Description
Bossier City Council Meeting February 4, 2020
B
It's
free
Holy
Father.
We
thank
you
for
this
day.
We
thank
you
for
your
greatness.
We
thank
you
for
your
goodness.
We
thank
you
Lord
God,
for
your
love.
We
think
you
thought
the
things
that
you've
already
done
and
those
things
that
you
shall
do.
We
thank
you,
Father
God,
for
this
time
that
we're
here
Lord
to
do
the
business
of
the
city.
We
pray
for
those
who
are
here,
pray
for
that
family.
We
pray
for
their
loved
ones.
We
pray
for
those
who
are
sick
among
us
in
the
name
of
Jesus
Lord.
D
E
F
C
Have
an
add
on,
we
do
have
add
before
we
do,
approve
the
agenda.
Yes,
sir,
an
ordinance
to
declare
that
an
emergency
does
exist
in
the
city
of
Bossier
City,
which
affects
property,
public
health
and
safety
due
to
the
requirement
to
maintain
street
lights,
traffic
signal
maintenance,
street
sign
and
maintenance
to
re-appropriate
a
hundred
and
eighty
seven
thousand
dollars
from
the
traffic
engineering
division
annual
budget
to
funding
for
a
private
electrical
contractor
to
assist
with
routine
duties
of
the
traffic
engineering
division.
A
A
H
This
is
different
perspective.
Mr.
mayor
councilmembers,
I'd
like
to
thank
you
for
giving
me
a
brief
moment
of
your
time
today.
I
know
you
get
updates
on
a
port
and
the
status
of
the
port
regularly,
and
you
very
seldom
hear
about
the
entire
waterway
and
with
the
dredging
requirements
of
Lake.
We
have
up.
We
invested
on
a
study
done
by
dr.
H
Lawrence
Scott
and
on
just
what
the
public
investment
has
done
and
I'm
just
not
gonna
read
to
you,
but
I'm
gonna
go
over
a
few
numbers
just
for
the
record
of
every
dollar
collected
in
property
tax.
Since
the
inception
of
the
waterway,
it's
created
$36
in
new
spending
over
61
dollars
in
new
business
sales
and
over
$18
in
new
household
earnings.
H
Now,
to
summarize
that
in
50
years,
three
hundred
and
ninety
four
million
dollars
has
been
collected
since
the
inception
of
the
waterway,
it's
been
50
years
and
in
50
years
time
it
has
produced
three
hundred
and
seventy
three
million
in
additional
taxes
has
been
collected
by
local
governments
and
784
million.
If
you
include
casinos,
the
casinos
are
broke
out
on
this
study,
because
some
members
thought
we
might
have
the
casinos
with
or
without
navigation
on
the
river,
so
the
numbers
are
for
both
ways
with
the
casinos
and
without
the
casinos.
H
The
total
on
all
of
this
in
50
years
and
without
gaming
is
one
point.
Fourteen
point,
four
billion
in
new
spending.
Twenty
three
point:
nine
billion
in
business
sells
six
point:
nine
billion
in
new
household
earnings,
4741
jobs
up
to
2018
from
the
inception
three
hundred
and
seventy
three
million
dollar
and
local
government
taxes
and
394
million
and
property
taxes
have
been
collected.
So
if
you
do
a
we're
at
all
that
up,
basically,
what
it
says
is
we're
just
shy
of
12
times
return
on
the
taxpayers
investment.
This
is
a
example
of
how
it
works.
H
H
I
mean
river
boats,
but
cruise
ships
and-
and
you
know,
people
had
a
misconception
of
what
it
is:
it's
basically
a
water
highway
and
every
six
pack
of
barges
of
containers
that
come
up,
that
river,
take
348,
18-wheelers
off
the
road
and
ninety
train
cars
off
the
tracks
so
and
the
biggest
benefit.
It's
not
water.
Related.
It's
water
compelled
rates
as
long
as
there's
a
somebody
to
hold
basically
the
railroad
in
check
and
because
they
said
they
could
charge
anything
they
wanted
to.
H
If
there
weren't
an
option,
so
water
compelled
rates,
keeps
everybody
working
and
playing
well
together,
so
anyway
that
stuff
down
and
dirty
on
the
50-year
investment.
Now,
at
the
same
time,
we
were
doing
this,
the
Corps
did
one
and
there's
their
numbers
were
missed
ours
by,
like
maybe
I,
don't
know,
I
think
they
were
eleven
point,
seven
times
return
and
we
were
at
eleven
point,
eight
their
study
just
basically
mirrored
ours
and
what
this
is
going
to
allow
us
to
do.
H
We
have
to
fight
for
funding
for
dredging
and
we
have
to
have
solid
proof
by
their
study
in
our
study
that
we
deserve
more
than
we
are
audited
and
in
the
last
well
last,
three
or
four
years
their
contribution
has
been
basically
half
of
what
we
need.
We've
had
his
stomach,
the
rest
of
it
and
in
dollars
they
they
had
the
six
point
three
million
for
dredging
last
year
and
they
were
in
out
of
money
in
June.
H
So
we
had
to
pick
up
the
other
six
and
change
for
the
rest
of
the
year,
and
that
seems,
like
that's
gonna,
be
more
than
the
one,
because
that
earmarks
it's
just.
You
can
hug
the
longest
to
make
them.
Listen
to
you
and
that's
kind
of
where
we're
at
on
the
dredging.
It's
a
it's
not
going
to
get
cheaper
and
it's
never
going
to
go
away.
So
the.
H
We
are
we're
committing
next
month
to
roughly
a
million
dollars
with
Arkansas
they're,
committing
four
million
to
study
taking
the
river
to
texture
panel.
Now,
to
put
it
in
perspective,
it
won't
happen
in
your
lifetime.
It
took
50
years
to
get
it
from
Marksville
to
Shreveport
and
it'll
be
another
50
to
get
it
to
Texarkana,
maybe
maybe
a
little
quicker
because
we're
not
using
any
tax
dollars
or
efforts,
not
in
it's
gonna,
be
self
funded
through
basically
fares
to
use
the
river
and
rich
Bronto
Lee's.
H
Making
that
effort
the
Red
River
Valley,
and
it
will
assist
one
of
these
generations
in
bank
stabilization
and
it
will,
if
it'll
store
us
in
the
moon
line
of
just
right
in
the
Sun
and
everything
else.
It
would
also
encompass
a
design
it
would
create
water
reservoirs
and
water
could
be
sold
at
North
Texas
in
that
area
as
a
potential
revenue
source
along
with
hydroelectric
power.
So
it's
it!
That
thing
is
just
in
its
genesis,
but
it's
getting
a
lot
of
attention,
but
it
by
no
means.
H
H
These
numbers
are
really
going
to
shock
you
because
I
was
pretty
stunned
since
1999
teak,
Parkway
and
the
boat
launch
has
seen
seven
million
nine
hundred
eighteen
thousand
people
they're
running
about
generally
running
about
300
to
600
thousand
people
a
month
with
boat,
launch
and
walkway,
and
out
of
that
number
sounds
big,
but
a
thousand
people
a
day
for
30
days.
You
can
see
how
you
can
get
there
pretty
quick.
If
you
look
at
the
graphs
that
I
gave
you
you'll
see,
the
ups
and
downs
you'll
see
the
real
effect
in
2015-16.
H
It
was
a
down.
That's
because
the
river
was
so
high.
You
could
see
a
Bundrick
for
a
very
long
period
of
time
that
was
closed
for
for
both
recreational
and
commercial
use.
The
and
then
you
know
all
the
usage
is
basically
weather,
related
and
River
related
as
far
as
river
levels
and
well,
it's
a
pretty
day
to
walk
or
a
trains
for
a
month,
but
the
usage
on
it
is
really
incredible.
So
far
this
year,
I
said
a
month
in
a
year.
H
So
far
this
year
we
have
had
four
hundred
and
eighteen
thousand
people
have
used
it
this
year.
So
it's
about
thirty
thirty.
Forty
thousand
people
a
month
is
house
house
running.
It
is
the
number
one
utilized
recreation
facility
on
the
entire
river
from
here
all
the
way
to
at
Marksville.
So
I
mean
it
is.
It
is
truly
it's
a
it's
a
linear
park.
I,
don't
know
if
a
lot
of
big
people
in
Crabbe
don't
know
it,
but
it's
got
a
ranger.
H
We
have
counters
on
not
only
on
the
boat
launch,
but
we
have
with
place
in
strategic
places
to
get
motion,
detector
counters,
and
so
we
can
give
our
best
guess
on
the
usage.
We
maintain
it
from
the
river
edge
to
the
Parkway
side
of
the
levee,
the
bet
the
base
of
the
levee
we
mow
it.
We
maintain
it
and
that
and
do
all
the
maintenance
on
the
pavilions
etc.
So,
anyway,
that's
just
kind
of
a
g-wiz
thing
just
to
show
you
that
it
is
truly
highly
utilized.
I
A
H
A
A
A
J
Counsel,
Coleman
Street.
Our
plans
are
98%
complete.
Those
were
submitted
to
Baton
Rouge
about
two
weeks
ago.
We
had
a
good
meeting
with
the
hospital
folks
recall
we
needed
an
easement
from
them,
they've
volunteered
to
dedicate
that
to
the
city
at
no
cost
to
us.
A
right-of-way
maps
are
being
prepared,
they
should
be
finished
by
next
week.
Those
will
be
submitted
to
dotd.
Once
those
are
approved,
we
can
initiate
the
the
process
of
acquiring
those
few
properties.
J
I
J
At
late
day,
let
date
of
August
for
that
project
and
that's
I,
think
that's
perfect.
That's
when
I
think
the
hospital
might
break
ground.
We
can
build
the
road
in
the
project.
At
the
same
time,
Viking
drive
our
right-of-way
Maps
or
complete
appraisal.
Letters
have
been
sent
out
to
32
different
parcel
owners.
J
David
Valentine
will
start
visiting
with
the
property
owners
next
week.
He'll
appraise
the
properties
he'll
get
that
information
to
our
land
agent.
Mr.
Ronnie
Smith
he'll
have
to
sit
down
with
the
property
owners
to
negotiate
a
deal,
as
I
said,
there's
32
different
partial
owners,
I'm
guessing
that
process
is
going
to
take
three
to
four
months
and
after
that
will
own
all
the
property
we
need.
So
utility
contractors
can
begin
their
relocations
and
they
are
numerous
liking
drive.
J
You
got
all
the
big
players
you
got:
swept,
go
and
Centrepointe
and
AT&T
and
numerous
fiber
companies,
there's
Texas
Eastern
pipeline
has
a
pipeline
to
move,
but
we'll
go
about
getting
all
those
things
out
of
the
way
with
an
anticipated
construction
date
for
letting
date
rather
of
September
of
this
year,
the
Walter
Big
B
carriageway
phase,
one
that's
under
construction.
Now
out
there
we
kind
of
lost
our
mo
over
December
holidays,
bad
weather
and
then
January.
J
Wasn't
that
productive
either
I,
don't
know
how
much
rain
we
got
in
January,
but
I
do
know
about
a
tenth
of
January.
We
had
exceeded
the
monthly
norm,
so
not
a
lot
of
progress.
It's
either
been
raining
or
too
wet,
but
every
chance
our
contractor
gets
he's
been
out
there
trying
he
had
a
good
day
yesterday,
they're
not
there.
Today,
it's
too
wet
the
Walter,
a
Big
B
character,
a
face
to
the
big
project.
J
A
AEP
is
in
town
transmission,
guys
from
I
think
they're
from
Omaha
they're
in
town
they're
going
to
be
here
through
May.
These
are
the
guys
that
put
up
the
monster
poles
down
Hamilton
Road,
to
bring
in
power
to
town
all
that
had
to
be
relocated,
and
that's
a
great
thing.
You
might
recall
a
year
ago,
I
was
kind
of
worried.
They
wouldn't
promise
me
when
they
could
be
here
and
it
was
going
to
really
impact
our
construction
schedule
if
they
didn't
show
up
on
time
but
they're
here
and
that's
that's
good
news.
J
Our
pump
station
is
being
designed
and
I
expect
to
have
some
preliminary
drawings
over
to
the
Corps
of
Engineers
by
the
next
time.
I
talk
to
you,
too,
the
Corps
of
Engineers
review
of
all
of
that,
the
big
the
big
scary
thing
out
there
Council
is
Union
Pacific
Railroad
we've
been
back
and
forth
with
them
for
years
in
2007,
they
sent
me
a
letter
and
they
said
you're
you're
you're
good
to
go
with
a
few
comments
and
we've
started
addressing
their
comments.
J
That
was
in
2017
and
we
haven't
satisfied
them
yet
they're
very
slow
to
respond.
We
do
have
a
guy
talking
to
me
now,
a
nice
guy
but
again
slow
to
respond
by
encouraging
this
morning.
I
got
an
invoice
from
him,
so
that
tells
me
something's
going
on
there,
so
we'll
just
keep
on
trying
with
them
and
hopefully
get
a
permit
from
Union
Pacific
rail,
one-day
innovation
drive
they've,
had
the
same
weather
issues
as
everybody
else,
but
they've
made
good
progress
they're
about
more
than
halfway
finished.
J
Swan
Lake
Road
our
I-220
project.
Nothing
happened
in
January,
but
I'm.
The
council's
gearing
up
to
attack
it
here
in
February
I've,
been
in
touch
with
Charles
Adams,
our
old
friend
at
Neal
Schaffer.
To
give
me
a
proposal
to
design
the
signals,
we've
talked
so
much
about
so
I'm
gonna
strike
a
deal
with
him
and
get
him
to
design
them.
We'll
have
no
signal
plan
sitting
on
a
shelf
so
that
it
exactly
the
right
time.
We
can
hop
out
there
and
install
those
signals.
We've
been
talking
about.
J
The
ball
feels
at
Tinsley,
weather
or
weather
or
weather,
but
they've
done
pretty
good.
They've
cleared
all
the
land
of
all
the
trees.
You
go
back
there
back
there.
Now
you
wouldn't
recognize
the
place.
It
was
wood.
If
you
know
it
was,
it
was
a
wetlands
and
it
was
wooded
and
it's
it's
been
cleared
now
and
once
some
decent
weather
gets
here,
we
can
commence
the
building.
The
ball
fills
and,
lastly,
Mike
McSwain.
J
I
J
G
J
L
J
The
the
design
the
electronic
design
data
was
delivered
to
the
contractor
yesterday
so
that
they
can
build
their
model.
That's
real
important
these
days.
They
all
build
a
model
so
that
their
equipment
can
you
know
it's
real
high-tech
stuff.
Now
they
set
up
their
equipment
to
go,
build
the
road
and
the
guy
gets
in
the
vehicle
and
it
starts
building
the
road
for
them.
I
mean
it's
pretty
pretty
amazing,
but
that
was
delivered
to
the
contractor
just
yesterday,
and
so
I'll
look
for
them
to
be
out
there
pretty
soon
beginning
that
roadwork
as.
J
K
J
We
will
ask
dotd
to
come:
do
a
study
they're
more
than
likely
they'll
ask
our
John
Kelly
to
do
the
study
for
them
to
determine
if
they're
warranted.
If
they
are,
we
give
that
to
the
D
it
back
to
D
Ltd,
they
put
it
on
a
list.
They
got
one
Road
gang
that
works
the
whole
state
and
you
sit
back
and
wait
and
one
day
they
show
up
unannounced
and
they
install
signals.
But.
K
J
K
J
But
that's
a
good
question.
That's
a
good
question.
Some
consideration
is
made
for
where
the
mass
poles
will
go,
sometimes
maybe
now's
a
good
time
to
put
in
a
conduit
or
two.
In
my
experience
every
time
I
thought
I
was
smart.
Putting
in
a
conduit
where
it
needed
to
go.
It
was
in
the
wrong
place,
but
I'll.
K
Let's
think
you
answered
my
question:
I
was
where
I
was
going
with.
All
that
is
I
was
just
thinking
here.
We
go,
get
all
dumb,
interchange
and
then

An

as

G
A
What
we're
going
to
do
is
I
know.
There
are
some
people
who
do
want
to
comment
on
this.
So
if
you
would
just
state
your
name
and
your
address,
you'll
have
three
minutes
to
make
your
comments.
Jennifer.
Do
we
have
the
clock?
Yes,
sir?
We
do
so
there's
a
clock.
You
can
make
note
of
it
on
the
screen
and
according
to
the
the
written
rules,
we
allow
five
people
on
each
side
of
an
oven
issue.
A
L
The
ordinance
it
says
that
if
an
objections
filed
there'll
be
a
public
hearing
called
to
receive
comments
prior
to
the
final
adoption.
So
the
council's
position
today
to
introduce
the
ordinance
call
for
a
public
hearing
two
weeks
from
now
at
the
next
council
meeting,
have
that
hearing
and
it's
up
for
final
adoption
on
March
the
third
due
to
advertisement
requirements.
So
we
could
easily
call
for
the
public
hearing
two
weeks
from
now
and
then
because
of
objections
now
been
filed.
It
triggers
that
so
so.
Well,.
A
K
A
K
A
O
O
You
complained
that
the
Civic
Center
loses
$500,000
a
year,
and
yet
you
just
voted
to
throw
that
much
money,
almost
almost
that
much
money
for
bathrooms
at
the
East
Bank
district
opinion
that
doesn't
even
have
monthly
events,
much
less
weekly
events,
you
have
sabotage
the
Civic
Center,
where
it's
not
making
as
much
money
as
it
was.
It
went
from
seven
employees
to
three
and
you
refuse
to
hire
anyone
for
months
the
promoters
that
use
that
Center.
They
talk
among
themselves
and
they've
known
for
over
a
year.
O
Now
what
was
going
to
happen
to
the
Civic
Center,
so
they
weren't
even
sure
if
their
contracts
were
going
to
be
honored
in
2019,
the
Salvation
Army
Women's
Auxiliary.
Let
the
Civic
Center
and
went
to
East
Ridge
Country
Club,
devotee
D.
No,
we
all
left
the
Civic
Center
to
go
to
this
report
convention
center
and
in
2020
the
bridal
show
left
the
Civic
Center
to
go
to
the
Shreveport
Convention
Center
I'm
sure
there
are
many
more,
but
those
are
the
ones
that
I
was
involved
with
you.
O
Let
churches
and
schools
use
the
Civic
Center
for
free,
but
still
have
to
have
employees
to
set
it
up
and
the
utilities
and
those
employees
need
to
be
paid.
Anyone
can
figure
out
that
these
events
are
in
the
red.
I
wrote
a
promotional
ad
to
advertise
the
rental
agreement
based
on
what
I've
heard
here
for
lease
well
cared
for,
and
beautiful
Bossier
City,
Civic
Center
one
thousand
dollars
and,
as
you
probably
heard
on
the
news,
it
loses
500
thousand
dollars
a
year.
So
you
will
probably
need
to
be
put
that
in
your
budget.
O
The
Civic
Center
is
sometimes
used
in
the
case
of
a
natural
disaster,
so
you
can
not
use
the
facility
as
a
storage
facility
or
manufacturing
facility.
The
churches
and
schools
sometimes
use
the
facility
and
they
are
not
charged.
That
needs
to
be
figured
in
your
budget
as
well
also
the
salaries
and
the
employee
of
your
employees.
That
will
need
to
be
setting
up
these
events.
O
A
E
A
E
Name
is
Wayne
Hoch.
My
address
is
2
3
1,
2,
3,
3,
4
I
filed
the
objection.
Its
and
I
would
like
to
read
it
into
the
public
comment,
but
but
it's
not
readable
in
3
minutes,
so
I'm
just
going
to
go
over
some
of
the
highlights
and
and
I
was
able
with
evidence
to
do
away
with
every
argument.
Every
justification
in
the
ordinance
I
have
a
copy
of
the
ordinance
to
number
one.
The
four
hundred
are
every
year.
The
losses
are
different
and
I
know.
E
The
council
has
been
scrutinizing
the
voted,
Civic
Center
for
a
lot
of
years,
so
so
and
over
time
I
mean
word
goes
around,
so
the
losses
that
the
Civic
Center
has
had
three
years
ago.
The
salaries
were
about
three
hundred.
Seventy
thousand
dollars
today,
they're
about
a
hundred
thousand
dollars
so
that
four
or
five
hundred
thousand
dollars
that
we're
talking
about
is
down
to
about
two
hundred
thousand
dollars.
The
hundred
and
nine
I
think
events
that
are
city
and
city
sponsored
events
if
they
were
paid
events
would
be
150
to
180
thousand
dollars.
E
So,
as
a
matter
of
fact,
yeah,
the
Civic
Center
is
showing
a
cash
loss
on
the
income
statement.
But
if
you,
if
you
figure
in
everything
that
the
Civic
Center
does
it's
almost
break-even,
but
let's
go
even
further.
If
the
Civic
Center
does
20
million
dollars
a
year
in
economic
activity
and
it
you
know,
we
could
prove
one
way
or
the
other
how
much
it
it
does
and
I
have
contacted
Stacy
brown
at
the
tourist
bureau
to
see
if
we
can
start
working
on
something
like
that.
E
But,
let's
just
say
twenty
million
dollars
in
economic
activity:
that's
a
million
dollars
in
sales
tax
that
Bossier
gets
off
that
activity.
So,
as
a
matter
of
fact,
and
even
on
top
of
that
I
know
that
Motor
City
gets
hotel-motel
tax
money
and
State
Tourism
money
to
cover
things
just
like
the
Civic
Center.
So
as
a
matter
of
fact,
the
budget
Civic
Center
ain't
losing
money.
It
never
has.
It
is
an
absolute
cash
stream
asset
for
the
city
of
Motor
City.
E
E
Publicly,
whether
it
says
to
get
it
out
of
out
of
the
city
use
not
it's
not
not
needed
for
public
use
anymore,
those
197
events
that
were
held
there
last
year
over
half
of
the
city
event,
every
one
of
those
is
public
purpose,
the
economic
impact
that
it
has
on
the
city.
That's
public
purpose,
everything
that
happens
at
the
voters,
Civic
Center,
is
public
service
I'll
be
I
would
be
glad
for
you
all
to
read
this
objection.
K
A
H
Jones,
as
a
citizen
right
now,
5100
Carolina
in
Bossier
I'd
like
to
commend
you
for
exploring
your
options.
You
know
you
can
play
a
shell
game
with
the
numbers,
but
bottom
line
is
back.
It's
far
back
this
97
we
found
out
that
we
were.
We
were
losing
a
or
subsidizing
it
to
the
point
with
enough
money
to
burn
a
wet
mule
and
we
realized
we
had
to
do
something
and
that's
when
we
went
to
Baton
Rouge.
You
will
remember
this
mr.
Darby
and
mr.
H
Williams
and
we
got
representative
Montgomery
to
add
the
Civic
Center
to
the
allowable
uses
on
the
tax
money
because
it
additionally
it
was
just
downtown
development
period,
and
we
did
that
because
we
were
subsidizing
and
out
of
the
general
fund
and
that's
the
same
fund
that
you
hire
cops
with
and
you
hire
firemen
with
and
you
operate
the
lifeblood
of
the
city
with
that
same
fund,
and
we
had
to
get
that
off.
Our
back
I
mean
that
elephant
was
on
our
back
and
you
looked
at
the
numbers
and
just
thought.
H
Maybe
we
can
stomach
this
if
we
have
it
subsidized
through
those
taxes
and
that's
why
the
tax
even
was
allowed
to
be
spent
there
and,
like
I,
said
it's
a
shell
game.
Show
me
what
you
can
go
touch
show
me.
Let
me
know
touch
something
that
you
could
build
with
money,
but
right
now
you
can't
build
it
with
the
sub
subsidized
monies
that
axis
you,
but
you
spank,
bathroom,
hey
if
you
need
to
go
to
the
bathroom
you're
gonna
be
real,
proud
of
that.
H
A
M
Sir,
my
name
is
Jeremy
after
him.
The
event
coordinator
for
the
east
bank
district
and
Plaza
kind
of
remaining
a
little
ambiguous
on
this
situation.
I
just
want
to
clarify
we
I'm
sorry,
but
we
really
don't
appreciate
being
used
as
a
tool
shown
in
a
negative
light
to
push
an
agenda.
I
just
want
to
clarify
that
we
have
tons
of
events
and
he's
being
district
and
plaza
in
2019.
M
We
had
over
75
events
that
doesn't
include
what
else
is
going
on
throughout
the
district
that
doesn't
include
what
bojack's
flying
hard
Bayou
acts
now
frozen
pyro
soon.
Another
venue
are
all
capable
of
having
and
have
had,
not
even
including
what
we
have
in
our
theater
at
the
Bossier
Arts
Council.
So
we've
had
a
lot
of
foot
traffic,
a
lot
of
impact,
a
lot
of
economic
impact,
and
it's
been
a
great
success
for
2019
and
it's
just
going
to
keep
going
up.
M
C
D
A
K
K
That's
the
way,
I'm
thinking
what's
happening
here
and
it's
so
by
necessity.
That
certainly
does
away
with
the
practices
and
policies
and
things
that
we've
done
in
the
past,
but
I'm.
You
know
I'm
perfectly
open
to
hearing
anybody
that
has
a
suggestion,
that
is,
that
runs
along
those
lines
but
I.
It
seems
to
me
this
makes
sense
to
try
to
try
to
keep
the
activities
that
are
that
make
sense,
they're
going
and
then-
and
then
you
know
at
the
end
of
the
day,
end
up
with
something
that
didn't
drag
on
on
the
budget.
K
I'm
glad
we're
looking
at
this
and
doing
this
and
glad
to
hear
the
comments.

I

for

Since

there
needs
to

of
the
council
to
add
this
on,
and
so,
since
he's
not
here,
we
need
to
know
for
the
record
that
he's
now
absent
and
in
six
people
he'll
be.
