Description
Bossier City Council Meeting November 20, 2018
A
B
To
our
buzzer
city
council,
regular
meeting,
this
is
Tuesday
November,
20th
2018.
It
is
3,
o
clock
ish.
We're
gonna,
have
please
long
reading
this
silence
your
cell
phones.
So
we
humming
ringing
going
on
call
to
order
invocation
by
councilmember
Scott
Aaron
pledge
allegiance
by
Councilman
members
of
Don
Williams.
C
Please
bow
your
head:
Heavenly
Father!
We
thank
you
for
this
beautiful
day
that
you've,
given
us,
Lord
Lord
we'd
like
to
pause
and
give
thanks
this
Thanksgiving
week
for
all
the
blessings
that
you
have
bestowed
on
our
city.
We
pray
for
all
of
our
citizens
that
they
have
a
joyful
Thanksgiving
with
family
and
friends.
Well,
we
pray
for
wisdom
today
in
this
City
Council
meeting
and
we
pray
Lord
for
our
military
stationed
around
the
world
and
here
at
home
in
Jesus
name.
We
pray,
amen,
amen.
A

B
F
Good
afternoon
Council
I've
distributed
the
financials
for
October
2018
we're
trending
the
same
as
we've
been
trending
pretty
much
all
year.
On
page
one,
our
revenue
by
fund
is
113
percent
over
budget
and
it's
104
for
the
general
fund
portion
on
page
two,
our
expenses
by
fund
ninety
five
percent
to
budget
page
three,
the
second
section
down
October
year-to-date,
were
2.4
million
better
than
the
prior
year
or
six
point.
One
percent
on
page
four
is
our
meaning.
F
Manning
is
at
665
employees
compared
to
last
month,
667
so
we're
down
to
from
last
month
and
we're
28
below
budget
and
finally,
on
page
5,
there's
a
water
and
sewer
fund
for
the
month.
We're
121
percent
to
the
prior
year
year
today
were
107
to
the
budget.
We're
200%
better
and
the
rolling
12
months
were
neck-and-neck
100%
have
any
questions.
G
G
You
know
that
piece
of
concrete
that
hadn't
been
poured
on
shed
Road,
yet
it's
closest
to
Benton
Road.
Just
yesterday,
D
Ltd
approved
some
steel
rebar
to
be
used
there
and
they
approved
a
temporary
traffic
plan
to
be
used
there.
So
that
means
our
contractor
can
get
back
to
work
after
he
gets
that
poured.
That
means
they
can
put
traffic
onto
that
lane
of
traffic.
They
can
abandon
the
asphalt
lane.
That's
on
the
north
side
of
shed
Road.
They
can
put
a
curb
there.
G
H
G
G
H
G
G
One
consideration,
though,
that
the
projects,
mostly
asphalt
asphalt,
needs
to
be
poured
in
50
degrees
or
warmer.
So
there
might
be
some
holdups
there,
but
we
got
a
good
contractor.
Coleman
Street
we're
working
hard
to
get
the
group
here
from
Baton
Rouge.
To
do
the
plan
in
hand,
the
environmental
section
of
dotd
is
kind
of
hung
up
and
that
we're
taking
some
right-of-way
from
Fort
Smith
Park
we've
done
our
best
effort
to
tell
them
we're
not
damaging
the
park.
G
G
Maybe
he
can
help
us
with
that,
but
you
know
we're
gonna
work
that
out
Viking
Drive
is
rocking
along
dotd
plants
on
that
being
bid
late
next
year.
Now
that's
a
project
that
we'd
be
bid
down
in
Baton
Rouge
80%,
their
money.
Innovation
drive
we're
waiting
for
a
few
property
owners
to
sign
off
on
the
street
dedications
flatten.
Once
that's
done,
we
can
proceed
and
that's
that's
all
I
know
about
that.
G
Us
highway,
80
improvements.
If
you've
driven
down
highway
a
lot
of
action
there,
a
piece
webco's
working,
hard
Centrepointe
has
been
working
hard,
I,
think
they're
finished
now.
I
got
a
target
bid
date
of
January.
The
22nd
will
open
minutes
to
construct
that
project
Walter
a
Big
B
carriageway.
We
had
a
great
meeting
just
last
Wednesday
at
the
levee
board,
where
the
levee
board
approved
our
plans
contingent
on
some
a
few
minor
revisions
to
our
plans.
G
We're
going
to
take
care
of
that
once
those
are
done,
they'll
be
issuing
us
a
permit
and,
like
I've,
told
you
before
the
course
been
included
all
along
the
way.
The
court
was
actually
at
the
levee
board
meeting.
So
I
don't
anticipate
any
big
issues
with
getting
permits
from
the
Corps
on
the
wall.
Tro
of
Big
B,
carriageway,
Commerce
Drive.
That's
a
street!
G
That's
been
constructed
in
Commerce
Drive
industrial
park
to
accommodate
Cassady
Jones,
a
new
business
there
about
50%
finished
with
the
road
Cassady
Jones
is
about
50%
finished
with
their
construction,
so
that'll
all
come
together
in
the
spring
some
projects
at
the
arena
we
got
a
great
bid
on
the
parking
lot
rehab.
Last
last
council
meeting.
We
just
got
those
contracts
back
today,
so
we'll
start
on
that.
We're
about
to
begin
some
miscellaneous
mechanical
repairs
to
the
air
conditioning
system
at
the
arena
and
I
plan
on
building
a
project
to
replace
the
roof.
G
H
G
We
just
got
those
contracts
back
today.
Also
new
stripes
on
the
Parkway
and
swarley
great
contractor
began
work
on
that.
We've
had
a
lot
of
rain
and
then
I
actually
pulled
him
off
of
that
to
replace
all
the
stripes
in
boardwalk
parking
lot.
That
was
just
completed
last
week,
but
the
striping
contractor
will
be
back
to
work
on
the
Parkway
and
Swan
Lake
Road
after
Thanksgiving
and
lastly,
at
boardwalk.
We
have
recently
completed
some
repairs
to
the
the
river
wall
that
runs
along
the
river.
G
D
G
I
The
sewer
basin
BC
19,
so
their
pipe
bursting,
an
existing
24
inch
gravity,
sewer,
main
and
old
when
it's
a
big
trunk
line
that
runs
down
air
line,
all
the
way
down
to
the
big
airline
pump
station-
and
there
was
a
section
in
there-
is
pretty
poor
condition.
So
that's
a
new
pipe
going
in
the
ground.
They
try
to
do
it
as
call
it
surgically,
but
they
use
trenchless
methods
to
pull
that
pipe.
I
D
D
I
just
thought:
stop
talking
to
me
going
on
I'm
Boone
Street
Centrepointe
was
Johnny,
putting
new
lines
in
I
think
it
was
Centrepointe.
You
know
they
put
holes
in
the
street.
These
3x3
steel
panels
they
screw
down
to
the
asphalt
because
now
they're
gone
he's
poured
rock
back
in
their
course
and
caught.
You
know
cars
go
by
hit
that
the
rocket
just
flies
out
and
it
raining
there.
We
got
big
ol
holes
like
this.
You
know
you
made
that
was
sitting
you
up
here.
