Bossier City Council Special Meeting October 25th, 2021
A
B
C
Let
us
pray
holy
father.
We
are
so
thankful
for
this
state
that
you
want
us
to
see.
We
thank
you,
lord
for
rest.
On
last
night,
we
thank
you,
father
god,
for
this
opportunity
to
serve
the
citizen
of
bossier.
We
thank
you
for
those
citizens
who
are
here.
We
pray
father,
god
that
we
do
those
things
and
bring
favor
to
them,
and
lord
god,
that
is
pleasing
to
you.
We
thank
you
for
all
things.
We
ask
that
you
bless
this
city
bless
this
nation
in
jesus
name.
I
pray,
amen,
amen,.

A
F
Good
afternoon
council,
we
put
a
few
or
a
couple
exhibits
there
in
front
of
you
appreciate
y'all
getting
with
us
in
such
short
order.
What
we're
currently
faced
with
is
the
securing
of
a
construction
management
agreement
with
the
city
of
bossier
city
and
u.p
railroad.
F
F
Our
recommendation
today
is
to
assuming
everyone's
in
agreement
would
be
to
put
on
the
next
agenda
november,
2nd
council
agenda
a
resolution
for
to
authorize
the
mayor
to
sign
agreements
related
to
the
closure
of
the
at-grade
crossing
at
shed
road
upon
completion
of
the
carriageway.
F
So
this
won't
happen
tomorrow,
but
it
will
allow
the
city
to
enter
in
agreements
with
u.p,
get
the
project
moving
forward
and
then
upon
completion
of
the
carriageway
that
at-grade
crossing
will
be
closed
according
to
up,
and
I
believe
it
they've
had
nearly
30
incidents
at
that
intersection
over
the
last
couple
of
decades,
and
it's
one
that
they
are
anxious
to
see
go
away.
And,
frankly,
you
know
the
the
overpass
having
that
at-grade
crossing
defeats
the
purpose
of
the
overpass
there.
F
So
without
further
ado
I'll
open
it
up
for
questions,
you
guys
may
have.
C
Mr
russenberg,
if,
if
that
grade
crossing
is
closed,
those
on
the
west
side
would
take
what
the
overpass.
C
And
then
they
would
not
have
access
to
denton
road
at
that.
At
that
point,
no.
C
Okay,
all
right-
and
you
said
that
the
closure
is
upon
completion
of
the
carriageway,
not.
F
Before
correct
now,
I
can't
speak.
They
may
have
to
close
portion
at
times
during
construction.
That
overpass
may
be
closed.
We've
had
it
closed
here
recently
for
work
that
we've
done
there.
So
I
would
expect
there'll
be
some
disruption,
as
the
project
continues
through
there,
but
it
won't
it's
not
the
intent
to
close
it
permanently
until
after
the
completion
of
of
the
carriageway
project.
F
You
know
one
at
least
the
conversation
with
the
council
that
this
was
a
step
we
were
recommending
pursuing
and
then,
with
the
approval
of
the
council,
we
would
go
talk
to
the
various
stakeholders
along
that
route.
Let
them
know
what
decisions
are
being
made
and
how
that
may
or
may
not
impact
their
property.
Okay,.
C
So
who,
who
would
be
tasked
to
do
that
manchak
will
manshack
okay,
so
just
for
the
record,
you
guys
gonna,
do
that
and
is.
Is
there
any
recourse?
If,
let's
say
hypothetically,
if
this,
if
the
council
was
not
in
agreement
to
to
close
those
crossing,
that
crossing
is,
is
there
a
recourse?
I
don't.
I
wouldn't
think
that
would
be
with
vp.
F
C
F
F
We
we
want
to
get.
I
can't
answer
that
hopefully
minimal
to
none,
but
we
didn't
want
to
pursue
any
of
that
energy
put
any
energy
into
that
until
we
had
a
clear
direction
forward
by
the
council.
So
you
know
the
this
is
the
first
step
in
that
and
if
there
is
going
to
be
any
cost
revisions
associated
with
that,
then
then
we'll
get
with
the
council
on
those
hopefully
minimal.
D
D
D
A
F
I
hope
to
have
some
feedback
from
them
before
the
second
of
november.
Yes,
sir,
thank
you.
A
A
B
100
rosemont
place
measure
city.
Basically,
all
y'all
are
talking
about.
Closing
is
just
the
access
to
cross
right
there,
where
it
backs
up
to
lou,
chandler's
dirt
yard,
right
there
in
mcelroy
metal,
you're,
not
talking
about
rerouting
the
tracks
or
anything
like
that,
closing
any
further
north
and
south
okay.
That's.
D
A
Counsel
anything
else
to
bring
up
charles
okay,
any
announcements.
