we

drive.

almost
complete.

adds

hundred

seventy
five
parking
spaces
out
of

ball
fills
and
it
includes
a
new
public
street.
That's
the
long
street
they're.
Only
on
the
right
there.
We
call
that
ball
park
drive
it's
going
to
provide
access
to
the
property
to
the
to
the
right
there
on
the
photograph
for
commercial
development
and
I
have
no
doubt
people
are
going
to
appreciate
it
after
ball.

it's
hard
to
get
in
and
out
of
the
park,
and
this
is
another
way
to
do
that.

project
was
identified

we
thought
Walmart

coming
to
the
northeast
corner
of
wimple,
Road
and
airline.
That
didn't
happen,
but
the
geometry
of
this
new
intersection
at
airline
will
accommodate
some
future
development
there
and
it
will
accommodate
development
of
all
of
that
land
south
of
wimple
Road.
We
got
an
incredible
contractor.

They
work
from
can
to
can't
the
contract.
Time
was
about
four
months.
We,
you
know
we
lost
most
of
February
due
to
rain,
but
this
is
best
yet
construction,
company
and
they're,
a
can-do
company.
So
here's
some
times
soon
they'll
be
driving
on
that
the
underground
drainage
is
mostly
installed
and
then
they'll
commits
to
building
the
roadway.

This
project,
quite
frankly,
has
not
gone
that.
Well
it
it's
a
415
working
day
contract.
What
that
means
is
the
contractor
has
415
working
days
to
build
the
project
that
doesn't
include
Saturdays
or
Sundays
or
holidays,

bad
weather
days
or
the
day
after
bad
weather
days.
If
it's
too
muddy
to
work,
it
doesn't
include
unforeseen
problems
which
we've
had
quite
a
few
of
them,
but
the
good
news
is
we're
back
on
track.
We're
laying
these
culverts.

was
day
one,
and
that
was
about
10
days
ago.
We've
gone
a
lot
farther.

contractors
they

calculated
that
they're
finished
date.

of

they're

he

is
when
it's
their
contract
time.

had

bad
weather

contract
time
is
about
mid
September,
so
they

finishing

they
finish

they'll
still
finish
a
month
late,

we're

good
progress

Cassio's
they're
happy
to

friends

are
designing
that
for
us

intersection

about
as
good
as
we
can
make
it.

not
going
to
be
signalized,

there
it
is
and
I'm
sure
people
will
enjoy.

Street,
you
know
we
just
finished
Barksdale
downtown
that
Barksdale
downtown
used
to
be
a
State
Route
and
the
state
of
Louisiana
has
a
program
called
right-sizing
they.
If
you
will
adopt
a
state
route,
they
will
give
you
cash
and
return.
So
we
adopted
Barksdale
downtown,
that's
a
city
street.
Now
in
return
they
pledged
1
million
three
hundred
and
eighty
seven
thousand
dollars
to
go
towards
a
similar
project.

weird
we're
gonna,
do
Coleman
Street
similar
to
Barksdale,
but
with
different
landscaping
and
different
streetlights
and
it's
gonna
be
very
functional
and
you
were
gonna
like
it.

think,
because
this
this
is
federal
money,
that's
involved.
It
moves
a
little
bit
slower,
but
we
ought
to
be
able
to
start
building
this
after
the
new
year.

This
is
what

highway
department
calls
an
off
systems.

federal
money
can
be
used
on

city
streets
if
they
meet
certain
criteria
and
Viking
Drive
does.
What
we
propose
is
a
concrete
three
lanes
underground
drainage
it'll
be
a
similar
section
to
what
we
already
have
between
bit
and
Road
and
airline
drive.

are
at
about
60%
complete
on
our
design.
We
can
begin
right-of-way
acquisitions.
We
think
later
this
summer,
there's
about
30
parcels
to
be
purchased,
there's
no
total
takings.
It's
just
the
the
front
yards
of
a
lot
of
these
businesses
that
we
need,
because
you
know
it's
two
lanes
now
it's
going
to
be
three
lanes.
We
need
about,
on
average,
10
15
feet
across
all
of
these
businesses,
but
it's
going
to
be
nice.
It's
about
a
8
million
dollar
budget
there.
So
we're
we're
in
for
20%
of
that
and
should
be
able
to
bid
it.

driven

reason
results

study

road

no
flooding
will
occur

big
flood
comes

area

just
naturally
flood

we're
staying

deeper
and

land

road

Margaritaville
came

boardwalk,

it
goes

way
up

We
got
multi-lane
roundabout.

we
flattened
out
the
curve,
that's
sharp
curve
and
highway
80.
We
flattened
that
out.
This
is
five
lanes.
We
turn
a
couple
of
these
side
streets
into
dead-end
streets
to
eliminate
so
many
intersections
along
there
to
make
it
more
efficient.

working
budgets
been
about
eight
million
dollars
for
this.
Our
designers
warned
me
that
this
roundabout
might

up
that
budget.

bit
and
I
know
our
friends

the
highway

Right
now
are
reviewing

plans.
They're,

complete

reviewing

plans
and
they've
recommended
some
upgrades
to
the
drainage
system,

roundabout

we

highway
80

the
alignment
comes

multi-lane

Hamilton,

the
project
includes
pretty
nice
improvements
to
Hamilton
Lane
you
cruise
on
up
this
way.

It's
shed
Road.

We
are
going
to
improve
shed
Road
from
here
out
to
Benton
Road.
Now
it
comes
along
north
and
this
is
the
whole
reason
for
the
project
is
a
bridge
up
and
over
the
Union
Pacific
railroad
track,
and
then
we
touch
down
on
Benton
Road
right
in
this
neighborhood
here
this
is
Citizens
Bank
Drive.
This
signal
remains
and
a
lot
of
a
lot
of
changes
to
driveways
and
other
geometry
up
in
this
area.

the
working
budget
for
this
was
26
million
bucks,
but
that's
three
years
old,
so
we
would
be
smart
to
plus
that
up
a
million
or
two
and
there's
about
55
right-of-way
parcels
to
be
purchased,
I
think
Pam's
closed
on
about.
Half
of
them
are
more
sixty
percent
complete.
We
work
on
it
all
the
time
we
met
with
the
dentist
just
yesterday
right
here
we
got
to
build
him
a
new
parking
lot
because
we
took
away
there's
a
lot
of
way.

Walter,
a

carriageway

week,

plans
to
Walter

baby
carriage
way

that's
a
big
deal,
but

doesn't

we
can
start
construction

issues
that
we'll
need
to
clear
up

time.

utilities
that
need
to
be
relocated
met

utilities.

the
Miss
Teen
USA
and
Miss
USA
pageants
for
this
May
of
2018.
So
it's
going
to
be
coming
upon
us
very
quickly.
Yesterday
we
had
in
the
current
reigning
Miss
USA
and
Miss
Teen
USA,
to
help
us
make
the
announcement.

This
will
be
the
first
time
these
two
pageants
have
been
run
concurrently,
they've
always
been
held
at
different
times
of
the
year,
so
they
will
be
here
during
the
same
about
week
and
a
half
two
week
time
period.
So
we
will
have
that
extra
impact
of
hosting
both
of
the
pageants.
So
we'll
have
the
opportunity
to
have
several
ticketed
events.
One
that
will
be
held
here
in
Bossier
is
at
the
Horseshoe.
River
dome
will
be
the
Miss
teen
preliminary
pageant
that
will
be
on
May
the
7th
May
the
16th.

So
we're
excited
about
hosting
that
here.
Also,
the
Miss
USA
contestants
will
be
housed
at
Margaritaville.
They
have
stepped
up
to
the
plate
to
be
a
major
sponsor,
and
we
really
appreciate
all
that
they
have
done
as
well
and
appreciate
your
support
of
the
pageant.
It
really
is
something
that
couldn't
come
without
the
community
really
embracing
it.
So
we
appreciate
the
the
city
and
the
parishes
participation
as
well.
This
is
a
great
event.

Not
only
does
it
bring
a
significant
direct
economic
impact,
it
also
has
long-term
benefits
because
of
all
the
media
coverage,
the
television,
the
radio,
the
social
media.
In
fact,
it
will
be
shown
live
in
about
70
countries
worldwide,
not
just
here
in
the
United
States,
but
also
the
the
social
media
value.
There
will
be
over
40
million
social
media
impressions,
so
the
numbers
are
really
staggering.

we're
excited
about
this
opportunity,
they're
direct
spend
in
our
community
will
be
about
four
and
a
half
to
five
million
dollars,
while
they're
here.
We
know
that,
because
part
of
what
one
of
the
reasons
they
love
Louisiana
is
our
film
tax
credits
and
to
apply
for
those
film
tax
credits
they
have
to
spend
in
state
and
verify
their
in-state
spend
when
they
were
in
Baton
Rouge.
In
2015,
the
spend
was
almost
4.3
million,
with
just
Miss
USA.

Do
have
a
local
contestant
Lauren
Visa
is
the
local
Louisiana,
Miss
USA
Miss
Louisiana
USA,
and
she
will
be
competing
here.
So
we
do
have
a
hometown
girl.
Competing
I've
also
heard
that
we
have
a
competitor
who's
now
going
to
school
in
Arkansas
and
represents
Arkansas,
but
she's
actually
from
the
Bossier
City
area.

just
worked
with
a
small,
much
smaller
crew
and
they're
doing
an
outstanding
job,
but
it'd
be
helpful
if
we
didn't
have
to
go
through
this
process
of
having
to
come
with
each
and
never
replace
with
resolution.

this

who
can
counsel
a
cancel,
a
council
meeting
and
all
those
sorts
of
things,
there's
no
big
deal

feel

we

in
the
city

Bossier
City,
which
affected
property,
public
health
and
safety
due
to

requirement

replacement

a
corroded
sewer
main
and

Road

cost
of
$70,000
to
come
from
the
sewer
contingency
funds.

armored
ambulance
came
in
and
the
Bearcat
that
matches
the
armored
ambulance.
This
is
a
mounted
weapon
system
to
get
on
top
of
the
two
armored
vehicles
that
will
provide
police
protection
while
we're
trying
to
work
in
an
active
shooter
situation.
So
it's
the
weapon
system,
the
ammunition,
the
scope,
the
mounting
system
that
goes
on
top
of
the
Bearcat
in
the
mid
medevac
unit.
So
this
is
weapons
for
the
equipment
itself,
weapons
for
the
machine
from
the
two
armored
vehicles.
