A
B
B
Before
we
move
on
with
the
agenda,
I
think
we're
all
aware
that
today
is
an
important
day
for
the
nation
from
germany
in
the
euros
I
watched,
the
france,
switzerland,
fantastic
match,
ending,
of
course,
with
the
excitement,
attention
and
the
misery
of
penalty
shootouts.
Let's
hope
that
england
can
avoid
that
this
evening,
but
if
people
are
intending
to
go
out
to
books
for.
B
C
B
On
the
I
did
watching
the
television
this
morning
suggest
first
has
predicted
that
england
will
win
2-1.
So
let's
say
that's
correct
and
come
on:
let's,
let's
go
through
to
the
stages,
at
least
for
this
film
back
into
his
apologies,
then-
and
I
have
apologies
from
john
cotney
and
yeah
substituting
and
kenny
crompton.
I
also
need
to
leave
at.
B
Okay,
we
will
take
an
item
seven
at
the
end
of
the
agenda.
If
we
can
get
now
on
time,
bang
that
I
will
take
it
around
about.
A
And
also
trying
to
target
the
mobile
vaccination
capacity
that
the
nhs
is
leaning
on
to
increase
vaccination
uptake
and
we
are
starting
to
see
the
signs
that
that
is
working,
particularly
in
areas
like
rock
and
reserves,
where
we've
seen
very
large
improvements
in
vaccination
coverage
over
the
last
few
weeks,
which
is
very
positive,
and
in
the
most
recent
two
weeks
we
have
seen
a
sharp
increasing
basis
in
the
student
population
and
areas
like
warm
brooklyn
edgemaster,
starting
to
spike
up
and
we're
seeing
a
mixture
of
private
student
households
with
customers
and
a
small
number
of
things
for
residents.
A
In
fact,
as
well,
but
the
dominating
this
is
implied
in
student
households.
It
has
been,
I
think,
uncovered
by
universities
being
very
proactive
on
the.
C
A
Regime,
and
particularly
having
a
test
to
play
the
sports
and
social
events
which
will
identify
a
series
of
basics
with
the
delta.
We
know
that
it
spreads
very
rapidly
in
households
and
once
it's
in
a
household
most.
A
We
are
seeing
an
increase
in
pressure
in
the
chest.
That's
not
surprising.
At
the
moment
we
have
several
hundred
thousand
population
that
are
not
vaccinated
and
among
them
about
twenty
five
thousand
of
the
at-risk
individuals
who
yet
have
their
first
days
of
balancing
and
so
we're.
Seeing
in
the
moment
about
eighty
to
nineteen
people
in
hospitals,.
A
C
A
And
finally,
I'll
just
give
a
brief
update
from
vaccination,
which,
as
you
know,
is
your
chest
with
the
support
of
the
council
as
of
this
morning,
we're
now
up
to
61.9
people.
They
took
over
eight
teams
in
the
city
that
had
their
first
days,
in
fact,
and
actually
looking
through
that
over
the.
D
A
B
A
Very
much
justin.
Thank
you
thanks
very
much
thanks
justin
again
for
giving
us,
what's
probably
a
lot
of
really
complicated
dating
by
easy
manner
that
we
can
all
understand.
So
thanks
very
much
for
that,
and
and
obviously
I
hope
that
you
sort
of
are
able
to
move
around
the
city
without
too
many
difficulties.
I
think
we
all
saw
probably
I'm
not
quite
sure
what
was
happening
with
plastic
christmas.
A
Two
meters
away
from
him,
so
I
hope
that
you
don't
have
any
of
those
similar
experiences.
Obviously,
there's
been
a
couple
of
mentions
about
celebrating
the
game
tonight
and,
as
I
say,
I
think
it's
quite
a
complicated
situation
about
many
things
in.
A
And
you
just
clarify
that
I
take
it,
it
is
still
safe
as
long
as
you
stick
to
the
rules
and
regimes
and
you
go
to
legal
banks,
but
it
is
still
safe
to
go
to
our
town,
centers
and
city
centers.
That's
still
the
case.
A
What
are
we
doing
around
potentially
looking
at
actually
a
change
in
messaging
into
need
or
further
one
to
try
and
make
sure
that
those,
I
think
normally
in
the
city
walls
actually
do
get
to
the
1710
threshold
by
the
19th
of
july?
We
don't
want
to
see.
A
And
in
terms
of
the
13
to
14
ingredients
touched
on
is
that
pattern
city-wide?
Will
we
see
fluctuations
across
the
city
and
they've
highlighted
information
on
rising
student
areas
in
the
city
mean
and
also
have
we
seen
a
corresponding
rise
in
hospitalizations
and
then
obviously
suddenly
compared
to
the
case?
A
A
A
Public
measures
to
press
more
resources
into
action
to
target
those
and
not
just
a
district,
but
those
groups
isn't
very
clear
ethnic
groups
when
there's
very
low
rates
of
vaccination
to
target
all
those
risks
without
which
to
persuade
and
vaccinations
are
necessary
for
them
individually.
B
Just
just
on
that
support
job,
we
are
doing
precisely
that.
Indeed,
councilman
zaka
has
been
doing
some
kind
of.
C
B
To
ensure
that
those
who
may
be
accused
of
that
previously
or
those
living
harder
to
reach
communities
come
forward
are
given
every
opportunity
to
get
the
jab
scene.
A
B
I
just
want
to
pick
up
the
other
issue
about
about
travel
city,
of
course,
because
of
the
prevalence
of
the
delta
variant.
We're.
E
B
To
place
birmingham
into
what
it
calls
enhanced
support,
enhancer
support
comes
with
extra
advice,
is
advice.
It's
not
regulation.
As
with
the
previous
tier
system,
the
extra
advice
includes
that
should
minimise
their
trouble
into
and
out
of
burlingame.
My
view
is
that
clearly
impacted
and
contingent
on
the
hospitality
sector,
the
city's
economy,
but
as
long
as
that
advice
remains
in
situ.
So
we
are
lobbying
and
will
continue
to
lobby
the
government
for
further
support
for
the
hospitality
sector,
including
berlin,
and
going.
A
A
A
In
terms
of
student
return,
part
of
what
we've
been
doing
at
universities
is
encouraging
students
to
test
before
they
go
home,
which
is
exactly
why
I
think
we
have
had
this
rapid
increase.
Almost
every
university
sitting,
students
are
being
responsible
and
doing
additional
tests
before
they
go
home.
A
Bases
all
of
the
universities
having
faced
emergency
accommodation
solutions,
so
if
private
landlords
make
the
decision
to
evict
who
should
be
isolating
the
universities
have
support
whose
student
welfare
in
place.
The
point
I'm
messaging
is
the
important
one.
We
have
a
meeting
today
from
the
cabinet
office
to
go
through
our
engagement
communications
approach
to
see,
if
there's
anything
else
we
can
do,
we
haven't
been
very
good
at
them.
You
know
magnifying
anyone
else's
good
idea
and
adapting
it
and.
C
A
Vaccination
toolkit
to
provide
resources
both
medium,
even
in
multiple
languages
as
well,
to
ensure
communities,
identity
in
multiple
weeks,
multiple
ways-
and
I
think
now
we
are
facing
a
agreement.
These
questions
are
getting
answered.
They
are
coming
forward
and
I
was
talking
to
the
gp.
Yesterday.
You
talked
about
70
year
old
lady,
you
changed
the
mind.
A
The
increasing
access
is
improving
across
the
city.
West
birmingham
still
remains
a
challenge,
and
there
should
be
seven
additional
community
plans
decides
that
you
next
two
weeks
in
west
birmingham
to
increase
access
on
that
side
in
that
area
as
well.
So
there's
a
lot
going
on
to
both
change
the
message
update
it,
keep
it
relevant
and
respond
to
the
meaningless
as
it
comes
out
in
terms
of
the
qriket
event.
I
understand
enforcement
police
continue
to
work
with
cricket
ground,
to
review
any
learning
and
quickly
ahead
of
the
next
amount
of.
A
Are
lessons
learned
particularly
lessons
learned
about
managing
the
alcohol
on
on
the
ground
for
our
long
days,
and
especially
whether
it's
good
and
in
terms
of
the
point
of
her
immunity?
Yes,
homemade
is
not
blindfolded,
it
keeps
changing
and
that's
why
unt
is
not
working.
Secondly,
natural
immunity
wears
off
and
we're
now
seeing
very
good
evidence
of
people
who
have
covered
in
wave
one
people
the
delta
variant
way
through
and
the
natural
immunity
seems
to
last
only
about
three
to
six
months.
A
And
we
are
in
the
process
of
standing
up
some
more
city-wide
conversations
outside
to
be
working
in
the
nhs
to
enrage
it
by
the
greek
members
to
bring
everyone
up,
speed
vaccine
program
as
well
and
finally,
on
the
plan
for
the
walking
site.
We
are
working
together
to
get
the
information
to
members
as
soon
as
we
have
it.
A
A
Understand
you
on
the
tournament
just
we're
talking
about
the
vaccines
down
longevity
of
life
protection.
I
think
I
read
there
was
a
report
out
that
was
saying
that
the
advice
of
the
one
may
get
lifetime
protecting.
Is
that
something
that's
looking
at
the
performance?
Yes,
yes,
and
certainly
the
latest
research
is
suggesting
that
the
vaccines
do
give
long-term
protection.
A
As
I
said,
the
the
challenge,
with
variance
is
that
the
transforming.
A
There
are
serious
side
effects,
but
they
are
incredibly
rare
and
they
are
less
common
than
being
killed
by
them
and
for
that
expensive
address
and
that
they
give
protection
for
a
long
time,
and
that
is
really
promising.
We
obviously
won't
know
if
they
protect
fighting.
B
Thanks
very
much
and
justin,
we
will
note
that
updates
and
just
reinforce
the
message
not
having
vaccinations.
Please
do
come
forward
and
take
it
moving
on
to
item
security,
building
birmingham
highgate
road
development.
This
report
sits
through
it
for
the
import
business
case
and
procurement
strategy
for
the
highgate
road
development,
which
will
deliver
61
new
homes
for
social
rents
in
the
city.
The
business
case
is
attached
aside.
B
B
The
previous
report
covered
received
back
in
2019
proposed
particular
size,
but
since
then,
an
opportunity
has
been
taken
to
increase
the
density
and
therefore
we're
now
able
to
deliver
61
social
rents
and
the
different
hashtags
are
set
out
in
paragraph
3.6.
B
But
what
I
particularly
wanted
to
draw
attention
to
is
the
paragraph
7.1.5,
the
business
chart
for
social
responsibility,
which
of
course
is
a
mandatory
equine
for
businesses
contracting
with
cancer.
This
is
delivering
social
value
and
capacity
as
well
as
surrounding
areas,
and
particularly
impressive
in
terms
of
local
employment.
Faculty
have
groups
particularly
young
people.
It
will
be
a
donation
of
500
pounds
for
every
property
built
for
the
building,
birmingham,
scholarship
and
a
minimum.
Full-Time
equipment
and
wonderful
apprenticeship.
Opportunities
are
expected
to
be
delivered
out
of
this
development.
B
There'll
also
be
a
good
employer
requirement,
so
required
to
pay
the
real
moving
wage
and
supply
chain,
and
the
development
will
need
to
be
green
and
sustainable
and
evidence
will
be
required
as
to
how
bitter
is
ensuring
material
jews
are
sourced.
Ethically
so
a
huge
amount
there
in
terms
of
social
value
being
driven
out
of
this
scheme,
as
well
as
61
houses
being
built
with
social.
A
Thank
you
a
couple
of
points.
Firstly,
just
on
the
opening
cover
sheet
list
reward
effective,
but
I
think
that's
probably
wrong
and
I'm
about
to
think
that
in
a
minute,
I'm
looking
at
the
scheme
itself
very
much
support
and
the
comments.
Member
local
councillors
around
the
children's
and
apartments.
A
Where
that
is
a
big
issue,
the
reason
I
mentioned
about
rewards
when
you
look
into
the
report.
It
says
that
there's
an
overspend
in
this
one
and
that
money
will
be
recouped
by
changes,
savings
on
the
king's
norton
and
midway
schemes.
Therefore,
it
does
presumably
also
affect
those
walls
as
well.
It
doesn't
specify
what
my
first
question:
what
changes
are
actually
going
to
be
done
to
those
schemes?
Are
those
schemes
now
going
to
lose
the
public
open
space
or
community
provision
that
is
being
provided
in
them?
A
I
think
we
need
to
hear
that
answer,
so
we
can
understand
the
issues
there
and
then,
when
you
look
at
the
exempt
from
this
item,
I
would
ask
legal
services
to
really
look
at
this
again
and
actually
see
whether
we
can
be
able
to
be
published.
I
cannot
see
a
reason
why
the
information
on
there
is
exempt.
The
public
report
contains
what
the
current
proposed
cost
of
this
development
is.
The
exempt
report
simply
contains
previous
estimates
of
the
cost.
So
it's
not
the
current
information.
A
A
Openness
and
transparency,
just
over
three
simple
questions,
really:
what
was
the
original
cost
against
this
development?
What
savings
are
being
made
to
bring
it
back
in
line
and
what
is
the
new
cost
of
development?
I
I
don't
think
I
think
these
are
questions
that
investments
have
the
right
to
know.
The
answer
to,
I
think
any
any
finer
bits
there
may
be
something
bad,
but
I
think
things
like
that
opens
transparency
is
all
about.
B
Okay,
thank
you.
Well,
I
think
the
paragraph
731
gives
the
cost
of
the
development
to
12.23
million
pounds,
but
let
me
pick
up
the
other
two
issues
raised.
B
A
B
B
Thanks
very
much
that
takes
us
on
to
item
eight,
which
is
the
program
team
for
the
enterprise
zone
program.
This
report
seeks
room
to
enter
into
a
funding
agreement
and
service
level
agreements
with
the
greater
birmingham,
solid
hormone
enterprise
partnership,
in
order
to
extend
the
delivery
delivery
period
with
the
enterprise's
own
program
team.
That
team,
of
course,
is
based
in
the
inclusive
growth.
B
Directorate's
intention
is
to
extend
the
life
of
the
team
from
additional
two
years
from
the
31st
of
march
next
year
through
to
the
31st
of
march
2024,
and
when
you
see
the
industry
he's
being
delivered
by
this
team,
you
can
see
the
evidence
for
what
I've
been
saying
continually
now
that
we
are
entering
a
golden
decade
from
city
we're
undergoing
an
unprecedented
level
of
development,
which
is
bringing
long-term
economic
benefits.
B
B
That
will
transform
the
city's
visitor
economy,
creating
a
major
cultural
leisure
destination,
a
dynamic
mix
of
uses
that
will
include
vibrant
markets,
leisure
and
cultural
facilities,
a
major
public
square
and
an
exemplar
residential
neighborhood
paradise
scheme
which
across
three
phases
will
deliver
another
140
square
meters,
a
great
and
commercial
floor
space,
300
private
sector,
routine,
residential
units,
two
new
car
parks,
a
four-star
hotel,
250
rooms
and
a
sky
bar
the
great
one
listed
on
cursing
station
refurbished
by
hs2
two
million
pounds
of
nz
funding
going
into
that,
along
with
3.6
million
pages
to
funding,
to
bring
that
historic
building
back
into
use
as
offices
and
exhibition
space.
B
B
The
belmont
works
team
investment
by
burma
city
university
and
will
be
the
base
for
steam
house
in
the
future
very
pleased
with
most
disabled
side
of
those
works
for
future
generations
to
enjoy
more
street
queensway
public
realm
development,
where
we're
providing
world-class
public
rail
enhancements
that
will
fundamentally
change
the
character
of
wall
street
queensland.
B
Creating
a
major
new
gateway
businesses
arriving
into
birmingham's
new
occurs
in
hs2
station,
so
genuinely
a
golden
decade
for
the
future
ahead,
and
we
can
be
confident
that
birmingham
and
its
people
have
a
bright
future
ahead
of
us
and
we
need
to
ensure
that
the
majority
of
those
jobs
created
and
homes
built
are
provided
for.
The
people
of
this
city.
I'd
have
to
say
any
questions.
B
Be
careful
if
there's
nothing
that
major
success
story
for
the
city?
Can
we
then
agree
the
recommendations?
Two
one,
two,
two,
four
three:
three.
Thank
you
texas
item,
nine,
which
is
the
birmingham
development
plan
review
and
right
revised
local
development
scheme
in
line
with
the
legislation
and
review
of
the
local
plan,
which
includes
the
voting
development
plan
has
been
undertaken
in
order
to
assess
if
an
updated
plan
was
required.
B
The
development
plan,
of
course,
was
adopted
back
in
2017
forms
a
key
part
of
birmingham's
local
plan
creation
of
documents
that
sets
out
a
planning
program.
Looking,
as
I
said
earlier,
local
planning
authorities
are
required
by
legislation
to
review
their
plan
and
they
have
to
review
at
least
every
five
years
from
the
date
of
adoption.
Paragraph
three
three
sets
as
what
the
review
has
considered
in
this
case
and
findings
of
that
review
are
attached
at
appendix
one.
B
There
have,
of
course,
been
a
number
of
changes
to
national
planning
policy
and
guidance,
since
plans
were
locked
and
not
least,
the
standard
method
for
calculating
housing
need
was
introduced
by
the
government
in
2017
and
revised
in
december
of
2020
that
new
standard
method
places
a
35
problem
on
the
housing
numbers
are
on
the
top
20
largest
english
cities,
of
course
increases
birmingham,
housing
numbers
considerably
when
compared
to
the
assessed
need
which
sits
within
the
development
plan,
the
bbp
figure
will
remain
as
the
city's
housing
requirement
until
the
vdp
is
five
years
old.
B
That
will
be
arrived
back
in
january
of
next
year.
After
that
point,
the
local
housing
need
calculated
using
standard
method
will
be
used
to
determine
the
housing
environment.
Therefore,
it
is
important
that
work
on
updating
our
plan
commences,
so
the
housing
number
generated
by
the
new
standard
method
can
be
properly
considered.
B
I
do
think
that
the
government's
housing
policies
is
somewhat
unless
in
this
country,
these
changes
that
have
been
resisted
by
some
backbench
members
of
the
conservative
party
disappears
further
agreed
that
governments
have
forced
already
number
of
changes
by
the
government,
but
imposing
a
35
percent
company
on
20
largest
english
cities
really
is
an
informal
approach
to
how
we
might
meet
our
housing
going
forward.
B
Of
course,
there
are
other
factors
outside
of
what
government
is
doing,
we're
taking
place
that
require
us
to
update
the
plan,
not
least
the
fact
that
council
declared
a
climate
emergency
back
in
2019,
and
we
have
committed
to
achieving
carbon
neutral
status
by
2030
or
as
soon
after
as
a
just
transition
will
allow.
So
the
new
plan
will
play
an
important
role
in
supporting
move
towards
net
zero
carbon.
B
There
are
also
the
long-term
consequences
of
the
kobe
19
pandemic
that
will
impact
our
retail
and
office
water-based
targets
currently
set
out
in
the
bbp
and,
of
course,
the
big
city
plan
is
now
being
replaced
by
our
future
city
plan,
and
this
will
require
the
spatial
strategy
of
the
vdp
to
re-evaluate
the
city
center
growth
area.
B
So,
given
the
scale
of
all
of
these
changes,
but
to
national
policy
and
chances
in
local
circumstances,
this
report
recommends
that
the
new
local
plan
is
repaired,
prepared
sorry
to
replace
the
current
fund
and
we'll
be
taking
this
forward
with
setting
up
a
new
cross-party
small
board
that
will
oversee
the
changes
that
come
from
john.
A
Thank
you.
I
can
see
the
case
for
doing
some
more
work
on
this.
I
just
wanted
to
ask
about
the
timing
of
it,
because
I'm
thinking
in
your
introductory
remarks,
you've
indicated
some
of
the
uncertainties.
There's
two
big
uncertainties
around
planning.
What
is
what
happens
to
office
use
in
the
life
of
pandemic
and
changes
in
working
compatible?
And
secondly,
because
the
government
proposed
policies
on
planning
which
are
proved
so
unpopular
with
conservative
shares
and
control
cabinet.
Liberal
democrats
will
continue
taking.
A
I
know
it
takes
a
long
time
to
develop
a
valuable
government
plan,
but
working
within
the
office
has
started
not
quite
well
about
the
certainty
about
in
terms
of
set
around
office
thinking
around
likelies
around
government
policy,
and
there
might
be
a
sense
of
marketing
time
for
a
few
months
until
this
clarification
around
some
of
these
issues.
F
A
We
shouldn't
be
just
surrendering
being
space
on
the
basis
of
some
hypothetical
numbers.
I
think
it's
also
important.
We
actually
council
push
back.
A
Actually,
those
numbers
have
been
quite
wrongly
calculated
and
vastly
underestimating
the
need
there
was
so
do
you
think
that
piece
of
work
needs
to
happen
as
part
of
it?
Also,
I
mean
I've
raised
this
before
you
know.
Council
blues
had
to
go
away
and
look
at
it.
It's
never
really
come
back,
so
I
raised
it
again.
A
We
also
need
to
be
looking
at
when
the
council
is
disposing
of
either
land
or
when
it's
building
new
stock
markets,
just
over
an
earlier
item,
really
does
need
to
use
the
covenants
so
that
we
can
make
sure
that
the
houses
that
built
family
housing
is
built
actually
for
them
to
maintenance,
family
housing.
F
A
I'm
really
touched
on
them,
so
I'm
sure
we've
picked
up
as
part
of
the
work
that's
done
in
it.
We
need
to
again
do
more
in
the
city
around
making
sure
that
somebody
will
buy,
because
you
know
you
look
at
all
the
surveys.
It's
not
just
people
don't
want
to
rent
the
rest
of
their
lives.
They
want
to
be
able
to
get
on
the
housing
office.
We
need
to
make
sure
that
we're
making
it
important
for
people.
B
This
notion
of
brownfield
first,
the
birmingham
development
plan
adopted
in
2017
proposes
building
on
all
available
brand
beer
sites.
The
reason
you
can't
go
down
this
idea
that
we've
built
on
brownfield
before
you
know
any
green
values
is
the
need
to
maintain
a
five-year
land
supply
for
housing
development
that
is
in
the
legislation,
and
if
we
do
not
include.
B
B
B
The
government
to
do
more,
and
indeed
and
there
to
do
more,
did
we
have
a
meeting
with
one
of
those
officials
coming
up
to
press
this
particular
point
mary's,
simply
not
doing
enough
to
help
them.
Do
the
very
unaffordable
needs
in
the
city,
I'm
not
bringing
it
back,
but
I'm
going
to
bring
you
the
offices
and
some
comments.
A
Houses
onto
a
site
than
another
one,
you
know
well
it's
time
to
push
back
on
that
when
you
made
it
you've,
hopefully
limited
protecting
green
space
and
gave
you
very
well
with
her
stance
about
how
it's
a
five-year,
housing
supply
management,
government
and
the
issue
is
when
the
council
took
forward
building
on
the
road
and
shortly
afraid-
and
it
was
pointed
out
that
they
were
not
on
the
five-year
housing
plan.
A
B
So,
just
to
pick
up
those
two
points,
then
density
and
point:
we
had
a
report
earlier
on
highgate
development
site
where
we
increased
the
density
on
that
site
in
order
to
deliver
not
30
social
housing
units
for
people
in
the
city,
but
61..
So
we
are
pushing
std
throughout
the
time
developing
in
bmp
and
since
we've
continued
to
push
our
identity
to
help
meet
some
of
our
needs.
B
We
can
only
meet
so
much
of
our
need
within
the
city
boundary
some
57
000
units,
I
think,
within
the
city
boundary
against
our
assessed,
need
of
98
000..
If
we
do
not
continue
to
push
for
further
sites,
we
will
simply
increase
the
level
of
homelessness
and
the
level
of
overcrowding
in
the
city.
That
is
not
fair
on
the
people
of
birmingham,
and
we,
the
labour
administration,
will
do
all
we
can
to
meet
the
housing
needs
of
the
people
who
live
in
this
city.
B
Okay,
there's
no
further
comments.
Can
we
agree,
then
recommendations,
two
one
two.
B
Meetings
and
appointments
of
other
bodies,
including
outside
bodies,
to
be
made
by
the
camera.
The
proposed
meeting
dates
for
cabinet
center.
B
And
well,
we've
already
made
the
new
nomination
our
submission,
but
I
will
take
that
away
and
bear
in
mind
for
12
months.
B
Okay
can
we
agree,
then
recommend
the
recommendations
for
2165
agreed.
B
For
the
city
of
birmingham,
because
the
financial
term
reports
he's
playing
a
balanced
position
and
that
is
balanced
after
transferring
sending
pounds
of
kodi
grant
to
holy
reserve
and
transferring
further
understand
just
over
78
million
into
reserves.
The
encoding
reserve,
of
course,
is
about
meeting
the
already
emerging
financial
presses
and
risks
from
the
pandemic.
B
We're
not
yet
out
of
that
situation
and
those
risks
will
be
ongoing
throughout
this
financial
year
and
then
paragraph
412
sets
out
money
allocated
into
reserves
for
specific
purposes,
and
I
just
wanted
to
flag
up
three
of
those.
The
12.1
million
pounds
it's
requesting
to
reserves
to
now
help
clean
the
city
up
we've
seen
during
the
period
of.
B
B
Secondly,
the
10
million
pounds
has
been
placed
into
the
community
recovery
plan
reserve
that
provides
us
with
the
resource
to
help
with
the
recovery
from
the
effects
of
public
pandemic
and
then
finally,
2
million
pounds
that's
being
set
aside.
B
To
the
remarks
that
upstead
will
be
making,
so
I
think
we're
placing
this
money
into
reserves
whereby
we
can
maximize
the
impact
of
benefit
to
communities
and
citizens
across.
Let
me
now
bring
you
personally
being
responsible,
alongside
treasury
officials
with
council,
for
producing
this
balanced
position.
I
do
congratulate
the
officers
in
finance
for
the
work
that
they've
been
doing
alongside
council
of
christian
chaplain.
B
A
You
obviously
it's
been
a
year
as
a
result
of
pandemic,
but
actually
it's
also
been
extraordinary
in
terms
of
the
room.
We've
seen
financial
position
in
the
council
there's
more
on
that
on
the
next
report
as
well,
but
you
can
just
think
of
a
few
things.
I
think
the
remarkable
turnaround
we've
seen
this
is
your
authority
over
the
last
couple
of
years
in
terms
of
managing
both
revenue
and
capital.
A
Budgets
has
been
exceptional
and
that
is
a
leading
said:
absolute
credits,
both
its
finance
service
staff,
but
also
members
of
staff
across
the
country
and
budget
holders
and,
of
course,
executive
members
of
the
council
as
well.
We've
worked
tirelessly
over
the
last.
A
Our
financial
position
stable
and
improving,
there's
just
a
couple
of
things
I'll
point
out
in
terms
of
the
report
itself.
In
terms
of
the
way
we've
treated,
the
redeployment
staff.
A
Between
business,
as
usual,
public
costs
and
then
furthermore,
transformation
cost
as
well,
and
all
of
that
will
continue
to
be
reported,
through
the
monthly
exception
to
scrutiny
and
the
course
so
again
in
terms
of
improvement,
when
we
manage
our
financial
position,
the
absolute
transparency
and
clarity
of
what
money
being
spent
where
and
what
purpose,
I
hope
something
remains
possible,
noting
something
extremely
much
appreciated.
A
The
final
point
I
just
made
quickly
is
around
the
service
position
as
well.
Also,
members
who
have
short
notice,
improved
reserves,
position
and
as
well
as
those
individual
earmarked
observers,
are
imported
now
generally
improving.
B
A
B
A
Just
on
treasury
management
alex
3.1,
I
noticed
that
we
borrowed
10
million
plans
from
parking
in
dublin
in
april
2020
at
a
rate
of
1.7,
which
is
in
repayable
in
april
21
this
year,
but
in
january
this
year
we
lent
barking
in
dagenham
and
five
million
pounds
at
a
rate
of
just
north
point,
north
two
percent
for
one
month
now.
Could
we
not
just
settle
them?
If
you
need
that
money
now,
can
we
not
usually
pay
you
early
and
save
the
interest?
Because
you
know
if
you
look
at
those
two
in
tandem?
A
I
understand
that
you
know
there
is
sort
of
the
same
way.
This
interbank
lending
goes
into.
Canceling
lending
goes
on
between
the
two.
It's
all
the
cash
flow
issue,
but
you
would
have
thought
one
column
would
have
netted
off
the
other
and
especially
seeing
the
differences
in
the
exchange
rate.
1.7.
A
Short-Term
loans,
short-term
loans,
as
we
all
know,
some
normally
carry
an
excessive,
sometimes
eye-watering
one,
but
we're
only
charging
nor
one
did
not
want
two
percent.
I
was
just
wondering
a
little
bit
explanation
going
back
and
ultimately,
we've
signed
that
up.
A
Thank
you
and,
first
of
all
thank
you
to
officers
what
they've
been
doing
this
year
in
difficult
circumstances,
on
the
books
and
obviously
we'll
say
when
you
look
at
the
the
table
on
2.29
table,
4
or
united
and
normal
it's
a
savings
table
normally
that
table
would
contain
which
of
the
savings
were
achieved
on
a
one-off
basis.
Now,
when
you
go
further
into
the
report
on
page
282
of
the
pack
or
page
44,
if
there's
a
table,
that
seems
to
pick
up
some
more.
A
Just
picking
up
on
the
street
scene
elite
was
quite
right
to
highlight
the
growing
amount
of
flighted
waste
and
rubbish
on
our
streets
and
also
in
his
right
to
thank
all
those
relatives
across
the
city
who
do
volunteer
litter,
picking
and
cleaning
up
righted
waste,
it's
quite
remarkable
and
how
many
residents,
particularly
over
the
last
year
and
have
come
out
and
we've
got
wonderful.
A
My
own
area,
I'm
making
a
great
difference
to
the
city
and
trying
to
fight
the
tide
of
all
this
rubbish,
that's
on
the
streets,
but
when
you
look
into
a
port
it
says
that
8.7
million
overspend
on
street
theme
that's
been
put
down
to
copenhagen
and
there's
not
really
any
any
further
detail
on
that.
Whatever
the
cabinet
member
would
just
explain
why
it's
very
related,
because
obviously,
that
department
is
quite
often
overspent
and
even
though
I
know
this
would
be.
A
Basically,
the
budget
wouldn't
be
the
first
time
that
in
the
last
nine
years,
the
budget
has
been
rebated
and
still
being
overspent
afterwards.
So
can
we
just
get
some
information
specifically
why
it's
coded,
rather
than
what
has
happened
in
that
department
in
the
past?
Just
creeping
up,
then,
when
you
turn
to
annex
a7
and
part
two,
it
says:
there's
a
0.5
pressure
in
waste.
A
Following
reduced
collection
or
in
the
suspension
of
auto
issuing
reminders,
why
didn't
we
suspend
the
automatic
issuing
of
reminders
for
films
if
it
was
automatic?
We
didn't
need
to
do
anything
to
actually
have
them,
go
out
and
collect
their
money
and
if
they
didn't
need
customers
one,
they
weren't
automatically
two
that
we
weren't,
perhaps
correctly
applying
the
government's
guidance
around
the
code
of
if
something
has
to
be
done
from
the
office,
and
you
can
go
in
and
do
it.
A
Turning
further
on
to
annex
a9
and
talks
about
contingencies
and
there's
an
underspend
on
the
contingency
drawdown
on
car
parking,
252
000..
Can
you
just
just
explain
what
that
is
so?
Is
that
a
case
of
actually
more
people
were
using
the
car
packs
over
the
last
year,
and
we
expected
always
that
the
benefit
of
the
income
reclaiming
scheme
and
then.
F
A
Touching
on
alex
3.1
we've
got
in
here
that
the
council
borrowed
10
million
from
parking
in
april
2020.,
that's
going
to
cost
us
my
master's
right,
170,
000
in
inches,
and
then
we've
loaned
them
five
million.
But
it's
going
to
cost
us
1
000
pounds.
So
we
are
paying
that
1
700
times
more
interest
and
they
will
be
paying
us
or
if
you
want
to
look
on
a
monthly
basis.
71
times
more
than.
A
Thank
you
in
the
project
debates
in
february
2020
in
your
summing
up.
You
made
the
following
comments.
Let
me
give
you
the
undertaking.
I
think
you
were
looking
for.
He
next.
A
Of
care
now
what's
happened
this
year
is
the
reporting
number
seven
million
pounds
from
social
media
and
understand
is
going
back
again
into
general
reserves
back
into
social
services.
A
But
the
fact
is
that
council
members
have
special
social
care
and,
to
my
mind,
to
continue
to
guarantee
that
that
money
is
spent
on
social
care,
particularly
given
the
precious
metals
but
in
general
and
in
terms
of
some
of
the
paint
have
been
very
welcome.
A
In
mainstream
budgets
in
the
last
year,
I
think
if
any
of
the
opposition
parties
have
come
to
the
budget
debate
in
february
and
said,
there
will
be
a
70
million
pound
understanding.
This
is
how
we
propose
to
spend
him.
He
would
have
been
left
out
of
court.
However,
I
would
refer
you
to
our
amendment
in
particular,
because
we
played
a
lot
of
emphasis.
A
You
have
to
find
sensible
ways
of
using
it
to
hopefully
reduce
future
costs
and
tackling
issues.
Welcome
the
extra
money
going
into
the
flights
of
legitimate,
I
think,
there's
been
an
increase
and
then
there's
also
a
significant
problem
with
life.
A
Is
to
search
for
one-off
projects
that
can
make
a
sustained
difference.
What
we
propose
in
the
budget
debate,
because
we
quite
love
money
to
communities
and
there's
significantly
more
money
here
than
was
available
today.
The
world
needs
communities
who
may
find
solutions
which
are
unique
to
their
communities
for
local
problems,
often
around
restricting
access
to
sites
that
have
been
reviewed
by
technicians
as
well
as
I
think
there
is
investment
in
cameras
which
I
think
is
important
and
will
be
very
useful
if
we
see
cameras
becoming
more
available
or
look
like
excited.
A
A
A
A
A
Need
to
tackle
what
we
can
do
about
counseling
mentioned
about
tabby
bombs
on
flight
living
on
private
land.
We
have
no
duty
to
clear
by
the
city
council.
Our
powers
are
extremely
restricted
on
that
it
is.
It
is
a
fairly
important
kit
as
well.
A
Is
not
able
to
pick
up
all
the
costs,
bad
landlords
and
bad
owners
regards
to
permian
plus
castle
we've
had
a
delay
implementing
our
restructuring
plan,
including
the
directorate
lots
of
income,
trade,
waste
and
other
parts
of
the
service
and
additional
cost
to
biosecurity,
which
is
increased
this
year.
A
But
again
we're
looking
forward
to
a
really
positive
12
months
ahead,
he's
tackling
the
issues
of
people
in
the
city,
and
I
certainly
hope
that
we
get
support
from
our
opposition
members
on
this,
not
just
on
on
helping
out
on
disciplining,
but
we're
actually
supporting
it
in
delivering
this
we've
got
people
who
are.
A
C
B
B
D
D
Then
there
is
a
duty
there
to
clear
it
up,
so
these
people
can
get
out
so
at
the
moment
just
to
thank
john
and
his
team,
because
they
are
doing
a
lot
of
work
in
the
background
to
ensure
that
we
do
clean
up
this
land.
So
I
hear
what
john's
saying,
but
I
know
that
they
are
working
really
hard
to
work
with
other
services
to
clean
up
some
of
these
land
and
we'll
start
to
see
more
and
more
of
these
as
the
ones.
B
B
The
other
matters
that
were
raised
on
the
out
before
tristan.
Thank
you
just
firstly,
on
the
capital,
ordinance.
A
Points
we'll
absolutely
provide
the
analysis
of
important
savings.
A
Quite
nicely
the
issues
around
the
name
of
the
budget
impact
on
those.
Obviously,
all
parts
of
the
council
have
been
impacted
by
if
by
nothing.
A
A
Is
where
we
know
due
to
construction
changes
and
due
to
income,
you
know
redevelopment
regeneration,
there
will
be
car
parking
spaces
lasting.
A
For
therefore,
and
then
finally,
in
terms
of
capital
in
terms
of
trading
management,
I
will
bring
in
becky.
If
I
can
on
that
point
I'll
just
make
a
point
is
the
graph
containing
report.
Let's
illustrate
how
the
pwl
rate
is
taking
up
and
therefore
the
likelihood
to
secure
best
rates.
It
would
be
necessary
for
us
to
enter
into
arrangements
of
other
local
authorities
rather
than
bonds
in
order
to
make
sure
we
get
best
value
taxpayers.
F
F
Apologies,
yes,
so
that's
that's
done
down
through.
B
A
Thank
you
yeah
again
welcome
piece
of
good
news,
I'm
and
actually
you're
absolutely
right.
The
two
tied
together
very
nicely.
It's
not
coincidence
that
the
outcome
walks
in
the
revenue
management
has
improved
so
much
in
business
organization,
and
the
sixth
report,
which
is
taking
us
from
a
one
star
starting
poster,
is
indicative
of
that
improvement.
I'll
just
show
you
that
at
this
point
this
is
a
collaborative
endeavor
and
he's
led
by
service
finance,
but
it
has
involved.
A
So
I
would
just
place
the
back
of
my
thanks.
All
the
budget
problems
we've
also
engaged
with
the
safety
process,
not
least
members
in
this
room
who
have
contributed
to
the
review
very
easily
and
and
past
the
credit
card.
The
improvement
we've
seen
does
seem
to
be
about
being
too.
You
know
just,
but
the
members
around
this
really
contributed
strongly
to
improving
budget
management
as
well,
and
we
have
hope
to
reach
three
stars
next
year.
So
actually,
this
is
not
only
vast
improvement
of
that
position.
A
A
And
just
on
a
on
a
positive
note
as
well,
our
progress
has
also
been
recognized
nationally
as
well
having
nominated
two
prestigious
national
awards
and
public
finance
awards
to
take
place
in
september.
One
of
the
really
interesting
awards.
A
But,
of
course,
there
is
still
room
for
improvements.
We
are
freestyles
and
not
lifestyles.
Instead
of
some
way
to
go.
Should
we
choose
to
go
down
that
route
and
officers
are
working
to
determine
what
next
steps
will
be
in
terms
of
our
improvement
generally,
we
are
continuing.
A
Yeah,
you
very
much
so
hopefully
my
first
name
was
global
here,
but
you
know
three
years:
27
2017
2018
2019
birmingham
city
council
received
section
24
notice
that
each
in
one
of
those
years
so
berlin
city
council
is
the
first
council
in
history
to
be
to
get
three
statutory
notices
for
financial
mismanagement.
So
here
the
chartered
institute
of
public
finance
and
accountancy
bcc
against
a
five-star
model,
as
councilman
chatzfeel
said
and
they've
awarded
us
three
stars
which
lane
races
moderate.
A
So
I
I
can
hear
the
excitement
of
everyone's
been
being
graded,
moderate
and
when
you're
going
from
one
star
to
three,
I
I
that
is
that
probably
isn't
a
lot
of
work
to
go
from
financial
mismanagement
to
acceptable.
But
this
really
is
not
where
you
know
the
taxpayers
in
this
city
really
want
us
to
be.
I
think
they're
really
looking
for
us
to
be
up
there
and
five
stars,
and
I
think
you
know
there's
a
lot
of
congratulations,
goings,
backing
and
father
big
deservedly.
A
But
you
know,
I
must
point
out:
we've
got
an
interim
ceo,
we've
got
an
interim
cfo,
and
so
how
sustainable
is
this
improvement
from
one
star
to
three
talk
of
going
to
five?
But
you
know,
holding
it
to
three
here
could
be
quite
difficult
and
the
other
thing
as
well.
That
crossed
my
mind
when
I
read
the.
A
He
was
that
he
was
a
non-executive
advisor
of
the
court
to
the
late
late
administration
during
a
period
when
they
were
deemed
to
need
outside
help
to
run
the
council,
and
so
basically
do
we
have
someone
here
almost
marking
his
own
homework.
Pacifica
gave
advice
to
this
council
about
financial
financial
resilience
and
here's
zip
code
coming
in
and
looking
at
how
financial
facilities
have
been
giving
us
three
stars.
So
I
would
feel
more
comfortable
if
the
lga
or
something
like
that
had
come
in
and
given
us
a
full
audit
rather
than
that.
A
But
at
the
end
of
the
day,
we've
moved
from
one
to
start
to
three
stars,
but
now
officially
moderate
and-
and
I
would
say
that
I
would
welcome
the
improvement.
I'm
sure
in.
B
The
city-
I'm
not
surprised,
you're
very,
very
disappointed
about
this,
but
I'm
not
sure
it's
sentiment
to
be
questioning.
A
To
just
touch
on
the
fact
that,
while
it
is
very
welcome-
and
this
happened-
it
is
an
interesting
difference.
The
council
has
taken
to
how
they've
treated
the
openness
and
transparency
of
this
with
the
one
that
gave
them
one
stuff,
and
I
do
believe
that
hasn't
actually
been
published
would
have
been
interesting.
But
it's
happening
to
actually
contain
one
song
and
the
three
star
wars
and
actually
have
a.
A
C
A
About
it,
but
it
will
highlight
the
the
one
other
thing
in
here.
That
really
is
still
which
we've
been
raising
for
years
and
the
council
really
does
mean.
A
A
Style
very
top
national
picture
and
I'd
also
say
that
yes
councilman.
We
are
aware
of
the
comments
made
in
new
york
to
point
out
that
last
year's
there
was
no
section.
A
A
B
And
grant
awards.
Unfortunately,
councillor
shannon
thompson
is
not
with
us
for
this
meeting,
so
I'm
going
to
ask
rob
james
to
just
address
this
report.
E
And,
as
you
say,
this
is
the
board
here
that
we've
been
able
to
submit
a
bid
for
the
sleeping
initiative.
It
was
first
launched
in
2018,
and
this
year's
kit
is
for
just
over
1.2
million.
E
E
This
has
been
recognized
by
government
through
their
campaign
of
getting
one
in
the
success
of
those
initiatives
over
the
last
12
months
has
been
marching
down
to
steve
past
our
strategic
lead
for
what's
leading
steve,
we'll
go
through
the
details
of
our
submission.
A
And
I'm
pleased
to
say
that
we've
had
a
resolved
problem
that
makes
clg
in
terms
of
the
revenue
which
is
1.238.782
million.
So
very
nearly
all
we
asked
for
in
addition
to
that,
we've
had
funds
brought
forwards
in
support
of
one
from
last
year
from
nhlg
and
the
transition
payment,
so
in
total
we're
about
1.6
million
for
crosstable
work
in
this
year,
which
is
double
what
we
had
from
the
previous
year.
A
So
that
does
underline
the
hard
work
that's
gone
on,
and
I
would
very
much
point
to
the
partners
and
the
volunteer
secretary
and
staffing
partners
in
this
that
made
that
possible
and
some
of
the
learning
that
we
have
from
the
pandemic
forwards
into
the
commissioning
board
this
year
that
we've
just
gone
into.
So
we
have
more
emergency
accommodation
available.
We
have
more
navigators
available
on
the
streets
to
help
people.
We
have
a
dedicated
social
work
proposal.
We
have
a
night
shift
outreach
out
there
every
night
on
the
streets
of
birmingham.
A
And
that's
a
very
positive
position
to
be
here.
It
doesn't
mean
that
it's
over
by
any
means
in
terms
of
just
sleeping
it
wasn't
everybody
in
and
we
can
hang
up
our
booths.
People
are
flying
onto
the
streets
still
and
that's
a
challenge.
We
will
see
70
to
90
people
in
any
month
and
up
to
25
to
35
of
those
would
be
new
at
the
streets,
and
so
the
team
are
very
well
occupied
in
terms
of
that.
B
There's
no
further
questions.
Can
we
agree
recommendations
two
one
and
two
two
okay
I
mentioned
earlier.
I
do
have
to
leave
to
number
two.
So
I'm
going
to
now
go
back
to
item
7
and
we'll
take
that
and
see
that
I'm.
C
F
B
If
you're
back
to
item
7,
which
is
the
grand
central
traffic
center
and
car
park,
litigation
residual
cost
liability
revised.
Having
been
voting
for
a
request
now,
the
purpose
of
this
report
is
to
seek
authority
to
defend
a
clan
commenced
by
grand
central
mountain
of
our
alleged
park
on
the
ground
central
shopping
center.
The
intention
of
reports
to
repurpose
the
existing
group
budget
to
the
task
of
resolving
these
disputes.
It's
quite
complicated.
The
way
this
has
come
about
so
I'll,
just
run
through
the
background.
B
The
redevelopment
of
the
palestine
shopping
center
in
the
car
park,
which
is
now
known
as
grand
central
took
place
in
2011
and
in
2008,
released
national
car
parts
to
construct
a
new
car
parking
to
grant
ncp
a
new
lease
of
that
program.
The
works
were
procured
by
national
rail
under
a
development
agreement.
Completion
of
the
works
took
place
in
june
15,
following
which
it
was
alleged
that
our
heart
contained
defense.
B
The
consequence
of
these
alleged
effects
as
a
consequence
of
these
election
impacts
and
seeking
interviews
to
enter
into
release
in
2016
pcc
sold
its
leasehold
interest
in
grand
central
to
grand
central
limited
in
this
sale
and
purchase
agreement.
Accounts
are
contracted
to
remedy
the
uhd
in
the
car
fire
as
national
violence
procurement
carried
out
the
works.
The
council
also
entered
into
a
subsequent
degree
in
national
rail
to
rectify
the
identified
election
defense.
B
The
works
were
carried
out
by
national
round
in
2016
and
it's
again
the
mention
of
these
works
found
directed
by
the
unexpanded
alleged
defense.
So
in
2018,
grand
centrality,
national
car
parks
and
council
entered
into
a
settlement
agreement
by
which
a
remedial
solution
would
be
implemented
on
various
financial
pains
would
be
made.
However,
grand
central,
limited
and
ncp
terminated
certain
ingredients
at
the
end
of
april
2020
and
since
then
central
limited
has
issued
legal
proceedings
with
the
claim
of
around
20
million
plans.
B
The
council
has
filed
the
defense
and
counterclaim,
and
these
were
served
under
central
liberty
on
the
1st
of
june
this
year,
and
a
clown
has
also
been
issued
against
national
rail
on
the
same
day.
To
see
the
indemnity
from
any
liabilities
bound
to
be
owned
by
bcc
to
run
a
central
negative,
it's
all
disappointing
that
the
agreement
has
fallen
apart,
because
the
only
people
within
their
game
and
this
process
will
be
lawyers
and
the
council
has
been
advised
that
could
incur
substantial
fees
and
charges
if
the
matter
proceeds
all
the
way
to
court.
B
A
Sold
on
by
the
council,
with
an
agreement
in
2016
to
fix
any
outstanding
issues,
2018
further
settlement
was
made
after
further
claims
taken
against
the
council
and
now,
as
it
says,
in
3.1,
there's
an
adaptation
that
the
council
failed
to
procure
a
solution
and
therefore
they've
terminated
the
riemann,
the
council
in
april
2020.,
and
when
you
go
further
down
to
3.7,
says
the
council
was
required
to
file
and
serve
a
defense
in
2026
march
2021
and
the
external
legal
team
obtained
extensions
to
that
and
finally
filed
defensively
on
the
1st
of
june,
and
the
first
question
is
racism
is
why
has
this
not
come
about
to
happen
on
the
last
cabinet?
A
I
believe
this
from
september.
2018
things
have
substantially
changed,
not
just
once
but
multiple
times
since
2018..
This
clearly
should
have
come
back
for
guidance
before
we
got
to
this
situation,
and
so
I
think,
there's
a
real
concern
there
about
time.
It's
taken
to
come
back,
which
raises
another
question
and
about
going
into
figures.
So
figures
with
private.
This
question
could
be
answered
in
public.
A
A
As
part
of
the
sale
contract
in
2016.-
and
I
was
sort
of
quite
noticed-
the
juxtaposition
here
in
the
20th
april
cabinet
meeting
the
refurbishment
curve
conversion
of
the
former
youth
course
we
didn't
put
any
such
claims
or
defects
in
the
sale,
contract,
etc
there.
So
here
we
have
a
situation
where
we
bought
a
building
that
planned
out
and
had
greater
defects
than
we
accepted
very
expected.
I'm
just
so
sorry,
and
we
are
then
had
to
come
back
to
cabinet
to
have
more
money
to
prepare.
A
Where
here
there
seems
to
be
another
party.
Buying,
building
property
from
us
has
put
things
in
a
contract
for
us
to
be
liable,
so
maybe
something
in
their
future
to
try
and
protect
money.
And
again
I
think
it's
councilman
said
it's
worth
pointing
out
that
time
and
time
again,
we've
mentioned
about
the
procurement
at
times
doesn't
always
seem
to
move
in
a
timely
manner.
We
suspect
quite
often
that's
why
we're
left
with
a
single
contract.
A
And
together
here
in
3.5,
says
allegedly
that
birmingham
city
council
failed
to
kill
the
remedial
solution
that
was
agreed
and
implemented
in
a
timely
way,
and
is
this?
Is
this
again?
We
don't
know,
I
mean
obviously
there's
allegedly
here,
but
there
just
seems
to
be
pattern
going
through
here
that
possibly,
that
is
procurement,
sometimes
slightly
behind
the
curve.
B
But
I
think
in
fairness,
this
is
a
complicated
situation.
It
involves
a
number
of
players
trying
to
all
work
to
try
to
resolve
a
situation.
Not
everybody
necessarily
agrees
is
the
same
problem.
So
that's
why
this
has
taken
so
long
and
well.
It
didn't
need
to
end
where
it's
now
ending,
but
we
are
where
we
are
with
this.
A
C
A
Their
focus
was
no
longer
or
on
this
matter.
So
if
you
look
at
the
spend
from
april
2020
until
until
the
famous
issues
a
couple
of
months
ago,
it
was
minimal,
so
we
would
have
been
acting
correctly
up
until
the
until
the
readers
were
terminated
and
since
then
virtually
nothing's
happened.
There
has
been
no
spare
now
the
counter
claims
come
in
we're
coming.
D
A
To
the
cabinet,
so
I
don't
see
where
we've
gone
wrong.
I
don't
know:
we've
actually
issued
a
defense.
B
A
It
takes
to
get
to
cabinet
several
months,
so
I
think
as
soon
as
michael
davis
just
lost
my
attention,
he
we
moved
to
to
bring
his
cabinet.
So
I'm.
B
B
C
A
We
have
title
14.
F
F
The
first
time
to
our
state
of
the
city
indicators,
which
look
at
measures
outside
of
the
council's
direct
control
code,
obviously
is
affecting
quite
a
number.
F
The
main
report
gives
you
some
of
the
highlight
achievements
outside
of
the
numbers
which
I'm
sure
government
members
will
talk
about
portfolios
in
my
own
area.
I'm
just
going
to
highlight
the
ongoing
work
of
the
brothers
and
bens,
who
have
pretty
much
had
to
invent
entire
new
systems.
Over
the
last
year,
people
remind
what
they
do
to
get
money
out:
individuals
and
businesses
from
the
last
year,
and
that's.
A
F
What's
reflected
in
this
report
is
the
efforts
of
our
staff.
Over
the
last
year,
they've
been
stalking
over
the
last
15
months,
whether
it's
picking
up
bins,
whilst
others
have
a
home,
whether
it's
food
to
people,
whether.
F
Whose
hard
work
is,
and
things
that
we
have
here
today
also
to
highlight
ongoing
efforts
to
address
areas
of
underperformance,
so
we
heard
earlier
in
the
meeting
about
work
to
improve,
send
we've
heard
earlier
about
attack,
mind
tipping
and
waste,
and,
of
course
we
have
the
modernization
program
that
continues
to
carry
on
background
with
this.
That's
not
looking
at
any
preventable
change
from
what
we
do
on
performance.
That's
looking
at
wholesale
rewiring,
some
of
the
things.
D
Obviously,
as
far
as
portfolio
is
concerned,
that
have
a
slight
impact
in
terms
of
delivery
against
performance,
but
I
think
we're
in
a
good
place
now
to
move
forward
and
to
address
some
of
those
things.
A
I
was
just
going
to
this
couple.
I
think
I
may
have
referenced
them
before,
but
I
think
they
probably
were
just
noting
is
one
around
the
increase
engaging
with
staff
with
things
like
yamaha,
significant
increase
and
continuously
growing.
A
B
It
is
quite
evident
that
the
the
move
to.
A
The
question
is
whether
we
can
maintain
that,
as
I
think,
there's
still
some
work
to
do
there
in
terms
of
understanding
what.
A
A
Portfolio,
I
think,
sort
of
stood
out
for
me
a
bit.
It's
been,
there's
been
a
lot
of
discussion
around
it
shall
we
say
within
the
council
of
full
council
etcetera,
but
I
didn't
get
a
tape
measure
out
and
measure
them,
but
this
seems
to
seem
to
be
the
shortest
report
of
them.
All,
I
think
that's
where
I
was
looking
at.
It
seemed
less
than
this
sheet,
of
which
I
thought
was
surprising,
because
britain
says
you
know
we're
looking
for
a
vital
signs
of
what's
going
on
in
various
portfolios.
A
Here
I
I
noticed
there
was
no
mention
of
home.
School
transport
was
apparently
quite
amazing.
Really,
you
know
we
have
a
child.
That's
uncommitted
he's
dropped
off
at
wrong
school.
No
one
is
picking
up
the
emergency
helpline,
so
the
school
can
find
where
that
child
should
be,
and
it's
not
appear
in
any
form
of
portfolio
commentary
whatsoever,
which
maybe
we're
doing
sort
of
have
selected.
A
Is
this
about
what
is
being
looked
because
this
is
meant
to
be
a
report
to
drive
improvements,
so
you
know
a
little
bit
deeper
forward
in
their
power
about
5.34.
A
I
know
just
talks
of
the
entire
gap
of
burning
some
children
and
say
narrow
slightly
toward
central,
but
then,
when
you
dig
a
bit
deeper,
it's
saying
that
the
gap
attainment
gap
actually
grew
for
children
with
education,
health
care
plans
to
the
dhcps,
and
it's
a
bit
concerning
that.
We've
got
a
problem
here.
We
seem
to
be
having
children
with
ascp's
that
you
know
they
should
be
getting
the
most
and
yet
there
seems
to
be
a
gap.
A
Opening
there,
power
back
4.41
talks
about
a
marginal
improvement
in
the
final
month
of
bhcp
timescales,
but
the
date
itself
shows
a
quarter
waterfall
out
of
37
against
a
target
of
90
at
least
twenty
big
time.
Scales
are
legal
duty,
but
this
here
isn't
really
being
highlighted
or
either.
You
know
we're
looking
at
vital
signs
here.
It's
not
even
bad.
You
know,
you
know
in
written
questions
that
we've
submitted,
that
we've
had
answers
to
less
than
half
of
the
dhcp
and
we've
all
submitted
have
had
decisions
made
against
them
and
less
than
two
percent.
A
That's
less
than
two
percent
have
been
done
in
the
statutory
time
scale.
Again,
not
many
reports
just
sort
of
highlighting
this,
because
we're
saying
this
is
going
to
be
to
drive
improvement
where
you
know
less
than
a
cheap
way
for
saying
how
everyone's
going
to
plug
this
job.
You
know,
28
of
all
decisions
due
were
actually
made.
You
know
again,
this
isn't
mandatory,
it
needs
to
be
needs
to
be
carried
out
and,
as
of
the
last
four
council
dates,
only
42
percent
of
bhp
suppose
16
transition
had
been
issued.
A
A
When
I
looked
at
it,
I
hadn't
had
the
time
to
look
at
any
of
the
other
portfolios
as
deeply
as
I
looked
at
this
one,
and
I've
noticed
some
really
glaring
emissions
here,
and
I
just
think
that
these
reports
are
going
to
have
some
level
of
ability
to
drive
forward
know
you
need
to
be
able
to
put
in
the
water
you
know,
rather
than
just
saying
I
think,
we've
done
great
job.
Thank
you
very
much.
A
A
It
just
says
it
meets
its
technical
capacity
and
it's
really
it
much
deeper
as
to
what
the
actual
issue
is,
that
you
have
some
information
on
what
the
actual
issue
is
around.
Why
that's
no
longer.
A
Obviously,
at
this
point,
we've
still
got
a
lot
in
here
which
are
referencing
coded
and
dated
being
provided.
And
now
I
understand
if
the
council
is
looking
to
ensure
one
back
to
normal
and
all
indicated,
it
would
just
be
useful
to
get
back.
A
A
A
Te
0
8
is
one
of
them
and
it
talks
about
it's
a
target
on
council
control
and
parking
in
the
city
centre.
I'll
totally
understand
why
it's
not.
A
A
The
report
has
no
data
against
it.
The
same
is
because
it's
in
year,
five
in
the
before
slightly
confusing,
because
surely
given
it's
a
cumulative
takeover
of
ideas,
if
they're
all
being
done,
the
answer
would
be
a
hundred
percent,
not
nothing
because
they
had
indeed
will
be
done.
So
can
we
just
confirm
actually
have
those
actually
been
done?
That's
meant
to
be,
and
then
the
final
one
is
ssp03,
which
is
around
missed
collections
and
of
course,
you
can
see
here
from
100
125
in
the
latest
quarter.
A
F
A
You
john
thank
you.
We
actually
have
quite
a
substantial
report
here
quite
below
the
government
agenda.
I
think
it's
disappointing
because.
A
But
also
narrative
encountered
the
work
of
every
cabinet
member
of
the
past
year,
and
I
mentioned
that
some
of
this
is
going
on.
I'm
wondering
how
far
this
has
been.
Certainly.
A
Questions,
ladies
and
gentlemen,
for
other
occasions,
some
questions
which
struck
me
and
to
ask
him,
and
but
one
or
two
things
I
will
concentrate
on.
A
A
To
find
your
way
around,
the
very
bar,
because
they've
been
no
longer
operating
when
their
buses
are
basically
one-armed
legs,
and
I
know
that's
not
just
a
flyer.
It's
also
the
much
drawn-out
work
on
the
virtual
roundabout.
F
So
question
on
dln9,
I
understand
the
lack
of
data
is
due
to
the
new
telephony
system
to
change
the
way
that
we
collect
things.
A
F
Will
get
a
clarification
for
you
on
that?
That
will
be
helpful
well
between
jacksonville
and
quarter
one.
We,
we
very
much
hope
to
be
operating,
but
when
I
say
back
to
normal
council
and
fairness
is.
A
And
change
areas
of
council,
which
I
think.
F
Will
we'll
start
see
if
that
work
coming
through
shortly.
A
For
children
mentioned
in
that
first
question.
A
F
So
we're
holding
a
number
of
meetings
with
our
mainstream.
F
Paused
at
the
moment,
we
do
some
co-production
with
families,
children
and
people
and
schools
and
then
setting
forward
on
that
journey
to
make
a.
A
F
A
D
First
branch
of
the
active
transport
were
very
very
successful.
There
were
some
issues
we
did
very
quickly
to
address
some
of
those
issues.
A
Largely
caused
by
some
utilities
work
another
utility.
D
A
Somebody
took
a
picture
at
5pm
yesterday
on
vic,
controlled.
B
D
D
Has
created
the
highways
towards
the
middle
of.
A
I
noticed
yesterday
that
the
conservatives
issued
this
statement
on
the
universe.
We
are
in
the
process
of
issuing
a
report
on
that.
It's
very
interesting
that
the
conservative
very
quickly
changed
their
statement.
They
were
deleted,
tweets
and
all
sorts
which
we
didn't
notice.
We
have.
We
do
have
some
big
screens
of
that.
A
There
are
two
other
projects
in
which
the
delivery
is
being
led
by
a
conservative
way,
one
being
the
post
traffic
transit
system
and
the
other
being
the
train
station,
and
I
have
yesterday's
enchanting
offices
from
transport
west
meetings
to
look
at
the
second
delayed
closure.
Advertising
train
station,
how
that
impacted
the
bank,
so
the
cocktail
projects
are
impacting
on
trafficking
industry
there.
I
think
it's
really
important
that
we
ask
we're
happy
to
be
held
to
encounter
the
council
of
the
quality.
A
B
A
A
A
So
I
will
stop
there,
but
I
hope
the
liberal
democrats
will
remain
consistent.
Do
you
have
a
habit
of
changing
positions,
but
I
hope
on
this
and
remember
and
say
that
they've
always
opposed
these
very,
very
important
changes
that
will
work
that
people
in
the
north
of
the
city
will
benefit
from
decades.
A
A
That
was
given
to
the
transport
delivery
committee
and
to
the
command
authority.
It
says
the
reliability
of
service
11
has
significantly
deteriorated
in
meeting
plans
due
to
the
long-term
roadblocks
from
kerrybar
in
the
introduction
of
a
low
traffic
neighborhood
in
bc.
In
the
afternoon,
delays
regularly
extended
an
hour
period,
while
big
power
lays
in
excess
of
20
minutes
of
coming
in
pc.
The
national
express
has
reported,
have
always
been
possible
to
maintain
reliability
and
provide
an
acceptable
level
of
service.
National
express
and
the
transport
authority
very
clearly
say
he's
the
kings.
A
A
F
A
And
the
rate
of
miscollections,
yes,
there's
also
been
you
to
argue
for
us
number
100
selections.
A
Sponsored
the
questions
I
asked,
and
I
think
I
I
think
that
you
know
this
is
supposed
to
be
involved.
It
shows
a
driver
and
what's
going
on
how
things
can
work
forward
the
shorts
report,
I
asked
some
questions.
The
answer
is,
and
I
think
that
if
these
reports
don't
have
anything
worthwhile
in
them,
you
know
they
have
to
be
an
honest
representation
of
it
and
I'm
sure
everything
the
cabinet
member
would
hear
would
say,
of
course,
the
players,
but
I
only
dug.
A
B
A
This
one
actually
does
come
back
for
a
report
because
it
deals
within
it.
The
provision
of
housing,
ex-offenders,
and
I
think
the
president's
communities
in
the
city
want
to
understand
how
that
process
is
being
followed
in
the
city
and.
A
A
A
I
just
noticed
that
we
seem
to
be
halfway
through
that
contract
is
looking
to
be
extended.
Is
that
because
more
work
was
needed
and
was
initially
thought
to
cabinet?
Does
it
go
more
slowly?
I'm
just
intrigued
as
to
what
reason
behind
extending
the
generation
of
contractors
just
about
halfway.
There.
F
Okay,
tristan
just
come
back.
A
Yeah
well,
the
first
just
on
the
the
through
project
over
the
summer.
Yes,
he
is
right.
I
think
the
issue
with
that
one
is
just
that
it's
been
very
short
notice
and
turning
around
and
time,
it's
been
really
challenging,
pretty
confident
we'll
get
there,
but
it
is
a
bit
too
happy
and
changing
tight
time-wise
in
terms
of
the
housing
software
update.
I
think
I'd
probably
have
to
refer
that
to
portfolio
designs
and
see
your
points,
but
as
all
of
these
things,
it
comes
down
to
resources.
A
The
first
thought
around
the
housing
impact.
I
think
if
I
can,
