Description
Bossier City Council Special Meeting February 1st 2023
A
A
Father,
thank
you
for
this
time
that
we
come
to
this
place
to
do
the
business
of
this
city.
We
thank
you
for
those
who
are
here.
We
thank
you,
Father
God,
for
the
opportunity
to
serve
Lord.
We
ask
that
you
teach
us
to
be
servants
that
obey
your
word
and
do
the
things
that
bring
glory
to
your
name.
We
pray
for
the
citizen
of
this
city,
we
pray
for
Brookshires
and
their
personnel.
We
ask
you
lord
to
bless
them
Father.
B
C
B
B
C
A
Here:
okay,
matters:
I,
don't
think
we
have
any.
Do
you
recognize
Brookshire's
as
our
special
guest
I,
think
your
representatives
and
we
will
move
to
new
business.
A
C
B
A
Okay,
have
a
motion
Mr
free
seconded
by
Mr
Maggio
and
Mr
Hammonds.
Any
discussion,
Council
I
have
one
thing:
I
wanted
to
ask
Mr
Brown.
If
she
would
entertain
us.
A
This,
the
necessity
of
of
having
to
do
this,
have
any
thoughts
on
how
we
can
avoid
having
to
visit
this
type
of
item
in
the
future.
E
We
haven't
looked
into
what
other
jurisdictions
have
done
and
I
even
considered
eliminating
a
process
at
our
level
where
it
would
just
be
administrative
review,
but
I've
got
to
dig
deeper
into
it
with
regards
to
the
Charter
and
what
that
means
for
this
Council
as
well.
So
we're
looking
into
it
to
see
if
we
can
expedite
it
in
any
way.
Okay,.
A
Yeah
because
I
think
going
forward
the
consumer
has
they
incur
expenses
because
they
have
to
do
the
process,
of
course,
and
and
then
us,
we
we're
here
this
morning
to
do
this
because
it's
necessary,
so
they
can
get
on
with
their
business.
So
we
are
looking
for
ways
to
eliminate
a
step
like
you're,
saying
and
also
to
take
that
expense
off
of
them.
You
know
going
forward
what
about
a
checklist?
Is
there?
Is
there
anything
in
place
that
that
the
owner
have
a
checklist,
so
they
can
use
to
know
due
dates,
deadlines
they
must
meet.
A
E
It's
all
online,
so
you
know,
depending
on
the
business,
we
never
know
exactly
what
they're
going
to
do
period.
You
know.
Sometimes
they
want
to
do
liquor.
Sometimes
they
don't.
We
don't
know
if
they
want
to
be
open
till
2
A.M.
You
know
we
just
never
know
on
the
front
end
when
they're
pulling
permits,
we
usually
get
it
after
the
fact.
Okay,
okay,
so
the
details
of
the
the
business
we
never
really
get
into
at
the
permitting
side.
A
F
President
Darby,
if
I
may,
address
the
council
due
to
this
situation,
and
this
is
not
the
first
time
that
businesses
have
encountered
this
issue
I
think
typically
in
looking
into
it.
The
the
problem
is:
is
that
a
lot
of
businesses
think
that
once
they
get
their
state
permit
and
application
that
there
there
is
no
local
process
or
they
Overlook
the
local
process.
I've
spoken
to
Chief
zagone
today
and
yesterday,
and
he
and
he's
going
to
no,
it's
fine.
He
in
issuing
these
permits.
F
He
has
agreed
he's
going
to
make
sure
that
the
permit
people
are
going
to
inform
all
the
contractors
that
are
out
there
building.
You
know
facilities
for
new
businesses
or
doing
additions,
or
things
of
that
nature
that
you
know
we
do
have
a
separate
process
and
it
has
to
be
followed-
and
you
know
here
are
the
the
deadlines
in
the
process
with
the
MPC,
and
you
know
to
get
approval
from
the
city
council,
so
he
is
going
to
implement
that
process
and
notify
all
the
contractors
and
the
businesses
up
front.
F
When
you
know
basically
construction
starts
if
they
come
in
and
you
know
apply
for
electrical
permits
or
what
have
you
as
soon
as
a
business
comes
in
then
we'll
say
you
know
no
matter
what
it
is.
If
you
want
to
sell
package
beer
package
wine
package
liquor,
you
know
so
on
and
so
forth.
There's
a
two-step
process
here
it
is,
and
so
we're
going
to
try
to
help
permits
is
going
to
try
to
help
the
MPC
and
the
Council
on
that.
B
E
B
Y'all
need
to
sit
down
with
the
with
the
people
that
come
in
and
apply
for
these
things
and
sit
down
and
walk
them
through
this
stuff.
I
mean
some
of
them
may
be
new
to
the
city
and
not
know
you
can
tell
them
go
online,
but
they
may
not
see
everything
yeah.
F
B
E
With
respect
to
that,
it's
just
very
hard
to
get
all
that
up
front.
It
just
depends
sometimes
they'll
come
in
and
say:
hey
I
just
want
to
do
a
daycare
and
then
they'll
present
a
daycare,
and
then
they
say
well
now
in
the
permitting
process
we
want
to
add
drive-throughs.
Then
that's
a
different
step
that
they
have
to
go
through
to
add
that
and
then,
if
they
want
to
add
you
know
nighttime
care,
then
that's
a
different
step.
E
So
it
comes
in
phases,
so
we
can
never
just
know
up
front,
but
we'll
do
our
best.
We
added
like
we
talked
about
a
couple
of
months
ago,
just
alcohol
on
our
website
that
talks
about
the
steps
and
how
long
it
actually
takes
because
I
think
there's
some
confusion
with
the
contractors
that
they're
coming
in
on
the
back
end,
whereas
they
need
to
come
in
on
the
front
end
exactly.
B
But
I
mean
I,
guess
a
representative
from
the
store,
the
contractor.
Does
it
well
if
you're
going
to
build
a
liquor
store
if
you're
going
to
build
a
Brookshire's
grocery
store
or
whatever
it
is,
you
know
they're,
probably
going
to
sell
alcohol.
That's
why
I
think
I
know
the
contractor
would
pull
us
a
permit
just
for
the
building,
but
somebody
is
with
that
company.
If
it's
going
to
be
a
grocery
store
like
Brookshire's,
they
need
to
be
there
to
find
out.
What's
going
on
too
absolutely
not
blaming
you,
it
was
just.
D
I
do
have
one
question:
I
see
this
is
for
off-site
consumption.
D
C
A
G
Good
morning,
I'm,
Chelsea
droshi,
so
I
take
care
of
all
the
compliance
with
Brookshire's
and
I
just
wanted
to
say.
Thank
you
so
much.
We
really
appreciate
you
guys
coming
out.
I
know
this
is
a
special
meeting
and
I
appreciate
everything
that
you
two
have
done.
G
Bossier
has
went
above
and
beyond
to
help
us
out
and
I
will
speak
to
on
the
conditional
use.
So
what
happened
is
normally
our
facility
services
takes
care
of
getting
all
these
conditional
uses
for
pharmacy
fuel.
What
have
you
a
couple
of
months
ago,
the
guy
that
took
care
of
that
passed
away,
so
they've
got
someone
stepping
in
so
I
think
that
person
did
not
know
that
hey
you've
got
to
go
back
and
do
all
of
this.
So
this
one
kind
of
did
catch
us
late.
G
The
tax
office
said:
hey,
we've
got,
you
know
your
stuff,
your
city,
permit.
It
looks
great.
However,
no
one
did
the
conditional
use,
so
normally
we
would
not
be
backtracking
and
calling
you
guys
up
here.
So
that's
kind
of
what
happened.
We
are
aware
of
the
process
now,
especially
but
I
just
want
to
say
a
big.
Thank
you.
We
really
appreciate
you
guys
and
ladies
helping
us
out
the
store
soft
opens
next
week
and
it
is
absolutely
beautiful.
Everybody
should
come
check
it
out.
B
H
The
store
is
simply
amazing:
it's
got
a
Pizza
Hut
TC's
coffee,
Grand
Opening
set
for
soft
openings
Thursday,
but
then
the
grand
opening
actually
be
on
the
10th
Friday
and.
D
D
H
Actually,
the
bin
location,
burkins,
Linwood,
burkins,
Mansfield,
Road,
the
Barksdale
location
and
the
Berkshire
online
Avenue
all
set
for
a
total
story
models,
probably
the
end
of
the
summer
contingent
on
obviously
facility
issues,
but
we
do
plan
on
Remodeling
and
continue
to
reinvest
in
Bossier
as
well
as
Shreveport.
So
thank
you.
Thank
you.
Thank
you.
A
A
All
right,
thank
you
so
much
we
are.
We
are
pleased
to
have
you
guys
and
I
appreciate
your
patience
with
us
as
we
work
out
the
wrinkles
that
we
have
to
work
out
too.
We
have
a
motion
in
a
second,
please
cash,
your
vote,
Council.
