the

with

is

with

to

conduct

follow-up
investigations
with
sex
offenders.

funding
does
not
cost
our
taxpayers
a
dime,

federal
grant

may

used
for
local
initiatives,
technical
assistance,
training,
personnel
equipment
supplies

contractual
support,
as

as
information
systems

law

feel
this
grant
is
served
better
by
placing
additional
officers
on
the
street
during
the
holiday
season
to
augment
our
patrol
divisions
as
well
as
act
as
a
deterrent
to
those
who
wish

prey
on
our
local
businesses,

citizens
during
the
holidays.

sophisticated,
intense
project
and
we
want

that
when
the
contract
is
complete
and
they
bequeath
that
park
over

city-

you

parks
and
rec
is
proud
of

what
they've
got
out
there
and
that
everything
functions
in
accordance
with
its
intended
purpose.

So
you
know
just
don't
really
want
to
bore
you,
but
I
felt
like
it
was
important
to
put
some
context
to
the
particular
underground
issue
we're
having
here
at
airline
and
murphy
street.

One
thing
we've
noticed
that
you
know
the
red
river
is
now
in
in
a
pretty
steady
decline.
It's
been
doing
that
since
early
june
and
coincidentally
as
the
river
elevations
have
started
to
decline,
this
particular
area
and
other
areas
we've
seen
some
shifting
of
the
soil.
You
know
pavements
and
things
subsiding.
Along
with
that.
You
know,
there's
a
technical
term
for
that.
I'm
not
a
geotechnical
engineer,
but
around
these
parts
we
call
it
running
sand.

So,
on
june
5th,
we
were
notified
by
dotd
that
they
observed
a
void
underneath
airline
drive
near
murphy
street.
Originally
we
believe
this
to
be
due
to
a
failure
in
the
storm
drain,
pipe
that
was
in
that
location
because
it
had
sunk
and
a
lot
of
sand
and
debris
had
gotten
into
that
line.
Contractor
came
out
under
warranty
that
was
wicker
construction
and
repaired,
the
storm
drain
line
and
less
than
a
couple
weeks
later,
we
got
another
call
from
dotd
indicating
that
they
were
observing
continued
settlement
in
that
area.
So
we
pressed
the
pause.

So,
on
july,
12th
after
meeting
with
the
geotechnical
engineer
and
in
coordination
with
dotd,
we
had
wicket
construction
come
back
and
place
sand
back
fill.
So
we
took
out
the
concrete
panels,
filled
that
hole
in
with
sand,
and
that
was
for
two
purposes:
one
to
make
it
safe.
A
car
can't
fall
off
into
the
hole,
nor
can
a
pedestrian,
but
the
other
was
to
prematurely
load
that
area
with
a
heavy
fill
material.

So
we
put
that
load
on.
We've
got
monitoring
points
in
there
and
we're
going
out
with
gps
equipment
regularly
and
determining
if
we're
getting
any
subsidence,
and
I
wasn't
able
to
collect
you
know
any
any
detailed
information
on
that
prior
to
this
meeting
but
visually.
We
have
not
observed
any
additional
settlement
out
there,
so
I
can
provide
more
information
once
I
have
that
in
hand,
the
geotext
will
be
out
on
the
27th
you'll,
see
some
large
soil
boring
rigs.
We're
going
to
take
three
borings
one
there
at
that
location
and
two.

They
have

standard
detail
and
I
just
put
it
in
that
packet.
We've
been
working
with
them
to
you
know,
get
some
some
ideas
as
to
how
to
address
this.
We're
not
saying
that's
going
to
be
the
end-all
be-all
way.

make
sure
that
we
do
it
properly,
but
the
parish
is
taking
examples
from
south
louisiana
where
they
have
more
perched
water.

uglier
soils,
you
know
swelling
fat
clays
and
things
like
that
and
they
actually
put
in
a
subsurface
piling
system
to
support
those
structures.

So
it's
ongoing
you've,
probably
seen
all
of
the
enhanced
traffic
control
measures
and
things
like
that.
So
we're
pushing
that
to
get
some
get
some
closure
and
and
get
some
good
information
in
so
that
we
can
correct
the
problem,
not
see
that
happen
anymore
in
the
future.

Pilings,
like
this
know,
one
of
bossier
city's
standard
details
we
put
pilings
under
manholes.
You
know
it's
it's
uncommon,
but
it
happens
where
we
have
poor
soils
and
we
don't
want
those
manholes
to
sink
we'll
drill,
piles
and
set
the
manholes
on
top
of
those
piles.
We
have.
I
say
the
city
has
a
standard
detail
for
poor
soils
where
we
build
up
a
pretty
thick
aggregate
foundation
that
that's
underneath
the
pipe
and
then
we
go
from
there
and
matter
of
fact.
That's
what
we
used
in
this
particular
instance.

So
there's
theories
out
of
there
well,
if
we
used
all
of
that,
why
is
it
happening?
The
best
synopsis
that
that
I've
gotten
now
that
hasn't
been
supported
by
any
data
from
the
soil
borings
is
the
old
line
when
we
excavated
everything
out
to
make
this
repair
back
in
you
know,
before
february,
it
was
complete
in
february,
had
sunk,
so
deep
that
it
was
the
top
of
the
pipe
was
below
the
required
invert
to
connect
those
manholes
together.

It
was
encased
in
concrete
and
possible
to
get
out
of
the
ground,
so
we
shored
everything
up
benched.
On
top
of
that,
set
our
new
pipe
in
and
and
compacted
everything
back
and
there's
some
concern
that
that
action
led
to
you
know
exacerbating
those
those
pumping
soils
and
it
didn't
rear
its
head
until
we
started
getting.
You
know
the
water
in
and
out
of
that
location.
So
it's
just
the
theory
that
hasn't
been
proved,
but
those
heavier
loads.
You
know
when
you
get
into
a
weak
soil
is
are
potentially
what
caused
a
problem.

went
back.
We
took
sore
borings
when
that
project
was
done
and
there
was
a
fine
strata.
Small
strata
in
there
was
pretty
weak,
but
the
remaining
soils
above
and
below
that
pretty
strong,
but
we
didn't
go.

feet
deep
for
that
that
bore
so
we're
going
to
be
looking
at
what's
happening
deep
in
that
area
that
may
be
causing
this
problem,
because
that
main
air
is
almost
18
feet
deep
in
the
ground.
So
it's
it's
complicated.

extend

more

improvement
out

we've
been
able
to
stretch

dollars
a
long

street
improvement
projects-
this
is
you
know,
one
of
the
major
focuses
of
the
engineering
department
right
now.
All
phases
of
construction
of
this
project
are
under
construction.
That's
including
the
city
citywide
sidewalks,
we're
seeing

lot
of
of,
I
want
to
say
windfall,
but,
as
we've
been
in
those
projects,
we're
learning
that
the
sub
surface
conditions
aren't
as
bad
as
we
had
planned,
for
we
were
pretty
conservative
with
our
plan.
So
therefore
the
pricing
is
coming
back
to
the
city
and
allowing
us
to
do
more
work
in
these
districts.

in
stone
bridge
last
week
and
this

looking
at
some
additional
work
out
there
that
subdivision's
over
20
years
old
we've
been
doing
the
same
in
some
of
the
other

we
get

prioritize

in

developer
on
that

alternative
solutions

company

when
they
need

issue
certificate
of
occupancies

those
homes.

road

boulevard

areas
where
we're
doing
pavement
improvements,
the
city's
been
back
there
multiple
times
and
we
would
contend
that
those
pavements
never
really
reach
their
their
intended
service
life.
Suppose
your
city
has
a
standard
pavement,
design
kind
of
a
one
size
fits
all
and
in
most
cases
that
works
fine.
But
when
you
get
into
areas
where
we've
got
boulevards,
you
got
heavy
cement
trucks
and
trash
trucks
and
things
rolling
through
there.

You
know
the
test
of
time,
and
so
we
are
working
to
implement
a
more
conservative
design
in
those
heavier
traffic
areas
based
on
good
geotechnical
engineering
work
and
in
concert
with
the
engineers
developing
those
subdivisions
to
make
sure
that
we
get
pavements
that
won't
need
to
be
repaired.
Once
the
city
takes
ownership
of
those
which
is
you
know
they
go
in
and
after
two
years
they
become
the
cities.
Well,
they
look
brand
new
after
two
years
and
then
by
some
of
these
places
at
the
five-year
mark,
we're
performing
pretty
expensive
repairs.

So
one
place
we
we
put
in
particular
just
as
a
matter
of
note,
was
down
on
the
preserve
there,
the
parkway
entrance
we
we
didn't
feel
as
though
that
entrance
got
the
analysis
it
really
needed.
We
worked
with
the
developers
contributed.
The
city
did
50
percent
of
the
differential
and
cost
to
beef
up
that
pavement,
which
equated
to
less
than
four
grand,
but
we
think
over
time
that
probably
will
recoup
itself
to
the
tune
of
400
grand
you
know.
So
it's
a
good
thing
for
both.
You
know
the
citizens
and
the
city's
being.

friendly,
if
you
will
to
the
development
community
that
you
know
they've
planned
these
developments
and
their
capital
resources
based
on
that
typical
standard,
so
the
city
saying
well
maybe
to
stave
off
some
increased
expense
way
down
the
line.

thicker
for
