Description
Bossier City Council Regular Meeting February 7th 2023
B
Let
us
pray
dear
heavenly
father.
We
thank
you
for
today
Lord.
We
thank
you
for
the
many
blessings
that
you
pour
out
upon
us.
Lord
I
pray
that
you
be
with
us
today
in
this
council
chambers.
We
do
the
business
of
the
people
of
Bossier
City,
be
with
each
council
member
as
we
make
our
decisions
Lord
and
be
with
each
and
every
one
of
us
as
we
depart
here
today.
We
pray
that
you
put
a
hedge
of
protection
around
this
city
Lord
in
your
holy
name.
We
pray,
amen,
amen.

A
G
Guys
this
Proclamation
has
really
hit
hard
one
of
our
close
persons.
People
work
with
us
every
day
for
their
child
last
year
and
I
want
to
read
his
Proclamation
on
this
okay,
whereas
the
well-being
of
our
children
is
of
Paramount
importance
and
whereas
congenital
heart
defects
are
one
of
the
most
frequently
occurring
deep.
Birth
defects
and
the
leading
cause
of
birth
defect
related
deaths
worldwide,
whereas
more
than
one
million
families
Across
America,
are
facing
the
challenges
and
hardships
of
raising
children
with
congenital
heart
defects.
G
Awareness
Week
provides
the
opportunity
for
families
and
patients
affected
by
these
conditions
to
share
their
experiences
and
knowledges
with
the
public,
so
that
we
will
all
maybe
made
aware
of
how
this
defect
affects
all
of
our
Lives.
Now,
therefore,
our
Thomas
H
Chandler,
mayor
of
the
great
city
of
Bossier
City,
do
hereby
Proclaim
February
7th
through
February
14
2023
as
congenital
heart
defect,
Awareness
Week.
H
Many
of
y'all
know
my
husband
Jake,
but
my
name
is
Brandi
I'm,
a
nursing
student
at
Northwestern
in
Shreveport
and
Jake's
wife
and
I'm,
a
heart
mom,
and
one
of
the
things
that
we
did
not
know
before
we
October
of
2021
when
we
found
out
of
our
son's
heart
defect,
was
just
how
common
congenital
heart
disease
is,
and
at
21
weeks
pregnant.
Our
entire
lives
were
flipped
upside
down.
H
We
had
to
begin
to
make
appointments
and
make
arrangements
for
me
to
move
out
of
state,
because
our
state
lacks
the
ability
to
care
for
certain
critical
congenital
heart
defects
and
on
February
10th
of
last
year.
After
spending
five
days
in
the
hospital,
our
son
Brendan
began
to
experience
severe
drops
in
his
heart
rate
to
where
it
was
no
longer
safe
for
me
to
remain
pregnant
with
him
and
that
he
was
safer
in
the
NICU
and
at
4
28
pm
on
February
10
2022.
H
H
H
He
had
a
heart
attack,
which
is
what
we
had
been
trying
to
avoid
by
going
that
route,
and
over
the
past
year
since
Brendan's,
birth
and
passing,
we
have
been
vocal
advocates
for
more
research
and
awareness
for
congenital
heart
disease,
and
it
affects
approximately
one
in
100
babies.
They
call
it
one
percent,
but
it's
one
one.
H
In
one
hundred
forty
thousand
children
a
year,
96
families
a
day
they
range
from
mild
to
critical,
like
our
son,
Brendan,
25
percent
of
the
children
are
born
with
critical
defects
that
require
surgery
within
the
first
year,
life,
often
within
the
first
weeks
about
63
percent
of
those
children
with
a
critical
congenital
heart.
Defect
lived
to
the
age
of
18..
H
Many
parents
have
to
separate
their
families
or
completely
uproot
their
lives
to
seek
out
care
for
their
children,
an
option
that
is
extremely
difficult
and,
as
we
have
learned
extremely
expensive,
CHD
Awareness
Week
is
an
opportunity
to
not
only
shed
light
on
these
defects,
but
to
also
celebrate
these
Warriors
in
their
battles.
Like
our
son
Brendan,
whose
defect
took
him
from
1
in
100
to
1
in
ten
thousand,
the
odds
are
extremely
likely
that
you
actually
know
someone
whose
life
or
family
has
been
affected
by
CHD
throughout
our
journey.
H
The
city
of
Bossier
has
been
extremely
supportive
of
our
family,
showing
us
that
our
tribe
is
far
larger
than
we
could
have
ever
imagined.
The
state
of
Louisiana
also
recognizes
congenital
heart
defect
awareness
week
this
year.
The
rest
of
the
nation
is
also
recognizing
it.
I
would
like
to
express
my
sincere
gratitude
to
the
city
council
and
the
mayor
for
also
recognizing
this
week
and
helping
many
parents
and
families
like
ours
raise
awareness.
So
thank
you
very
much.
A
I
We
have
several
Lids
today
for
this
one
opening
for
Northside
Drive
Pump
Station
Rehabilitation.
The
engineers
estimate
on
this
project
was
220
thousand
dollars,
but
they
did
have
some
money
in
there
for
contingencies.
I
It
did
include
the
sign-in
sheet
from
the
mandatory
meeting
noted
that
the
repair
encoding
of
the
existing
wet
well
was
pulled
out
of
the
base.
Bid
is
now
considered
an
added,
considered
additive
alternative
number
one
and
there
were
modified
contract
documents
and
drawings
included
in
that
addendum.
I
I
I
I
The
next
bid
is
from
JDP
Construction,
their
bid
bond
is
included
and
they
did
acknowledge
the
addendum.
Their
bid
is
for
three
hundred
eighty
seven
thousand
six
hundred
dollars.
It's
three.
Eight
seven,
six:
zero!
Zero
point:
zero,
zero!
The
alternate
is
for
thirty
thousand
dollars.
That's
three:
zero:
zero!
Zero!
Zero
point:
zero:
zero!
I
The
next
bid
is
from
pulley
construction.
They
did
acknowledge.
The
addendum
bid
bond
is
included,
their
bid
amount
is
283
thousand
dollars.
That's
two.
Eight
three:
zero!
Zero.
Zero
point:
zero:
zero!
The
alternate
is
for
thirty
thousand
dollars.
That's
three:
zero:
zero,
zero,
zero
point:
zero,
zero.
I
Thank
you
and
the
last
bit
is
from
Skyland
construction.
Their
bid
is
for
375
thousand
dollars.
They
did
acknowledge
the
addenda
they
do
have
their
bid
Bond.
Their
alternate
is
for
thirty
thousand
dollars.
I
Do
you
guys
get
all
the
numbers
I
ask
that
you
take
these
under
advisement.
D
K
You
know
a
while
back
about
the
participation
of
residents
in
Bossier
City
being
on
the
board.
Have
you
had
a
chance
to
discuss
that
or
Maul
it
over?
Yes,.
A
Sir
I,
don't
that
we
share
that
concern
I,
think
we
shared
it
with
the
attorney.
C
C
They
did
really
reply.
They
said
that
they
would
begin.
An
active
search
is
my
understanding
to
see
if
they
could
add
some
Bossier
City
residents.
I,
don't
know
if
that
meant
they
had
openings
or
if
they
created
they're
thinking
about
creating
some
new
spots.
You
know
changing
their
operating
procedures,
bylaws
things
of
that
nature,
but
I
will
reach
out
to
them.
K
Mean
once
you
pass
this
ordinance,
it's
done,
I
mean
there,
isn't
any
more
negotiation,
so
I'm
just
saying
that
this
is
a
Bossier
City
venue
that
we
put
15
million
dollars
in
and
you
and
you
certainly
would
like
some
input
on
the
board.
That
would
be
influential
possibly
about
you,
know
the
interests
and
desires
of
Bossier
City
and
their
residents.
So.
A
B
L
G
A
All
right,
so
we
have
a
motion:
Ms
Montgomery,
II,
Mr
Smith,
to
continue
this
item
to
the
21st
of
February.
We.

look
alike
in
the
discussion
and
the
floor
is
open
for

Please
catch
your
vote.
E
New
business
adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
restore
a
20-inch,
concrete
water
main
blowout
near
Shed,
Road
at
a
cost
of
336
thousand
dollars
to
come
from
water,
Capital
contingency
funds.
First
and
final
reading.
E
Motion
carries
introduce
an
ordinance
to
amend
Article
2
of
section
110.43
of
the
code
of
ordinances
for
the
city
of
Bossier
City
operation
of
vehicles
to
specifically
regulate
motor
vehicle
noise
and
establishing
an
area
of
prohibition
of
unmuffled
compression
brakes.
Engine
brakes
or
jake.
Braking

thereof
and
authorizing
the

Administration
to
apply
to
the
Louisiana
State
Department
of
Transportation
and
development,
to
request
permitting
for
the
installation
of
regulatory
signage
on
said,
State,
Louisiana
highways.
First
reading.
M
Mr
President
I've
got
one
one
question
for
we
stayed
in
here
just
on
Benton
Road.
We
we
have
that
problem
in
in
South
Bossier
as
well.
I
mean
do
we
need
to.
We
need
to
put
all
roads
and
the
city
limits
of
Bossier,
City
or
add
Highway
71
Barksdale,
Boulevard
I.
D
M
Those
check
brakes
coming
in
when
they're
coming
in
Northbound
from
the
parish.
That
way,
you
know
you
can
you
can
hear
them
doing
it.
We.
M
O
P
Q
Q
They
were
probably
unaware
that
400
trucks
per
day
would
harm
the
affected
residents
of
Bossier
City,
who
would
lose
sleep,
lose
use
of
their
patios
and
lose
the
ability
to
have
a
conversation
outside
their
homes
and
who
now
inhale
massive
amounts
of
diesel
fuel?
What
brought
us
to
this
point?
Regular
traffic
along
Benton
Road,
no,
a
company
called
performance
province,
this
company's
application
for
a
permit,
stated
a
24
7
sand,
binding
operation.
Q
Environmental
and
traffic
studies
were
not
provided
to
me
from
the
MPC
under
the
Freedom
of
Information
Act.
Ironically,
five
of
the
six
members
who
signed
off
on
the
permit
are
no
longer
at
the
MPC.
You
may
say
it's
Commerce
or
it's
a
state
highway.
So
then,
why
wasn't
the
state
of
Louisiana
involved
in
the
permitting
and
why
leave
it
to
Bossier
City
to
clean
up
the
noise
issues
performance
Province,
sand
delivery
system
is
conducted
exclusively
on
Benton
Road.
Q
Their
delivery
system
is
not
regular
use
of
Benton
Road,
but
exclusive
use
for
them,
which
violates
section
46-31
of
the
Bossier
city
ordinance,
which
states
unnecessary
noise.
It
shall
be
unlawful
for
any
person,
and
in
this
case
it
is
the
owner
of
performance
Province
to
make
or
continue
to
be
made
any
loud,
unreasonable
or
unusual
noise
which
disrupts
injures
or
endangers
the
Comfort
health,
peace
or
safety
of
others
within
the
city
limits.
Q
Q
I've
personally
seen
three
sand
trucks
tipped
over
and
one
crushed
the
cargo
area
of
an
SUV.
How
safe
are
our
school
buses?
Who
now
share
the
road
with
these
Texas
and
Oklahoma
drivers
who
illegally
speed
and
use
the
left
lanes?
Why
do
they
do
this
because
they
know
they
can
get
away
with
it
our
beliefs?
Obviously
the
owner
of
the
company
does
not
care
about
our
residents
or
he
would
have
disclosed
the
amount
of
trucks
traveling
on
our
newly
paved
Benton
Road.
Q
In
his
application,
the
out-of-state
drivers
are
literally
making
a
mockery
of
the
Bossier
City
Police
Department,
the
Louisiana
State
Police,
and
the
police
jury's
Commercial
Vehicle
Enforcement
unit
I've
called
all
of
those
agencies
multiple
times.
One
appeasement
visit
were
made
from
each
agency.
Q
I
just
wanted
to
get
that
on
the
record.
So
my
questions
are
regarding
this
ordinance.
Will
the
City
attorney
reconsider
the
fine
penalty
from
two
hundred
and
fifty
dollars
to
five
hundred
dollars
with
a
mandatory
court
appearance
and
two
which
state,
Parish
or
city
agency,
is
primarily
responsible
for
enforcement
of
this
ordinance
and
I
pray?
The
ordinance
passes,
I,
pray
for
enforcement
and
thank
you
all,
and
especially
thank
you
and
Vince
Maggio
for
helping
you're.
D
I'll
tell
you:
this
is
bad
news,
there's
another
pit.
They
call
from
between
Benton
and
plain
dealing
also,
and
the
people
up.
There
are
highly
upset
I'm,
not
a
weight
management.
Guy
I
know
the
guy
that
runs
it
I,
don't
think
I've
seen
any
pulled
rigs
over
because
I
used
to
be
in
the
business,
but
I
don't
think
you
know
some
of
them
have
one
one
sand
trailer
on
them.
Some
of
them
have
two
again
I'm,
just
guessing
I,
don't
believe
they
they're
over
the
maximum
load.
Q
You
know
a
waste
management
company
trucks
that
use
all
the
city
streets
State
highways.
They
can't
conduct
their
business
until
6
a.m
until
10
pm
the
same
thing
with
a
landscaper.
He
can't
start
until
6
A.M
same
thing
with.
Oh,
there
was
another
business,
but
a
roofer.
They
can't
start
until
6
a.m.
So
why
does
this
company
get
a
pass?
Why
are
they
getting
a
pass
when
a
garbage
truck
can
start
till
6
A.M,
which
is
also
noisy
I?.
D
Q
A
A
A
Q
O
B
Mr
attorney
would
would
Mr
rushenbach's
suggestion
be
easy,
easier
or
the
same.
C
Well,
you
have
an
ordinance
that's
before
you
today,
that's
going
to
require
two
readings
right.
If
you
pass,
if
you
vote
to
for
the
ordinance
to
be
enforced,
it
would
still
be
a
second
reading.
You
could
always
come
back
later.
C
There's
nothing
that
says
that,
just
because
you
prohibit
the
use
of
these
devices,
these
jake
brakes
on
that
portion
of
Benton
Road
that
you
can't
come
back
with
a
similar
ordinance
if
the
council
sees
fit
and
make
it
enforceable
within
the
corporate
limits
of
Bossier,
though
it
wouldn't
be
an
amendment,
it
would
just
be
a
second
ordinance
that
would
basically
incorporate
the
first
within
the
corporate
limits,
with
the
entire
corporate
limits
of
the
city.
Okay,.
F
G
M
I'll
I'll
resend
my
motion
just
as
long
as
we
can
get
this
get
the
other
one
done
in
a
timely
manner.
A
A
A
And
we've
had
public
input,
I
think
if
that
someone
else
would
like
to
speak.
A
Okay,
so
we'll
vote
on
that
item
too.
E

another
eighty
thousand
dollars
to
finish
that
effort.
That
includes
software
and
Hardware.
To
get
that
done.

Mr

in
the

M

A
Any
discussion.
E
B
O
The
the
project
is
progressing
well,
this.
This
is
a
a
bit
of
a
Reconciliation
ongoing
on
about
a
40
million
dollar
project,
just
taking
care
of
some
housekeeping
with
some.
You
know,
invoicing
that
comes
in
where
I
had
a
schedule.
I
had
a
construction
schedule,
I,
don't
know
what
this
rain
over
the
last
couple
weeks
is
done
with
us,
but
as
we
report
to
y'all
monthly,
you
see
where
we
are
with
the
schedule.
O
B
O
Sure
there'll
be
more,
but
I
I,
don't
Envision
anything,
that's
nothing!
Major!
No,
sir.
Okay!
We're
we're
in
an
area
of
that
project.
Right
now
on
Hamilton
Road,
it's
an
older
area
of
the
city
where
we
are
uncovering
some
unforeseen
subsurface.
You
know
conditions,
but
we're
working
with
JB
James
on
those
and
and
those
things
are
to
be
expected.
But
for
the
most
part
it's
progressing
well.
R
He
left
their
glasses
David
Crockett
653,
dumaine,
Drive,
Bossier,
City
Louisiana.
This
isn't
a
large
change
order.
I
know
that
but
I
think
generally,
when
you
talk
to
people
in
Bossier,
City
they'd
like
to
know
about
how
much
the
carriageway
has
cost.
When
you
combine
beginning
to
end
from
Barksdale
Boulevard,
all
the
way
to
the
projected
cost
at
the
end
of
the
project.
I
think
those
issues
come
up
quite
a
bit.
I
I
don't
know.
K
K
R
Well
I
mean
this
is
on
my
time
if
I
can
go
ahead
and
finish,
Mr
President
I
think
the
issue
that
I
have
with
this
is.
We
continuously
have
change
orders
and
we
have
unexpected
costs
throughout
the
project
and
I
think
the
community
would
like
to
know
how
much
it's
cost
I
would
ask
again
and
I
hope
by
the
final
reading
that
somebody
from
the
council
could
ask
the
accounting
and
finance
department
to
come
up
with
a
total
cost.
So
the
people
in
the
city
would
know
how
much
it
costs
I
think
it
is
relevant.
R
Mr,
Montgomery
and
I
I,
also
I'm,
sorry
I
didn't
mean
to
direct
you
directly
at
address
you,
but
I
do
believe
it's
important
for
us
to
be
able
to
find
out
it's
just
one
more
change
order,
but
we
have
unexpected
costs
throughout
the
process.
So,
but
anyway,
thank
you
and
I
respectfully
request
that
somebody
provide
that
information
by
the
next
meeting.
Thank.
A
You
can
address
the
status
of
the
project
at
this
day.
It's
not
an
overrun.
The
project
is
within
budget.
Is
it
not
correct?
Okay,
so
we're
not
over
budget
correct?
Okay
and
that's
what
is
important
to
note
too
so
we're
going
to
have
changed
orders,
because
this
is
a
massive
project,
so
I
understand
that,
but
I
think
it's
perceived.
Sometimes
we
are
over
budget
and
we're
we're
not
over
budget.
A
We
are
within
budget,
we've
had
changed,
orders,
time
and
time
again,
but
we're
not
we're
not
over
budget
and
and
of
course,
Mr
Crockett
has
a
valid
concern
about
the
the
overall
costs
of
the
project
and
I'm
sure
we're
going
to
get
that
number
in
the
near
future.
You
could
you
could
get
something
together
if
you
like
for
next
for
the
next
meeting
and
bring
the
council
up
to
speed
the
public
up
to
speed
on
the
projected
number
that
we
are
to
date.
O
K
Massive
project
to
fill
us
how
many
times
has
it
been
presented,
what
the
actual
costs
were
I'm
talking
about
originally
with
phase
one.
Do
you
remember
about
how
many
times,
if
need
be,
we
can
go
back
and
show
the
public
how
many
times
that
we
have
presented
change
orders
additional
cost,
total
cost
of
phase
one
and
going
forward.
I
believe
that
that
has
been
multiple
times
in
I.
Don't
know
how,
many
years
ago
that
we
started
every
month,
we
show
progress
what
we
spent.
K
What
we've
got
to
do,
there's
no
way
to
predict
a
change
order.
I
mean
like,
for
instance,
on
phase
one.
If
I
recall
there
were
water
lines
that
we
had
no
idea
where
they
were.
Is
that
correct?
Yes,
sir,
so
it
naturally,
when
you
start
digging,
you
can't
quit
the
road
project,
because
you've
run
into
obstacles
that
were
unforeseen
and
unknown
correct
correct.
K
K
D
O
At
on
it,
so
that's
just
another.
What
I
was
referring
to
I'm
sorry
and
you
got
a
spreadsheet
as
well
and
I.
Don't
know
we
kind
of
pepper
y'all
with
a
lot
of
data,
but
on
that
spreadsheet
you
can
look
at
the
carriageway
project
and
see
on
one
row
what
the
contract
amounts
were
where
we
are
as
far
as
construction
schedule
and
things
like
that,
and
not
just
for
the
carriageway
project.
It's
for
every
project
in
the
engineering
department.
So
we
try
to
be
very
transparent
with
the
money
yeah.
A
E
D
D
E
Carries
adopt
a
resolution
authorizing
the
hiring
of
one
firefighter
position,
replacing
one
fire
training
officer
position,
promoting
one
fire,
one
estate,
the
one
to
assistant
chief
of
fire
training
and
promoting
one
to
chief
of
fire
training
due
to
vacancy
from
retirement.
First
and
final
reading
and.
S
12
or
13.
we
got
12
fishing
to
start
the
academy
sometime
toward
the
end
of
the
month.
The
reason
this
one's
so
long
is
you
had
the
chief
of
training
retire.
So
it's
a
domino
effect.
You
replace
the
chief,
the
assistant
chief,
the
training
officer
and
then
a
firefighter
at
the
bottom.
So
that's
why
it's
a
little
Tongue
Tied,
okay,.
S

you

what
are
we
testing.
B
M
N
E
A
Motion
Mr,
what
Williams
was
second
Mr
Montgomery.
A
E
D
M
Discussion,
yeah
I
do
Mr
President,
whose
name
is
on
this
Clinton
or
Ben
or
is
I'm
sure
coal
engineering
has
a
scope
of
what
they've
told
y'all
what
they're
going
to
be
looking
at
for
this
around
about
whatever,
but
are
they
going
to
look
to
that
just
to
see
if
a
simple
four-way
stop
would
solve
the
problems
too
and
be
a
whole
lot
less
money?
So.
O
O
A
four-way
stop
is
not
warranted
right
now,
but
traffic,
Circle
or
roundabout
is
not
warranted
right
now,
but
we
all
know
that
that
area
is
growing
and
we
wanted
to
follow
this
study
and
begin
the
next
steps
of
this
project,
which
is
to
put
some
boots
on
the
ground
survey.
The
area
figure
out
what
all
of
that's
going
to
look
like
how
much
it's
going
to
cost.
O
We
can
start
seeking
some
state
and
federal
dollars
for
that
and
on
and
on
it
goes
so.
This
is
a
very
preliminary
step
we
have
miles
between
today
and
when
construction
of
something
there
would
would
take
part.
So
this
work
was
approved
in
the
2023
capital
budget.
What
we
have
before
today
is
a
resolution
to
hire
a
coil
engineering
to
begin
performing
that
design
work,
and
then
we
can
report
back
to
the
council
as
as
we
progress
with
that,
what
that
looks
like
so.
M
Let
me
ask
you
this
Ben
I
know
the
right
down
from
it.
There
they're
clearing
the
right
away
right
now
to
expand
from
Airline
drive
back
down
to
vanceville
Road
right
there,
where
that's
another
cut
through
right
there,
if
traffic
flow
picks
up
coming
back
and
forth
through
that
Corridor.
That
would
be
on
Strictly
nothing,
but
the
police
jury
correct.
Okay,
all
right!
M
A
A
Motion
made
by
Mr
Williams
second
Mr
Montgomery,
please
catch
a
vote.
F
L
Chief
I'm
going
to
start
off
by
saying
right,
quick
that
the
police
department,
for
once,
probably
in
its
history,
sitting
a
little
bit
better
than
the
fire
department,
because
I'm
only
down
11.
and
he
said
12
or
13..
So
everybody
wants
to
be
a
fireman.
Oh
a
couple
little
things
I
could
sit
up
here
for
for
an
hour
and
go
over
all
the
all
the
things
that's
going
on
and
all
of
that,
but
I
won't
take
up
too
much
of
your
time.
L
Just
a
few
things
to
highlight
I'm
sure,
as
you
all
know,
is
what
they
were
the
way
everything
is
going
on.
Our
biggest
battle
right
now
is
hiring
people,
and
we
have
put
forth
effort
after
effort
everything
that
we
can
think
of
and
I
would
I
stand
Here
proud
today
to
tell
you
as
far
as
police
officer
goes,
the
the
Department's
only
four
down.
So
that's
pretty
Monumental
in
a
four
and
a
half
month
period.
You
know
we
started
off
pretty
bad
at
the
end
of
the
summer.
L
Just
you
know,
as
time
goes
on
we're
down
11
total
within
the
whole
department.
That's
four
police
officers,
four
jailers
and
then
some
civilian
positions
and
but
we're
currently
working.
We've
got
two
of
those
fixing
to
be
fulfilled.
Pretty
quick
within
the
next
couple
of
weeks.
As
we
sit
here
today,
I
got
three
in
the
academy
with
Caddo
Parish
at
the
moment,
so
they'll
be
graduating
here
in
another
two
months
or
so,
and
then,
of
course,
you
know,
begin
the
Long
training
process.
The
academy
is
the
short
side
of
it.
L
So
once
they
come
back
to
us
they're,
you
know
another
three
or
four
or
five
months
total
before
they
hit
the
street.
So
that's
it
with
with
personnel.
L
L
You
know
we're
here
for
the
safety
of
all
of
the
the
citizens
and
the
public
in
general
inside
the
city
limits
of
Bossier,
and
we
put
our
heads
together
just
trying
to
combat
some
of
the
crime
stuff
that
we've
had
I
reached
out
to
the
Sheriff's.
Department
got
them
on
board
with
us
and
we
went
to
a
certain
District
in
our
area
and
then
one
afternoon
we
we
netted
36
total
arrests,
which
was
huge,
especially
for
you
know
just
for
one
area
in
a
short
amount
of
time.
L
Out
of
that
as
well,
we
also
arrested
a
gentleman
that
was
wanted,
on
attempted
first
degree,
murder
of
a
police
officer.
So
we
got
him
off
the
streets,
pretty
quick.
He
the
warrant
wasn't
out
less
than
12
hours,
hence
kind
of
what
started
this
operation,
and
then
we
just
took
it
from
there.
We
ended
up
with
about
48
and
a
half
grams
of
marijuana
same
in
the
meth
salmon
pills,
so
on
and
so
forth.
We
pulled
several
guns
off
the
street.
L
It's
no
secret
that
you
know,
gun
play
is
becoming
a
big
deal
between
you
know
between
us
and
Shreveport,
so
we
pulled
several
guns
out
of
some
Vehicles
illegal,
carrying
a
Firearms
felonies
in
possession
of
firearms,
so
on
and
so
forth.
So
we're
going
to
continue
that
effort.
We
were
looking
at
doing
it
weekly
until
we
could
get
a
handle
on
it.
L
Of
course,
last
week
we
battled
bad
weather
every
day,
and
you
know
bad
weather
is
actually
beneficial
to
a
police
officer
because
it
kind
of
drives
the
crime
inside
for
the
night,
so
we
held
off
of
it
last
week,
we're
looking
at
putting
it
back
back
in
this
week
and
then
we'll
just
kind
of
take
it
from
there.
It's
a
pretty
good
effort,
it's
a
good
effort
between
us
and
the
sheriff's
department,
bringing
us
together
and
doing
things,
but
at
the
same
time
it's
also
taxing
to
those
guys.
L
So
you
know
if
it
if
it
starts
to
play
out,
then
we'll
hold
off
a
little
bit
and
then
go
back
and-
and
you
know,
catch
a
breath
and
then
go
back
and
do
it
again
so
that
that
is
one
thing
especially
moving
into
the
summer.
As
you
know,
the
weather
warms
up.
Everything
else
starts
to
climb
as
well
so
trying
to
get
a
handle
on
it
early.
So
that's
where
we
stand
I'll
answer
any
questions
that
y'all
have.
L
L
Law
abiding
citizens,
you
know
we
as
a
police
officer,
we
carry
stigmas
I,
don't
you
know
wherever
it
comes
from,
but
we're
very
fortunate
that
we
still
live
in
a
city
where
we
don't
have
a
lot
of
that.
The
majority
of
our
citizens
do
still
like
us,
we
still
get,
you
know,
handshakes
and
thank
yous
and
hands
over
hearts
and
meals
bought.
L
You
know,
for
the
officers
on
the
street
and
I
would
just
ask
that
the
citizens,
you
know,
don't
buy
off
into
everything
that
you
hear
just
continue
we're
here
for
them,
you
know.
So
if,
if
we
start
following
how
to
Grace
us
out
of
our
our
own
citizens,
then
then
we're
not
doing
you
know
what
we're
supposed
to
do.
So
as
far
as
the
public
of
Bossier
City
goes,
you
know
if
they
would
just
continue
to
to
work
with
us.
Greet
us
be
polite.
To
us,
I
mean
we're
humans.
Just
like
they're
humans.
L
We
have
families,
I've
got
kids
at
home,
you
know,
I,
go
home
and
take
this
uniform
off
and
I
become
Daddy
and
husband
and
and
everything
else,
so
you
know
I
would
just
ask
if
they
continue
knew
that
that
we've
always
had
I've
been
to
other
cities
and
other
states,
and
it's
not
the
same.
You
put
this
uniform
on
and
you're
immediately
hated.
Luckily,
here
inside
the
cityland
exposure,
we
don't
have
that
problem
so
and
I'm
very
thankful
for
that
I'm
born
and
raised
in
Bossier
and
proud
to
call
it
home.
So
yeah.
A
L
Yes,
sir
I
think
we've
had
a
great
working
relationship
started
before
me,
the
one
the
one
thing
I.
You
know,
I
hope
that
we
can
continue
that
I'd
like
to
look
at
some
Personnel
issues
in
the
future
and
Staffing
and-
and
you
know
eventually
get
into
that-
just
mainly
continue
the
great
relationship
that
we
already
have
and
and
work
together
and
progressing
as
a
department
and
not
just
stay
stagnant,
because,
of
course
you
know
the
criminals
don't
so
we
got
to
grow
with
them.
Yeah.
L
This
place
better
than
I
found
it.
My
kids
are
still
here
like
I,
said
I
was
born
and
raised
here.
I
hope
that
they
continue
to
stay
here
and
I.
Just
hope
that
when
I
leave
here
that
they
still
have
a
city
to
be
in
and
not
have
to
worry
about,
you
know
are
they
out
after
hours?
Where
are
they
parking
under
street
lights?
You
know
this
is
always
Bossier
has
always
been
a
safe,
City
and
I.
Just
hope
that
I
can
continue
that
Legacy
and,
if
not
make
it
better.
A
I
believe
that
bolshe
has
a
great
police
department
and
I
want
to
be
supportive
in
the
future.
Based
on
your
recommendations
and
I
think
the
council
has
the
same
conscious
awareness
that
we
need
to
be
supportive,
and
we
appreciate
your
your
service
mayor
that
you
have
something.
G
I
know
me
and
Daniel
have
it
with
Chief,
how
are
going
to
have
a
very
good
relationship,
we're
really
in
contact
with
each
other
all
day
long
at
night.
Also,
something
goes
on
so
I'm,
pretty
well
aware
of
all.
What's
going
on
with
the
city
and
I
really
appreciate
him
and
I'm.
Just
so
glad
he's
our
chief
right
now
he's
really
done
an
outstanding
job.
You
know
I!
Thank
you,
Chief.
Thank
you.
L
I
will
say
it
makes
it
very
easy
having
having
people
to
contact
I
can
you
know,
feel
free
to
contact,
y'all
or
feel
free
to
contact
the
mayor,
and
it
definitely
makes
my
job
easy
because
I
don't
know
everything
I
run
into
issues.
You
know,
and
it's
nice
to
be
able
to
know
that
I
can
pick
up
the
phone
and
reach
out.
So
thank
all
of
y'all
for
that
from
one
end
to
the
other
I.
A
T
Did
we're
in
the
process
of
hanging
the
next
show
preparing
for
the
public
to
come
in
this
weekend,
so
we
were
listening,
so
I
rushed
off
as
soon
as
I
could
get
off
of
that.
A
T
K
Well,
I
mean
when
we
talked
it
was
Zero
I
mean
that's
the
information
that
was
provided
to
the
city
council
so
but
I
still
believe
it's
a
Bossier
City
organization,
supporting
the
venue
of
arts
and
so
forth,
but
also
what
we're
speaking
here
to
specifically
is
putting
them
in
charge
of
a
15
million
dollar
venue
and
I.
Think
that
I
would
certainly
hope
that
we
would
have
at
least
half
of
the
board
from
Bossier
City,
representing
what
Bossier
City
residents
desire
and
want
to
see.
So,
if.
T
I
may
the
board
is
a
voluntary
effort.
It
is
open
to
anyone
to
apply.
We
do
make
it
known
that
it's
open
to
anyone
that
desires
to
support
the
Arts
and
the
desires
to
volunteer
their
time,
and
so
when
it
comes
down
to
is
whoever
applies.
Who
is
willing?
Hopefully
now
maybe
more
people
will
apply
and
be
willing
to
serve
that
time,
but
in
the
past
it
has
come
down.
I
myself
have
served
on
that
board
in
the
past,
but
it's
come
down
to
those
that
are
willing
to
volunteer
the
time.
T
T
T
Also
there's
been
some
individuals
who
have
desired
to
do
so,
but
there
were
conflict
of
interest
one
of
them.
You
know
it's
been
a
situation
where
maybe
an
employee
of
the
council
is
a
family
member.
So
we
don't
want
any
nepotism
to
come
up.
Anything
of
that
nature.
Sure.
T
The
current
board
does
the
citizen
or
whoever's
interested
they
apply.
They
do
have
a
application
to
complete.
They
go
before
the
board
for
an
interview,
normally
roughly
10,
to
15
minutes
in
conversation,
and
then
the
board
takes
a
vote
as
to
whether
or
not
the
person
is
accepted
to
be
a
board
member.
They
do
have
to
serve
a
period
of
time
before
they
can
move
into
an
executive
board.
Member
capacity.
K
So
it
would
be
my
suggestion
that
your
current
board
encouraged
just
as
all
boards
across
the
country
are
being
encouraged
to
diversify
and
and
be
inclusive.
So
I
would
encourage
that
that
board
being
that
it's
a
Bossier
City
organization
encourage
Bossier
City
and
make
quite
possibly
Bossier
Parish
residents
to
participate.
We.
K
C
A
A
Okay,
so
we'll
leave
it
as
it
is
Miss
Polk.
Thank
you
for
your
impromptu
visit.
We
appreciate
it.
Yeah
I
know
you
probably
was
really
busy,
and
yet
you
made
it
down
here
thanks.
F
B
Was
just
going
to
ask
mayor
to
either
you
or
someone
from
your
Administration
give
us
an
update
on
the
municipal
complex?
It's
looking
good,
let's
see
if
you
can
tell
us
what
more
is
going
to
be
done
in
there
and.
G
Putting
it
all
together,
I
there's
a
bunch
of
things
going
on
Ben,
you
know
was
man
come
on
Miss.
F
J
H
J
Was
really
I'm
speaking
out,
I
think
it
was
a
was
slotted
for
this
year,
but
there
was
some
money
left
over
from
last
year,
and
so
they
were
able
to
because
they
they
minded
the
budget
well
for
2022
they
were
able
to
go
ahead
and
get
it
in.
J
So
it
was
in
the
Capital
Improvements,
but
they
have
Steve.
Ford
mainly
is
the
one
that
was
spearheading
that
and
then
it.
D
S
Can
I
just
say:
Steve
has
done
a
great
job,
managing
the
budget
and,
like
she
said,
put
the
leftover
we
do
as
much
as
we
can
so.
We've
managed
23
see
how
well
he
does
and
what's
left
over.
We
do.
We
can
do
and
so
he's
done
an
excellent
job
from
where
we've
been
in
the
past.
I
think
you
all
know
so
hats
off
to
to
build
a
maintenance
division.
They've.
