this
is
the
public
hearing
of
the
2223
general
fund
budget.
The
most
recent
state
revenue
projections
are
based
on
the
conference
committee
version
that
we
received
from
the
state
department
of
education
last
week.

The
revenue
assumptions
for
2223
include
a
seven
percent.
Local
tax
revenue
increase
the
new
funding
plan,
which
now
includes
the
at
risk
funds
and
the
aid
to
district
funds
to
be
rolled
into
the
general
fund
and
no
millage
increase
for
the
22-23
school
year.
As
you
can
see
from
the
chart
here,
the
last
millage
increase
was
in
2016-2017
and
there
was
a
millage
decrease
in
2019-2020
of
12
meals.
The
recommendation
for
2022-2023
is
to
remain
at
151.8
mills.

The
revenue
projections
for
next
year
include
additional
local
tax
revenue
of
7.6
million,
a
slight
growth
in
filo
of
519
000
efa
funding,
state
aid
to
classrooms
and
teacher
salary
supplements
are
now
included
in
the
new
formula.
That
is
why
they
are
zeroed
out
here
on
the
slide.
Projections
from
the
state
show
an
increase
in
retiree
insurance
of
2.1
million,
a
projected
increase
in
bus
driver
salaries
of
116
000
and
no
increase
in
the
next
two
items,
as
those
are
capped.

reimbursement
to
property
tax
relief,
which
is
provided
by
the
office
of
revenue
and
fiscal
affairs
of
35.8
million,
is
a
3.4
million
increase
over
last
year.
No
projected
increase
to
merchant
inventory
manufacturers,
depreciation,
peba
or
indirect
cost
impact
aid
and
miscellaneous
revenue
are
estimated
to
increase
by
350
000,
and
the
new
funding
formula
allocations
are
142
million
and
24.5
million.
Based
on
the
conference
committee
projections.

brings
our
total
projected
additional
revenue
to
30.4
million
the
expenditure
assumptions,
mandates
and
considerations
for
2223
are
aid
to
district
and
at-risk
state
funds
will
be
rolled
into
the
general
fund
allocation.

mandated
step
increase
for
teachers
that
qualify,
bcsd
scales
is
up
to
27
years,
a
mandated
one
percent
increase
in
retirement
for
employers,
a
piva
increase
in
health
insurance
of
18.1
percent,
an

increase

bus
driver
pay
from
the
state
minimum
bus
driver
scale
and
a
yearly
increase
in
our
insurance
coverage.

details
of
the
expenditure
side
is
an
increase
to
the
general
fund

result
of
the
backpacking
to
the
aid
to
district
and
at-risk
salaries
of
1.9
million
administrative
assistant
positions
at
two
schools
transferring
to

for
all
qualifying
employees.

supplies

volleyball
to
begin
in
the
fall
of
2022,
which
includes
athletic
supplements
for
coaches.
At
eight
of
our
schools
in
the
amount
of
23
thousand,
a
three
percent
increase
for
all
employees
is
7.7
million,
with
the
exception
of
bus
drivers,
bus
aides,
custodians
and
instructional
assistants.

physicians

also
a
recommendation
for
an
additional
safety
position
to
support
our
safety
and
security
department.
The
estimated
salary
and
benefits
is

595,
and
there
is
also
a
request
for
a
hundred
and
eleven
thousand
for
emergency

contingency
use,

the
three
percent
increase
to
provide
an
example.
As
you
know,
our
current
scale
for
classroom
teachers
with
a
bachelor
and
zero
years
of
experience,
the
starting
pay
in
twenty
one.
Twenty
two

thousand

a
three
percent
increase,
brings

pay
to
forty
two
to
sixteen.

a
member
of
the
boulder
bluff
community
and
my
daughter
who's
currently
sitting
in
the
back.
There
goes
to
boulder
bluff
elementary.
I
believe
this
is
your
district.
Miss
windfall
so
every
morning,
boulder
bluff
elementary
there's
a
four-way,
stop,
there's
a
stop
sign
and
a
stop
sign
and
through
traffic
every
morning,
there's
someone
out
there
directing
traffic,
but
there's
no
police
officers.
Traffic
is
really
bad.
People
do
not
obey
the
directional
traffic.
So
if
there's
a
backup,
people
will
just
drive
down
the
wrong
lane.

Students
walk
across
those
roads,
people
walk
small
community,
so
there
are
students
walking
all
morning
to
school,
but
there
are
no
police
officers
out
there.
So
myself
and
my
neighbor
matthew
wright,
who
also
lives
in
the
neighborhood
called
the
board
of
education.
The
school
talked
to
them
the,
and
then
we
played
a
bouncing
back
and
forth
with
the
goose
creek
police
department,
speaking
about
who's
responsible
for
funding,
a
police
officer
in
that
location,
because
per
the
ordinance
that
I
just
listed,
the
only
people
who
are
allowed
to
direct
traffic
in
south
carolina
are
police
officers.

So,
even
if
there's
someone
out
there
directing
traffic,
it's
still
illegal
unless
a
police
officer
but
goose
creek
police
department
requires
it
to
be
an
off-duty
police
officer
and
the
school
has
to
pay
for
it.
So
I'm
asking:
is
there
a
plan
to
have
a
police
officer
funded
at
the
school
to
direct
check
traffic
to
keep
our
children
safe.

School
board
meeting
so
retired
berkeley
county
school
district
teacher
cindy
fisk
has
agreed
to
share
my
concerns
as
a
berkeley
county
citizen.

You

play
an
important
role
in
minimizing
this
shortage
for
berkeley
county
by
remaining
competitive
with
teacher
pay.
Teacher
pay
is
the
most
important
factor
in
recruiting
new
teachers
to
berkeley
and
retaining
those
teachers.
Currently,
in
the
district
united
states,
teachers
generally
only
earn
about
80
percent
of
what
other
college
educated
workers
earn
on
a
weekly
basis.

Teachers
under
the
age
of
40,
who
left
the
teaching
profession,
identified
insufficient
pay
as
their
top
reason
for
leaving
the
profession.
As
a
former
member
of
this
board,
I
know
it
is
your
obligation
to
ensure
every
child
in
your
care
receives
a
quality
education
in
a
classroom
with
a
qualified
teacher
as
a
school
board
member.
You
have
a
difficult
job,
but
it
is
an
important
responsibility
for
the
children
of
our
county.

boards

those
board
board

serve
on.
We
discuss
and
follow
the
recommendation

administration

approve

achievement

the
best
interest

remembered

competition

everybody

tri-county
area,

increase

salaries
of
these
individuals,
you're
not
going
to
have
teachers

going
to
have
custodians

to
have
cooks
in

your
cafeteria
and
you're.

All
joking
aside,
if
we
don't
remain
competitive,
we're
going
to
lose
more
and
more
educators,
not
just
educators,
but
also
support
staff,
and
you
can't
run
a
school
without
a
support
staff.
Yes,
instruction
is
paramount,
but
the
people
that
keep
that
school
operational
need
to
be
addressed
as
well,
and
what
this
budget
does.
It
gives
them
hope
that
they
can
be
competitive
and
remain
in
the
position,
and
even
the
administrators
have
hope
that
they
won't
have
to
go
out
and
keep
trying
to
hire
more
and
more
people.

the
right
thing,
I'm
going

echo
the
concerns
and
comments
that
were
made
previously.
Do
the
right
thing
not
only
for
the
students,
but
also
for
your
employees.
A
loyal
employee
is
a
happy
employee,
but
loyalty
comes
from
above.
You
have
to
show
that
person
that
you
appreciate
them,
even
if
it's
just
a
pat
on
the
back,
that's
fine,
but
giving
them
something
to
take
home
to
be
able
to
support
their
families
is
even
more
important.

lot

people

worried
about
that.

happy

hear
was
you
were
fiscally
conservative
with

approach

the

berkeley
county
aside:

can't
even

them
here

get
a
chance
to
show
them.

a
great
place
to
live

work
because
they
look

schedule

it

have
interviews
with
two
and
three
people:
sorry
principal
for
a
school
and
they're,
getting
to
choose
the
best
and
then
we're
getting
leftovers.

settling

coaching

We
don't
settle
for
second
best.

always
strive
to
be
the
best.

wish
you
would
too

up
the
pace.

we
can
attract
great
teachers
because
when,
if
you

great
teachers

transfers
down
to
the
kids,
so
if
you're
for
the
kids
and
you're
for
the
teachers,
you
need
to
show
up
with
the
increase
in
salary,
because
when
you
can't
fill
the
classroom
with
subs,
then
the
kids
are
dispersed.

other
teachers,
you've
got
teachers
covering
for
classes,
none
of
that's
good
for
stress
or
the
kids
and
the
same
thing
when
a
principal
doesn't
have
a
position
filled
we're
just
going
to
take
a
warm
body.
That's
not
good!
For

kids
either,
if
you
can't
fill
a
position
once
again
get
rid
of
that
class
disseminate
the
kids
in
other
classrooms.

for

feel

it's

good
idea
because
doing

census
we
worked.

worked
part-time,

filling
in
for
the
census
and
I
was
working
in

office

met

teacher
who
had
left
the
school
at
the
time
she
left
because
of
covet.

feel
like
this
is
one
step
toward
bringing
teachers
up
to
compete
with
people
who
don't
have

credentials
that
they
have

impairment
for
me,
the
knowledge
and
instructions
and
the
way
to
live.

teachers

like
we
should
always
try
to
maintain
the
best
teachers
available.

months

custodians
have
some
concerns
and
they
asked
me
to
relate
these
concerns
to
you
guys.
