A
B
Bow
your
heads
Heavenly
Father.
We
thank
you
for
this
day
that
you've,
given
us
Lord
lo.
We
want
to
take
this
moment
to
pray
for
our
fellow
council
member
Bubba,
Williams
who's
dealing
with
illness
and
his
family.
His
brother
is
is
ill
Lord.
We
pray
for
miraculous
healing
for
his
brother
Lord
in
and
for
peace
and
understanding
with
the
Williams
family
as
they
go
through
this
trial.
Well,
we
thank
you
for
each
person
who
is
in
this
council
meeting
today.
Lord.
We
just
pray
for
our
city
and
pray
for
its
residents
and
and
Lord.

Sir
it'll
be
new
business
number
12,
an
ordinance
authorizing
mayor
Lorenz
Walker
to
execute
the
attached
cooperative
endeavor
agreement
between
the
state
of
Louisiana
through
the
Department
of
Transportation
and
development
in
the
city
of
Bossier
City
to
construct
Barksdale,
Air
Force,
Base
access
and
improvements
for
the
interchange
of
interstates,

G
H4
is
our
manning
report
we're
up
three
employees
from
last
year
from
last
month
and
we
are
13
short
of
budget
and
I
think
this
is
the
highest
count.
We've
had
in
a
while
680
Louise
and
then
the
last
page
is
our
Water
and
Sewer
funds
for
the
month
for
one
hundred
and
twenty
seven
percent
for
the
year
today
we
read
about
it.
Ninety
six
we're
three
hundred
and
eighty
eight
percent
better
than
budget
and
our
rolling
twelve
months
is
ninety
one
percent,
but
the
net
operating
income
is
a
hundred
percent.
G
H
I
I
We
haven't
reached
the
Promised
Land,
yet
a
lot
of
pavements
been
down
since
we
last
talked
all
the
pavements
down
close
to
the
intersection
of
airline,
Drive
and
I
feel
like
within
their
next.
Maybe
ten
days,
I
tell
the
mayor
his
staff
this
morning
by
Friday
I've,
talked
to
the
two
guys
working
on
the
ground
since
then,
within
the
next
ten
days,
I
think
we'll
have
to
weigh
traffic
in
front
of
Casias.
Restaurant
and
that'll
be
a
big
milestone.
I
J
I
Sunflower
right-hand
turn
lane
for
councilman
or
when
is
being
redesigned.
I'll
have
those
plans
by
this
time
next
month
and
we
can
initiate
that
Coleman
Street
is
still
being
reviewed
by
dotd
for
environmental
issues.
We
did
some
redesign
to
avoid
Fort
Smith
Park,
the
historical
area
around
there.
Mike
McSwain
made
a
really
beautiful
rendering
of
what
the
streets
going
to
look
like,
and
we
think
that's
going
to
make
a
big
impact
at
those
people
reviewing
it
in
Baton,
Rouge,
Viking
Drive,
pretty
much
the
same
story
being
reviewed
for
environmental
issues.
I
I
I
I'll
sound
like
a
broken
record,
but
it's
it's
probably
90
to
120
days
before
we
can
begin
construction
with
that
project.
The
u.s.
80
improvements
that
portion
of
the
Walter
a
big
B
carriageway.
We
pants
been
working
real
hard
and
is
real
close
to
getting
the
last
two
pieces
of
right-of-way.
We
need
once
we
close
on
those
that
will
allow
Centrepointe
and
AEP
to
finish
their
relocations.
I
Once
they're
done,
we
can.
We
can
bid
the
project
for
construction.
The
Walter,
a
big
B
carriageway
guys,
are
working
hard
on
the
plants.
I
talked
to
them
all
the
time.
I'll
still
have
those
plans.
The
fourth
quarter
of
this
year,
which
a
lot
of
people
always
think.
Well,
that's
what
will
bid
it?
Well,
no
there's
still
lots
of
incidental
right-of-ways
to
be
acquired.
Pan
works
on
that
all
the
time.
There's
at
least
four
Corps
of
Engineers
permits
to
be
gotten.
The
good
news
is
there's.
I
I
I
E
I
It's
the
entire
set
of
plans,
so
by
the
fourth
quarter
of
this
year
we
will
have
submitted
for
all
of
our
permits
from
the
core.
No
there's
no
wetlands,
so
I,
don't
you
know,
there's
not
this
90
to
120
day
kind
of
thing
we've
experienced
on
innovation,
drive
they'll,
probably
be
I,
would
guess
a
month
to
get
the
permits
from
the
Corps
for
those
four
issues
I
just
mentioned,
and.
E
I
Then
Centrepointe,
AEP
and
AT&T
will
initiate
their
relocations.
There's
not
much
of
that
to
be
done,
with
the
exception
of
AEP
has
some
major
transmission
lines
to
relocate
down
Hamilton
and
that's
going
to
take
a
while.
We've
talked
about
splitting
our
project
up
into
two
phases
so
that
we
can
begin
construction
while
AEP
begins
their
relocation,
so
that
our
contractor
and
swell
co
work
concurrently.

North
Hardwick
and
Glen
Haven
in
Green
Acres
places
about
85%,
that's
Gary's
project.
It's
done
a
good
job
of
managing
that
we're
gonna
start
a
brand
new
project.
Tomorrow,
Commerce
Drive
extension
in
in
commerce
brought
drive
industrial
park
about
a
1200
foot
extension
back
to
a
new
business.
Jones
Cassady
lumberyard
got
a
good
contractor
on
that
city.
Hot
sidewalk
sites
outside
obviously
have
already
started.
Councilman
Irwin,
you
wanted
to
add
something
so
I
need
to
get
with
you
on
that.

Adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety
due
to
the
requirement
for
repairs
to
the
water
main
on
shed
Road
at
a
cost
of
thirty
five
thousand
to
come
from
the
water
capital
contingency
funds.
First,
in
final
reading,
some.
J
Is
related
to
the
work
on
shed
Road
that
the
utility
department
and
some
of
our
sub
consultants
got
involved
in
to
fix
utilities
associated
with
that
work,
so
it
it
is
related
to
the
construction
work
and
it
was
unanticipated
by
the
utility
department.
So
I've
been
talking
with
the
administration
on
recovering
those
costs
by
the
city
for
that
work
from
the
contractor.

Gal
CDA
bonds
were
issued
in
2015
and
the
bond
count
so
highly
recommend
spending
80
percent
of
that
amount
in
the
first
three
years
and
we're
in
the
first
three
years,
and
if
you
just
listen
to
mark,
he
told
you
where
we're
at
that
LCD
a
bond
is
for
the
Walter
o
Big
B
carriageway,
so
we're
gonna
pay
ourselves
back
for
thirty
four
million
dollars
worth
of
other
capital
projects
that
we've
done
and
then
set
up
a
new
fund
to
move
it
again
into
a
fund.
That's
designated
just
for
Walter
OPP.
