co-chairs

we
have
every
year
and
they
have
some
exciting
news
to
share
with
us
today.

the
outpouring
of
individuals
wanting
to
help
us
honor
our
first
responders
gave
us
extra
monetary
funds
that
we've
never
had
before,
and
so
we
wanted
to
come
today
and
honor
both
of
our
organizations
that
we
chose
as
a
commission
to
represent,
and
so
we
wanted
to
do
something
on
law
enforcement,
as
well
as
to
our
fire
department,
and
so
we
asked.
Where
could
we
give
our
funds
and
so
we're
very
excited
to
be
able
to
present
blue
forever,
which
is
a
organization
that
provides
the
QuikClot
kits
to
our
officers
and
in
the
field?

know
every
day
you
never
know
what's
going
to
happen
and
it's
it's
a
very,
very
generous
donation
and
we're
very
thankful
for

you
all
of
doing
that
and
we're
also
you
know
all
of
us
in
this
room
or
extremely

were
the
uniform
and
go
out
there
every
day

protect

lastly,
when
we
looked
at
how
we
could
represent
the
fire
department,
we
were
told
about
the
smoke
detector
program
that
there
are
many
of
our
residents
in
our
city
and
parish
that
do
not
have
adequate
smoke
detectors.
And
so
we
were
able
to
honor
in
that
way
with
our
fire
department
and
provide
smoke
detectors
for
those
individuals
because
they
were
out
and
did
not
have
any
for
our
area.

saying,

do
we
go
out
our
fire
prevention
office
and
provide
smoke
detectors
for
any
citizen
of
Bossier
that
doesn't
have
any,
and
then
we
install
them
at

charge,

change
batteries
for
them
any
time
that,
once
or
twice
a
year
when
it's
time
to
change
the
batteries
we
provide
that
service.

I

estate
employee
and
the
name
of
our
program
is
Louisiana
spirit.
Louisiana
spirit
is
a
department
under
the
office
of
behavioral
health,
which
is
also
under
the
auspices
of
the
Department
of
Health
and
Hospitals.
We
are
a
federally
funded
program
that
is
here
in
the
Bossier
City
and
Caddo
Parish
areas,
well,
Bossier,
Parish
and
Caddo
Parish
areas.

Looking
for
the
people
who
were
affected
by
the
flooding
in
March,
we
provide
crisis,
counseling
resources,
referrals,
emotional
support
for
those
people
who
were
affected
by
the
flooding
that
occurred
in
March,
and
we
would
appreciate
it
if
the
councilman
will
reach
out
to
anyone
that
they
know
in
their
various
districts.
That
could
benefit
from
our
services.

oh
and
one
more
thing.
I
wanted
to
thank
the
mayor.
I've
met
with
him
and
he
referred
me
to
Miss
Glorioso
and
she
has
been
absolutely
wonderful,
helping
us
to
reach
out
to
other
organizations
to
try
to
put
together
a
neighbors
helping,
neighbor
type
coalition
for
volunteers
within
a
community
to
help
those
people
who
are
still
rebuilding
after
the
devastation
that
occurred
during
the
flood.

like
turning
his
thank
you
for
allowing
me
to
come
today
to
give
you
an
update
on
where
we
are
with
the
re-envisioning
project,
should
have
in
your
folder
a
little
pamphlet
of
information
that
I
put
together
for
you
all,
just
to
kind
of
bring
you
up-to-date
on
the
accounting
that
aspect
of
the
project
figures
I've
received
from
mr.
Buffington
Ford's
acquisitions
for
the
project.
At
this
point
we
have
expended
approximately
1.4
million
sixty
two
thousand
dollars
in
acquisitions.

We
still
have
to
land
trades
that
I'll
be
coming
to
with
the
next
agenda
will
be
for
Lille,
italiana
and
Cajun
solutions
on
treating
like
amounts
of
property
because
we're
taking
the
parking
of
these
people.
So
we
have
adjacent
property
which
will
allow
us
to
trade
rather
than
doing
a
cash
transaction,
we'll
do
some
land
land
trades
on
those
construction.
We
have
spent
approximately
1.8
million
dollars
for
our
construction
product
of
project
funds,
with
bogs
and
pull
and
$450,000
with
manchek
engineering
engineering.
To
this
date,
we've
spent
about
980
thousand
dollars.

have
started
meeting
monthly
since
the
project
commenced
in
April,
with
bogs
and
pull.
We've
had
two
monthly
meetings.
So
far
and
the
project
is
coming
along,
as
expected,
we've
had
as
I
last
time,
I
think
I
was
up
here,
I
use
the
word.
Lowe's
we've
had
several
of
those
in
the
first
couple
blocks.
We've
encountered
water
lines
we
didn't
over
there.
There
was
a
problem
with
the
drainage
and
there
were
some
change
orders
that
will
be
coming
to
you
in
later
dates.
At
that
time,
mr.
D
Hudson
has
been
right
on
board
with
those
amounts
and
trying
to
make
sure
we
can
keep
them
to
the
minimum
as
they
need
to
be,
but
this
is
a
huge
project.
Thirteen
million
dollar
infrastructure
project.
What
I
wanted
to
do
today
is
in
your
packet.
Do
you
have
some
still
photos
of
the
construction
of
downtown?
Actually,
what
you
see
is
a
demolition
of
existing
Barstow
Boulevard
as
we
know
it
as
we
knew
it
and
as
we
will
know
it
today
and
that's
what's
in
your
packet,
it's
been
a
good
project.

At
this
point,
we
have
met
with
all
the
affected
property
owners
that
have
property
or
parking
that
may
have
been
affected,
as
the
project
touches
them.
There
are
some
upset
tenants
that
are
involved
in
that,
but
we
will.
We
have
worked
those
issues
out
with
back
door,
parking
and
things
as
that
as
we
come
along,
so
hopefully,
we've
been
making
minutes.
We
hope
to
hopefully
be
laying
some
asphalt
about
30
to
40
days
from
today,
starting
at
the
traffic
straight
in
until
there
will
be
some
some
pavement
actually
coming
down
at
that
point.

But
it's
a
good.
The
synergy
of
the
community
is
there
and
there's
an
excitement.
It's
a
partnership
with
the
people
who
are
part
of
downtown
Bossier
existing
and
in
a
partnership
with
future
people
to
have
coming
to
us
for
wanting
the
interest
of
wanting
to
be
part
of
it.
There's
not
a
day
that
goes
by
my
phone
doesn't
ring
with
someone
litter
a
night
death
wants
to
come
visit,
such
as
the
donut
shop
or
a
coffee
shop.
All
the
way
to
a
major
hotel
has
come
to
visit
us
at
this
point.

We
have
a
partnership
with
the
with
the
school
board
and
the
Police
Jury
on
some
joint
property.
That
has
a
lot
of
potential
that
we're
now
using
as
a
lay
down
yard,
the
13
acre
tract.
That
I
may
probably
remember
that
and
of
course
today
we
had
the
co-operative
endeavor
agreement
with
the
school
board
on
your
agenda
today.
One
of
the
last
pieces
of
paper
in
my
packet
is
a
map
that
actually
shows
the
school
board
property
now
centralize.

traveling
toward
traffic
street
and,
as
you
can
see,
the
existing
road
is
gone.
We
have
left
part
of
the
sidewalk
at
this
point
and
as
they're
working
from
traffic
street
east,
the
drainage
is
going
in
retention.
Areas

this
will
be
a
green
project.
In
other
words,
the
runoff
waters
for
the
landscaping
will
all
go
into
a
pond
and
holding
ponds
that
are
placed
periodically
through
the
project
and
you'll
see
this
as
we
get
closer
toward
the
traffic
straight
in.

you
have
a
for
you,
the
report,
the
financial
reports
for
the
year-to-date
for
the
month,
ending
June
30,
as
you
can
see,
our
revenues
or
overall
for
all
funds
are
at
96%.
Our
expenditures
are
at
93%,
so
again
the
favorable
trend.
However,
you
know
our
sales
tax
is
down
compared
to
last
year
or
to
budget
we're
about
even
with
last
year.
At
this
point
over
then
1
percent
of
last
year's
numbers,
page
5,
shows
the
current
manning
report.
As
a
Monday
morning,
we
were
at
672
employees
again
the
previous
report.

were
at
711,
so
at
net
decrease
of
39
and
again
that
had
to
do
with
the
you
know:
private
public
partnership
that
we
had
the
pages
that
remain
are
the
water
and
sewer
funds.
The
more
detailed
reports
for
those

far

revenue
and
expenditures,
year-to-date
and
month-to-month
comparison
having
questions

be
happy
to
address

if
you
remember,

deal,
we
had
an
initial
payout
on
that
contract.
On
the

we
signed
that
contract,
we
had
one
hundred

thousand
dollar
initial
payout,

part

the
variances
in

once
that
kicks
in
we'll
have
that
monthly
payment
after
then,
but

the
headcount,

dropped
off

first

we
should
start
seeing

savings.

with

council

relative

city.

Bennett

Parish
school
system
and
the
principal
at
Bossier
high
to
you
know,
take
strong
consideration
if
we
wanted
to
have
an
event
there.
So
that's
something
that
can
be
incorporated.

we
saw
emails
from
the
state
saying
that
they
are
targeted
as
police
officers,
and
so
we
originally
started
out
with
eight
vest
and
we
just
responded
to
an
active
shooter.
But
now
I
would
like
to
put
a
it's
a
carrier
with
a
rifle
plate
front
and
back
in
a
helmet
and
have
one
have
them
on
every
truck
for
the
cruisers.
To
use
it's
a
true
one.
Size
fits
all
this
way,
we're
going

not
a
ballistic

can
wear

heavier
