B
G
F
C
Before
I
I
do
this,
I
know
my
job
description
is
not
to
make
any
comments,
but
I
can't
help
not
making
a
couple
of
comments.
C
F
G
G
E
E
New
business
adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
azure
city,
which
affected
property,
public
health
and
safety.
Due
to
the
requirement
to
repair
critical
pumping
facilities
at
the
north
river
wall.
Raw
water
pumping
station
at
a
cost
of
seventy
thousand
dollars
to
come
from
the
water
capital
and
contingency
fund
and
authorizes
the
city
to
enter
into
contracts
with
allen's,
electric
motor
service,
inc
and
red
river
pump
specialist
for
completion
of
the
work.
And
that's
the
first
and
final
reading.
D
Yeah,
mr
president,
I
had
one
question
on
this:
yes,
sir,
sorry
just
being
in
the
construction
business,
was
this
a
change
order
by
the
city,
or
was
this
a
change
order
coming
from
the
contractor?
D
I
I
I
If
you
want
to
call
them
that
lift
stations
that
gave
parks
and
rec
a
a
very
hard
time,
so
the
remainder
of
that
change
order
is
we
replaced
actually
both
of
those
lift
stations
added
force
mains
and
did
some
things
out
there,
so
that
when
they've
got
a
thousand
plus
people
playing
t-ball,
they
can
worry
about
t-ball
and
not
sewer
on
the
ground
out
there.
So
we
worked
with
mckinnis
construction
on
these
did
a
fair
amount
of
dickering
before
we
brought
them
to
the
mayor
for
for
review
and
it's
expensive.
I
It's
a
it's
a
big
project.
I
would
like
to
say
that
it
was
a
project
that
wasn't
originally
in
the
the
grand
scheme
of
things,
but
the
city's
done
pretty
well
with
some
of
the
recent
bond
issues
in
parks
and
rec,
and
so
this
project
was
added
to
kind
of
continue
that
same
effort
throughout
citywide
parks.
So.
D
I
A
big
part
of
it,
the
infrastructure
out
there
is,
I
would
say,
and
and
coach
probably
would
echo
that
that
parks
and
rec
spent
a
lot
of
money
on
plumbing
bills,
and
things
like
that
over
the
years
we've
been
involved
with
public
utilities
over
the
years
just
trying
to
support
that
role.
So
I
can't
say
this
will
lick
it
and
they'll
never
have
a
problem
ever
again,
but
it'll
it'll
be
a
dramatic
improvement
to
what
they
had
out
there.
F
I
I
F
H
This
was
a
originally
when
the
rfp
was
put
out.
We
had
cobit
constraints
where
they
could
not
do
on-site
training
and
then,
as
our
process
was
going,
we
discovered
other
departments
where
we
could
utilize
this
software
to
provide
better
citizens
service.
E
Motion
carries
introduce
an
ordinance
to
declare
the
completion
of
the
barksdale
water
main
abandonment
project
by
pulley
construction
inc
at
a
total
construction
cost
of
two
hundred
eighty
three
thousand
four
hundred
twenty
two
dollars
and
ninety
three
cents,
including
change
order
number
one
in
the
amount
of
fifty
six
thousand
nine
hundred
seventy
two
dollars
and
ninety
three
cents,
and
to
amend
ordinance
126
of
2019,
leaving
a
surplus
of
funding
for
its
balance.
First
reading.
B
E
D
Yeah,
I've
got
one.
What
will
this
help?
What
we're
replacing
here,
mr
roscherbach,
the
the
chlorine,
the
strong
chlorine
smell
that
we're
getting
in
the
water
down
in
down
in
south
boston?
Well,
you
get
it
everywhere,
not
just
the
south
pose.
I
I
thought
you
were
just
doing
it:
no
we've
got
a
chlorine
maintenance
flush,
whatever
you
want
to
call
it
going
on
right
now,
so
you're
you're,
probably
experiencing
that,
as
is
everybody,
that's
getting
water.
This
is
specific
to
our
chlorine
systems
at
the
water
plant.
Okay,
so
it's
gaseous
chlorine.
If
we
have
a
leak,
we
have
to
have
a
facility,
that's
safe,
for
our
operators
to
to
go
in
and
they
use
a
media
that
scrubs
that
gas.
When
we
have
a
leak,
the
media
is
a
little
over
10
years
old.
I
F
E
Motion
carries
introduce
an
ordinance
authorizing
mayor,
thomas
h,
chandler,
to
execute
the
attached
louisiana
technical
research
institute,
joint
cooperative
endeavor
agreement
with
lease
between
the
city
of
bossier
city,
louisiana
tech,
university
and
or
its
affiliates,
and
the
parish
of
berger.
First
reading.
E
F
J
Good
afternoon
council
mayor
chairman,
you
have
before
you
the
financials
for
the
month
ended
november,
30th
2021
page
one
is
the
revenue
by
fund
report.
The
city
is
currently
running
19
over
budget
gaming
revenue
increased
5
for
the
month
of
november
and
is
consistent
with
prior
year.
Sales
tax
is
doing
well
up
8.6
compared
to
november
2020..
J
A
J
J
Current
year-to-date
net
operating
income
after
debt
service
is
85
percent
of
what
it
was
for
the
same
period
prior
year,
which
is
a
15
decrease
and
it
is
90
91
of
the
budget,
which
is
nine
percent
over
under
budget
on
a
rolling,
12-month
basis.
Current
net
operating
income
after
debt
service
is
79
of
the
prior
12-month
period
or
down
21.
I
Good
afternoon
council,
quick
update
on
the
various
projects
going
on
in
the
engineering
department.
I
wanted
to
give
kind
of
an
overview
over
10
projects
in
the
last
year
were
completed,
those
totaled
around
20
million
dollars.
I
We've
got
six
new
subdivisions
that
are
complete
and
we
thought
we'd
mention
the
traffic
studies.
We've
been
pretty
active
with
that
turn
signals
at
green
acres,
signal
study
along
highway,
three
airline
drive
and
us
71,
old,
brownlee
and
whimple
road.
We've
got
meetings
tomorrow
with
with
our
traffic
superintendent.
To
talk
a
little
bit
more
about
this,
we
appreciate
the
council
giving
us
the
resources
to
dig
into
those
issues
a
little
deeper,
just
a
quick
overview,
139
million
dollars
in
ongoing
design
and
construction
projects.
Currently,
132
million
of
those
are
in
construction.
I
We've
got
10
projects
in
design,
19
projects
under
construction
and
11
subdivisions
enter
nearing
the
construction
phase
coleman
street.
This
picture
doesn't
do
what's
going
on
out
there
a
lot
of
justice.
I
know
president
williams
and
myself
talk
weekly
seems
like
about
that,
but
but
the
good
news
is,
you
can
see
the
curbing
going
in
so
there.
I
This
is
right
towards
the
end
of
the
project
is
where
this
picture's
taken,
the
curving
is
almost
complete
and
when
the
curves
complete
they'll
come
in
with
the
surfacing
and
that
project
will
be
done,
we're
showing
it
behind.
We
did
get
a
report
from
dotd
contractor,
has
15
working
days
remaining
and
they
feel
confident
they're
going
to
get
complete
within
those
working
days
and
again,
we've
talked
about
the
difference
between
working
days
and
calendar
days.
So
it's
not
a
world
I'm
used
to
working
in,
but
that's
that's
dotd's
methodology
tinsley
athletic
ball
fields.
I
I
got
some
pretty
good
shots
here.
This
project
we
issued
substantial
completion
on
monday
december
13th
had
a
pretty
long
laundry
list
of
punch
list
items
for
them
to
complete,
but
it's
impressive.
If
you
haven't
been
out
there,
we're
excited
about
it.
They've
got
the
kitchen
equipment
in
working
on
the
chillers
and
some
other
things
once
they
get
done
finishing
that
work
up,
they'll
be
cleaning
and
power
washing
and
some
other
things
really
impressive.
It.
F
I
This
is
the
ltri
building
going
on
they're
progressing
there.
I
think
the
rain
material
deliveries,
things
like
that-
has
got
them
behind,
but
they
are
making
progress
out
there.
It's
a
very
attractive.
Looking
building
east
bank
fire
station
is
underway.
I
You
can
see
the
steel
there,
it's
mckinnis
brothers,
construction,
they're
about
36
percent,
complete
42
of
the
time
has
elapsed
and
when
we
do
that,
just
so
really
brian,
so
you
understand
how
we
come
to
that
number
is
all
we're
doing
is
taking
the
amount
of
money,
they've
invoiced
and
converting
that
into
the
amount
of
days
they
have
on
the
contract
to
kind
of
do
a
little
algorithm
there.
So
that's
not
the
best
way
to
do
it,
but
as
an
engineer,
it's
the
most
logical
way
in
my
mind.
I
You
know
it
seems
to
be
a
fair
way
to
take
care
of
that
and
most
contractors
these
days
are
having
a
difficult
time
getting
things
done
on
time.
Clifford
allman
park
restroom.
This
is
a
the
project
we
talked
about
earlier.
They're
83,
complete
about
97
of
the
time,
is
elapsed
about
a
month.
Behind
there
picture
is
not
great,
but
you
can
get
an
idea.
It's
it's
a
it's!
It's
it's
a
piece
out
there.
It's
not
just
your
regular
kind
of
stick
built
restroom!
It's
gonna,
be
a
nice
feature
for
that.
Ballpark.
D
A
good
question
on
that
is
this
part
of
what
is
going
on
on
shady
grove
drive
yeah.
Yes,
this
right
here.
Yes,
okay,.
I
What's
going
on
yeah,
we
get
about
a
dozen
a
day:
okay,
the
2021
citywide
street
and
sidewalk
improvement
project.
Here's
a
couple
beauty
shots
phase,
one
and
five
are
currently
substantially
complete
phase.
Two
and
three
are
currently
under
construction.
We're
still
working
through
that.
I
do
want
to
let
y'all
know
we
are
meeting
with
wade.
Mr
wade,
rich
tomorrow
we're
starting
to
work
on
the
2022
plan
of
attack
very
happy
to
have
him
there
supporting
public
works
and
doing
all
of
that.
I
It's
making
making
our
lives
a
whole
lot
easier,
so
be
looking
for
us
to
reach
out
to
y'all
talk
about,
what's
going
on
in
your
district
to
make
sure
we're
staying
on
track
with
your
various
priorities.
But
it's
been
a
little
over
3
million
this
year.
In
prior
years,
we
spent
less
than
a
million,
so
had
six
contractors
out
there
giving
us
headaches
all
day
every
day,
but
we
got
a
lot
of
work
done
this
year.
D
I
A
little
bit
and
wade
would
be
able
to
tell
better
on
that.
I
I
can
tell
you
from
a
water
standpoint
when
you
look
at
the
number
of
repairs
and
call
outs
that
we
had
on
the
water
system
more
than
double
last
year,
when
I
say
more
than
double
we
closed
out
about,
if
a
given
year
as
2080
hours
of
time
working
hours
of
time,
we
closed
four
work
orders
an
hour
in
that
time,
which
is
way
more
than
we
have
in
the
past.
So
I
suspect
the
streets
are
similar.
I
I
The
streets
have
needed
some
attention
for
a
while
private
development.
I
won't
read
all
of
those,
but
the
private
developers
are
calling
and
fussing
and
anxious
to
get
permits
and
get
rolling.
So
a
lot
of
activity.
On
the
private
side
there
projects
out
to
bid
or
indesign
the
highway
71
lighting
project.
What
we
call
phase
2
is
in
design
we've
received
final
approvals
and
we're
going
to
advertise
beginning
in
january.
I
The
highway
71
left
turn
lane
at
gold
meadows
subdivision
we're
still
working
on
the
design
of
that
we've
got
a
preliminary
set
of
documents
on
the
tinsley
drainage
basin
improvements
city
hall
parking
lot.
We
reviewed
plans
on
that
last
week,
you'll
be
seeing
that
project
come
out
here,
pretty
soon
bardot
and
montgomery
lane
drainage
improvements,
and
then
the
elm
grove
and
parkway
drive
drainage
improvements.
You
saw
the
ordinance
today
that's
to
take
that
project
from
design
into
into
construction,
so
been
very
busy.
I
Some
honorable
mentions
here
these
are
very
similar
to
the
previous
ones.
We're
we're
going
to
be
reviewing
urban
systems
draft
report
tomorrow,
we've
been
coordinating
with
the
parish
on
do
and
dotd
to
begin.
The
design
on
the
left
turn
lane
not
design
but
they're
actually
building
those
left-hand
left
turn
lane
extensions
at
I-220
and
benton
road.
I
There
we're
also
in
the
early
stages
of
traffic
signalization
software
upgrades
and
things
like
that.
These
are
things
we've
talked
about
in
the
past
big
picture,
30
000,
foot
projects,
but
things
that
we
continue
to
work
on
any.
I
Carolina
murphy,
yeah,
so
airline
at
murphy,
the
weather,
hurt
us
this
past
weekend
and
prior
the
the
contractor
had
placed
aggregate
betting
down.
We've
been
working
with
them
and
dotd
to
get
that
the
compaction
wasn't
passing,
so
they
were
continuing
to
have
to
work
that
then
it
rained.
So
our
expectation
is
tomorrow
they're
going
to
come
suck
the
water
out
of
the
hole
there
get
new
compaction
tests
on
that.
If
everything
passes
for
dotd,
then
we'll
start
placing
concrete
out
there.
So
very
close,
all
the
hard
stuff
in
my
opinion
is
complete.
F
And
jacqueline,
are
we
figuring
out
what
we're
going
to
do
or
is
that
something.
I
We've
got
next
week.
We
have
some
ideas.
We
need
to
visit
with
you
about
that.
So
we
got.
We
took
some
additional
geotechnical
information
out
there
on
that
got
some
design
suggestions
from
the
geotax
they're
suggesting
fill
the
ditch
with
pipe
and
get
rid
of
that
slope
there,
which
is
costly.
B
All
right,
thank
you.
I've
got
a
I've
got
two
tenzin.
That's
gonna
be
ready
for
play
for
the
tournaments
that
they
already
have
scheduled
beginning
of
next
year.
I
B
And
then
on
the
walter
o'bigby
carriageway
have
have.
We
started
the
process
of
redesigning
what
we're
doing
at
shed
road.
I
I
I
None
of
what
we're
doing
as
far
as
the
redesign
of
that
intersection
is
impacting
the
current
construction.
There
we've
been
working
with
the
contractor
and
and
our
our
main
focus
is
to
ensure
we're
not
throwing
good
money
after
bad
there
right,
okay,
so.
A
I
A
I
I
That's
what
you
and
I
talked
about
so
currently
right
now:
councilman
darwin
got
a
six
inch:
water
main
blowout
on
hamilton,
road
between
highway
80
and
the
water
plant
and
they're
having
to
fix
an
old
rogue
line,
we're
unable
to
bow
that
down.
So
that's
flooding
that
area
north
of
green
there's
a
lift
station
about
a
block
down
from
that.
That's,
unfortunately,
collecting
a
lot
of
that
water.
I
It
pumps
right
there
to
the
intersection
of
green
and
hamilton
road,
and
so
the
that's
backing
up
the
that's
collection
systems,
backing
up
down
there
at
dickerson
and
green
because
of
that,
so
they're
they're
actively
working
that
they've
been
working
it
since,
before
lunch,
they
missed
their
christmas
lunch
because
of
it.
But
they're
they're
close
it's
just
it's
a
it's
a
difficult
spot
to
be
in
to
make
a
water
main
repair
there.
Thank.
D
D
D
I
It's
been
an
ongoing
problem
for
decades
yeah,
but
yes,
sir,
it
will
we
we've
got
a
the
the
sewer
main
pipe
is
being
supported
underground
by
bents.
If
you
will
so,
we
drove
piles
in
the
ground
and
put
whalers
on
those
piles
and
set
the
pipe
on
that
such
that
the
piles
are
now
in
in
good
soil
strata.
I
We
learned
that
a
lot
of
geotech
investigation
through
there.
We
learned
that
there's
a
very,
very
weak
and
I
mean
weak
zero
ability,
zero
structural
integrity
about
a
four
foot,
a
vein
of
material
in
there.
That's
created
a
lot
of
problems
over
the
years,
particularly
in
the
seasons
that
we've
had
over
the
last
probably
24
plus
months.
I
Up
river
goes
down
right
now,
the
river's
down.
We
did
an
emergency
ordinance
right
now,
the
river's
down
and
we're
having
problems
with
a
raw
water
intake
because
debris
that
normally
wouldn't
get
over
there
is
getting
in
there.
So
you
know
you,
you
have
problems
when
it's
high.
You
have
problems
when
it's
low,
but
that
we
believe
that's
a
contributor
to
it.
We've
reached
out
to
dotd
for
some
support
on
that
particular
project.
I
The
city's
responsibility
is
the
sewer
main
when
that
road
gets
put
in
and
we've
done
everything
in
accordance
to
dotd's
requirements.
The
sewer
main
is
not
going
to
move
yeah.
You
know,
as
far
as
what
happens
to
the
the
strata
above
that
we're
doing
everything
we
can
to
go
back
with
with
good
select
fill
material.
I
I
I
We
went
up
looked
at
that
line,
there's
nothing
wrong
with
the
sewer
main
councilman
maggio,
so
the
next
step
is
going
to
be
doing
some
sort
of
soil
injection
of
some
kind
there,
something
something
like
that
it
is
not.
It
is
still
on
my
radar,
but
the
sewer
main
itself.
There
is
no
issues
with
this
remain.
Thank
you.
It's
good,
but
it's
not
so
good
because
that
means
I
don't
know
exactly
where
the
settlement
issue
is
is
coming
from.
But
it's
not
the
sewer
line.
G
We
did
a
lot
of
extra
stuff
on
there,
but
we
want
it
to
look
great
because
there's
going
to
be
a
lot
more
travel
teams
coming
in
here
in
the
future.
When
we
have
this
travel
ball
coming
in
it's
between
tinsley
and
clifford,
alford,
auburn
and
one
in
south
boston,
it's
going
to
be
they're
going
to
be
full.
So
I'm
all
excited
about
those
too
so,
and
I
just
want
to
push
a
little
bit
good
things.

thank

a
merry
christmas
happy
new
year,

safe,
while

out
driving
around.
Thank
you
all
right,
leading
the
journey.
