giving
me
a
couple
of
minutes
of
your
time
to
give
you
a
quick
overview
of
what's
taking
place
in
Baton
Rouge.
You
should
have
my
report
on
your
iPad's
and,
if
you
have
any
questions,
I'll
be
around
after
or
certainly
you're
able
to
call
me
if
I
can
provide
further
information.
We
started
the
regular
session
on
April
the
10th.
It
was
a
fiscal
session
in
nature
where
we
discussed
the
tax
bills.
Primarily
each
legislator
was
allowed
to
file
five
general
subject
matter
bills
and
then
unlimited
local
bills.

We
went
into
the
session
facing
a
four
hundred
million
dollar
difference
in
the
state
budget,
from
what
the
governor
wanted
and
what
the
House
of
Representatives
the
House
of
Representatives
submitted,
and
ultimately
that
is
what
kept
us
in
a
special
session.
We
just
finished
on
Friday.
The
good
news
is,
the
state
does
have
a
budget,
it
does
have
a
capital
outlay
budget
and
it
will
continue
operating
with
the
fiscal
year,
starting
on
July
1.
There's
a
lot
of
blood
and
gory
details
that
go
with
getting
to
that
point.

But
what
separated
the
house
and
the
governor
in
the
Senate
was
roughly
about
40
million
dollars,
so
we
came
back
for
that
one
week
and
hashed
it
out
over
40
million
dollars.
If
you
get
into
the
details
of
the
budget,
the
house
wanted
to
reserve
a
hundred
million
dollars
in
recognized
revenue
and
not
appropriated
the
governor
wanted
to
hold
back
that
money
in
the
agencies
through
directives
through
his
office,
so
the
bill
was
amended
to
hold
back
60
million.
In
case
we
have
another
budget
shortfall,
the
looming
fiscal
cliff.
You
probably
read
about
it.

In
the
paper,
the
state
has
1.2
billion,
with
a
B
dollars
in
taxes
that
roll
off
on
June
30th
2018,
with
no
fiscal
solution.
Right
now
we
can't
do
tax
bills
in
2018.
So
if
the
governor
is
going
to
raise
revenue,
we're
have
to
have
another
another
special
session.
Initially,
he
said
he
would
call
us
back
to
Baton
Rouge,
but
he
said
he
would
not
do
so
until
the
House
has
agreed
to
raise
revenue
or
come
up
with
a
plan
to
bring
us
back
and
decide
what
to
do.

Otherwise,
that
is
those
are
incredible
cuts,
because,
if
you
don't
know,
nine
billion
of
our
state
budget
is
only
state
generated.
The
rest
is
from
the
federal
government,
so
a
whack
of
1.3
to
nine
billion
is
gonna.
It's
gonna
really
affect
hospitals
and
higher
health
and
hospitals
in
higher
ed.
That
gives
you
the
general
overall
picture
of
kind
of
what
the
state
was
dealing
with.
On
top
of
all
the
other
issues
that
came
into
play
in
House
bill.

One
I
put
this
in
on
my
report:
I'd
listed
as
Bills
of
interest
to
the
city
that
passed
and
then
I
have
some
that
I
put
that
did
not
pass
and
then
we'll
kind
of
hit
the
highlights
of
those
without
reading
every
one
of
them
in
House
bill
1.
We
have
benefited
through
the
years
as
long
as
I've
been
here
and
beyond
from
sales
tax
dedication.

The
state
collects
one
hotel,
motel
occupancy,
that
money
funds,
our
riverfront
and
Civic
Center
fund
and
the
Shreveport
Bossier
City
Visitor
Enterprise
Fund
mera
Walker
wrote
a
letter
this
year
because
there
were
four
bills
that
proposed
to
do
away
with
all
dedications
in
the
budget,
meaning
get
locals
out.
They
had
bills
to
get
rid
of
also
all
the
local
statutory
dedications.
All
the
constitutional
dedications
of
interest
to
us
on
the
constitutional
side
would
be
the
parish
transportation
front
of
which
we
get
mass
transit
dollars
and
share
with
the
city
of
Shreveport.

Fortunately,
none
of
those
bills
passed,
but
we
did
have
to
go
defend
our
our
position
in
the
bills
and
what
we
use
that
money
for
to
your
credit
in
the
city's
credit
several
years
ago,
I
think
in
2010
you
use
some
of
this
money
to
debt
service,
one
of
our
issuance.
So
we
have
a
kind
of
a
legal
argument
when
we
testify
on
why
this
money
is
necessary
to
keep
the
operations
of
Bossier
City,
running
and
I
suspect
we'll
see
these
bills
every
year
until
something
changes.

We
had
several
firefighter
bills
that
are
listed
on
your
report.
One
of
interest
represent
important
file
file
for
the
city
of
bow
Jersey,
that
requires
individuals
selected
as
an
appointment
to
an
entry-level
position
as
a
firefighter
to
complete
a
fire
training,
a
cat
prior
to
the
starting
of
a
work
period.
There
were
other
cities
that
did
participate
in
this
I
shared
that
with
the
mayor.
It
was
under
the
direction
of
our
fire
department.
She
had
no
problems
getting
that
through
another
bill.

I
just
want
to
mention,
because
I
know
the
mayor's
office
got
a
couple
of
causes.
I
did
too.
There
was
a
bill.
The
state
owns
the
property
in
which
the
Northwest
Developmental
Center
is
on
and
they
wanted
to
transfer
all
of
the
property
to
an
entity
in
Lafayette
Louisiana,
the
arc
of
Acadiana
and
some
of
our
local
developers
and
I
know.
Our
economic
development
entity
here
contacted
us
I'm
concerned
about
that.
The
delegation
ended
up
our
delegation.
It
up
amending
a
bill.

The
bill
down
to
only
allow
the
state
to
transfer
the
physical
building
in
the
50
property
of
50
acres.
It
sits
on
the
SOL.
The
remainder
of
the
property
will
remain
with
the
state
and
I.
Don't
know
if
they're
going
to
put
that
up
for
sale
or
not,
but
it
they
need
the
money
is
what
they're
looking
to
do.
So
we
did
track
that
bill
again,
because
there
were
some
calls
to
us
a
concern
about
that
House
bill
598.
There's
a
veto
request
for
this.

It's
in
the
report
now
and
I
will
provide
final
report
at
the
end
of
the
month
once
the
governor
disposes
of
all
of
the
bills
on
his
desk.
But
you
know
this
bill
would
allow
legislators
to
add
projects
to
the
highway
priority
program.
If
all
you
recall,
we
we
generally
host
that
meeting
up
here
at
the
Civic
Center
on
the
road
show
right
now.
There's
a
prohibition
on
anybody.
Adding
projects
to
the
program
this
bill
would
allow
them
to
add
projects.

was
an
effort
by
the
sheriffs
Association
Police,
Jury,
Association,
Louisiana,
Municipal,
Association
and
others
to
provide
uniform
forms,
model
procedures,
software
and
multi
parish
artist,
audit
processing,
there's
a
big
push
in
some
of
the
factions
in
the
House
and
Senate
to
go
to
state,
centralized
collection
of
sales
tax
I
know,
I've
talked
to
you
all
about
that
before
this
was
an
effort
to
go
in
that
direction,
to
get
some
uniformity
between
the
state
and
locals
and
I.
Think
it's
a
good
idea
for
us
to
move
in
that
direction.

To
show
the
state
we
are
capable,
obviously,
of
managing
our
own
money,
so
we'll
be
monitoring
the
efforts
of
this
committee.
One
bill
I
also
want
to
mention
with
our
fire
department
here,
I
know
we
own
a
drone
or
two.
They
parked
the
regulation
of
drones
in
the
Department
of
Transportation
until
the
Federal
Aviation
Administration
gives
us
some
uniform
rules
and
regs
to
go
by
so
that
is
evidently
going
to
be
coming
in
the
next
year.

So
we
may
see
something
in
the
interim
on
on
developing
something
locally
Bill's
of
interest
that
did
not
pass
they're,
always
the
most
interesting,
because
you
spend
most
of
your
time
trying
to
time
trying
to
defeat
those.
We
had
a
legislator
try
to
take
off
the
frequency
of
which
we
submit
tax
proposal
on
the
ballot
that
failed.
We
had
another
legislature
that
won
an
electronic
cloud
based
verification
process
of
anybody
coming
into
the
parish
after
an
emergency
situation,
not
sure
where
that
was
coming.

From
of
that
failed,
Thomas
Korman,
he
tried
to
codify
the
governor's
executive
order
on
the
ten-year
industrial
property
tax
exemption
which
puts
you
in
charge
now,
where
your
property
tax
dollars
go,
that
effort
failed,
but
the
governor's
executive
order
still
will
govern
that
going
forward.
There
were
some
changes
proposed
to
capital
outlay.
One
legislator
wants
all
locals
out
of
the
bill
that
bill
failed.
Another
one
wanted
to
reduce
the
amount
we're
required
to
put
up
to
get
state
money
that
bill
failed.

There
were
several
dedication
bills
as
I
mentioned,
and
there
were
also
two
bills
that
would
have
allowed
the
parish
to
decide
what
its
homestead
exemption
wanted
to
be
so
that
failed,
there's
a
again
they're
looking
at
total
tax
reform
in
their
minds.
I
know
this
came
up
up
in
Northwest
Louisiana.
There
was
a
bill
to
pass
regulations
governing
uber
and
lyft
these
transportation
companies.
The
legislature
defeated
that
so
local
jurisdictions
are
under
their
own
to
just
determine
if
they're
going
to
regulate
those
and
then
the
one
we
heard
a
lot
about
as
well.

Was
the
gas
tax
started
off
as
17
cents?
It
could
not
get
the
votes
to
get
off
the
House
floor.
It
was
amended
down
to
10
cents
and
they
still
could
not
get
enough
food
pass
it
on
the
floor.
So
unfortunately
this
won't
be
able
to
be
debated
until
2019
unless
the
governor
does
put
it
back
into
a
special
session,
because
next
year
we
can't
do
fiscal
matters.

I
think
that
in
closing
I'll
just
mention,
we
didn't
have
a
fall
election
scheduled
this
year
for
any
initiatives
and
they
passed
three
constitutional
amendments.
So
they
had
to
pass
a
bill
to
allow
these
three
amendments
to
go
on
the
ballot.
I
listed
those
at
the
end
of
the
report
and
once
I
get
more
detailed
information,
there's
a
nonprofit
that
does
a
for
and
against
kind
of
what
would
happen
that
I'll
share
with
all
of
you
for
your
districts
offices.

down
1.6
percent,

we

percent
under
prior

our
only

train

and
we
can
make
up
for
a
little
bit
that
we're
behind.

governor

agricultural
products
and

want
to
work
in
south
Louisiana

North
Louisiana

needed
some
properties

I
knew
a
mrs.
rora.
Her
situation
I
took
a
picture
of
her
building
from
the
Barksdale
side,
the
south
side.
It
looks
really
nice
all
the
rest
of
it,
of
course,
is,
as
stated,
it
needs
the
repair
or
demolition
of
whatever
they
were
coming,
maybe
two
weeks
ago
to
try
to
see
the
governor
and
talk
more
about
the
investment.

won't
invest
up
to
maybe
two
billion
in
the
state
and
they
were
interested
in
the
building.
But
when
the
legislature
continued
beyond
the
time
they
were
supposed
to
close,
they
exchanged
their
plans.
They
should
be
here
maybe
in
two
weeks
to
talk
to
the
folks
in
south
Louisiana,
but
we
won't
even
know
they
want
to
build
a
processing
plant
for
soybeans.
They
want
to
buy
land
and
things
like
that.
It
could
be
very
beneficial
for
us
in
Bossier.
They
probably
want
an
office
or
something
over
there.

not
in
concrete,
but
it
looks
very,
very
good.

I
was
asking

gonna
talk

holding

she
could
for

days
they

the
people
come

something

want

people

live
on
Hope
Street,
probably
over
half

street

here

they

pay
their
city
taxes
that
they
have
city
water.
The
city
is
growing
in
their
direction
and
there's
not
many
areas
like
this
left
in
the
city
that
that
don't
have
city
sewer
so
right
now
they
have
septic
systems
in
there
there.
Those
systems
are,
some
of
them
are
failing
and
I.

at
this
worst
case
scenario
and
after
mentioned
before
I
think
the
worst
case
scenario
would
be
to
lay
a
sewer
main
down
the
rear
property
line.
Both
sides
of
the
street
there's
no
gravity
sewer
available
for

sewer
lines

gravity
to
so
we
would
have
to
build
a
pump
station
and
that
pump
station
is
going
to
have
to
pump
the
sewer
to
somewhere.

we
might
affect
the
hydraulics
at
pecan
Valley.
So
my
budget
includes
a
rehab
of
that
lift
station,
throwing
some
money
for
a
design
and
topographic
survey

contingencies

little
bit
involved
project
but
I
think
I've
got
all
the
bases
covered
with.

streets
about
1200
feet
long

that

design

down

easement

construct

residents
will

patch

Council
members

we
had
on
multiple
occasions
on
behalf
of
our
streets.
All

us
have,

were
always
told-
no,

but
we
still
have
asked
again
so

decided

in
the
neighborhood
asked
me
to
write
a
letter
and
to
see
could
we
do
this
and
Scott
has
been
Erland

been
very,
very
accommodating
to
help
us
do
this.
We
have
a
lot
of
elderly
people
there
that
cannot
continue
to
keep
paying
for
these
septic
systems.

of
the
health
is
very,

bad
on
our
street.
It's
becoming
a
nuisance,
it's
becoming
a
waterhole
in
our
backyards
and
it's
it's
really
a
mosquito
infested
Street.
So
we
don't
ask
much,
we
don't
have
to
be
demolished.
We
keep
our
homes
extremely
well
and
I.
Just
implore
you
to
please
stay
with
the
vote
that
you
had
last
time
and
to
give
us
this
opportunity
to
have
SEP
get
rid
of
these
septic
tanks,
Ohio
City
sewage.

lived
on
this
street-
and
you
had
to
put
up
with
this
on
a
constant
day-to-day
basis,
sometimes
your
toilet
will
flush
and
sometimes
it
won't
and
most
of
the
times
it
won't.
So
you
keep
your
plunger
handy,

inconvenient,

nuisance,

we
just

asked
you
to

consider

carefully
