Description
Bossier City Council Regular Meeting January 18st, 2022
A
A
I'd
like
to
call
a
meeting
the
order.
First,
we'll
have
the
invocation
by.
A
Vince
you'd
like
to
do
that
today:
okay,
vince
and
the
pledge
of
allegiance
by
council
member
vince
maggio
too.
D
G
G
E
Council,
in
accordance
with
louisiana,
open
meetings,
law
and
the
adopted
bosu
city
council,
meeting
rules
resolution,
the
city
council
asks
for
order
and
decorum
at
our
meetings.
Please
silence
your
cell
phones.
Anyone
wishing
to
address
the
council
on
any
agenda
item
may
approach
and
state
their
name
and
address
for
the
record.
It
shall
be
permitted
three
minutes
to
make
their
comments
on
the
particular
item.
That's
up
for
discussion
with
up
to
four
speakers
per
side.
All
other
audience
members
are
asked
to.
E
Please
observe
the
meeting
quietly
and
if
there
is
a
meeting,
a
need
for
audience
members
to
hold
a
conversation
or
take
a
phone
call.
You
are
asked
to
please
step
out
of
the
meeting
city
council.
Appointed
sergeant-at-arms
have
been
instructed
to
maintain
decorum
and
ask
anyone
in
violation
to
step
out
of
the
meeting
in
order
to
maintain
orderly
conduct
of
the
meeting.
A
All
right
council,
I
need
a
motion
to
prove
today's
agenda.
First,
let
me
I'd
like
to
make
a
motion
to
amend
new
business
number
five.
B
H
First
of
all,
thank
you
for
letting
me
speak.
President
williams,
council
miss
phillis
and
attorney
general,
mr
jacobs.
I
came
to
speak
today
because
I
believe
there
was
a
study
that
was
done
by
the
school
board
around
some
bus
stops
on
barksdale
boulevard.
H
H
I
just
wanted
to
make
sure
that,
as
I
looked
at
the
minutes
of
some
past
meetings
as
a
citizen
to
make
you
all
aware
of
that
in
case,
you
would
need
to
use
it
in
your
decision.
I
don't
know
if
y'all
are
planning
to
do
a
study
to
analyze
anything
else
for
public
transportation
and
sport
training,
but
should
you
all
choose
to
do
a
study?
I
believe
that
that
may
be
a
good
resource
for
you.
H
E
D
Or
we
could
also
do
a
resolution
to
take
into
account
or
to
consider
or
to
submit
the
previous
study
that
was
done
by
the
boeser
parish
school
board.
H
E
Do
we
have
a
motion
in
a
second
to
approve
the
agenda?
I'm
sorry.
I
Good
afternoon
council,
the
administrative
court
recommended
the
demolition
of
the
structure
back
in
november
9th
2021
meeting
there
is
one
addendum
and
that
addendum
was
to
postpone
the
bid
opening.
I
originally
was
scheduled
for
january
the
fourth
meeting,
and
then
we
postponed
it
till
now.
I
I
I
I
I
I
Council,
the
administrative
court
decided
recommended
the
demolition
at
the
november
9th
2021
meeting.
We
had
one
addendum
postponing
the
bid
opening
till
today.
I
I
I
I
C
B
A
E
Motion
carries
adopt
an
ordinance
appropriating
thirty
thousand
dollars
from
the
2022
general
fund
fund
balance
to
hire
gary
d
joyner
phd
with
precision,
cardio
graphics
as
redistricting
service
provider
for
the
city
of
bossier
city
and
authorize.
The
mayor,
thomas
h,
chandler,
to
execute
the
attached
contract
final
reading.
J
E
New
business
introduce
an
ordinance
to
amend
ordinance
17
of
2021
to
replace
the
bruce
street
force
main
adding
195
thousand
dollars
to
come
from
the
sewer
capital
and
contingency
fund
to
cover
all
project
costs
and
authorizes
the
city
to
enter
into
a
contract
with
david
lawler
construction
inc
for
completion
of
work.
First
reading.
A
B
B
F
B
Gotcha-
and
I
guess
my
only
other
concern
is
the
addition
of
a
hundred
and
ninety
five
thousand
dollars.
B
B
It's
we,
it
was
for
95
000,
correct,
and
it
said
in
here
that
that
was
enough
to
con
enough
money
for
the
the
project
which
we
know
the
bid
came
in
a
little
bit
higher,
but
also
also
for
engineering
survey,
easement
acquisition
and
related
project
expenses.
F
Aren't
man
checks,
miscellaneous
service
and
fees,
so
the
bypass
pumping
is
not
provided
by
manshack
we
had
50
000
in
there,
we've
been
bypassing
that
station
and
renting
hose
and
and
working
on
pumps
now
for
the
last
12
months.
So
that's
that's
done
by
other
providers,
not
manshack
same
with
the
right-of-way
acquisition,
the
city
hires,
a
right-of-way
specialist
as
well
as
appraisers,
as
well
as
purchases,
the
the
property.
F
We
build
those
inspection
services
at
an
hourly
rate
right
and
we've
we've
put
in
there.
The
the
contract
time
on
this
project
is
120
days,
so
we've
based
that
number
on
120
days
worth
of
construction.
We
anticipate
it'll
go
much
quicker
than
that,
but,
as
you
guys
have
seen,
most
construction
projects
aren't
going
much
quicker
than
that.
So,
rather
than
err
on
the
side
of
optimism,
I'm
airing
on
the
side
of
reality
on
that
project,
but
hopefully
it
goes
quick
right.
Lola
we
got
a
good.
F
We
got
a
good
contractor
on
the
project,
he
feels
I
can
get
the
materials
in
and
get
moving
and
it's
suggested
it's
probably
about
a
60
day
time
frame
there,
and
so
that's
the
way
to
work.
So,
ideally,
when
it's
done
we'll
be
coming
back
with
a
you
know,
a
a
surplus
on
that
ordinance,
but
I
I
just
felt
it
best
to
go
in
with
all
the
anticipated
costs
we
felt
like
we
needed,
and
certainly
we
were
shy
originally
right,
but
you
know
we
were.
F
We
were
taking
a
stab
at
it
at
about
30
000
feet.
You
know,
we've
got
the
design
done,
we've
done
all
the
property
acquisition
efforts
on
and
on
it
goes
so
we
didn't
anticipate
it
taking
12
months
plus
to
get
all
of
that
done,
but
yeah
property
owners
in
california
coved
everything
else.
So,
okay,
yeah.
B
That
was
that
was
my
initial
see,
95
000
and
then
see
what
what's
it
come
up
to
like
281
000
now
just
seemed
like
a
huge
number
and
I
didn't
know.
Obviously
I
just
want
to
make
sure
that
we're
being
wise
with
money
and
and
and
what
not.
So
that's
why
I
felt
the
need
to
ask
so
well.
J
I've
got
one
for
you,
ben
the
general
services
during
construction
of
three
thousand
nine
hundred
and
fifty
dollars.
Should
that
not
be
included
in
the
services
that
are
paid
demand
check,
monthly.
J
F
F
We
we
invoice
on
that
contract
based
project
specific
and
and
the
city
issues
pos
based
on
those
projects.
So
there's
always
a
little
bit
of
construction
administration.
We're
dealing
with
contractors,
handling
pay
applications,
we've
got
inspection,
contract
disputes
on
and
on.
It
goes
so
there's
a
little
money
in
there
to
take
care
of
that
component
of
it,
and
then
we
have
on-site
inspection
as
well,
which
the
city's
always
asked
us
to
provide.
So.
J
F
J
I
understand
I
know
I
know
bypass
the
pumping
is,
is
very
expensive.
Usually
what
about
5
000
a
week,
something
like
that?
What
that
on.
J
F
Believe
it
or
not,
that's
not
we're
not
what
the
city
is
renting
there
is
is
the
tubing.
If
you
go
out
there,
there's
about
three
plus
thousand
feet
of
lay
flat
hose.
That's
currently
there
and
that's
not
something
that
we
keep
a
rental.
We
don't
have
that
much
piping,
we're
bypassing
a
long
way,
so
we've
got
physical
assets
by
the
pump
station.
F
Those
are
the
cities,
but
the
hose
is
what
we're
leasing
out
there
and
if
we
had
it
on
the
yard,
you
know
and
we'd
use
it
again,
that
fifty
thousand
dollar
number
we're
projecting
that
all
the
way
through
the
end
of
construction.
So
hopefully
it's
not
that
much,
but
if
it
is
we'll
we'll
have
resources
there
to
take
care
of
that.
J
I
know
brew
street
is
not
not
a
very
big
street.
I
mean
it's
basically
just
kind
of
a
horseshoe
that
wraps
around
back
around
to
o'keefe
street.
I
mean
do
you
look
after
after
this
one
is
done.
Do
you
foresee
any
other
problem?
I
know
you
can't
predict
anything
out
there
any
any
foreseeable
problems
with
the
rest
of
the
infrastructure
out
there
yeah
that's
an
old
area.
F
Of
town
bruce
street,
specifically
this
this
project,
we
call
it
the
brew
street
pump
station
so
that
pump
station
services
that
whole
area,
not
just
that
and
the
hose
the
the
piping,
the
temporary
piping
right
now
goes
from
there
south
all
the
way
to
highway.
Okay,.
B
All
right,
thank
you,
you,
you
said
something
that
triggered
a
thought.
What
is,
can
you
explain
the
resident
inspection
of
45
000
so.
F
Resident
inspection
is
just
that
we
have
an
on-site
inspector,
that's
making
sure
that
the
project's
being
placed
in
accordance
with
the
plans
and
specifications
right
now.
As
you
know,
the
city
has
basically
one
and
a
half
inspector
right
for
construction,
so
that
that
ensures
that
the
city
is
getting
the
the
project
that
that's
on
the
plans
and
specs.
We
can't
be
there.
F
F
B
Okay,
because
I
I'd
gone
back
and
looked
at
other
projects-
and
I
I
I
couldn't
find
any
projects
where
we
we
paid
that
much,
I
mean
melrose,
we
paid
about
22,
000,
bardot,
montgomery
lane,
12
000
and
19
000.,
and
so
that
that
number
kind
of
stuck
out
as
a
number
that's
much
higher
than
what
we've
seen
previously.
F
You'd
probably
see
on
all
of
those
in
the
po
we
asked
for
much
more
than
what
we
actually
ended
up
needing
on
that
that
project,
just
based
on
again
we're
we're
having
to
crystal
ball
gaze
as
to
what
we
think
it's
going
to
be,
but
usually
you
know
we're
not
there
if
the
contractor
is
not
there.
So
usually
you
know
if
the
contractors
only
whatever
time
it
takes
for
that
to
do
it,
you're
not
paying
us
just
to
sit
there
while
nothing's
happening.
B
E
E
Motion
carries
introduce
an
ordinance
amending
the
booster
city,
louisiana
code
of
ordinance,
section
78-7
classified
an
unclassified
service
generally
to
include
the
position
of
tax
compliance
and
processing
manager
in
the
classification
plan,
assignment
of
job
classes
to
grade
levels.
First,
reading.
E
A
A
A
A
We
need
to
just
read
it
like
that
or
we're.
H
E
A
C
A
A
K
Good
afternoon
council
mayor
chandler,
you
have
before
you
the
financials
for
the
month
ended
december
31st
2021..
These
are
preliminary
results,
since
we
have
not
closed
out
the
year
yet
page
one
is
the
revenue
by
fund
report.
The
city
is
currently
running.
Nineteen
percent
over
budget
gaming
revenue
increased
twelve
percent
for
the
month
of
december
and
has
significantly
increased
compared
to
prior
year.
K
K
K
K
K
K
L
L
L
L
I
do
have
somewhat
of
a
delay
on
this
project
again
with
materials
and
at
the
beginning
of
the
project.
It
was
very,
very
wet
trying
to
get
everything
into
the
ground
get
up
and
out
of
the
ground.
They.
We
have
not
reconciled
days
for
this
project
since
I
believe
june.
So
they
are
due
some
weather
days
and
a
contractor
is
very
confident
that
they
are
on
schedule
with
the
weather
days
that
they
are
owed
cliff
and
almond
park.
Restrooms
we
are,
we
issued
a
substantial
completion.
Last
week
you
can
see
there.
L
We
got
the
nice
baseball
coming
up
above
the
above
the
restrooms.
If
you
haven't
made
a
visit
out
to
look
at
those,
it
looks,
looks
really
good
out
there
with
everything
that's
been
going
on
the
improvements
out
at
that
park
as
well
looks
really
good
south
bossier.
We
are
treading
behind
a
little
bit
on
on
schedule.
L
So
2021
city,
sidewalk
and
street
improvements,
this
is
kind
of
like
a
breakdown
of
what
we
completed.
Last
year.
We
still
have
a
couple
of
outstanding
items
trying
to
wrap
up
some
stuff.
As
you
can
see,
we've
spent
a
lot
of
money,
but
we've
also
done
2.65
miles
of
roadway
rehabilitation
and
compared
to
2020
and
2019.
We
only
rehabbed
about
1.1
miles,
so
we
did
more
than
the
past
two
years
combined.
L
Private
development,
we're
still,
we
still
got
our
private
developers
blowing
and
going
we've
got.
I
believe
that
is
tibiaron
in
the
bottom.
That's
unit,
15
and
also
canal
place
unit.
3
is
the
top
picture.
There
got
some
super
stub
outs
and
getting
ready
to
start
laying
the
drain
boxes,
our
projects
out
to
bid
or
they're
in
design.
L
As
you
can
see,
we've
got
a
number
of
projects.
I
believe
it's
11
that
we've
got
we've
got
about
three
or
four
that
are
getting
ready
to
bid
highway.
71
lighting
is
one
of
those
I
believe.
We've
got
a
bid
scheduled
for
march
1st,
and
that
will
be
the
lighting
down
71
from
down
towards
parkway
high
school
and
we've
also
got
the
municipal
complex
parking
lot,
expansion,
getting
ready
to
bid
and
still
working
on
property
acquisition
for
the
parkway
drive.
L
We
also
had
the
traffic
signal,
study
and
plans
being
performed
for
the
traffic
signal
at
swan
lake,
road
and
innovation
drive.
We
received
additional
traffic
counts.
That
traffic
signal
is
now
warranted
on
under
dotd
and
astro
guidelines,
and
we
are
refreshing
those
plans
and
hoping
to
have
those
finished
in
the
next
two
months
and
then
we'll
look
at
getting
those
out
to
bid
a
big
one
that
we
got
was
the
urban
systems.
We
got
the
final
report
on
our
traffic
synchronization
study
and
I'll
try
to
show
some
of
the
results
that
we
have
here.
L
The
gray
here
shows
our
bandwidth
going
from
signal
to
signal
this
would
be
from
central
park
going
to
modica
and
if
you're
going.
This
is
traffic
traveling
west
and,
as
you
see,
there's
no
gray
band
going
east
so
showing
we
have
zero
bandwidth
for
traffic.
Going
that
way,
the
proposed
that
we
not
only
maintained
what
was
going
back
west,
but
we
gained
67
seconds
going
east.
L
And
this
would
be
the
airline
drive
that
we
talked
about
going
from
brownlee
to
douglas.
We
have
southbound
traffic
going
to
the
right
northbound
traffic
going
to
the
left.
As
you
can
see,
we
only
have
a
little
bit
of
bandwidth
going
north
with
zero
bandwidth
going
south
after
the
proposed
modifications,
we're
gaining
up
to
54
seconds
of
bandwidth
coming
back
north
for
people
traveling
north.
L
The
next
step
would
be
to
take
these
tsis
or
our
traffic
signal
inventory
reports.
The
proposed
changes
there
are
if
we
are
doing
any
phasing
changes,
we
do
have
to
have
dot
approval,
because
a
lot
of
these
signals
are
dotd
and
the
city
just
maintains
them
and
operates
them,
and
we
are
looking
to
get
assistance
on
that.
To
get
that
approved
shouldn't.
Take
too
long
shouldn't
take
a
whole
lot
of
effort,
but
once
we
get
those
changes,
we
will
look
at
having
those
in
place
for
about
a
month
or
two.
L
It
will
take
drivers
some
time
to
adjust
as
we're
going
to
go
to
fixed
timing
and
with
fixed
timing,
it
will
require
drivers
to
drive
around
the
speed
limit.
So
if
drivers
going
5
to
10
over
potentially
could
catch
a
red
light
could
get
there
too
quickly.
But
these
will
be
fixed
time
based
on
the
speed
limits
of
these
main
corridors
and
then
once
we
get
the
signals
modified.
