H
H
A
I
Good
afternoon,
Council
well
as
councilman
Montgomery
has
such
an
excitement.
We
have
that
same
excitement
going
in
downtown
Bossier.
The
re-envisioning
project
is
alive
and
well
and
creating
a
synergy
and
an
excitement
for
Bossier
City
every
day
the
phone
is
ringing
from
people
inquiring
to
how
can
I
bring
my
small
business
there
what
is
available
and
what
will
the
future
look
like
for
downtown?
You
know,
as
you
all
know,
we
kicked
this
project
off
with
construction
April
of
this
year.
I
Our
contractor
Boggs
and
pull
is
done,
it's
an
exceptional
job
and
they
our
own
schedule,
the
weather
that
was
put
us
behind.
He
has
now
caught
up
as
you
if
you've
had
an
opportunity
to
be
down
there,
where
you
have
some
asphalt
on
the
ground,
starting
at
traffic
to
our
Cadia
Street,
the
next
phase
of
asphalt
on
the
ground,
we'll
pick
up
from
Arcadia
and
take
it
to
Mansfield
straight
in
doing
those
segments
we
met
this
morning
with
the
contractor.
I
There
are
some
always
eyes:
I've
called
opposed
that
we've
encountered
because
there's
so
many
unknowns
in
the
infrastructure
that
lies
in
under
the
under
the
asphalt
there,
but
the
water
and
the
sewer
being
taken
care
of
blah
blah
block.
The
last
leg
of
the
block
will
be
the
block
from
McCormick
to
helmet
and
Road.
That
would
be
the
next
phase
of
closure
that
we
you'll
see.
I
But
what
I
wanted
to
do
today
is
bring
you
up
to
date,
I've
giving
you
the
packet
with
the
financials
and
those
are
those
are
met
or
black
and
white
and
I
won't
bore
you
with
those,
but
I
do
have
another
drone
video
that
we
had
last
time
to
show
you
that
will
give
you
an
overall
look.
If
you
hadn't
had
a
chance,
we'll
give
you
the
bird's
eye
view
of
what's
going
on
Jennifer.
I
This
starts
at
traffic
street
and
carries
you
through
with
the
new
asphalt
that's
been
in,
that's
been
put
in
place.
Of
course
the
dirt
will
be
the
landscaped
area
and
the
sidewalks
will
come
back
in,
but
we
wanted
to
open
it
up
for
vehicular
traffic
for
the
businesses
that
have
been
patient
along
with
us,
because
it's
been,
it's
been
a
tough
road
for
some
of
these,
but
it's
nice
and
clean
and
fresh,
and
you
can
picture
as
I've
told
people
we've
just
put
the
layers
of
the
cake
together.
We've
not
put
the
icing
on
this.
I
Yet
a
lot
lot
yet
to
come.
We're
taking
you
down
to
the
corner
of
Arcadia,
which
would
be
the
corner
on
the
north
side
of
the
hoot
and
holler
archery
places
where
they
asked
what
pavement
stops
now
and
now
they're
putting
in
the
rock
the
soil
cement
that
will
go
into
that
point
and
we'll
be
able
to
lay
asphalt.
In
that
point,
their
utility
contractor
is
working
ahead
of
them.
J
I
Keep
up
with
the
pace
the
way
he's
got.
It
staged
we
working
utility
infrastructure,
utility
infrastructure
and
working
phasing
in
and
in
the
plan
of
action
that
he
can't
that
Mike
Boggs
came
up
with
six
months
ago.
It's
working
all
in
all.
We
hope
to
open
the
schedule
in
April
May
of
next
year.
The
next
phase
of
it
will
actually
start
beginning
to
work
on
Monroe
Street
by
little
italiana,
we'll
be
able
to
close
that
Street.
I
Now
that
we
have
taken
down
the
old
building
at
310
Monroe
and
that
now
becomes
parking
that
will
come
at
at
parking
for
little
italiana
and
lead
over
into
Mansfield
Street
for
parking
for
manchek
catering
solutions,
and
also
some
public
parking
will
be
provided
there
as
well.
So
we're
able
to
close
Monroe
now
and
actually
start
the
plaza
area
and,
as
you
can
see
now
we're
out
in
the
dirt
area
where
all
the
constructions.
I
The
calls
we're
getting
that
are
generated,
interest
or
small,
cut
type
cottage
industries,
which
I
think
is
what
we're
wanting
in
that
downtown
to
compliment
the
Millennials
and
the
young
people
in
the
citizens
of
Bossier
that
would
be
going
in
there.
Small
restaurants
are
will
be
bringing
new
life
into
old
buildings
like
the
old
Barksdale
drugstore
will
become
a
new
sports
bar
and
grill.
Also
CPA
a
CPA
will
be
located.
There.
We've
talked
to
a
doughnut
coffee
shop
that
will
be
coming
into
the
area
and
I
saw
a
small
type
grocery.
I
They
will
be
there
to
complement
the
living
residential
people
that
will
be
there,
so
we're
excited
about
what
we're
talking
to
and
the
idea
that
they
have
opportunity
now
to
pre-plan
and
so
I
think,
while
they're
pre-planning
and
we're
building
the
to
will
being
concert
together,
working
together
to
roll
this
out
into
seven
2017
this
time
next
year.
It
should
be
an
exciting
new
project
that
we
will
see
that
won't
end,
because
it
would
be
a
complementing
of
each
other.
I
I
Are
a
few,
there
are
a
few
that
are
our
rental
properties
there
and
they
are
working
with
the
current
tenor.
Are
a
future
existing
tenant
to
do
upgrades?
There
you've
had
a
few
new
businesses
that
have
opened
in
between
miss
Christie.
Tiff
has
opened
up
downtown
tattoo,
which
is
a
new
business
that
has
come
into
there
and
it
looks
for
expansion
of
a
similar
type
business
that
will
come
in
it
up
into
that
area
as
well.
We
hope
so.
B
I
I
Were
the
property
exchanges
we
did
two
months
well
actually
last
month
with
Cajun
solutions
and
little
italiano,
those
changes
have
already
taken
place.
Okay,
yes,
sir.
Those
were
right
away,
areas
that
we
needed
off
of
Monroe,
Street
and
O'gill
V
for
the
for
the
new
road
designs
to
take
place,
and
we
exchanged
properties
with
those
people.
G
Thank
You
mr.
Montgomery
and
Thank
You,
mayor
Walker
and
council,
it's
my
privilege
to
have
the
opportunity
to
take
a
few
minutes
today
to
share
with
you
some
information
about
Volunteers
of
America
and
what
we
do
for
veterans,
those
who
served
us
who
now
need
some
assistance,
but
before
I.
Do
that.
I
want
to
take
this
opportunity
to
thank
the
mayor.
Thank
the
council
and
thank
the
city
of
Bossier
City
for
nearly
20
years
of
support
for
our
lighthouse
program
at
the
Scott
Street
housing
development.
G
We
partnered
to
address
the
needs
of
children
who
live
in
that
development
and
from
the
surrounding
area
to
to
succeed,
educationally
and
to
to
break
the
cycle
of
poverty
and
dependency,
and
you
know
I
think
the
best
way
to
do
it
is
to
share
a
story
actually
had
the
opportunity
to
mention
to
miss
Darvey
who
worked
there
at
one
time.
There's
a
young
girl
Raquel,
who,
two
years
ago,
graduated
from
airline
high
school
and
as
a
kindergartner.
G
She
entered
the
light
house,
our
lighthouse
program
at
the
Scott
Street
development,
she's,
a
June
sophomore
at
u
LM,
her
student
job
is
working
for
the
president
over
there.
She
happened
to
get
a
four
point:
GPA
last
semester
and
I.
Thank
you
on
the
Roc
ELLs,
who
have
been
through
that
program
over
the
years
for
your
investment
in
that
special
work.
G
We
opened
that
program
in
just
over
six
years.
Frankly,
we've
developed
a
much
needed
and
an
impressive
array
of
services
for
veterans
and
Families.
Our
mission
is
essentially
to
help
vets
move
from
homelessness
to
independence
or
to
prevent
homelessness
in
the
first
place
and
I'd
like
to
take
the
opportunity
to
put
a
face
to
what
what
we
do
and
I've
invited
Hank
Ward
vet,
who
graduated
from
our
transitional
program
to
to
share
his
story.
Hey.
A
L
Henry
Lloyd
Ward
26
22
Palmetto
Drive
Bossier
City
Louisiana.
Thank
you
I.
Let
me
back
up
a
little
bit
in
99
I
joined
the
military
I
deployed
to
Bosnia
and
oh
one,
while
in
the
country
of
Bosnia
9/11
happened,
and
so
when
I
came
home,
started
training
up
to
go
to
Iraq
I
went
to
Iraq
for
oh
I,
f2
I
was
there
Oh
four
and
oh
five
during
some
of
the
most
bloodiest
months,
any
any
military
was
there.
I
saw
a
lot
of
things
that
still
stick
with
me.
L
L
L
L
The
VA
got
me
healthy,
but
the
veterans
transitional
living
center
saved
my
life
with
the
services
that
they
provided,
the
counseling
and
the
rules
and
just
staying
on
me
a
little
bit
about
it.
Yeah.
You
know
you've
free
willing
and
you
might
not
stay
on
track,
but
the
veterans
transitional
living
center
with
their
support
and
assistance,
was
able
to
keep
me
on
track.
L
G
What
I
want
to
do
is
just
take
a
minute
and
share
some
information
about
our
array
of
services.
The
program
that
Hank
entered
was
the
very
first
services
for
veterans
that
Volunteers
of
America
started
what
we
are
committed
to
is
we
don't
like
to
just
tell
numbers.
Frankly
we
measure
outcomes
and
everything
that
we
do,
because
it's
all
of
us
all
of
us
knew
maybe.
I
G
We
pay
taxes
and
we
invest
in
the
services
that
Volunteers
of
America
provides.
There's
a
gap
between
what
government
gives
us
for
all
of
what
we
do
and
what
we
have
to
raise
locally,
but
for
all
the
money
that
we
invest
in
these
services
spend
on
these
services.
We
believe
that
all
of
us
deserve
a
return
on
investment
last
year
in
the
program
that
that
Hank
was
a
participant
in
we
had
a
hundred
and
sixteen
veterans
that
we
serve
78
completed
the
program.
G
74%
went
to
permanent
housing
and
84%
had
income
from
some
source
after
graduating.
Soon
after
we
started
the
transitional
program
residential
program
for
homeless
vets,
we
realized
that
we
needed
some
resources
to
help
prevent
homelessness,
and
so
we
receive
monies
applied
for
a
grant
receive
monies
from
the
VA
to
provide
support
services
to
veteran
families.
Last
year,
556
veterans
and
families
received
assistance
like
rental
assistance
or
utility
deposits.
It's
designed
to
keep
them
in
their
homes
or
in
a
home
and
prevent
homelessness.
G
A
third
program,
the
third
program
that
we
opened
two
years
ago,
it's
called
a
safe
haven,
it's
for
chronically
homeless
veterans.
We
have
some
vets
who
have
come
straight
from
under
the
bridges
into
our
facility,
and
last
year
we
served
86
veterans
and
71
moved
successfully
to
permanent
housing.
A
new
initiative
that
we
started
18
months
ago
is:
we
are
going
into
the
rural
areas
providing
health
services.
G
We
have
a
telemedicine
van
that
can
hook
a
veteran
out
in
Timbuktu
with
the
with
doctors
at
Overton
Brooks,
and
we
also
provide
some
traditional
transportation
services
and
last
year.
331
vets
were
benefits
of
that
benefited
from
that
program.
We
also
recognized
that
what
we
were
seeing
with
veterans
in
our
residential
programs
is
that,
because
of
some
history,
some
bad
choices.
Many
of
them
had
they
had
situations
where
they
couldn't
rent,
they
couldn't
their
credit
was
bad
and
many
had
had
problems
with
the
law.
G
So
we
were
able,
through
through
the
efforts
of
a
number
of
people,
including
sheriff
Whittington,
who
was
in
the
initial
meetings
as
we
planned
the
Veterans
Court
program,
which
is
now
housed
in
Caddo
District
Court
with
creig
market,
but
were
just
a
year
into
that
program
and
we've
had
we
had
16
veterans
participate.
We've
had
six
graduate
in
that
year's
time
were
the
criminal
record
that
they
had
was
expunged
and
they're
able
to
to
get
the
kind
of
things
that
they
need.
G
The
other
thing
that
I
just
want
a
one
last
thing
I'd
like
to
mention
to
you,
is
that
there
are
20
former
service
members
each
day
in
the
United
States
who
commit
suicide
and
that
it's
18
percent
of
all
suicides
in
our
country,
our
veterans,
and
we
realized
that
we
Volunteers
of
America,
wants
to
be
a
part
of
the
effort
to
address
that
problem.
On
the
18th
and
19th
of
October
we've
got
two
veterans
coming
in
our
national
office
has
has
set
up
a
program.
G
It's
called
safe
talk,
it's
suicide
alertness,
it
was
started
to
really
target
veterans
and
we're
engaging
those
who
work
with
veterans,
certainly,
but
it's
open
to
to
all
kinds
of
agencies
and
individuals
and
the
clergy
who
want
to
who
want
to
learn
the
signs
that
might
be
indicative
of
somebody
considering
suicide.
So
I
want
to
make
the
city
of
Bossier
City
aware
of
that
father.
Pike
Thomas
at
st.
Jude's
is
hosting
it
on
the
19th
and
the
18th
we'll
be
over
in
at
First
United
Methodist
Church
in
in
Shreveport.
Thank
you.
G
J
Thank
You
Mary,
Walker,
Thank,
You,
president
Montgomery
and
all
city
council
members
I
just
want
to
take
this
time
to
officially.
Thank
you
all
for
your
participation
with
the
governor's
regional
legislative
forum
and
the
governor's
visit,
and
without
your
participation
we
couldn't
have
made
it
happen.
So
thank
you.
I
also
want
to
make
a
special
note
to
your
staff
at
the
Civic
Center
Shelly,
Briggs
and
Fred
are
outstanding
to
work
with.
J
We
appreciate
that
and
thank
you
so
much
also
why
I'm
here
I
also
wanted
to
kind
of
touch
base
with
you
about
our
Bossier
chamber
trip
to
DC.
We
went
in
September
when
we
go.
We
take
a
priorities
list
I
want
to
share
that
with
you,
but
we
go
with
partners
from
the
area
we
went
with
Barksdale
forward
and
Alcock
Greater
bozhe
economic
development
partners
and
our
Bossier
schools
sent
a
representative
with
us,
so
why
we
were
there
we
were
able
to
meet
with
all
of
our
state
delegations.
Meetings
were
about.
J
But
while
we
were
there,
we
were
able
to
thank
them,
for
mainly
one
of
the
priorities
we
talked
about
was
the
I-20
gate
at
the
Barksdale
Air
Force
Base,
and
that
information
had
come
out.
We
knew
that
that
we
were
getting
some
funding
for
that,
so
we
were
able
to
personally
thank
those
congressmen
and
Senators
there.
We
also
talked
about
the
communications
facility
need,
and
the
new
weapons
storage
facility
needs
there
why
we
were
there.
J
J
We
have
we've
been
hosting
them
throughout
and
so
all
the
candidates
we've
had
just
casual
one-on-one
three
o'clock.
Next,
our
next
one
is
Trey

next
Tuesday

at

then
I

we

the
calendar.
I
can
certainly
get
that
information
to
you.

That's
an
extremely
important
position.
We
only
have
two
people
who
can
cover
the
office
of
the
mayor
and
with
crew
bleep
sick
time,
vacation
time,
the
distant
normal.
The
first
face
that
people
see
when
they
come
into
office.
The
first
war
see
here
he
just
came
hard,
just
anybody
to
handle
it
in
my
opinion,
so
I
think
this
hour
should.

Insurance
and
all
that,
okay,
I,
don't
have
those
numbers
right,
I
mean
I,
can
get
them
to
you
guys
very
quickly,
but
it
would
save
whatever
the
base.
Salary
is
again.
The
FICA
or
you
know
the
employment.
Taxes
are
seven
point.
Six.
Five
percent
retirement
is
running
ten
and
a
half
percent
and
then
obviously,
if
they
availed
themselves
of
all
the
employee
benefits
who
had
run
about
eighty
nine
hundred
ninety
three
hundred
dollars
so.
D
A
$30,000
and
just
is
a
recommendation-
I
mean
in
this
day
and
time
in
the
corporate
world,
especially
you
know
when
people
are
being
hired,
they're
being
informed
not
just
to
their
salary
and
I
would
like
to
see
that
presented
as
well.
Just
a
recommendation
of
mine
that
we,
you
know,
offer
these
things
if
we're
not
already
to
these
two
employees
is
this:
is
your
compensation
package
because
they're
getting
a
lot
more
than
just
their
salary?
Would
you
is
that
a
fair
statement?
That's
very
fair
statement.
A
Yes,
and
you
know
it
needs
to
be
brought
to
their
attention
that
this
is
what
we're
expending
on
your
behalf.
Not
just
your
salary,
you
know
it.
It's
a
mentality,
I
think
that
I
would
like
to
see
that
incorporated
into
our
corporation,
the
city
of
Bossier.
You
know
that
this
is
your
compensation
package.
Don't
just
think
of
it.
M
M
C
D
A
N
Yeah
we
apply
for
the
same
amount
that
we
got
last
year
which
and
we
don't
have
any
control
over
its
based
on
what
Congress
appropriates,
which
they
haven't
done
yet,
and
probably
won't
you
in
the
spring,
but
so
we're
applying
for
four
hundred
and
eighty
thousand
three
hundred
fifty
dollars
and
we
got
like
eighteen
projects
lined
up,
which
is
the
second
page.
In
your.
