Bossier City Council Meeting April 16, 2019
A
B
Let's
pray
father
who
are
in
heaven
we
thank
you
for
another
day
that
you
allowed
us
to
see.
We
thank
you
Lord
God,
for
Wrestle
last
night.
We
thank
you
Father
God,
for
your
grace
in
your
mercy.
We
pray
now
in
the
name
of
Jesus,
for
our
chief
chief
Brandt,
we
pray
for
his
family
and
pray
Lord
that
you
will
comfort
him,
give
him
peace
that
passes
all
understanding
in
time.
Father
we
pray
for
others
who
have
lost
loved
ones.
We
ask
you
Lord
to
comfort
them
father.

Counsel,
since
our
report
to
you
last
a
month
ago,
I
bet
shed
Road,
there's
been
five
days
worth
of
productive
work
done
just
in
the
last
few
days.
The
profile
of
graft
has
been
rolled
over
the
pavement.
That's
the
machine
that
determines
the
high
points.
Now
we're
waiting
on
the
grinder
to
come
to
town
to
grind
down
those
high
spots
before
the
stripes
can
be
put
down.
G
D
D
D
They've
asked
us
to
hold
off
on
submitting
our
final
plans
while
they
do
some
additional
review
work,
but
things
are
clipping
along
on
Viking
about
like
we
would
expect
Coleman
Street
we
submitted
90%
plans
we're
waiting
for
a
date
for
the
guys
from
Baton
Rouge
to
come
to
town
to
walk
the
project
with
us.
I
would
expect
that
to
happen
within
within
the
next
month.
D
Innovation
drive
that's
out
to
bid
we're
going
to
open
bids
May
the
7th
and
our
estimate
is
11
million
dollars,
Walter
a
big,
be
the
face:
1
highway,
80
portion.
If
you
driven
down
Highway
80,
you
see
a
lot
of
activity.
It's
it's
going
exactly
the
way.
I
thought
it
would
go
our
contractors
the
best
jet
construction.
They
work
six
days
a
week.
We
uncover
a
problem
a
day
and
we
solve
a
problem
a
day,
we're
just
getting
it
done.
D
As
you
can
imagine,
we
dig
things
under
that
highway
that
nobody
knows
what
it
is
or
how
it
got
there,
but
we
just
deal
with
it:
the
bigger
project,
the
Walter
or
Big
B
carriageway,
nothing
really
new
to
report
there.
The
design
on
the
roadway
is
complete,
but
we're
going
through
the
items
to
get
the
core
happy
with
our
drainage.
D
Stripes
on
the
parkway
they've
been
worked,
and
if
it's
not
raining
and
the
pavements
not
wet
they've
worked
most
every
day
the
last
month
or
so,
and
they've
moved
over
to
Swan
Lake
Road
just
yesterday.
They
know
they
need
to
be
complete
laudanum
days
for
for
rain.
It's
probably
four
to
six
weeks
from
now.
K
D
They
do
hop
and
skip
around
a
lot
of
the
work
is
handwork.
A
lot
of
the
work
is
done
with
a
moving
truck
and
to
change
colors.
It's
a
pretty
big
issue.
The
edge
line
on
the
right
side
of
the
road
is
wide.
The
edge
line
on
the
left
side
of
the
road
is
yellow,
so
maybe
that
has
something
to
do.
It
was.
K
D
D
Still
need
to
figure
out
about
$50,000
to
bid
that
project
and
I'm
open
to
suggestions.
They're
the
tensley
ballfield
expansion
is
going
real,
well
we're
having
a
60%
plan
review
tomorrow.
It's
going
to
be
awesome
and
the
guys
doing
that
work,
Florence,
Denman
engineers,
great
group
of
guys-
and
this
is
not
their
first
rodeo
they've
done
these
before.
So
it's
going
to
be
really
nice,
the
arena
roof.
It's
May!
The
7th
also
estimate
there's
1.3
million
bucks,
we're
having
a
pre-bid
meeting
tomorrow.
L
Council
17:41
School
Street
abandoned
mobile
home.
We
sent
all
the
letters
to
the
address
listed
in
the
tax
records,
came
back
unclaimed,
so
we've
got
Luke
Hutchinson
with
Robin
Harwell's
office
here
to
represent
them
and,
as
he
said,
I
thought
they
were.
The
daughter
was
supposed
to
be
here.
Oh,
she
is
here
well
she's
here.
M

and
I'm
at

boss
driving
motion.
Thank
you.
The
property
of
1741
school
belongs
to
my
mother.
I
have
power
attorney
over
her
she's,
not
in
physical
condition.
At
this
time
you
stated
that
letters
were
sent
out,
but
they
were
sent
to
the
address
on
School
Street,
which
nobody
lives.
There.
L
D
M
Lately
on
the
house,
so
I
had
no
idea.
We
had
no
idea
what
was
going
on
with
it.
We
were
aware
that
it
needed
cleaning
up
still
does.
Also,
though,
we
have
another
problem
since
it's
been
empty,
the
trailer
it's,
of
course
all
torn
up
now.
It
was
in
pretty
good
condition
at
first,
but
somebody
has
come
and
dumped
a
whole
bunch
of
tires
they're
all
inside
the
structure
on
the
outside
and
the
property
to
the
left
of
that
belongs
to
my
own
mother's
ex-husband.
So
there's
tires
all
over
there
as
well.

There
are
two

listed
the

and
provided

N
N
N
The
dogs
got
out
from
her
house,
which
is
a
lot
1
&
3
of
them
got
out,
and
one
of
them
actually
bit
our
city
worker.
He
actually
went
to
the
hospital
and
there's
pictures
on
your
and
the
packet
we
gave.
The
fence
was
actually
built
previously
because
of
a
previous
dangerous
dog.
We
had
declared
back
in
October.
N
So
the
dog
came
out
and
the
dog
name
is
rusty,
rusty,
actually
a
bit
the
left
leg
of
our
the
city
worker.
This
is
the
third
time
that
Rusty's
been
in
our
place
at
the
shelter
for
providing
I'm,
not
sure
as
to
why
he
wasn't
deemed
dangerous
the
two
times
previous,
but
this
time
we're
redeeming
him
dangerous,
because
yeah
bit
one
of
our
workers,
the
city
ordinance,
has
defined
I'm.
N
Premises
such
as
letter
carriers,
meter
readers,
trash
collectors,
repair
persons,
deliberate
persons
or
business
customers,
provided
that
the
person
authorized
to
enter
upon
the
owners
premises
shall
not
include
unauthorized
intruders,
such
as
burglars
and
trespassers,
in
the
owners,
business
house
or
apartment
or
within
a
fenced
area,
on
the
premises
not
normally
accessible
to
the
public.
So
what
we're
asking
is
for
Dean
does
angel
deem
this
dangerous.
Excuse
me
Dean
this
dog,
dangerous
horse.
This
is
Miss
Merritt.
N
A
F
F
Dog
and
I
had
a
little
hook
lock
on
the
screen
door,
and
this
part
was
what
was
actually
locking
my
screen
door
and
the
weight
of
my
three
dogs
when
I
opened
the
door
just
to
see
what
they
were.
Barking
at
broke,
the
lock
and
I've
since
reinforced,
where
I
have
an
additional
in
between
the
screen
door
and
the
front
door
to
where
I
have
to
physically
pull
it
open
before
the
dogs
can
actually
get
out
of
my
house.
I
have
documents
all
the
dogs
in
my
home
I
have
my
service
animal.
F
My
son
has
a
service
dog
in
training
and
rusty
is
my
emotional
support
animal
he
actually
serves
as
a
protection
animal
for
my
disability
and
the
time
that
I
have
not
had
him.
I've
been
provoked
and
I
want
to
also
state
that
the
water
company
had
been
out
the
day
before
this
incident
happened
and
when
they
came
out,
I
had
talked
to
them
previously,
because
lot
twos
water
meter
was
previously
buried,
so
I've
had
to
work
with
them
to
find
where
that
was
so
when
I
initially
constructed
the
fence.
F
The
I
didn't
know
that
there
was
a
water
meter
there,
so
I
actually
enclosed
it
so
that
it
would
not
get
berries
again
and
now
I've
actually
moved
the
fence
to
wear
a
lot.
Twos
meter
is
on
lot
toothed
property
because
I
actually
made
a
little
fenced
in
area
for
them
also
because
of
where
their
back
door
is.
In
relation
to
my
yard.
F
F
F
F
Neither
myself
or
rusty
saw
the
gentleman
and
then,
as
he
walked
by
us,
he
cut
right
in
front
of
us
and
he
only
nipped
at
the
man's
pant
leg,
and
he
also
this
time
was
nipping
at
this
man's
pant
leg
and
none
of
my
dogs
weren't
in
any
form
of
attack
Stan's
trying
to
actually
harm
the
water
worker.
At
this
time.
The
other
incident
there
was
an
incident
in
question
and
the
little
girl
even
specified
to
me
that
rusty
did
not
bite
her.
F
So
there's
a
lot
of
controversy
on
that,
even
though
I
did
have
to
have
him
quarantined
and
pay
for
him
to
be
able
to
get
out.
My
phone
I
saw
that
and
said
it
happened
and
rusty
did
not
bite
the
little
girl
and,
however,
her
parents,
which
were
not
there
when
the
incident
happened,
reported
it
and
stated
that
my
dog
had
bit
their
little
girl.
F
G
G
F
F
F
G
K
Yeah
guys
I
normally
I
like
to
enforce
the
ordinance
and
always
have,
but
usually
it's
because
there's
a
dog
that
has
gotten
out
and
it's
running
down
the
sidewalk
and
missing
people
I
think
I've
been
to
these
mobile
home
parks.
Yours,
you
have
to
go
in
through
a
fence
to
go
to
your
front
door
and
I
guess
to
go
to
the
water
meter.
K
So
this
shows
some
responsibility
on
her
part
that
keeps
the
dog
in
her
mobile
homes.
Plus
she
has
a
fence.
The
dog
wasn't
running.
Wild
I
would
say
that
I
personally,
I
just
feel
that
we
or
that
I
would
give
her
another
chance
because
she
was
being
a
responsible
dog
owner
now
if
the
dog
was
out
if
it
was
running
loose,
if
you
couldn't
keep
it
contained,
no.
M
K
G
F
F
I
have
my
front
door,
I,
don't
have
just
the
front
door,
I
have
the
front
door,
an
intermediate
door
and
the
screen
door
and
I
have
the
second
door,
because
both
of
my
doors
are
on
the
same
side.
I
don't
have
a
front
door
in
a
back
door
and
I
actually
have
that
second
door
blocked
off
from
the
inside
and
I've
even
put
some
bars
on
the
windows
that
they
look
out.
So
they
don't
even
have
the
ability
to
jump
out
of
a
window
into
the
yard
ain't.
Your
phone
number.
K
You
said
you
have
a
sign
that
says
call
if
you
need
to
enter.
Yes,
that
to
me
is
extremely
responsible
and
if
I
were
going
in
the
back
yard,
I
wouldn't
I
have
had
people
need
to
enter
my
backyard
cable
people
phone
people,
they
won't
go
in
my
backyard
unless
they
talk
to
me
and
make
sure
there's
not
dog,
they
don't
even
know
if
there's
a
dog,
so
you
know
if
I
were
going
in
there
and
I
saw
that
sign.
I
would
call
and
find
out
if
there
was
a
dog
and
so
again
that's
another.
G
G
N
N
C
The
I
do
now,
second
dad
and
I
just
would
like
to
add,
and
mr.
Hall,
if
speaking,
you
know
saying
something:
that's
not
factual,
please
let
me
know,
but
it's
not
our
job,
to
make
exceptions
and
expose
the
city,
the
taxpayers,
to
potential
liability
because
of
an
emotional
plea
which
I
certainly
respect
certain
council
members
obviously
respond
to
that
emotional
plea,
but
unfortunately
this
isn't
our
business.
It's
the
taxpayers,
business
and
we're
bound
by
law,
an
ordinance
that
was
thought
through
drafted
and
that
we
passed
and
that
we
passed.
C
J
C
That
this
dog
is
vicious
and
dangerous.
If
we
make
an
exception
today,
then
we
opened
the
city
to
liability
if,
in
fact,
this
dog
got
out
and
bit
somebody
in
my
correct
absolutely
and
if
that
happens,
to
be
a
child,
if
we
think
there's
crime
now
in
a
child,
someone's
grandchild
or
child
is
disfigured,
because
this
animal,
for
whatever
reason
chooses
to
bite
someone
again
we're
now
on
the
hook
and
I
consciously
Kent
was
not
elected
not
to
follow
the
letter
of
the
law
so
because
of
that
I
second
to
mr.
E
G
E
A
A
E
C
G
A
B
E
A
I
Yeah
Council
passed
out
this
information,
but
he
is
sending
a
press
release
out
the
media
now
thing
that
we
have
this
new
mobile
app,
that
people
can
get
all
sorts
of
information
from
city
council
meetings
to
city
law
of
water
bills
and
so
on.
It
shows
how
they
can
access
it.
So
there's
something
of
Fr
citizens
having
another
way
to
get
in
touch
with
us,
but
I'm
not
what's
going
on.
It
cetera,
excellent.
