high
school
state
champion
championship
wrestling
matches

state
champions

behind

out

town

somewhere,

grandson

enjoy
it
every
year
and
what
these
guys
put
into
wrestling.

class
for
the

year

2016-17
season

an
outstanding

of

and
know

teammate

won
the
state
Division
championship
in

a
195-pound
weight

seats,
the
financial
reports
for
marks
year-to-date
for
March
31st.
As
you
can
see
on
the
first
page,
our
revenues
are
performing
very
well
compared
to
budget,
as
you
can
see,
overall
we're
at
105
percent
of
budget,
the
actual
sales
tax
collections-
we're
you
know
when
you
compare
it
year
to
year,
we're
a
little
bit
below
last
year,
the
year
2016.
But
again
we
based
our
budget
off
at
2015
numbers
and
not
2016.

The
next
two
pages
are
the
expenditures:
expenses
for
the
respective
funds
and
departments
within
those
funds,
the
ones
that
have
the
in
excess
of
a
hundred
percent.
Those
were
software
charges.
Again
we
pay
those
on
an
annual
basis,
so
they
were
budgeted
over
twelve
months,
so
that
should
come
back
into
line
as
the
year
progresses.
Those
are
always
paid
in
March
or
April,
so
you'll
always
see
that
that
variance,
and
so
overall
we're
at
92%
of
budgeted
expenses
and
expenditures.

sales
tax
collections,
as
I
mentioned
before
year-over-year
we're
down
about
five
point:
one
percent,
you
know
when
you
guys
will
compare
overall
collections
in
the
city.
The
next
page
is
the
manning
report
we're
currently

seventy
one
last
report.
We
were
at
six
seventy,
so
we've
had
one
addition.

to

This
does
include
all
the
meaning
changes
with
the
fire
and
the
police.
The
addition
and
the
move
between
engineering,
the
permits
and
inspections
are
all
included

this

sewer
funds.
The
detailed
budgets
on
those
of
note
in
that
is
that
new
March
was
a
three
payroll
month.

last
year
was
April,
so
we'll
have
a
little
bit

timing.
Difference

in
April
should
have
all
of
those
differences
lined
out.
But
March
was

some
variance

looked

bit
higher
in
the
salary

personnel

supplemental

gave

we
had
now
confirmed
all
of
our
retirement
contributions
through

three
largest
retirement
systems.
It's
the
city's
in
that's
the

ers,
a
municipal
employee
retirement
system,

FRS,
the
firefighters
retirement
system,
then
the
M
pers,
which
is
the
police
Retirement
System.
As
you
can
see,
the
percentages
reflected
there.
What
we
had
in
budget,
we
had
respectively
eleven
percent,
twenty
seven
and
a
quarter
and
32
and
a
half
again.
You
know,
since
the
state's
fiscal
years
different
than
ours,
their
fiscal
year
starts.

in
January,
so
there's
a
little
bit
overlap
between
those
two
percentages,
so
the
new
percentage
that
we
got
from
those
are
again
respectively,
municipal,
thirteen
and
a
quarter
again.
There's
went
up
again.
Everyone
here
knows
the
history
that
that
system
has
had
has
been
plagued
with
some
turnover
and
management
due
to
some
legislative
auditor
findings
and
then,
but
the
other
two
came
in
below
what
we
had
budgeted
so
I
scheduled
that
out
by
individual
Department
and
individual
fund.

as

can
see
in
the
general
fund,
based
on
those
new
figures
and
only
taking
it
out
for
six
months,
you
know
it
affects
the
last
six
months
of
the
year,
but
overall
the
savings
to
the
general
fund
would
be
about
a
hundred

sixty
four
thousand
dollars.
And
again
the
water
and
sewer
funds
is
a
little
bit
of
an
increased
cost
because
of
the
they're
all
ma
RS
in
that
fund
anyway.

work

getting
these
trucks
were
fixed.

dollars
coming
in
an
oil
lease
check

beginning
next
month,
I'm
gonna
put
that
toward
getting
a
new
window
and
I've
got
a
door
that
I'm

replace

bad
door

side
and
I'll
be
getting
it
up.

money
will
help
me
fund
those
projects
and
he's
gonna
be
getting
me
to
work
and
I'm
just
asking

he
could
not
be

because
he

job
doesn't

people

he

told
me
not
to
make
any
deals
today
until

he
has
a
chance
to
look
into
everything,

right
now,

life
is
in
his
hands

his
plans
are
for
me.

had
vendors
last
year

didn't
get
me
to
work.
They
just
I
was
with
the
goodwill
and
they
never
did
get
me
to
work.
They
just
kept
me
on
their
list
when
they
have
a
job
available.
They'll
give
it

it

never
come
to
that.

months
and

just
can
do
nothing.

they

me
back

They
gave
me

Louisiana
blind
Association,
which
was
a
bad
deal.
They
thought
since
I'm
Dyslexic.

figured
well
okay.
That
would
fall
in
that
category.
They
couldn't
help
me
because
they
don't
you
know
they
get
jobs
with
blind
people
and
I
full
with
them
for
four
months,
and
there
was
a
whole
year
wasted,
and
so
now
they've
got
me
this
gentleman
and
he's
a
more
like
a
freelance
contractor
and
finding
jobs.

out
and
looks
for
jobs.
He
don't
just
let
them
come
to
him,
though
he
says
hey
things
do
come
to
me,
but
we
go
out
looking
and
we're
gonna
make
this
better
for

They
should
have
last
year.

feels

building
has
continued
to
deteriorate,
and
at
this
time
the
ceiling
is
collapsing
and
falling
in

a
new
case
and
send
a
new
letter
in
February
of
2017.

wasn't
aware
of
the
situation

the
building
until
the
end

last

we

off

sell
the
property

reduction

their
sewers,

a
rate
increase
to
adjust
for
that.

reinstitute

study

you

to

not

you're
gonna
be
looking

rate
increases
to
pay

decision

consequences

you
asked

revenue

loophole
open

decrease

increase

sewer
charges

up

that
reduction
and

either
gonna
increase

commercial

residential
customers.

residents
that
have

single
meter
and
they
get
charged
sewer
for
every
drop
of
water
they
put
on
the
yard.
If
you
can't
afford
a
sprinkler
meter,
you
have
to
pay
the
sewer
rate
for

watering,
your
grass
or
garden
or
other
things,
and
we
have
a
lot
more
of
those
than
we
do
with
people
with
with
sprinkler
meters.

that
that
have
that,
but
this
is
this-

a
more
of
a
finesse
deal,
that's
going
to
require,
and,
and
we
can
certainly
do,
we
can
hire
somebody
that
can
analyze
the
data
once
it's
provided
to
see
if
it's
legitimate
or
not,
but
the
true
reality
is
the
reason
for
the
loophole
