Description
Meetings begin at 5:30 p.m. (Executive Session) with Regular Session scheduled to begin at 6:30 p.m. unless otherwise noted.
A
A
A
Well,
the
first
and
the
second
motion:
the
is
there
any
discussion.
A
A
A
Also
a
proposed
new
and
revised
policies
for
Parental
leave,
FMLA
and
time
keeping
overtime
and
rest
period.
So
we
have
a
motion.
We
have
a
second.
Is
there
any
discussion
all
in
favor
of
entering
into
executive
session?
Please
respond
by
saying
aye
aye,
any
opposed
name
motion
carries.
We
are
in
executive
session.
C
E
B
E
Thank
you.
The
next
agenda
item
is
Citizens
comments.
In
order
to
conduct
the
meeting
in
an
orderly
and
efficient
manner,
we
ask
that
you
honor
the
following
guidelines.
Stakeholder
comments
are
welcome
and
encouraged.
However,
the
board
will
not
take
immediate
action
on
public
comments
at
this
meeting.
Any
person
wishing
to
address
the
board
must
register
prior
to
the
meeting.
Comments
must
be
regarding
programs,
policies
or
procedures.
Comments
regarding
complaints
against
employees
other
than
District
level
Executives
or
references
to
students
other
than
the
child
of
the
speaker
will
not
be
heard
in
public
session
groups.
E
Addressing
the
same
topic
should
select.
One
speaker
comments
will
be
limited
to
three
minutes
per
speaker.
The
board
chair
reserves
the
right
to
a
lot
additional
time
or
hold
public
comments
that
do
not
adhere
to
these
guidelines.
The
first
Speaker
this
evening
is
Miss
Cindy
Fisk
speaking
for
Cheryl
monk,
who
could
not
attend
tonight.
F
Good
evening
superintendent,
Dixon,
chair,
McQuillan
and
board
members,
as
you
know,
I,
usually
read
statements
from
active
District
employees.
However,
today
I'm
reading
a
statement
written
by
Cheryl
monk
since
she
had
an
emergency
with
a
rescued
kitten.
This
afternoon
comments
have
been
made
online
and
a
letter
to
the
editor
has
been
published
in
the
Post
and
Courier
about
the
June
5th
incident,
with
attendees
reciting
a
Christian
prayer
allowed
during
the
moment
of
silence.
F
It
has
been
highlighted
that
nobody
had
a
problem
with
it
until
the
pink-haired
lady,
that
would
be
me,
yelled,
shouted
and
now
screeched
at
the
board.
The
excuse
was
used
as
the
ones
praying
aloud
were
never
told
to
be
quiet
or
to
leave
the
meeting
for
disrupting
the
moment
of
silence.
Thus
reciting
the
Lord's
Prayer
aloud
during
the
moment
of
silence
is
obviously
acceptable
for
the
board.
I
beg
to
differ.
Many
people
have
had
a
problem
with
it
at
your
school
board
meeting
but
never
said
anything
about
it.
F
Recently,
several
people
have
spoken
about
prayering
praying
aloud
during
public
comment.
Their
concerns
have
been
currently
ignored
by
the
current
chair.
Hence,
the
moment
of
silence
is
no
longer
listed
in
the
agenda
on
June
5th
after
I
told
the
people
who
were
praying
aloud
to
respect
the
moment
of
silence
and
was
told
to
leave
one
board.
Member
did
state
that
the
issue
needs
to
be
discussed,
but
the
comment
was
either
not
heard
or
ignored
by
the
chair.
The
comment
was
heard
on
the
video
posted
by
the
school
district.
This
issue
should
not
be
ignored.
F
That
is
not
how
life
works
in
the
real
world.
Problems
and
issues
need
to
be
addressed
and
dealt
with,
or
the
problem
will
continue.
Here
is
an
analogy.
Everyone
I
am
sure,
has
sped
over
the
post's
speed
limit
on
roads
at
some
point
in
their
lives.
Perhaps
it
may
be
one
mile
per
hour
over,
but
everyone
speeds
the
vast
majority
of
speeders
do
get
away
with
it.
F
However,
when
finally
caught
and
a
police
officer
is
going
to
issue
a
speeding
ticket,
will
the
speeder
say
officer,
you
cannot
give
me
a
ticket
now,
because
I
have
gotten
away
with
speeding
during
all
the
other
times,
I
have
driven
in
my
life.
The
board
has
received
approximately
three
letters
from
prominent
organizations
about
this
issue.
A
fourth
letter
should
have
been
received
by
my
attorney.
The
ball
is
in
your
court,
chair,
McQuillen
signs
Cheryl
Monk.
Thank
you.
E
G
Good
evening
my
name
is
Angelina
Davenport.
After
taking
time
to
review
the
policies
and
rationale
in
place
used
to
select
content
freely
available
to
minor
children.
I'd
like
to
share
my
feedback,
your
policies
and
lexiles
are
ineffective.
The
titles
of
these
obscene
books
sound
innocent
with
names
like
shine
or
milk
and
honey,
yet
they
are
anything
but
of
the
nearly
100
sexually
explicit
books
identified
in
our
schools.
G
Do
you
expect
me
to
believe
that
before
2015,
there
weren't
libraries
full
of
engaging
books,
this
graphic
sexually
explicit
content
clearly
contains,
and
in
most
cases
promotes
minor
children
to
participate
in
a
moral
acts
such
as
prostitution,
pedophilia,
sodomy
and
violent
rape,
with
the
added
bonus
of
harsh
profanity
drug
use,
self-hate
suicide,
anti-American
ideals,
racial
and
religious
slurs,
none
of
which
has
any
educational
value.
I
know
because
I
spent
countless
hours,
reading,
cataloging
and
sharing
this
information
with
you,
along
with
the
law
and
two
former
AG
opinions.
G
Furthermore,
your
destiny
system
provides
zero
indication
that
any
of
this
content
is
included
in
these
books,
which
is
highly
misleading
and
downright
dishonest.
For
example,
in
Destiny,
the
book
tricks
is
described
as
five
stories
about
three
girls
and
two
boys
who
question
how
they
feel
about
themselves.
While
learning
about
love
sounds
pretty
harmless
right.
What
is
clearly
missing
is
any
disclaimer
that
this
book
contains
highly
obscene
sexually
explicit
material
involving
minors,
including
rape,
prostitution
and
extreme
violence.
You
want
us
to
trust
you
with
your
child
with
our
children,
but
you
have
broken
that
trust.
G
Immorality
in
any
setting,
especially
in
schools,
is
not
the
American
way.
Berkeley
County
is
either
for
the
sexualization
of
children
or
it's
not
I
implore
you
to
make
and
pass
the
motion
to
remove
all
sexually
explicit
content
from
Berkeley,
County
Schools
or,
at
the
very
least,
suspend
the
currently
submitted
content.
While
it's
under
review
I
do
not
accept
this
content
is
more
engaging.
That
is
irrelevant,
because
children
cannot
consent.
G
I
also
reject
that
removing
this
content
is
not
being
inclusive
as
any
material
discussing
and
promoting
indecent
acts
with
children
is
anything
but
inclusive
unless
you're
a
pedophile,
but
for
argument's
sake.
Anyone
who
can
explain
to
me
why
we
should
be
sexualizing.
Children,
I
am
literally
standing
right
here.
G
H
Good
evening,
Ward
I'm
Kat,
Lowe
I'm,
the
bcea
president
and
I,
want
to
start
off
by
saying
thank
you
for
the
six
and
a
half
percent
raise
the
decision
to
do
that
unanimously
and
the
increase
in
steps.
These
are
the
types
of
things,
a
good
start
that
we
need
to
take
on
to
help
our
teachers
and
our
staff
at
our
schools.
As
of
right
now,
our
shortage
looks
like
we're
short
about
165
teachers.
If
you
go
on
the
Apple
track,
that
basically
means
that
every
single
school
is
missing
teachers.
We
are
deep
into
July.
H
That
does
not
bode
well
at
being
ready
to
go,
come
August
with
all
the
teachers
and
staff
we
need.
So
how
do
we
solve
it?
The
physicist
in
me
wants
to
think
about
the
problem
itself
and
understand
how
it
works
and
to
me,
if
you
can
imagine
in
your
mind,
a
bathtub.
This
is
a
common
calculus,
bathtub
problem
that
we
are
dealing
with.
You
know
if
you
fill
your
bathroom
up
to
a
certain
line.
You
can
hold
it
at
that
point
if
the,
if
you
turn
off
the
water
and
close
the
drain.
H
Well,
that's
if
it's
static
not
moving.
This
is
dynamic.
It's
moving.
We've
got
a
drain,
we're
losing
teachers.
You
turn
on
the
spigot
to
get
the
water
coming
in
now
year
over
year,
we've
been
dealing
with
that
and
watching
our
water
line
get
lower
and
lower
Berkeley.
We
have
something
special
happening.
Our
bathtub
is
growing
right,
so
the
tub's
getting
bigger
the
drain's
still
working
and
for
us
we
all
know,
and
as
far
as
teachers
are
concerned,
we
have
fewer
and
fewer
coming
in.
This
line
is
dropping
it's
going
to
accelerate
it's
gonna
get
faster.
H
This
isn't
about
morality,
this
isn't
about
politics.
This
is
about
system
pressures
of
employment
and
it
is
our
jobs
to
work
together
to
retain
the
teachers
and
staff
that
we
need
to
be
the
best
that
we
can
be
to
hold
that
line
line
together.
I
really
hope
that
we
can
move
past
some
of
the
politics
that
we
are
seeing
and
really
focus
on
what
impacts
students
the
most,
and
that
is
having
a
teacher
and
a
classroom
with
the
fewest
number
of
students
so
that
everyone
can
get
that
individualized
attention
that
they
need.
H
It
is
just
so
very
important
and
it's
not
going
to
take
politics.
It's
not
going
to
take
ideology,
it's
going
to
take
determination
and
it's
going
to
take
teamwork,
and
so
I'll
tell
you.
If
you
really
want
to
know
who
I
am
as
a
person.
I
would
tell
you
it's.
You
don't
need
to
know
my
politics.
You
just
need
to
know
about
my
dad
and
two
weekends
ago,
three
weeks
out
of
a
massive
knee
surgery,
my
dad
was
attacked
by
an
eight-foot
Gator.
It's
real.
He
got
grabbed
in
the
leg.
I
got
the
call.
H
H
I
just
want
you
to
recognize
that
this
is
about
people,
and
sometimes
we
have
a
tendency
to
look
past
people
and
talk
about
politics
like
they're,
not
even
there
so
I'm
more
than
willing
to
talk
to
anybody
who
wants
to
talk
to
me
and
I
have
emailed
people
to
talk
to
them
guys.
Thank
you
for
this
time.
Oh
my
dad's,
doing
great
he's
doing
good
Miss.
C
Lowe
I
I
would
ask
or
urge
encourage
all
of
you
who
are
members
of
bcea
scea
to
continue
to
encourage
those
who
are
teachers
in
the
teaching
profession
now
coming
out
of
college
to
continue
to
do
to
look
for
Berkeley
County
as
a
place
to
call
home
to
teach.
If
you,
as
a
teacher
and
the
others
of
us
who
are
teachers,
don't
encourage
them.
Berkeley
County
is
where
I
want
to
be.
Where
you
need
to
be
come,
go
with
me,
then
we
are
losing
a
battle.
We.
H
C
I
So
if
you
give
me
some
time,
I
would
like
to
share
some
of
these
letters
that
were
written
by
her
faculty
teachers.
First
teacher
number
one
as
Educators.
Our
job
is
about
empowering
and
developing
students.
No
matter
the
subject
area,
we
are
called
to
help
children
grow
at
a
point
for
some
teachers,
their
professional
development
calls
for
them
to
transition
to
administrators
due
to
the
demands
of
administration,
most
of
the
previously
familiar
student
interactions
for
Fall
by
the
wayside
in
favor
of
the
numerous
logistical
demands
that
must
be
met
to
Simply.
I
Allow
a
campus
to
function.
However,
especially
if
you
continue
to
answer
the
call
of
empowerment
and
Development
Special
few
continue
to
answer
the
call
of
empowerment
development
supplementing
their
original
desire
to
guide
students
with
a
new
calling
to
help
teachers.
These
are
truly
singular
leaders.
Teachers
know
this
to
be
true,
because
they
don't
expect
daily
or
even
routine
interactions
with
Administration
there,
because
they
don't
expect
daily
or
even
routine,
to
interaction
with
Administration.
I
They
well
aware
of
how
busy
a
day
on
campus
can
get,
and
that
is
why
Cane
Bay
High
is
left
to
lament
the
loss
of
a
singular
leader.
Despite
the
demands
on
her
time,
Miss
Brown
fostered
relationships
with
students
and
staff
that
communicated
her
desire
to
support
everyone
on
campus
news
of
her
reassignment
then
leads
a
community
to
wonder
who
will
advocate
for
the
people
left
behind
teacher
number.
Two
I
am
deeply
saddened
by
Ms
Brown's
reassignment.
She
has
been
the
true
model
of
a
servant.
I
Leader
I
know
that
the
world
of
education
is
constantly
changing
and
that
there
are
needs
in
our
County
that
are
beyond
our
scope
of
of
knowing
our
understanding.
We,
when
we
are
housed
in
just
one
of
the
many
schools
knowing
or
understanding
when
we're
housing,
just
one
of
the
many
schools,
but
from
my
perspective
we
are
trying
to
fix
something
that
is
not
broken.
I
What
happened
to
the
time
when
a
person
served
as
principal
for
a
school
for
a
really
long
time?
This
allowed
this
leader
to
deeply
invest
in
the
lives
of
the
students,
their
families
and
the
faculty
and
staff.
This
gave
all
people
a
sense
of
stability
I
wish
we
could
have
this
back
teacher
number
three
education
recently
has
had
many
ups
and
downs,
along
with
many
challenges.
Educators
have
had
to
Pivot
and
adjust
with
every
turn,
with
every
turn
and
adjustment.
I
Tiffany
Brown
has
been
the
biggest
support
she
Advocates,
not
only
for
teachers,
but
for
everyone
in
the
building.
Every
single
person
in
the
building
knew
that
they
had
a
cheerleader
in
their
Corner.
Every
student
knew
that
they
were
loved
and
supported,
and
that
started
each
morning
when
she
would
greet
them
as
the
day
started.
I
know
that
seeing
her
face
each
morning
had
a
positive
impact
on
the
students.
She
has
been
the
epitome
of
what
a
leader
is.
She
has
sacrificed
so
much
of
her
time
and
energy
for
every
person
she
came
in
contact
with.
I
E
J
Good
evening
board
I
just
want
to
pick
up
where
Mr
rant
left
off.
We
have
one
more
that
we
wanted
to
be
the
voice
of
these
persons,
who
really
wanted
to
have
a
voice
to
share
something
they
did
not
get
a
chance
to
truly
celebrate
Miss
Brown
or
limit
their
loss
and
so
teacher.
Four
more
than
15
years
ago,
I
began
my
first
teaching
job
with
Miss
Tiffany
Brown.
J
As
my
classroom
neighbor
many
days,
we
would
sit
and
eat
lunch
together
with
other
teachers,
blowing
off
steam
and
venting
about
the
students,
the
job
hardships
Etc.
One
thing
that
has
always
struck
me
was
that
Tiffany
never
joined
in
with
negative
comments.
As
a
new
teacher
I
looked
up
to
her
to
I,
looked
up
to
her
Rise
Above
It
All
attitude
and
took
great
inspiration
by
her
ability
to
focus
on
the
students
and
her
role
in
their
growth.
J
It
was
clear
to
me
upon
my
early
dealings
with
her
that
she
had
a
passion
and
a
reverence
for
her
role
as
an
educator.
One
I
would
work
for
work
hard
for
hard
to
Foster
for
myself
fast
forward
more
than
a
decade
later
and
I
was
lucky
enough
to
get
to
work
with
Miss
Brown
for
Miss
Brown.
As
the
leader
of
Cane
Bay
High
School.
J
For
this
reason,
it
is
with
great
sadness
that
we
say
goodbye
to
Ms
Brown,
not
just
because
she's
a
wonderful
human
being,
but
because
her
ideas
and
plans
will
never
get
the
opportunity
to
become
fully
realized
at
Cane,
Bay,
High,
School
I
believe
she
have
she.
She
should
have
been
given
more
time
to
steer
our
school
and
want
to
take
this
moment
to
remind
District
leadership
that
education
progress
can
only
move
as
as
fast
as
the
stability
provided
by
those
in
charge,
because
frequent
turnover
in
administration
positions
is
disruptive
to
students,
staff
and
the
community.
J
I
hope.
The
current
board
is
prepared
to
answer
for
any
negative
consequences
that
may
arise
at
Cane,
Bay,
High
School,
thanks
to
Tiffany
for
all
her
hard
work
and
I
wish
in
the
future.
She
will
be
treated
with
the
respect
she
deserves,
and
that's
one
of
the
things
I
want
to
leave
with
you
all.
As
has
been
stated
before,
you
know
it's
sad
that
we
got
to
get
up
here
and
talk
and
talk
to
the
political
moves,
because
that
is
not
what
this
is
about.
J
She
that
was
full
of
Justice
righteousness
lodged
in
her,
but
now
murderers,
your
silver
has
become
dross.
Your
wine
is
mixed
with
water.
Your
princes
are
Rebels
and
Companions
of
Thieves.
Everyone
loves
a
bribe
and
runs
after
gifts.
They
do
not
defend
the
orphan
and
the
Widow's
cause
does
not
come
before
them
therefore
says
The
Sovereign,
the
Lord
of
hosts,
the
mighty
one
of
Israel.
Surely
I
will
pour
out
my
wrath
on
my
enemies
and
avenge
myself
on
my
foes,
be
very
careful
with
how
you
treat
God's
children.
K
While
we
and
they
wait,
I'd
like
to
clarify
a
few
points
about
that
document.
First,
the
recommendations
that
are
put
forward
in
the
summary
are
Grassroots.
They
are
not
pre-packaged
opinion
of
the
organizations,
for
example,
that
I
represent
or
anybody
else,
including
the
13
non-profits
and
churches
that
sponsored
that
evening
in
that
process
and
helped
facilitate
the
discussion.
I
think
you'll
find
those
recommendations,
thoughtful,
respectful
and
constructive.
K
Second,
the
issues
and
recommendations
are
directly
relevant
to
this
District,
redressing
disparity
and
academic
achievement,
School
Innovation
or
the
lack
of
it
concerns
for
child
safety
and
parental
supports
have
their
roots
in
current
and
pre-pandemic
bcsd
data,
a
review
of
the
bcsd
board
and
committee
agendas,
since
January
makes
clear
that
of
the
issues
included
in
the
summary.
Only
teacher
pay
has
received
attention
by
this
board
and
you
are
to
be
commended
for
taking
at
least
initial
steps
to
improve
the
dire
situation
our
teachers
confront.
K
Finally,
these
issues
and
our
request
to
meet
are
directed
at
the
board,
not
at
the
superintendent.
Those
who
contributed
to
this
summary
believe
that
policy
and
oversight
from
the
board
in
these
areas
need
to
be
strengthened.
If
real
progress
is
to
be
made,
you
all
know
how
difficult
it
is
to
conduct
authentic
Grassroots
engagement
on
education
issues
in
this
region,
let
alone
to
curate
those
voices
into
actionable
steps.
K
One
reason
is
that
our
citizens
across
the
region
have
lost
confidence
in
such
efforts,
because
they
almost
never
hear
back
from
their
leaders
to
know
that,
whatever
the
response,
their
voices
have
been
heard,
we
intend
to
change
that
to
help
you
close
the
loop
and
look
forward
to
your
response.
Thanks
very
much.
Thank.
L
A
clear
majority
of
67
percent
feel
that
K-12
public
education
in
the
U.S
is
on
the
wrong
track,
including
half
of
Democrats.
He
says
nearly
three-fourths,
including
Independence
and
Biden
voters,
think
it's
more
important
for
schools
to
teach
children
Basics
like
Reading,
Writing
and
math
rather
than
issues
of
social
justice,
Reproductive
Rights,
sex
education
and
transgender
issues.
L
I
went
back
and
pulled
the
latest
stats
for
South
Carolina
and
for
Berkeley
County,
which
was
21-22
school
year
in
South
Carolina.
53
percent
of
students
do
not
meet
standards
for
reading
and
writing
here
in
Berkeley
County
it
is
61.1
percent
I'm.
Sorry,
it
is
55.4
percent
for
reading
in
South
Carolina
61.1
percent
do
not
meet
standards
for
Math
and
in
Berkeley
County.
That
is,
68.3
percent
parents
around
the
country
are
speaking
up
and
saying
the
agendas
being
pushed
do
not
relate
to
Performance
of
the
student
and
that's
why
the
schools
exist.
L
L
We
need
to
get
back
to
our
course
subjects
and
our
foundational
skills
we
need
to
let
schools
educate,
but
we
need
to
let
parents,
parent
and
I
also
want
to
make
mention
of
something
that
I
read
recently
in
the
Post
and
Courier
I
read
an
article
I
believe
it
was
just
this
last
week
where
a
teacher
from
dd2
actually
said
she
was
leaving
dd2
and
coming
to
Berkeley
County.
That's
got
to
be
a
reflection
of
the
good
work
that
you
were
doing,
that
other
teachers
in
our
area
are
looking
at
Berkeley
County.

Good

Miss,
Littleton

Dixon

it's
on
June

We
submitted
an
amendment
for
our
local
board
approved
course
named
marching
band
1pe
to
the
South
Carolina
Department
of
Education.
We
requested
to
have
the
name
changed
to
marching
band

This
was
request
was
made
due
to
confusion
within
our

This
amendment
was
approved
by
the

on
June

E
K
D
D
D
R
Yes,
sir,
this
is
the
minority
business
plan
for
physical
year
23
24
and
according
to
our
procurement
code,
we
are
required
to
have
this
plan
approved
annually.
However,
there
were
no
significant
changes
in
the
plan
we
have.
The
state
requires
a
10
percent
goal
for
minority
business
usage,
and
so
that
goal
has
stayed
consistent
for
10
percent
again
in
this
year's
plan,.
D
D
R
Sir,
we
are
requesting
approval
of
2
million

be
paid
from
the
capital
fund
that
needs
to
be
utilized
by

off
these

and
it
will
save
the

346

This

has
not

revisions
to

the
new
unencumbered

as
long
as
as

as
to
better

we

a

A
Have
a
question
about
you
may
or
may
not
be
privy
to
the
information
that
may
not
be
any
information
Ms
Marcy
may
have
an
answer
is:
are
there
any
receipts
or
revenues
from
the
penny
sales
tax
present.
A
R
Sir
we've
received
a
payment
and
see
if
you
small
payments
in
April,
we
received
a
large
payment
in
March
and
June
and
we're
expecting
another
payment
anytime
this
week
for
the
month
of
June.
So
but
right
now
we
have
close
to
8
million
dollars
in
that
account.
A
R
Report
that
I
looked
at
the
first
year,
we're
expecting
45
million
and
so
okay,
we're.
A
I
have
one
other
question:
thank
you.
Miss
Marcy
you're
welcome
Mr
Davis,
the
land
acquisition
I'm
curious
about
that
everything
else.
It
looks
looks
according
to
normal
protocol,
but
I'm
not
aware
of
any
land
acquisition
that
we
really
need
to
build
any
schools
on
this
1.6
million
dollars.
Could
you
elaborate
on
that
where
that
land
is
or
if
that's
just
for
a
rainy
day
or
is
therefore
proposed
parcel
of
land
or
do
you
know
yeah.

Is
a
committee
on
finance
and
Human

temporary
chairman
Joe
Baker
you're
recognized
Mr.
E
E
E
D
A
Yes,
sir
public
doesn't
know,
but
the
the
one
of
the
changes
in
the
policy
ba
was
the
changing
of
the
board
meetings
from
the
second
and
fourth
Tuesdays
to
the
first
and
third
Monday.
I
was
opposed
to
that
for
for
reasons
that
I'm
not
going
to
go
into
now.
You
can
look
back
on
the
video,
but
I
don't
see
any
purpose
in
changing
the
policy.
A
I
know
that
the
board
is
has
the
votes
to
to,
because
they've
already
done
it
to
the
first
and
first
and
third
Mondays,
as
opposed
to
the
second
and
four
Tuesdays,
but
that
was
for
a
specific
reason
that
I
am
opposed
to
and
for
40
odd
years.
This
was
never
changed
and
all
of
a
sudden
when
we
had
a
new
board
and
a
new
chairman,
we
decided
to
board
the
majority
of
the
board,
decided
to
change
these
meeting
dates
and
that's
Incorporated.
A
That's
the
reason
why
this
board
operations
policy
is
being
changed
because
it
is
a
part
of
the
policy
to
determine
and
let
the
public
know
when
the
board
meetings
will
occur.
That
was
not
done
initially
in
for
several
months
now,
we've
been
operating
on
the
first
and
third
Monday
without
without
any
board
governance,
without
policy
being
policy
being
a
being
amended
or
revised.
So
for
that
reason,
I
will
vote
no.

As
always,
we
acknowledge,
because
you
know
teaching

at
the
heart
of
our
work,
so
we
acknowledge
members
of
our

who
not
only
give

but
they
give
up
their

in

to

have

and
we
all
appreciate
all
that
you
do,
and
we
just
want
you
to
know
that
your
time
and
service
do
not
go
unrecognized.
N
So
thank
you.
I
wanted
to
welcome
back
our
225
day.
We
have
all
these
different
day,
employees
but
225
day
employees
and
so
welcome
back
today.
That's
including
assistant
principals,
coordinators
and
and
the
like,
but
I,
was
able
to
begin.
N
My
morning
with
academics
and
Innovation-
and
we
shared
our
time
this
morning
and
they
were
expounding
upon
and
talking
about,
the
work
that
was
done
within
the
last
nine
months
with
academic
cabinet
to
really
solidify
ensuring
that
instruction
and
teaching
and
learning
continue
to
remain
at
the
heart
of
the
work.
N
We
know
that
it
takes
time
for
all
of
this
work
to
happen,
but
it
takes
intentional
time,
as
well
as
an
intentional
Focus
and
and
planning
and
collaboration
with
the
team,
so
I
enjoyed
visiting
academics
and
Innovation
this
morning
last
week
and
I
think
tomorrow,
I
get
to
visit
again
with
our
safety,
our
custodians
who
will
be
participating
in
their
annual
safety,
training
and
I
think
they
had
several.
N
So
this
will
be
my
second
one
to
visit
and
we
are
so
thankful
for
them
and
their
diligence
into
ensuring
that
we're
using
safe
chemicals,
Safe
products
and
practices
to
ensure
that
our
rooms
are
not
only
our
schools
are
not
only
clean
but
that
we
are
making
sure
everyone's
safe
doing
so.
I
I
also
I
I,
didn't
get
a
chance
to
go
in
and
visit,
but
I
walked
by
several
several
times
and
saw
them.
N
N
We
have
now
in-house
district-wide
trainers,
I,
think
in
that
job
entails
being
able
to
train
bus
drivers
and
give
them
the
bus
driver
the
CDL
licensing
test,
and
was
it
12
12
employees
that
I
saw
and
from
all
over
the
district
that
gave
up
a
full
week
of
training
to
really
commit
to
passing
that,
and
that
puts
us
at
the
Forefront
in
the
state
department,
because
they're
not
only
Berkeley
County
trainers,
but
they
will
be
South.
Carolina
trainers
as
well
throughout
the
state
department,
so
I
wanted
to
recognize
the
transportation
and
their
hard
work.
N
So
I
I
saw
you
but
I
didn't
want
to
interrupt
up
because
I
know
they
were
hard
at
work,
I'm,
studying
and
preparing
for
those
and
to
also
congratulations
to
Transportation
because
their
scpt
A's,
so
the
South
Carolina
public
transport,
not
public.
Is
it
public
transportation
Association?
We
in
Myrtle
Beach
last
week
we
had
one
of
our
employees
that
received
the
humanitarian
award,
and
so
we
are
very
excited
and
thankful
for
the
work
that
we're
doing
again
making
a
positive
difference,
but
that's
not
just
from
inside
this
room
and
in
our
classrooms.
N
We
have
several
divisions
and
several
areas
that
work
collaboratively
to
make
sure
that
we
are
doing
what's
best
for
our
students
every
day.
Now,
if
you
I'm
sure
everybody
knows
about
summer,
feeding
and
I
was
supposed
to
do
this,
and
so
I
would
be
remiss
if
I
did
not
acknowledge
our
officer.
Nutrition
I
have
some
some
earlier
numbers,
but
I'm
sure
these
numbers
have
doubled
by
then,
but
we
do
summer
feeding
throughout
our
district
throughout
different
areas.
N
11Th
out,
we
do
breakfast
and
we
do
lunch.
But
in
two
weeks
we
served
over
11
000
meals
to
students
in
Berkeley,
County
Schools
and
over
16
to
7
000
meals,
to
lunches,
so
eleven
thousand
breakfasts,
and
about
17
000
lunches
to
students
within
our
district
who
needed
a
meal
who
took
advantage
and
came
out.
We
not
only
had
places
where
they
came
out,
but
we
went
to
them.
N
So
things
like
that,
that's
the
heart
of
our
work
and
now,
as
we
prepare
next
week
to
go
to
our
summer,
Leadership
Conference
in
the
summer,
Leadership
Conference
will
be
all
of
the
administrators
starting
Monday.
June
24th
in
Berkeley,
County
from
school,
district
and
and
within
that
area
is
a
Back
to
Basics
approach.
Ensuring
that
we
are,
we
have
a
strong
instructional
Vision
and
we
have
a
strong
vision
of
for
leadership,
development
and
Leadership
support
and
coaching,
and
that
doesn't
just
begin
with
our
school
level
leaders.
N
So
we
have
hegarty
our
phonics
program
and
we
have
you
fly
Finance
programs
which
have
been
showing
tremendous
results
so
with
that
I
wanted
to
now
yield
the
remainder
of
my
time
to
our
division
of
academics
and
Innovation,
to
show
the
great
work
that
they
started
years
ago,
two
years
ago
and
they're
continuing
to
really
solidify
this
time.
N
With
sharing
with
some
of
the
results
from
our
summer
reading
camp
and
as
you
know,
our
summer
reading
camp
or
for
third
graders
who
had
difficulties
or
challenges
making
grade
level
progress,
they
were
identified
by
the
state
department
verified
by
every
district,
and
there
was
a
requirement
by
State
Statute
that
they
have
to
attend
a
summer
reading
program
before
moving
on
to
fourth
grade
and
we
were
able
to
initiate
and
share
and
use
some
of
these
these
these
programs
to
begin
that
work.
N
One
piece
of
great
news
that
I
just
really
love
to
share
I.
Think
last
year
between
the
numbers
of
third
graders
that
attended
summer
reading
Camp
last
year
to
the
numbers
that
have
attended
this
year.
We
significantly
decreased
that
number
I
want
to
say
close
to
half
of
those
students,
so
everybody's
not
as
close
to
half
of
those
students
and
so
I
I.
N
Thank
you
and
applaud
all
of
our
teachers
from
head
start
on
to
those
students
in
third
grade
for
that
hard
work
and
that
committed
to
these
strategies
and
these
instructional
delivery
methods
to
make
that
happens
so
to
share
those
results.
I.
F
N
Like
to
now
yield
my
time
and
recognize
Dr
Suman
Susan
Gilman,
our
chief
academics
and
Innovation
officer.
Q
Good
evening,
chair,
McQuillen,
Dr,
Dixon
and
school
board
members
at
this
time,
I
would
like
to
invite
Christina
Matthew
to
please
come
to
the
podium.
She
is
our
coordinator
for
our
5K
Ela
students,
and
we
would
like
to
share
highlights
from
our
third
grade
reading
camp
for
you
at
this
time.
Thank
you.
M
Good
evening
superintendent
Dixon
board,
chair
McQuillen
and
scoreboard
members
I'm
excited
to
share
with
you
today
all
the
success
of
Berkeley
County
School
District
summer
reading,
Camp
the
impacts
of
you
fly
in
hegarty
programs
and
how
we
will
utilize
this
impact
to
continue
to
build
excitement
about
reading,
specifically
utilizing
the
name
curriculum's
district-wide
beginning
next
school
year.
Firstly,
I
would
like
to
highlight
that
summer
reading
Camp
is
funded
and
required
by
the
South
Carolina
Department
of
Education,
as
mandatory
third
grade
retention
is
part
of
the
read
to
succeed.
M
Bill
summer
reading
Camp
plays
a
vital
role
in
ensuring
our
students
meet
the
necessary
reading
benchmarks.
We
served
approximately
100
students
this
summer,
who
scored
a
not
met
one
on
the
SC
ready
reading
assessment,
as
well
as
students
performing
below
grade
level
by
a
principal
or
parent
recommendation.
M
Students
were
transported
to
one
of
our
four
sites:
Westview
Elementary
Sangaree,
Elementary,
Bowens,
Corner,
Elementary
or
Monks
Corner
Elementary
students
attended
from
June
5th
through
June
29th
and
received
96
hours
of
instruction
collaboration
with
our
schools
and
all
district
divisions
was
crucial
in
ensuring
that
students
and
staff
were
successful.
These
four
weeks
we
employed
17
teachers,
three
classified
teacher
assistants.
We
had
a
librarian
nurse
and
sites
facilitator
at
each
site
with
a
district
facilitator
to
help
oversee
the
program
while
summer
reading
Camp
is
an
initiative
which
occurs
year
to
year
across
the
state.
M
M
In
summer
reading,
Camp
students
had
90
minutes
of
targeted
small
group
daily,
which
was
divided
into
three
30-minute
intervals.
We
collaborated
with
each
child's
home
schools
literacy
coach
to
complete
an
intensive
learning
Pathway
to
match
our
curriculum
options
as
pictured
above
in
the
middle
and
left
side
of
the
screen.
We
utilize
short
carefully
selected
placement
screeners
for
students
at
their
home
schools,
so
that,
beginning
on
day,
one
of
Camp
students
could
be
placed
in
flexible
groups
to
specifically
Target
their
needs.
M
Students
track
their
data
using
weekly
curriculum-based
measures
and
graph.
This
progress
in
their
student
binders
teachers
met
weekly
in
professional
learning
communities
and
then
students,
small
groups,
were
informed
by
this
new
data.
Additionally,
each
week
students
participated
in
read-alouds
using
an
instructional
routine
to
help
reinforce
vocabulary,
completed
research
projects
and
collaborated
with
their
peers.
Each
part
of
the
student's
day
at
Camp
were
carefully
and
intentionally
planned
for
students
to
have
fun,
but
also
learn
for
many
students.
Summer
reading
Camp
is
not
only
an
opportunity
to
grow
academically,
but
a
time
to
build
confidence.
M
The
curriculum
youth
fly
and
Hagerty
were
curriculum
options
which
were
vetted
during
the
22-23
school
year
and
will
begin
to
be
used
during
the
23-24
school
year,
district-wide
to
Target
the
needs
of
students
in
summer
reading
camp.
We
utilize
those
curriculums
as
they
target
those
foundational
skills
that
our
data
showed
that
students
were
needing
teachers
and
site
facilitators
who
were
employed
for
summer
reading
Camp
were
trained
to
use
youfly
and
Hagerty
bridge
the
gap.
M
During
the
third
and
fourth
week
of
camp,
we
hosted
an
opportunity
for
principals
assistant,
principals
and
coaches
to
attend
a
training
on
the
youth
line,
Hagerty
curriculum
and
we
had
approximately
55
School
leaders
attend.
We
hosted
this
training
at
our
Westview
Elementary
summer.
Reading

We
conducted

as
part
of
this
training.
M
The
success
of
Camp
would
not
be
possible
without
the
many
hands
throughout
Berkeley
County
Administrative
Professionals
worked
on
copying,
purchasing
and
organizing
student
materials
prior
to
Camp,
starting
Human
Resources,
assisted
in
the
hiring
process
to
ensure
that
we
were
fully
staffed.
Transportation
worked
tirelessly
to
ensure
student
routes
were
in
place
and
Child
Nutrition
ensured
breakfast
and
lunch
were
provided
daily
to
our
students.
M
Camp
staff
worked
together
to
ensure
targeted
and
engaging
lessons

Tuesday
students
did
activities

students
were
also
able
to

science,
technology,
engineering,
arts
and
math,
also
known
as
Steam
and

M
M
Another
part
of
her
collaboration
included
the
star
lab
with
our
science
coordinator,
students
heard
her
read
aloud
then
entered
into
the
star
lab
and
afterwards
students
were
able
to
create
their
very
own
Planet,
using
features
that
they
learned
about
and
write
about
their
newly
designed
planet.
An
additional
collaboration
was
with
the
office
of
Technologies
Innovative
learning
coordinators.
They
help
students
design
and
create
their
very
own
telescopes.
During
week,
three
of
camp
both
collaborations
allowed
the
opportunity
to
discuss
the
needs
of
students
at
the
camp
and
provide
an
authentic
learning
experience
to
students.
M
We
are
thankful
to
the
Berkeley
County
School
District
families
who
entrusted
us
over
the
four
weeks
of
Summer
to
work
with
their
child.
Families
were
partnered
with
in
a
variety
of
ways.
We
invited
families
to
use
the
talking
points
app
for
communication.
We
also
provided
emails
and
paper
copies
for
families.
Families
received
a
Weekly
Newsletter,
which
included
important
information
and
focus
areas.
M
We
work
with
the
office
of
communications
to
provide
translations
of
flyers
and
communication
to
our
families.
Staff
helped
build
buy-in
and
excitement
of
the
youfly
Integrity
program
by
providing
resources
for
families,
including
quick
tutorials,
to
assist
at
home.
Families
also
had
an
opportunity
to
learn
more
about
Camp
during
the
start
of
week,
two
through
several
informa
information
sessions.
M
Lastly,
on
the
final
day
of
camp,
we
had
families,
School
staff,
District
District
staff,
including
our
superintendent,
Dr
Dixon,
celebrate
students
through
a
presentation
of
photos.
Students
received
awards
for
growth
and
achievement,
and
students
were
able
to
Showcase
their
learning
by
discussing
their
accomplishments
through
student-led
conferences,
using
their
portfolio
binders
and
showcasing
their
reading
and
research
projects
through
those
student-led
conferences.
Confidence
on
this
day
was
not
in
short
supply
and
invoked
an
emotional
response
by
many
in
attendance.
M
As
for
some
students,
this
may
have
been
the
first
award
word
that
they
received
in
school
family
shared
the
excitement
and
joy,
seeing
their
once
reluctant
child
who
is
now
excited
to
learn
and
grow.
Pictured

our
final

student
achievement

data
to
the

during
the
last
week
of
camp
staff
were
also
provided.
An
anonymous
survey
for
feedback
on
the
camp.
M
M
We
had
a
successful
summer
reading
camp,
but
we
are
looking
ahead
to
the
2023-2024
school
year
and
Beyond,
where
we
will
be
expanding
our
reach
of
summer
reading
camps
to
include
kindergarten
through
third
grade.
Additionally,
we
are
looking
forward
to
expanding
the
use
of
Hagerty
and
you
fly
as
we
will
be
utilizing
youth
line.
Hagerty
district-wide
kindergarten
through
second
grade
for
core
instruction,
and
you
fly
in
Hagerty
for
intervention
in
grades
kindergarten
through
five.
The
success
of
summer
reading
Camp
would
not
be
possible
without
the
many
cans
across
Berkeley
County.
M
The
excitement
and
feedback
helped
reinforce
our
confidence
and
the
potential
of
the
programs
and
strategies
we
put
in
place
to
drive,
excitement
and
enthusiasm
for
learning.
In
closing,
I
would
like
to
emphasize
the
significance
of
summer
reading
camp
and
propelling
students
towards
academic
success.
We
have
witnessed
a
remarkable
increase
in
teacher
efficacy,
student
confidence
and
literacy
development
and,
with
the
continued
support
of
our
superintendent
school
board
and
stakeholders,
we
are
determined
to
expand
the
successes
of
the
summer
reading
camp
program,
ensuring
that
all
students
have
an
opportunity
to
thrive
together.
M
N
In
this
report,
Miss
Matthew
and
Dr
Gilman
and
academics
and
Innovation
and
all
in
the
audience,
it's
just
a
testament
of
that
making
a
positive
difference,
because
in
this
16
short
days
it
was
not
just
what
you
saw
in
the
classrooms
from
the
teachers
and
the
administrators
who
gave
up
their
buildings.
But
it
was
the
work
of
I
mean
the
collaboration
of
Transportation,
ensuring
that
they
got
their
the
Child
Nutrition
to
make
sure
that
everyone
was
fed
all
of
the
services
within
academics
and
Innovation.
They
participated.
N
They
taught
lessons
and
to
go
there
on
the
last
day
and
see
The
Confidence
from
16
short
days
of
students
participating
in
this
it
gave
me
goosebumps.
It
gave
me
it
was
exciting.
I
want
to
thank
the
board
for
your
support
of
of
this
initiative
and
this
opportunity.
Next
year.
The
state
is
improved.
Expanding
this
through
kindergarten
through
third
grade
students
participating
in
summer
reading
camps.
N
So
we
can
catch
students
earlier,
but
the
commitment
like
we've
already
started,
training
teachers,
I
mean
and
administrators
I
went
by
one
of
those
trainings
administrators
who
were
coming
out
excited
ready
to
make
it
happen
and
then
my
mind
just
went
with
thinking
about
how
this
can
flood
into
our
community.
And
this
is
where
you
know
at
the
beginning
of
the
year.
N
When
we
look
at
this
and
our
stakeholders
and
our
principals
and
administrators,
when
we
all
are
together
on
that
one
Accord,
we
can
restore
what's
important
in
our
district.
We
can
renew
the
hope
that
we
can
fix
these
reading
gaps
and
we
can
do
this
in
Berkeley
County,
but
we
have
to
continue
to
work
together,
continue
to
build
this
trust
through
good
times
through
hard
times
through
our
rocky
roads.
N
But
what's
important
was,
if
you
saw
those
students
excited
about
telling
you
the
growth
they
made
in
16
days
that
they're
now
not
reading
two
grade
levels
behind
and
they're
ready
to
come
back
to
school.
These
are
the
students
that
we
usually
lose
and
now
that
they're
there
and
they're
teachers
that
gave
up
their
summer
and
the
principles
that
gave
up
their
buildings
to
custodians
that
rearrange,
there's
cleaning
schedules,
so
they
can
be
in
there.
N
They,
that
was
what
Berkeley
County
is
all
about,
and
I
am
so
excited
and
I
think
everyone
that
had
a
part
in
making
this
happen,
and
it's
every
one
of
our
our
positions,
I
mean
we
couldn't
fund
it.
We
couldn't
make
the
make
any
of
this
work
without
everyone
working
together.
So
thank
you
for
allowing
me
that
extra
time
to
share
some
great
news,
I
think
that
everybody
should
be
celebrating
and
excited
about.
So
they
can
see
this
happen
in
the
fall
when
we
push
this
even
further.
E
Thank
you,
Dr
Dixon,
I,
just
want
to
say,
I,
think
it's
a
testament
to
your
leadership
and
particularly
your
academic
leadership
that
the
state
superintendent
would
bring
other
neighboring
districts
by
to
see
what
you
and
your
staff
have
implemented
in
our
schools.
So
you
thanked
everybody
else,
but
no
one!
Thank
you.
So,
let's
give
Dr
Dixon
a
round
of
applause.
E
C
C
E
C
Know
we
approved
earlier
changing
dates
from
second
and
fourth
Tuesdays
to
first
and
third
Mondays,
so
some
of
these
dates
are
back
to
Tuesdays.
Can
you
tell
me
why
is.
E
E
A
E
Yes,
sir,
thank
you
all
right.
The
next
agenda
item
is
upcoming
dates
and
events
also
included
in
your
packet
is
the
summer
graduation
ceremony,
that's
Wednesday,
August
9th
at
6,
30
p.m,
and
it
there's
instructions
on
you
need
to
RSVP
to.
If
you
would
like
to
attend
that
at
this
time,
I
will
interchange
a
motion
to
adjourn
so
moved.
