B
A
E
E
C
C
A
A
D
Sir,
we
have
one
ad
on
today.
The
number
three
under
new
business
introduced
an
ordinance
amending
ordinance
number
113
of
2016
to
include
the
Texas
Street
gravity
main
project
with
funds
to
come
from
the
2014
sewer
bond
fund
and
authorizing
the
mayor
to
sign
any
and
all
documents
necessary
to
acquire
property
necessary
for
the
construction
of
the
project.
First
reading.
G
Also,
you
have
for
you
the
financial
report
for
the
month
of
February.
Again,
this
is
here
to
date,
February
figures.
As
you
can
see,
our
revenue
is
at
112
percent
for
budgeted
again
our
cash
basis,
sales,
tax
collection,
we're
still
about
two
percent
below
what
we
had
budgeted
the
next
two
pages
list,
the
actual
expenditures
or
expenses
by
department
and
fund,
as
you
can
see,
we're
at
80
percent
of
expenses
and
expenditures.
Here
today,
through
the
you
know,
February.
G
G
A
G
A
A
A
A
To
see
that
this
is
working
and
it's
working
a
lot
faster
than
we
anticipated
and
certainly
will
exceed
our
expectations,
so
the
taxpayers
and
citizens
of
Bossier
City
need
to
be
made
aware
of
this,
that
this
agreement
is
functioning
and
insuring
that
our
rates
will
stay
steady
for
the
future
to
come.
So
yeah.
H
I
was
just
gonna.
Thank
you
David.
We
we
come
by
annually
twice
a
year.
Our
next
presentation
of
the
council
would
be
in
July,
but
if
we
need
to
do
something
earlier
than
that,
we're
more
than
happy
to
put
something
together,
but
the
last
two
months
I've
been
very
positive
as
far
as
operational
savings
to
the
city
of
Bossier,
and
we
we
certainly
are
pushing
to
continue
that
trend.
Yeah.
A
If
it's
the
wishes
of
the
council,
I,
wouldn't,
like
latter
part
Ike,
whenever
you
get
the
March
figures,
I
think
nine
months
update,
because,
by
that
time,
based
on
the
weather
patterns,
we're
probably
going
to
start
using
a
lot
more
water
for
hearing
the
demands,
will
increase
and
I.
Think
that
we'll
see
an
increased
cost
of
savings
due
to
the
fact
that
we
have
now
trans
King
award
we're
operating
now
on
the
new
plant,
pretty
close
to
a
hundred
percent
which
will
save
us
tremendous
amount
in
chemicals
and
utility
costs.
A
G
We
just
inferential,
you
had
asked
me
to
report
about
the
Barksdale.
They
are
up
to
date
on
their
payments.
They
we
have
done
the
contract
modification.
It's
gone
through
all
the
signatures,
so
we're
on
track.
They've
paid
all
their
invoices,
so
they're
up
to
date
on
those
invoices
at
the
new
rate
and
just.
G
A
D
A
F
Things
settlement
last
couple
weeks
is
really
are
not
correct.
You
know
the
last
time
a
council
named
a
street,
so
I
really
after
someone
was
1992
and
it
was
authority--
Parkway.
That's
25
years
we've
had
some
that
come
before
us
that
we
didn't
name
that
people
I
mean
we
had.
Several
people
come
forth
that
wanted
them
change.
We
didn't
change,
we
had
two
ordinances
come
before
us.
We
voted
against
those
and
now
this
kind
of
pops
up
you
know
after
we
all
kind
of
got
together.
So
we're
not
gonna.
F
You
know
do
this
anymore,
but
but
now
we're
doing
it,
and
you
know
back
in
I,
want
to
say
it's
1998.
When
we
entered
this
ordinance
we
would
not
get
no,
no
more
subdivision
plats.
It
goes
just
straight
to
the
engineering
to
Sam
and
in
the
mayor,
signs
them,
and
the
reason
for
that
is
the
reason
we
haven't
seen
in
or
named
in
his
treats
like
my
shuttle,
Lane
and
George
Monroe
hard,
either
developer
or
administration
side.
No,
there
hasn't
been
no
ordinances
passed.
You
know
like
it
was
said
there.
F
F
A
B
I
big
B's
stature
emerges
from
from
from
society
to
do
the
things
that
he
did
and
if
it's
been
25
years
since
we
recognized
the
last
person
that
did
something
like
that.
It
certainly
is
in
our
purview
in
our
in
our
our
privilege
to
to
recognize
extraordinary
accomplishment
and
to
remember
a
man
who's
done.
What
that
that
man
did
for
Bossier
City
and
the
state,
as
mr.
McDonough
has
just
pointed
out.
So
all
that
notwithstanding
I
do
see
where
there
you
know
we
did.
We
did
the
same
thing.
I
He
recognized
another
great
man,
George
DeMint,
so
again,
not
not
with
any
reason
to
have
a
you
know,
a
spat
or
a
tiff
about
it,
but
I
really
feel
like
it's.
It's
a
good
idea.
A
well-earned
honor
and
I'm
I'm
I
hope
it's
another
25
years
before
before
we
bestow
in
honor
of
this
magnitude
on
anybody,
because
it
it's
it's
fitting
for
somebody
like
mr.
big,
be
who
who
were
trying
to
single
out
and
and
really
call
attention
to
the
special
things
that
he
did.
That's
all
I
got
to
say,
but.
E
Distinction
but
but
what
my
point
was
we
didn't
not
name
it.
We
put
the
name
in
the
agreement
we
entered
into
with
SDI
was
to
create
George,
Smith,
Boulevard
fund,
it
build
it
and
as
part
of
the
development,
and
it
was
in
the
plat
that
they
filed.
But
my
my
deal
is
it's
raising
the
ordinance
and
it's
also
raised
in
the
agreement
and
and
you're
right.
We
didn't
specifically
have
a
separate
ordinance
that
named
it,
but
we
consented
to
it
and
like.
F
C
A
C
After
my
vote
last
meeting
I
received
quite
a
few
calls
about
it,
and
all
of
them
were
in
support
of
the
ordinance
to
name
it
after
mr.
big
B,
and
so
my
vote
will
be
according
to
the
wishes
of
the
people
that
were
gracious
enough
to
contact
me
personally
and
let
me
know
how
they
felt
about
what
we
were
voting
on.
D
Adopt
an
ordinance,
appropriating
44,000,
two
hundred
sixty
dollars
and
fifty
cents,
inclusive
of
benefits
from
the
general
fund
fund,
balance
to
amend
the
engineering
budget
to
provide
for
a
dedicated
property
standards.
Clark
and
appropriating
$7,200
inclusive
of
benefits
from
general
fund
fund
balance
to
amend
the
permits
and
inspections
department
to
provide
for
a
customer
service
permits.
Clark
final
reading,
I
move.
F
D
Adopt
an
ordinance
appropriating
one
hundred
and
forty
thousand
dollars
from
the
general
fund
fund,
balance
to
higher
information
system
personnel
to
implement,
facilitate
and
maintain
computer-aided
dispatch
records
management
system,
emergency
medical
records
and
file
fire
records
systems.
Final
reading.
D
D
D
D
Introduce
an
ordinance
to
appropriate
eight
hundred
and
fifteen
thousand
dollars
to
come
from
the
hotel-motel
tax
fund
to
be
used
to
repair,
replace
telescopic
platform.
Seating,
provide
deep
cleaning
to
entire
seating
area
and
maintain
landscape
at
VIP
entrance
area.
All
of
the
Bossier
City
multi-purpose
arena,
CenturyLink
Center
first
reading.
F
J
A
J
J
J
Sir
I'm
happy
to
get
it
to
you,
but
the
cost
of
the
seating
went
down
a
little
bit
because
we
reduced
the
platform
scene
by
about
200
seats,
recall
and
then
we,
the
arena,
took
bids
for
the
deep
cleaning
took
three
bids,
I
believe
and
selected
one,
and
then
we
actually
just
estimated
what
we
thought.
The
cost
of
the
landscape
improvements
would
be.
We
estimated
$15,000
for
that,
but.
J
J
A
J
J
It's
about
2200
seats
that
are
to
be
replaced,
and
these
are
all
the
seats
that
fold
up
and
fold
out,
they're
called
platform
seats.
That's
what
we're
talking
about
replacing
knew
that
all
the
remainder
of
the
seats,
all
the
way,
all
the
upper
bowls.
Those
seats
will
be
cleaned.
So
that's
not
in
this
part
that
isn't
its
price.
A
History,
they
were
gonna
kind
of
spot
fix
and
everything.
Mr.
Williams
and
I
went
out
there
and
met
with
mark
and
Rebecca
and
there's
these
seats
I
don't
know
how
far
they
go
up,
but
they
go
back
and
forth.
You
know
like
an
old
at
the
gym,
but
they
don't
use
them.
So
we
were
getting
rid
of
a
certain
amount.
A

A
F
Disclosure
on
the
lawn,
mower
I
think
I'm
hiding
something
I'm
under
budget
lily
board
of
directors
about
three
years
or
so
and
I
think
the
city
had
donated
a
lot
more
play.
You
can
seven
or
eight
years
ago
something
like
that
and,
of
course
the
four
wheels
are
falling
off.
The
it's
just
really
used
out.
You
know
and
like
I
told
the
board,
the
city
does
a
lot
for
all
these
fields.
You
know
you
know
appreciates
that.
They
agreed
to
that,
but
you
know
those
more
to
play
during
the
during
the
summer
months.
