Adopt
an

to

the

Hey
Stacy
is
we're
going
forward
and
taking
money
you
know
to
spend
it
out
of
the
bond
funds
for
the

Can
you
keep
a
schedule
please
and
show
those
monies
and
then
the
funding
source
to
repay
those
monies
back
like
a
spreadsheet
or
something
or
you
telling
me
what
the
easiest
waited.
We.
C

One
addendum
on
this
and
it
was
changed.
The
specs
the
contract
daughter,
commenced,
the
bid
form
it
was
questions
and
answered
and
it
listed
the
attendees
from
the
mandatory
pre-bid
meeting
the
budget

the

estimate
is

the

it's
being
funded
by
the
sewer

fund.

J
Council,
this
was
a
rehearing
before
the
Zoning
Board,
due
to
a
problem
with
the
property
owner
notification
of
the
surrounding
property
owners.
We
did
that
and
held
the
rehearing.
The
result
was
the
same
with
the
Zoning
Board.
They
recommended
changing
the
zoning
from
residential
to
this
b-24.
This
proposed
beauty
school.
A
J
Council,
the
purpose
for
this
revoking
this
ordinance
is
so
that
the
owner
bojack's
can
turn
that
space
that
was
approved
solely
as
a
lounge
to
convert
that
into
additional
space
for
the
restaurant.
That
has
been
very
successful
his
first
month
opening
we
have
to
remove
the
conditional
use
approval
for
the
lounge
so
that
it
could
be
used
as
a
restaurant.

Name

celebrating
in
70
years
in
the
heart
of
beautiful,
downtown
poacher
City
good,
to
see
all
of
y'all
I
served
on
this
council
three
terms,
79
to
89
77
to
89.
So
in
fact,
Jimmie
was
Donnie,
Jones
appointment,
low,
we
appointed
low
head
of
the
Civic
Center
and
their
few
Pam
was
around
her.
Dad
was
a
colleague
on
the
Police
Jury
Tim
was
a
neighbor
down
the
street
at
one
time
on
why
Jean
Street
and
what
I
wanted
to
ask?
K
A
K
Well,
it's
on
the
agenda,
so
I
was
with
the
group
that
set
up
the
two
to
vote
matter
and
why
you
have
two
votes.
The
reason
we
did
it
was
because
major
issues
like
this
will
come
into
the
council
and
we
were
not
being
made
aware
of
it
in
timely
and
it
just
created
a
real
problem
in
the
first
year
that
we
were
first
term
we
were
in
this.
So
that's
why
we
have
to
two
readings,
but
we
would
always
discuss
these
things.
I
were
as
I.
K
A
K
K
That's
your
year
ago,
but
it
it
also
presents
an
opportunity
for
you
to
do
system
things
that
have
been
overlooked
and
that's
what
I
wanted
to
discuss
with
you
and
also
I
want
to
discuss
with
you
about
the
sale.
The
the
things
that
mayor
I
would
like
to
ask
you:
were
you
in
the
group
that
denied
the
baseball
field
to
the
merger
Scooba
would
maybe
there
was
an
attempt
to
put
a
baseball
field
down
at
the
end
of
the
stadium
and
it
was
denied
by
the
jury
and
by
the
city.
K
There
was,
and
there
was
in
what
happened.
The
reason
you're
here
today
is
because
there
was
an
assumption.
Bossier
high
school
was
going
to
be
closed.
If
that
assumption
was
at
the
school
board,
it
was
here
in
the
city,
and
it
was
here
at
the
Police
Jury
and
those
of
us
who
supported
not
closing
the
school.
We
were
very
surprised
when
the
whole
issue
caved
in,
but
the
issue
caved
in
and
I
asked
Iranian
Chancellor
Carlton
the
other
day
and
I
asked
him.
Why
did
this
thing
fail?
K
Why
did
y'all
not
push
for
it
and
just
close
the
school
down,
and
his
comment
was
the
politics?
Well,
I
was
in
a
little
of
the
politics,
not
all
of
it
there's
a
lot
of
people
who
are
very
concerned.
So
what
happened
is
that
before
they
cancelled
out
on
the
deal
as
I
remember
and
Jimmy
you're
in
it-
and
lo
you
were
to
you-
can
tell
me
how
this
happened,
but
the
the
land,
the
accumulation
of
land,
was
built
up
with
the
idea
of
putting
Bossier
Parish
Community
College
on
top
of
Bossier
high
school.
K
As
you
remember,
there's
about
the
turn
of
the
century
as
I
recall
or
somewhere
in
that
area,
and
so
it
fell
apart
and
that's
why
you
have
all
this
land
and
why
you
were
doing
what
you're
doing
and
why
you
want
still
and
maybe
cut
out
of
it
and
get
some
money
back,
but
there's
some
issues
that
are
left
over
as
far
as
I'm
concerned
and
I.
Think
a
lot
of
people
in
the
Central
District
are
concerned
that
first
of
all,
we
were
denied
a
baseball
park.
K
Now
they
did
build,
wanted
Russian
junior
high,
but
we're
the
only
high
school
in
Bossier
that
doesn't
have
a
baseball
park
on
our
campus.
Now,
where
is
the
land
to
do
that?
So
I
ask
you
that
and
that's
that's
one
issue
that
I
see
there's
another
issue
with
Mary
Cain
Creek.
What
are
y'all
gonna
do
about
Mary
Cain
Creek
Mary
Cain
Creek
is
the
Bayou
that
runs
out
of
the
Mary
Cain
property.
K
It
comes
down
the
backside
of
boaters
Memorial
Stadium
and
it
comes
down
and
makes
a
turn
and
disappears
coming
back
towards
Christ
the
King
Catholic
Church.
That
thing
has
been
open
for
70
years
and
it's
a
mosquito
problem.
It's
a
real
mosquito
problem.
We
graduated
on
the
field
at
Bossier,
High,
School
and
the
mosquitoes
were
horrible
then,
and
there
they're
just
as
far
low
now
so
anyway.
What
are
you
going
to
do
about
closing
that
drainage?
Ditch,
because
that
affects
the
boardwalk
that
will
affect
your
immediate
property
over
there?
So.
L
K
L
This
is
not
on
our
agenda.
Talk
about
the
baseball
field,
but
there
is
no
room,
no
more
to
build
a
baseball
field
and
I'm
Ray's
went
to
vote
your
house
along
with
five
generations
of
my
family,
so
I'll
still
go
and
support
him.
There's
no
mosquitoes
on
the
field.
As
you
know,
cuz
I
see
you
there
be
Friday
night
because
we
got
a
good
field.
Now
we
have
a
turf
field
that
problem
now.
The
creepy.
L
F
L
K
Not
gonna
talk
to
anybody,
but
you
I
always
talk
with
the
top
now
look.
The
other
thing
I
wanted
to
talk
to
you
about
was
a
swimming
pool.
Y'all
close
the
swimming
pool
down.
There
was
the
assumption.
There's
been
a
lot
of
assumptions
about
things,
and
the
assumption
is
that
the
swimming
pool
was
not
used
that
was
used
by
a
lot
of
older
people.
I
was
fixing
to
going
to
the
pool.
That's
where
I
learned,
how
to
swim.
K
I
later
went
on
to
be
a
a
lifeguard
at
Louisiana,
Tech
I
learned
WSI
there,
but
anyway
votes
are
high.
School
students
have
used
that
they're,
the
only
students
in
Bossier
City,
who
have
had
the
benefit
of
a
swimming
pool
and
my
vision,
my
vision
for
Bossier
is
you
ought
to
take
some
of
this
money
that
we're
throwing
away
and
let's
throw
it
down
to
airline,
let's
throw
it
down
to
parkway
and
let's
redo
it
buzzer
hi
and
let's
get
a
swimming
program
yeah
when
I
was
low.
K
L
K
K
Security
enclosure
I've
talked
a
little
about
this
before
there
was
a
time
when
we
were
all
concerned
about
the
the
attack
of
high
schools
and
schools
by
outside
terrorists.
Now
today,
it's
the
inside
terrier
terrorists,
the
school,
the
student.
But
if
you,
if
you
sell
this
land,
have
you
provided
for
the
security?
That's
going
to
go
around
the
school
to
seal
off
to
school,
from
outside
intrusion,
and
if
it's
not
part
of
your
deal,
you
all
need
to
work
it
into
your
deal.
K
So
that's
another,
then
that's
a
very
important
schools
need
to
be
containerized
just
one
one
policeman
ain't
gonna
stop!
If
we,
if
somebody
wants
to
come
in
and
attack
one
of
these
schools,
one
guy
will
not
stop.
Maybe,
but
if
they're,
if
they're
organized
the
chechens
got
300
students
in
Russia
and
that's
one
of
the
cases
I
mentioned
to
low
and
interesting
that's
six
months
after
I
talked
to
low,
the
Chechens
came
in
and
bomb
the
Boston
Marathon.
L
K
There
are
other
things
going
on
and
part
of
it
has
to
do
with
the
fact
that
you're
coming
back
the
city
has
come
back
and
has
redone
this
I've
talked
to
lo
about
this
times,
and
this
is
the
third
time
I'm
speaking
about
this,
and
this
isn't
about
the
last
six
or
seven
years,
the
first
time
that
they
overlaid
the
overlaid
with
an
assault
within
two
to
three
years.
They
had
faith,
the
sides
were
slumping
and
failed,
and
the
problem
was
that
the
city
continues
to
go
back
in
with
the
same
engineering.
K
You
don't
fill
in
those
dadgum,
deep
holes
that
are
out
there.
There's
a
your
your.
Your
old
house
has
failed
in
front
of
the
street
there.
It's
all
of
them
down
it's
all
over
there.
So
my
job
we're
talk.
Somebody
was
talking
about
what
to
do
with
this
money
that
you're
gonna
get.
If
you
sell
this
well
I'm
going
to
tell
you
you
better,
come
down
in
central
Bossier
and
start
dealing
with
some
of
these
issues.
The
elections
are
two
years
away
and
you
this
is
going
to
factor
this
time.
K
This
will
factor
the
other
thing.
I
wanted
to
say
it's
coincidental
with
that
we
do
not
have
a
sidewalk
on
Waller
Waller,
Avenue,
Waller
Avenue
is
to
that
part
of
town
which
shed
Road
is
and
other
major
roads
it
has.
Every
student
goes,
the
Russians
in
your
house
comes
in
Ohman
and
Road,
not
over
in
a
little
bit.
Waller
Avenue
does
not
have
a
sidewalk
and
what
they
have
on
this
side
and
what
they
have
on.
That
side
is
a
deep
ditch
and
you
two
at-large
guys.
This
is
your
responsibility
and
important
to
you.
You.
C
A
K
I
was
Jimmy
was
our
city
attorney
when
we
got
into
a
real
estate
deal
and
the
deal
was
approved
by
the
police
jury
and
was
approved
by
the
City
Council.
There
was
only
one
vote
against
the
project.
The
project
was
build,
a
landfill
and
the
city
and
the
jury
went
ahead.
They
lined
up
everything
and
they
built
they
dug
a
hole.
A
two
million
dollar
hole
was
dug.
K
So
one
of
the
dissenting
vote
on
this
council
said
in
the
meeting
that
the
reason
that
he
would
not
vote
for
this
is
because
the
if
we
had
difficulty
crossing
our
eyes
and
dotting
our
T's
and
I've
stated
that
to
you
the
last
time
I
raised
one.
My
ideas
to
you,
I
said:
you've
got
to
cross
your
T's
and
dot.
Your
I's
and
I
have
concerns
that.
That's
you
you've
not
done
that
before
you
lost
twenty
eight
million
dollars.
Why?
K
This
is
a
serious
proposition
and
I
know
you
want
to
make
you
to
at
least
two
million
back,
and
if
you
do,
god
I
hope
you
did.
But
if
you
go
forward
with
this
idea,
then
you
need
to
solve
some
of
the
problems
that
are
existing
in
this
immediate
area.
All
the
money
seems
to
be
going
out
of
downtown
Bossier
City.
If
from
casinos
out
to
the
outside
and
in
Jeff
we
don't
we're
not
seeing
too
much
down
here
on
our
side.
K
So
this
is
one
time
that
y'all
are
putting
money
down
here,
but
is
this
is
going
to
fit
not
going
to
affect
me?
I
want
to
be
around
for
this,
but
I'll
close
on
this.
By
saying
on
a
positive
note,
this
you
voted
to
spend
a
lot
of
money
on
a
stadium
field
and
don
don
was
at
the
game.
I
was
at
the
game
and
I'm
pleased
to
tell
you
that
the
Bearcats
were
on
the
receiving
end
of
the
opening
kickoff
and
they
ran
the
football
back
for
a
touchdown.
E
I
K
K
Ditch
that
ditch
needs
to
be
closed
in
it
doesn't
and
whether,
whether
you
do
this
deal
or
not
that
ditch
needs
to
be
closed
in
and
Mercer
high
school
has
I
think
what
18
acres
of
land
airline
has
18,
so
it
wouldn't
hurt
for
the
city
fathers
to
maybe
kind
of
bump
it
up
a
little
bit
now.
Let
me
say
something
why
this
thing
fell
apart.
That
was
your
high
school.
At
the
same
time,
the
movement
was
going
on
to
closed
Bosher
high
school
here
in
burger
City.
K
There
was
a
movement
growing
around
nationally,
which
was
the
national
educational
reform.
Well
guess
what
the
consensus
was
of
the
academics
of
this
Rett
educational
reform
group.
They
said
smaller
high
schools
are
better.
So
what
are
we
building
it?
Airline
is
now
what
2000,
Bossier
16
I,
don't
care.
Buggers
is
sized
right,
it's
at
600.
Is
it
good?
You
can
manage
that
and
2,000?
K
You
know
they.
There
was
an
unintended
result.
It
didn't
work,
but
my
gosh
look.
What
is
down
there
now
and
what
success
there
has
been
and
the
fact
that
the
city
got
in
behind
it
with
those
roads
is
outstanding
and
so
don't
get
me
wrong.
I
can
see
the
good
in
the
bed
and
that's
all
I
got
to
say
I
know
you
got
a
lot
of
stuff
to
do.
Thank.

Sure
William
Barrow
I
represent
dapper
holdings
I'm
just
here
to
see
if
there
was
any
questions
about
the
project.
I
really
like
the
last
speakers,
comments
on
several
levels,
but
particularly
as
last
remark
about
unintended
positive
consequences.
This
is
all
about
intended
positive
consequences
and
I
just
wanted
to
see.
N
If
there
was
any
questions
about
it,
we
think
we're
going
to
do
something
special
here
that
will
bring
jobs
and
bring
people
from
outside
the
state
and
a
non-gambling
capacity
for
for
health
care
excellence,
and
we
think
it's
a
remarkable
opportunity
for
all
of
us,
but
I'm
just
here
to
see.
If
there's
any
questions
about
it,.
D
O
D
N
Facility
we'll
start
off
with
a
10-10
bed
short
stage:
surgical
hospital,
ten
beds
at
minimum,
because
that's
part
of
the
state
licensure
requirements
to
have
a
hospital
we'll
also
have
a
amatory
Surgery
Center.
It
will
have
all
of
the
support
structures,
energy
systems,
maintenance,
dietary
imaging,
all
those
other
kinds
of
facilities,
facilities
that
you
would
expect
in
this
type
of
facility.
N
It
will
also
be
developed
to
allow
other
healthcare
facilities
to
migrate
to
this
campus.
Now
that
will
be
to
be
determined,
but
we
think
some
of
the
obvious
opportunities
rely
around
rehab
care
in
particular,
may
perhaps
long-term
acute
care
in
healthcare
parlance
what
we
would
call
subacute
care
non
hospital
based
services.

Adopt
a

authorizing
the

Q
Sir,
this
was
the
demolition
of
the
Seger's
roofing
company
on
Oh
Benton
Road
Oh
Hamilton
Road
area.
There
was
there
was
additional
asbestos
in
the
ground,
so
we
took
it
down
to
two
and
a
half
inches,
and
this
was
all
done
by
a
contractor
we
had
awarded
the
bid
to,
but
this
was
unknown
in
the
first
estimate
that
there
was
additional
debris
in
the
soil,
but
it's
it's
been
monitored.
It's
clear.
We
have
all
the
clearances
from
the
contractor
now
yeah.
C
C
Q
The
report
did
not
give
all
the
detail
until
they
got
into
the
ground.
It's
all
that
best.
I
can
say.
The
asbestos
survey
which
is
required
in
the
front
did
give
them
all
the
specs,
but
once
they
began
the
work
there
was
an
additional
unknown
asbestos
found
after
the
work
began,
but
where
I
report
does
dictate
to
that
contractor
what
is
to
be
taken
out?
You're
correct,
but
once
they
actually
got
into
the
project,
there
was
additional
asbestos
found
which
was
not
found
by
the
asbestos
survey
taken
or
the
contractor
in
the
beginning.
C
We
I'd
like
to
I,
don't
want
to
hold
the
council,
for
you,
know
the
process
but
I'd
like
to
have
a
meeting
and
understand
our
contract,
because
normally
I'm
just
giving
an
example
and
I'm
just
trying
to
be
simple.
But
you
know
if
water
and
sewer
contractor
if
he
runs
in
the
water
and
he
has
to
do
what
is
it
Tim?
Do
you
know
what
I
mean
it
you,
you
can't
come
back
and
say:
well,
I
didn't
know
about
the
water.
