oftentimes
he

know
were
difficult
boats,

too
often
that
group
splits
on
party
lines
and
I
was
just
real,
proud
to
meet
him.

watched
him
in
action
and
he
was
a
true
servant
and
then
I
learned
more
about
his
experience
in
the
fire
department.

all
of
that-
and
my
only
regret
is
that
I've
been
pushing
a
mayor
across
the
river
to
hire
a
Pio,
and
this
is
the
guy.
We
should
have
gotten.

got
a
real
Trenton.
That
has
is
a
hard
worker,
very
knowledgeable
and
having
worked
with
fire
department
and
the
commission
really
understands
government,
which
I
think
is
important
for
y'all.

is

distance
should
be
measured
from
the
nearest

of
the
premises
to
be

actual
restaurant

The
straight
line
from
asbury's
property

edge

that
building

less

it
reads:

300
feet
shall
be
interpreted
to
mean,
as
a
person
walks
using
sidewalks
from
the
nearest
point
of
the
property
line
of
the
public
playground
church
school
to
the
nearest
premise
that
the
alcoholic
beverages
to
be
served.

not
as
the
crow
flies
it's
not
as
a
straight
line.
It's
as
someone
would
walk
using
sidewalks.
So
if
there
are
not
sidewalks
there,
we
use
the
street
pavement
as
a
guide
and
that's
what
we've
used

last
30
years.

believe
our
resident
attorney,
Neil
Irwin
is
here
and
he
can
speak
to
those
court
cases,
but
that
is
how
we've
measured
it
historically
over
the
years
and
I
also
want
to
note
that
there's
also
been
alcohol
at
this
location
back
in
1989
when
the
Bossier
racquet
club
was
there.

when
asked

the
city
of
Bossier
Ms
Carlotta
Askew
Brown
is
correct
in
terms
of
saying
they
followed
the
traditional
way
in
which
the
city
has
measured
using
the
sidewalks
in
accordance
with
the
city
ordinance
and
with
state
law,
and
it's
not
just
one
case.
It's
two
cases
that
say
that
when
there
are
no
sidewalks
using
another
case
that
was
decided,
we
feel
that
the
legislation
intends
for
the
measurements
to
be
made
along
walkways
on
the
edge
of
streets
or
parallel
to
the
sides
of
streets.

So
I
have
concluded,
and
it
is
my
opinion
that
the
Metropolitan
Planning
Commission
correctly
measured
this
by
their
staff
and
then
the
Metropolitan
Planning
Commission.
Using
that
information
made
the
correct
decision
as
to
how
this
ought
to
be
measured
and
granted.

use
permit
I'll
be
happy
to
answer
any

add

know
when
you
look
at
the
language
of
the
natural
walking
path.
I
think
it
would
be
not
expected
if
somebody
wanted
to
cross
the
street
to

Ashbury
Methodist
Church
to

Flying
Burger
parking
lot,
that
somebody
would
walk
across.
Basically,
six
Lanes,
you
have
turn
lanes,
and
then
you
have
two
two
lanes
going
north
two
lanes
going
south
on
an
extremely
in
a
turn
lane
into
flying
Burger
into
an
extremely
busy
area.

not
the
natural
walking
path
that
somebody
were
to
walk
from
Ashbury
Methodist
Church
to
the
Flying
Burger.
They
would
have
to
walk
either
north
or
south
and
attempt
to
cross.
You
know
at
various
lights
and
things
of
that
nature.
I
do
absolutely
agree
with
Mr
Irwin
that
the
second
circuit
controls
the
law
within
our
jurisdiction
and
I
feel
that
it
it
cannot
be
measured
as
the
crow
flies
in
this
instance.
It
has
to
be
measured
along
the
public
right-of-ways.
The
legal
public
right-of-ways,
so
I
would
concur
with
Mr
Irwin.

didn't
want
to
comment

what
he

saying
now

walked
out

back
gate

field

River
Bank

least
twice
a
week
or
whatever
so,
and
that's
the
easiest,
quickest
or
whatever

you
get
up
there
and
enter
the
intersection
you'd
never
get
across
your
best
to
be
away
from
the
intersection
and

on.

complaints
here
is
that
it's
been
going
on,

August
to
be
four
years
of
nothing
but
racket
of
them
doing
their
cement
work

one

the
morning

tons

police
would
come
out

say:

a
lot

Commission

whatever.

dumpster

quit
emptying

we're
very
grateful

approve

there
was

list
of
things
that
they
need
to
do.
They

done
them

pass
this,
let's
get
what
needs
to
be
done
and
then
you
can
pass
it
because
we
were
promised
all
this
almost
four
years
ago,
actually
more

four
years
ago,
and
we
didn't
get
it

then
we're
told.

right
time

mayor
new
mayor,

NPC
nobody
likes
seeing

I

pretty
agitated,

has
over
30

never

missed
a
day
of
work,
but
it's
awful
hard
on
her.
When
you
get
woke
up
at
three
four
in
the
morning
and
then
the
way
that
they
do
their
property,
they
run
their
lines
up
against
the
wall.

don't
go
through

drive
through
they
actually
block
off
the
drive-through
because
they
don't
have
room
to
have
their
customers
in
the
drive-through.
So
the
cars
line
up
against
the
wall
and
you
get
the
the
base
is
over
and
over
you.

could
find
a
couple
of
police
officers.
Just
writing
the
tickets
on
a
nightly
basis
of
this,
and
it
goes
on
for
hours
because
again,
you're
serving
ice
cream
over
there
till
11
o'clock
at
night.
So
again,
that's
my
complaint
before
we
pass.

took
a
survey

rising
crime

many
alcoholic
venues

see
every
meeting,
we're
always
adding

alcoholic
venues.

another
case
where
we're
going
against
the
church,
their
desire
to
keep
alcoholic
beverages
farther
away
from

church
property.

abide
within
the
laws
and
we

prejudiced

one
establishment
to

the
law

it

can't

they
qualify,
underneath
what
the
law
says,

we

obligated
to
pass
that.

subject
ourselves

potential
litigation

discrimination
