Description
Bossier City Council Regular Meeting July 6, 2021
A
B
Yeah,
mr
president,
one
correction
I've
asked
since
this
is
our
first
initial
council
meeting
with
the
new
council
and
the
new
mayor.
I've
asked
the
pastor
of
stonewall,
baptist
church
eunice
reed
to
bless
the
city
bless.
The
council
bless
the
administration
and
he
agreed
to
do
it.
Pastor,
reed.
C
We
pray
now,
oh
god,
that
you
would
rule
in
super
rule
of
all
things
concerning
this
body
and
this
city.
We
ask,
oh
god,
that
you
would
meet
their
needs
in
a
mighty
way,
filling
them
with
your
wisdom
and
direction
and
to
the
end,
we'll
give
you
the
glory
for
us
in
your
precious
name.
We
pray,
amen,
amen,
amen,.

F
E
All
present,
in
accordance
with
louisiana,
open
meetings,
law
and
the
adopted
booster
city
council
meeting
rules
resolution,
the
city
council
asked
for
decor
order
and
decorum
at
our
meetings.
Please
silence
your
cell
phones.
Anyone
wishing
to
address
the
council
on
any
agenda
item
may
approach
and
state
their
name
and
address
for
the
record
and
shall
be
permitted
three
minutes
to
make
their
comments
on
particular
item
on
the
particular
item.
That's
up
for
discussion
with
up
to
four
speakers
per
side.
E
All
audience
members
are
asked
to
please
observe
the
meeting
quietly
and
if
there's
a
need
for
audience
members
to
hold
a
conversation
or
take
a
phone
call.
You're
asked
to
please
step
out
of
the
meeting
city
council.
Appointed
sergeant-at-arm
have
been
instructed
to
maintain
decorum
and
ask
anyone
in
violation
to
step
out
of
the
meeting
in
order
to
maintain
orderly
conduct
of
the
meeting.
G
A
Right:
six:
four:
try
it
again.
B
A
H
E
E
H
B
E
G
I
I
I
You
know
we
represent
shreveport
bossier
city,
catambosure,
parishes
and
every
time
y'all
have
been
clutch
when
we've
had
a
need,
and
so,
if
you
weren't
able
to
attend
the
red
river
balloon
rally
because
of
the
really
wet
weather
this
year,
we
were
not
able
to
host
that
at
the
lsu
street
port.
I
The
venue
was
just
saturated
the
fields,
and
so
it
was
really
a
one
call
y'all
to
to
really
move
that
over
and
it
was
either
cancel
the
balloon
rally
or
move
it
to
another
location,
and
so
the
brookshire's
grocery
arena
was
a
perfect
fit
and
really
we
had
about
three
days
to
move
venues
which
is
really
unheard
of,
and
so
what
that
allowed
by
the
decision
all
made
to
partner
with
us
on
this
year's
event.
I
It
kept
that
million
dollar
event
coming
to
our
area,
plus
close
to
a
quarter
million
dollars
in
media
value,
and
so
we
wanted
to
present
this
to
the
city,
council
and
mayor
chandler
today
to
just
think
say,
thank
you.
It's
the
official
painting
or
picture
of
the
balloon
rally
and
it's
got
all
30
of
the.
Not
only
do
we
have
the
balloon
rally,
but
the
u.s
hot
air
balloon
championship,
so
each
of
the
pilots
also
signed
that.
H
I
It's
a
beautiful
parking
lot
and
it
was
great
while
we
were
setting
up
to
see
the
new
brookshire's
grocery
arena
and,
of
course,
like
president
williams,
said
bringing
trent
brookshire's
over
on
friday,
night
and
brad
brookshire's
over
on
saturday
and
their
huge
investment
that
I
know
y'all
had
a
huge
part
of
was
huge.
So
this
is
just
something
that
happened
and
I
know
phyllis
said
to
keep
it
short
or
I'll
get
escorted
out,
but
I
wanted
to
mention
this
is
just
the
first
of
many
things
that
we've
got
coming
up.
I
We've
got
a
huge
crappie
expo
coming
up.
This
fall
the
first
week
in
october,
so
they'll
be
coming
out
of
the
red
river
south,
marina,
just
south
of
the
brookshire's
grocery
arena.
Those
guys
will
be
fishing
for
about
250,
000
and
we'll
have
about
60
000
people
in
town
the
following
week.
I
We'll
have
the
kayak
bass
fishing
nationals
so
again
about
20
000
people
and
about
800
kayakers
coming
in
we're
having
a
press
event
next
week,
but
the
of
course
we
announced
right
around
the
balloon
rally
or
re-announced
the
new
dates
for
the
lsu
louisiana
tech,
men's
basketball
game
in
december,
we'll
be
using
that
brand
new
court
that
y'all
invested
in
that
is
so
absolutely
beautiful.
So
those
are
just
a
few
things.
We
also
have
the
doc
divers
the
national
championship,
retriever
series
coming
up
in
october
as
well.
I
We've
been
working
with
the
administration
to
utilize
some
public
areas
around
the
boardwalk
and
margaritaville
to
have
that
nine-day
event
take
place
over
here
and
showcase
some
of
the
top
retrievers,
and
that
will
be
televised
on
discovery
channel
about
a
month
or
two
after
production.
So
thank
you
all
for
your
partnership.
Thank
you.
Kelly.
H
For
the
people
applying
for
this,
this
is
what
we're
gonna
do.
You're
gonna
give
you
two
to
three
minutes
to
speak
max.
Then
we
may
ask
a
couple
questions
of
each
of
you.
H
Somebody
will
make
a
motion
to
nominate
the
district
run
person
and
just
so
everybody
knows
it'll
be
a
temporary
seat
into
the
conclusion
of
the
special
election,
which
I
don't
think
we
have
a
date
yet
do
we
well.
E
The
the
first
election
is
october,
the
ninth
and
then
there
will
be
a
primary
and
then
we
have
to
wait
on
the
secretary
of
state
state
to
declare
the
results
before
the
seat
becomes
changed.
At
that
point,.
H
H
E
H
E
J
J
J
J
J
J
All
was
accomplished
without
raising
taxes,
our
population
has
grown
rapidly.
I've
worked
for
the
citizens
and
for
the
city
for
18
years,
I'm
familiar
with
the
budget
with
current
projects
that
are
taking
place
in
the
city
and
with
the
department
heads
I'm
educated,
I'm
experienced,
but,
most
importantly,
I'm
a
christian
jesus.
Christ
is
my
lord
and
savior.
J
J
B
There
any
questions
council,
mr
erwin,
do
you
have
any
plans
of
running
for
that
seat?
Disregard.
J
K
L
I
do
have
I
do
have
one
question
and
thank
you
for
the
last
18
years
that
you
gave
district
one,
I'm
a
resident
of
district
one,
and
so
that
district
is
mean
does
mean
a
lot
to
me,
but
on
you
know,
we
find
ourselves
here
today
because
someone
else
won
that
seat
and
the
mayor.
The
mayors
ran
a
poll
last
week
and
44
of
that
district
said
they
would
rather
see
somebody
else.
So
by
appointing
you
do
we
go
against
the
will
of
the
voters.
J
M
M
I
know
that
whoever
gets
this
position
they're
going
to
have
to
hit
the
ground
running,
but
I
believe
we
have
subject
matter
experts
within
our
city
that
we're
going
to
have
to
go
to
to
get
some
answers
to
be
able
to
make
some
decisions
that
the
citizens
have
indicated.
They
would
like
to
have
I've
selected
to
serve
the
citizens
of
district
one.
M
M
I've
chosen
to
serve
an
inner
position.
I
will
not
seek
the
position
of
councilman
for
district
one
in
the
october
election.
I
believe
that
to
serve
the
citizens
of
belgium,
you
have
to
be
in
contact
with
them.
You
have
to
understand
what
their
will
and
their
desires
are,
and
I
believe
that
whoever
is
appointed
to
this
position
if
they're
running
for
that
seat
at
the
october
election
they're
going
to
have
a
advantage
over
other
individuals
that
may
be
candidates
for
that
election,
and
I
don't
believe
that
creates
a
platform,
a
fair
playing
field.
M
M
Many
citizens
of
vozier
should
have
three
councilmen
representing
them.
They
don't
always
feel
that
way.
They
should
have
the
two
enlarged
councilmen
and
they
should
have
their
district
councilman.
Let's
represent
them.
We
need
to
bring
this
city
together,
but
we
also
need
to
be
fair
and
we
need
to
adhere
to
the
to
the
guides
and
what
the
voters
have
submitted
to.
M
I
thank
you
for
allowing
me
the
opportunity
to
submit
my
name
and
nomination
for
this
position,
but
whoever
wins
I'm
a
citizen
bulger
and
I
understand
we
support
leadership
and
we
will
support
whoever
serves
in
district
one
because
I
live
in
that
district,
but
we
will
also
support
the
decisions
of
our
mayor
and
this
council
and
all
of
the
elected
and
appointed
leaders.
Thank
you
very
much.
I
appreciate
your
time
and
your.
H
Mr
jeter
council,
do
you
have
any
questions?
H
M
What
I
want
to
do
is
I
want
to
ensure
that
we've
got
a
bridge
that
can
build
this
gap.
Whatever
decisions
are
coming
up,
we've
got
to
have
somebody
that's
going
to
be
open
and
look
at
those
decisions
fairly.
One
of
the
things
that
I
heard
from
the
voters
is:
they
want
transparency,
they
want
communication
and
then
we've
got
to
ensure
that
all
of
the
voters
in
district
1
understand
what
is
happening,
why
decisions
are
being
made,
how
they're
being
made
and
how
that
decision
affects
district
one.
But
how
does
it
affect
us?
M
This
city
as
a
whole?
Every
decision
is
not
going
to
be
beneficial
to
every
citizen,
but
the
citizens
need
to
just
know
why
the
decision
was
made
and
what
went
into
the
council
making
the
decision
for
whatever
that
decision
is
one
of
the
things
that
I
would
do
is
I
would
get
with
our
city
clerk.
I
would
look
at
all
of
the
old
minutes
and
some
of
the
previous
decisions
that
were
made.
M
I
would
get
the
history
and
background
and
talk
with
the
president
councils
about
whatever
decisions
we
have
to
make
going
forward
to
ensure
that
we're
making
the
decisions.
That's
number
one
in
the
best
interest
of
the
city
of
bossier,
but
also
in
the
interest
of
the
citizens
of
district,
one
whom
I
would
represent
have
selected.
B
N
First
of
all,
I
am
district
one
I
am
born
in
I'm
I'm
born
and
raised
in
that
district.
I'm
a
96
graduate
of
parkway
high
school
I'd,
bring
my
brought
my
family
and
my
kids
back
to
that
same
district,
so
that
I
could
raise
them
in
the
same
same
area
that
I
grew
up
in
because
I
believe
in
that
area
for
the
past
18
years,
I
have
spent
that
time
coaching
new
sports.
N
N
A
team
learn
what
it
takes
to
have
good
character
skills,
so
they
learn
that
it's
not
about
what
you
do
when
people
are
looking
it's
about
what
you
do
when
people
are
not
so
I've
spent
that
time
not
only
as
a
as
a
mentor
for
these
children,
but
I
also
teach
those
children
that,
and
these.
C
N
N
I
like
to
say
that
my
background
is
in
technology.
I've
spent
my
entire
career
working
for
multiple
different
institutions.
I
started
out
as
a
as
a
trainer.
I
taught
people
how
to
use
computers
from
there.
I
went
and
worked
for
lsu
health
science
center
at
the
mets
at
the
med
center
helped
teach
fourth
year,
med
students
how
to
how
to
save
lives
all
using
technology.
So
I
think
that
definitely
being
cutting
edge
is
something
that
is
an
advantage
that
you
can
have
in
a
city.
N
I
think
that
live
streaming
like
we're
doing
here
that
that's
something
that's
cutting
edge.
I
think
that
leads
into
transparency.
I
think
that
the
voters
and
the
in
the
city
of
street
the
city
of
bossier
and
the
district
one
definitely
want
to
be
able
to
have
that
transparency,
and
this
allows
that
to
happen.
So
I'd
like
to
be
instrumental
in
any
changes
that
we
could
make
make
going
forward
within
the
city
and,
most
importantly,
I
think
that
I
I
I
represent
the
district
well
and
I
support
the
district.
N
L
Me
we
had
a
good
talk
on
the
phone
the
other
day,
and
so
I
I
I
know
your
vision
for
the
district.
Do
you
plan
to
seek
the
seat
permanently
come
october,.
N
H
O
Good
afternoon
council,
mr
mayor,
my
name
is
brian
hammons.
I
was
out
at
100
roosevelt
place
in
bossier
city
louisiana,
I'm
49
years
old.
I
have
lived
in
bossier
city,
my
whole
entire
life.
I
love
bossier
city.
If
I
didn't,
I
would
have
moved
long
ago,
but
this
is
where
I
was
born
and
raised.
This
is
where
I
plan
to
stay.
O
I've
been
married
to
my
lovely
wife
for
19
years.
Jennifer
we've
made
a
home
in
south
bossier
and
we
love
it
now.
I've
told
you
about
myself.
Let
me
get
on
to
some
others.
I
am
a
past
member
of
the
bossier
city
police
department,
reserve
unit.
Where
I
served
six
years,
I
served
thousands
of
hours
countlessly
for
this
city
free
of
charge,
protecting
the
citizens
of
bossier
city.
O
O
O
I
will
tell
you
I
am
running
for
the
seat.
I
will
be
a
strong
voice
for
south
bossier.
I
will
fight
for
south
boston
and
I
will
fight
for
all
of
the
citizens
of
bossier
city.
In
the
end,
we
are
one
we
are
bossier
city.
We
have
all
these
districts
up
here.
I
understand
that
south
bossier
has
gone
for
years
without
having
a
voice,
and
I
will
be
that
voice.
You
will
get
sick
of
hearing
my
voice
because
I
will
fight
for
the
citizens.
O
I
can
promise
you
that
just
in
conclusion,
thank
you
for
your
time
and
I
appreciate
your
consideration.
H
L
Questions
why
don't
you
lay
out
for
us
what
some
of
your
priorities
would
be
if
appointments.
L
Up
a
little
bit,
what
are
some
of
your
priorities
for
district
one,
if
appointed.
O
District
one
one:
I
would
like
to
see
a
stronger
police
presence
in
district,
one
we're
at
the
south
end
of
the
city.
I
know
a
lot
of
times
the
south
end
of
the
city
from
I
have
the
experience
from
the
police
department,
the
south
end
of
the
city.
A
lot
of
times
is
not
a
priority.
O
O
H
H
All
right,
council,
any
other
questions
for
anyone.
Q
Everybody's
formal,
how
y'all
doing
pretty
good
my
name
is
michael
ferris.
My
address
is
2503
k,
plus
sligo
road.
I
live
workshop
and
raise
my
children
in
bossier
city,
some
of
which
have
graduated
from
parkway
high
school.
Q
You're
familiar
with
this
phrase.
Read
the
room
right
read
how
what
you're
doing
is
being
interpreted,
read
how
it's
being
viewed
and
by
the
room
by
reading
the
room,
I'm
not
necessarily
meaning
about
reading
about
these
fine
folks
out
in
this
in
this
room,
who
have
all
showed
up
to
show
their
support
for
our
brand
new
councilman
for
our
returning
councilman.
Q
Q
They
look
amazing,
but
I
also
know
that
they
can
get
to
feeling
hot
and-
and
what
I
would
like
to
ask
you
to
do
is
before
you
rubber
stamp
this
scott
scott
irwin
appointment
have
some
conversations
with
yourself
and
read
the
room
where,
as
far
as
our
city
goes
because
in
the
last
election,
we
were
very
clear
about
who
we
thought
should
be
sitting
in
that
empty
chair
and
unfortunately,
although
he
did
serve
our
our
district
for
a
time
mr
irwin
was
not
chosen
for
us
to
turn
around
after
that
election
and
plop
him
back
in
that
seat
says
something
very
clearly
to
the
voters.
Q
Do
you
understand
what
I'm
saying?
That's
what
I
mean
by
reading
the
room
gentlemen?
So
please
consider
that
before
we
hurry
up
and
fill
that
seat
with
somebody
who
is
just
unelected
and
last
thing
is,
we
are
very,
we
are
very
comfortable
in
politics
and
in
our
society
with
using
euphemisms
and
by
euphemisms.
What
I
mean
is
saying
words
that
mean
one
thing,
but
we're
actually
saying
something
else,
and
in
politics
we
say
the
word
elected.
Q
R
R
R
born
at
barksdale
air
force
base.
I
mean
you
know:
I've
been
here
a
very
long
time.
I've
raised
my
children
here,
they've
all
been
raised
in
south
beacher,
not
to
say
that
they
don't
go
everywhere.
You
know,
nurses,
teachers,
that's
what
I
have,
but
I
can
tell
you
in
these
last
years
and
we
just
voted
out.
R
Mr
irwin,
please
don't
put
him
back
in
here
again
I
mean
that
was
part
of
the
whole
point
and
the
other
part
of
that
is.
We
never
see
him
unless
it
is
an
election
time.
We
are
not
seeing
any
progress
in
south
beacher.
Yes,
we've
seen
a
park
because
of
some
other
debacle,
but
we're
not
seeing
things
like
restaurants
and
big
department
stores,
I'm
seeing
family
dollar
stores
everywhere
it's
time
for
south
beacher
to
really
have
someone
in
the
seat
that
wants
to
help
us
grow.
R
R
I
know
I
grew
up
in
your
neighborhood.
I
know
you
didn't.
I
went
all
of
my
siblings
went
to
berger
high
school
and
that's
five
of
us.
We
all
graduated
from
bossier,
it's
not
like
south
beach
is
the
only
place
I've
ever
lived
and
ever
care
about.
Of
course,
I
love
the
whole
thing,
but
I'm
just
saying
you
know
my
kids
come
home
and
they
pick
up
their
kids
from
daycare
and
where
do
they
have
to
go
if
they
want
to
go
to
a
restaurant?
R
H
You
know
man
back
there,
two
star
interviewed
myself
chris
and
I
think
shane,
but
shane
already
made
a
decision.
You
know,
I
don't
know
how
the
the
perception
is
that
that
we've
not
guided
people
down
there.
You
know,
like
I
told
tw
star,
you
know
my
24
years
no
person,
no
business
has
come
to
us
and
asked
us.
You
know.
H
S
A
A
E
E
To
address
the
council,
any
agenda
item
may
approach
and
state
their
name
and
address
for
the
record
and
shall
be
permitted
three
minutes
to
make
their
comments
on
particular
item.
That's
up
for
discussion
up
to
four
speakers
per
side.
All
other
audience
members
are
asked
to.
Please
observe
the
meeting
quietly
and
if
there's
a
need
for
audience
members
to
hold
a
conversation
or
take
a
phone
call.
You
are
asked
to
please
step
out
of
the
meeting.
H
H
H
R
So
that's
what
I'm
saying
is:
there's
no
proactive
stuff
going
and
if
there
is,
we
sure
aren't
told
we
never
hear
anything.
So
I'm
just
asking
you
to
please
consider
that
we
already
made
a
huge
vote
and
in
that
regard-
and
I
would
like
to
speak
at
the
next
one
too.
Thank
you.
I
appreciate
it
if
you
hear
us
please
thank
you.
H
E
U
U
Our
forefathers
fought
and
died
to
ensure
that
the
citizens
of
america
would
have
certain
rights,
including
the
right
to
vote.
It
is
imperative
that
the
citizens
have
the
right
to
vote
and
that
vote
being
upheld
by
the
government.
We
are
owed
that
much
in
march,
approximately
65
of
those
who
voted
in
district
1
voted
against
the
incumbent.
U
U
U
Are
you
owe
this
to
us
and
you
owe
it
to
our
forefathers
who
fought
and
died,
so
our
votes
would
not
only
be
heeded
voted
could
be,
our
voices
could
not
be
only
heard
but
heeded.
It
is
your
responsibility
as
public
officials
as
public
servants
to
serve
these
people,
and
we
have
spoken,
can.
G
V
Is
andrew
ashley
I
live
at
55-39,
meadow,
sweet
circle
in
gold
meadows.
I'll
be
brief.
We
talked
about
respect
and
I
think
a
little
bit
of
respect
goes
a
long
way.
I
think
to
whom
much
is
given
much
is
required
and
we
know
that
I've
lived,
I'm
the
wife
of
dan
ashley.
By
the
way
we've
been
married
for
20
years,
I've
lived
in
south
bossier.
For
all
that
time
I
graduated
from
bozier
high
school.
V
I
will
say
I
don't
think
that
it's
intentional
that
there's
much
needed
change
in
south
belgium.
I
don't
think
anybody
intentionally
says,
don't
take
your
business
there.
I
think
it's
a
matter
of
intention
and
I
think
that
south
bossier
has
said
we
want
somebody
to
represent
us,
and
that
was
sound
and
clear
when
we
voted.
V
I
think
that
we
have
some
great
candidates,
very
good
candidates
that
are
willing
to
be
a
fresh
face,
a
new
voice
and
somebody
that
will
bring
to
the
table
something
that
maybe
you
can't
hear
or
haven't
heard
the
other
gentleman
talked
about
the
chairs
and
they
can
get
hot.
V
We
allow
some
voices
that
have
grown
death
to
be
heard
so,
regardless
to
what
the
outcome
is,
I
just
wanted
to
say
it's.
Okay
to
pick
somebody,
that's
not
familiar,
someone
that
you
may
not
know
because
they
may
be
around
the
very
ones
in
district
one
to
be
that
representation.
V
Clearly,
there's
a
disconnect
we're
just
trying
to
connect
some
things
so
that
south
bossier
looks
like
north
boston
because
we
don't
have
to
go
across
the
bridge
to
have
different
businesses.
We
can
go
to
north
bossier.
North
bossier
doesn't
have
to
cross
a
bridge,
they
can
get
to
shreveport
or
to
benton
a
number
of
ways,
but
north
bossier
looks
totally
different
from
south
belgium
and
that's
the
problem.
We
want
business.
We
want
opportunities
all
throughout
belgium,
not
just
south
belgium.
I
live
in
south
boston,
so
I
speak
for
south
boulder,
but
all
throughout.
V
G
G
G
H
E
D
Absolutely,
ladies
and
gentlemen,
we
can't
do
this,
I
mean
we
can't
get
anything
done
if
everybody's
interrupting
and
cat
calling
and
and
if
we
catch
it,
we're
going
to
escort
you
from
the
room
and
make
you
leave
the
building.
E
E
A
S
E
X
J
J
E
E
E
S
H
There,
why
does
everybody
have
it
biz
number
two?
I.
D
Y
H
E
Z
B
The
motion,
mr
president,
I
moved
that
phyllis
mcgraw
be
reappointed
to
the
bulger
city
clerk
for
the
year
2021
to
2025.
I
think
it
is.
H
H
G
G
E
L
H
Okay,
we
already
had
in
a
second
yeah.
E
E
S
I
mean:
is
there
any
problem
guys?
I
just
I
mean
this
guy
is
a
judge
stepping
down
to
be
the
city
attorney.
I
mean
I'm
honored
for
him
to
do
that
now,
and
the
citizens
ought
to
be
honored
too,
that
a
judge
is
stepping
off
the
bench
just
to
come,
be
a
city
attorney.
I
mean
there's
a
lot
of
work
for
the
city
attorney,
but
this
man
is
really
doing
a
good
job.
By
doing
that,
is
there
any
kind
of
problem
for
that.
A
A
M
M
If
there's
something
that's
going
on
that,
while
we
cannot
get
the
mayor's
appointees
appointed
and
move
this
city
forward
and
begin
to
work
together
and
put
whatever
issues
that
are
post-election
or
pre-election
behind
us,
then
we're
behind
we're
not
moving
forward
we're
not
growing
as
a
city,
and
I
think
that's
one
of
the
things
that
the
people
have
been
adamant
about.
They
want
transparency
if
there
are
things
that
we
as
citizens
of
bolger
need
to
know.
Let
us
know,
let's
not
just
throw
in
your
windows
out
there
or
say,
there's
issues.
M
If
there
are
issues,
that's
there
now
they're
going
to
be
there
30
days
from
now.
The
citizens
deserve
to
know
what
those
issues
are
and
we
won't
transparency
in
our
government
and
that's
all
we're
asking
for
tell
us
what's
going
on
and
let
us
know
so
that
we
can
support
this
administration
and
we
can
move
forward
with
our
city.
Our
city
is
not
moving
forward
if
we
can't
even
get
the
people
that
the
mayor
desire
to
appoint-
and
I
understand
what
the
charter
says
and
that
certain
appointees
must
be
approved
by
the
council.
A
A
G
A
So
you
know,
I
appreciate
what
you're
saying,
but
I
also
want
you
to
know
that
we
have
to
have
them
working
with
us.
We
just
lost
a
man
that
was
here
42
years
that
dedicated
his
life
and
he
knew
this
city
and
it
was
someone
that
was
astute.
I
believe
everybody
in
this
room
could
attest
to
that
and
we've
got
someone
coming
in
a
sitting
judge
as
they
said,
and
all
we
want
is
the
time
to
sit
down
and
provide
clarity.
K
K
K
These
are
real
issues
that
will
be
addressed
to
someone
with
public
records
requests
and
mr
montgomery
likes
to
cite
the
charter,
but
I
don't
know
that
he's
that
familiar
with
the
open
meetings,
law
or
the
public
records
being
lost.
So
I
have
real
problems
as
a
member
of
the
media.
With
these
as
these
claims
and
with
no
idea
of
what
they're
about
and
who
is,
the
legal
counsel,
that's
been
the
consultant
who's
going
to
pay
them.
K
A
K
K
H
H
It's
gonna
be
just
probably
four
of
us.
Yes,
well.
H
P
You
my
name's
robert
wright.
I
live
at
6307
west
oxbow
down
in
riverbend,
I'm
concerned
that
I
see
things
getting
personal
okay,
we
got
to
work
together
and
I
know
there's
issues
that
y'all
may
need
to
address
down
here,
but
we
also
need
to
support
our
new
mayor
as
we
go
along.
P
So
I'm
going
to
ask
and
all
y'all,
but
all
of
us
out
here
and
we're
talking
about
issues,
it's
not
about
personal
things.
Okay,
the
election's
over
it
is
time
to
govern
the
passions
have
to
be
set
aside
and
the
principles
are
the
ones
that
have
to
be
brought
up.
So
I'm
going
to
encourage
all
of
you
all
of
us
to
talk
about
issues
and
not
personal
things
and
personal
people
good.
Thank
you,
sir.
Thank
you.
P
AB
AB
AB
AB
This
change,
this
new
sergeant
director
of
police
operations
on
friday
night
july,
2nd
at
midnight,
was
sending
out
emails
and
phone
calls
to
22
or
23
detectives
or
police
officers,
swapping
their
positions
within
a
day
or
two
telling
everybody
you're,
no
longer
detective,
you're,
no
longer
patrolmen
you're,
going
to
patrol
you're
going
to
detectives,
so
everybody's
been
doing
it
for
years
with
tons
of
training
are
now
being
told.
We
don't
like
you
you're,
going
on
patrol
what
authority
does
the
director
of
police
operations
have?
AB
The
union
bylaws
one
of
the
officers
that
helped
push
this
through
at
midnight
on
july.
2Nd?
Is
the
union
president
to
me?
The
union
is
supposed
to
stand
up
for
the
employee
that
didn't
happen
here.
These
employees
were
scripted
from
their
primary
job
back
in
the
patrol
which
everybody
starts
out
in
patrol
these
same
detectives,
patrol
or
vice
officers
have
numerous
skills.
They've
been
in
many
schools,
they've
been
to
additional
schooling
to
better
their
craft
in
whatever
field
they
do
in
the
department
that
was
ignored.
They
didn't
care.
AB
Most
of
these
officers
that
are
in
detectives
or
that
have
been
moved
numerous
awards,
numerous
accommodations
from
the
city,
the
cities
pay
for
their
schools.
They
have
schools
pending
the
city's
paid
for
for
them
to
come
to
school,
to
go
to
schools.
Are
we
going
to
throw
that
money
out
the
window,
because
now
we
have
a
new
director
of
police
operations
who
says
I'm
the
guy
and,
to
quote
the
mayor,
he
said
that
the
new
director
of
operations,
his
dad's,
a
great
guy
and
you'll
like
this
guy.
AB
AB
AC
Timothy
hux
764,
smokehouse
loop,
benton
again,
don't
live
in
bozier,
but
I'm
a
real
estate
investor.
I
own
a
couple
of
businesses
here
and
my
question
is
prior
to
mr
montgomery's
motion
to
suspend
it
for
30
days.
There
was
a
motion
and
a
second
what
happens
with
those
well,
he
made
the
sudden
he
made
the
second
move
prior
to
it.
There
was
a
motion
over
here
in
a
second
over
here
before
mr
montgomery.
H
Question.
Thank
you
all
right
council
there's
a
motion
on
the
floor
in
a
second
to
continue
item
three
for
30
days.
L
Mr
president,
if
there
has
been
legal
counsel,
saw
it
on
the
behalf
of
the
council.
As
a
member
of
this
council
I
haven't
heard
it
is
there,
can
we
all
be
briefed
on.
E
J
J
E
L
L
T
Well,
only
thing
I
can
say
is:
actually
it
is
section
8.03,
but
again
richard
ray
214,
tesh
bosch
city
louisiana,
I
am
to
say
I'm
profoundly
disappointed
in
what
I'm
seeing
here
today
is
is
an
understatement,
but
the
under
the
charter,
section
8.03,
the
city
attorney
hires,
the
assistant
city
attorney.
So
I
don't
think
that
the
council
has
any
authority
under
the
charter
to
even
address
the
issue
of
an
assistant
city
attorney,
because
the
mayor
doesn't
technically
appoint
it.
The
city
attorney
hires
it
so.
E
T
A
T
T
A
D
T
I
guess,
while
we're
waiting,
if
y'all
have
any
questions,
I'm
happy
to
answer
any
questions.
I
think
you
have
a
copy
of
my
resume.
I
didn't
understand
until
sometime
over
the
weekend
that
I
needed
to
submit
a
resume,
which
I
was
out
of
town
on
the
weekend
and
got
got
put
together
sunday
afternoon
and
sent
it
in.
E
E
E
E
E
AD
E
T
It's
my
understanding,
while
y'all
are
looking
that
there
was
originally
an
ordinance
2
of
2010
which
conferred
the
power
to
do
the
hiring.
But
then
it
was
repealed
by
ordinance
21
of
2018,
which
I
don't
have
the
text
in
front
of
me.
But
I've
read
it
recently
and
it
repealed
that
entire
ordinance
other
than
the
part
about
the
resolution,
confirming
that
there
was
that
the
salary
of
the
new
hire
wouldn't
exceed
the
budget.
T
And
so
I
think
the
only
thing
that
wasn't
repealed
was
the
part
that
there'd
be
a
resolution
to
say
that
the
say
in
my
case,
the
whatever
salary
I'm
going
to
get
paid,
which
will
be
the
same
as
what
mr
mosley
was
being
paid
would
be
the
same
and
it
wouldn't
affect
the
budget
which
obviously
it
wouldn't.
But
I
don't
think
that
that
confers
upon
the
council
the
ability
to
circumvent
the
charter.
With
regard
to
the
hire
of
the
assistant
city
attorney.
E
This
approval
shall
not
allow
the
boss
of
city
council
to
have
any
authority
over
the
salary
of
an
individual
existing
position,
new
hire
or
promotions,
be
it
further
ordained
by
the
city
council
of
beazer
city
that
the
boeser
city
council
has
the
sole
authority
to
cancel
a
scheduled
and
advertised
booster
city
council
meeting.
This
authority
is
hereby
designated
to
the
president
of
the
bosses,
city
council
and
his
absence
to
the
vice
president
of
the
bosu
city
council,
the
above
four
above
and
foregoing
ordinance
was
read
in
full
and
open,
and
legal
session.
E
T
And
so
madame
clerk
and
or
mr
president,
that
does
what
I
I've
read
it.
What
my
interpretation
is
as
an
attorney
of
21
years
in
practice
that
the
only
authority
that
you
have
under
that
nearly
completely
repealed
ordinance
is,
you
can
pass.
You
can
vote
today
to
make
sure
that
whatever
the
city
attorney
assistancy
attorney,
if
that
ends
up
being
me
or
whoever
else,
as
long
as
it
is
within
the
budget,
then
you
can
pass
that
resolution
and
I
believe
that
resolve
that's
part
of
the
resolution
that
was
submitted.
H
E
That
that
that
resolution,
every
every
person
is
supposed
to
come
before
the
council.
In
my
interpretation,
every
person
is
supposed
to
come
before
the
council
and
for
each
each
individual
hire
whether
or
not
there's
the
money
a
budgeted
or
not.
For
that
position.
T
But-
and
I
read
an
article
that,
mr
montgomery,
you
know,
we
don't
always
agree
on
everything,
but
I
read
an
article
statement
you
gave
to
ktbs
back
then
that
was
a
four
to
three
vote
and
you
stated
to
ktbs
that
you
felt
like
in
that
2010
ordinance.
The
council
had
exceeded
their
authority,
trying
to
micromanage
each
department
and
and
approve
or
disapprove
every
hire.
I
agree
with
you.
A
Not
we're
not
in
court,
this
isn't
a
debate.
If
you
have
a
question
relative
to
the
validity
of
our
law,
then
I
welcome
you
to
challenge
that
in
the
appropriate
venue,
but
we're
not
here
to
debate
whether
mr
hall
drafted
correctly
the
resolution
ordinance
that
was
passed
unanimously
by
the
council,
so
you
were
here
to
be
appointed
assistant
city
attorney
and
we
have
do.
We
have
a
motion
in
a
second,
yes,
okay,.
T
T
A
H
AE
My
name
is
dennis
bamberg,
I
live
at
210,
eagle
ridge
drive,
and
this
is
this
is
an
upsetting
meeting
to
me
all
these
people
came
today
to
support
people
and
to
support
tommy
as
the
new
mayor
and
get
a
vote
from
you
guys,
you're
letting
the
citizens
down
today.
AE
B
AE
E
E
H
H
F
Afternoon,
mayor
council,
we
started
this
case
back
in
march.
At
that
time
we
sent
this
or
sent
a
certified
letter
to
the
owner
on
tax
records.
We
also
posted
that
letter.
It
was
to
either
repair
or
tear
down
and
remove
the
property.
We
filed
the
condemnation
also
in
march
the
letter
or
the
condemnation
notice.
F
This
house
had
previously
been
gutted
since
then
the
roof
is
caved
in
the
way
our
north
wall
and
stuff
has
also
collapsed.
At
this
point
and
stuff,
this
house
is
one:
that's
really,
there's
there's
no
chance
of
saving
this
one
and
being
able
to
repair
it.
F
Y
Y
As
requested,
I
used
information
that
was
provided
by
property
standards.
I
searched
the
various
search
engines,
the
beaujolais
repairs,
tax,
assessor
website,
boeser
parish,
property
records,
losing
secretary
of
state,
google
and
facebook
attempting
to
determine
the
owners
of
the
property
in
question.
Y
A
G
L
Q
AA
Morning,
council
afternoon,
mayor
council,
this
started
back
in
april
of
structure
fire
at
404
north
circle.
We
have
sent
all
the
letters
posted
it
to
no
avail.
We
have
no
contact
with
anybody
of
the
property
it's
under
listed
under
billy
ray
smith
at
the
tax
records,
and
we've
heard
nothing.
So
we
turned
it
over
to
mr
pugh,
so
billy
ray
owns
them
both.
Y
No,
I
apologize.
I
billy
ray
owns
this
address.
Okay,
jimmyko
investments
owns
the
previous
address.
I
apologize
for
that.
Okay.
Thank
you,
mr
peter.
I
can
clarify
that.
Y
E
H
You
have
any
questions
for
mr
pew
or
all
right
I'll,
make
a
motion
go
ahead
and
demolish
it.
A
AA
AD
AD
AD
We
are
deeming
the
dog
vicious
because
it
meets
the
requirements
within
the
city
ordinance
to
do
so
within
the
city,
ordinance,
animal
control,
division,
14-61
definitions,
states,
a
vicious
dog
shall
mean
a
dog
which
has
number
two.
Previously
been
classified
as
dangerous
and
subsequent
thereto,
a
violation
of
subsection
1464
occurs.
AD
There
were
several
other
violations
that
also
occurred
within
the
dangerous
dog
ordinances.
One
is
not
having
the
dangerous
dog
collar
once
a
dog's
been
deemed
dangerous,
there's
a
fee,
one
of
the
fees
includes
the
collar,
so
it's
provided
for
her.
It's
a
red
and
yellow
colored
collar
designation.
So
if
the
dog
is
out,
our
officers
can
see
that
the
dog
has
been
deemed
dangerous
and
for
us
to
take
appropriate
action,
it's
being
outside.
X
X
Mr
dale
is
correct,
my
dog
did
by
one
of
my
neighbors,
but
he
never
wanted
to
hear
what
happened.
He
said
he
was
deeming
my
dog
dangerous,
so
the
city
didn't
have
any
liability.
He
just
didn't
care
what
the
situation
was.
X
X
X
X
X
And
my
dog
is
more
than
a
dog
he's.
My
emotion
support
animal
like
right.
Now,
I'm
having
a
little
panic
attack.
Y'all
should've,
got
letters,
there's
one
for
my
doctor
and
then
explaining
all
that,
but.
X
H
H
H
E
Your
choices
are
just
no
motion,
no
second,
and
it
the
it
will
automatically
be
what
animal
control
is
already
to
be.
Unless
you
have
a
specific
motion
and
then
at
that
point
she
can
appeal
it
to
district
court,
and
I
think
mr
keeler
can
explain
that
to
her
as
well
that
she
can't
appeal
to
our
decision
or
the
city
council's
decision
to
district
court.
H
Yeah,
so
what
do.
A
Z
Z
Z
A
A
E
E
H
Count
any
questions
about
that
any
questions
from
the
council.
Please
cast
your
vote
and
as
far
as
safety
issue
at
both
of
those
parks.
In
case
you
had
a
question.
E
E
Motion
carries
adopt
an
ordinance
to
approve
of
change
order.
Number
one
for
the
swan
lake
fall
field,
restrooms
clifford
almond,
with
an
increase
of
forty
one
thousand
four
hundred
and
fifty
two
dollars
for
a
total
contract
price
of
five
hundred
five
thousand
four
hundred
and
fifty
two
dollars
final
reading.
E
E
E
E
Motion
carries
new
business,
adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
boston
city,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
repair
a
drainage
pipe
located
on
elsa
jane
at
a
cost
of
five
hundred
thousand
dollars
to
come
from
the
2021
sales
tax
capital
improvement
fund
and
authorizes
the
city
to
enter
into
a
contract
with
pulley
construction
inc.
For
completion
of
the
work
first
and
final
reading.
F
AG
Know
good
afternoon,
council,
yes,
sir,
so
on
elsa
jane
we're
working
through
the
city
street
improvement
program
that
work
going
on
all
throughout
the
city
and
that
particular
area,
the
subsurface
drainage,
is
very
poor
and
it's
one
of
the
main
reasons
why
those
streets
are
failing
in
there.
And
so
our
recommendation
is
to
proceed
with
improving
that
subsurface
drainage
before
we
do
street
improvements
on
elsa
jane.
So
that's
what
that
particular
ordinance
is
for.
H
H
B
H
I
guess
we,
this
council
is
going
to
take
control
again
of
vehicles
ordering
vehicles.
You
know
somebody
approved
the
purchase
of
the
mayor's
vehicle
for
almost
77
thousand
dollars
again
that
you
have
nothing
to
do
with
it
and,
in
my
opinion,
we're
not
a
77
thousand
dollar
vehicle
city.
You
know
it
was,
I
think,
that's
ridiculous.
H
You
know
we
got
vehicles
out
there
that
the
mayor
had
scolioso
had
you
know,
so
it
just
didn't
make
sense
to
me.
So
I
talked
to
several
councilmen
and
you
know
we
put
a
moratorium
on
any
spending
of
those
funds
and
we're
going
to
look
into
it.
I
may
put
a
committee
together
to
look
into
it,
see
what
we
need
to
shore
up.
L
To
answer
it,
I
agree,
I
don't
think
we're
a
77
000
vehicle
city
either,
but
I
also
agree
that
mayor
chandler
was
sworn
in
just
a
few
days
ago.
So
if
he
he
didn't
authorize
this
purchase
and
if
he
did
the
purchasing
the
purchase
or
should
have
taken
that
up
the
chain
and
and
not
listened
to
the
mayor-elect
and
how
to
spend
city
money.
H
H
S
H
W
David
jones
5100
terrylane
guys.
I
had
that
something
in
my
craw
a
long
time
ago
when
I
was
sitting
in
one
of
those
seats
and
and
and
the
ordinance
either
needs
to
be
enforced
or
dropped
and
not
ignored,
because
it's
pretty
clear
that
any
city
vehicle
is
supposed
to
be
clearly
identified
as
a
city
of
bozier
vehicle.
W
W
And
we
either
need
to
follow
that
or
not
follow
it
get
rid
of
it
because
otherwise
to
ignore
it,
it's
just
kind
of
it's
just
laying
there
on
the
books,
and
you
know
either
do
it.
We
don't
do
it
right.
H
I
believe
also,
mr
jones,
it's
in
the
charter
that
all
of
them
will
be
marked
you
know,
and
as
for
everybody
out
there
everybody
knows
appeared,
and
mr
jones
knows
I'm
like
the
vehicle
vehicle
monitor.
You
know
we
turn
them
in
when
we
find
them
going
fishing.
I
get
calls
people
send
me
pictures.
I
follow
one
down
the
interstate
185
miles
an
hour
to
mention
louisiana,
but
the
action
was
taken.
These
guys
fired
or
the
vehicle
was
taken
away
from
them
for
good
right.
W
So
but-
and
I
understand
as
far
as
the
jump
outs-
let's
not
call
them
that
people
that
operate
a
little
less
visible
for
the
police
department-
that's
kind
of
stuff-
that's
one
thing,
but
I
know
out
of
all
the
crown
vics
that
existed
the
entire
time
that
I
was
there
for
16
years,
the
the
only
one
that
ever
had
a
sticker
on
it
was
miss
glorioso's,
and
that
was
after
I
had
brought
it
up
back
in
2000
2001..
G
W
B
H
H
E
A
H
B
AF
Carlotta
council,
we
are
working
currently
to
migrate,
our
word-based
ordinance
to
municode,
and
during
that
review
we
found
a
manifest
era
with
the
conditional
uses
for
alcohol.
Alcohol
ordinances
are
supposed
to
expire
within
a
year,
just
like
all
conditional
uses,
and
we
found
that
our
code
did
not
state
that
it
also.
It
almost
states
it
as
if
it's
approved
in
perpetuity,
and
that
was
not
the
intent.
So
we're
just
looking
to
correct
that
manifest
here.
B
AF
A
AE
H
AG
They
started.
We
have
a
pre-construction
conference
later
this
week,
we'll
find
out
what
the
plans
are
for
mobilization
breaking
ground
you're
already
seeing
some
work
out
there
on
the
water
relocation
a
lot
of
stuff
going
on
in
that
particular
area,
so
more
to
come
on
that
on
that
project
all
right!
Thank
you.
Yes,
sir.
Any
other
questions,
no.
E
E
H
All
right,
mr
bob
brown,
this
is
a
public
hearing,
so
you'll
ever
anyone
and
everyone
will
have
a
chance
to
comment
on
it.
Go
ahead,
mr
brown.
AH
I'd
like
to
open
the
public
career
he's
got
to
say
good
afternoon.
It's
almost
good
evening,
though,
isn't
it
anyway.
This
is
a
substantial
amendment
to
the
2019
annual
action
plan.
The
reason
it's
a
2019
is
because
that
was
the
one
that
was
open
when
they
first
came
out
with
the
covet
19
funding
the
cares
act,
and
so
they
said
that
we
had
to
make
the
amendment
each
time
we
did
one
to
the
same
year.
AH
So
that's
why
we're
going
to
the
2019
year
and
this
it
has
it's
to
be
used
for
something
for
mitigation
of
the
code,
19
problems
that
were
caused
and
caused
by
the
mitigation
and.
AH
We
we
got
500,
599
566,
excuse
me
and
we
had
a
really
a
need
for.
AH
C
C
AH
He
makes
it
available
to
berger
city
residents,
we
got
sub
recipient,
we
advertised
for
sub-recipients
and
proposals
for
the
money,
not
just
for
this
use,
but
this
was
one
of
the
main
uses.
We
were
hoping
to
get
somebody
on,
but
we
got
catholic
charities
in
north
louisiana
to
do
they.
They
proposed
to
do
that
project
for
us
as
a
sub-recipient,
and
they
they
were
going
to
utilize
four
hundred
thousand
four
hundred
fifty
three
dollars.
AH
We
had
another
hundred
thousand
hundred
and
thirteen
dollars
we're
using.
We
put
it
in
here
for
admin.
We
could
reprogram
it
for
something
else.
If
it
came
up
that
was,
you
know
needed
in
the
meantime,
but
and.
H
A
lot
of
money:
this
is
a
public
hearing.
Does
anybody
like
to
come
up
and
speak?
H
C
E
A
E
H
Can
you
count
any
questions,
counsel
any
questions
from
the
audience?

Motion

First

final

H
B
Mr
president,
like
foot,
listen,
marketplace
come
forth,
self-service
too
in
it
yeah
this
location
seemed
to
be
a
continuation
year
after
year.
Is
it
the
same
place
or
is
this.
AG
The
same
place,
councilman
darby,
so
we
invested
quite
a
bit
on
what
we
believe
to
be
the
permanent
solution
to
that
problem
out.
There
wrap
that
up
in
february
of
this
year,
and
I
wish
I
had
better
information-
we
spent
the
better
part
of
the
last
three
weeks
investigating
the
sewer
main.
We
do
not
believe
it's
an
issue
with
the
sewer
main
we're
not
finding
a
bunch
of
material
getting
into
the
main
that
we
would
think
would
create
that
settlement
problem.
AG
Initially,
the
storm
drain
above
the
sewer
main
had
come
loose,
and
we
thought
that
was
the
issue
contractor
came
out
fixed
that
under
warranty
button
that
up
and
within
two
or
three
weeks
the
the
problem.
Reoccurred
we've
done
a
lot
of
work
in
that
area
over
the
past
number
of
years.
The
subsurface
soil
conditions
out
there
are
poor
to
say
the
least,
and-
and
we
believe
strongly
that
some
of
this
expansion
of
groundwater
with
the
red
river
coming
up
and
going
down,
is
leading
to
that.
AG
The
next
step
for
us
is
to
get
the
street
panels
removed
and
to
do
some
more
soil
investigative
efforts
out
there
to
see.
If
we
can't
determine
specifically
what's
causing
that
as
long
as
I
can
remember,
there's
been
a
dip
there.
You
know
it's
it's,
it's
not
good.
It's
an
unfortunate
situation
for
sure.
AG
You
know
definition
of
insanity
is
to
continue
to
do
the
same
thing
over
and
over.
No,
we
will
absolutely
do
something
different
there.
We
just
want
to
make
sure
we
understand.
What's
creating
that
problem
and
what
those
solutions
are.
AG
We
really
beefed
up
the
the
base
material
under
the
pipe
when
that
repair
was
going
in
contractor,
in
our
opinion,
at
least
from
what
we
observed
when
the
construction
was
going
on,
did
a
good
job,
we'll
know
more
when
we
dig
down
and
observe
everything
to
see
what's
going
on
there,
but
it
not
a
good
situation.
AG
A
I'm
sorry,
are
you
through?
I'm
done,
I
think,
and
I
see
bumps
gags
out
in
the
audience,
but
the
police
jury
in
butch
ford
did
or
were
doing
studies
because
of
the
rising
ground,
water
and
shoring
up
underneath
you
know
yes,.
AG
AG
A
E
Motion
carries
adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
bossier
city,
which
affected
property,
public
health
and
safety
due
to
requirement
to
repair
the
north
booster
pump
station
at
a
cost
of
55
thousand
dollars
to
come
from
the
sewer
capital
and
contingency
fund
and
authorizes
the
city
to
enter
into
a
contract
with
access
construction
for
completion
of
work.
First
and
final
reading.
H
AC
E
H
L
I'd
like
to
just
thank
everybody
first
meeting,
so
I
appreciate
everybody
making
me
feel,
welcome
and
hope
that,
over
the
next
four
years
that
we
can
work
together
to
achieve
some
great
things
for
bossier
city,
I
hope
that
in
30
days
or
whenever
we
vote
on
the
mayor,
chandler's
appointments
that
we
can
actually
give
them
a
chance
and
not
just
let
them
go
without
at
least
answering
questions
and
giving
them
a
thumbs
up
thumbs
down.
I
think
that
I
think
the
people
deserve
that.
L
A
A
A
There's
no
one
upset,
but
we
have
a
job
to
do
on
this
city
council
and
there's
a
reason
that
it's
a
strong
council
form
of
government
and
you
can
check
your
history
books.
I
won't
detail
that
in
front
of
everybody,
but
there
was
a
reason
that
the
council
was
empowered
through
the
charter
with
the
powers
that
they
have,
and
it
was
because
of
things
that
had
gone
on.
A
I
have
always
complimented
our
forefathers
that
came
up
with
the
charter
in
the
70s
and
what
a
great
job
they
did
to
balance
the
powers
so
that,
at
the
end
of
the
day,
the
mayor
and
the
administration
and
the
council
at
the
end
of
the
day.
What
comes
out
of
that
is
something
that
good
and
it
works,
and
it's
had
its
checks
and
balances
put
in
place.
There's
a
reason
for
that,
and
this
council
has
done
a
wonderful
job
of
that
over.
L
A
What's
going
on.
That's
all
that
I
ask
we
haven't
had
that
opportunity.
This
happened
friday.
It
was
fourth
of
july
weekend.
There
was
no
way
for
us
all
to
sit
down
so
now
we
have
that
opportunity
to
provide
clarity
to
whatever
has
happened
and
make
sure
that
the
council
understands
what
happened
and
is
good
with
it.
Moving
forward
yield
to
you.
L
I
mean
I
I
I
agree
with
everything
you
said
I
just
I
did.
I
guess.
As
far
as
due
diligence
goes,
I
got
the
application
the
resume
a
few
weeks
ago
and
I've
met
with
mr
ray
mr
jacobs
and
mr
cheatham.
I
asked
them
tough
questions.
I
know
people
may
think
that
I
don't,
but
I
did
and
was
prepared
to
at
least
hear
hear
from
them.
So
I
hope
that
we
get
that
opportunity.
In
a
few
weeks
and
david
kramer.
H
A
Bring
it
up
in
two
weeks,
thank
you
for
providing
that
I
mean
that
I
just
in
my
mind,
knew
that
and
I'm
glad
you
shared
it
and
brought
it
to
light
that.
That
can
certainly
happen,
but
it
is
imperative
that
the
administration
and
the
mayor
and
the
council
talk
and
communicate
it.
One
of
the
greatest
things
that
I've
learned
in
my
lifetime
is
lack
of.
Communication
can
lead
to
things
that
probably
were
never
intended.
