ordinance

today

state

concerns
about
the
music
noise
in
my

neighborhood.

years

have
never
seen
it
as
bad
as
it
is

police
to
assist
with
loud
music
in
my
neighborhood,
and
I
just
don't
know
how
many
more
times
you

I
can
do
that.

nuisance

parish
police
department.

thought
this
was
an
opportunity
to
be
heard
with
me
living
on
douglas
drive.

live
between
benton
road
and
airline,
which
are
two

main
highways
there
main
roads.

a
lot
of
cut
through
one
problem
that
I'm
seeing
is
excessive.
Speeding
and
the
music,
also
with
the
cars
that
are
coming
through
cutting
through
the
music,
is
extremely
loud
and
a
really
big
problem
is
the
music
behind
my
house.
My
backyard
backs
up
to
there's
like
an
empty
field
and
on
the
other
side
of
that
is
riverwood
drive.

think
so.
It's
probably
riverwood
apartments
and
maybe
some
duplexes
back
there.

the
last
contract

extension
of

their
contract,
then
we
also
saying
that
manshack
city
engineer,
which
you've
done
a
great
job
honestly,

extended
as

were
requesting
more
personnel

that
the
money
that
citizens
are
paying
for
is
being
spent
appropriately.

absence
of
competition
is
because
it's
something
that's
put
together

a

assimilated
with

city,

it's
unique
in
that.

incorporates

wide
variety

disciplines
that

whole,

described
as
a
as
a
3p
and
so
sure
it
would
be
possible
if
you
could
somehow
take
exactly
what
what
justin
and
his
group
have
done
and
built
over
a
25-year
period
and
and
just
replicated
exactly
and
get
another
one
over.

think

professional

your

we

risk

others
out
there.
We
could
take
a
risk
on
if
they
were
to
propose
what
you
guys
propose
and
that's
what
I've
been
saying
all
along
when
we
chose
your
company,
mr
haydell,
it
was
based
on
a
risk
it
we
never
had
a
company
do
privatization
before.

we
had
twice
as
many
people
as
we
needed
in
the
utility
department.
We
were
faced
with
help
me
out
here
on
deficit,
two
million
two
million
dollar
deficit.

were
looking
at
having
to
raise
water
rates
again,
which
we
certainly
want
to
stay
away
from
that
at
all
costs.
We
had
already
raised
it
several
times
through
the
years
and
we
were
able
to
sit
down
brainstorm
with
mr
haydel
and
manshack
and
come
up
with
something
that
is
very
unique
and
that
we've
worked
on
through
the
years
to
become
more
and
more
efficient.

Running
two:
now
we're
saving
three
yeah,
so
it
it's
incredible
when
you
have
a
professional
company
that,
through
the
years
and
evolves
into
what
we
have,
which
is
very
unique
and
the
personnel
that
they
have
in
place,
I
don't
know
that
you
could
ever
go
out
and
say
well,
I'm
gonna
find
all
these
exact
people
that
fit
the
qualifications,
not
to
mention
mr
roshenbach,
who
is
a
fantastic
individual,
and
we
all
acknowledge
that
and
his
entire
staff
that
he's
assimilated
that's
taken
years
years
to
get
to
where
we
are
today,
and
the
last
thing
we
would
want
to
do
is
risk
that,
because
somebody
comes
in
with
a
little
less
money
and
says
they're
going
to
be
able
to
do
it
at
the
end
of
the
day,
professional
services
are
about
what
they've
done
and
what
they've
accomplished
and
what
they're
going
to
provide
in
the
future.

Everyone
on
this
council
is
aware
that
this
was
something
that
I
sat
down
with
them
and
we
brainstormed
and
we
came
up
and
we
visited
with
the
the
council
and
the
administration
and
it
was
born
and
and
it
has
truly
been
a
game
changer
for
the
taxpayers
of
bossier
city.
So
with
that
said,
I'll
yield
the
floor.

This
requires
trust,
though,
and
I
think
that
you've
earned
that
trust,
and
I
I
don't
know
why
we
would
change
courses
when,
when
we're
saving
money
and
you're,
taking
steps
proactively
to
maintain
our
system,
we're
not
constantly
having
emergency
breakdowns
like
we
used
to
and
those
emergency
brakes
cost
a
whole
lot
more
than
than
routine
maintenance,
and
I
can
testify
that
that
manchac
has
a
plan
of
routine
maintenance
that
I
don't
think
any
other
city
has
and,
and
that
is
saving
us
money.
I
We
have
to
spend
money,
yes,
but
it
saves
us
money
in
a
long
time
in
the
long
term.
So
that's
why
I'll
be
voting
for
this,
because
it's
the
best
thing
for
the
taxpayers
and
I
think
they're
going
to
get
a
better
product
and
and
we'll
be
able
to
keep
our
our
water
rates
as
they
are
for
a
longer
period
of
time.
So.

Three
fires
of
that
year,
the
fire
hydrants,
didn't
work.
They
were
reported
by
utiliser
in
october
the
year
prior
and
they
still
weren't
fixed
the
last
fire
was
in
march
of
that
year.
When
we
responded
to
it
called
the
hydrant.
The
stem
was
not
working,
the
hydrant
didn't
work,
so
we
had
to
call
another
truck
in
and
lay
a
supply
line.
Once
we
lay
400
foot
of
five
inch.
We
can't
just
pick
it
up
that
truck's
out
of
surface,
so
we
had
to
call
in
another
truck
to
come,
lay
the
line
for
us.

So
and
but
we
were
being
assured
that
they
all
were,
you
know,
being
repaired
and
they
were
functional
and
so
forth.
I
recall
the
meetings
that
we
had
here
with
our
then
utility
department
and
since
that
time
we
won't
belabor
that
point.
But
I
just
wanted
for
the
record
to
show
that
in
specific
instances,
and
now
we
can
say
that
under
the
contract
with
manshack,
the
fire
hydrants
for
the
most
part,
all
work
and
one
of
the
main
reasons
that
we
went
from
a
class
two
to
a
class.
One
is.

Would
always
go
down
to?
They
would
test
the
same
hydrants,
one
off
of
scott
or
green
street
in
front
of
that
school.
That
one
was
always
just
dribbling
out
and
we
went
to
the
same
ones.
Every
time
you
can
look
back
every
five
years
where
we
got
our
pill
inspection
they
go
to
the
same
one.
We
go
in
front
of
the
church
on
john
wesley.
That
was
another
bad
hydrant.
He
knew
exactly
where
to
go,
but
now
we
don't
have
those.
So
we
got
a
class
one.

Which
means
for
everyone-
that's
here
today
and
all
the
taxpayers
in
bossier
city,
that
your
insurance
rates
are
lower
for
your
homeowners.
Businesses
pay
lower
insurance
rates
when
you
go
from
a
class
two
to
a
class
one
and
it
cost
the
taxpayers
nothing.
All
we
did
was
put
in
the
service
all
of
the
hydrants
and
brought
up
to
pressure
what
we
should
have
been
doing
all
along,
and
we
attribute
that
to
the
manshack
public,
private
partnership
and
the
team
that
they
put
together.

Us
that
there's
a
hydrant
they
bag
it.
So
we
know
going
in
that
the
hydrant
doesn't
work
and
then
within
20
there's
about
a
24-hour
turnaround.
They'll
get
another
email,
letting
us
know
the
hydrants
back
up
and
running
so
we'll
mark
it
in
the
alarm.
Room
dispatch
won't
tell
us
about
it.
They'll
tell
us,
that's
a
bagged
hydrant,
but
the
most
important
part
is
we'll
know
going
in
when
it
has
a
bag
on
it.
We
know
what
that
means,
not
bagging
them
and
they
being
broken
is
the
worst
thing
that
can
happen
for
us.
