The
spring
I'll
hold
a
father.
We
thank
you
for
another
day
that
you've
given

We

Lord
for
those
who
are
here.
We
thank
you
for
this
meeting
and
those
who
are
in
this
meeting
father.
We
thank
you
for
keeping
us
throughout
the
year
and
we
thank
you
for
this
year
that
we
celebrate
Christ
the
Savior
of
the
whole
world.
We
thank
you
for
those
who
receive

As
Savior,
you
asked
Lord
God
that
those
who
have
not
would
receive

Council
I
put
the
financial
report
on
your
desk.
There
you
see
on
the
first
page,
we're
again
we're
94%
on
the
revenue
side.
Again
our
sales
tax
did.
We
saw
a
good
increase
in
the
last
month
of
collection,
as
I
indicated
two
weeks
ago
to
you
guys
the
expenditures
are
all
still
tracking
and
there's
no
additional
explanation
other
than
ones
that
I've
already
you
know
explained
from
here,
Parks
and
Rec.
J
You
know
there
are
some
that
are
you
know
in
excess
of
the
hundred
percent
again
they're
that
they've
expended
some
they've
had
some
expenses
that
were
planned
for
later
in
the
year.
That
just
happened
earlier
in
the
year
again,
the
marshal's
department
are
the
same
reasons
that
I've
explained
here:
the
computer
maintenance
and
we
haven't
calculated
the
grant
reimbursement
that
we'll
have
the
independent
CPA
calculate
that
in
the
sewer
and
water
administration.
Again,
it's
the
you
know
what
the
p3
agreement
that
was
not
in
the
original
budget,
which
is
the
comparison
basis
for
this.
J
This
report
was
not
in
the
water
administration
or
the
sewer
administration
and
the
tipping
fees
again
a
lot
of
the
things
that
been
mentioned
in
his
presentation
earlier,
as
their
focus
page
four
again
shows
you
that
far
as
indicated
for
the
month
of
November,
we
were
at
three
point
four
percent
a
year
over
year,
and
that
brings
us
to
about
a
3%,
lower,
year-over-year
deer
to
date
from
last
year.
Page
5
is
the
maining
report.
It
shows
us
the
currently
we're
at
672.
J
K
Ok
afternoon
Council,
you
should
have
a
packet
in
your
your
information
that
I
dropped
off
with
Phyllis.
That
has
all
the
information
that
we're
going
to
talk
about
today,
just
going
to
bring
you
up
to
speed.
As
for
we
are
with
the
project
itself,
mark
Hudson
is
kept
you
up
up
to
speed
with
the
construction
and
the
progress
of
that
through
the
information
he
supplied
to
you
in
the
past.
K
The
packet
includes
the
properties
that
we
have
been
buying
over
the
course
of
the
year
past
year
and
a
half
and
we've
accumulated
27
properties
for
this
project.
There
have
been
one
homeowner
relocation
encountered
in
this
and
one
commercial
business
that
we
have
completely
relocated.
I
had
11
rental
occupied
properties
that
we
have
completely
relocated
as
well
as
of
today
we
have
closed
on
all
the
ordinances
that
you
all
have
passed.
As
the
last
one
was
409
Arcadia.
K
We
have
one
bid
package
that
was
awarded
last
week
to
action,
W
contract,
a
wrecking
company
for
the
demolition
of
the
school
board
buildings.
Those
have
been
used
for
the
past
month
and
a
half
by
the
fire
department
and
the
Sheriff's
Department
and
other
agencies
for
practicing
and
in
those
buildings,
and
those
now
will
be
demolished
in
January.
I
have
been
one
more
bid
package
out.
Only
six
remaining
single-family
houses
that
have
now
been
vacated
and
those
will
be
demolished
as
well.
K
So
it's
going
to
give
an
entirely
clean
look
to
the
center
of
Bossier,
which
is
what
we're
all
aiming
for.
What
I
wanted
to
do
today
is
show
you
the
last
drone
video
that
we've
had
flown.
It's
actually
flown
all
the
first
of
December.
It
was
one
of
the
few
sunny
days
we
had
before.
The
clouds
set
in
I
wanted
to
take
advantage
of
the
Sun,
but
the
County
report
is
there.
K
This
takes
off
from
the
traffic
street
end
and,
if
you
think
about
all
the
videos
you've
seen
over
the
past
you've
seen
about
three
of
them
now,
we've
completely
put
in
place
the
sidewalks.
The
preliminary
pavement
is
in
place.
This
will
come
back
the
last,
probably
the
first
week
of
May.
We
will
shut
this
entire
corridor
down
again
to
put
the
final
asphalt
down.
K
K
What
you're
coming
up
on
now
is
the
intersection
of
Arcadia
approaching,
where
you
see
the
yellow
crane
to
the
left.
That's
the
site
of
the
new
Plaza
directly
across
from
the
Bossier
Arts
Council
Boggs
is
working
very
diligently
on
that
this.
This
video,
like
I,
say
it's
probably
about
20
days
old,
so
it's
changed
quite
a
bit.
Now
we
actually
have
pavement
open
all
the
way
to
Watson
Street.
K
K
K
K
E
E
K
E
K
K
This
is
a
bird's-eye
view.
I've
been
sharing
this
with
the
Chamber
of
Commerce
and
they're
posting
on
their
website,
we're
putting
under
our
website
and
look
forward
to
coming
back
to
you
in
the
new
year
learn
more
of
updated.
Video
like
I,
say
this
was
December
1.
When
we
took
this
one,
we
will
come
back
and
probably
about
the
first
part
of
February
with
a
more
updated
one,
but
you
have
any
questions
be
happy
to
entertain
those
great.
E
G
G
G
G
G
G
F
H
This
hearing
is
concerned
to
pit
bull
dogs
as
it
was
containing.
Their
packet
became
at-large,
November,
30th
and
control
employees
went
to
that
area
and
could
not
find
those
dogs
later
that
afternoon
they
received
another
call
in
ls3
Shady
Grove
area.
When
they
arrived
there,
they
talked
with
some
people
at
the
real
estate
office.
H
They,
the
dogs,
had
killed
a
cat,
so
we're
still
looking
for
Matt
that
time
got
a
call
that
they
were
across
the
street
in
the
Walmart
area
and
they
proceeded
to
that
vicinity
and
then
a
chase
ensued
from
there
and
they
finally
were
able
to
catch
the
two
dogs
down
close
to
the
street
boy,
barks
no
highway.
So
they
came
from
the
Garden
Street
area,
initially
traveled
about
two
miles
or
more
south
and
then
eventually
made
their
way
back
to
that
area.
H
L
H
M
H
N
H
O
O
Didn't
my
dog
chase
behind
her,
my
big
dog
again
they've
been
in
public
plenty
times
my
dogs,
they
do
photo
shoot,
cetera,
sketch
around
kids
like
I
tell
them
they
played
with
my
neighbor's
cast,
which
is
in
the
statements
also
and
they're,
saying
that
you
know
they
killed
a
cab,
but
they
play
with
cash
all
the
time
and
there
was
like
well.
These
are
cats
I'm,
like
they're
around
different
animals,
all
the
time
they
go
to
dog
parts.
O
You
know
and
I
have
everybody
know:
dogs,
hate,
smell
man,
and
this
is
our
neighborhood
mailman,
who
wrote
her
statement
saying
he
never
had
a
problem
with
my
dogs.
He'll
come
up
hit
him
and
only
been
in
his
house
in
January.
So
never
had
any
other
cases
with
my
dogs.
Never
had
them.
Try
to
attack
anybody.
It's
the
first
time.
This
everything
happened:
that's
why,
when
it
was
like
there
atactic
kidding,
I
was
like
well
my
dollars
around
kittens
and
cats,
all
the
time.
I
never
has
cats.
So
you
know
previous
neighborhoods
never
had
problems.
O
It's
the
first
time
I
ever
dealt
with
animal
control.
So
that's
why
I'm
appealing
is
because
I'm
trying
to
see
you
know
exactly
and
I
have
statements.
You
know
from
like
I
said
all
my
neighbors,
the
middleman
guys
I
did
photoshoots
with
my
dogs
before
they've
been
around
plenty
of
people
than
ever.
You
know
plenty
of
strangers.
So
that's
the
reason
you
know
media
appealing
it
because
I
just
don't
believe
my
dog
killed.
Okay,
I
kidding.
G
My
name
is
Otis
Martin
I
am
the
city
carrier
for
the
7-eleven
12
zone
at
43:10,
Barksdale
Boulevard,
Plantation
station
I'm,
writing
regards
to
the
two
pet
pit:
bull
dogs
that
reside
at
eight-fifteen
Garden
Street.
Since
the
dogs
have
been
there,
there
has
been
no
problems
out
of
them.
They
are
well
behaved
and
listened
to
their
owner
very
well.
Usually,
dogs
are
much
more
aggressive
towards
the
mailman,
but
these
dogs
are
very
nice.
Thank
you
for
your
time
and
I
pray
that
everything
goes
well
and
the
dogs
come
home.
Merry
Christmas.
E
O
Sir,
she
she
didn't
realize
that
the
fence
was
open
because
I
leave
early
in
the
morning
and
usually
I
closed
the
fence,
but
it
was
trash
today
and
usually
she
comes
out
and
closing
and
she
wants
to
start
some
laundry
and
came
back
like
10,
15
minutes
and
notice
that
you
know
the
fence
was
open
because
they
never
got
out
before
so
you
know
and
animal
control
they
knew
about
my
dog
skits.
Actually
I
call
it
to
them
to
see
if
they
had
my
dogs.
My
wife
told
me
she
didn't
see.
O
My
dogs
I
left
my
job
immediately
to
come
home.
You
know
to
find
him
and
I
called
them,
and
then
they
came
to
my
my
neighborhood
at
ten
minutes.
You
know
later
about
10-15
minutes
later
and
that's
when
I
you
know
was
which
says
in
the
packet
I
spoke
with
them.
I
was
like.
Have
you
seen
my
dog?
She
was
the
lady
Jennifer.
She
told
me
no.
Actually,
there
was
hidden
to
go
get.
My
dogs
and
I
asked
her
about
that.
She
was
like
well,
it's
plenty
of
pitbull
was
running
around
all
the
time.
O
C
O
Actually
got
my
friend
my
friend
gate,
it
opens,
and
my
whole
house
is
in
the
middle
of
my
fence
and
they
actually,
she
forgot
that
well,
I
didn't
shut
the
front
feet
my
front
things
before
she
let
him
out
and
they
walked
directly
out.
They
never
dug
out
her
anywhere.
The
fence
when
she's
actually
out
there,
but
they
saw
we're
in
need
of
repair,
has
been
fused
and.
O
Have
that
just
in
case,
like
my
dogs
are
out-
and
somebody
just
come
in-
you
know-
I
don't
want
you
know.
Kids
I
have
some
smaller
kids.
Kids
come
in
my
yard,
all
the
time,
I
play
basketball,
all
that
stuff
and
I.
Just
you
know
just
in
case
and
I,
always
have
to
beware
of
dog
signs
and
all
my
houses,
because
I
don't
want
just
people
just
walking
in,
and
you
know
it's
pretty
much
for
my
landlord
or
to
he
told
me
to
do
it
for
me
having
pit
bulls
cuz,
he
said
cuz
of
insurance.
O
I
H
Spoke
with
him
twice
on
the
phone
aspects
of
the
dangerous
dog
requirements
and
at
one
point
he
was
willing
to
take
his
dogs
home
right
then,
but
I
kept
trying
to
tell
them
that
the
fence
would
have
to
be
corrected
first,
so
that
we
have
a
secure
enclosure.
We
have
some
concerns
about
the
double
gate
there.
You
just
can't
just
throw
the
latch
on
the
double
gate,
because
these
dogs
are
big
and
strong.
They
can
push
the
gate
open.
H
So
we
have
to
have
steel
pipes
in
the
ground
and
we
have
to
make
sure
those
double
gates
once
they
go
home
are
going
to
hold
them
and
at
the
time
we
were
talking,
no
repairs
had
been
made
and
he
thought
he
had
30
days
to
fix
the
fence
and-
and
that's
true,
that's
what
the
ordinance
says.
But
the
dogs
can't
go
home
until
the
fence
is
big
and
we
haven't
had
any
communication
since
was
two
phone
calls
how'd.
H
E
Just
so
that
we
all
know
I
mean
mr.
Hall,
we
have
an
obligation
under
our
law
to
adhere
to
what
we
have
put
into
law
and
ordinance
correct
all
right,
and
if
we
don't
do
that
and
we
go
against
mr.
nether
EES
recommendation,
then
we
potentially
put
the
city
in
a
citizen's
under
the
potential
lawsuit.
If
these
dogs
were
not
deemed
dangerous
and
they
ended
up
biting
someone
and
hurting
another
individual.
So
is
that
correct?
That's
right!
So
anyway,
mr.
C
I
E
O
E
H
G
Introduced
an
ordinance
to
appropriate
a
hundred
and
eighty
nine
thousand
nine
hundred
and
forty
five
dollars
to
come
from
the
2015
LCD,
a
capital
bond
fund
to
be
used
to
contract
with
forte
tabata
engineers
to
complete
the
design
of
u.s.
80
improvements
from
traffic
street
to
old
bit
and
road.
First
reading.
