So
that's
for
all
the
father.
We
thank
you
for
another
day.
We
thank
you
Lord
God,
for
those
who
are
here.
We
pray
for
them
to
pray
for
that
family.
When
pray,
father
God,
you
continue
to
direct
us
to
do
two
things
that
benefit
this
city.
We
thank
you
Father
golf.
Every
person
who
serves
in
Jesus
name,
I,
pray.

Council
I've
distributed
the
financial
reports
to
you
guys.
The
first
page,
as
you
can
see,
is
a
cash
basis.
Reflection
of
all
the
fund
balances
as
far
as
their
revenue.
As
you
can
see,
you
know
we're
ahead
of
the
curve
for
the
first
month
out
of
the
year
again
the
sales
tax
collections
on
the
cash
basis.
We
came
in
right
at
the
budgeted
amount.
You
know,
comparatively
speaking
on
page
four,
we
were
about
6.2
percent
below
the
last
year's,
but
again
we
did
not
use
2016
actuals
as
our
basis
for
our
2017
budget.
H
We
went
back
and
used
2015
numbers
to
base
our
2017
budget
on
the
next
two
pages
are
the
expenditures
you
know
just
to
mention
the
ones
that
are
over
a
hundred
percent,
the
purchasing
department
and
the
permits
and
inspections.
Again,
those
are
one-time
expenses
for
software
licensing
fees
that
come
due
its
first
of
the
year
but
apply
for
the
entire
year,
so
some
other
ones
that
are
a
little
short
or
a
twenty
Department
sanitation
department,
the
Riverside
and
mosquito
and
again
those
are
the
herbicide
and
mosquito.
H
Page
five
is
the
meaning
table
report.
As
you
can
see.
Currently
we
have
670
employees.
The
previous
report
we
had
672
so
we're
down
to
one
thing
you
know
just
mention
is
a
northeast
sewer
treatment
plant
were
one
over
there.
There's
a
personnel
action
form
in
process.
Now
that
will
switch,
that
between
the
Red
River
wastewater
treatment
plan
and
the
Northeast
sewer
treatment
plant
there
was
a
personnel
move
there
that
the
paperwork
is
still
in
progress
for
that.
I
J
L
L
On
this
one
we
posted
the
letter
and
sent
it
for
demolition
or
repair
and
stuff
on
the
8th
November.
We
got
a
phone
call
from
the
neighbors
and
on
the
11th
they
had
posted
a
for
rent
sign.
Underneath
the
condemnation
sign
on
the
same
house,
this
house
is
infested
with
rats
has
no
hot
water.
No
hot
water
heater
has
no
heat
in
the
house.
It's
the
framings
rotted,
the
ceilings
leaking,
it's
not
fit
for
anyone
to
live
in.

C
I
think
I'm
so
right
there
20
today
getting
off
on
airline
drive
a
lady
who
ran
across
you
know.
It's
been
my
experience
when
a
person
does
that
if
you
have
a
if
yet
a
signal
light,
you
know
they
don't
come
over
except
to
put
your
hand
out
and
when
they
know
that
you
want
to
make
a
donation
but
other
than
that
they
really
don't.
Do
you
find
that
businesses
also
complained
about
okay?
We.
G
Once
again,
to
enforce
it,
whereas
before
we
would
actually
have
to
have
a
complaint
in
the
business
owner,
would
have
to
ask
a
person
to
leave
the
property,
and
if
they
didn't
leave
the
property,
then
it
became
a
remaining
after
being
forbidden.
But
as
far
as
just
standing
out
there
asking
for
money
and
such
as
that
in
there
wasn't
anything
that
we
could
afford.
I.
C
C
What
happens
if
there's
a
repeat
offender,
so
it
you
know
if
they,
if
they
out
there
begging
for
money,
and
so
if
you
set
the
bill
for
$500,
you
know
that's
what
they
need
is
money
so
and
then
you
let
them
release
after
up
to
60
days
confinement.
So
it
seem
like
going
to
be
a
repeat
cycle.
You
know,
if
that's
what
they.
G
Do
typically
and
what
we've
learned
once
you
really
start
addressing.
It
then
take
an
aggressive
act
towards
it.
They
they
tend
to
go
on
we're
going
about
your
business.
So
that's
what
happened
in
Freeport
enacted
a
similar
coordinates
mm-hmm,
so
they
started
enforcing
this
in
Schreiber.
We
drove
them
all
over
to
Bossier.
Okay,.
C
G
C
True
I
guess
my
only
and
I
can
see
the
rationale
for
having
something
like
this,
because
you
need
to
consider
other
people's
safety
and
their
welfare.
I.
Just
think
about
the
Bible
says
you
should
have
the
poor
with
the
always
so
you
you
know,
you're
gonna
have
people
who
are
going
to
beg
for
a
living.
They
are
going
to
be
compelled
to
do
whatever
they
can
to
get
their
needs
met.
C
G
G
D
A
M
F
F
If
you
just
simply
ask
a
question:
we're
not
going
to
arrest
you
for
that,
but
it's
the
people
that
perpetually
intimidate
people
and
I've
had
complaints
from
people
whose
wives
have
been
intimidated
by
people
who
who
are
trying
to
tell
them.
You
know
they're
trying
to
negotiate
a
deal
and
I
won't.
You
know
I'm
trying
to
stop
you
from
going
to
the
store,
so
I
can
negotiate
this
deal
and
get
it
done,
and
so,
when
it's
a
little
more
in
Phatak,
we
want
some
way
to
deal
with
that
sure.

Council
mayor
we're
just
proposing
to
move
some
funds
from
2015.
They
were
set
aside
for
public
services
that
weren't
expended
by
the
agencies
they
weren't
expended
in
2016,
so
that
we
can't
use
them
out
for
that.
But
we
can
train.
We've
got
transforms
a
critical
care
and
emergency
projects
where
we
do
need
some
funds
because
we
haven't
gotten
our
funds
for
this
year.
Yet
all.
