spent

taking

look
into
this

what
I've
come
up
with.

dollars

off

contract
that
they
present

They
cost
to
retain
the
employees

let

cost
the
city,

right
up
front

additional
debt,

department
last
year.

is

incorrect
statement.
There
were
507
repairs
done
total

department
last
year.

it

off
the
information
that
we
get
in
it.

eight
thousand

hundred
ninety
six
workers
coming
through
my
department,
that's
people
calling
in
saying
a
valley.
We
wouldn't
check
them.
People
call
me
with
sewer
backups
things
of
that
sort.

what
the
mayor
said
with
the
last
10
first
out,
one
of
the
deployers
that
was
hired
after
me
was
retained,

being
let
go.

have
25
years
experience

certifications

employee

have
all
five
certifications

treatment

treatment
all

them.
So
therefore,
I
feel

I

being
retaliated

savings

this
proposal
projects

everybody
likes
saving
and

as
a
city

a
municipality,
we

savings

stop
some
of
the
bleeding
that
we
have
occurred.

occurred
due
to
the
rates
that
did
not
that
we
did
not
realize
when
we
did
them
before.

also
think
there
should
be
a
balance
and
having
a
professional
service
to
come
to
the
city
and
make
a
proposal
and
having
another
competitor
to
do.

Don't
know
if
there's
an
overlap
and
I
think
was
all
said:
there's
none
but
I'm
not
even
against
having
an
outside
consultant
to
look
at
the
contracts
to
see
if
there's,
perhaps
some
overlaps,
so
that
we
won't
pay
this
group
double
if
they
were
to
be
awarded
this
five-year
agreement.
So
I
have
some
reservations
about
supporting
this
agreement
today
and
I
would
be
a
fail
to
do
my
due
diligence
by
not
voicing
that
at
this

this
council
meeting
and
I'm
not
going
to
support
the
proposal
before
me
today
because
of
those
reservations.

that

you
have
professional
management
proposals
to
the
city
that
they
don't
require
that,

that
makes
sense
to
me
because

are

pick
them
up
and
then
you
go
to
another
party-
that's
difficult.
Sometimes
they
don't
equal
because
of
staffing
on
this,
and
it
seems
to
me
that
might
be
the
witnesses.

I
know
what

answer
to

question
as
far
as
having
a
competitive
proposal.

have

bid

fairness,

still

judgement
part

upon
the
qualification
of
the
individuals
that
deliver

would
have
to

agreed

pledge

citizens

our
city

not
raise
rates

process

Manchac

look

administration
has
been

part

this
analysis

could

isn't
something

we

up
with

debate

listen

departments

employees,

people
of
Bossier
City,
all

our
fellow
councilmen,
but
here
we
have
in
hand
a
workable
proposal
that

analyzed

six
to
seven
months
over
a
period
of
time,
careful
analysis,
everybody
included.
Nobody
was
excluded
from
this
process.

checks
fee,

think
you
know
several
councilmen
may
be
concerned
with
that
as
far
as
bidding
and
so
forth,
but
under
I
believe
it's
the
Drake
law,
the
federal
law.
We
have
the
ability
to
select
the
people
that
are
proven,
that
being
lawyers-
accountants,
in
this
case
engineers
that
have
proven
themselves.
How
do
we
know
if
you
take
this
bid
process
that
these
people,
if
they're
cheaper,
are
going
to
be
able
to
accomplish
what
man
check
is

would
dare
say
it
took
Manchac
years
to
even
understand
our
system?

would

federal

look

concluded

receive

a
master
plan
for
the
national
cyber
research
park
and
overarching
goal.

acre
park
and
we're
looking

tighter
regulations

that
is,
and

want
that
to
be
influenced
from
a
couple
of
factors.

NPC
to

develop

land-use

district

it's
a

good

team
of
us
and
a
pretty

short
fuse
as
I
appreciate
it

the
MDC
around
the
research
part.

overtime

job
scope.

has
happened
with
my
inspector?
Of
course
he
has
to
work
when
the
contractor
works
and
that
very
some
contractors
may
work
every
Saturday
some
work
long
hours
in
the
evenings
trying
to
get
a
pour
in.
They
may
start
very
early
in
the
morning
this
time
of
year
to
pour
while
at
school,
so
the
day's
get
fairly
long
and
I've
typically
awarded
them
an
hour
of
comp
time
rather
than
pay
overtime.

what
happens
then,
when
the
contractors
down
from
a
rain
or
for
anything
that
stops
work,
they
have
to
go
home
to
use
up
the
comp
time
and
I'm
left
without
an
employee
that
might
do
other
things
for
me
during
the
day
so
to
solve
that
problem.
Now
that
I'm
refilling
the
position,
I've
decided
and
you've
already
done
this
in
a
previous
approval
of
a
resolution
to
fill
the
position,
I
downgraded
the
position
to
a
grade
13,
which
is
consistent
with
my
other
staffing
in
Public
Works
right
now.

anybody
in
grade
16,
except
for
the
main
superintendent
in
public
works
everybody
else's
twelves
and
this
won't
to
be
a
13th
day,
so
I
downgraded
the
salary.
Also,
it
was
budgeted
this
year
for
40,000.

was
about
37
and
now
I'm,
feeling
that
a
grade
13
level
and
on
the
agenda
sheet
I
had
32
$32,000.
So
I've
worked
at
salary
all
the
way
back
down

but
now
I
want
to
pay
overtime

that
I
have
won.

employee

that's
been
a
real
impediment
to

time

an
opportunity

that

and

need

reasons

that
particular
move
