police
department's

opportunity

be
able

enter

type
situation

U.S
Marshal's
office.
That's

gentlemen
are
here.
The
supervisor
over
that
unit
for
a
lot
of
years
is
now
retired,
Marshall
Turner,
so
without
further
Ado
I'm
going
to
turn
it
over

him
and
let
him
go
through
their
deal.

had
the
distinct
pleasure
of
standing
up
our
violent
offender
task
force
back
in
2006.
Jeremy
was
one
of
the
first
guys
we
brought
over
over
those
years,
I
think
12
years
with
a
task
force
in
in
our
national
Service,
Chief
and
supervisor
gonna
go
into
details
on
that,
but
made
a
tremendous
number
of
violent,
felony
fugitive
arrests
of
that
a
significant
portion
of
them
were
homicides.

holds
a
unique
distinction
of
the
only
Task
Force
member
I'm,
aware
of
that's
been
shot
at
in
three
different
cities
in
Central
and
North
Louisiana,
Alexandria,
Monroe
and
Shreveport,
some
of
them
multiple
times
what
the
work
that
he
did
to
tip
of
the
spear
work.
We
work
very
closely
with
other
federal
state
and
local
agencies
and
is
a
very
good
wealth
of
information,
an
experience
that
he
brings
back
to
the
Bossier
City
Police
Department
in
his
new
leadership.

short
update
on
the
formertronics
Carnegie
wood
treating
facility
last
time.
I
was
here.
I
was
sharing
information
about
ongoing
excavation
work
and
we
have
an
update
for
all
of
you
and
for
the
city
as
well.
So
I'll
just
go
ahead
and
get
started.

There
we
go
okay,
so
I'm,
going
to
start
with
an
overview
and
some
history
we'll
talk
about
the
excavation
work,
that's
been
ongoing,
then
we'll
talk
a
little
bit
about
some
upcoming
work
in
the
parking
lot
over
at
Scott
Dickerson
homes
that
we're
expecting
and
then
I'm,
going
to
finish
with
some
information
about
additional
soil
sampling
that
we'll
be
doing
so.
Here's
a
quick
slide
on
the
overview
of
the
site.

I
know
all
of
you
have
heard
about
this
site
before
this
is
there's
two
properties:
the
West
property
and
the
main
property
they
straddle
Hamilton,
Road,
just
south
of
Green
Street
and
just
south
of
Scott
Dickerson
apartment
homes.
The
property
was
used
for
wood,
treating
operations
from
the
1930s
until
the
late
1980s.

I
won't
go
through
all
of
the
details
on
this
map
because
we've
done
it
before,
but
you
can
see
here
that
the
the
main
process
area
on
the
property
is
in
the
bottom
right
corner
of
of
of
the
larger
yellow
square,
and
so
that's
the
area
where
most
of
the
intense
the
Intensive
operations
happened
and
where
the
much
of
the
contamination
was
generated.

The
other
important
thing
to
consider
on
this
map
is
that
this
this
map
shows
an
image
from
before
when
the
before
the
Scott
Dickerson
homes
were
built,
and
it
shows
a
series
of
ditches
where
waste
process
waste
water
from
the
facility
was
taken
by
ditch
up
into
the
area
where
Scott
Dickerson
homes
is
now
located
and
Scott
Dickerson
homes
was
later
built
on
top
of
that
area
that
had
never
been
excavated
or
cleaned
out,
and
so
that's
why
we
are
here,
we're
doing
the
work
to
clean
up
that
residential
area.

If
we
could
there,
we
go,
we
excavated
soil
to
remove
contamination
near
the
soil's
surface.
In
some
areas
we
went
down
to
two
feet
and
in
some
areas
we
went
down
to
five
feet
depending
on
what
the
sampling,
what
the
data
told
us
on
this
map
you
can
see.
Green
is
five
feet
and
orange
is
two
feet.
We
also
took
confirmation
sampling
when
all
the
sampling,
when
all
the
excavation
was
finished,
to
make
sure
that
we
got
everything
to
the
state
standards.

You
can
see
here
some
of
the
images
from
the
work.
This
was
very
intensive
work
that
was
happening
in
a
community
in
a
neighborhood,
and
so
we
went
through
a
lot
of
measures
to
make
sure
that
residents
were
protected
and
that
they
had
access
to
information
during
the
work
in
most
areas.
Now
we're
now
complete,
the
soil
has
been
backfilled.
The
topsoil
has
been
put
in
place
and
we've
resotted
or
in
some
places
reseeded
the
area.
So
you
can
see
here.

We
haven't
painted
it
yet,
but
it's
going
to
be
painted
with
with
the
usual
things
that
you
would
find
on
a
basketball
court,
there's
one
strip
of
an
area
which
is
areas
one
through
four,
where
the
excavation
work
is
still
underway,
it's
kind
of
on
the
back
side
of
the
property
along
the
railroad.
So
it's
not
as
invasive
not
as
visible
as
some
of
this
other
work
was
right
around
the
main
area
of
the
property.
We're
expecting
that
to
be
complete
very
soon
within
the
next
month.

We
ran
into
a
lot
of
challenges
during
the
work,
as
you
do
with
any
major
construction
project.
We
went
through
a
lot
of
effort
to
try
to
identify
the
utilities
beforehand,
but
there
were
no
as
builts
for
this
area,
so
we
had
a
utility
identification
plan.
We
had
a
a
utility
locating
service.
We
also
did
an
independent
field
survey.
M
Eventually
we
did
a
video
survey
after
we
had
an
initial
utility
strike
of
a
clay
pipeline
that
was
not
being
used
and
in
the
end,
for
some
of
the
areas
we
ended
up,
doing
either
manual
excavation
of
utility
lines
or,
in
some
cases,
hydrovacking
along
a
big
portion
of
the
property,
and
that
really
caused
some
delays
that
we
weren't
anticipating.
But
our
main
priority
was
that
residents
are
safe,
we're
not
taking
any
risks
with
things
like
you
know,
utility
strikes
or
gas
strikes.
Things
like
that
that
were
moving
forward
with
the
utmost
protection
for
residents.

We
also
were
expecting
and
did
have
some
Odor
Control
issues,
but
we
used
a
foam
suppressant
where
an
odor
suppressant,
wherever
necessary,
to
control
the
odor.
We
also
took
measures
like
covering
up
areas
at
night
to
make
sure
residents
weren't
experiencing
odors
throughout
the
life
of
the
project.
We
did
air
monitoring.
So
whenever
there
was
work
going
on,
we
had
real-time
air
monitors,
we
had
five
fixed
locations
and
two
adjustable
locations
where
which
we
could
move
depending
on
where
the
most
intensive
work
was
happening
and
those
were
real
time
stations.

So
the
data
came
in
real
time
as
to
what
we
were
seeing
for
the
contaminants
that
we
were
monitoring.
We
also
had
laboratory
data
that
was
coming
in
those
had
to
be
validated
and
can
take
some
time
to
to
come
to
us,
but
those
laboratory
measurements
were
taken
at
the
five
fixed
locations.
We
reported
all
of
the
real-time
error
monitoring
data
on
a
daily
basis
on
three
of
the
message
boards
that
were
on
site
so
every
day
that
there
was
work
going
on
the
following
day.

M
If
there
is
contamination
underneath
the
parking
lot,
but
as
we
begin
to
do
the
work,
we
saw
that
the
Housing
Authority
had
hired
a
contractor
to
replace
portions
of
the
parking
lot,
and
so
the
decision
was
because
of
that
that
replacement
work
could
expose
construction
workers
to
that
contamination
underneath
the
parking
lot
so
rather
than
come
back
every
time,
a
part
of
the
parking
lot
needs
to
be
replaced.

We
are
recommending
to
Louisiana
Department
of
Environmental
Quality
to
replace
the
parking
lot,
so
that
will
be
a
second
phase
of
work,
the
to
prevent
future
risk
and
we're
planning
to
do
that
subject
to
Louisiana
Department
of
Environmental
Quality
approval.

The
plan
is
to
replace
the
parking
lot
in
two
phases.
So,
to
start
with
the
north
side
of
the
parking
lot
then
move
to
the
South
we'll
remove
the
soil
down
to
18
inches
below
the
existing
pavement.
We'll
also
be
working
to
replace
the
certain
sidewalks
and
curbs
and
to
remove
some
of
the
grassy
areas
that
are
just
adjacent
to
the
parking
lot.
This
is
going
to
limit
risk
the
risk
that
workers
could
be
exposed
into
in
in
the
future.

We
know
it's
really
important
when
proposing
this
type
of
disruption,
to
provide
lighting
and
security
and
meet
all
state
and
local
requirements
for
this
temporary
parking.
So
we'll
be
working
hard
to
make
sure
that
that
happens,
and
then
the
last
thing
I
just
wanted
to
update
the
city
council
on
is
the
additional
sampling
that
we're
doing
so.
There's
three
areas
of
additional
sampling:
we're
doing
we're
doing
this
sampling
based
on
the
residence
Recollections
of
the
history
of
flooding
in
the
area.

So
we're
going
to
go
out
there
and
take
some
additional
samples
to
check
what
the
levels
say,
we're
in
the
process
that
what
you
saw
before
was
around
Green
Street
and
Dickerson
and
Scott
Street.
This
area
is
south
of
the
site
on
Carver
Street
and
there's
a
third
area
along
Green
Street
on
the
west
side
of
Hamilton
and
we're
in
the
process
of
seeking
access
from
all
the
property
owners
right
now.
It's
about
I,
think,
60
or
so
property
owners,
and
that
is
underway
and
we
hope
to
be
getting
that
permission
very
soon
and
begin.

Well,
the
parking
lot
work
is
expected
to
last
four
to
six
months.
Once
we
get
started
based
on
our
approvals,
I
mean
I,
don't
expect
I,
don't
expect
that
we'll
start
before
late
winter
or
early
spring
of
next
year.

So
you
know
that'll
be
well,
take
us
well
into
the
year
next
year.
We
still,
of
course,
have
the
main
plant
area.

Prioritized
the
residential
area,
because
you
know
we
want
to
minimize
the
risk
of
exposure,
but
we
have
to
study
the
main
plant
area
and
design,
develop
and
design
a
remedy
for
that
area
as
well,
which
will
take
some
time
so
there's
no
right
now.

don't
have
with
me
an
end
date,
but
there's
still
quite
a
bit
of
work
to
do.

one
of

things
we've
talked

is

shuttle,

operating

challenges

young

it
can
be
very
difficult,
so
we're
interested
in
finding
solutions
that
work
best

people

live

solicited
bids

the
beautification
project
on
the
first
phase
of
the
Carriage
Way
and
that
one
came
in
over

250,

we're
going
to
have
to
publicly
bid

much
like
today
it'll
come

under

we
publicly
did
it
I,
don't
know,
but
we
will.

will
see
the
opening
of
that
here
pretty
soon,
but
other
than
that
things
are
progressing
well
and
you

continue

keep

out
that
Bossier
Parks
has
851
kids
registered
for
basketball
and
they'll,
be
playing
in
school
gyms
across
the
city
on
Saturdays
and
Bossier.
City
has
been
recommended

receive
a
water
sector
Grant
from
the
state
in
the
amount
of
five
million
dollars
and
final
decisions
will
be
made
in
December.

Hall
will
celebrate
its
annual
Thanksgiving
tomorrow.
That
is
a
great
time
for
city
employees
to
come
together
for
a
potluck
lunch.

there
