Description
Bossier City Council Meeting January 8, 2019
A
B
That's
Frank.
Thank
you,
Father
for
another
day
that
you've
allowed
us
to
see.
Thank
you
for
those
who
are
here
in
this
place
and
pray
for
them.
We
pray
for
that
family
member
pray
for
this
country.
We
pray
for
those
who
are
servants
of
the
people.
We
ask
that
you
give
us
direction
to
do
the
things
that
are
beneficial
to
those
we
serve
Lord.
We
ask
that
you
would
help
those
who
are
hurting
and
those
who
may
be
sick
among
us
healed
and
give
recovery.
Thank
you,
Lord
in
Jesus,
name,
I
pray,
amen,
amen.
Please.

Just
wanted
mr.
Williams:
do
you
want
to
I
was
just
gonna,
make
make
a
note
here
that
councilman,
Darby
and
councilman
Williams
will
be
reaching
out
to
Chief
McWilliams
as
far
as
going
forward
and
certain
policies
and
procedures
that
they
would
like
to
see
and
I
think
we're
very
clear
on
how
we'd,
like
things
to
proceed
going
for
that
fair
mr.
Williams?
Yes,.
G

G
Again,
I
visited
with
councilman
Williams
and
Councilman
Darby
and
on
it's
going
forward
with
the
two
dogs
in
the
fire
department
and
I've,
also
spoken
with
the
chief
prior
to
the
meeting
and
I
believe.
What
we're
going
to
do
in
this
case
is
proceed
with
an
exit
strategy
for
those
two
animals
going
forward
for
2019.
F

G
I
I
I
I
E
Adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety.
Do
the
requirements
for
repairs
to
the
collapsed
gravity
main
on
1905
vina
strive
at
a
cost
of
two
hundred
and
twenty
thousand
dollars
to
come
from
the
sewer
capital
contingency
funds
and
enter
into
a
contract
with
pulley
construction
Inc
for
the
remainder
of
the
work
first
and
final
reading.
So.
E
Adopt

Bossier

which
affected

at
the

plant
at
a
cost
of
$25,000
to
come
from
water

contingency
funds.
First
and
final
reading.

F
A
E
A
E
G
J
J
G
F
G
J
G
J
That's
easy,
you
know,
I
know
you
can't
answer
that
today,
I
know
they
had
a
budget
roughed
out,
it
came
to
ten
million
and
but
the
more
we
got
into
it.
We
kind
of
honed
in
on
this
facility
that
was
built
at
Sterling
Louisiana.
That's
what
I
just
gave
you
a
photograph
of,
and
we
visited
with
the
designers
of
this
facility
who
had
the
real
real
numbers
of
what
this
cost
the
construction
budget.
For.
J
What's
in
front
of
you,
there
was
it's
about
eleven
and
a
half
million
dollars,
and
that's
probably
the
number
we
need
to
compare
to
the
ten
million.
A
million
and
a
half
difference
is
a
big
difference,
but
I
suspect
that
the
numbers
at
Parks
and
Recreation
just
represented
construction
cost
of
the
facility
and
this
14
million
the
way
I
get
there.
It
includes
the
construction
cost
and
the
design
cost
there's
some
surveys
of
a
land
that
need
to
be
done.
There's
wetlands
to
be
mitigated.
J
Like
the
the
big
budget,
there's
a
couple
of
them
list
of
projects
that
we
might
have
used
the
bond
money
on
and
there
was
just
a
lump
sum
of
twenty
million
dollars
in
there
for
parks
and
recreation
that
included
this
as
well
as
those
other
things
you're
talking
about,
but
but
I
don't
know
if
he
itemized
list
that
comes
to
twenty
million
dollars
for
Parks
and
Recreation
projects.
It
was
just
a
lump
sum
budget
number
that.
F
F
K
Yes,
return
road,
you
going
back
where
we
took
the
trees
off
the
property
back
there,
yeah
we're
putting
in
five
field
complex
back
there
or
the
defense
would
be
at
225
in
fields
will
be
turf,
so
you
won't
have
to
council
any
games.
How
fields
would
be
grass
in
that
you'll
also
have
like
eight
parking
spaces
for
the
RVs,
with
hookups
water,
electric
sewer,
some
people
come
in
and
one
corner
over
there
we're
looking
to
add
a
ad
a
field
for
the
handicapped.
K
J
K
K
Tensley
now
they
have
a
300
Finn,
so
we'll
be
able
to
play
all
ages
there,
and
the
advantage
of
this
would
be
people
won't
schedule.
Incomplete
tournaments
will
be
wide
open.
You
got
to
interstate
20
to
the
south,
yeah
interstate
222
North,
many
hotels,
motels
a
lot
of
restaurants,
a
lot
of
things
people
do
here
when
we
go
visit
these
other
sites,
they
don't
have
the
facilities
in
town
to
handle
the
crowds
and
everything
I
don't
know
if
y'all
been
out
visit
some
other
places,
but
it's
scarce.
F
G
G
You
know
we
jump
for
million
here
and
then
is
this
going
to
increase
because
normally
it's
10%,
so
let's
just
go
ahead
and
say:
15
million
right,
well,
change,
orders
and
then
there's
gonna
be
issues
and
so
we're
up
to
16
million.
You
know-
and
you
know
how
it
goes-
I
mean
I've
been
here:
I,
don't
know
17
18
years,
so
I
kind
of
have
learned
a
little
way
of
the
land.
I
hadn't
been
here
as
long
as
mr.
hall,
but
or
the
mayor
or
Pam.
So
but
anyway,
the
thing
is.
G
63
million
so
before
we
venture
off
I
would
respectfully
request.
I
would
like
to
sit
down
with
coach
and
Mark
and
the
mayor,
and
you
know
another
councilman.
We
have
three
and
let's
get
a
budget.
Okay,
okay,
rather
than
just
you
know,
here
we
go
and
before
you
know
it,
we've
spent
all
the
money
and
we
hadn't
completed
what
our
original
objectives
were
on
the
sixty
million
dollar
bond
issue.
G
You
know
don't
want
to
speak
on
behalf
of
the
council,
but
I'm
one
up
here
and
I've
certainly
dedicated
my
efforts
to
being
involved
with
the
budget
process
and
making
sure
that
we
stay
within
our
means
and
spend
the
money
in
a
prudent
manner.
Again,
it's
in
no
way
talking
about
the
merits.
It's
about.
We
have
a
finite
amount
of
money
and
how
are
we
going
to
spend
it?
Is
that
fair
love.
D
J
G
A
F
E
D
E
A
A
H
Real
the
real
deal
was,
you
know:
I
met
with
a
few
council
members
and
the
idea
was
to
open
up
the
ability
to
have
special
events
and
activities
down
in
the
in
the
region,
festival
plausible
region,
where
we
have
alcohol
and
and-
and
there
were
events
that
we
were
also
foreclosing
at
other
places
that
have
alcohol
license,
because
we
didn't
have
a
special
events
permit.
So
the
real
meat
of
it
is.
We
cleaned
up
a
lot
of
definitions
and
things
that
were
outdated
and
more
in
line
with
that
particular
view.
H
But
this
will
allow
special
events
to
be
had
at
Christmas
in
the
sky.
We
don't
have
a
special
events
permit,
but
places
that
have
alcohol
license.
They
can
they
can
get
one,
and
we
cannot
authorize
that
there's
a
number
of
events
that
happen
that
are
requested
at
the
Civic
Center,
that
we
don't
have
a
special
events.
Permit
they
have
an
alcohol
license
there.
It
should
be,
should
not
be
a
problem.
H
There's
there
there's
a
little
bit
of
a
follow-up
to
this.
There
will
be
a
street
performer
ordinance
that
I've,
already
prepared
and
I
haven't,
sent
it
down,
because
we
got
to
work
out
who's
gonna
manage
the
the
components
of
dealing
with
that,
but
but
that'll
be
following
soon,
where
you
get
a
permit
that
lasts
for
a
year,
it's
fairly
inexpensive
and
allows
you
within
that
area,
with
certain
restrictions
not
to
perform
in
certain
locations
where
you
obstruct
traffic
and
other
things
to
to
provide
that
so.
H
G
H
H
But
but
but
bottom
line
is
they're
gonna
be
the
kind
of
things
that
generally
won't
create
it
and
there's
enough
restrictions
in
there
that
the
police
can
adequately
enforce
location
and
other
issues
and
we're
going
to
make
the
permits
where
you
have
to
have
a
laminated
permit
displayed
at
the
place.
So
the
police
can
easily
determine
if
you
have
sought
a
permit.
G
G
No,
no!
It's
something
that
creates
exposure
to
the
city
from
a
liability
friend.
Point
I
wasn't
speaking
to
if
it
endangers
the
public
there
you
go
that's
what
my
point
is
is
exposure
to
the
city.
If
they're
there
performance
changes
or
what
we
committed,
not
what
their
speech
is,
but
right
the
potential
for
liability.
That's
all
I'm!
Speaking
to
that,
we
have
the
right
to
revoke
that.
Permit.
E
A
D
E
C
Couple
we
originally
received
it
I
think
it
was
October
29th,
they
think
I'm
2
p.m.
and
it
was
sit
down
to
Patrol
Division
2
as
far
as
staffing
and
sort
of
the
logistics
go
for
it
and
they
initially
had
presented
it
as
it
was
basically
be
the
same
of
men
as
they
have
in
years
past,
which
they
had
approximately
about
four
or
five
slopes
and
our
vehicles.
C
This
year,
it
increased
by
like
20
for
20
to
25
floats,
which
changed
the
whole
dynamics
of
it.
As
far
as
how
long
we
were
going
to
be
blocking
intersections
shutting
down
the
bridges
such
as
that
and
as
far
the
number
of
officers,
if
we're
going
to
be
needed,
so
it
took
a
little
extra
Donal
a
little
extra
time
for
my
people
to
coordinate
with
the
event
coordinator
for
the
actual
parade
in
the
future.
