adopt
a
resolution
to
place
a
moratorium
on
the
issuance
of
any
occupational
licenses
and
certificates
of
occupancy
for
the
permanent
placement
and
operation
by
invitation
only
of
food
trucks,
food
canteens,
food
trailers
and
other
similar
food
vendors
on
a
single
site
for
time
periods
greater
than
one
business
day
within
the
corporate
limits
of
the
city
of
Bossier
City.

term

limits,
and
now

he's
come
to
this
meeting.
That
makes
him
and
me
in
a
member
of
a
very
exclusive
club.
He

only
city
councilman
from
Shreveport.
That's
ever
come
to
one
of
our
meetings
in
my
16
years
and
I
am
the
only
council.
Member
from
here
that's
been
over
there
in
the
16
years,
however,
I
will
say:
I
visited
there
much
more
than
he's
gone.

And
thank
all
of
you
for
having
me
today.
I
normally
come
in
June,
but
since
we
were
in
session
from
February
through
June
I
wasn't
able
to
make
that
trip.
So
I
appreciate
you
affording
me
the
time
today
to
give
you
a
brief,
update.
I
know
the
mayor
has
sent
you
each
of
the
reports
from
each
of
the
sessions.
So
what
I'll
do
today
is
hit
the
highlights.
The
reason
we
had
three
special
sessions
was
because
this
year
was
a
regular
session
and
it
was
a
general
session
in
nature.

We
could
not
debate
any
tax
matters.
The
state
was
facing
a
budget
shortfall,
so
it
required
us
to
go
in
and
find
a
solution
before
the
June
30th
deadline.
When
the
budget
year
starts,
the
state
solution
was
the
renewal
of
0.45
cents
of
the
fifth
penny
that
was
set
to
expire
on
June
30th
brings
in
roughly
463
million
dollars
to
balance
the
state's
budget
totaling.
Roughly
twenty
nine
point,
five
billion.
All.
That
being
said,
we
had
a
lot
of
issues
from
the
finance
side
of
it.
Capital
outlay
is
constantly
being
cut.

Our
dedicated
funds
are
constantly
scrutinized.
We've
had
we've
had
other
things:
we've
had
to
go
and
defend
ourselves
on
and
I
won't
get
into
every
one
of
them.
You
have
the
report
in
front
of
you.
Unfortunately,
the
governor
did
veto
one
of
our
capital
outlay
projects,
the
highway
71
lighting
project.

He
did
leave
alone,
the
Louisiana
Technology
Research
Institute
and
the
mayor
and
Jimmy,
and
all
of
you
will
be
working,
I
guess
toward
a
solution
and
when
we
proceed
with
the
request
for
the
funding
in
the
near
future
and
I'll,
be
honest:
I
don't
want
to
mislead
any
of
you.
We
don't
have
a
lot
of
money,
but
long
term
I
think
we
can
work
out
a
solution
with
the
state
and
I'll
seek
guidance
from
all
of
you
about
how
we
go
about
doing
that.

Our
biggest
bill
this
year
was
filed
by
Sam
Jenkins.
It
allowed
you
as
the
council
to
adopt
reimbursement
rates
for
EMS
services
and
I
just
want
to
publicly
thank
all
of
you
for
your
leadership,
specifically
councilman
Montgomery
and
our
fire
chief
for
coming
to
help
me
in
Baton
Rouge.
It
was
a
battle,
but
it
was
a
good
battle
and
we
won
and
I
really
appreciate
it.
I
want
to
personally
thank
representative
Horton,
senator
peacock
and
Senator
Gaddy,
who
shepherded
it
through,
with
the
help
of
other
districts
that
benefited
from
this.

It
did
save
the
city,
money
and
and
I
appreciated.
All
of
your
help.
I
mentioned
capital
outlay.
Earlier
there
was
an
opportunity
to
address
some
of
the
issues.
With
the
shortage
of
funding.
There
was
a
bill
passed
that
would
set
up
a
revolving
loan
fund,
similar
to
the
DEQ
revolving
loan
fund,
where
we
borrowed
for
wastewater
treatment
facilities
and
there's
a
drinking
water
one.
It
would
be
a
low-interest
loan
program
for
our
local
needs
and
our
payments
to
the
phone
would
debt
service
it
to
perpetuate
the
fund.

Another
big
bill
for
us
this
year
in
our
chamber
was
very
active
as
well
as
our
gaming
industry
was
the
reconfiguration
of
our
gaming
space
at
our
riverboat
casinos.
This
was
a
year-long
study
by
the
riverboat
economic
development
task
force
that
looked
at
other
states
on
how
they
do
it.
As
far
as
regulated
from
a
state
and
local
perspective,
they
did
not
do
anything
to
affect
our
local
rates,
our
collections
from
from
them
on
our
taxes.

What
they
did
do
is
remove
the
thirty
thousand-square-foot
limitation
on
space
and
and
allotted
so
many
gaming
positions,
meaning
us
slot
machine
a
table
depending
on
what
type
of
game
it
is.
This
allow
our
concise
eNOS
to
reconfigure
the
board.
The
floors
and
they're
also
gonna
be
allowed
to
come
in
line
up
to
1200
feet
within
their
birth
site.
So
I
suspect
we'll
see
some
improvements
on
some
of
our
gaming
casinos
on
the
river
and
it's
gonna
help
us
stay
competitive
with
the
most
testimony
we
heard
was
with
Oklahoma
Senate
bill.

400
is
the
dedicated
fund.
Review
subcommittee
I
spoke
about
this.
Last
year
we
have
the
Bossier
City,
riverfront
and
Civic
Center
fund,
which
we
get
money
for
from
hotel-motel
tax
collections
from
the
state.
Fortunately,
we've
bonded
that
money
out
and
that's
just
a
standing
amendment
I've
added
on
bills.
They
try
to
cut
the
fun
because
it
would
it
would.
It
would
affect
our
bond
with
on
the
money
that
we
used
to
debt
service
that
bond
issuance.
They
have
notify
me.
We
will
be
up
for
review.

This
fall
I'm
gonna
work
with
Mrs
Murphy,
miss
Ferrett
Fernandes
on
a
letter
to
defend
this
and
certainly
will
be
seeking
guidance
from
the
mayor
and
his
staff
to
you
on
how
to
move
forward.
With
that.
You
know
we
spend
a
lot
of
time
on
bills
that
don't
pass
some
good
some
bad.
There
were
several
file.
Two
like
I
said
she
changed
the
way
capital
outlay
is
granted
to
local
governments
from
allowing
the
legislature
to
decide
the
priority
list,
rather
than
the
governor
and
the
bond
commission
to
reducing
the
match
money
for
locals.

That
is
required
to
be
put,
and
also
from
reducing
the
amount
of
state
funds
for
locals
and
non
governmental
entities.
In
fact,
Thursday's
bond
Commission
agenda,
and
this
was
the
first
time
I've
seen
this
I
talked
to
the
shrimp
treasurer
driving
up.
He
is
breaking
up
approval
now
by
state
project,
local
projects
and
NGOs.
So
if
ever
we
get
on
that
list
for
something
we're
gonna
have
to
go
before
them
to
defend
our
project
in
the
past,
we've
done
it's
been
done
in
Globo,
so
we
weren't
singled
out.

The
uber
lyft
bill
we
spent
some
time
with
a
city
city
attorney
and
I-
did
uber
requested
a
statewide
framework
for
regulation
to
operate
under
with
one
license
rather
than
going
to
various
jurisdictions,
and
we
worked
with
them
on
some
language.
They
also
agreed
to
remit
a
fee
back
to
us
for
on
each
ride.
Unfortunately,
the
taxicab
industry
in
New
Orleans
was
very
strong
lobby.
They
defeated
the
bill,
so
our
ordinance
will
stay
as
in
as
it
as
it
is
now
until
they
try
to
do
something.

Next
year,
senator
peacock
was
requested
by
the
chamber
to
file
a
bill
to
change
how
alcohol
consumption
is
done
in
the
East
Bank
district.
If
you
recall,
when
it
was
followed,
the
office
of
alcohol
and
tobacco
called
me
wanted
to
know
why
we
were
doing
it
and
a
Jimmy
I'm.
Sorry,
mr.
Hall
and
I
worked
with
them
to
get
a
letter
to
allow
us
to
do
it
without
the
legislation.
As
a
result,
senator
peacock
withdrew
the
bill
from
the
files
of
the
Senate
and
I.
H
Do
want
to
thank
him
for
helping
us
sort
through
that
without
having
to
file
a
bill.
As
you
know,
Diamond
Jax
had
put
a
bill
into
to
move
its
facility
to
Tangipahoa
Parish.
It
failed.
There
were
a
lot
of
gaming
bills
this
year,
I
think
just
there
was
a
few
that
they
wanted
to
pass
and
it
was
the
riverboat
bill.
H
So
there
are
two
subcommittees
of
the
two
money
committees
and
Baton
Rouge
that
are
meeting
now
to
help
develop
policy
and
legislation
to
meet
the
litmus
tests
for
us
to
meet
those
requirements.
Before
we
start
collecting,
Secretary
of
Revenue
has
given
a
January
1
date
for
that
collection
on
the
state
side,
and
she
has
said
she
thinks
she
can
do
it
on
the
local
side.
I've
met
with
mr.
Hall
and
the
mayor
and
mrs.
H
Fernandez
on
some
of
the
obstacles,
but
we're
going
to
monitor
that
in
the
legislature
of
interim
and
anticipation
of
legislation
next
year,
so
you'll
be
hearing
a
lot
about
that.
The
state
garvey
bond
process,
I
think
all
of
you
are
aware
of
that.
For
the
Barksdale
project
we've
had
to
go
through
joint
budget
bond
Commission
joint
transportation.

The
treasurer
is
going
to
authorize
the
initial
expenditures
for
reimbursement
for
Department
of
Transportation
of
about
forty
five
million
dollars.
This
is
for
them
to
start
spending
money
to
meet
that
January
February
deadline,
for
so
it'll
be
a
reimbursement
process
and
on
the
last
page,
I
list
the
constitutional
amendments.
Some
we
benefit
from,
particularly
on
donations
of
local
equipment
and
personnel
between
jurisdictions
in
the
state.
This
came
up
during
our
emergency
situations,
particularly
in
floods.
There's
a
prohibition
right
now
there
are
others.
I,
usually
get
a
detailed
summary
of
these
from
the
par
and
cable.

The
groups
in
Baton
Rouge
that
do
a
non-political
overview.
I'll
submit
that
to
you
for
your
council
offices
in
case
you
have
any
questions
and
I'll
be
happy
to
answer
anything.
I
know
this
is
a
huge
report,
but
we
had
four
legislative
sessions
and
we
had
a
lot
of
things
to
talk
about.
So

just
have
this
to
ground

You
know
it's
in
a
big
open
field
field
at
Brownlee
Park
and
we
used
the
foundation
of
all
of
what
we
did
was
based
off
of
the
work
from
grow
in
the
earlier
feasibility
study,
and
the
site
plan
is
what
they
provided.
The
Tennis
Center
specifically
was
mentioned
in
our
charge
to
see
how
we
can
make
it
fit
and
belong
in
the
park
with
the
Tennis
Center.
I
Obviously
you're
all
familiar
with
the
Tennis
Center.
The
diagram
on
the
bottom
shows
the
Tennis
Center
elevation
relative
to
the
size
of
the
new
Y.
So
you
can
see
it's
quite
a
bit
larger
facility
and
again
that
was
based
off
of
the
size
and
program
from
growing
the
work
that
they
did,
but
I
show
it
because
it,
you
know
we're
all
familiar
with
the
Tennis
Center
and
to
apply
that
architecture
to
the
to
the.
Why,
as
a
you
know,
it's
a
much
bigger
scale
but
I
think
we've
all
that
you
all
be
the
judge.
I
We
think
we've
done
a
good
job
of
applying
it
to
the
scale
here
next
slide.
I
just
showed
this
is
what
we
started
with
from
grow
and
I.
Think
y'all
are
familiar
with
the
renderings.
They
provided,
and
also
the
plans
just
have
this.
For
reference,
I
mean
the
blue
was
the
big
pool
area
which
faces
the
west
side
of
the
property
and
the
the
right-hand
side
of
the
plan
was
a
two-story
element
at
the
front
of
the
building
and
then
the
in
the
back
right.
I
So
it
and
then,
and
then
in
the
site
we
felt
like
there
was
two
main
kind
of
approaches,
one
coming
off
a
Benton
Road
and
it
would
be
front
and
center
on
the
drive
leading
in
from
Benton
Road
and
also
coming
from
the
neighborhood
on
the
back
side,
which
of
the
two
arrows
there
and
then
for
each.
We
did
three
schemes
and
what
kind
of
blow
through
them,
and
each
one
has
a
diagram
like
this
that
identifies
unique
features
about
that
scheme.
I
In
this
case,
on
the
west
side,
a
unique
element
and
on
the
pedestrian
and
parking
side
and
the
main
entry
has
a
unique
architectural
element.
And
then
these
are
renderings,
we've
created
of
that
scheme
and
that
treatment.
So
we've
tried
to
take
the
roof
lines
from
the
Tennis
Center
and
some
of
the
architectural
elements
and
then
apply
them
gently
to
a
much
larger
building.

lot
of
glass
in
this
case
around
the
pool
area
and
then
the
front
side
has
kind
of
two
stories
of
function
like.

So
this

and
you

see

more
glass

prominent,
solid
block
in
the
middle
and
then
a
little
different
feature
on

south.
And
then
we
really
accentuated
the
cupola
feature
that
is
on
the
center
of
the
Tennis
Center.

Again,
this
is
the

Benton,
and
this
is
the
view

the
parking

with
that
Center
feature
popped
up
and
a
little
different
treatment
than
the
other
one

think
the
last
one
was
a
little
bit
more
modern
treatment.
This

feels
a
little
more
traditional
and
then
again
the
elevations
trying
to
get
in
some
lower
mass
with
the
the
awnings
on
the
bottom
image,
where
just
bring
it
down
to
a
little
more
human
scale.

take
the

corner
as
a
beacon
element
and
then
divide

going

we
were
having
last
week
would
cost
them
for
a
couple

days
delay

mud

dry
up,
but
that
project
should
be
finished
in
about
four
weeks
or
so
our
City
Hall
sidewalks.
We
said
we
began
that
yesterday,
I
don't
know
if
you've
all
heard
our
good
friend
and
good
guy
Ronnie
Carlson
was
our
low
bidder
on
that
he
passed
away
before
he
was
even
started
the
project
so
we're
letting
our
second
lowest
bidder.

us

irrigation
systems
at
home.

got
one.
It's
got
six
zones
this.
This
puppy
down.
Tam's
got
ninety
three
zones
with
one
control
box,

so
it's

impossible
to
sit

way
down.
The
street
has
just
become
a
very
complicated
problem,
but
we're
gonna
figure
it
out,
and
it's
going
to
be

arena

coming

pretty

got

improvements,
proceeding
they're
coming

that's
where
we're
sprucing
up
the
restrooms
and

corridors

adding

buy
concessions,
sprucing
up
the
locker
rooms
and
I'm
leaving
out
a
bunch
of
stuff.
But
it's
going
to
be
nice.
We've
started
on
repairs
to
the
parking
lot.
Our
marquee
sign
is
going
up
right.
Now,
it's
going
to
be
wonderful,
our
kitchen
equipment.

got
a
great
bit
on
that,
a
hundred
and
fifty
thousand
dollars-
or
so
you
know
our
budget
was
about
two
hundred
and
fifty
thousand.
So
we
picked
up
some
money
there
and
we
got
another
project
out
to
bid
mechanical
repairs.
This
is
is
not
very
glamorous
stuff,
but
it's
things
that
need
to
be
done
like
replacing
hot
water
heaters
and
valves
on
air
conditioning
systems.
Things
like
that,
but
it's
all
got
a
bunch
of
stuff
going
on
with
the
arena,
and
that
is
my
report.

I

answer
any
questions

guys
with

I'm
gonna
get
you
an

also
getting
a
quote
to
have
the
entire
exterior
of
the
building
cleaned.
As
you

We
started
looking
at
that
and
a
good
idea,
because
the
building's
pretty
dirty
all
over
listen.

tough
going
forward?
Do
you
think
that's
a
way
to
avoid
the
resident
having
to
suffer
through
a
project
like
that,
because
their
water
was
cut
off
for
a
long
long
period
of
time
and
it
was
uneven.
I
think
even
the
utility
folks
were
not
aware
or
involved
to
know
that
that
was
going
to
happen,
and
you
have
a
lot
of
elderly
people
who
had
to
purchase
water
and
just
have
to
suffer
through
the
whole
process.
On
to
occasion.

More
than
that,
actually,
the
shed
Road
project
included
relocating
a
water
main
mm-hmm.
So
it
was
our
contractor
that
installed
that
water
main
it
was
our
contractor
that
hit
the
water
main
that
he
stall.
They
certainly
were
not
playing
cut-offs
and
I
bet.
It's
happened,
probably
a
half
a
dozen
times
and
I
think
you're.
Just
referring
to
the
last
two
times
the
damage
to
the
water
line
occurred
when
they
were
putting
in
these
big,
concrete
boxes.
I
know
you
saw
those
those
are
supposed
to
be
complete
by
the
end
of
this
week.

contractor

price
it

pay

project

damages
if

have

so
everybody's
going
to
have
higher
bids.
So
it's
really
an
inconvenience
that
people
have
to

engineers
estimate
on
this
is
260
thousand
seven
hundred
dollars
in
the
budget
is
350.
The
reason
for
that
difference
is
that
this
portion
of
the
project
is
just
rebuilding
the
walls.
Rerunning
all
the
electrical
installing
the
air
conditioners,
getting
the
room
ready.
We
may
have
some
more
equipment
that
we
need
to
purchase.
We
once
we
get
everything
in
place.

this
is
a
proposed
apartment,
complex
from
mr.
Williams
and
his
son.
They
seem
to
build
a
new
project
every
couple
years
in
this
general
area,
I've
been
fairly
successful
with
it.
The
Zoning
Board
did
recommend
approval
of
it.
There
was
no
opposition
at
our
public
hearing,
but
last
week
I
did
receive
a
call
from
an
individual
that
wasn't
within
the
property
on
our
notification,
300-foot
radius,
that
he
had
some
concerns
with
it,
possibly
with
the
detrimental
effects
from
it
to
some
rental
properties.
He's
has
in
the
area.

applicant
wishes
to
open
his
landscaping

now

recent

office

inundated
with
requests
from
food
truck
operators,

permanently
in
commercial
parking
lots,
not
just
for
a
few
days

one
day.

want
to
operate
there

base

operation
all
year
round
and
we've
got
concerned
about
that

talked
to

heads

put

moratorium

that
type

request

handle
on

we

go

food
trucks

complete

a
couple

it

hold

workshop
with
everybody

discuss

we

hit

the
future

food
trucks,

vendors,

not
talking

seasonal
things
like
snow
cones

stuff
like

about
what
they

control
them.
