach
10
we'll
look
at
setting
that
bar
a
little
bit
higher.
E
Right
because
I
like
the
language
in
here
as
far
as
the
policy,
where
we
have
actions
for
small
minority
businesses
to
reach
out
to
us
and
where
we
kind
of
show
them
the
steps
to
be
active.
So
I'm
thinking
I
don't
you
know,
I
don't
know
if
we
necessarily
market
would
be
the
correct
term,
but
the
more
we
put
the
word
out
there
actively
that
we
are
actively
seeking
folks
to
get
our
business,
because
there
are
certain
groups
that
are
always
chasing
after
our
business.
A
C
E
A
Is
there
any
other
discussion
all
in
favor
of
the
motion
to
increase
the
salary
from
9
50
to
12
50.,
please
respond
by
saying
aye
aye,
any
opposed,
nay
motion
carries
unanimously
8-0.
Mr
chairman.
That
concludes
my
report.
Next
are
the
reports
from
the
committee
on
human
resources
chair
kirsten
tanner.
B
A
I
A
Q
Good
evening,
mr
chair
board
members
members
of
the
audience,
those
of
you
tuning
in
at
home
cabinet.
First,
I
like
to
recognize
our
teacher
forum
representatives
here
with
us
this
evening.
Ms
cynthia
zimmerman
our
2022
teacher
of
the.
Q
I'd
like
to
start
off
with
the
congratulations.
Each
year,
the
department
of
virtual
education
and
virtual
sc
recognize
outstanding
virtual
educators
and
online
teachers
within
their
partner,
franchises
and
districts
throughout
the
state
of
south
carolina
teachers.
Working
with
districts
with
the
district's
virtual
sc
franchise
may
be
nominated
as
the
berkeley
county
virtual
franchise
teacher
of
the
year
nominees
consist
of
teachers
who
demonstrate
online
leadership
and
mentorship
have
a
firm
grasp
of
virtual
pedagogy
and
a
meaningful
impact
on.
Excuse
me
meaningfully
impact
district
programs.
Q
One
of
this
year's
finalists,
mrs
heather
wilkerson,
a
social
studies
teacher
at
hanahan
high
school,
was
among
several
statewide
nominees
and
during
a
virtual
ceremony
on
august,
8th
2022,
mrs
wilkerson
was
announced
as
the
winner
of
the
2022
virtual
south
carolina
south
carolina
virtual
franchise
teacher
of
the
year.
So
congratulations.
Q
We
talk
about
our
virtual
program.
You
may
recall
that
in
december
last
december,
berkeley
county
school
district
was
acknowledged
for
having
their
first
online
course
certified
as
a
quality
matters
course.
Quality
matters
is
a
national
nonprofit
organization
that
establishes
standards
and
tools
for
quality
assurance
in
virtual
and
online
programs.
Q
Berkeley
berkeley,
county
school
district
was
the
first
school
district
in
the
low
country
to
attain
a
quality
matter.
Certification
for
one
of
his
courses
as
a
leader
in
the
state
for
online
and
virtual
learning,
berkeley
county
school
district
has
developed
more
online
courses
than
any
school
district
in
this
region.
Region.
Excuse
me
now,
do
you
all
know
we're
back
in
school?
Last
week
we
welcomed
over
37
000
students
back
to
school
last
monday.
Q
However,
we
know
there's
no
such
thing
as
a
perfect
plan.
The
success,
a
successful
plan
is
one
that
you're
one,
that
is
clear
and
one
that
is
able
to
be
adjusted.
If
you're
not
able
to
adjust
your
plan,
it
wasn't
a
good
plan
to
start
with,
and
so
we
will
continue
to
make
improvements
to
our
operations
and
we're
committed
to
providing
a
positive
experience
for
everyone
in
berkeley
county
school
district.
A
So
if
you're
interested
in
that,
please
see
me,
the
other
thing
I
think,
is
very
very
positive.
As
you
all
know,
for
years,
we've
been
concerned
about
funding
capital
projects
and
the
board
unanimously
voted
last
meeting
to
put
the
penny
sales
tax
on
the
november
8th
ballot.
This
is
a
tremendous
accomplishment
by
the
board
and
by
the
administration.
A
I
just
want
to
put
it
out
there
that
we
will
have
some
community
information
and
data
and
factual
information
at
various
parts
and
throughout
the
entire
county
at
various
times,
and
the
the
dates
and
times
will
be
announced,
hopefully
very
soon.
So
is
there
any
other?
Any
other
board
members
like
to
say
anything
at
this
time,
if
not
we'll,
entertain
a
motion
to
adjourn
the
meeting.
