That's
up
for

with
up
to
four
speakers
per
side.
All
other
audience

are
asked
to.
C
Please

A
C
A
Okay,
well,
the
motion.
The
second
to
continue
item
two,
any
comments.
C
D
A
C
A
D
B
E
Okay
good
afternoon,
Council,
mayor
Chandler,
hello,
the
first
bid
we're
going
to
be
opening
today
is
for
the
demolition
of
1703
Caney
Lake
Drive
that
passed
administrative
Council
for
demolition
on
September,
13th.
E
F
E
Now
we
can
open
the
bid
for
26
to
18
Barbara
Street
that
also
passed
for
administer
past
administrative
counsel,
for
demolition
on
September,
13th
and
abatement.
Services
is
the
single
bidder
for
that
one.
Today
they
also
have
their
bid
Bond
on
that
that
one,
the
total
amount
for
this
bid
is
twenty
five
thousand
two
hundred
and
twenty
dollars.
That's
two
five.
Two
two
zero
point:
zero,
zero
I
ask
it
that
you
approve
the
reading
of
the
bid.
A

D
A
Motion
made
by
Mr
Montgomery
second
Mr
Smith
in
the
discussion
on
this
item
and
the
floor
is
open
for
comets,
discuss
your
vote:
Council!
G
David
Crockett
653,
dumaine,
Drive,
North,
Bossier,
City,
I,
don't
live
in
Bossier
City
I
do
want
to
comment,
though
I
I
haven't
seen
anything
published
and
I.
Think
that
probably
the
2021
State,
accounting
or
review
of
the
Bossier
budget
is
probably
out
and
I'm
going
to
go
review
it,
but
I
haven't
seen
anybody
talk
about
or
raise.
You
know
whether
the
bonds
have
been
funded.
G
You,
Know
What's,
the
total
debt
for
Bossier
City
I,
find
it
interesting
that
we're
funding
all
these
budget
items
without
going
through
and
talking
to
the
public
about
the
total
debt
per
capita
and
the
things
that
are
affecting
Bossier
City.
Now
I've
been
a
little
bit
criticized
by
one
of
the
gentlemen
at
the
table.
G
You
know
for
being
involved
because
I
don't
live
in
Bossier
City
and
don't
vote
here,
but
I
pay
my
taxes
here,
I
do
all
my
shopping
in
Bossier,
City
and
I
will
not
go
anywhere
else
unless
I
have
to
go
somewhere
else
and
I
pay.
My
water
here
and
I
do
wish
that
there
was
more
discussion
on
these
things.
A
little
bit
more
public
information
I've
been
asking
for
that.
A
G
A
G
I
I
would
like
to
see
more
public
discussion
and
I.
Think
that
is,
is
Jermaine,
I
think
the
total
debt
per
capita
the
total
debt
per
household
from
Bossier
City
to
fund
all
these
things
ought
to
be
more
of
a
public
discussion.
I,
don't
find
it
in
the
paper.
I,
don't
find
it
in
the
council
meetings.
I
can't
believe
that.
G
Ask
you
Mr
President:
is
the
total
debt
related
to
the
budget
items
the
amount
of
that
we're
spending
so
see?
What
happens
is
that
that
you
find
that
someone
shouts
down
people
because
they
raise
fiscally
conservative
issues,
which
is
what
the
budget
is?
I
have
been
shouted
down
about
that
once
before
and
and
sure
and
I
think
you're
very
gracious.
A
City
so
I
appreciate
it.
One
thing
I'm
going
to
say
is
that
we've
had
workshops
and
I,
don't
think
you
were
present,
but
we've
had
them
prior
to
this
more
than
one.
So
if
you
were
going
to
address
the
budget
and
the
items
on
the
budget,
that
would
have
been
the
time
to
do
that
and
you
could
have
asked
anything
you
wanted
to
ask.
We
have
a
Director
of
Finance
available
to
any
person
any
taxpayer.
A
G
G
A
G
A
G
A
D
Would
you
please
publish
at
some
point
and
anyone
that
is
welcome
to
come
to
council
chambers
and
see
how
long
this
budget's
been
worked
on
and
how
many
times
it's
been
presented
in
the
entire
time
schedule
of
the
process
that
we
went
through,
because
obviously
some
people
are
not
aware
of
the
amount
of
effort
and
work
that
went
into
this
budget
yeah
and
irrelevant
terms
that
are
being
thrown
out
there,
because
someone
writes
articles
and
so
forth
that
have
nothing,
absolutely
zero
to
do
with
our
budget
process.
D
So
it's
terms
actually
that
I've
never
heard
before
and
I
actually
went
to
school
and
became
a
certified
public
accountant
in
in
in
in
these
terms
that
are
being
thrown
around
absolutely
or
ridiculous
for
lack
of
a
better
term-
and
you
know
that's
my
take
on
it.
But
I
would
like
for
everyone
for
public
record
to
know
the
timeline
when
it
was
published.
D
The
amount
of
work
that
went
into
the
this
budget
and
I
want
to
thank
everybody
on
this
Council
because
I
know
each
of
you,
the
mayor,
Angela
Miss,
Williamson,
everyone
that
was
involved
in
this
process.
Thank
you.
I
And
Mr
President,
if
I
might
add,
Miss
McGraw
has
published
the
budget
according
to
law.
She
has,
she
has
published
it
in
the
public
Journal.
We
have
had
multiple
public
hearings
concerning
the
budget.
This
we've
had
a
first
reading
and
now
a
second
reading
and
we
have
absolutely
the
city-
has
fulfilled
every
single
requirement
that
is
required
to
pass
a
valid
budget.
Also.
B
C
A
C
F
C
C
C
D
I
We're
in
the
process
of
having
them
appraised
by
David
Valentine,
we're
also
in
the
in
the
process
of
we're
going
to
have
to
correct
a
a
legal
description
in
one
of
the
stations
and
we're
we're
almost
done
with
that.
Okay,.
C
A
Miss
Montgomery
second
Mr
Maggio
and
any
Council
would
like
to
speak
on
this
item
before
we.
I
I
When
the
ordinance
becomes
final,
it
has
to
be
published
in
the
official
journal,
and
then
we
have
the
10-day
veto
period.
It
has
to
survive
that
by
the
Bayer
I've
had
no
indication
from
the
mayor
that
it
will
be
vetoed
so
we're
looking
at
December
9th
so
that
it'll.
A
And
the
chair
would
like
to
acknowledge
some
of
the
emails
and
personal
comments
regarding
the
council
and
the
mayor
Administration
going
forward
with
this
one-time
incentive.
A
People
don't
always
say
thank
you,
but
we
we
did
get
some
some
some
emails
and
and
some
people
made
face-to-face
contact
Thanking
us
for
what
we
do
as
we
try
to
thank
you
for
what
you
do.
So
we
appreciate
those
who
were
so
gracious
to
give
those
give
ourselves
feedbacks
and
we
again
thank
Mr
Montgomery
and
the
administration
who
broker
this
incentive.
A
A
C
Motion
carries
thank
you,
Council,
adopt
an
ordinance
to
declare
that
an
emergency
exit
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
restore
a
12-inch
water
main
blowout,
along
Airline
Drive,
at
a
cost
of
4
657.14
to
come
from
water
capital
and
contingency
funds.
Final
reading.
Second,.
C
Motion
carries
adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
restore
a
24-inch
sewer,
Force
main
blowout
near
Viking
Drive
at
a
cost
of
29
918.14
to
come
from
the

Capital

First
and
final
reading.
A
Any
discussion
on
this
item
in
the
floor
is
open
for
comments.
Please
count
your
vote.
A
Okay,
Mr
Williams
made
the
motion
and
seconded
by
Mr
free
discussion
and
the
floor
is
open
for
comments.
K
A
Congratulations
and
thank
you
for
being
here:
Mr
Cummins.
Thank
you,
sir.
We
have
a
motion:
Mr
Williams,
second
Mr,
Maggio,
I,
believe,
okay,
any
person
would
like
to
speak
on
this
item.
Please
cast
your
vote.
A
A
second
I
have
a
motion
by
Mr
Smith
and
a
second
Mr
Williams.
Any
discussion,
yeah
Mr
President.
L
How
can
temporary
storage,
how
long
is
it
going
to
be
fenced
in.
M
And
address
Brendan
Lee
with
affordable,
Solutions,
1825,
Airline,
Drive
temporary
means
that
we're
going
to
tow
these
cars
in
they're
only
going
to
be
in
our
possession
until
they're
claimed
by
the
owner,
the
insurance
company,
or
we
can
file
for
a
permit
to
sell
to
get
rid
of
it.
So
it's
not
going
to
be
a
salvage
yard
or
you
know.
M
That
well
no
we're.
We
are
a
towing
company,
yeah,
we'll
tow
them
in
okay
and
then
once
they're
they're
going
to
be
claimed
like
I,
say
either
by
the
owner,
Insurance
Company,
lien
holder
and
then,
if
they're
not,
then
we'll.
Basically.
D
H
It
could
be,
but
the
the
intent
is
for
it
to
be
temporary.
It's
not
supposed
to
be
established.
D
M
M
To
say
that
you
guys
are
not
gonna
have
a
problem
out
of
us,
we're
not
a
you,
know,
stereotypical
towing
company,
you
know
so
the
yeah.
M
A
Thank
you,
Mr
Lee.
We
had
a
motion,
Mrs
Smith
and
second
Mr,
Williams
I.
Think
yes,
sir.
Anyone
else
would
like
to
speak
on
this
item.
A
A
H
20
Pages
Carlotta
with
the
beaujian
PC,
so
we
found
a
discrepancy
in
the
UDC
versus
what's
actually
in
the
city
code
and
it
was
causing
confusion
with
the
discharging
of
fireworks
during
fireworks
sales
season.
So
what
we're
doing
is
just
mirroring,
what's
in
the
city
ordinance
with
regards
to
discharge
states
for
fireworks,
so
it
was
a
discrepancy
and
it
was
causing
lots
of
confusion.
So
we
would
just
want
to
make
sure
we're
in
line
with
what
the
city
ordinance
requires.
H
A
C
C
Introduce
an
ordinance
to
allocate
108
572.31
cents
from
the
ldeq
loan,
cs221103-02
and
7829.84
cents
from
sewer
capital
and
contingency
fund
for
the
completion
of
the
Shady
Grove
and
Rome
Street,
lift
stations,
project
and
close
out
of
the
ldq
loan
cs221103-02,
including
change
order
number
one
in
the
amount
of
thirty
two
thousand
three
dollars
and
ninety
cents.
First
reading.
L
Yeah
I
got
Mr,
Rosenbach
is
this
down
there
is
this
fixing
most
of
the
problems
I
mean
now
that
yeah
so.
N
It's
it's
a
complicated
ordinance
and
I
get
that
there
that
this
was
a
large
comprehensive
program
that
DEQ
was
funding
for
Bossier
City
via
their
Loan
program,
so
we're
at
the
tail
of
the
tape.
The
Shady
Grove
Street
lift
station
was
completely
rehabilitated,
as
was
the
Rome
Street
Pump
Station,
both
of
those
were
brought
up
to
current
standards,
and
there
wasn't
enough
money
in
that
loan
to
complete
that.
But
it's
you
know
it's
hard
to
come
to
the
exact
Penny
on
on
a
exact
Penny
Loan.
N
So
this
completes
that
the
change
order
were
for
some
items
that
we
wanted
to
add
to
that
lip
station.
Specifically
Shady
Grove.
We
use
a
lot
of
ductile
iron
pipe
and
we
wanted
to
have
that
pipe
internally
lined.
So
that's
what
that
was
for
just
to
make
it
last
longer.
So
both
of
those
stations
are
and
very.
L
N
L
C
B
B
J
A
J
Tack
set
up
hard
inside
of
hydraulic
or
rubber
hoses
has
to
be.
The
hose
has
to
be
taken
off
from
replacing
save
a
lot
of
Maintenance
expense.
How.
J
Well,
we
we've
transacted
for
the
for
the
trailer
for
fifty
four
thousand
five
hundred
and
that's
the
only
amount
I've
had
anybody
interested
in
buying
the
and
you
know
other
than
putting
it
in
Surplus
and
putting
it
into
the
sale
and
then
get
whatever
the
the
auction
would
bring
for
it.
They
had
a
need
for
it
and
we
reached
agreement
on
that
amount
of
money.
Okay,.
F
J
A
Right
we
had
a
motion
made
by
Mr
Freeze,
second
Mr
Smith,
and
anyone
else
would
like
to
comment.
Okay,
thank
you.
Mr.
C
C
C
A
A
C
I
I
And
who's
paying,
who
enforced
over
time
versus
who's,
going
to
be
responsible
for
retirement,
so
I
think
between
the
city,
the
sheriff
and
the
school
board
that
we
have
gotten
the
most
cost
effective
agreement
possible
between
the
entities
involved,
see
good
things,
take.
I
Year
yes
or
it's
for
the
2022-2023
school
year,
it
involves
two
intersections.
The
schools
involved
at
those
intersections
are
out
actually
outside
the
city
limits
or
the
corporate
limits
of
Bossier,
but
the
roads
requiring
traffic
control
are
inside
the
city
limits.
This
way,
traffic
control
will
be
provided.
The
only
other
way
that
the
city
could
have
provided
it
would
basically
be
forced
over
time
by
the
Bossier
City,
Police,
Department
and
the
city
would
have
to
bear
retirement
costs
and
things
of
that
nature
associated
with
the
payment
of
that
you
know
of
that
extra
forced
overtime.
A
Okay,
so
the
25
000,
if
have
they
already
selected
the
officer
to
do
the.
I
It's
my
understanding,
this
we're
going
to
pay
the
school
board
directly
and
then
they
will
be
in
charge
of
getting
the
appropriate
license
enforcement
officer
out
there.
Okay,
they.
A
So
so,
since
the
school
year
has
already
begun,
why
are
we
giving
them
25
000.
well
I
mean,
if
there's
seven
months
left
in
the
school
year,
why?
Why
are
we
not
just
giving
them
the
supplement
of
seventeen
thousand
original.
A
A
I
Were
discussions
between
myself,
the
parish,
the
sheriff's
department,
all
the
entities
involved
in
again,
they
have
been
performing
this
service
since
the
beginning
of
the
school
year,
so
with
all
the
moving
Parts,
it
did
take
several
months
to
draft
it.
This
is
this
is
something
that
I
drafted
myself
and
got
the
approval
of
the
school
board.
You.
A
Q
A
Talking
about
you,
it's
unbelievable
yeah,
that's
that's
unbelievable!
I
would
I
mean
I'm
subject
to
just
give
them
that
17
000
versus
the
twenty
five
thousand
I
know
it
sound
Petty.
But
it's
not
Petty,
because
it's
a
taxpayer
of
dollars
and
and
that's
what
we're
talking
about
and
I,
don't
know
how
any
other
member
of
this
Council
feel,
but
I
I
think
going
forward.
I'm
glad
it's
just
one
school
term.
I
Yes,
sir,
it's
specific
to
the
school
year
only
it's
my
understanding
that
we're
looking
at
installing
lights
and
other
traffic
control
devices
at
the
two
affected
intersections.
So
the
administration
thought
it
would
be
prudent
that
if
it's
not
needed
2023
2024
moving
forward,
then
of
course
you
know
we
would
not
have
to
pay
for
that.
Okay.

Q
Money
attached
to
it,
no
we're
going
to
utilize
the
line
item
budget
inside
the
engineering
department.
We
don't
know
really
what
it
may
cost
yet
and
so
I
thought
it'd
be
good
to
get
a
good
construction
set
of
documents
and
then
his
contract
he
will
have
to
provide
an
OPC
at
that
time
will
come
to
the
council
and
ask
for
construction
dollars.

Any
any
comments
the
the
chair
would
like
to
thank
both
councilmember
Hammonds
and
Smith,
for
your
commitment
to
funding
what
we
need
for
recreation
in
Bossier
and
look
forward
to
your
your
update
to
the
council
and
making
it
happen.

D
Yes,
I
am
James
Newman,
so
any
questions
he's
also
known
as
the
mayor
of
Stonebridge.
A
A
A
D
I,
don't
know
everybody
is
aware,
but
just
since
we're
on
TV
and
an
announcement
to
all
the
people
of
Bossier,
City
and
Bossier
Parish,
the
council
took
an
initiative
years
ago
that
we
had
to
refurbish
all
the
water
tanks
and
at
the
time
we
decided
that
we
would
honor
our
First
Responders
and
our
military
and
we
won
People's
Choice
tank
of
the
year.
I
believe
that
was
two
or
three
years
ago.
C
D
D
That
tells
a
tremendous
story
about
our
community
and
our
support
for
our
First
Responders
and
our
military
home
to
Barksdale
Air
Force,
Base,
Global
strike
command,
so
I'm
honored
to
say
that
this
year
we
were
actually
selected
by
tonemic,
which
is
the
coding
manufacturer
that
all
of
the
Coatings
that
were
used
in
preparing
that
tank
there
at
Ellis
Pottery
at
Airline,
and
it
is
a
tremendous
honor.
It's
out
of
50
states.

You
know
sales
and
a
lot
of
things
over
there
and
today's
the
last
day
to
vote
you
can
vote
at
the
the
library
or
the
courthouse
in
Benton
the
mayor's
prayer
breakfast
will
be
Thursday,
November
10th
at
the
Bossier
Civic
Center,
and
you
can
still
be
able
to
get
tickets
there
and
David
that
was
over
350
water
tanks
that
we
got
picked
out
of.
So
that's
that's
a
good
deal
right.
P
There,
women's
volunteers
of
the
Oracle
techs
will
be
holding
their
annual
Veterans
Day
program
on
Friday
November
11th
at
four
o'clock
at
the
Veterans
Memorial
right
here
and
today
we
submitted
four
projects:
totaling
47.4
million
dollars
to
the
state
for
Capital
outlay.
We
are
hopeful
we
can
get
some
State
funds
to
help
make
needed
improvements
here
in
Bossier
City,
so
I
appreciate
all
y'all.
Thank
you.
