A
B
Thank
you
father.
We
thank
you.
For
this
day,
we
thank
you
Lord
God,
for
what
you've
already
done
in
our
lives.
We
thank
you
Lord
God
for
the
president
that
served
this
country.
We
thank
you
for
his
family.
We
ask
you
Lord
God
to
comfort
them
at
this
time
of
bereavement.
We
ask
you
Father
God,
that
you
teach
us
to
walk
in
love
one
for
another.
We
also
pray,
especially
for
our
friend
Scott
in
his
family
Lord.
We
thank
you
for
his
mom,
who
loves
him
and
Lord
who
he
loves.
Lord.
B
Let
him
remember
her
with
joy
in
time.
Lord.
We
pray
that
she
would
bless
his
family
to
recover
and
comfort
them
in
these
hours
of
sadness.
Lord
bless
those
among
us
today,
those
who
may
be
sick,
hild
them
in
the
name
of
Jesus
Lord,
give
us
direction
in
the
things
that
we
do
in
this
place.
In
Jesus,
name,
I,
pray,
amen,
amen,.

Mr.
Hawkins
is
here
he
reached
out
and
wanted
to
do
something
for
the
city
of
Bossier
City
and
wanted
to
honor.
Our
law
enforcement
police
division
and
I
was
happy
to
try
to
find
out
where
what
the
funds
would
be
used
best
and
they're
gonna
be
used
with
our
k9
department.
Mr.
Hawkins
is
a
lifelong
friend
of
our
family
and
neighbor.
So
thank
you
for
being
thank.
H
Can
you
hear
me,
okay
out
there,
in
Tegel,
in
in
recognition
of
the
generous
donation
to
the
boat
city,
k9
unit
and
I
might
add
it's
a
very
generous
donation.
I
don't
want
to
embarrass
bad,
but
$10,000
is
generous,
Jerry
and
pet
Hawkins.
The
city
Bossier
City
recognizes
and
is
grateful
the
generous
donation
to
the
police
department's
canine
unit.
Her
police
dog
played
a
crucial
role
in
protecting
our
citizens,
aiding
our
police
in
their
daily
endeavor
to
ensure
our
city
is
a
safe
place
to
call
home.
H
H
D
D
D
A
D
Mr.
Arland,
thank
you
adopt
an
ordinance
to
appropriate
funds
to
cover
construction
costs
for
the
Walter
OBB
water
line,
relocation
project
for
million
four
hundred.
Seventy
six
thousand
one
hundred
fifty
nine
dollars
in
one
set
to
come
from
the
2015
LCD,
a
bond
fund
and
seven
hundred
thirty,
five
thousand
sixty
eight
dollars
and
thirty
nine
cents
to
come
from
the
Walter,
o
Big
B
carriageway
fund
for
a
total
of
five
million
two
hundred
eleven
thousand
two
hundred
twenty
seven
dollars
and
forty
cents
final
reading.
So.
D
A
D
Adopt
an
ordinance
authorizing
the
city
of
bossier
city
louisiana,
to
incur
debt
and
to
borrow
from
the
louisiana
local
government,
environmental
facilities
and
community
to
development
authority,
not
exceeding
60
million
dollars
to
mature,
not
later
than
30
years
from
date,
original
issue
at
a
rate
or
rates
not
exceeding
six
percent
per
annum.
For
the
purpose
of
financing.
The
cost
of
acquisitions
repairs
and
or
expansions
needed
to
maintain
city-owned
works
of
public
improvement
and
paying
the
cost
of
issuance
of
the
bonds
and
providing
for
other
matters
in
connection
with
the
foregoing
final
reading.
So.
A
F
J
F
F
We
originally
anticipated
60
million
with
four
million
debt
service
on
a
25
year
bond
we
actually
got
close
to
64
million,
and
the
debt
service
is
actually
little
less
than
four
million.
So
I
just
wanted
to
thank
all
of
our
partners
that
made
this
happen
and
Stacy,
and
the
administration
and
the
council
for
having
the
foresight
to
run
this
city
like
a
business
and
that
shows
out
in
the
marketplace
when
people
go
to
buy
our
bonds,
they're
willing
to
pay
a
premium
because
of
the
way
that
we
run
this
city.
F
C
A
Add
that
Stacy
and
RC
attorney
did
an
outstanding
job
representing
us
and
they
have
a
great
story
about
bossier
city
to
share
with
the
world.
You
guys
did
a
great
job,
take
a
break
real,
quick
and
recognize
our
students,
I
think
elected.
To
do
that
prior
to
unfinished
business.
Would
you
guys
like
to
stand
up
and
tell
us
who
you
are
and
where
you're
from
yes.

H
A
G
L
D
I
G
G
When
it
first
started,
did
we
did
we
not
go
back
and
look
and
of
not
put
you
on
the
spot,
but
doing
the
kind
of
due
diligence
of
what's
going
on
around
the
nation?
You
know
cuz,
there's
a
there's
a
whole
bunch
of
suits
and
articles
that
I've
read
that
work
toward
it's
like
seventy.
Seventy
percent
of
the
country
know
about
this
overtime
and
30
percent.
I
guess
don't
have
a
clue
or
they
better
get
on
board.
I
mean
what
happened
when
we
started
by
this
I.
G
B
B
M
G
N
To
be
honest
with
you,
when
we
looked
at
the
dog
situation
and
all
that
we
had
a
need
in
the
city
for
as
in
the
CenturyLink
and
now
most
promoters
require
this.
He
Odie
search
and
all
this
other
stuff.
So
we
came
to
y'all.
We
asked
about
it.
I
had
no
idea
of
the
to
be
honest,
the
FLSA
law
until
mr.
Doherty
brought
it
up
and
we
had
the
attorneys
look
into
it
and
but
going
off
of
what
they
did.
I
asked
they
all
pay
anything
y'all
doing
sending
pay.
G
G
G
O
G
Indonesia
States
again,
it
is
my
understanding
that
no
employee
has
made
any
claim
for
overtime,
compensation
or
otherwise
requested
additional
compensation
related
to
the
care
of
any
dog.
Unless
and
until
such
a
claim
is
made,
it
is
impossible
to
determine
whether
in
overtime
compensation
is
due.
So
so,
why
are
we
talking
about
this?
Because
mr.
Darby
raised
the
question?
Well.
O
First
of
all,
you,
what
that
says
is
it's
like
the
Walmart
case,
where
they
had
people
working
off
the
clock.
They
knew
about
it.
They
paid
compensable
damages
for
knowing
about
it.
That's
what
we're
on
notice
now
that
they
are
entitled
to
compensation,
and
so
the
the
Avenue
that
you
would
have
to
go
through
is
to
hire
somebody
like
Travis
Moore
Hart,
to
go
through
every
every
one
of
the
work
weeks
to
see
if
they
work
forty
hours
and
what
the
additional
compensation
is
or
what
was
what
was
suggested.
O
Is
we
we
just
agree
on
a
contract
that
says
you're
spending
an
hour
a
day,
let's
just
let's
just
compensate
you
for
that
and
work
out
an
agreement,
something
in
that
range
so
that
they
get
compensation
and
we're
not
sitting
here
with
an
unfunded
liability.
Now
that
we
know
that
there
is
compensation,
do
have.
O
G
There's
a
lot
of
things
we
can
do
instead
of
just
paying
overtime,
there's
a
lot
of
different
things.
You
can
do
if
the
Chiefs
and
the
guys
the
handlers
agreed
to
it
I
mean,
and
that's
where
you
know
if
we
can
sit
down
and
negotiate
some
kind
of
deal
because
again,
there's
a
lot
of
letters
in
it.
That
says
to
do
the
same
thing.
Cities
have
a
budget
restraints.
G
O
I
can
tell
you,
the
conversation
already
has
been
about
compensation
being
paid,
and
so
you
know
you
can
ask
Eve
McWilliams,
but
he'll
tell
you
the
biggest
boon
of
his
existence
is
the
fact
of
comp
age
there.
He
has
too
many
people
with
too
much
time
off,
I'm,
saying
fulfill
them
the
people
on
the
street.
It's
it's!
It's
it's
a
simple
issue
that
there
is.
You
know
compensation
of
you.
G
N
Don't
know
what
they
were.
I
took
the
24
hours
he's
on.
It
did
not
compensate
at
all,
because
you
can
take
care
of
the
dog
during
the
24
hours
exactly
you
had
to
look
at
only
20
days
a
month
versus
30
or
31
days
a
month.
I
had
to
look
at
how
many
shifts
he
worked
and
deduct
that
from
the
total
liability
or
cost
of
it.
N
We
are
we
paying
I,
didn't
bring
the
form
with
me.
I
should
have
the
folder
and
had
the
figures
I
had
done
and
it
was
an
hour
a
day
and
but
the
24
hour
day
you
deducted
24
hours.
So
if
it's
30
days
you
deduct
10
days,
you've
got
20
days
and
an
hour
a
day
and
his
overtime
rate
plus,
don't
quote
me:
29
30
dollars
an
hour.
Oh
no
overtime,
as
the
regular
rate
was
that
is
overtime,
would
be
40,
something
dollars.
You
know,
4350.
P
M
M
M
So
it's
going
to
vary,
in
other
words,
if
I
think
forty
hours
of
vacation
to
look
at
seven
hours
of
straight
time
during
that
period,
if
they
work
at
full
40-hour
week,
then
they'll
get
seven
hours
a
time
and
a
half
when
an
hour
a
day
is
a
little
pretty
well
on
the
low
side.
For
you
know,
we
talked
about
you,
know,
feeding
and
caring
for
their.
M
G
Seventy
five
thousand
dollars
to
pay
somebody
if
you
take
the
dog
home
and
feed
it
and
groom
it
or
whatever
right
yeah.
It's
not
twenty.
Two
years
I've
been
for
the
police
department,
Fire
Department
everything
you've
asked
for
even
sometimes
it
may
be
over
the
top
I
think,
but
still
you're
the
you're.
The
guys
that
tell
me
what
to
do
you
know.
So
this
is
my
position.
What
I
want
to
do?
I
think
the
people
are
gonna,
go
crazy
and
we
move
space
money
$75,000
a
year.
G
Five
guys
to
have
a
dog
at
home
too
and
I
know
they're
useful,
don't
get
me
wrong.
I
say
this
to
feed
them,
basically
take
them
home
and
it's
their
dog.
They
choose
that
they
choose.
That
and
I
know
it's
a
law,
but
you
know:
I'm.
Looking
at
I've
looked
at
a
lot
of
lot
of
kennels.
That
I
think
we
need
to
put
up
here,
and
you
talked
about
$75,000
a
year.
We
could
build
some
kennels
for
probably
I
know.
I
got
a
crazy
estimate,
I
mean
really
crazy
estimate.
G
M
To
me,
personally,
you
starts
talking
about
killing
them.
You're
gonna
have
to
have
24-hour
you
can't
just
leave
them
alone
unattended,
especially
I
know.
The
proposal
was
to
build
kennels
in
the
back
here,
I
mean
you're.
Gonna
have
to
have
it
secured.
Where
there's
you
know,
public
don't
have
access,
I
mean
somebody
come
up
and
mess
with
the
dogs
poison
to
know
something
to
that.
These
dogs,
these
animals
are
being
cared
for.
24/7
I
know.
G
M
F
G
F
F
G
G
G
B
N
L
B
N
Would
say
this
if
you
in
a
way,
though,
that's
kind
of
comparing
ordinates
and
apples,
because
you
take
a
paramedic
like
they
get
incentive
pay
for
their
education
and
their
certification
there's
nothing
in
FLSA.
That
requires
you
to
pay
a
paramedic
overtime,
because
when
he
goes
home,
he's
not
taking
care
of
something
that
was
the
difference.
What
the
k9
do
yeah.
B
O
Negotiate
payment:
you
you,
you
can't
sit
down
and
say:
I
want
you
to
take
this
and
use
the
heavy
hand
of
the
boss
telling
them
that's
the
case
and
incentive
pay
doesn't
compensate
them
for
fair,
labor
and
standards.
It's
an
unfunded
liability!
Now
we
know
about
it
now.
We
owe
it
and
we
either
pay
it
or
we.
O
Somebody
that's
a
highly
paid
highly
compensated
person
that
that
does
minister
work,
it's
defined
in
the
letter
as
far
as
that's
concerned,
but
if
you're
an
exempt
employee
brad's
an
exempt
employee,
Brad
work,
I,
don't
know
how
many
hours
on
them
on
the
levy
chief
Pannell
work
tons
of
hours
on
the
levy.
They
didn't
get
a
penny
compensation
because
they're
exempt
employee.
Okay,.
N
B
We
should
I
think
we
should
look
at
another
opinion
regarding
compensation.
It's
I
mean
other
municipalities
have
persons
who
held
the
canines
and
and
I
think
there's
other
options.
I
wanted
to
ask
to
you,
you
have
for
in
the
police
department
and
all
of
those
certified
all
for
everyone
actively.
Currently.
B
N
N
E
B
B
N
N
N
N
N
Had
a
discussion
together
came
up
with
what
we
thought
was
a
fair
price
that
a
promoter
could
afford
were
talking
with
Rebecca
to
where
it
wasn't
a
discouragement
for
promoter
to
come,
and
then
that
money
went
back
into
the
account
that
helps
pay
for
the
food,
the
vet
bills
and
all
that,
just
like
seemed
like
us
charging
CenturyLink
a
hundred
dollars
to
do
a
pyro
inspection
prior
to
a
concert.
We
it's
a
hundred
dollar
fee
for
fire
prevention.
N
N
N
That
you're
doing
it
for
a
return.
You
don't
do
it
for
return.
The
main
thing
we
do
it
for
is
when
we
get
into
or
something
going
down,
and
we
can
put
them
out
in
position
in
places
to
to
prevent
a
worst-case
catastrophe
living
in
the
world
we
live
in
today,
I
mean
you
see
it
every
day
on
the
news,
and
without
that
I
mean
we
have
other
tools,
but
that's
a
tool
in
the
toolbox.
Okay,
you
know
I
wouldn't
suggest
taking
it
away.
B
M
M
M
N
N
B
B
N
E
N
G
C
It
would
seem
to
me
that
that
what
look
all
the
questions
sound
like
a
good
question,
but
the
the
answers
are
not
here
and
in
its
this
is
the
kind
of
thing
in
my
opinion
would
be
better
served
in
a
workshop
environment
where
we
could
get
people
together
with
their
notebook,
computer
and
far
away
and
get
you
know
when
you
ask
more
question:
is
they're
not
guessing
with
you
know,
and
and
otherwise
maybe
conveying
information
that
that
is
inaccurate
by
no
one's
fault?
Is
that
well.
C
C
C
C
B
F
Is
just
an
introduction:
it
is
number
one
yeah,
so
it
gives
us
two
weeks
to
take
a
look
at
this
and
I
think
some
people
need
to
do
their
homework.
You
know
when
it
comes
to
this.
You
know
my
opinion
is
we
have
a
city
attorney
that
we
pay
to
issue
legal
opinions?
We
have
two
chiefs,
a
fire
and
a
police
chief
that
have
done
their
due
diligence
as
far
as
what
we
owe
I'm,
not
a
lawyer
and
I'm,
certainly
not
a
civil
service
expert.
F
B
E
F
E
F
F
F
F
But
I
thought
there
was
an
implication
there.
So
harden
me
if
that,
if
overstepped
what
I'm
staying
well,
what
a
will
state
is,
they
said
they
didn't
know
they've
taken
corrective
measures.
Mr.
Hall
is
hard,
a
legal
counsel
to
give
us
an
opinion.
This
is
an
introduction
and
I
would
like
to
proceed
with
the
vote,
one
for
it
and
then
they've
got
two
weeks
to
get
your
questions
answered
and
worked
out.
Okay,
that's
so,
mr.
president,
you
know,
but.
G
First
David
Jimmy
I
respect
Jimmy.
This
opinion
didn't
come
from.
Jimmy
came
from
other
lawyers.
Okay,
I
just
asked
Jimmy
a
question
about
what
they
was
talking
about
because
it
it
says
different
things,
I
guess
it
depends
on
how
attorney
reads
things:
okay,
but
that's
fine,
but
in
two
weeks
I
guess!
If
we
don't
know
all
the
interests.
O
M
O
Well,
you,
you
can't
agree
not
to
pay
it.
I
can
tell
you
that
the
Fair
Labor
Standards
law
I
understand.
That's
that's
how
all
these
companies
got
in
trouble
by
saying,
hey,
I'm,
gonna,
let
you
work
some
extra
hours,
but
we're
just
gonna
pay
you
straight
time,
and
so
you
know
you
can
work
out
an
agreement
on
how
much
it
is
and
limit
your
exposure.
But
but
you
know
at
the
end
of
the
day,
you
can't
agree
not
to
pay.
It
can.
B
O
Now,
because
we
now
know
that
it's
they're
entitled
to
compensation
for
the
care
of
the
dog,
it's
a
question
of
how
much
what's
what
are
you
gonna
agree
is
how
much
you
spend
today
looking
at
it,
and
then
you
can.
You
can
look
at
it
from
there,
but
you
can't
agree
not
to
pay
overtime
once
you
know
that
somebody
is
working
overtime,
I.
N
E
C
N
G
N
And
twelve
hours
and
you're
a
hundred
and
fourteen
you
have
to
pay
six
hours
of
premium
hours
per
FLSA,
which
comes
out
of
and
a
premium
hour
is
a
scheduled
overtime.
So
you
have
to
pay
retirement
on
scheduled
overtime.
So
that's
what
a
premium
hour
is:
okay,
there's
a
six
hour
premium
hour
on
every
check.
They
work
a
full
pay
period
because
you
have
to
pay
them
per
FLSA
and
that's
that
big
deal.
We
went
through
where
the
fire
department
brought
up
the
FLSA
question
of
price
Parker.
N
N
G
F
G
F
G
E
A
G
A
A
D
A
F
A
F
Sir
I
have
a
question
regarding
this:
I
talked
to
Chiefs
of
gun.
I
didn't
have
an
opportunity
to
talk
to
the
chief
MacWilliams.
Chiefs
have
gone.
I
informed
me
that
this
is
from
the
fire
department
will
cost
$20,000.
Is
that
correct,
chief
and
I?
Don't
chief
McWilliams?
Do
you
know
roughly
what
this
is
going
to
cost
from
the
police
department.
F
So
we've
already
done
one
holiday
for
the
veterans
which
was
outside,
and
this
is
New
Year's
Eve.
A
lot
of
the
private
sector
is
open
and
this
is
the
end
of
the
year.
There
are
people
that
are
going
to
be
paying
taxes
and
if
City
Hall
is
shut
down,
it
sends
a
negative
message
to
all
of
the
taxpayers
in
this
community.
F
You
know
that
wise
government
shut
down
and
we
have
to
work
so
I
would
ask
the
council
to
vote
against
this
number
one
from
a
cost,
saving
or
cost
what
it's
going
to
cost
the
city
actual
dollars.
And
the
second
thing
is
that
the
image
that
we
send
you
know
to
the
private
sector
and
the
taxpayers
that
are
out
there
that
might
need
our
services
on
that
day.
So
I
would
ask
the
job
vote
against
this.
H
There
is
not
always
recommended
it
in
the
pace.
First
of
all,
if
it
was
because
the
state
was
doing
it
for
one
thing,
the
governor
is
elected
to
recognize
all
the
state
employees
to
have
this
there
today,
which
he
calls
it
the
arrest.
My
feelings
have
always
been
the
salaries
that
our
people
won't
give
our
people
not
necessarily
the
highest
and
I
just
seen
this
as
a
added
way
to
recognize
the
job
they
do
they
in
there.
That's
been
my
position
on
him.
The
best
well.
F
In
reference
to
that,
I
believe
we
just
gave
a
raise.
There
was
5.1
million
dollars
this
year
to
to
bring
and
pay
our
people
and
bring
them
up
to
a
level,
so
it
helped.
You
know,
I
respectfully
disagree
as
far
as
it
goes
that
we're
not
you
know,
our
salaries
are
lower.
I
think
that
we
made
a
tremendous
effort
in
doing
that.
5.1
million
dollar
race-
you
know
to
everyone
and
again
I-
would
ask
that
we
vote
against
this
I.
Don't
think
we
should
follow
suit
with
the
state.
