we're

going

have

We
have
several
divisions
of
the
convention
and
tourist
bureau,
and
the
one
most
of
you
know
about
is
the
shreveport
beasure
sports
commission
and
we'll
talk
about
that
a
little
bit
more
as
well.

So
that's
our
goal
is
to
raise
awareness,
bring
more
people
into
our
community,
create
more
jobs
in
the
businesses
that
service
tourism,
as
well
as
all
those
ancillary
things
that
they
do
while
they're
in
the
community,
and
provide
that
great
economic
impact
that
raises
the
quality
of
life
and.

Of
our
taxes,
to
give
you
a
little
current
market
overview,
as
you
all
know,
2020
and
2021
have
been
pretty
challenging,
but
we've
been
very
successful
in
changing
the
way
we
do
things
and
looking
at
things
differently,
really
being
very
aware
of
the
marketplace
and
what
is
happening
and
what
people
are
looking
for,
what
they're
interested
in
doing
and
when
are
they
feeling
like
they're
ready
to
travel.
So
we've
been
very
careful
in
how
we
market
and
when
into
whom
we're
marketing
and
we've
been
successful.

With
that,
this
gives
you
a
little
update
on
the
convention
and
tourism
side.
This
year,
year-to-date
through
mid-november,
we
hosted
96
groups
with
over
52
500
room
nights
with
over
150
000
people
attending
those
convention,
meetings
and
events
on
the
communications
side.
Part
of
what
we
do
is
market
and
promote,
obviously
to
bring
people
in.
Unfortunately,
we
can't
tell
who
a
lot
of
those
visitors
are
because
they
unfortunately
like
sports,
they
don't
wear
their
their
jacket.

That
says
visitor,
but
we
do
have
a
couple
of
ways
that
we
can
track
them
and
one
of
those
is
specifically
through
expedia.
So
part
of
our
advertising
campaign
is
on
expedia.
So
if
you're
on
expedia
searching
about
shreveport
beasure
and
you
click
on
our
ad
and
then
book
your
room,
we
can
specifically
count
you
and
of
those
who
saw
our
ad
and
booked
through
expedia.

We
had
3.1
million
dollars
in
hotel
revenue
booked
by
those
people
and
that's
about
16
400
room
nights.
Now
that
doesn't
count
you
if
you're
like
me
and
you're,
a
loyal
hilton,
honors
member,
you
saw
the
ad
made
you
want
to
come
to
shreveport
beasure,
but
you
called
hilton
and
booked
direct
through
them.
So
we
know
we
had
significantly
more
than
that
through
that
advertising
campaign,
but
these
are
the
ones
that
we
could
specifically
count.

boxers
they
had
more
on
the
waiting
list,
but
that's
what
they
could
accommodate,
so
they
actually
went
late
into
the
night
or
early
into
the
morning
finishing
up
some
of
those
events
yesterday,
so
they
will
be
going
on
through
this
week
and
through
the
weekend,
and
these
are
little
boxers
to
big
boxers,
male
and
female.
So
a
good
variety
coming
from
all
around
the
united
states
and
have
a
such
a
fantastic
time
in
march
that
many
of
them
came
back
for
this
competition
as
well.

Also
oops
went
a
little
too
fast
there,
asa
archery.
So
this
is
an
area
where
y'all
have
assisted
in
bringing
this
event.
It
is
a
10-year
commitment
in
the
professional
part
of
the
archery
tournament
will
be
held
here
at
the
beginner
civic
center,
and
then
the
larger
competition
will
be
held
out
at
camp
mendon
and
that
actually
required
a
significant
partnership,
so
bossier
parish,
caddo
parish
and
webster
parish.

They
had
a
large
area
that
was
for
them
to
park,
but
it
was
not
paved
or
hard
surfaced
and
many
of
those
vehicles
in
the
most
recent
occurrence
earlier
this
year
got
stuck
so
they
really
needed
some
some
partnership.
They
had
some
millings
needed
a
way
to
spread
them,
so
it
really
has
been
a
true
partnership.
That's
brought
that
event
in
that
will
be
a
great
thing
for
our
emergency
preparedness
as
well.
So
we're
really
excited
about
that.

So
we're
excited
to
have
that
we'll
have
about
75
writers
that
write
for
all
types
of
publications
as
well
as
media
sources,
and
they
will
be
in
town
during
mardi
gras,
also
helms
briscoe,
which
is
a
large
third-party
meeting
planner.
They
will
be
hosting
a
fam
tour
during
mardi
gras,
so
mardi
gras
is
not
just
the
direct
impact
of
all
the
people
and
visitors
that
come
here
to
enjoy
mardi
gras.
We
also
use
that
as
a
tool
to
bring
in
other
business
in
the
future,
gold
wings
is
another
one
that
we're
bringing
in.

Well,
last
year
or
two
years
ago,
we
worked
on
our
strategic
plan
for
the
next
three
years
and
we
are
updating
that
and
moving
forward
on
our
strategic
initiatives
and
some
of
the
main
things
that
came
out
of
that,
as
well
as
our
destination.
Next
were
a
destination
master
plan
and
brand
development,
and
one
of
the
things
we
recognized
is
that
has
to
be
a
community-wide
effort
for
those
initiatives
to
be
truly
successful.

So
we've
been
working
with
our
partners
at
the
cities,
the
parishes,
the
chambers
and
we're
all
coming
together
with
economic
development
as
well
to
move
forward
so
we'll
be
launching
that
the
first
part
of
the
year
you'll
be
seeing
those
studies
and
being
involved
in
that
as
we
move
forward
on
a
community
brand.

So
we're
excited
about
the
future
and
as
we
look
forward
to
our
budget
for
next
year,
we
are
actually
budging
a
little
higher
than
2019
numbers,
but
a
little
bit
lower
than
what
we
expect
to
finish
out
the
year
with
this
year.
This
year,
just
as
I
mentioned
the
asa
boxing,
that
was
one
event
that
we
hosted
two
of
their
championships
in
the
same
year.
That
won't
happen
next
year,
so.

On
the
communications
we
mentioned,
the
expedia
bookings
and
our
press
play
advertising
campaign.
So
for
that
advertising
campaign
for
every
one
dollar
we
invested,
we
generated
32
and
30
cents
in
hotel
revenue
for
our
community.
So
that's
a
huge
return
on
investment
and
significantly
improved
from
last
year.

we
had
52
000
room
nights
500
this
year,
which
only
36
000
last
year,
so
more
in
number,
but
more
in
people
this
year
on
the
sports
side.

significantly
even

The
2019

we

are
a
very
fiscally
sound
quasi-governmental
agency
and
we
have
another
zero
exception
audit
this
year,
one
of
the
things
as
probably
you
did
as
well.
We
recognize
that
having
a
reserve
fund
is
important.
We
thought
we
had
a
nice
reserve
fund,
but
we
recognized
that
we
needed
to
improve
that.
So
we
have
set
aside
some
additional
funds
this
year
and
we've
made
a
plan
to
set
aside
funds
for
the
future
to
make
sure
that
we
have
an
appropriate
reserve
fund
in
our
sports
department
that
you
see
here.

That
is
where
you
see
the
actual
work
on
not
only
attracting
attracting
a
bureau
side
in
actually
securing
promoting
and
producing
the
sporting
events,
and
these
this
shows
the
other
divisions
at
the
convention.
Insurers
bureau
as
well.

It
is
that
time
of
year
where
there
is
lots
going
on,
and
I
just
cringe
anytime-
I
hear
someone
say
there's
nothing
to
do
here,
because
there
is
so
much
to
do
in
shreveport
beat
your
caddo
ambush
repairs
that
it
is
phenomenal.
You
can't
possibly
do
everything
you
need
to,
but

all
there

happening

community
definitely
want

hit

those
great
christmas
events

going

definitely
is
lots

do
and,
of
course,
coming
up
very
shortly.
On
december,
the
18th
we
have
two
of
the
three
nationally
televised
events
happening
here
in
shreveport
beasure.
One
of
them
will
be
at
the
independence
stadium,
the
radiance
technologies,
independence
bowl.
The
other
is
here
in
beazer
at
the
berkshire
grocery
arena,
with
a
fantastic
basketball
game
between
lsu
and
louisiana
tech.
So
part
of
what
we've
done
is
partnered
together,
so
you
can
actually
go
to
berkshire
grocery
arena
park.
Your
car
get
on
the
shuttle
go
over
to
the
independence
bowl
watch.

city
council,
I
really
appreciate
this

able

explain
to
you
some
of
the
aspects
of
our
proposal,
the
the
aspects
of
our
organization
to
clear
up,
maybe
some
confusion,

few
slides
and
I'm
going

go

pretty
quickly,

then
I
want
to
get
to
a
video,
that's
important
for
you
to
see-
and
I
again
appreciate
your

Obviously
the
ymca
of
northwest
louisiana
for
a
better
us.
This
is
our
mission
statement
and
every
program
every
facility
that
we
have.

We
start
right
here.
If
it
fulfills
a
mission
statement,
they
we
proceed
ahead.
If
not,
then
we
go
a
different
path.
You
can
read
the
facility
amenities
here,
as
we
have
it's
going
to
be
a
fantastic
facility.
If
this,
when
this
goes
through
quality
of
life
in
quality
of
life
issues,
this
is
certainly
very
important
to
a
community
in
that
the
quality
of
life
issues
can
can
build
up,
can
contribute
to
and
cause
decline
in
a
community.
So
we
certainly
feel
like
this
will
be
a
quality
of
life
issue.

enhances
our
wellness.
It
gives
us
more
health
improvement
opportunities
for
for
our
community.
It
can
give
us
more
local
events,
because
obviously
we're
going
to
have
one
to
four
gymnasiums
I'll
get
to
that
a
little
bit
but
ruston
west
monroe,
starlington
broussard.
These
other
communities
are
building
such
amenities
in
their
locations
with
tax
dollars,
and
we
want
to
be
able
to
keep
up
and
draw
people
in.
It
helps
retain
citizens,
it
helps
businesses
recruit
and
retain,
and
and
bring
lots
of
people
into
our
area.

We're
going
to
partner
with
bozier
parks,
we're
not
going
to
have
competitive
sports
with
bozo
parks.
But
if
we
have
the
number
of
gyms
that
we
need,
then
we
will
be
able
to
have
bossier
parks
come
in
there
and
play
court,
sports,
basketball
or
volleyball
or
foosball
and
other
pickleball
sports.
We
have.

We
are
the
number
two
state
behind
hawaii
in
childhood
drownings
and
during
the
covid
pandemic.
Our
department,
louisiana
department,
health
told
us
that
that
childhood
drownings
increased
by
60
percent
and
we
hope
to
help
prevent
that
in
bozier
paris,
schools
are
willing
to
go
along
and
replicate
this
program.

We
have
programs
for
special
needs
people,
the
huddle
program
for
beginning
an
autistic
and
all
type
of
special
needs.
We
have
parkinson
class
called
rocksteady
boxing
and
that
helps
to
reduce
the
effects
of
parkinson's
and
obviously
summer
camps.
We
had
about
800
kids
this
past
summer.
We
want
to
partner
also
with
a
tennis
center
and
during
summer
camp
at
this
facility,
each
child
will
go
through
a
session
at
the
tennis
center.

There's
a
10
million
dollar
potential
of
economic
impact
through
swim
meets
court
play
of
all
type,
as
you
see
there
and
tournaments
league
play
to
bring
people
to
bossier
city
and
spend
their
dollars
instead
of
our
families
leaving
and
going
to
other
parts,
because
you
spend
about
those
of
you
that
have
done
this,
you
know
you're
spending
about
a
thousand
dollars
a
weekend
going
somewhere
else,
and
we
want
to
keep
that
here.
One
example
of
a
meet
we
had
the
louisiana
high
school
athletic
association
state
swim
meet.

One
weekend
was
a
million
six
in
economic
impact.
For
those
people
coming
in,
you
could
have
12
meets
ten,
a
minimum
of
ten
court
tournaments
and
obviously
you
can.
You
can
figure
that
out
how
fast
this
would
make
a
difference
with
the
with
the
dollars
that
being
spent
here.
Some
other
items
of
economic
impact
is
there.
Our
pool
is
going
to
be
safe,
a
safe
place
for
kids
it'll
create
about
150
jobs.
A
lot
of
those
are
part-time,
but
obviously
are
working
with
our
our
bosu
citizens
here
and
so
stability.

We
did
a
feasibility
study
on
the
areas
of
where
we
put
ymcas
and
obviously
we're
sustained
by
membership
fees.
Program,
cost
annual
campaign
that
every
chem
every
y
in
the
country
runs
that
helps
to
defray
costs
and
helps
to
helps
families
that
can't
afford
a
full
membership
or
full
supporting
fees.
And
one
important
thing
is:
there
is
no
operation
and
maintenance
cost.
That
will
be
that
bozier
city
will
be
having
to
put
back
into
this
into
this
facility,
because
we
maintain
all
of
that.

the
council,
it's
a
pleasure
to
be
before
you,
especially
after
recent
years,
be
good
to
be
back
here
again.
Just
wanted
to
have
with
me
ken
scheck
snyder,
with
system
securities
and
charlie
sides
with
stephen
I'm
shawn
tubes
and
government
consultants,
we're
a
registered
municipal
advisory
firm,
just
wanted
to
provide
for
you
today
a
quick
update
on
the
proposed
bond
issues
that
you
authorized
some
time
back.
I
It's
been
a
little
while,
since
you
did
that,
so
we
kind
of
wanted
to
provide
you
an
update
and
certainly
glad
to
answer
any
questions.
You
may
have
first
I'll
reference.
You
approve
the
refinancing
of
some
existing
debt
just
want
to
give
you
an
update
there,
the
market's
been
bouncing
around,
but
it
appears
to
have
improved
a
little
bit
lately.
So
those
bonds
are
looking
pretty
good.
Today,
the
both
of
the
refundings
we're
proposing
would
save
you
about
six
million
dollars.
I
It's
not
really
a
good
time
to
go
into
the
market
because
it's
the
end
of
the
year,
but
we
expect
that
shortly
after
the
first
of
the
year,
we'll
be
back
to
you
with
another
update
and
I'll
be
looking
to
take
advantage
of
that
savings
and
save
the
city,
citizens
and
the
council
some
money
there
so
that
one's
looking
good.
The
other
issue
that
you
authorized
would
be
a
continuation
of
your
capital
plan.
I
I
We've
been
working
with
you
guys
for
some
times
and
a
lot
of
you
have
been
around,
but
for
those
of
you
that
haven't
this
started
back
in
around
2006,
the
city
had
been
going
through
a
pay,
as
you
go
program
to
keep
up
with
capital
and
obviously
was
not
keeping
up.
I
The
capital
backlog
had
grown
to
somewhere
in
the
neighborhood
of
200
million
dollars,
and
obviously
the
city
was
growing
as
it
continues
to
so
they're
looking
for
a
way
to
kind
of
catch
up.
On
your
capital
needs,
we
were
able
to
leverage
some
of
the
existing
money
and
issue
some
bonds
and
catch
up
with
that
we've
continued
over
the
years
every
few
years
to
do
that
which
has
allowed
bozier
to
really
stay
ahead
of
its
capital
planning.
I
I
think
it's
apropos
that
the
tourism
commission
was
here
because
a
lot
of
the
events
you
saw
there
and
a
lot
of
the
activity
that's
coming
to
beaujola
is
a
direct
result
of
the
fact
that
you
have
the
infrastructure
in
place
to
support
it.
We
have
a
lot.
We
all
have
lots
of
clients
that
we're
seeing
around
the
state
that
are
struggling
to
keep
up
with
their
infrastructure
needs.
I
Beaujolais
is
the
perfect
example.
I
think
I
told
the
mayor
this
after
you
came
on
board.
Is
that
when
people
kind
of
ask
what
we
do
a
lot
of
times,
I'll
use
bosu
as
an
example,
because
it's
an
example
of
what
prudent
fiscal
planning
and
operations
and
budgeting
as
well
as
some
advanced
capital
planning
and
smart
issuance
of
debt
can
do
for
you.
It
really
allows
you
to
stay
ahead
of
the
game.
Keep
ahead
of
the
infrastructure
keep
up
with
your
growth.
It's
why
people
want
to
come
to
bozier.
I
It's
why
economic
development
comes
to
bozier
so
and
you've
been
able
to
manage
to
do
all
that
without
raising
taxes.
There's
lots
of
other
folks
municipalities
and
I
won't
mention
names
that
are
struggling
to
keep
up
with
infrastructure
and
not
only
that
have
no
revenue
to
do
it
with
because
as
they
get
further
and
further
behind
the
maintenance
needs
the
demands
of
operations.
In
some
cases.
Just
simply
waste
has
not
allowed
them
to
provide
the
infrastructure
they
need
so
anytime,
they're
gonna
do
infrastructure
or
issue
bonds.
I
They
have
to
go
back
to
the
voters
for
taxes.
So,
as
a
result,
they
end
up
with
higher
taxes
and
less
infrastructure
you're
in
the
opposite
position.
You've
done
more
with
less,
whereas
many
are
doing
less
with
more,
but
that's
a
quick
update
on
if
these
guys
have
anything
to
add,
but
we're
certainly
glad
to
answer
any
questions.

standing
and
looking
pretty
you
said
everything,
so
I
don't
want
to
duplicate
it.
So
yeah,
absolutely
guys
any

It
depends
on
the
issue
that
it
varies,
but
you're
in
the
double
a
category
in
most
of
your
bond
issues,
which
is
one
of
one
of
the
higher
ratings
in
the
state
of
louisiana.
Has
that
been.

Consistent
since
y'all
have
been
doing
this
so.

Yeah,
it
increased
a
little
bit
over
the
years,
but
it's
it's
been
in
that
category
pretty
steadily
and.
I

and
I'm
just
new,
so
I'm
just
trying
to
learn
all
the
ins
and
outs
what
all
is
kind
of
factored
in
when
they
put
those
bond
ratings
together.

Everything,
I
know
that's
kind
of
a
broad
answer,
but-
and
some
of
you
guys
have
been
part
of
the
rating
process,
but
you
know
they
will
look
at.
Obviously
your
financial
position,
your
financials,
your
fund
balances
or
your
cash
flow.
With
your
you
know
how
much
debt
you
have
how
much
coverage
you
have
on
your
debt,
what
you're
using
the
funds
for
what
kind
of
projects
they'll
look
at
general
demographics
or
your
growing
community?
Are
you?
Do
you?
I
Have
economic
growth
in
the
community,
non-financial
factors
they'll
put
all
that
together
to
compare
you
to
your
peers,
so
it's
kind
of
a
kind
of
a
gumbo
of
everything
right.

Are
you
having
to
raise
new
taxes?
So
historically,
it
hasn't
been
negative
for
you,
because
you've
consistently
used
kind
of
the
same
revenue,
so
you
haven't
even
know
your
rev
you've
shown
revenue
growth
because
of

economy
and
economics.
You
haven't
really
increased
your
debt
load
on
that
annual
debt
as
much
so
so
it
it's.
I
can't
say
it's
negative
positive.
It's
going
to
depend
on
each
debt
issuance.
Why
you're
issuing
it!
You
know
if
you
were
issuing
debt
for
an
emergency
purpose,
that
you
don't
have
money
to
pay
it
back.

And
I
guess
kind
of
compared
to
any
municipality,
that's
equal
to
us
in
size
and
growth.
You
know
how?
How
are
we
ranking?
Do
we
have
more
debt?
Do
we
have
less
debt.

Kenner's
absolutely.
I
Kenner's
just
getting
to
the
point
where
you
again
were
proactive
and
started
addressing
in
the
early
2000s
there.
You
know
hitting
now
where
they're,
having
serious
water
and
sewer
demands
and
and
infrastructure
demands
that
it's
going
to
force
them
to
take
some
action
here
in
the
not
too
distant
future.
But
again,
with
regards
to
the
rate
agencies,
they're
going
to
compare
you
to
your
peer
group.
So
the
fact
that
you're
kind
of
in
that
double
a
category
would
say
you're,
probably
on
the
a
little
bit
above
average
in
that.

Charlie
size
was
safe
for
one
point.
I
think
that
maybe
meets
exactly
where
you're
headed
with
that
about
12
13
years
ago,
when
we
began
all
working
with
the
city,
I
believe
we
were
what
eight
plus
type
rating
in
our
first
issuance
a
plus
rating
and
we've
over
the
years.
It
steadily
has
increased
so
as
you've
taken
on
more
projects
and
have
been
smart
about
the
way
that
you've
financed
them
over
time.

always
like
to
say
you
guys
have
been
really
the
example
of
progressive
smart
growth
when
we
go
to
the
radiations
and
they
have
verified
that
because
invalidated
because
not
only
did
we
started
in
a
plus
back
in
those
initiations
just
but
now
you're
in
the
mid,
a
double
a
category,
and
there
are
very
few
municipalities
that
we
work
with
across
the
state
and
between
the
three
of
us
in
our
firms.
We
represent
pretty
much
all
of
them,
so.

K
A
lot
of
time
spent
several.
My
fellow
councilmen
certainly
recall
that
so
there's
been
a
tremendous
effort
on
the
part
of
these
gentlemen,
as
well
as
the
city
council,
and
making
sure
that
we
have
smart
growth.
We
don't
get
ahead
of
ourselves
to
where
we
can't
afford
the
debt,
but
if
you
put
it
in
terms
of
people,
you
most

they

pull

look
at
it,

they

want

plan

kind

management

have
how

Obviously
we
all
know
that
the
banks
are
more
willing
to
loan.

when
you

money
and
so
bozier's
been
in
a
unique
position
where
you've
been
able
to
attract
some
very
aggressive
investors
and
some
low
interest
rates,
because
again,
what
you're,
seeing
in
growth
and
what
you're
seeing
your
prudent
financial
operations
and
your
financial
condition.

that's
all

tribute
to
you
guys
up
here
and
to
the
administration.

happy,

we've
tried

accomplish
what
we
can

the

bigger
things
that
we
got
done
was
building
ramps
off
of
shreveport
barksdale.
That
seems
like
a
a
lifetime
ago.

know
some
of
our
kids
have
grown
up
and
graduated
college,
since
that's
probably
been
done.

Gramps
off
jimmy
davis
built
a
new
water
plant,
a
new
sewer
plant
extended
the
parkway
south
and
have
just
done
countless
improvements
to
streets
and
sidewalks
in
their
neighborhoods
and,
and
that
is
continuing.

We've
strived
to
keep
crime
low
and
keep
property
values
going
up
and
and
we've
accomplished
all
this,
while
keeping
taxes,
low
taxes
now
are
at
a
20
year
low.
So
I've
done
my
best.
I
think
bossier
is
a
better
place
today
than
it
was
south
boston
than
when
I
started,
but
I
will
tell
you
I
couldn't
do
this
alone.

four
votes
to
get
anything
done
on
the
city,
council
and
I've
tried
to
help
you
all
with
your
districts,
and
you
guys
have
always
helped
me
with
with
mine
bubba's
helping
most
of
the
time
with
my
truck,
but
I

much

appreciate
that
and
how
much
you
guys
mean
to
me.
