We

direction
in

those

at
this

in
jesus

I
pray,
amen.

their

the
particular
item.
That's
up
for

A
C
A
A
C
F
B
H
That'll
give
you
a
breakdown
of
what
the
cost
before
so
the
pump
station
is
specifically
for
drainage
when
the
project
was
given
to
us
to
see
through
to
completion.
H
B
G
H
H
C
Motion
carries
council
item
number.
Two
is
introduce
an
ordinance
authorizing
mayor,
thomas
h,
chandler
to
execute
the
attached
professional
services
agreement
with
gary
todd
killian
with
bozier
tennis
center
inc.
E
A
I
Tell
you
I
wasn't
aware
of
that.
I
mean
it
it's
going
to
be,
as
I
understand
it,
it's
then
it
would
be
with
the
either
the
city
through
the
departments
of
parks
and
recreation.
G
I
Parties
we
could
make
an
amendment
to
it
to
the
ordinance
and
then
we
wouldn't
have
to
that's
up
to
you.
Can
do
it
either
way.
E
I
If
you
in
the
in
the
terms
of
the
contract
is
what's
important,
are
still
the
same.
So
if
you,
if
somebody
offers
an
amendment
to
the
proposed
ordinance
with
that
proposed
changes
to
the
language
in
the
contract,
then
I
think
that
you
could
go
ahead
and
have
a
first
reading
today,
I'll
correct
it
and
have
it
on
the
agenda
for
september
20th
for
a
second
reading.
D
Phyllis,
what
you
said
say
that
again.
C
A
Mr
smith,
smith
made
the
motion
to
amend,
and
mr
montgomery
is
second
in
the
comments.
G
Mr
president,
before
we
go
to
make
a
motion
to
approve
it
as
amended,
could
I
ask
maybe
a
bit
of
historical
data
on
this,
so
in
the
contract,
bossier
city
is
responsible
for
paying
all
the
utilities
maintenance
plus
the
the
fee,
to
have
the
professional
tennis
pro
to
to
run
the
facility,
as
I
understand
it,
that
they
they
create.
They
generate
revenue
from
the
facility,
but
the
city
receives
none
of
that
revenue,
so
we
just
pay
the
bills.
J
G
Okay
and
just
to
be
fair-
I
wasn't
here
six
years
ago,
so
I
was
just
asking
for
historical
data
and
I
certainly
believe
a
tennis
pro
is
more
qualified
to
run
a
specialized
center
like
that,
so
I
have
no.
I
have
no
qualms
with
paying
for
the
service.
G
I
guess
my
question
is:
have
we
ever
considered
since
he,
since
he
generates
revenue
to
be
able
to
the
I
mean
that
tennis
center's
been
open
for
about
15
years
now,
it's
should
be
pretty
self-sustaining.
Have
we
ever
considered?
I.
K
K
And
he
brings
in
a
lot
of
tournaments,
sir
man-
I
don't
know
if
you
made
that
for
the
katy
bilt
house
tournament
or
whatever,
but
it
was
huge
he's
brought
over
from
shreveport
the
city
tournament
for
the
city
championship.
It
is
huge
plus
all
the
other,
regional
and
state
tournaments
that
are
coming
in.
Yes,
we
benefit
indirectly
from
that.
Yes,
sir,.
G
You
know
we
we
just
got
done
with
our
budget
workshop.
I
think
every
single
department
said
that
they
struggling
to
hire
and
so
we're
always
looking
for
ways
of.
Maybe
where
can
we
get
money?
Certainly
this
wouldn't
be
enough
to
to
offset
raises
in
the
future.
But
it's
a
it's
one
place.
We
could
look,
I'm
just
just
curious,
I
mean
utilities,
I
mean
it
looks
like
he
made
about
eighteen
thousand
dollars.
Last
year
I
mean
that
I
would
think
that
would
cover
utilities.
G
Well,
yeah,
but
and
bringing
in
I
don't
know
roughly
200
000
a
year
off
of
revenue
that
he
gets
to
generate
and
I'm
not
nitpicking
here.
I'm
just.
J
G
We
would
be
better
off
either
selling
the
facility
to
someone
who
could
run
it
and
and
let
it
be
their
their
baby
or
we
would
still
benefit
indirectly,
because
they're
still
going
to
bring
tournaments
in.
So
we
would
still
feel
the
economic
impact
just
from
a
business
mindset.
G
But
we
get
we
get
indirect
indirect
revenue,
but
that
revenue
is
not
sometimes
economic
impact
numbers
can
be
skewed,
and
so
you
know
it's
hard
to
truly
judge
what
the
economic
impact
is,
and
so
I
think
it
would
be
beneficial
for
the
city
to
look
at
a
revenue
share
to
at
least
at
the
bare
minimum
recoup
its
losses.
J
D
It's
been
going
on
for
years.
I
understand
that,
but
you
know
I
kind
of
agree
with
chris.
I
mean
how
many
tournaments
do
we
need.
I
mean.
Maybe
the
sports
commission
have
some
data.
How
many
support
I
mean
tennis
tournaments
we've
brought
in
you
know
and-
and
I
totally
agree
about
things
being
skewed.
You
know
we
hear
it
at
the
parade.
We've
got
a
hundred
million
people
there.
Now,
I'm
you
know,
that's
not
true,
but
anyway
anyway,
that's
that's
my
point,
but
I
agree
with
him.
K
K
D
L
D
L
I'm
todd
killen
killin
is
isaac
instead
of
killians.
Pretty
common
mistake
on
that
the
39
for
that
on
2019
in
2018
that
the
last
check
I
received
was
a
little
late,
so
it
was
into
the
last
era
2019.
So
that's
why
that
was
higher
than
the
other
ones.
B
I
had
one
question:
what
coach
said
that
the
three
thousand
dollars
that
you're
receiving
a
month
from
the
city
of
bossier
and
you're
turning
around
and
paying
for
employees?
So
I
mean
it's
it's
pretty
much
like
I
mean
the
city
of
both
instead
of
going
to
a
sale
review,
we're
just
paying
for
employees.
L
L
I
have
a
system
pro
that
I
basically
give
her
half
of
what
I
make
and
it
goes
the
rest
of
that
goes
to
labor
and
answering
the
tournaments.
We
host
seven
tournaments
a
year,
our
larger
tournaments,
with
about
over
200
players
every
time
ranging
from
state
tournaments
local
tournaments
people
coming
from
bossier
baton,
rouge
new
orleans.
We
even
have
players
coming
from
florida
to
attend,
staying
in
hotels
and.
B
Yearly
about
80.
80
members
I
mean,
would
it
be?
I
mean
it
kind
of
kind
of
sounds
like
one
of
those
deals.
What
mr
montgomery
was
talking
about
earlier
in
the
finance
that
we
may
need
to
go
up
and
on
what
you're
charging
in
order
to
you
know,
produce
a
little
bit
more
revenue
than
that
in
that
facility.
B
Yeah
I
mean
maybe
go
up
and
look
at
that
then
looking
at
some,
you
know
some
some
cost
share
on
that
where
we
can
recoup
back.
You
know,
instead
of
just
paying
out
every
single
month
and
nothing
coming
back
into
us.
I
understand
everybody
says
the
hotel,
motel
tax
and
all
of
that,
but
in
the
restaurants
and
and
all
of
that,
but
I
agree
that
some
money
needs
to
be
coming
back
into
the
city
for
us
to
recoup
what
we
are
paying
out.
L
B
I
understand
the
the
profit
loss,
I
mean
we're
all
just
about
everybody
up
here,
business
owners.
I
mean
we
understand
the
ups
and
downs
of
of
running
a
business,
but
at
some
point
some
point
you
have
to
cut
your
losses.
B
E
E
He
brings
an
enormous
amount
to
the
table
in
the
facility
and
to
get
that
quality
and
level
of
a
professional
you're
going
to
have
to
allow
him
to
make
money,
and
we
can't
always
think
about
what
it
would
cost
us
to
run,
that
taking
him
out
and
then
hiring
people,
and
then
eventually,
you
end
up
back
to
the
same
place.
I
guess
what
I'm
saying
is.
I
don't
we're
on
any
type
of
venue
such
as
this.
We
can
look
at
talk
to
carol
about
the
civic
center.
E
It
historically
has
lost
how
much
beau
and
mr
half
million
a
year
or
better,
plus
we
pay
capital
on
top
of
that,
to
have
it
repaired.
Take
a
look
at
brookshire's
grocery
arena,
we're
looking
at
what
over
a
million
dollar
loss
this
year
I
mean,
there's
things
that
we
do
these
venues
for
quality
of
life.
We
provide
swimming
pools,
we
lose
money
on
swimming
pools
it.
E
That's
running
the
place,
so
I'm
just
trying
to
bring
another
perspective
inside
to
the
fact
that
sometimes
you
have
to
accept
you're,
going
to
lose
money
and
understand
trying
to
minimize
that.
But
I
think
I
think
we've
done
a
good
job
at
that.
I
think
brian's
suggestion
about
looking
at
raising
fees
is
a
is
a
viable.
E
M
E
Just
that's
my
perspective
of
how
I
see
and
what
the
city
does
in
their
venues
that
they
provide.
L
For
a
year
for
a
senior
member,
it's
two
about
200
a
little
bit
over
200
300
for
an
adult
19
to
61.
compared.
B
To
say
y'all's,
probably
y'all's
closest
comparison
would
be
the
old
pyramid
oaks.
I
guess
east
ridge.
L
So
those
are
private
facilities.
I
would
say
that
they're,
probably
charging
250
300
a
month,
we're
we're
more
based
off
of
the
queer
bees,
tennis
center
southern
hills,
spa
rec
centers,
which
are
identical
basically
in
the
cost.
A
E
N
If
let
me
clarify
one
thing,
real,
quick,
I'm
sorry
I
didn't
realize
this
was
an
issue
until
it
just
came
up,
but
I
think
the
contract
is
just
simply
between
the
city
and
mr
killen,
which
was
the
same
as
the
last
contract.
I'm
not
sure
where
the
entity
came
from.
It's
on
the
fact
sheet.
I'm
not
sure
who
prepared
the
fact
sheet.
C
N
N
A
Okay,
so
the
motion
to
amend,
we
have
a
motion
and
a
second.
Anyone
would
like
to
speak
on
this
item.
C
F
A
C
A
Thank
you,
mr
hammonds,
mostly
by
mr
hammond
second
by
mr
montgomery
comment,
council
and
the
floor
is
open
for
anyone
who
would
like
to
speak
on
this
item.
Please
cash,
a
vote.
C
D
A
By
mr
williams
and
second,
mr
magician
and
any
comments.
J
J
A
B
M
Was
initially
approached
two
years
ago
to
come
up
and
do
this
and
was
asked
to
do
it
and
appointed
by
mayor
walker
and
accepted
and
and,
like
brian
said
politically
well,
not
socially,
I
guess
I'm
very
busy.
I'm
also
a
judge
on
the
state
licensing
board.
I've
been
president
of
the
state
home
builders
association,
two-time
president
of
the
local
association
and
spent
20
years
in
the
military.
Then
19
years
with
southwest
airlines
as
a
captain
and
I've
been
building
houses
for
about
30
years.
D
D
G
J
And
any
comments.
E
The
I
think
everybody
ought
to
be
happy
with
the
department,
heads
and
so
forth
with
this
announcement,
but
we
were
having
the
councils
having
ms
williamson
revise
the
budget
and
we're
going
to
give
back
the
two
percent
based
on
the
fact
that
we
negotiated
with
aetna
from
a
ten
percent
to
a
seven
percent,
which
is
roughly
what
225
thousand
dollars
and
the
two
percent
is
roughly
208
000.
So
she's
gonna
make
that
adjustment
and
advertise
so
coach.
E
You
don't
have
to
worry
about
your
two
percent,
so
I
thought
that
would
from
the
council
to
all
the
department
heads
you
all
worked
hard
you've
done
more
with
less,
and
we
appreciate
that
and
we
always
look
for
ways
to
provide
the
high
morale
and
keep
up
the
good
work.
So
thank
you.
