Description
Bossier City Council Meeting June 4, 2019
A
B
Bow
your
heads
Heavenly
Father.
We
thank
you
for
this
day
that
you've
given
us.
We
thank
you
for
all
the
blessings
that
you
have
showered
on
our
city.
We
pray
for
those
in
our
community
Lord
who
are
sick
or
hurting.
We
pray
also
Lord
for
the
families
of
the
victims
of
the
Virginia
Beach
Peninsula
complex,
shooting,
right.
We
pray
that
they
have
peace
and
comfort
Lord
and
what
we
pray
for
wisdom
for
our
nation,
our
state
and
us
in
the
City
Council
meeting
today
in
Jesus
name,
Amen.

We
have
one
add-on
today,
it's
gonna
be
number
10
under
new
business
and
adoptive
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
repair
the
standby
power
systems
at
the
Red
River
wastewater
treatment
plant
at
a
cost
of
seventy
thousand
dollars
to
come
from
the
sewer,
Capitol
contingency
funds
and
that's
gonna,
be
a
first
and
final
reading.
Move.
A
A
A
F
A
F
I
guess
the
biggest
thing
is
you
know.
Is
we
took
a
thriving
business
and
turned
it
in
and
nothing
with
this
road
project
when
it's
been
going
on,
I
think
three
and
a
half
years
first
year
wasn't
too
bad.
You
know
it
was
light
poles,
but
then
they
went
into
a
six-month
deal
where
they
dug
under
airline
drive
and
had
a
fiasco
didn't
know
how
to
fix
it.
For
six
months
we
had
one
way
in
off:
airline
couldn't
go
back
to
airline
coming
from
Benton
Road.
They
had
you
going
around
the
hospital.
F
You
know
doctors
drive,
so
we
had
one
actually
interest
to
the
whole
deal
for
six
months,
I'm
losing
a
fortune
every
month.
Nobody
even
worked.
You
know
every
time
you
ask
something
it's
going
to
be
done
in
two
months.
It's
gonna
be
done.
That's
been
going
on
for
two
years
last
year
they
told
me
to
be
done
always
first
11
days,
we're
done
we're
out
of
here,
and
here
it
is
ten
months
later,
they're
still
dragging
around
by
somewhat
doubted
this
morning.
So
what
we're
looking
at
now
they
said.
Well,
we're
grounding
the
street.
F
F
You
know
I
mean
it's
just
every
month
we're
you
know,
I
mean
the
road
is
open
now,
but
when
you
see
all
those
cones
and
all
the
road
closed
and
there
was
two
wrecks
Saturday
coming
out
of
Walgreens
and
how
that
little
other
regal
is
where
people
couldn't
tell
where
the
cones,
which
way
you
know
older
people,
they
run
out
there
and
hit
each
other.
You
know
trying
to
figure
out
where's
the
lane
that
I
mean
you
know.
I
went
down
there
last
week,
one
day
whenever
the
guy
was
grinding.
I
said
look.
F
He
was
about
not
too
far
from
us
and
I
said
tomorrow.
If
you
see
you're
gonna
get
to
our
driveway
cuz,
you
come
on
down
there
at
eight
o'clock
in
the
morning,
knock
it
out
and
then
or
two
o'clock,
but
don't
come
too
because
we
don't
open
at
night
anymore
because
we're
just
we're
losing
a
fortune.
So
lunch
times
only
chance,
we
have
I
look
out
there
11:50
there.
They
are
writing
over
my
driveway.
F
You
know
pull
up
about
this
bar
and
back
up
car
waiting
to
turn
in
and
water
truck
behind
him
waiting
to
put
water
down
I
mean
you
know
anything
that
you,
you
know
we
haven't
grabbed.
Okay,
I
mean
I,
saw
miss
Gloria's
on
one
time
shoulder
how
much
money
we
lost,
and
you
know
if
you
head
on
this
business
y'all
I'll
be
sick.
Right
now,
at
what's
been
happened
to
us.
You
know
I.
G
F
Know,
I,
don't
know
how
you
can
help
us,
you
know
all
I
know
is
we
need
to
get
them
off
the
street
I.
Don't
know
you
know,
I
mean
it's
just
been
an
absolute
nightmare
and
we,
you
know
we
have
a
closed
because
we
so
far
sunk
into
it.
Now
you
know
we've
got
to
try
to
work
out
of
it
and
I
believe
when
all
those
Coons
are
gone.
They're
all
off
the
street
I
think
our
business
is
coming
back
a
little
bit
now,
but
still
you
know
it's
tough
and
I.
F
Don't
know
how
you
can
help
us,
but
you
know
I
mean
I,
it's
been
bad,
I
mean
you
know,
I
couldn't
even
if
I
told
you
how
much
money
we
lost
you,
you
be,
he
be
shocked,
but
it
was
a
business
that
you
couldn't
lost.
I
mean
it
was
great,
and
now
you
know
it's
after
a
couple
of
the
last
couple
of
years
was
just
unbelievable
and
I
every
time
you
ask
him
we're
about
done
two
three
more
weeks
and
you
look
up
two
months
later
in
this
deal
you
know
and
think
about.
F
It
was
on
the
other
end
where
Wahlberg
Park
is
there's
no
businesses.
Why
couldn't
got
done
with
Ari
on
the
street?
Get
done
with
it?
You
know
we're
the
only
restaurant
on
the
street.
You
know
the
people
next
to
us.
They
loan
money.
Well,
if
somebody
wants
to
borrow
some
money,
they'll
walk
there
if
they
have
to,
but
you
know
you
can
eat
anywhere,
so
we
really
need
the
help.
F
C
C
F
I
I
News
is
still
the
same
as
I
reported
to
you
two
weeks
ago.
Two
weeks
ago,
I
tell
you:
what's
gonna
be
six
more
weeks
and
it
my
observation:
is
it's
gonna
be
four
more
weeks
there
is
no
grinding
going
on
right
now,
because
all
the
grinding
they've
done
it's
destroyed
the
the
sealant
in
the
cracks.
So
what
they're
doing
today
is
they're
putting
new
sealant
in
the
cracks
that
was
ground
out
as
a
result
of
the
grinding
there's
one
more
lane
to
be
grinded
and.
I
It
is
not
and
here's
why
there's
still
that
one
more
line
to
grind
they
can
put
stripes
down
under
traffic,
but
it's
the
grinding
that
it's
the
grinding.
While
we
need
the
key
to
keep
up
the
barricades.
People
have
asked
me
about
the
barricades
on
the
far
side
of
airline
drive.
Those
need
to
remain
in
place
because
it
funnels
the
traffic
down
the
right
lanes,
the
correct
lanes
across
the
street
on
shed
Road.
If
we
remove
those
you've
asked
me
where
your
mom
works,
why
can't
those
be
removed?
We
remove
those.
I
C
F
C
C
F
You
know
they
work
real
good
two
three
days
now
and
it
won't
work
two
weeks
or
you
know
they
telling
me
this
at
one
time,
I'm
just
gonna
tell
you,
they
told
me
that
they
were
gonna,
do
away
with
the
ordinance
and
they
were
gonna
work.
Seven
days
a
week,
two
shifts
everyone.
Everyone
get
it
done.
This
man
here
told
me
that
I
ain't
never
seen
anybody
after
only
Sunday
on
Saturdays
on
Fridays
about
noon
out
of
there.
F
If,
whatever
it
is
there,
two
or
three
I'm
out
there
sometimes
they'll
go,
we
can
you
see
the
only
guys
out
there.
The
guy
was
trying
to
check
on
I
mean
that's,
what's
frustrating
when
your
business
and
you're
losing
money
and
it's
like
it's
never-ending,
and
then
you
look
out
there
and
nothing's
really
getting
done
and
you
just
want
to
say:
hey
get
it
done
and
get
off
the
street
get
all
the
cones
you
know,
and
and
maybe
where
Bennett's
will
come
back.
F
I
D
D
F
F
Have
you
ever
seen
anything
take
this
long,
I
mean
if
y'all
had
been
over
there.
It's
just
pennant
I
mean
it's
just
really
has
been
bad.
You
know
they
rock
you.
I
went
down
the
street
one
day
on
the
left
and
I
said:
look
at
their
every
bit.
I
was
done.
Concrete,
okay,
I
came
back
the
next
day
and
they'd
broken
up
twelve
places
on
the
sidewalk
this
way
where
they
had
a
lot
of
crack
or
something
and
then
a
week
later,
they
feel
them
twelve
I'm.

there
in
the
middle
of

construction
hadn't
had

They
probably
can't
find
me
my
question
is:
there's
two
positions
open
at
the
convention
center
with
a
third
coming
up
this
month.
How
long
is
that
gonna
be
before
their
field?
If
you
are
not
gonna
vote
on
it
today,
you're
going
from
seven
workers
to
five,
you
work.

There
seems
to
be
everything
else,
so
until
we
decide
where
we're
going
in
which
way
we're
going
and
what's
right
for
the
Civic
Center,
the
easiest
solution
not
to
encumber
the
city
is
to
use
subcontractors
for
a
temporary
period
of
time.
You
knew
that
or
temporary
hires
or
temporary
what
same
thing
yep
without
making
the.
D
G
We've
already
done
that
this
event
coordinator
position,
we're
filling
would
attempt
now.
So
if
we
choose
to
not
fill
it,
what
a
print
position
we'll
just
continue
with
a
temporary
hire
in
that
position
and
one
of
the
other
positions
that
she's,
alluding
to
the
lady
will
be
retiring,
the
middle
of
June,
and
we
are
feeling
what
a
temporary
position
until
we'd
make
the
decision,
which
way
we
go
with
management
of
it
right.
