Description
Bossier City Council Meeting September 6, 2016
A
B
Yes,
Heavenly
Father.
We
thank
you
for
this
day
that
you've
given
us.
We
thank
you
for
all
the
blessings
that
you've
bestowed
on
our
city.
Well,
we
pray
for
each
person
that
is
is
here
today.
We
pray
for
our
friends
and
neighbors
in
south
Louisiana
as
they
grapple
with
the
issues
of
rebuilding
after
the
flood.
We
just
pray
for
a
peace
and
solutions
to
the
issues
that
go
along
with
that
Lord.

D
G
Thank
You.
Mr.
president,
members
of
the
council,
mr.
mayor
appreciate,
come
in
I'm
Eric
Barclay
I
live
at
112
dear
chase
point
in
Bossier
and
I
am
the
2016
chairman
of
the
Independence
Bowl,
the
Camping
World
Independence
Bowl,
we're
very
proud
of
camping
world.
As
you
know,
they
have
a
store
out
off
of
industrial
now
and
we
have
very
good
relationship
with
them
and
we're
very
proud
to
be
associated
with
them.
I.
G
G
Missy
setters
is
here
Stefano
Leigh,
who
is
in
charge
of
our
Media
Relations,
one
of
our
executive
committee
members,
Leon
wheeler
is
seated
right
here,
Leon
anyone
else,
but
again
we're
very
glad
to
be
here
and
just
bring
you
a
quick
update
on
the
what's
going
on
with
the
Independence
Bowl
our
date.
This
year
is
the
day
after
Christmas
December
the
26th,
which
is
a
Monday
ordinarily,
you
would
say
December
26
the
day
after
Christmas
is
probably
not
the
best
day
to
play
a
football
game.
But
sunday
is
a
holiday.
G
I
mean
sunday
is
Christmas,
so
Monday
is
a
federal
holiday
and
I
know.
Most
of
the
businesses
will
be
off.
So
we
think
that's
a
good
date
for
us
to
have
the
game.
It
gives
people
a
chance
to
come.
The
game
will
be
broadcast
at
4
o'clock,
which
gives
us
plenty
of
time
to
tailgate,
and
it
also
leads
into
the
Dallas
Cowboy
I,
believe
it's
Detroit
lion,
Monday
Night
Football
game.
So
it's
really
a
good
time
for
us.
We're
very
excited
about
that
date.
G
It's
carried
again
this
year
on
the
ESPN
affiliated
networks
this
year,
it's
espn2
and
we're
just
looking
forward
to
a
very,
very
good
day,
I'm
talking
to
my
pastor,
Brad
jerk
of
itch
about
having
some
good
weather
already,
so
we're
hoping
for
sunny
skies
a
little
history
on
the
Independence
Bowl.
Most
of
you
are
probably
aware
that
we
have
been
around
for
a
very
long
time.
G
The
bowl
was
begun
in
1976
to
commemorate
the
200th
anniversary
of
our
country,
we're
very
proud
that
we
are
now
the
11th
oldest
bowl
game
and
we
have
been
around
for
well.
This
will
be
our
41st
year.
We've
had
a
lot
of
NFL
players,
future
NFL
players.
First
round
draft
choice
is
very
famous
college
coaches,
come
through
and
and
perform
in
the
game
and
I.
G
A
game
with
Camping
World
with
mr.
Marcus
lemonis
of
the
show
the
Prophet
is
our
corporate
sponsor.
They
have
signed
a
multi-year
agreement.
This
is
the
second
year
of
the
agreement,
Camping
World,
if
you're
not
aware
of
it,
I've
met.
As
a
matter
of
fact,
there
was
a
game
on
TV
last
night,
sponsored
by
Camping
World.
They
were
founded
in
1966,
they're,
they're,
headquartered
in
Bowling,
Green,
Kentucky
and
they're.
G
G
We
have
an
art
contest
open
to
both
Moser
and
Caddo
and
DeSoto
students.
We
have
college
scholarships
that
we
provide
each
year,
one
to
a
Bossier
student,
one
to
a
cattle
student,
and
then
we
have
a
charitable
donation
program
where
we
give
away
funding
to
both
Moser
and
Caddo
organizations
are
open
to
apply
for
those
those
scholars.
Those
funds
we're
extremely
supportive
of
not
only
our
country
but
the
military.
Each
year
we
give
out
the
Omar
Bradley
spirit
of
Independence
Award
began
with
five-star
General
Omar
Bradley.
G
John
wayne
very
recognizable
names
we're
working
on
our
award
winner
this
year,
I
think
you'll
be
very
proud
of
who
we've
selected.
We
give
away
tickets
to
the
military
under
our
military
ticket
initiative.
We
have
sponsors
who
actually
give
us
money
that
helps
us
buy
those
tickets
for
the
military.
Our
teams
come
out
and
visit
Barksdale
every
year
and
of
course,
you
know
our
partnerships
are
strong,
not
only
with
Barksdale
but
with
other
military
entities
in
the
region.
G
G
Here's
a
quick
list
of
events.
I
won't
go
through
them
all,
but
again
we
try
to
show
great
hospitality
at
our
game.
You
know
we're
one
of
the,
if
not
the
smallest
regional
areas,
for
a
college
bowl
game,
we
don't
have
a.
We
don't
have
a
theme
park,
we
don't
have
a
beach,
but
what
we
do
have
is
great
southern
hospitality
and
we
work
ourselves
very
hard
trying
to
show
people
a
good
time.
Some
of
the
events
and
I'll
just
talk
about
the
ones
in
red
are
actually
held
in
Bossier.
G
The
FCA
event
is
not
our
event,
it's
more
terry
slacks,
but
it
is
affiliated
with
the
bowl,
and
we
obviously
have
had
that
right
here
in
this
facility
kids
day
out,
some
of
the
activities
for
the
visitors
kids
are
held
in
Bossier,
as
is
ladies
day
out,
the
Barksdale
team
visits
the
the
teams
go
out
to
various
community
service
projects
and
visits,
while
they're.
Here
they
do
that
in
Bossier.
Our
pep
rally
and
our
battle
of
the
bands
in
the
parade,
we're
very
proud,
is
going
to
be
back
at
the
boardwalk
this
year.
G
G
The
craft
crawl
I
will
not
be
participating
in
that,
but
I
know.
There's
a
lot
of
people
that
do
the
volunteer,
appreciation
party
and
the
board
meetings.
We
have
a
lot
of
meetings
in
some
of
the
venues
here
in
Bossier
City
and
we're
very
very
pleased
to
do
that.
A
final
slide
is
the
economic
impact
of
the
bowl
on
our
community.
As
you
can
see,
the
basically
the
bottom
two
bullet
points
add
up
to
the
top
bullet
point,
which
is
between
a
17
and
almost
19
million
dollar
economic
impact
for
our
area.
G
I'll
close
my
comments
and
then
open
it
back
up
for
questions
by
saying,
I'm,
chairman
of
the
bowl,
not
because
it's
a
football
game,
but
because
it's
to
meet
one
of
the
the
biggest
visibility
national,
recognized
events
that
shreveport-bossier
has
and
I'm
very
supportive
of
it
don't
want
to
lose
it
like
to
see
it
go
on
for
many
more
years,
I
appreciate
all
y'all
have
done.
Mr.
mayor
and
the
chamber
have
worked
very
hard
to
help
us
with
the
tax
initiative.
G
D
A
B
D
C
D
Adopt
an
ordinance
authorizing
the
lease
of
the
1.06
four
acres
of
land,
more
particularly
described
at
Exhibit
A
attached
hereto
to
bitten
Road
Partners
LLC
provide
additional
parking
for
200
CSRA
employees
at
301,
Benton
Road
pursuant
to
Louisiana
Revised
statute,
33
:,
47,
17.2,
final
reading.
Okay,.
D
D
Adopt
an
ordinance,
eliminating
eliminating
a
form
into
position
in
recreation
and
an
auto-mechanic
to
position
in
the
garage
and
increasing
the
pay
of
a
welder
maintenance
specialists
from
twenty
nine
thousand
nine
hundred
fifty
seven
dollars
to
forty
five
thousand
seven
hundred
sixty
dollars
for
savings
of
forty
three
thousand
nine
hundred
eighty
two
dollars
and
twenty
seven
cents.
Finally,.
H
Council,
this
is
the
annual
bid
that
Geary
puts
out
for
the
asphalt
street
repairs
throughout
the
city.
The
engineer's
estimate
is
$750,000.
We
did
send
out
one
addenda
that
had
that
was
just
a
revision
of
the
bid
form
to
include
I,
think
some
mobilization
and
some
other
quantities
that
were
changed.
H
H
H
I
J
I
I
They're
representatives
of
here
conserve
vote
that
by
memory,
but
those
were
the
big
ones,
but
really
the
big
stickler
was
the
24-hour
operation
and
they
did
not
apply
for
24-hour
operation.
They
would
be
open
from
6:00
to
midnight.
K
I
I
I
C
C
I
I
I
Spots
in
the
application,
where
they
weren't
meeting
all
the
20
feet,
which
is
very
common
with
developments
such
as
this,
you
look
at
sterling
properties.
You
can
look
at
Kroger
where
they
have
interior
streets.
A
20-foot
landscaping
buff
on
the
street,
can
be
pretty
egregious
on
the
inside
of
that,
so
they
generally
routine
that
routinely
reduce
that
to
ten
or
lower,
and
the
board
has
the
ability
to
do
that
by
conditional
use,
approval
and.
I
C
J
I
I
I
C
In
fact,
didn't
the
mayor
received
an
email
from
Joe
Albright
stating
there's
a
belief
that
Walmart
would
close
our
current
super
center
number
of
376
on
airline
and
Melrose?
He
says
further
says
says:
I
want
to
dispel
this
false
rumor
as
it
store
ranks
of
the
top
5
in
sales
for
our
company
in
all
of
Louisiana.
We
plan
to
open
the
new
store
on
airline
highway
and
wimple,
while
continuing
to
operate
the
current
Super
Center
at
airline
and
Melrose.
C
In
fact,
its
success
is
one
of
the
primary
reasons
we
want
to
invest
further
in
Bossier
and
provide
customers,
another
outlet
closer
to
their
homes
to
shop.
I
see
the
new
store
serving
customers
all
the
way
past
Benton
and
Plain
Dealing
as
their
Super
Walmart
Supercenter
shopping
trip
without
having
to
cross
I-220
and
engage
all
the
existing
traffic
there.
We
intend
to
operate
both
stores
and
serve
customers
in
both
trade
areas
with
better
service
at
a
faster,
more
convenient
shopping.
Experience
kind
of
that
was
provided.
C
I
C
Glad
to
see
that
they're
they're
saying
they're
going
to
keep
this
open,
because
one
of
my
concerns
is
Kroger
told
us
they
would
probably
be
keeping
the
store
open
here
near
vent,
Road,
overpass
and,
of
course,
it's
shut
down.
We
were
hopeful
that
they
would
get
a
new
shopping,
maybe
a
super
one
in
there
for
those
customers
that
are
within
close
proximity
to
it,
that
a
lot
of
people
walk
to
it
and
that
didn't
happen
that
shut
down.
So
now
they
have
those
people
are
having
to
travel
further
to
the
Walmart
on
Melrose
and
airline.
C
Now,
if
this
was
to
close
down,
you
know,
we've
got
no
bus
service
out
to
there
the
they
can't
walk.
They
can't
ride
their
bike
out
through
there
I
see
that
all
the
time
with
people
going
to
Walmart,
probably
their
only
means
of
transportation,
if
they
don't
have.
A
car,
of
course,
is
to
take
a
taxi.
J
I
L
Proposal
to
the
levee
district
at
the
regular
meeting-
and
there
were
some
questions
that
the
levee
district
had
had
to
do
with
just
understanding
the
entire
plant,
and
so
they
withdrew
their
approval.
At
that
time
they
went
back
in
did
some
more
work
and
they
then
returned
to
the
levee
district
with
very
detailed
answers.
L
L
L
L
I
The
only
time
there's
an
obligation
do
events
a
wall
or
berm,
or
something
like
that.
It's
just
has
adjacent
residential
property
to
it.
They
do
not
have
that
in
this
situation
there
may
be
residential
property
to
it
in
the
future.
We
don't
know
that
right
now,
it's
surrounded
by
agricultural
zone,
property.
E
I
I
L
That's
a
sense,
that's
important
and
by
the
way,
just
sort
of
make
it
clear
that
the
council,
you
know
I
had
two
or
three
meetings
with
Walmart
and
the
fence
thing
was
after
I.
Looked
at
this
whole
thing,
myself
and
I'm
glad
we
had
seven
people
that
have
to
vote
on
this
I
felt
very
strongly
about
it
and
I,
and
so
I
told
Walmart
that
that,
just
personally,
that
I
was
not
willing
to
vote
for
this.
Without
that.
So
that's
how
strongly
I
felt
about
it
and
so
and
I
don't
intend
to
vote
for
today.
L
L
That's
like
closing
this
door,
I'm
not
voting
for
this
or
and
I'm
not
voting
for
this
or
against
it,
based
on
their
representation
that
they'll
keep
that
store
open
or
not
because
they're
just
there,
because
there's
no
obligation
to
do
that
so
I
do
things
are
what
matter
they
need
to
be
commitments.
So
I'd
like
to.
A
A
M
A
M
A
M
So
I
think
there
is
a
sufficient
representation.
That's
been
made
that
I
don't
think
they
would
contest
that
when
a
site
plan
is
presented
which
reflects
certain
site
improvements,
and
you
approve
it
with
that
understanding
that
that
is
the
condition
of
your
approval
and
that's
all
within
the
law
they're,
the
ones
who
who
volunteered
to
do
that
improvement.
A
A
K
A
M
Know
you
didn't
if,
after
the
minutes
of
me
or
when
I'm
special
counsel
to
the
city
of
oh
sure
in
this
matter,
anything
else
to
me.
K
N
Afternoon,
KML
Blanc
do
plants,
design,
group
314
East
by
a
road
Thibodaux
Louisiana
seven,
oh
three:
oh
one,
we're
on
here
tonight
on
behalf
of
the
applicant,
we're
here
to
answer
your
specific
questions.
The
first
item
agenda
is
the
rezoning
which
is
not
if
you
looked
at
the
actual
plant
itself,
what
we
hear
tonight,
it's
just
for
three
Lots
on
the
southern
portion
of
the
property.
The
seller
has
retained
some
additional
property
to
the
north
of
us,
which
is
not
part
of
the
rezoning
request
tonight.
N
It's
just
for
the
Supercenter
tract,
which
is
around
16.4
acres,
a
fuel
station
tract,
which
is
about
1.5.
That
has
another
a
lot
about
1.3
acres,
so
as
to
go
from
our
A
to
B
3,
as
would
specifically
request
tonight
and
to
answer
the
question
on
the
fence.
Yes,
we
will
it's
a
masonry
screen
wall
eight-foot,
there's
a
slide
on
there.
If
you're
able
to
pull
up
that
active
represents
this
perspective.
You
want,
if
you
have.
E
N
Set
up
this
is
the
northwest
corner.
The
interchange
is
where
the
Walmarts
could
be
located,
so
our
most
westerly
property
boundary,
as
Sam
indicated
it
could
be
just
agricultural
Jason
to
us
that
screen
wall
is
in
a
span
of
whole
entire
rear
property
line,
which
is
about
880,
so
linear
feet.
It's
gonna
be
8
foot
tall
and
one
of
the
slides
on
there.
If
you're
able
to
pull
up
that.
N
N
So
that's
a
elevation
of
the
eight-foot
wall
with
tree
plantings
and
shrubs
and
the
rear
of
the
property,
and
so
it's
it's
curved
in
both
of
the
sides
to
help
with
the
screen,
just
not
just
along
the
length
of
it.
It's
actually
turned
in
on
interior
to
the
property
towards
the
internal
access
drives
football,
the
north
side
and
the
south
side.
N
A
O
A
Know
that
we
have
people
that
are
here,
the
neighborhood
residents
and
so
forth
surrounding
Walmart.
You
know
I
wanted
you
all
to
get
an
opportunity
of
here
and
their
presentation
first,
so
that
if
you
wanted
to
add
additional
questions
on
to
what
we
you
know
planned
comments
were
today
that
you
had
a
knowledge
of
perhaps
so.
N
Represent
photo
metrics
to
the
NPC,
so
it
represents
the
illuminations
based
on
foot
candles.
So
if
you
look
at
that,
we
provided
that
foot
level
illumination
well
in
proximity
where
lights
are
and
how
that
propagates
itself
out
towards
the
exterior
the
proper
line.
So
once
you
get
to
the
proper
on
a
foot
level,
foot
candle,
representation
of
zero
means
that
you
don't
have
any
spillage
across
your
property.
So
that's
what
we've
designed!
We
don't
have
that
spillage.
N
N
J
P
Name
is
Kyle
Sawyer
I
live
at
4717
old,
Bradley
Road.
We've
been
doing
this
song
and
dance
since
last.
September
just
wanted
to
fill
you
in
that
there
was
a
purse
snatching
at
Walmart
last
week
of
a
70
70
year
old
woman.
Don't
know
if
she
reported
it
to
the
police,
I
don't
know,
but
she
was
a
friend
of
the
family's.
So
we
know
that
goes
on
outside
in
the
parking
lot.
I
assume
it's
gonna
be
the
same
thing
up
near
where
we
live.
P
We
all
are
when
I
say
we're
all
worried
and
he
brought
a
good
concern.
Was
that
Walmart,
we
believe
could
be
closing
the
store
and
the
reason
I
say
that
is
the
City
Council
was
even
afraid
of
it
happening
because
they
brought
the
police
in
the
fire.
We
had
Martin
italic,
saying
the
main
lay
off
30
people.
If
you
shut
that
down
so
evidently
y'all
are
concerned.
They're
not
gonna,
make
a
commitment,
their
business
I
wouldn't
either,
but
it's
something
that
I
believe
there's
no
way.
I
figured
out
the
numbers.
P
If
they're
a
two
hundred
million
dollar
store
and
they
go,
we've
got
to
have
another
one:
two
hundred
million
dollars,
if
you're
just
looking
for
North,
Bossier
Parish
and
those
surrounding
communities,
the
people,
the
families
that
live
there,
you'd
have
to
have
an
extra
ten
thousand
dollars
of
disposable
income
to
fill.
This
next
store
up
with
200
million
dollars
worth
of
sales
annually.
There
is
not
another
two
hundred
there
is
not
another
ten
thousand
dollars
per
family
household
to
spend
at
Walmart
annually.
P
On
top
of
what
people
are
already
spending
at
the
Walmart
in
Bossier,
it's
not
gonna
happen.
Just
gonna
be
trading
dollars
for
dollars
is
what's
gonna
happen.
What
I
want
to
know
is
how
many
of
you
by
show
of
hands-
and
maybe
you
will
you
own
and
there's
a
reason,
I'm
asking
this-
how
many
of
you
have
taken
a
campaign
contribution
from
Walmart,
an
affiliate
of
Walmart
or
anybody
that
will
be
doing
any
contracting
for
Walmart,
because
I'm
I
assume
it's
going
to
be
very
profitable
for
anybody
that
gets
in
with
this?
P
If
you
have
I
hope
the
media
follows
up
on
it
because
it
may
not
be
illegal,
but
it
is
unethical
if
you
vote
on
this,
you
need
to
abstain
and
not
vote
on
this
today,
because
you
did
enter
into
a
contract
not
long
ago
with
Manchac,
and
there
are
people
here
on
this
council
and
people
sitting
across
here
that
did
take
campaign
contributions
from
Manchac
and
they
turned
around
and
voted
not
illegal.
But
in
my
opinion
it
is
very
unethical
to
have
taken
that
you.
P
You
have
signed
a
five-year
from
what
I
understand
a
five-year
contract
with
them
and
then
you're
going
to
be
able
to
it's
gonna
be
go
to
renegotiation
annually.
It
may
have
only
been
a
million
dollars
this
year,
but
nothing
says
that
a
year
from
now,
when
this
thing
renegotiates,
if
they
come
in
at
Megan,
you
go
well,
we
don't.
We
have.
We
got
rid
of
40
people,
there's
no
way
for
us
to
go.
Then
it
may
go
to.
May
2nd
may
go
well.
It's
a
2
million
dollar
contract
this
year
next
year.
P
A
A
B
L
When
I
know
where
you
live
Colin,
so
I
went
out
there
and
I
put
myself
in
in
your
place,
because
several
times
people
have
come
to
the
podium.
I
was
at
the
NPC
meeting.
That
said
many
times
and
I'm
I
took
it
very
seriously
to
put
myself
in
your
place
or
in
the
place
of
someone
like
yourself
who
lives
in
those
surrounding
neighborhoods
and
I,
and
I
tried
to
identify
with
what
I
thought
would
be
a
adverse
influence
of
any
store.
L
L
You
know
coming
from
regionally
going
to
Walmart
and
it
did
not
I
mean
that
that
would
be
the
case,
and
so
frankly,
at
the
end
of
the
day,
the
reason
I
took
it
upon
myself
and
I'm
very
glad
that
there's
others
here
who
disagree
with
me.
They
could,
you
know
they
could
object
to
it.
One
thing
I
did
think
was
not
good
about
that
store
when
I
went
to
look
at
all
this
was
was
all
the
junk
that's
behind
those
stores,
and
they
all
say
they
all
have
a
great
thing
in
pretty
pictures
and
everything.
L
But
it's
not
it's
not
Walmart
either
it's
everybody
I
mean
it
any
store.
They
just
got
junk,
you
know,
and
so
I
I
just
didn't
think
it
would
ever
go
away
and,
and
the
most
important
thing
to
me
during
the
period
of
time
that
would
happen
between
when
your
development
is
there
and
whatever
is
between
you
is,
is
how
that
would
look
and
so
I.
L
In
my
mind,
that
was
something
that
I
was
just
not
willing
to
vote
for
if
it
didn't
get
fixed,
but
I,
just
wonder
how
you,
how
you,
how
you
address
the
I
just
can't
quite
get
as
passionate
desire
as
I,
see
you
feel
about
this
in
objecting
to
that.
To
that
establishment
there,
knowing
that
distance
in
six.
P
Six
hundred
yards
from
my
front
I've,
measured
it
it's
from
Burt,
look
at
their
platted
six
hundred
yards,
the
back
of
my
front
of
my
driveway
to
the
back
of
their
building
those
streets.
The
infrastructure
of
the
streets
we
have
right
now
will
not
allow
thousands
of
cars
that
travel
a
day.
It's
getting
the
cart
before
the
horse.
It's
it's
right
now
for
the
people
that
live
within
that
those
communities,
it's
not
going
to
work
for
the
people
of
Lakewood
Rosedale,
it's
not
going
to
work
for
my
neighborhood.
P
It's
it's
the
the
to
put
a
store
that
is
going
to
have
that
much
traffic
at
it.
You
can't
assume
that
everybody
is
just
going
to
be
driving
that
barrier
line
drive.
It's
not
going
to
happen.
The
people
that
are
going
to
be
coming
down,
Bend
Road
from
playing
England
they're,
going
to
cut
off
at
the
path
of
least
resistance.
It's
it's
we're
not
kidding
ourselves,
they're
going
to
be
traveling
down,
hitting
the
light
at
Benton,
road
and
wimple
cutting.
P
P
P
So,
yes,
it's!
The
traffic
gets
the
crime.
It's
like.
We
said
it's,
it's
what
it
is
and
I
think.
Like
mr.
Montgomery
said
once
before,
when
he
asked
the
the
firemen
come
speak,
he
was
the
only
one
that
has
ever
come
and
said.
Besides
Walmart
people
he's
the
only
person,
that's
ever
come
up
and
said:
yeah,
let's
have
a
Walmart
that
says
volumes
in
itself
that
you
haven't
had
1
5,
10
100
people
that
live
outside
the
city
have
said.
We
won't
Walmart,
not
one
have
you
had
staying
here,
I've
been
to
every
meeting.
L
P
A
Hey
I'm,
Howard
Davis
didn't
get
a
chance
earlier,
but
we
request
that
you
speak
for
three
minutes
and
then,
if
council
members
have
or
anybody
on
the
council
has
further
questions
ever
wants
to
extend
the
conversation,
they
can
do
so
in
two
minutes,
a
two
minute
increment.
Okay,
thank
you.
Thank
you.
Q
The
traffic
is
a
major
concern.
One
of
the
things
that
is
true
of
the
wimple
Road
Road
is
that
it's
marked
as
a
major
thoroughfare,
but
in
meetings
that
I
attended
with
MPC
meeting
in
which
Ford,
which
Ford
made
it
clear
that
there's
no
way
that
will
ever
be
three
lanes,
which
is
a
real
problem,
because
the
more
traffic
you
put
on
that
it's
going
to
create
more
and
more
problems,
more
murex,
especially
at
that
intersection
of
old,
Brownlee
and
wimple,
but
but
not
even
beyond
that
when
cars
are
looking
to
turn
into
the
Walmart.
Q
Q
Crime
is
a
major
problem,
and
it's
really
interesting
that
we've
been
discussing
this
and
there's
real
questions
about
the
crime
issue
during
the
NPC
discussions.
But
since
then,
there
have
been
several
articles
that
come
out
I'm
one
from
NPR
dated
August
24th
of
this
year,
Walmart's
crime
problem
overwhelming
police
across
the
u.s.
Bloomberg
a
week
before
Walmart's
out-of-control
crime
problem
is
driving
police
crazy.
Q
If
you
don't
think
that
that's
going
to
affect
this
store,
you're
playing
games
with
yourself
that
even
the
manager
of
Walmart
you
previously
ever
saw
a
store
in
Canton
Mississippi,
it's
in
a
decent
area,
agnostic,
the
crime
problem
in
his
current
stores,
is
better
than
it
was
in
the
Canton.
Mississippi
store
crime
is
a
problem
in
Walmart.
Q
Thirdly,
the
residents
of
north
buzzer
do
not
want
this.
This
College
just
said:
what's
going
to
happen
is
if
you
allow
this
to
happen,
it's
going
to
create
real
angst
and
it's
going
to
create
opposition
among
our
community
with
North
Bossier
versus
Bossier.
You
know
what
it's
not
necessary
and
the
reason
it's
not
necessary
is
because
this
is
stores
not
helpful
to
anybody
except
Walmart.
Q
I
do
have
a
question
before
the
council
if
y'all
would
be
open
to
it,
and
that's
one
of
my
concerns
that
that
that
from
even
Walmart
statements,
this
store
is
not
going
to
be
creating
new
net
revenue.
It
will
split
the
revenue
between
the
two
stores
according
to
their
own
representation.
If
that's
the
case,
the
other
problem
is,
it
doesn't
really
create
a
new
tax
revenue
sales
tax
revenue,
so
it
doesn't
create
any
dollars
for
buzzer
City.
L
Q
Dollars
and
so
that's
a
that's,
a
pretty
big
chunk
of
money
and
if
there's
no
real
new
net
revenues
where's
that
money
going
to
come
from
real.
Briefly
I'll
finish
my
statement
before
when
this
question
was
arising,
there
was
concern
about
police
and
fire
jobs
being
lost.
This
is
a
person
to
t
I
agreed
with
that
I
said
it
should
be.
A
city
should
be
making
a
decision
than
that.
Q
E
L
A
Q
A
A
C
Q
C
Q
I
C
And
the
reason
I
ask
that
is
of
course,
I'm.
The
councilman
for
North,
Bossier
and
I
have
not
seen
anything
official
that
that
has
the
residents
up
in
arms
over
it
like
the
parish
was
but
individually.
The
people
that
I've
spoken
to
I
think
I
can
give
you
two
names
that
are
in
favor
all
the
rest,
that
I've
spoken
to,
whether
it
be
by
email
by
phone
in
person,
I've
been
to
people's
houses
and
talked
with
them
and
at
my
place
of
business.
C
Q
Know
just
to
kind
of
fill
out
that
information
I
mean
part
thing
is
when
the
hearings
were
going
on,
the
FEC
there's
a
lot
of
people
that
showed
up
and
now
they're
just
kind
of
weariness
about
it.
Just
to
be
honest,
so
that
there's
no
one
person
leading
this
everybody
who
is
part
of
like
voicing
concern
has
full
time
jobs,
full
lives,
and
so
there's
just
a
little
bit
of
awareness
about
continue
to
fight
the
battle.
I
think
thank
you.
Mr.
Davis.
A
A
You
know
when
we,
when
you
first
came
up
that
talked
about
you,
know
everything
being
clear,
transparent
and
legal,
and
we
hear
the
arguments
from
the
north
poser
residents
parish
residents
outside
of
the
city,
about
these
issues
that
they
have.
Is
there
really
any
type
of
legal
standing
that
says
that
that
is
a
ground
for
you
to
say
no
to
Walmart?
M
You're
being
specific,
I
think
your
question
goes
to
source
versus
issues
are
those
people
your
constituents
know
are
the
issues
that
have
been
raised
there,
ones
that
you've
had
to
weigh
before
and
many
many
zoning
rezoning
cases.
Do
you
find
traffic
issues
that
are
such
a
deficient
nature
that
you
would
think
that
this
development
would
would
harm
the
development
of
the
city
as
opposed
to
benefit
it?
M
A
M
A
And
I'm
just
playing
along
if
we
denied
this
zoning
change,
request,
I
mean
I,
know
the
answer,
but
I
mean:
are
we
not
putting
the
Act
assets
of
the
taxpayers
of
Bossier
City
at
risk
and
a
huge
amount,
potentially
big
number
by
denying
the
business
in
the
landowner
the
opportunity
to
conduct
that
business
according
to
the
statutes
and
the
law
established
here
in
this
state
and
the
city
and
parish?
Well,.
M
You
have
seen
that
there's
a
there's
existing
commercial
development
that
is
occurring
in
that
area
and
therefore
I
think
you
have
before
you
a
record
which
indicates
that
there
have
not
been
problems
that
have
been
presented
that
have
not
already
been
addressed
or
you're
able
to
address
properly
as
showing
this
would
meet
the
master
plan
which
it
does
in
terms
of
being
a
future
master.
A
land-use
plan
of
village
use
you've
seen
the
concessions
that
have
been
made.
M
R
Along
with
what
mr.
Urwin
say,
you
know
there
was
no
objection
when
CBS
came.
There
was
no
objection
when
the
apartment
complex
came.
There
was
no
objection
when
Exxon
came.
This
is
a
Walmart
specific
attack
where
people
have
come
up
with
whatever
the
reasons
are
that
they
don't
like
Walmart
and
I,
think
I
think
it
borders
on
arbitrary
and
capricious
analysis.
When
you
choose
an
entity
and
wonderful,
it's
as
if
there's
no
crime
that
occurs
anywhere
else,
I'll
tell
you.
Is
the
person
in
charge
of
prosecuting
shoplifting
in
Bossier,
particularly
clothing?
R
Dillard's
is
the
mecca
so
I'm
just
saying
that
you,
a
lot
of
people
would
love
to
have
something
like
that
close
they
just
don't
like
Walmart,
so
so,
at
the
end
of
the
day,
you
know
I'm
just
saying
that
that,
with
what
you
have
before
you
be
in
a
record
matching
the
masterplan
fitting
within
those
things,
I
think
I
think
probably
and
I
complement
mr.
Larkin.
He
did
a
lot
of
due
diligence.
Mr.
everyone
was
helpful
with
that
and
cohesively
bringing
Walmart
to
the
table
to
discuss
those
things.
R
They've
agreed
to
do
the
wall
that
screens
Walmart's
backside
off
from
from
residential
development.
In
addition
to
that,
they've
tweaked,
the
quick,
the
building
that
tweaked
the
lights
they've
done
a
lot
of
modifications
that
make
it
more
user
friendly,
so
and
I
think
the
other
thing
is
there
was
some
questions
about
drainage
and
those
were
raised
and
answered
and
they've
been
approved
by
the
levee
board.
R
So
I
I
don't
see
that
hanging
Chad
out
there
there's
a
lot
of
things
that
we
approve
that
people
don't
like
I
mean
some
people,
don't
like
alcohol,
they
don't
like
it
sold
on
Sunday
and
we
allowed
to
be
sold
on
Sunday
now.
You
know
low
count,
wine
and
things
of
that
nature.
So
so
you
know
this
seems
to
be
more
to
me.
A
direct
attack.
I,
don't
remember,
one
person
ever
come
and
are
for
that
matter
of
voicing
concerns
in
the
jury.
At
that
point.
For
those
other
developer.
I
A
Q
Sure
I'm
not
against
Walmart
in
general,
any
big
box
store
that
goes.
There
is
going
to
create
major
infrastructure
problems
along
Apple
Road.
It
is
besides
that
3.6
million
dollars
is
going
into
this.
That
creates
no
new
retina
revenues.
That
is
not
helped
by
your
city's
pot
as
it
were.
That's
why
I'm
against
it
I'm
not
against
it.
Q
I
mean
I
recognize
a
lot
of
residents
are
against
it
because
it's
Walmart
the
reason
I
oppose
it's,
because
it's
going
to
create
disaster,
wimple,
Road
and
infrastructure
and
when
it
happens,
imma
come
to
you
and
just
remind
you
of
that,
because
it
is
that's
going
to
happen,
and
that
may
happen
inevitably.
But
that
needs
to
be
addressed
if
you're
gonna,
let
commercial
big-box
stores
go
in
that
area.
Cvs
didn't
affect
it
that
way.
Exxon
hardly
has
any
cars
going
in
and
out
of
it,
Walmart
won't
have
a
time.
J
Mr.
president,
wanted
to
say
we
had
a
retailer
that
closed
recently,
so
we
lost
jobs
and
I'm
sure
Walmart
is
going
to
have
new
hires.
So
it's
going
to
create
jobs,
it's
going
to
fill
a
void
and
that
sense
too,
that's
something
that
was
not
talked
about
too
much
but
I
think
that's
going
to
happen.
I,
don't
know
how
many
potential
employees
they're
going
to
initially
hire
yeah.
I
N
Don't
have
an
exact
number:
it's
typically
around
300
350
employees
get
hired
for
a
super
center.
Yeah
I
know
I,
guess
speaking
specifically
to
the
dollar
value.
I
know
the
3.6
is
out
there,
the
parish
that
originally
based
on
an
existing
traffic
issue
on
the
east
side,
so
we're
in
the
northwest
quadrant
there's
some
traffic
issues
on
the
east
side,
the
southern
vision,
I
can't
think
the
name
of
that's
to
the
east
of
us.
They
they
have
their
turning
maneuver
on
one
pole
as
they
go
southbound
there's
an
existing
traffic
issue.
N
So
of
that
three
point,
six
one
point:
eight
is
actually
appropriate
towards
the
east
side,
improvements
which
is
addressed
in
the
existing
traffic
issue
with
the
residents
and
the
existing
cell
divisions
to
the
east
of
us.
So
the
other
1.8
is
specific
to
the
improvements
that
would
be
part
of
the
Walmart
project,
which
would
be
the
internal
access
drives
and
the
turn
lanes
and
airline.
Then
the
improvements
on
the
west
side
and
one
pool
at
the
interchange
at
one
point
airline.
So
it's
not
the
three
point.
A
A
O
This
is
an
ordinance
to
allow
alcohol
sales.
Gentlemen,
despite
what
walmart
has
tried
to
tell
you,
despite
what
the
MPC
has
tried
to
tell
you.
This
is
a
multi-use
trail.
A
state
contract
with
federal
and
state
funding
runs
along
the
north
side
of
wimple
Road
from
Lakewood
all
the
way
to
North
old
Brownlee
and
then
crosses
over
all
Brownlee
and
heads
north
on
the
west
side,
Benoist
Bayou,
which
is
still
on
the
west
side
of
North
brownly
multi-use
trail
state
project
federal
money.
O
Walmart
keeps
on
trying
to
tell
you.
Oh
that's
the
highway
right
away.
That's
know,
that's
part
of
the
highway
ride
away
from
Weber
Road
on
the
north
side.
No,
that's
a
state
project.
That's
90%,
complete!
The
only
thing
left
to
do
is
actually
pave
the
trail.
The
dirt
works
been
done.
The
land
has
been
purchased.
Bossier
Parish,
just
from
airline
drive
to
North
brownly
Oh
Brownlee
paid
ninety
seven
thousand
dollars
to
the
odin's
to
buy
a
10-foot
wide
stretch
of
property.
O
O
The
Collins
English
dictionary
completing
under
bridge
12th
edition
2014
states
that
a
playground
is
an
outdoor
area
for
children's
play,
especially
one
having
swing,
slides,
etc
or
joining
a
school,
but
not
exclusively.
This
is
the
playground.
You
proved
that
this
liquor,
ordinance
or
liquor
provision
for
this
area
would
be
in
contravention
of
your
own
city
ordinance.
Also,
it
would
be
in
contravention
of
the
Paris
ordinance
and
I
remind
you
even
if
the
city
decides
to
change
their
definition
in
the
code
is
to
what
a
playground
is.
O
No,
it's
still
all
one
piece
of
property.
That's
like
saying
my
well
on
the
west
side
of
my
house
is
not
contiguous
with
my
driveway,
that's
on
the
east
side
of
my
house
going
to
a
different
Street.
So
this
is
all
one
piece
of
property.
It's
all
within
300
feet
of
the
playground,
which
is
the
north
Bossier.
Both
shared
use
trails.
Excuse
me,
North
poster
shared
you,
spray
and
y'all
may
have
spent
money
for
this
I
know,
but
your
parish
spent
money
and
gave
money
for
the
the
area.
O
L
I
Flats
been
approved
by
the
MPC,
it
has
not
been
signed
by
the
mayor
or
myself
yet
because
we
were
waiting
for
street
names
to
be
added
to
that
plat
they
have
been
added,
it
is
ready
to
be
signed
and
recorded.
I
recommend
it
to
them.
They
wait
till
after
the
zoning
procedures.
Before
we
proceed
with
the
plat,
they
have.
A
R
I
think
it's,
you
know
the
flats
been
filed
or
not
I
mean
one.
Mr.
graves
refers
to.
If
you
call
it
a
multi-use,
sequelae
or
Park.
It's
a
plan.
That
plan
was
promised
to
the
people
in
that
area
like
three
or
four
years
ago.
Who
knows
with
state
and
federal
money
the
state's
broke,
the
feds
are
broke
when
it'll
be
built,
so
a
who
knows,
but
when
it
is
built,
it's
a
multi-use
trail.
R
If
it
was
called
a
multi-use
Park,
it
might
be
a
problem,
but
it's
a
multi-use
trail
and
you
can
do
all
the
games
with
definitions.
I,
don't
think
any
court
is
gonna
find
that
a
trail
where
people
are
to
walk
or
ride
a
bike
is
a
park.
I
mean
it
Sam.
It
needs
an
ingress.
Egress
get
down,
get
down
the
road
to
the
park.
O
O
A
O
J
A
B
O
Gentlemen
same
argument
that
I
made
before,
but
this
doesn't
have
anything
to
do
with
the
plan.
This
is
the
land
that
is
directly
up
against
it
and
even
when
the
plant
is
finally
approved,
this
will
make
the
property
where
the
building
sits
on
that
they're
gonna
sell
the
lower
now
high
alcohol
content
directly
up
against
the
multi-use
trail,
which
is
a
playground.
Thank
you.
L
O
Of
people's
mind,
it
doesn't
make
sense
why
I
can't
have
a
drive-through
liquor
store
in
a
drive-through
daiquiri
place
right
next
to
the
Tinsley
park
down
here.
What
can
I
do
that?
You
know
that's
the
same
thing.
Kids
are
gonna,
be
writing
down
this
bicycle
trail.
People
are
going
to
be
pushing
the
baby
carriages.
People
are
going
to
be
walking
down.
This
bicycle
trail,
past
Walmart,
where
there's
three
cutter
cuts
propose
mr.
Harvey,
which
has
been
tabled
by
the
police.
O
Jury
not
approved
and
they're
gonna
be
selling
liquor
out
of
this
place,
and
if
you
think
that
everybody
is
going
to
stop
and
wait
till
they
get
home
to
take
a
swig
off
of
that
beer
or
continue
drinking
before
they
cross
that
multi-use
trail
park,
playground
they're,
not
it
only
takes
one
kid
to
get
run
over
and
killed.
That's
all.
Thank
you.
D
D
A
D
Introduce
an
ordinance
approving
the
acquisition
of
the
property
describers
321
Watson
Street
in
818
Olga
V
Street
authorizing
the
mayor
to
sign
any
no
documents
necessary
to
acquire
property
necessary
for
property
acquisition
in
the
old
downtown
area,
Folger
city
for
the
Bossier
re-envisioning
project.
First
reading,
so.
D
C
D
C
D
A
L
S
S
We
take
a
four
and
a
half
inch
OD
tie
in
on
the
steamer
connection.
Some
of
them
in
the
city
are
wrong.
They
were
ordered
wrong,
I,
don't
know
what
happened,
and
it
just
happened
to
be
that
the
three
one
of
the
first
three
fires
we
had
of
this
year.
It
was
reported
in
November
and
I-
know
the
one
fire
was
in
March
and
that
fire
hydrant
was
still
out.
That
was
a
woman
with
the
stem
lightning
struck
the
house.
So
it's
to
fix
all
those
problems.
Some
fire
hydrants,
don't
even
have
caps
on
them.
S
L
S
Our
40
years
old,
never
been
old,
never
been
maintained,
and
we've
just
gotten
to
the
point
now
and
this
year,
especially
with
three
fires
in
a
row.
What
are
we
gonna?
Do
we're
catching
once
our
first
in
our
second
in
truck
laser
supply
line,
we're
committed
to
that
hydrant
I
got
to
call
another
truck
in
to
catch
a
further
hydrant
down
the
road.
I
can't
pull
this.
F
S
L
S
Till
the
sir,
we
did,
if
you
remember
about
a
year
and
a
half
two
years
ago,
they're
doing
the
fire,
hydrant
maintenance
program
and
they're
going
around
and
doing
the
testing
flows,
because
we
took
a.
We
had
some
issues
with
some
of
the
hydrants
and
so
they've
identified
all
the
issues
with
all
the
hydrants,
and
so
they
kind
of
have
the
knowledge
of
every
one
that
we
have
a
problem.
We
have.
S
L
L
S
We've
been
we,
they
give
us
a
monthly
report
and
they
have
it
broken
down
into
if
it
needs
oiling.
If
it
needs
a
cap,
they
can
speak
more
into
that
can,
but
we
even
have
the
cost
breakdown
all
the
way
to
the
problem
with
the
hydrant
as
to
what
it
calls
for
that
to
be
repaired.
It's
pretty
extensive
breakdown
into
cheap.
E
S
If
something
is
to
go
on,
let
us
know
and
if
it
doesn't
work
bag
it,
because
if
we
see
a
bag
over,
we
won't
catch
it
and
that's
a
big
deal
to
us
and
we
need
to
know
these
ones
that
we
were
trying
to
catch
it
and
they
don't
work.
That
really
is
more
of
an
issue
than
it
being
broken.
You
back.
If
it's
bagged,
we're
good,
we'll
catch
the
next
one,
but
if
we
tie
into
it
and
lay
it
804
to
5
inches,
we
can't
move
it
in
we're
kind
of
trapped.
B
R
549
we
components,
there's
5,
heart
replacement
repairs
and
it's
a
continuation
of
the
inspections
that
we
have
don't
have
the
funding
for
the
rest
of
year
to
finish
the
inspection
process
and
also
to
mark
the
on
the
flow
test
they
determined,
which
for
the
high
flow
meters
and
what
the
meters
they're
gonna
put
markers
on
all
of
them.
So
the
fire
department,
when
they
roll
up,
will
know
how
to
catch
the
highest
volume
meter
for
what
they
are
Hassan
hydrant
for
what
they
want
to
flow
right.
S
And
that's
that's
gonna,
be
a
colored
thing
in
NFPA
has
a
reflective
color.
That
means
so
many
gallons
per
minute.
So
we
know
like
we
had
that
hotel
on
fire
at
the
racetrack
the
other
day.
We
know
we
want
a
high-volume
fire
hydrant
there
and
there
are
some
lower
volume
was
around
the
racetrack,
but
they
will
be
color
coded.
We
know
coming
in
I'm,
not
mistaken,
in
blue,
behind
flow
and
it'll
have
a
reflective
color
on
this,
so
that
we
can
see
it
at
night
and
it'll
be
a
band.
S
S
And
they
discover
an
issue
coming
forward
after
we
get
caught
up,
then
we'll
be
notified,
and
if
it's
small
issues
like
gas
gets
capped,
we
can
supply
them
with
them
and
get
them
fixed
on
the
scene
and
we're
not
downtown
the
downtime
kind
of
caught
up
to
us
at
the
first
of
the
year.
This
year,
with
the
three
structure
fires.
T
My
name
is
Zach
Riley
I'm,
one
of
the
co-owners
and
Roenick
offers
another
cone
over
utila
serve.
We
are
planting
them
right
now.
We've
done
about
1300
of
them
so
far,
we're
getting
really
close
to
Green
Acres
right
now.
We've
also
done
maintenance
and
inspection
work.
The
inspection
work,
we're
doing
is
actually
a
pile
requirement.
Pile
rating
is
class
2
for
voters
City
and
what
they've
done
is
they've
recreated,
how
they
get
the
point
system.
So
in
the
past
you
know
they
would
have
different
categories
where
the
new
categories
are.
T
Your
inspections
have
to
have
pressure,
testing
and
they'll
sent
that
flushing.
So
it
has
a
whole
lot
more
work
to
the
scenario.
So
what
we're
doing
we're
not
inspecting
them,
so
I
can't
talk
about
Broncos,
they're,
inspecting
them
and
then
they're.
Actually,
while
we're
inspecting
them,
we
flush
them,
and
then
we
pressure
test
them
well.
To
do
that,
you
have
to
do
all
two
of
the
two
things
about
2,750
hydrants
of
Motor
City.
To
do
this,
you
have
to
have
a
hundred
percent
of
those
hydrants
inspected
every
year.
T
If
there's
a
problem
with
the
the
hydrant,
it
needs
to
be
addressed
in
that
same
year,
because
you'll
lose
all
of
your
points
because
an
all-or-none
situation
for
pile.
If
you
have
one
out
of
those
2,750
that
don't
have
a
complete
inspection,
they
don't
give
you
any
credits
for
that,
and
that's
a
pretty
high
point
category
four
from
Brad
in
the
fire
department
on
the
water
side.
It's
50
points
it's
pretty
high,
so
you
don't
to
lose
those
points
whenever
something
like
that
could
be
a
very
easy.
You
know
leveling
for
them.

President,
yes,
yes,
sir
I
just
have
one
request
from
mr.

If
possible,
it's
only
been
a
little
bit
over
four

five

or
so
with
the

Do
you

it

Manchac?
Yes,.
