We
find
ourselves

pivotal
moment
where
transparency

democracy

Two
weeks
ago,
I
presented
the
irrefutable
truth
that
Bossier
City
Charter
guarantees
a
citizen's
right
to
be
heard
to
express
our
views
freely.
Yet
the
resolution
to
seek
outside
counsel
and
term
limits
passed,
divided
the
council,
5-2
Mr,
Smith
and
Mr
Hammonds.

You
stood
firm
with
the
people,
but
others
Mr,
free
Mr,
Williams,
Mr,
Darby,
Mr,
Montgomery
and
Mr
Maggio.
You
chose
a
different
past,
coincidentally,
those
in
favor
of
seeking
outside
counsel
to
delay.
This
effort
would
be
ineligible
to
run
again
if
term
limits
are
implemented.
Is
this
mere
coincidence
or
does
it
reveal
an
attempt
to
cling
to
power
to
silence
the
will
of
the
people?
The
City
attorney
assured
us
that
the
chosen
attorney
would
be
unbiased
and
unaffiliated.

where
these
reports
have
come
from
I,
don't
know
what
reports
that
you
speak
of
Miss
Bell
has
previously,
on
behalf
of
the
city,
represented
the
MPC
in
previous
litigation
that
the
city
has
been
engaged
in.
She
has
never
represented
any
member
of
the
city
council,
let
alone
Mr
Montgomery
and
if
any
kind,
in
its
personal
capacity
in
any
sort
of
lawsuit
whatsoever.
That
statement
right
there,
sir,
is
absolutely
false.

please

also
like
to
directly
address
our
mayor,
Mr
Chandler.
No
one
supported
your
candidacy
for
mayor
more
proudly
than
the
people
of
South
Bossier.
However,
you
did
submit
this
term
limit
ordinance
too
late
to
make
the
agenda
and
as
Citizens,
we
demand
professionalism
from
our
leaders,
and
this
oversight
has
shaken
my
confidence
in
the
process
and
the
public
support
of
term
limits.
Mr

Mr
Maggio.
You
spoke
against
terminals,
declaring
your
love
for
Bossier
City,
but
your
words
are
empty.

action,
Mr
Maggio
to
suggest
the
mayorship
is
decided
in
your
store,
undermines
the
Democratic
process
and
belittles.
The
voice
of
the
voters
is
this
truly
the
Bossier
City
we
all
envision
Mr
Darby
on
June
15th

last
year,
you
Proclaim
to
be
pro-citizen
participation
in
government.
Yet
your
vote
for
the
resolution
contradicted
those
very
words.
The
people
are
watching
Mr
Darby
and
we
will
not
forget
today.

redeem

and
the
commitment
to

people
vote
unanimously
to
place
the
mayor's

We
know
we
can
get
an
opinion.
This
is
a
very
simple
resolution.
That's
required
to
go
before
the
state
and
and
I
think
the
charter
is
very
clear
about
the
what
the
will
of
the
people
can
accomplish,
but
on
August
8th,
that's
the
30-day
point.
The
charter
is
very
clear
but
I'm
going
to
read
it.
It.

couple
of
minutes
for
the
people
of
Bossier
City
to
know
there
are
two
methods
to
introduce
a
change
to
the
Charter.
According
to
the
Charter
itself.
One
is
by
the
city
and
the
confusion
for
the
city
is
that
it
calls
for
a
charter
commission
for
the
city
council
to
make
a
change,
but
in
the
in
the
ordinances
or
not
the
ordinances,
but
in
the
charter.
It
says
very
specifically
for
us
to
do
a
petition
to
follow
section
five,
which
we
did.
The
whole
petition
was
written
according
to
Louisiana
law
and
and
the
city's
Charter.

So
in
order
to
fight
this
or
delay
it
you're,
putting
the
will
of
the
people
behind
your
personal
interest
and
that's
the
view
of
the
people,
but
it's
very
clear
in
the
charter.
The
part
of
the
charter
that
talks
about,
if
you
do,
a
petition
selection
by
the
people
that
a
petition
of
the
electors
of
the
city
as
outlined
in
section
501,
signed,
examined
and
amended
or
certified
by
the
by
the
registrar
is
the
is
the
way
to
initiate
the
initiate
a
change
to
the
city
Charter.

And
then
it
says
if
any
amendment
is
proposed
by
Petition
of
the
electors,
the
city
council
shall
there
is
no
option.
The
city
council
shall
submit
the
same
to
the
electors
of
the
city
at
a
special
election
to
be
called
no
less
than
90
nor
more
than
120
days.
The
next
election
is
in
November.
The
city
knows
very
clearly
when
the
timeline
for
the
state
to
put
a
resolution
in
front
of
the
state
to
get
term
limits
on
the
ballot
any
time,
delay
or
any
reason
for
you
can't
argue
ex
post
facto
laws.

can't
argue
that
we're
term
limiting
people
that
are
already
in
office
because
those
only
apply
to
criminal
code.
There
is
no
real
objection
to
term
limits
that
you
can
make,
except
that
you're

trying
to
to
force
us
to
some
process
that

poorly
written
in
the
charter.
But
it's
very
very
clear
in
the
charter.
It
says
the
city
council
shall
put
this
in
front
of
the
people.
We
want
the
people
to
decide.

represented

to
the
public
that

caught

right
person
to
pick
in
this
case
and

name
came

think
that's

the

valid

unbiased
person.
It's
never
been
involved.

the

citizens

opinion

especially
mayor
Chandler
I,
understand
that
y'all
are
in
favor
of
term
limits.
You
want
term
limits.

push
this
matter
forward,
but
if
it's,

brought
improperly
we're
not
going
to
have
valid
term
limits,
what
we
will
have

endless
litigation.
Miss
Bell
has
reported

that
her

Bell's

the

the

reason

we're
seeking
the
outside

avoid
needless
time-consuming,
expensive
litigation.

really
hope

this

I
want
to
start
by
sharing
with
you
some
of
the
things
that
we've
done
this
year,
we
started
out
in
January
with
a
a
fabulous
Arbor
Day
Gathering.

We
had
about
80
individuals
that
gathered
to
help
us
plant
trees
on
the
Arthur
Ray
T
Parkway.
Some
of
the
groups
that
we
partner
with
are
pictured
there,
the
Republican
women,
the
Bossier
Lions
Club,
the
Barksdale
Federal
Credit
Union
and
National
Honor
Society
students
from
Bossier
High,
which
we're
always
glad
to
to
work
with
students.
You
can
see
these
trees
that
we
planted
here.
There
are
seven
to
eight
feet
tall.

They
will
be
beautiful,
beautiful
in
a
few
years
and
a
nice
addition
to
Arthur
at
we're
very
happy
to
to
do
this
in
our
community
and
every
year

affiliate

keep
America
beautiful
affiliate

commuter

It
is
one
that
every
affiliate
in
the
United
States
uses.
We
all
use
the
same
method
to
measure
litter.

use

scale

the
highest

the

we

all
three
years
in
Bossier
Parish.
Now
this
last
year
we
had
an
index

so
we're
moving
in
the
right.
The
right
direction
and
I
want
to
bring
that
to

because
I

to
show
that
the
work
of
these
volunteers
is
really
making
a
difference.
But
I
also
want
to
ask
you
if
I
should
have
the
opportunity
at
some
future
date,
I'd
love
to
tell
you
about
a
Statewide
litter
index
that
is
just
being
conducted.
We've
got
the
the
preview
of
the
results
that
just
come
out.

We're
also
still
promoting
businesses
in
our
community
that
have
take
a
lot
of
effort
to
beautify
their
their
exteriors.
We
want
to
say
congratulations
to
Brown
Builders
and
the
Villagio
for
being
our
winners.
Our
runners-up
are
fire
sprinkles,
specialty
fire
fire
system,
Specialties
and
the
Blake,
and
you
guys
are
very
familiar
with
operation,
Clean
Sweep,
a
partnership
between
the
city
and
the
parish
and
the
sheriff's
department.
We're
very
pleased
this
year
to
pick
up
9.4
tons
of
litter.

This
is
a
a
an
initiative
that
I'm
super
excited
about
is
an
anti-litter
campaign
with
bitstool
and
AEP
Swepco
Foundation,
we
partnered
with
the
graphics
art
program
at
bipstone
to
create
anti-litter
images
with
their
graphic
art
students.
We
had
a
contest:
these
are
the
10
winning
images
and
those
are
the
students
there
that
created
those
images.
We
will
have
another
10
images
that
will
come
from
the
fall
to
give
us
20
images
that
we
will,
thanks
to
Swepco,
be
able
to
put
in
a
sandwich
board.

Those
sandwich
boards
will
be
rolled
out
every
morning
during
the
the
pickup
and
drop
off
line
at
every
school
in
Bossier
Parish,
where
we
have
elementary
students.
So
we're
thinking
super
cool
that
we
have
images
created
by
students
for
students,
so
we're
we're
very
happy
to
be
pushing
out
this
educational
initiative
and
there's
some
of
the
students
in
their
drawings.

Love
the
boot
week
a
week
that
is
celebrated
throughout
the
state.
Every
Parish
in
our
state
is
asked
to
do
something
to
enhance
their
Parish.
We
started
off
with
a
strong
educational
Movement.
We
went
into
five
elementary
schools,
Central
Park
Bossier,
Elementary,
Plantation,
Park,
Kerr
and
Sun
City-
to
do
Earth,
Day
activities
and
share
litter
messages
with
the
students.
It
was
very
fine
and
very
well
received.

We
went
on
to
partner
with
the
Louisiana
Downs
and
on-site,
secure,
shredding
and
Goodwill
Industries
to
practice
a
Theo,
the
three
R's
we
recycled,
forty
thousand
pounds
of
paper,
and
we
wrote
a
grant
with
the
Master
Gardeners
called
the
welcome
factor
for
the
city
of
Bossier.
We
did
some
enhancements
at
the
animal
shelter,
which
is
a
fabulous
fabulous
facility,
but
we
wanted
to
add
some
landscaping
and
we'd
still
like
to
do
some
artwork
there.
But
we
put
in
two
very
nice
flower
beds
on
each
side
of
the
entryway.
We
planted
six
trees.

We
always
love
to
work
with
the
Veterans
Home
on
most
of
the
the
live
oak
trees
that
have
planted
there
were
planted
by
previous
kibo's,
your
beautiful
team,
but
we
came
aware
of
a
a
need
for
their
Gardens
and
how
they
were
looking.
So
this
is
the
picture
before,
and
this
is
the
picture
after
we
went
in
and
took
out
everything
else
that
was
left.
We
added
some
some
permanent
curving
to
really
make
those
flower
beds
stand
out
and
it
was
such
a
joy
to
work
there.

We
just
received
funding
to
do
another
flower
bed
on
the
other
side
of
that
glass
hallway.
That's
where
a
lot
of
the
the
veterans
sit
in
their
Wheelchairs
and
look
out,
so
they
were
very
pleased.
It
was
very
rewarding
for
us
to
be
there
doing
that,
and
they've
expressed
a
lot
of
excitement
about
having
that
there
one
of
our
latest
projects
is
called
the
gateway
Expo.
It's
just
a
dream.

We
have-
and
we
have
asked
some
of
our
community
members
to
help
us,
but
it's
a
dream
to
have
a
new
welcome
to
Bossier
sign,
put
up
on
the
west
side
of
Interstate
20,
and
we
with
the
help
of
Carlotta
and
the
MPC
and
city
of
Bossier.
We
were
able
to
see
some
fabulous
renderings
renderings
from
some
of
our
local
Architects.
We
had
six
Architects
that
donated
a
concept
for
what
this
sign
might
look
like,
and
these
are
the
these
are
three
of
them,
one
from
Jeff
spikes
from
Chris,
Merkel
and
Kevin
Bryan.

Our
second
place
winner
was
from
Mark
Prevo,
and
then
the
winner
came
from
Clarence
Babino
at
sgb
Architects,
and
so
this
is
the
concept
that
everybody
likes
and
it
it
was
real
close
though
the
top
two
were
very
close.
Now,
we've
just
got
to
figure
out
how
to
get
a
set
of
B-52
Wings
on
the
side
of
the
interstate
that
measure
162
feet
in
length.
So
this
could
be
a
real
real
icon
for
us.
If
we
can
figure
out
how
to
do
it,
so
we
have
no
money,
we
have
no
permits.

We
have
nothing
but
a
dream.
Now,
we've
got
a
long
way
to
go,
but
we're
hopeful
that
this
could
be
something
pretty
spectacular
for
our
community
upcoming
events
on
August
the
12th.
We
will
have
an
electronic
waste
recycling
event
where,
if
you
have
a
cell
phones,
PCS
laptops
any
kind
of
phone
devices
that
you
want
in
your
small
business
that
you
want
to
recycle
we'd
love
to
take
those
for
you.
We're
also
doing
an
environmentally
aware
student
seminar
for
students
grades
five
through
eight,
it's
a
three-hour
seminar.

Students
come
they
learn
about
litter,
who
causes
litter,
what
we
do
with
litter,
how
it
impacts
our
environment
and
they
earn
a
patch.
We
have
one
of
three
patches
that
keep
Bossier
beautiful,
that
they
can
earn.
Of
course,
as
always,
we'll
have
our
911
remembrance
ceremony
on
September,
the
11th
and
also
in
September
on
the
24th.
We
will
be
having
our
annual
fundraising
razor
dinner
Under,
the
Stars,
a
taste
of
the
East
Bank,
so
thank
you,
city
of
Bossier,
for
letting
us
use
the
Pavilion
on
the
East
Bank.

Lane.
There
were
no
addendums

project.

demolition
at

soon
as
legally
possible
at
their
meeting
on
June
13th.
