Swept
Co
has
received
a
request
from
various
developers
to
locate
utilities
in
the
front
yards
of
new
developments,
instead
of
in
the
back
for
a
variety
of
reasons.
As
developers
come
in
with
new
developments,
they
want
to
use
every
inch
that
they
can
and
they're
squeezing
down
right
away.

We've
had
a
meeting
with
the
NPC
to
kind
of
talk
about
where
the
UDC
lines
this
out
right
now
and
what
it
would
take
would
be
a
change
to
the
UDC
that
would
not
mandate
front
yard
utilities,
but
it
would
give
that
option
if
that
is
what
the
developer
chose
to
do
in
a
neighborhood.
So
at
the
time
that
that
we
move
forward
with
that
and
NPC
works
with
us
to
put
that
amendment
to
the
UDC
out
there.

Bossier,
Parish
lots
are
getting
smaller
and
smaller

smaller
you
make
a
typical
lot.

Now
is
only
about
a
110
foot
deep
when
you
get
the
setbacks
on
the
front
and
then
put
that
utility
easement
in
the
rear
for
the
utilities
for
the
utility
companies.
There's
not
a
lot
of
room
left
there
to
build
on
I
deal
with
a
lot
of
irate
folks
that
come
in
want
to
put
a
storage
building
or
swimming
pool.

is
no
room
because
big
chunk
of
the
back
yards,
a
utility
easement
now
I,
was
just
in
Lafayette,
my
grandson's
birthday
Sunday
and
my
daughter's
neighborhood
much
nice
neighborhood
and
what
I
live
in,

her,
they
have
the
utilities
in
the
front
and
I
took
some
pictures,
sent
them
to
the
staff,
and
we
talked
about
this
issue
with
these
smaller
Lots
and
you

and
in
times
they're
changing.

people
are
gonna
board
this
nicely
as
they
don't
want
you
in
the
backyard.

dogs
and
everything
back
there.

utility
companies
to
have

before
I

the

company
and
we

these
backyards

quite

hostile
and
guns
pulled

it

than
aesthetics,
but
it
just
dawned
on
me

walking
around
that
neighborhood
with
these
in
smaller

not
going
to
be
here
for

AT&T
and
Verizon
owned

equipment
and
co-locating

research

a
lot
of
those
other
lines

we
see
underground
right

plants
are
98%,
complete

sent

Rouge
within

All

title
works
complete.
The
right-of-way
maps

except
from
one
type
of
we
got
one
sheet
to
get
back
down
to
Baton
Rouge
David
Valentine.
Our
appraiser
is
going
to
put
together
an
appraisal
plan
over
the
next
few
days.
That'll
need
to
be
reviewed
and
approved
in
Baton
Rouge
that
Viking
drop.

Utility
relocations,
the
long
Viking
drive
was
no
small
thing,
it's
a
million
dollar
item
and
it
was
never
part
of
our
agreement,
the
city
state
agreement,
so
that
meant
the
city
was
going
to
have
to
pay
100%
of
that.
I
asked
our
friends
over
in
Oh
cog.
If
they
would
please
consider
adding
that
to
our
agreement,
and
they
did
so
they've
pony
dup
their
share
of
the
funds
by
1
million
dollars.

It's
an
80/20
split,
so
I
have
an
ordinance
on
the
counts
on
the
agenda
today
to
appropriate
$600,000
to
take
care
of
our
20%
of
utilities.
The
design
of
those
utilities
and
it'll
leave
a
little
bit
of
contingency
for
anything
else.
That
might
happen.
You
know
we're
just
guessing,
and
what
the
why
de
Blois
value
that
now
this
will
just
give
us
a
little
money
to
get
the
job
done.

question:
councilman
in
the
year
2014
when
we
identified
the
project
in
el
cog
at
that
time,
had
about
eight
million
dollars
that
they
could
contribute
to
our
project,
so
they
did
and
that
made
up
their
80%.
And
along
about
that
time,
we
passed
an
ordinance
to
put
up
two
million
dollars
to
make
up
our
20%.
And
so
the
working
budgets
have
been
about
ten
million
dollars
all
these
years.
But
when
you
throw
in
utilities
and
why.

that
we
couldn't,
there
was
no
money
for
them.
There
was.
There
was
eight
million
dollars
and
we
had
two
million
dollars
at
the
time
we
didn't
know.
Utilities
would
would
be
so
much,
but
we
couldn't
have
afforded
them
at
the
time
anyway,
but
the
good
news
is
they've,
given
us
the
money
now
to
do
that,
I
would
like.

agreement

parts

project

assigned

item

been

wide
sidewalk

south
side
of
the
road

pedestrians

bicycles,

five
property
owners
involved,

city

state
gave
us
1
million
three
hundred
and
eighty
seven
thousand
dollars
to
take
Barksdale
Boulevard
off
their
hands.
When
we
improve
downtown,
it's
not
an
80/20
thing.

just
it's
a
lump
sum
they're
going
to
give
to
us,
and
then
we
appropriated
three
hundred
and
seventy
nine
thousand
dollars,
while
back
for
the
design
and
some
surveying
requirements,
the
total
project,
including
construction

design

right-of-way

utilities

appraisals
and
streetlights,
is
about
a
two-month
2.8
million
dollar
thing.

highway

see
it
from
anywhere.

how
to
get
back
to
where
they're
working,
but
but
they're
back
there,
working
and
I
believe
they
have
a
pretty
good
concrete,
pour
scheduled
for
later
this
week
contractor
told
me
their

contract
runs
through
June
July

2020,

they
told
me
that
expect
to
use
every
bit
of
it.
So
I
don't
believe
we
can
look
forward
to
them
finishing
early.

we

people
moving
