financial

say
I've
been
a
cpa
for
35
years
and
I
have
never
worked
with
a
group
of
finer
people
than
my
staff
that
I
have
here
with
the
city.
As
the
mayor
said,
this
is
the
highest
recognition
that
government
county
can
receive,
and
it's
because
of
these,
ladies
and
gentlemen
behind
me,
and
the
ones
who
are
directly
in
finance
and
those
that
are
support
staff.
So
I
really
just
have
to
accommodate
them
and
thank
them
for
all.

adopt
an
ordinance
authorizing
the
city
of
bossier
city
state
of
louisiana
to
proceed
with
not
to
exceed
50
million
dollars,
financing
through
the
louisiana
local
government,
environmental
facilities
and
community
development
authority
for
the
purpose
of
refunding
certain
bonds
of
the
authority
and
providing
for
other
matters
in
connection
there.
With

ordinance
authorizing
the
issuance

not
exceeding
130
million
dollars
of
taxable
utilities,
revenue
refunding
bonds
series,
2021
of
the
city
of
bossier
city
state

general
bond
ordinance
adopted
on
july
6,
2010,
providing
for
sale
of
such
bonds
and
providing
with
for
other
matters
in
connection

Probably
next
week,
we'll
probably
receive
the
final
ratings
of
the
city
at
the
end

march,
beginning

april,

that
puts
the
ratings
in
place
for
us

offering
document
out

issue
to
investors
to
sell
the
bonds.
So
we're
hoping
the
market
holds
and
gets
a
little
bit
better
to
provide
the
necessary
savings
to
the
city.

issue
with
it

ordinance

whereas
coven

restrictions

an
impact

entire

not
held
this
event
here

the
past.
How
do
we,

we

one
thing
at
every
one
of
these
events,
they
had
the
bands.

bands
are
not
allowed
to
come
this
time
because
of
that,
so
it's
had
an
impact.

going
to
impact

one,

that's
one

reasons
we're
contributing
money

it's
got
to
overcome.

impact
there

of
the
big
attractions
to
this
event
are
the
bands
from
each
school
and
they're
not
allowed
to
come.

the
oldest
water
tank
in
bozier's
distribution
system
and
it
looks
okay
on
the
outside.
It
has
been
over
coated,
but
it's
been
more
years
and
we
can
determine
since
the
inside
and
the
outside
have
both
been
blasted
down
to
bare
metal
rehabilitated
and
brought
back
up.
So
it's
taken
some
time
to
make
sure
when
we
put
this
out
the
bid,
there's
no
surprises
to
the
contractor
out
there
and
of
course,
over
the
years,
I
can't
tell
you
how
many
communication
components
have
been
installed
on
top
of
the
tank
and
everything
else.

we've
done
quite
a
bit
of
odds
and
ends
out
there.
We
extended
the
overflow
a
lot
of
times,
not
a
lot
of
times.
When
that
tank
overflows
we
get
the
you
know,
the
tank
is
ruptured
and
it
it
was
an
older
design
and
they
used
to
let
you
overflow,
at
the
top
of
the
tank.
We
have
to
bring
the
pipe
all
the
way
down
to
the
ground.

we're
sending
the
message,
which
was
the
original
intent.
The
tank
is
mr
rauschenbach
was
to
be
rehabilitated
and
instead
of
choosing
our
traditional
painting
pattern,
we
chose
to
salute
and
respect
our
first
responders

military.

again
we
make
it
clear
who
we're
behind
here
at
the
city
of
bossier.

was
to
ensure
children
of
all
ability
levels,

interact

opportunities
for
them
to
improve
their
physical,
social
and
emotional
needs.

resolution

2021
a
resolution
of
commendation
and
appreciation
for
the
dedication
and
vision
of
clay,
bohannon
lewis
cook,
to
create
a
world-class
facility
where
children
of
all
abilities
can
have
the
same
experiences
in
their
unique
way,
whereas
bcr
burke,
the
oldest
and
most
respected
playground.
Manufacturers
in
the
united
states
announced
field
of
dreams
in
boston
city
as
the
playground
of
the
year
2020.

like

just
say
a
couple
of
quick
things
number
one.
Obviously,
this
award
wouldn't
have
taken
place
if
we
didn't
have
the
support
of
the
mayor,
the
council,
the
bossier
city
residents
and,
specifically,
the
evaluation
committee
members.
It's
been
hours
of
time,
many
with
me,
but
mostly
on
their
own
perusing,
the
projects
and
submittals
that
the
other
companies
submitted
and
in
the
hopes
of
being
able
to
acquire
this
project.

I
also
want
to
thank
mr
bohannon
with
his
leadership
and
vision.
It's
very
rarely
that
you
work
for
somebody
that
you
really
jail
with
and
for
the
past
seven
years,
he
and
I
have
jihad
on
a
regular
basis
and
we
get
along
really
well
and
we
have
pretty
much
the
same
thoughts
and
ideas
since
we're
both
educators
and
that's
been
a
tremendous
experience.

This
park
is
located
at
47,
4716,
hazel
jones
road
and
we're
doing
some
other
things
at
some
of
the
other
parks
and
we're
having
to
redirect
people
who
have
never
heard
of
the
park
to
that
park,
and
it's
been
such
a
wonderful
experience
for
those
parents
and
grandparents,
especially
during
spring
break,
to
take
advantage
of
this
unique
opportunity
that
this
city
has
afforded
our
department.
So,
even
though
it
has
our
names
on
the
res
on
the
resolution,
it's
it
is
a
city
award.

can't
believe
the
excitement
that
our
department
has,
since
we
were
named
the
2020
playground
of
the
year
for
burke
burke,
is
a
large
playground
manufacturer
and
it's
really
exciting
news
for
the
city
and
for
all
of
us.
So
we
commend
all
of
you
and
we
thank
all
of
you
and
again
it's
through
mr
bohannon's
leadership
and
directives
that
we
do
the
things
that
we
do
and
get
accomplished
that
we
do
one
thing
that
he
has
said
since
I've
been
here.

one

quick
word.
I
stopped

one
day.
I
wasn't
scheduled
to
be

I
just
happened

pop

I
want
to
see
progress

these
two
gentlemen
weren't
just
coming
up
and
having
us
go
out
and
have
other
people
do
it.
They
were
bent
over
working
sweating,
putting
blood,
sweat
and
tears
into
it.
So
again,
just
super
outstanding
job,

Finally,
on
page
five
is
our
water
and
sewer
report
for
the
month,
we're
at
94
year
to
date,
39
budget
year
to
date,
42
and
rolling
12
months
at
95
percent
doesn't
look
quite
as
good
as
last
month,
but
part
of
that
has
to
do
with
year-end
booking
liabilities,
and
things
like
that.
So
I
think
once
we
get
a
good
quarter
under
us,
we'll
have
better
numbers.

I
just
had
a
comment
to
make
once
again
for
the
record
and
the
public,
those
that
are
here
and
those
that
are
watching
and
those
that
may
be
listening
and
those
who
may
talk
with
one
another.
This
is
our
monthly
financial
report,
which
is
the
heartbeat
of
our
city
financially,
and
we
just
won
for
the
39th
year
in
a
row,
the
defining
the
highest
financial
reporting
award
available
to
a
municipality,
and
I
would
invite
anyone
phyllis
can
provide.

mean
we
constantly
are
evolving
and
making
it
more
clear
and
better
and
so
forth,
but
we're
proud
of
this
it's
done
monthly,
so
that
we
keep
our
finger
on
the
pulse
of
the
city
and
able
to
we're
able
to
act
and
react
accordingly
to
ensure
that
this
city's
financial
status
and
stability
is
always
top
notch.

Currently,
we've
got
74
million
under
construction
with
nine
projects
in
design
and
seven
subdivisions
engineering.
The
construction
phase,
walter
o'bigby
carriageway
phase,
one
is
substantially
complete:
we're
looking
to
provide
a
reporter
reconciliation
with
final
quantities
on
april
6,
still
working
through
some
punchless
items
and
accounting
items
on
that,
but
proud
to
see
that
one
in
a
rear-view
mirror
and
we
did
the
groundbreaking
for
phase
two.

Last
week,
swann
lake
road,
you
can
see
now
they
are
focused
on
the
inside
lanes
there
going
underneath
I-220
a
few
days
behind
they're
expecting
the
pickup.
They
ran
into
some
pretty
poor
subsurface
soils
out
there,
but
I'm
hearing
their
their
place
in
concrete
as
we
speak,
so
they're
they're
doing
their
best
to
make
hay
when
the
sun
is
shining,
and
we
appreciate
that
melrose
drive
extension
a
lot
of
work
going
on
out
there
with
the
subsurface
drainage
and
others
they're
right
on
schedule
with
that
project
coleman
street.

In
my
opinion,
it's
looking
great
out
there,
the
bossier
city
fire
department,
burned
building
this
28
days
behind,
really
doesn't
tell
the
story
that
they're,
basically
complete,
we
just
haven't,
had
a
a
pay
app
come
in
in
quite
some
time.
I
know
the
fire
chief,
mr
zagon,
has
been
working
with
the
contractor
on
a
few
little
punchless
items
out
there,
but
that's
just
about
done.

Tinsley
athletic
ball
fields
just
plagued
by
bad
weather.
They
there
you
can
see
they're
coming
up
with
the
major
concessions
building
there
lots
of
activity
out
there,
but
it
the
weather
continues
to
be
a
problem.
Public
service,
commission
lighting
projects,
we
closed
out
the
public
works,
building
and
the
police
building.

Citywide
street
improvement
project
we
expect
to
have
the
next
phase
ready
for
bid
in
the
next
two
weeks.
We
open
bids
on
phases.
One
a
couple
phases
anyway,
in
the
past
couple
of
weeks,
been
working
with
the
contractors
getting
all
the
documents
formalized
on
that
we're
anxious
to
see
some
real
work,
progress
on
this
project
and
then
private
development.

Projects
out
to
bid
are
in
design
the
71
lighting
highway,
71
lighting
project
we
met
with
the
design
team
last
week,
finished
up
comments
there.
So
we're
just
about
ready
to
get
that
one
out
to
bid
east
bank
fire
station.
The
design
is
underway,
clifford
almond
park
restroom.
That
was
part
of
that
1.2
million
that
was
approved
today.
The
design
on
that
is
actually
complete.
So
we
will
be
going
out
for
bids
on
that
very
soon.

Honorable
mention
we
will
be
setting
a
meeting
to
review
the
traffic
study
that
urban
systems
working
on
next
week.
They
have
compiled
a
bunch
of
data
for
us
to
take
a
look
at
we'll
be
moving
into
the
next
phase
of
that
project,
which
will
be
implementing
recommendations
from
from
from
their
efforts.

which
commissioned
six
months
ago
in
cooperation
with
dotd,
which
took
time
for
that
coordination
effort,
also
the
fact
of
covid
and
the
fact
that
dotd
would
not
allow
any
type
of
strat
traffic
studies
to
be
done.
So
we've
certainly
been
through
a
lot
in
the
past
year
and
it's
expeditious
expeditionary
is
possible.

just
my
observation
is
when
you
look
at
traffic
on
airline
around
220,
there's
a
lot
of
intersections
and
there's
there's
a
lot
of
traffic,
but
it
seems
to
be
a
signaling
problem.
So
am
I
right
that
this
is
an
attempt
to
smooth
out
the
synchronization
of
the
lights?
The
airline
through
that.

You
know
just
depends
on
who
you
talk
to,
but
yeah
both
of
those
corridors
are
they're
stressed.
There's
a
lot
of
there's
a
lot
of
movement,
both
north
and
south
and
bossier
city.
It's
good
problems.
You
know
you,

Some
cities
would
like
to
have
as
much
traffic
as
we
have
on
our
roads,
but
I
think
we
can
do
a
better
job
getting
folks.
You
know
south
to
north
and
north
to
south.

property
standards
constantly
out
responding
to
numerous
complaints.
I'd
like
to
thank
councilman
williams.
He
gets
very
involved
in
that
and
helps
mediate.
Some
of
these
very
personal
issues
when
it
comes
to
private
property,
and
we
very
much
appreciate
that
tire
removal
efforts
are
underway.

mean
they're
moving.

know,
I
got
a
report.
We
were
supposed
to
have
a
bunch
of
you
know
hellacious
weather
over
the
weekend
that
just
it's
hard
for
me
to
tell,
but
we're

pretty
good
weather
coming
in
this
week
as
well.
So
you
know
anytime,
they're

the
ground

just
messes
everything
up
and
we
have
had
some
weather.

I'd

councilman
larkin,
the
amount
of
work
that
he's
done
behind
the
scenes
and
to
facilitate
this
permanent
process,
and
I
can't
even
begin
to
tell
you
the
difficulty
of
navigating
between
the
corps
of
engineers,
dotd
and
levy
board,
and
mr
larkin
was
able
to
bring
those
three
organizations
together
and
yesterday
at
his
office.
Had
all
of
these
permits
delivered
in
his
required
neat
fashion,
all
stapled
together
and
ready
to
go,
and
then
he
had
them
to
the
mayor
this
morning
to
sign.

that
not
to
go
unnoticed,
and
certainly
we
appreciate
your
valiant
and
diligent
effort
in
that
process,
or
we
wouldn't
would
not
be
here
today
celebrating.
