the
council,
mr.
mayor
Hall,
thank
you
for
having
me
busy
agenda,
but
I
wanted
to
come
up
here
today,
real
quick
and
kind
of
give
you
a
couple
of
bits
of
information
and
share
some
things
that
we've
been
doing
lately
at
the
Economic
Development
Foundation
I.
Believe
you
have
in
front
of
you
our
economic
indicators.
It's
our
annual
publication
a
little
different
this
year,
we've
included
a
different
batch
of
information.

We
have
taken
more
upon
ourselves
to
do
this
in-house
previously
LSU's
Center
for
Business
and
Economic
Research
at
LSU
s
had
been
doing
a
lot
of
this
research
for
us.
Lsu
Shreveport
Center
for
business
economic
research,
kind
of
went
through
the
budget
cuts
last
year,
so
they've
kind
of
quit
doing
that
so
we're
gonna
have
to
make
that
up
with
some
information.
That's
very
helpful
for
a
bunch
of
our
site,
selectors
and
other
individuals
we're
looking
at
business
expansion
in
there
you'll
find
information
about
our
wage
rates.

Our
household
incomes,
population
trends,
things
along
those
lines,
additional
information
like
major
employers,
business
parts
and
some
information
about
some
of
our
incentive
packages,
and
things
like
that
for
economic
development.
We've
also
taken
some
of
that
information
and
rolled
into
a
new
website
that
we've
been
doing
at
Bossier
economic
development,
so
I
invite
you
to
take
a
look
at
the
website.
It's
gonna
have
this
book
on
our
website.
We're
also
developing
a
height
video.
Some
things
that
we
found
in
the
marketplace
is
recruiting
for
some
of
our
new
businesses
or
we're
having
some
difficulty
recruiting.

The
skill
sets
that
we
need
so
we're
trying
to
sell
some.
Its
information
to
different
parts
of
the
country
show
those
workers
that
can
move
here.
What
our
community
looks
like
what
our
trends
look
like
and
what
this
information
looks
like.
So
that's
what
the
websites
to
do
also
and
the
height
video
is
to
do
I
mentioned
the
LS
US
Senate
position.
However,
research
has
kind
of
gone
away,
so
some
of
those
monthly
indicators
that
site
selectors
needed
showing
trends
and
revenue
sales
administration
I,
would
casino
admissions
car
sales.
Things
like
that.

We've
picked
up
some
of
that
and
in-house.
We
hired
ginger
Collier,
following
with
nipsey
and
also
formerly
with
the
Chamber,
to
kind
of
come
in
as
a
part-time
worker
for
us
to
keep
those
net
information.
That
information
is
on
the
website
now
for
July
in
August,
so
I
invite
you
to
take
a
look
at
that.
It's
gonna
take
a
time
to
build
a
database
that
would
show
long-term
trends
in
those
areas,
but
we're
working
towards
that.

So
these
investments
are
something
that
are
important
for
industry,
for
economic
development,
for
sales
for
recruitment,
and
your
foundation
has
taken
that
upon
ourselves
to
do
that
and
I
think
that
that's
them
gonna
pay
dividends
down
the
road.
A
couple
of
other
things:
real,
quick
that
I
wanted
to
share
with
you
we're
familiar
with
some
of
the
changes
that
the
Baton
Rouge
folks
and
legislature
made
for
some
of
the
incentive
packages,
industrial
tax
exemption
program
being
one
of
them.

The
spirit
of
the
new
law
is
that
the
Police
Jury
and
the
locals
will
now
have
the
up-and-down
vote
to
say
whether
or
not
they
want
to
take
that
on
as
an
exemption
program.
The
new
rules
has
not
have
not
been
finalized,
yet
the
spirit
of
law
is
very
good,
but
there
are
some
concerns
about
how
that
will
make
us
competitive
in
negotiations
and
confidentiality.
So
those
are
economic
development
forded.

The
letter
to
the
commerce
that
the
board
of
industry,
board
of
commerce
and
history
excuse
me
earlier
the
month
to
say
that
we
really
welcome
the
spirit
of
the
law.
However,
we
want
you
all
to
take
a
look
at
maybe
appointing
a
person
from
organizations
in
each
taxing
district
to
do
an
NDA,
so
we
can
go
ahead
and
pitch
to
customers
who
look
at
our
area
without
having
to
go
to
the
full
bodies.
It
puts
us
at
a
disadvantage
when
we're
competing
with
folks
in
other
neighboring
states
who
are
going
ahead
and
making
full
offers.

Our
offers
are
now
contingent,
unfortunately,
on
some
of
the
other
bodies
that
have
to
prove
it
in
full,
open,
full
and
open
forums,
so
we're
trying
to
work
those
rules
out
and
the
board
is
still
not
ruled
on
that.
Yet
so
that's
still
in
discussion
points.
We
also
attended
a
film
summit
a
couple
of
weeks
ago.
Same
principle,
to
find
out
what
we
can
do
to
in
the
new
laws
to
encourage
the
film
companies
to
move
in
here.

As
you
know,
over
the
last
decade
we've
had
roughly
in
this
area
Northwest
region
roughly
about
350
400
million
dollars
spent
and
motion
pictures
in
this
area,
so
we're
trying
to
figure
out
what
would
make
it
more
fair
to
keep
each
district
in
the
state
rather
than
just
New
Orleans
heavy,
have
opportunities
at
that.
So
I
want
to
share
this
information
with
you.
All
I
wanted
to
offer
that
book.

If
you
need
any
others
at
that,
some
of
our
new
companies
here
have
already
ordered
over
200
of
those
books
and
we've
already
forded
those
to
the
east
DC
area
who
are
using
those
for
recruitment
to
move
people
here
for
some
of
the
requirements
and
some
of
our
investments
we've
made
particularly
CSRA
in
that
organization.
But
if
you

picking

good
things

no
real
anomalies
there,
other
than
our
sales
tax
collections
are
down
roughly
2.7
percent
to
last
year.
The
second

is
obviously,
second
third

the
expenditures
by
major
cost
function
and
again
the
the
same
anomalies
as
I've
explained
here
before
the
city
marshal.
He
had
some
unexpected
software
maintenance
cost,
the
parks
and
recreation
can
we
had
some
repairs
and
maintenance
that
went
over
the
building
maintenance
same
issue
there,
the
water
administration,
that

there
were
some
large
expenses
that
came
through
there
again.
The
sewer
administration
is
again
the
other
half

the

river
treatment
plan
has
been
explained

our
meeting.

tipping
fees

driving
that
budget
a
little
bit
higher
than
expected.

mainly
just
clarifying
contract
document
wording.
There
were
some,
you
know,
word
changes
between

really

technical
changes
to
the
contract
documents.

very
intensive
process,
as
mr.
Larkin
pointed
out,
and
we
really
should
make
note
that
the
mayor
and
the
administration

all
the
department
heads
and
their
employees
and
all

people

support

city

Bossier

outside
roles.
It
is
a
tremendous
undertaking
and
on
behalf
of
the
council
and
if
the
council
would
like
to
add
to
this
would
like
to
thank
the
mayor
and
administration.

As
the
mayor
said,
you
do
more
with
less
and
it's
greatly
appreciated
and
I
know
the
citizens
of
Bossier
reap
the
benefits
of
such
a
high
quality
of
service
and
paying
such
a
low
tax
rate.
So
that's
incredible
and
it's
unprecedented
as
far
as
I
know.
As
far
as
a
city
government
some
mayor,
would
you
like
to
say
anything
I
mean
every
word.
You
said.

we

we

market
study
to
get
an
appreciation
for
the
demand
of
different
types
of
businesses
and
the
like
in
there

I

talking

somebody

week
and
I
asked
them
if
they
knew
where
a
copy
of
it
was,
and
so.

affecting
the
health,
safety
and
welfare

appropriating

the
sewer
capital
and
contingency
fund

replace

at
the
Red
River
wastewater
treatment,

make
a
note
since
we're
on
TV
now
and
in
front
of
the
public,
did
we
pointed
out
earlier
in
the
meeting
that
this
is
going
to
hopefully
eliminate
the
odor
mr.

As
far
as
the
people
in
South,
pocher,
I'm,
sure,
there's
been,
there's
been
several
phone
calls
and
so
forth?

This
ordinance
is
being
requested
in
order
to
repair
some
some
pieces
in
the
system
that
or
replaced
not
repair
substandard
and
that
we
we
have
found
a
better
solution
for
and
in
the
process
of,
while
we're
replacing
this
equipment,
there
will
be
some
odor
from
time
to
time,
not
all
the
time,
but
from
time
to
time.
Until
we
get
the
process
completed,
all.
