A
B
Your
heads,
heavenly
father,
we
come
to
you
today
thanking
you
for
all
the
many
blessings
that
you
bestowed
upon
us
god.
I
pray
that
you
just
touch.
Everybody
in
this
chamber,
lord,
be
with
each
council
member
as
we
go
through
today's
business.
Give
us
guidance
on
the
right
decisions
to
make
protect
us
as
we
continue
to
navigate
through
the
pandemic
and
deal
with
our
personal
lives
and
god.
I
pray
that
you
just
touch
each
and
every
one
of
us
and
you
hold
him
and
pray,
amen,
amen.

G
F
Council,
in
accordance
with
louisiana,
open
meetings,
law
and
the
adopted
booster
city
council
meeting
rules
resolution,
the
city
council
asked
for
order
and
decorum
at
our
meetings.
Please
silence
your
cell
phones.
Anyone
wishing
to
address
the
council
on
any
agenda
item
may
approach
and
state
their
name
and
address
for
the
record
and
shall
be
permitted
three
minutes
to
make
their
comments
on
the
particular
item.
That's
up
for
discussion
with
up
to
four
speakers
per
side.
F
All
other
audience
members
are
asked
to.
Please
observe
the
meeting
quietly
and
if
there
is
a
need
for
audience
members
to
hold
a
conversation
or
take
a
phone
call.
You're
asked
to
please
step
out
of
the
meeting
city
council.
Appointed
sergeant-at-arms
have
been
instructed
to
maintain
decorum
and
ask
anyone
in
violation
to
step
out
of
the
meeting
in
order
to
maintain
orderly
conduct
of
the
meeting.
A
Council,
excuse
me:
the
mayor
has
someone
to
bring
up
just
for
announcements
for
a
few
minutes.
I
Thank
you
mayor
good
afternoon,
council,
michael
corbin,
external
affairs
manager,
for
swepco
in
louisiana.
I
wanted
to
come
up
and
tell
you
about
a
couple
of
things
that
we
have
going
on:
one
that
directly
impacts
bossier
city
first
and
I'm
going
to
email.
You
some
information
on
this
tomorrow
morning,
so
you
can
share
with
any
of
your
constituents
that
you
think
may
need
it.
We
have
a
an
app
that's
available
and
with
that
app
you
can
learn
about
your
bill.
I
You
can
look
at
your
power
usage
and
things
like
that,
but
there's
a
feature
built
into
it.
That
will
also
send
you
automated
texts
when
there's
an
outage
at
your
home
or
business
doesn't
matter.
You
know
where
you
might
be
in
dallas
on
a
business
trip
and
you'll
get
a
notation
that
says
power's
out
at
your
home,
we'll
update
that
with
we
expect
power
to
be
back
on
at
this
time,
and
then
you
get
a
text
that
says
power
is
back
on
at
your
at
your
house.
I
A
new
addition
to
that.
Just
in
the
last
month
is
one
of
the
things
we
found,
because
this
is
all
automated
process.
We
may
get
a
circuit
back
online
and
you
get
that
text
that
says
your
power's
back
on,
but
if
you're
there
and
your
power
is
not
owned
and
you're
frustrated
and
you're.
Looking
for
my
phone
number
or
somebody
else's
phone
number,
now
you
we
have
two-way
texting
on
this.
I
So
if
you
get
the
app
or
you
get
the
text-
and
it
says
your
power
is
back
on,
you
simply
respond
out
and
within
five
seconds,
there's
an
order
in
a
truck
with
your
address
and
a
troubleman
will
be
headed
your
way
because
oftentimes,
you
know
we'll
have
somebody
who's
one
or
two
houses
that
feed
off
of
the
circuit.
We
don't
know
that
that
fuse
has
blown.
That's
that's
keeping
those
two
houses
out,
but
this
is
going
to
help
us
deal
with
those
onesies
enthusiasts
when
we
have
larger
outages.
I
So
I
will
email
you
tomorrow,
information
about
how
to
download
that
app
and
and
get
the
text
alerts
as
well.
The
second
thing
I
wanted
to
talk
to
you
about
that
directly
affects
exposure
city.
Is
you
know
we
have
electric
meters
like
the
city
has
water
meters
and
that's
how
we
we
measure
usage
at
each
of
our
customers,
homes?
Currently,
the
meters
that
we
use
operate
on
a
radio
frequency.
I
We
have
folks
that
drive
around
through
neighborhoods
and
and
in
their
truck.
They
have
equipment
that
gathers
that
information
and
basically
reads
the
meter
each
cycle.
Those
meters
have
reached
the
end
of
their
life
there.
Some
of
them
are
a
little
past.
Their
life
expectancy
and
we've
received
permission
from
the
public
service
commission
to
do
a
trial
in
north
bossier
and
one
in
what
we
call
our
valley
district,
which
is
south
of
stonewall,
we're
going
to
install
or
are
currently
installing
about
10
000.
I
What
we
call
ami
meters
in
north
bossier
right
now,
those
meters
when
they're
all
installed
and
when
the
network
has
built,
has
been
completed.
That
will
allow
information
to
pass
back
and
forth.
Then
a
customer
can
go
to
the
swepco
app
and
at
any
time
they
can
see
how
much
power
they're
using
at
any
point
during
the
day
down
the
road.
It
will
allow
us
to
offer
off-peak
rates.
If
someone
has
an
electric
vehicle,
they
want
to
charge
at
night
at
a
cheaper
rate,
then
we'll
be
able
to
do
that.
I
Some
people
may
want
to
make
decisions
about
if
they're
running
an
electric
clothes
dryer
or
something
like
that,
run
it
later
at
night,
when
rates
are
cheaper,
but
we're
we're
doing
this
installation
pilot
in
north
bossier
right
now.
We
have
a
case
before
the
public
service
commission
to
replace
all
of
our
meters
in
louisiana,
and
we
expect
a
decision
on
that.
A
positive
decision
on
that
within
just
a
few
months
and
in
louisiana
that
would
involve
about
a
half
million
new
meters
to
be
installed.
We
think
that's
good
for
the
customer.
I
We
think
it's
it's
going
to
be
good
for
us,
because
we're
we're
able
to
provide
more
information
back
to
that
customer
and
not
have
to
have
people
actually
physically
reading
meters
or
going
out
out
into
neighborhoods
with
with
vehicles
as
we
do
now.
So
that's
the
good
news
that
I
have
any
questions
that
I
can
answer
for.
You
michael
appreciate
it
have.
A
B
A
Second,
any
questions
from
the
audience
about
today's
agenda
council.
Please
cast
your
vote.
E
F
C
C
A
A
Did
we
already
ask
for
the
council
the
audience?
Yes.
E
A
F
F
Adopted
zoning
ordinance
first
and
final
reading,
favorable
by
mpc
petitioner,
peter
hayes,
cross
keys,
bank
location,
attractive
land,
local
being
1.079
acres,
more
or
less
being
a
portion
of
lot.
Three
michota
park
unit
number
two
bossier
city,
louisiana:
request:
zoning
classification,
change
from
ra
residential
agriculture
to
b2,
limited
business
for
a
bank.
B
A
F
K
K
Yes
well
well,
it's
retroactive
to
january.
A
K
A
We,
when
we
applied.
B
For
the
grant
weren't
we
just
going
to
pay
out
the
contractors
as
the
work
was
completed.
A
We
we
met
with
her
only
a
couple
weeks
ago.
I
wish
she
was
here
to
explain
this.
They
did
they
had
to.
They
went
out
to
bid
on
a
couple
other
things.
Didn't
they
and
was
this
gonna
take
up
the
whole
amount?
I
remember
right.
C
C
A
K
So
the
the
sba
allowed
you
to
apply
for
a
supplemental
award
if
you
were
awarded
an
original
grant
and
we
did
get
awarded
an
amount,
that's
half
of
the
original
grant.
So
this
is
in
addition
to
the
money
they
received
previously.
K
So
there
should
be
enough
to
cover
all
the
projects
that
rebecca
bonavir
wants
to
use
the
grant
money
for.
A

F
Motion
carries
introduce
an
ordinance
to
approve
report
of
change
order,
2
for
the
south
bezier
redevelopment
project
with
an
additional
five
days
and
an
increase
of
eight
thousand
one
hundred
nineteen
dollars
and
ten
cents
for
a
total
contract
price
of
two
million
seven
hundred
seventy
four
thousand
one
hundred
nineteen
dollars
and
ten
cents.
First
reading.
A
L
Thank
you,
council
mayor.
I
understand
that
the
I
believe
this
week
the
concrete
was
poured
and
it
may
have
been
poured
actually
friday
last
week,
but
that
section
of
drive
was
bored
we've
communicated
to
the
builder
about
the
sprinkler
lines
and
trust
that
those
are
getting
taken
care
of,
but
we'll
verify
this
week
just
stay
on
them
about
that
one
I
will,
and
I've
talked
to
the
tyners
quite
a
bit.
Yeah.
E
Yeah
the
this
change
order,
specifically
for
some
disconnect
switches
on
all
the
lighting,
that's
out
there,
and
so
we
added
a
few
more
days
and
a
little
bit
more
money.
That
was
a
request
that
traffic
engineering
made
to
be
able
to
monitor
and
maintain
that
lighting
a
little
better,
so
it
shouldn't
really
have
any
impact
on
on
the
project.

of
twenty

Good

what
I'm
doing
is
I'm
promoting
the
lady
to
this
position
and
giving
her
a
raise
mainly
for
to
retain
my
employee.

B
A
F
A
F
We
can
do
it,
we
have
another
meeting,
we
have
a
third
meeting
this
month,
so
we
have
a
meeting
on
march,
the
29th
or
then
it
would
be
april
5th,
so
march
29th
would
be
the
third
the
third
meeting
of
the
month,
that'd.

D
D
Yes,
you

they
should
take

everything
it
went
very
well
and

so
that
was
a
big
deal
down

and
finally,
pedro's
taco
and
tequila
bar
held
their
grand
opening
yesterday
at

on
airline
drive.
H
If
you
think
that
thing
looks
good
outside
you,
gotta
see
inside
it,
that's
that
thing
is
really
nice
and
that
the
food
is
delicious.

The
