bureau
of
stacy

and
red
river
waterway
commission.

issue
was
involved
in
a
stolen
boat
and
they
were
able
to
recover
that
boat
within
probably
less
than
eight
nine
hours
of
the
when
it
was
stolen,
so
kudos
to
those
guys
they
put
everything
aside
and
able
to
recover
and
get
the
property
back
for
the
owners
so
like
to
accept
this
on
their
behalf.

that
we're
going
to
give

raise

hire

expense

three

we've

well
under
budget

other

reduce

budget

to
create

position

over

the

funding

budgeted
salaries

fantastic
job,
but
we
had
to
move
around
money
to
get
to
the
salary
line

this
ordinance
says,
though

tell

this

they
should
be
implemented,
a
requirement
that
a
resolution
shall

passed
by
the
city
council,
verifying
that
funding
available
in
the
total
budgeted
salaries

not
exceeded,
so
you
budgeted
last
year.

We've
had
11
bond
issues
since
2014.
It
creates,
in
a
min
a
tremendous
amount
of
work,
we're
currently
working
on
two
other
bond
issues.
We
now
have
gone
completely
paperless.
We
scan
every
single
piece
of
paper
that
comes
in
the
finance
department.
There
are
new
audit
agreed
upon
procedures
that
create
additional
work
for
my
staff.

The
gas
stations
alone
add
12
different
additional
emails
every
single
day
for
the
gas
stations,
the
man
shack.
We
help
them
keep
track
of
all
their
projects.
It's
a
tremendous
amount
of
work.
In
2010
we
had
three
people
doing
accounts
payable,
we've
had
one
doing
accounts
payable
ever
since,
and
everybody
is
always
drowning
and
I'm
asking
for
a
lower
salary
to
have
somebody
that
can
help
pick
up
the
slack
in
all
of
our
positions
of
finance.

amend
the
ordinance,
I
think
we're
nitpicking
now
we
know
what
the
ultimate
goal
is,
and
the
original
ultimate
goal
was
to
ensure
that
we
did
not
increase
salaries
over
and
above
the
operating
expenses
which
were
originally
budgeted.

we
need
to
find
a
way,
mr
hall,
that
we
could
amend
this
to
allow
any
department
head
that
feels
as
though
it's
necessary
to
hire
someone
and
attain
that
funding,
so
that
we
don't
have
a
deficit
in

information
that

provide,
because
without
financial
information
being
provided
on
a
timely
and
accountable
basis,
we
don't
know
what's
going
on.
So
I
would
ask
mr
hall
what
would
be
the
most
expedient
way
to
allow
miss
fernandez
to
hire
the
required
personnel
to
amend
the
salary
that
would
go
over
the
ordinance.

everyone

forward
with
hiring
the
necessary
qualified
personnel
that
they

people
