a
motion
needs
to
be
made
to
amend
the
minutes
of
the
September
5th
meeting
on
September
5th.
This
Council
voted
5-2
to
give
Charles
Jacobs
the
authority
to
pursue
legal
action
against
the
Registrar
of
Voters
I
made.
The
case
of
this
action
was
a
waste
of
time
and
I
reiterated
instead
of
taking
action,
this
Council
was
again
doing
everything
but
its
obligation
under
the
city
Charter
for
the
third
time
in
four
meetings.
I
was
interrupted
during
my
comments.

At
no
point
did
I
shout
or
use
obscene
language.
However,
in
the
minutes
recorded
for
the
September
5th
meeting,
my
comments
were
deemed
disruptive.
The
use
of
this
language
causes
me
to
pause
and
question
if
this
body
understands
the
definition
of
the
word
disruptive
as
defined
by
the
Oxford
dictionary
disruption,
is
a
disturbance
or
a
problem
which
interrupts
an
event,
activity
or
process
on
August,
1st
August
15th
and,
most
recently
on
September
5th
I
have
been
interrupted.
While
reading
my
prepared
comments,
these
comments
were
not
boisterous
Slanders
from
pertinent.

However,
they
were
criticisms
of
council
practices
and
proposed
courses
of
actions.
The
only
disruptive
actions
on
September
5th,
whereby
the
repeated
interruptions
by
Mr,
Montgomery
and
Mr
free
had
these
council
members
held
their
tongue
and
accepted
the
public
criticism
offered
by
the
speaker,
then
I
would
have
finished
my
comments
and
departed
in
about
three
minutes.
However,
having
to
stop
and
address
interruptions
and
defend
my
constitutional
right
to
question
petition
and
comment
on
government
Affairs
repeatedly
caused
a
disturbance
which
interrupted
my
planned
activity.
Again.

By
definition,
the
only
disruption
on
September
5th
was
caused
by
Mr
Montgomery
and
Mr,
free
and
I
demand.
The
minutes
be
amended
to
reflect
that.
It's
not
disruptive
to
calmly,
speak
and
challenge
the
actions
of
this
Council
I
find
the
repeated
and
flagrant
violations
of
the
city
Charter,
the
back
room
meetings
caught
on
tape
and
the
complete
disregard
for
the
public
certified
petition
to
be
far
more
disruptive
than
the
statements
that
I
made.
Lastly,
I
would
like
to
close
with
the
final
clarification
on
the
subject
matter.

seems
to
be
the
fulcrum
on
which
Free
Speech
hinges
in
these
Chambers.
Every
time
I
mention
this
fact.
I
am
interrupted
by
this
Council
and
called
a
liar
by
Mr
Jacobs
thanks,
it's
time
to
make
it
abundantly
clear
for
everyone
in
this
room
and
everyone
watching
these
proceedings
in
posterity.
One
thing
on
July,
18th,
Mr
Jacobs
stated
that
his
opinion
on
term
limits
would
be
recommend
a
second
opinion
from
an
outside
Council
who
is
out
of
town
and
unconnected
to
anyone
in
the
city.

attorney
was
Katie
Bell
and
she
is
in
fact
heavily
connected
to
the
city
of
Bossier.
That
statement
by
Mr
Jacobs
was
100
false
when
he
said
it.
Katie
Bell
has
previously
represented
the
city
and
the
MPC.

ago,
personally,
billing
Bossier
City

still
regularly
contracted
by
the
city
and
has
been
paid
thousands
of
dollars
even
into

in

deposition,

objections
on
his
behalf
to
say
that
Katie
Bell
is
unconnected
to
the
city
or
anyone
in

city

outright

Jacobs
I
can
prove
everything.

just
said
if
the
City
attorney
has
lied
to
the
Council
and
to
the
public
about
the
conflict
of
interest
with
Miss
Bell
and
Katie
and
I'll

events
before

meeting

the
exact
reason
that
Bossier
City
is
waking
up

need
for
term
limits.

City
Council
is
now
alleged
to
have
committed
up
to
three
open
meeting
violations
and
I
have
a
copy

anybody

wants
it.
Those
are
related
to
public
interest
in
this
event
and
an
attempt
possibly
to
dampen
that
interest

have
great
respect
for
the
councilman
who
are
joining
our
efforts
and
mayor.
Thank

putting
this
on
the
agenda,
but
also

person
who
recorded
the
meeting
that
went
and
count
went
on
in
council
chambers
and
then
shared
it
because
that's
what's
necessary
to
hold
democracy
to
the
test.

served

the
Air
Force

I
believe
in
free
speech,
I
carried
my
pocket
constitution
on
each
and
every
combat
Mission
I
read
it
during
the
arduous

to
20
hour,
combat
missions,
I

democracy.
But
what
you're
seeing
is
that
the
voters
that
don't
fly,
combat
missions
that
they
see
now,
and
you
should
see
that
your
citizens
want
free
and
open
debate.

attempt
to
restrict
our
comment
periods
by
elected
and
unelected
officials
will
be
opposed
by
the
public.
This
community
and
its
this
entire
Parish
wants
term
limits.
Now,
since
the
last
meeting
the
Attorney
General
agreed
with
our
position
in
a
September
8th
letter,
he
said
once
a
petition
is
tendered
by
the
registrar.

She
is
required
to
certify
the
petition
petitions
pursuant
to
Lars
18
3-D,
which
involves
ensuring
that
the
person
who
signed
the
petition
or
registered
electors
in
the
jurisdiction,
her
three
criteria
to
certify
their
signature
was
one
a
fixture
signature
and
address
in
which
they
are
registered,
registered,
verify
the
signature
and
that
the
name
appears
on
the
registrar's
role
of
Voters
a
very
simple
process.
It
seems
like,
though,
that
this
Council
wants
to
impose
limits
that
are
not
in
a
very
clear
clearly
represented
in
the
city
Charter,
what
the
petition
requires.

the
petition,

whether
we

even

a
petition.

could
vote
today
to
put
the
two
propositions
on
the
ballot,
but
you
continue
to
oppose
it.

warrants
repeating
Bossier
City

continuing
to
put
robots
in
our
in
front
of
our
petition.

have

our
journey
for
term
limits
in
Bossier
City
has
been
long
and
arduous,
but
it's
a
journey
fueled
by
the
unwavering
belief
that
the
power
in
our
democracy,
democracy
should
ultimately
rest
with
the
people.
The
attorney
general
has
spoken
just
like
Mr
Crockett
just
said
the
registrar
voters
held
their
ground
and
it's
time
for
this
Council
to
heed
the
call
of
the
law
and
the
will
of
the
people
on
September
5th.

This
Council
made
a
decision
that
sought
to
delay
the
inevitable
a
decision
that
attempted
to
circumvent
the
Democratic
process
by
asking
the
Registrar
of
Voters
to
decertify
the
term
limits
petition.
We
all
know
this
was
nothing
but
a
stall
tactic.
An
attempt
to
avoid
taking
action
on
an
issue
that
has
gained
overwhelming
support
from
the
citizens
of
Bossier
City.
Today,
Bossier
City
requires
this
of
you,
no
more
delay
no
more
stalling.
We
have
a
clear
path
forward,
one
that
aligns
with
the
principles
of
democracy
and
respects
the
voices
of
your
constituents.

Mayor
Tommy
Chandler
has
once
again
placed
the
term
limits
item
on
the
agenda,
calling
for
a
rep
referendum
to
let
the
people
decide.
This
is
not
a
request.
It's
a
demand
from
the
people,
a
demand
that
can
no
longer
be
ignored.
The
citizens
of
Bossier
City
spoke
loudly
and
clearly
2977.
Certified
signatures
sent
a
resounding
message:
they
want
term
limits
and
they
want
them
now.
It's
not
a
political
Ploy.
It's
a
call
for
accountability,
transparency
and
a
chance
to
Breathe
new
life
into
our
local
government.

same
mistakes
over
and
over
again
and
the
citizens
are
demanding
change.
The
attorney
general
made
it
abundantly
clear
that
you
cannot
rely
on
the
Registrar
of
Voters
decertifying
the
petition
as
an
excuse
to
take
no
action.

law
is
clear
and
our
Democratic
principles
are
unwavering.
The
term
limits
petition
is
valid.
It's
certified
and
it's
ready
for
action.
Last
month,
I
affirm
to
this
Council,
there's
no
possible
future
with
your
registrar
would
decertify
her
petition
and
moments
ago.

out

case

the
legal
guidance
of
Mr
Jacobs
was
untrustworthy
at
best
and
blatantly
dishonest
at
worst.
Stop
relying
on
bad
legal
advice
to
stall
the
will
of
the
voters,
Mr
President
members

city

it's
time
to
act,
it's
time
to
put
terminal
limits
to
the
ballots
and
it's
time
to
let
the
people
have
their
say.
Any
further
delay
will
be
seen
as
a
front
to
democracy
itself

unlike
it
is
likely
to
invite
more
unwanted
attention
to
Bossier
City.

press

started
observing
this
Council
about
two
plus
years
ago,
and
it
piqued
my
interest.
When
I
sat
there
and
heard
someone
in
this
Council
actually
threatened
someone's
life.
Basically,
you
know
one
of
the
citizens
and
since
then,
there's
been
a
lot
of
you
know,
grandstanding
and
unethical
Behavior
simply
violate
you
know.

simply
worded
Charter
has
been
violated
by
y'all
and
the
appointed
Council
there's
open.

that

to
allow
us
to
speak
is
just
you

it's

disgrace,

this

Carriage
Way
we
sit
at
around
77
percent,
complete
with
approximately
70
percent
of
the
time,

elapsed,
they're
43
days
ahead
of
schedule.

they're,
probably
seeing
some
of
the
metal
girders
coming
up
there

you're
coming
down
Benton
Road
they're,
doing
good
work.

issue

project

we

based

money

contractors

they're
better

percent
complete
here
we're

waiting
on
finishing

part
out

the
power
company

parking
improvements
they're
a
little
behind
based
on
our
metric,
which
again
is
pay
applications,
but
I
haven't
got
another
pay
application
since
our
last
meeting,

I
couldn't
log
those
days

just
my
observation,
they're
at
least
on
schedule.
I
know
they
had
a
little
bit
of
disruption
this
week
with
some
of
the
electrical
conduit.

like
that
slowing
the
earth
work
down,
but
we
still
feel
confident
they're
on
schedule
to
get
this
project
complete
and
it's
much
needed
with
as
many
events
as
that
we
have
going
on
out
in
that
area,
Scott
Street
drainage
improvements.
We
got
the
PO
cut
to
the
contractor
this
week.
They'll
begin
that
work
as
soon
as
materials
arrive
and
are
delivered
and,
as
you
can
tell
that's
a
much
needed
project
there
and
then
private
development.
That
list
is
shrinking
a
little
bit
Rocket.

being

little
stub,
Road
right
off
Benton
Road,
and
then
you
have
four
subdivisions
right
now:
Canal
Place
unit,
four
The
Preserve,
Redwood,
Place
unit

and
then
change

four
subdivision
projects
that
we
have,
that
we're
monitoring
right
now:
lateral,

drainage
improvements,
we're
still
waiting
on
property
for
that
the
plans
are
essentially
complete.

getting
close
on
having

right-of-way
and
easement
information
documents
in
hand,
Bardo,
Elaine
and
Montgomery
Lane
drainage
improvements.

coming

the
Citywide
Street
Improvement
projects
that
designs
complete
and
ready
for
me
to
finalize
it
and
get
it
out

bid
Golden
Meadows
turn
lane
there
we're
still
working
with
civil
Design
Group
to
get
that
coordinated
through
dotd
to
make
sure
they're
happy
with
what
we're
proposing
down
there
Barksdale
Boulevard
lighting
project.
This
is
one
we're
waiting
on
the
power
company,
for
this
is
between
Airline
and
full
of
love.
Everything's
done
there,
we've
paid
them
the
money.
